    Telangana’s minister for industry and information technology K.T. Rama Rao on Sunday said during the last eight years India’s debt rose by Rs 100 lakh crore.

    He claimed that every Indian has a debt of Rs 1.25 lakh. His tweet on Sunday was apparently in response to Union Finance Minister Nirmala Sitharaman’s statement that every child born in Telangana carries a debt of Rs.1.25 lakh.

    The Central minister, during her three-day visit to Zaheerabad Lok Sabha constituency under BJP’s ‘Parliament Pravas Yojana’, had slammed the state government for raising debts.

    Rama Rao, who is also working president of Telangana Rashtra Samithi (TRS), tweeted ‘Madam FM waxes eloquent on Fiscal prudence; Till 2014, in 67 years 14 Prime Ministers of India together have raised a debt of Rs. 56 Lakh Crores Then came PM Modi Ji; in the last 8 years alone India’s debt incremented by Rs.100 Lakh Crores Every Indian has a debt of Rs.1.25 Lakh”

    KTR, as Rama Rao is popularly known, pointed out that per capita income of Telangana in 2022 is Rs 2.78 lakh while the national average per capita income is Rs 1.49 lakh.

    The minister said while the debt to GSDP ratio of Telangana is 23.5 per cent, lowest at 23rd among the 28 Indian states, the nation’s debt to GDP ratio is 59 per cent.

    Citing Reserve Bank of India (RBI) report of October 2021, KTR said Telangana with 2.5 per cent of Indian population contributes 5.0 per cent to India’s GDP.

    He remarked that the country needs double impact governance and not futile double engines. He said if only BJP states had performed on par with Telangana, India would now be a $4.6 Trillion economy.

    Sitharaman had come down heavily on the TRS government for raising debts beyond FRBM limits and claimed that every child born in the state carries Rs 1.25 lakh debt burden.

    She said because of the huge debts, Telangana’s revenue surplus budget had slipped to a revenue deficit budget.

    She said the state was raising more debts than approved in the Budget. She claimed that the Assembly was being kept in the dark about the debts raised outside. She said all the debts were not being included in the Budget.

    The central minister had argued that the Centre has the right to question the state on debts.

    Meanwhile, India’s external debt of $620.7 billion, as at end of March 2022, is sustainable and is being managed in a prudent manner, the Department of Economic Affairs, under the Union Finance Ministry, said.

    In a recent report, the Department of Economic Affairs said the country’s external debt continues to be sustainable and prudently managed.

    “As at end-March 2022, it stood at $620.7 billion, growing by 8.2 per cent over the level a year ago. External debt as a ratio to GDP (gross domestic product) was 19.9 per cent, while reserves to external debt ratio was 97.8 per cent,” the report said.

    The sovereign debt at $130.7 billion rose higher by 17.1 per cent over its level a year ago, mainly because of additional allocation of special drawing rights (SDR) by the IMF during 2021-22.

    The non-sovereign debt, on the other hand, grew 6.1 per cent to $490 billion over the level as at end-March 2021.

    Experts had said that the external debt of $620.7 billion need not be a concern as $490 billion is non-government and the share of government is only $130.8 billion.

    Of the non-government debt, the share of non-financial corporations was about $250.2 billion.

    Further, the total debt of $620.7 billion as a percentage of gross domestic product (GDP) was 19.9 per cent and the debt service ratio was 5.2 per cent.

    Experts also said India cannot be compared with Sri Lanka that is in a severe economic crisis.

    The share of the central government in short term debt – maturing in a year’s time- is only $7.7 billion out of the total $267 billion, experts had said.

    Commercial borrowings, NRI deposits, and short-term trade credit are the three biggest constituents of the non-sovereign debt, accounting for as much as 95.2 per cent.

    While NRI deposits declined by two per cent to $139 billion, commercial borrowings at $209.71 billion and short-term trade credit at $117.4 billion rose by 5.7 per cent and 20.5 per cent, respectively.

    According to the report, the debt vulnerability indicators continued to be benign. The debt service ratio fell significantly to 5.2 per cent during 2021-22 from 8.2 per cent during the previous year, reflecting buoyant current receipts and moderating external debt service payments.

    The debt service payment obligations arising out of the stock of external debt as at end of March 2022 are projected to trend downwards over the coming years.

    From a cross-country perspective, India’s external debt is modest. In terms of various debt vulnerability indicators, India’s sustainability was better than the Low-and Middle-Income Countries (LMICs) as a group and vis-a-vis many of them individually.

    According to the report, the US dollar continues to be the leading currency of denomination accounting for 53.2 per cent of the total as at end March 2022.

    Deposits in Non Resident (External) Rupee Accounts (NR(E)RA), NRO accounts and FPI investments in Gsec and corporate bonds are among the components of India’s external debt, denominated in Indian rupees.

    Indian rupee is the second leading currency of denomination with a lower share of 31.2 per cent of the total as at end-March 2022 than 33.3 per cent a year ago, reflecting erosion of outstanding FPI investments in G-Sec and corporate bonds ($50.1 billion from $51.4 billion as at end-March 2021) and balances under NRE accounts ($100.8 billion from $ 102.6 billion). Following the US dollar and the Indian rupee are the SDRs (6.6 per cent), the Japanese Yen (5.4 per cent) and Euro (2.9 per cent).

    His repeated forgiving of the efforts of Mahmud Ghori to bring down his kingdom and take away his life ensured that Prithviraj Chauhan was the tragic idealist who initiated the process of destroying the India that had endured for many millennia. He failed to recognise that in Ghori, he faced an opponent who sought nothing less than the destruction of an entire system of governance and its concomitant way of life.

    Each time Prithviraj spared his life, Ghori went back determined to succeed against the merciful ruler the next time around. Finally, Ghori’s day came with a pre-dawn attack that caught Prithviraj’s army unawares, most being deep in sleep. The Rajput princes of the time fought wars in a manner reminiscent of cricket, with set rules designed to make the contest a battle between chivalric foes.

    Their error was that as a collective as well as individually, the princes of the day failed to comprehend the systemic, the civilizational nature, of the battle that their foe to the north west was intent on waging. That easy, indeed facilitated and assisted plunder, created in their implacable foe an appetite to control the land and its people. In such a conflict, only a single side wins, and eventually that was not the side of Prithviraj.

    In his final moments, as he was facing death at the hands of a foe who had from the start been implacable, the luckless Samrat may have understood the fatal error he had made in sparing the life of a foe with the ambition to transform the land and the people in his own image.

    Even after more than seven centuries of domination by the Mughals, that did not happen. In villages across India, in minds and in the homes of tens of millions, their belief systems remained intact in a manner that had not been the case in any other country taken over by those who had linked their confidence in victory to their belief and fealty to what they believed to be the message of the Almighty. Later, the Rubicon of cruelty was crossed by Aurangzeb, who as a consequence found himself not the protector of Mughal rule but its destroyer.     Had it been Subhas Bose who had headed the freedom struggle rather than the hand-picked lawyer chosen by Mahatma Gandhi, Jawaharlal Nehru, there may not have been a partition of India in 1947, nor perhaps the peeling away of Sri Lanka, Myanmar and other territories that had earlier been an intrinsic part of the subcontinent. Until Partition, Nehru had been adamant that he would not accept any status for the Muslim community different from that which existed for Hindus, aware of the harm that had been done by the separate electorates and partitions that had earlier been agreed to by the Bose-less Congress leadership.

    Only after Partition did Nehru transition to a policy that in many ways sought the separation from the majority of the minorities in India. He instituted a difference in treatment that many regard as a repudiation of secularism while others claim that such an across-the-board separation of the Hindu majority and the rest of the population was on the contrary the essence of secularism. Thus was born Nehruvian secularism, in which rather than accept their common cultural DNA, Muslims and Hindus in particular were subjected to messaging that they were different from each other, an obviously erroneous notion that had been the foundation of M.A. Jinnah’s call to the British to divide the country before exiting it.

    This past quarter, the rate of growth of the economy has been 13.5%. This is the natural growth rate of the economy, given the abundant qualities of the people of India, although under its initial rulers, the growth rate hovered around 2% annually, breaking free of this only when P.V. Narasimha Rao was the Prime Minister. Incidentally, Rao was disliked, indeed despised, by the matriarch since the tragic death of Rajiv Gandhi in 1991, Sonia Gandhi.

    Any individual who had the effrontery to argue that she should work to help Rao in his reforms rather than weaken him became an instant object of irritation and worse in her. Ultimately, the fissures in the Congress Party that resulted in the weakening of Narasimha Rao ensured the rise of the BJP. Understandably, A.B. Vajpayee had a soft corner for Sonia Gandhi throughout his six years in the PMH, the Prime Minister’s House.

    Returning to Gorbachev, from the start of his ascent to the General Secretaryship of the Communist Party of the Soviet Union, he refused to accept the existential nature of the USSR-US battle that was waged during Cold War 1.0. This was much the way President Biden and some of the other leaders of the Atlantic Alliance have failed to understand the existential nature of the challenge being thrown by the CCP to the US-led alliance, a challenge most visible in the era of the supremacy of Xi Jinping over the CCP.

    When faced with the economic crisis caused by the statist policies inherited from the Brezhnev era, Gorbachev turned for assistance to the very countries intent on the downfall of the Soviet system. While there was indeed Glasnost, greater freedom of expression, during his time, the only Perestroika (reform) introduced under Gorbachev was to preside over one unconditional, unilateral surrender of USSR interests to the Atlantic Alliance.

    That Russia would never be accepted as part of the “common European family” by France, Britain and Germany was never comprehended by Gorbachev, although it was by Vladimir Putin, after nearly six years of effort seeking to enter on honourable terms “our common European home” (Putin’s view at the time) proved fruitless. The USSR was eventually destroyed by its lack of substantive Perestroika, but that demise was speeded up by the folly of Gorbachev in handing over the keys to the survival of the USSR to the hands of its most implacable foes. Small wonder that the Gorbymania unleashed by the demise of the last CPSU General Secretary is not shared within his own country.

    One of the prominent challenges of the 21st century is how to make aviation sustainability a reality in the face of the industry’s high global footprints. In this modern world, transportation by air has become a necessary evil as more and more people and industries rely on it, creating a dilemma between the economy and the environment.

    The aviation sector, if it were a country, would be one of the top 10 carbon-polluting nations in the world. To put that in perspective, the top 10 countries together emit more than two-thirds of all carbon emitted each year. It is also one of the highest and fastest-growing sources of individual emissions. A single international trip taken by one person emits more carbon than someone living in Paraguay for a year.

    Ground operations, mainly performed at the airport form a major aspect of the sector. Airports act as the interface between landside access to airspace and airside access to the ground. Further, airports are not just transport hubs anymore, they are full-fledged industrial hubs, becoming bustling centres of businesses, hotels and other transport connectivity. It is no surprise that areas in and around airports are fast developing and expanding, now being referred to as ‘airport metropolises’. This is fast becoming a problem as the number of emissions from ground operations is researched to be as deadly, if not more as it tends to have an added and more direct impact on the local air quality. Creating sustainable airports, therefore, becomes essential to creating a more sustainable aviation sector.

      A big contribution in this direction comes from India. The Cochin International Airport became the first ‘green airport’ in the world, for which it was awarded the Champions of Earth award 2018, the United Nations’ highest environmental honour. The airport fully operates on solar power, which meets all its electricity requirements. This is no small feat as the Cochin airport stands to be one of the most important airports for not just India but the rest of the world. It is the largest airport in Kerala and the seventh largest in India in terms of passenger traffic. It has one of the longest runways, measuring up to 3.4 km, equipped to handle the largest of aircraft. It is also the first ever airport in India to be developed under Public-Private Partnership.

      Installing the first solar photovoltaic power station plant on the rooftop of the Arrival Terminal Block way back in 2013 turned out to be a trendsetter. Since then, it has not looked back, adding several more solar power units to maximise energy production and produce enough for all its needs. A sum total of Rs 7 crore was spent on the solar power units, which might already have been recovered from the massive saving of Rs 7-8 lakh per month on electricity bills.

     In fact, the most recent news on the Cochin International Airport Ltd (CIAL) confirmed that it has become a power surplus, having achieved power neutrality way back in 2015. This means, CIAL now has a negative carbon footprint. Rather than adding to the global carbon emission, it is making a significant contribution to off-setting emissions done elsewhere. It is also now the second-largest energy producer in the Indian state of Kerala after the State Electricity Board (KSEB). CIAL has a culture of cost-effectiveness. The entire construction of Cochin airport can be considered a marvel gave the low-cost of mere Rs 303 crore at which it was constructed. This sense of cost consciousness is probably what motivated the sustainability drive.

    Becoming energy positive might be the most important of its achievements but it by no means is the only one. The airport is also engaged in scalable agro-photovoltaic activities, putting to efficient utilisation the vacant spaces between the solar panels within the CIAL solar plant, which has by far produced close to 90 metric tons of pesticide-free vegetables. This is mainly in line with the Indian government’s general push in the direction of organic and zero-budget natural farming. The solar project pioneered by managing director VJ Kurian has motivated CIAL to take up several more solar and hydropower projects in the rest of the state.

    Since the success of the Cochin International Airport, the government of India has every airport in the country to produce at least 2 MW of solar energy. Despite having a large population leading to a low per capita GDP when compared to the global powers, India has engaged itself proactively in global environmental initiatives, being on track with its international commitments, and coming up with several great initiatives of its own, the International Solar Alliance being one of its major initiatives. In a world where global climate action is witnessing stagnation, India’s environmental leadership is inducing hope for a better and sustainable future.

    Chinese debt to Pakistan has been revised upwards by $4.6 billion to about $30 billion, the IMF report said, from $25.1 billion in February….reports Asian Lite News

    The International Monetary Fund (IMF) has again raised a red flag in the context of China Pakistan Economic Corridor (CPEC) and stated that in early 2022, new investment could raise growth prospects but contingent liabilities also pose a risk to debt sustainability, the media reported.

    “In early 2022, new investments through the China-Pakistan Economic Corridor (CPEC), originally established in 2013, were announced. Although infrastructure in these second-phase investments could raise growth prospects, attendant contingent liabilities also pose a risk to debt sustainability,” the IMF stated in its Public and External Debt Sustainability Analysis done alone with the Fund staff report released after the approval of EFF program for Pakistan, The News reported.

    The report states that Pakistan’s public debt continues to be judged as sustainable with strong policies and robust growth, but with greater uncertainty, in part because the fiscal relaxation in FY22H2 prevented the debt ratio reduction projected at the time of the sixth review.

    The debt-to-GDP ratio is now projected to rise from 77.9 per cent at end-FY21 to 78.9 per cent at end-FY22 before falling to around 60 per cent by end-FY27, assuming the adjustment efforts in the context of the EFF program are fully carried out, The News reported.

    About 30 per cent of Pakistan’s foreign debt is owed to China, including state-owned commercial banks, compared with 27 per cent in February, according to a report released by the International Monetary Fund, Bloomberg reported.

    Chinese debt to Pakistan has been revised upwards by $4.6 billion to about $30 billion, the IMF report said, from $25.1 billion in February. Chinese support is triple the amount of IMF debt and more than the amount given by either the World Bank or the Asian Development Bank.

    The debt shows that China is now playing a similar role to the IMF by providing financing during balance of payments crises, rather than World Bank-style concessionary-project financing. Debt for balance of payments support from China has continued with loans to Pakistan being rolled over on a regular basis.

    Continuing a tradition of friendship between both armies, the Indian Army chief will be conferred with the honorary rank of General of Nepal Army on September 5 in a ceremony at Sital Nivas…reports Asian Lite News

    Indian Army chief, Gen Manoj Pande arrived in Kathmandu on Sunday.

    In his visit, made at the invitation of his Nepalese counterpart, Gen Prabhu Ram Sharma, he is leading an 11-member delegation.

    During his visit, General Pande will call on the President Bidhya Devi Bhandari, Prime Minister Sher Bahadur Deuba who is also the Defence Minister, and will hold delegation- level talks with his counterpart, Gen Sharma, where both sides will discuss wide range to issues related to military and defence cooperation, according to Nepal Army.

    It is expected that both sides will discuss Agnipath, the Indian government’s new recruitment scheme for soldiers under which 75 per cent will be retired after serving four years and get a gratuity, while the remaining 25 per cent will get a chance to serve full term and get pension.

    Nepali youths have also been recruited in the Indian Army for a long time but now, Nepal is hesitant to go on, due to the new scheme. The Nepal government has not allowed the recruitment process requested from the Indian side.

    Nepali officials said that besides other regular military and defence issues between Nepal and India, the Agnipath scheme will also be discussed during the visit.

    Continuing a tradition of friendship between both armies, the Indian Army chief will be conferred with the honorary rank of General of Nepal Army on September 5 in a ceremony at Sital Nivas, the official residence of the President.

    According to the itinerary, Pande is scheduled to visit the Nepal Army headquarters where he will pay homage to fallen soldiers and have interactions with the senior leadership of the Nepali Army. He will hand over 10 armoured personnel carriers to Nepal Army as a gift from Indian Army.

    During his visit, Pande will also interact with the student officers and faculty of the Nepali Army Command and Staff College at Shivpuri. He is also scheduled to call on the Prime Minister Deuba on September 6.

    “India-Nepal relations are historic, multifaceted and marked by common cultural and civilisational ties, apart from mutual respect and trust. India attaches highest priority to its relationship with Nepal in accordance with its ‘Neighbourhood First’ and ‘Act East’ policies. This visit will provide an opportunity to take stock of the existing bilateral defence ties and strengthen cooperation in areas of mutual interest,” said a statement issued by India’s Ministry of Defence ahead of his Nepal visit.

    Hasina’s India visit to bolster energy, food security ties

    Bangladesh Prime Minister Sheikh Hasina, who will be visiting India, after three years, on a four-day state visit from Monday, will meet her Indian counterpart Narendra Modi on Tuesday.

    The Rohingya issue may find prominence in their talks and Bangladesh is keen on cooperation in energy and food security with India, Bangladesh Foreign Minister Dr A.K. Abdul Momen said in a media briefing on Sunday.

    The visit is seen as significant amid the Ukraine crisis, global economic downturn and ongoing Covid-19 pandemic as the two South Asian neighbors seek enhanced cooperation to overcome the challenges, he added.

    Issues related to security cooperation, investment, enhanced trade relations, power and energy sector cooperation, water sharing of common rivers, water resources management, border management, combating drug smuggling and human trafficking are likely to get priority during the talks between the two Prime Ministers.

    The visit will further strengthen the multifaceted relationship between the two countries based on strong historical and cultural ties and mutual trust and understanding.

    The Prime Minister will be formally received by Modi while a ceremonial guard of honour will be accorded to her. She will pay homage to Mahatma Gandhi at Rajghat.

    During her visit, Hasina will meet Indian President Droupadi Murmu and Vice President Jagdeep Dhankar apart from holding bilateral consultations with her Indian counterpart at the Hyderabad House.

    Indian External Affairs Minister S. Jaishankar will call on Hasina, who is also likely to visit Ajmer also. She is also scheduled to attend a lunch to be hosted by Modi.

    She is expected to award the Mujib Scholarship, an initiative of the Bangladesh government, to the descendants of 200 Indian Armed Forces personnel who were martyred and critically injured during the Liberation War of Bangladesh in 1971.

    At the minister-level meeting of the Joint River Commission (JRC) between Bangladesh and India on August 25, a draft memorandum of understanding on withdrawal of water from the upstream of the Kushiyara river flowing from India to Sylhet of Bangladesh was finalised. Besides, four more MoUs have been finalised for signing.

    The Foreign Minister said a preparation is going on to sign MoUs relating to withdrawal of water from the upstream of Kushiyara river, cooperation between national defence colleges of the two countries, cooperation between judicial authorities, modernisation of rail and capacity building, and cooperation between information and communication sector.

    Moreover, cooperation between the blue economy and two MOUs signed earlier between two broadcasting authorities will be renewed. A diplomat, on condition of anonymity, said during her visit to India, a MoU is likely to be signed with Indian multinational company GMR to import hydropower from Nepal.

    Foreign Secretary Masud Bin Momen was also present at the media briefing.

    The Prime Minister will lead a high-level delegation which includes several ministers, advisers, state ministers, secretaries and senior officials.

    Representatives from business bodies of Bangladesh will also accompany Hasina, who is also scheduled to attend a business event organised by the Confederation of Indian Industries.

    For the second time in a week, an India-Pakistan match went down the wire. For the second time in Asia Cup 2022, the outcome of an India-Pakistan match was decided in the final over.

    But this time, Pakistan were on the winning side, defeating India by five wickets, with a ball to spare in the second Super Four stage match at the Dubai International Stadium on Sunday. In a match, where fortunes swung wildly, left-arm spin all-rounder Mohammad Nawaz played a decisive role.

    With his four overs, Nawaz conceded just 25 runs and took out Suryakumar Yadav in a tight spell which applied brakes on India’s innings after Rohit Sharma and K.L Rahul came out all guns blazing in a 54-run opening stand.

    Reverting back to their aggressive attacking approach, Virat Kohli top-scored with 60 off 44 balls, hitting four fours and a six, while running hard between the wickets and was superb against pacers in an innings even as others hit boundaries and fell in a bid to go big.

    Chasing a competitive 181/7, Mohammad Rizwan anchored the chase with a 51-ball 71. But the game turner was Nawaz’s promotion to four, striking 42 off 20 balls, including six fours and two sixes, giving a much-needed impetus to Pakistan’s chase.

    With 26 runs needed from the last two overs, Khushdil Shah and Asif Ali took 19 runs off Bhuvneshwar Kumar in the 19th over. Arshdeep Singh, who dropped Ali for duck an over earlier, got the equation to two runs off two balls. But Iftikhar Ahmed sealed the match in Pakistan’s favour with a ball to spare.

    Sharma and Rahul gave India a rollicking start by hitting eight boundaries to get the team fifty in 4.2 overs. Haris Rauf broke the opening stand in the final over of the powerplay, as Sharma mishit a slower ball to point.

    India’s second wicket fell on the very first ball post-powerplay as Rahul holed out to long-on off Shadab. Kohli began by getting two fours to continue India’s high-risk approach.     Boris Johnson’s successor as the next UK Prime Minister will be revealed on Monday when either Liz Truss, the incumbent Foreign Secretary, or Rishi Sunak, the former Indian-origin Chancellor, will be named as leader of the ruling Conservative Party.

    The name will be announced at 12.30 p.m. (around 5 p.m. IST) and the winner of the leadership race will take office on Tuesday after being formally appointed by Queen Elizabeth II, reports the BBC.

    If Truss comes to power, she will be the third female Prime Minister of the UK after Margaret Thatcher (1979-1990) and Theresa May (2016-2019).

    If Sunak wins the race, he will make history as the first ever Indian-origin to hold the post and the the UK.

    Tipped by pollsters to emerge as the winner, Truss has promised to announce further help to shield consumers within a week of taking over, says the BBC report.

    She also plans to deliver 30 billion pounds in tax cuts through an emergency Budget later this month, arguing the UK’s tax burden is behind sluggish growth.

    The Foreign Secretary is yet to offer details of her cost-of-living support plan beyond saying she will temporarily scrap green levies on energy bills and reverse the rise in National Insurance introduced during Johnson’s tenure.

    While still hopeful, Sunak has signalled he believes he has lost, saying his job “now is just to support a Conservative government”.

    The seven-week leadership contest will bring an end to Johnson’s turbulent three years in office, with Monday’s winner set to inherit a flagging economy, with inflation at a 40-year high, the BBC reported.

    Johnson was forced out in July by a ministerial revolt over a string of scandals, just over two-and-a-half years after leading the Tories to a landslide victory at the 2019 election.

    Although Sunak had the most support among Conservative MPs, he has trailed Truss in opinion polls of the party grassroots.

    Johnson is expected to deliver a farewell speech upon leaving office on Tuesday, before the handover of power takes place.
