    PFI: THE TIP OF AN ISLAMIST ICEBERG

    PFI came into existence in 2006 as a result of a merger of three Muslim interest groups — Kerala-based National Democratic Front (NDF), Karnataka Forum for Dignity (KFD) and Tamil Nadu-based Manitha Neethi Pasarai (MNP). While its influence is most prominent in Kerala, the PFI has expanded its base across India and now has a presence in almost 23 statesA special report by Ahmed Usman

    On September 28, the Union Home Ministry of India banned the Popular Front of India (PFI) and its associate organisations – Rehab India Foundation (RIF), Campus Front of India (CFI), All India Imams Council (AIIC), National Confederation of Human Rights Organisation (NCHRO), National Women’s Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala for a period of five years.1 These organisations are banned under the Unlawful Activities (Prevention) Act- UAPA, 1967.

    A few days back, in one of their biggest joint operations against terror funding and terror activities, the National Investigation Agency (NIA) and the Enforcement Directorate (ED) on September 22 arrested 45 activists of the Popular Front of India (PFI) from 93 locations across 15 states, including Kerala, Tamil Nadu, Maharashtra, Telangana, Assam, Andhra Pradesh and Delhi, as mentioned in NIA’s official website.

    During the coordinated nationwide operation, which began at around 3:30 am, PFI Chairman O M A Salam, national general secretary V P Nasarudeen Elamaram and the organisation’s Delhi unit head Parvez Ahmed, among others, were taken into custody. Salam was picked up from his home at Kerala’s Malappuram in the search operation. Ahmed’s residence in Delhi’s Jamia Nagar was also raided. Sources said documents, cash, sharp-edged weapons, and many digital devices were seized during the raids.

    According to the remand report filed by the NIA before Kochi court on September 23, Office-bearers, members and affiliates of the Popular Front of India (PFI) in Kerala encouraged vulnerable youths to join terrorist organisations, including the Lashkar-e-Taiba, Islamic State/Daesh and Al-Qaeda and conspired to establish Islamic rule in India by committing terrorist acts as a part of violent jihad.

    PFI came into existence in 2006 as a result of a merger of three Muslim interest groups — Kerala-based National Democratic Front (NDF), Karnataka Forum for Dignity (KFD) and Tamil Nadu-based Manitha Neethi Pasarai (MNP). While its influence is most prominent in Kerala, the PFI has expanded its base across India and now has a presence in almost 23 states, according to the NIA.6 Social Democratic Party of India (SDPI), is the political wing of the PFI. A group that many Hindus accuse of spreading Muslim radicalism. Secular activists and moderate Muslim groups, on the other hand, accuse the PFI of breeding a self-defeating victimhood complex among Muslims.

    Back in 2018 the National Investigation had prepared a dossier on the PFI and explained why the organisation should be banned. The NIA says that the approach of the PFI is radical in nature. It speaks about recruiting only committed Muslims into its fold. It is trying to run a parallel administration in the NIA states. It speaks about the Darul Khada an outfit comprising Muslim scholars, social workers, and advocates. This was set up in 2009, by SDPI national chief E Aboobacker. The NIA says that they run a parallel judiciary which settles a host of issues. The NIA dossier also states that in July 2009, a Kerala-level declaration was passed by the Darul Khada in Malappuram in which it had called upon the Muslim community not to attend civil courts, but to get all issues sorted out by it.

    Amidst countrywide arrests and investigations, many Muslim organisations in India have come out openly in vehement opposition of PFI. All India Muslim Jamaat President, Maulana Shahabuddin Razvi called upon the Muslim community to stay away from the PFI calling it a “radical group” and urged the central government to impose a ban on it. Maulana Razvi welcomed the arrest of the PFI leaders across the country. “PFI is a radical organisation. Its members follow a radicalised ideology. I would appeal to all Sufi and Sunni Muslims to stay away from this organisation. The PFI has been named in many incidents across the country. It is necessary that there should be a ban on these kinds of organisations,” said Razvi.

    The All India Pasmanda Muslim Mahaz (AIPMM) has come out openly in support of the action taken by central agencies against PFI members on September 23. “We welcome the move by the government. We deem that this action has been taken to safeguard the country. The views expressed by the PFI are dangerous. The rallies of PFI and its uniform remind us of Hezbollah, a terrorist organisation,” said Muhammad Yunus, Executive Director, AIPMM. Yunus said the PFI put every Muslim of this country under the lens of agencies due to its activities. He also said that PFI has insulted Islam and its teachings with its activities.

    Muslim Students’ Organisation of India (MSO) said on September 23, that the PFI’s actions were not in the interest of Islam and the country. The MSO said Muslims in India should help the country in its pursuit of stability and peace. “PFI and such Salafi Wahhabi organisations want to trick them (youth) against the basic ideology of Sufi majority population of the country but this situation is not in the interest of Islam, country and humanity,” it said.

    Moreover, MSO appealed to the Muslim youth to stay patient on the action taken on PFI. “If this action (of the central agencies) has been taken for compliance of law and prevention of terrorism, then everyone should be patient on it,” it said, adding that the charges of murder, violence and possession of weapons against those arrested were serious. It however maintained that these allegations must be proved in court.

    Two other organisations: Tanzeem Ulema-e-Islam, and Kul Hind Markazi Imam Council also supported the actions taken by NIA. Not only religious organisations, but Muslim politicians are also criticising PFI and its methods. KM Shaji politician belonging to the Indian Union Muslim League, have been very open about his views on PFI. He thus stated, “I oppose PFI and Jamaat-e-Islami because they brainwash Muslim youth in Kerala. They have managed to penetrate the minds of the youth by forming a lot of cultural organisations. The biggest challenge was to convince our community members that their agenda and motives were bad. They never openly confronted us and it created confusion in the community. But, we continued to fight against their agenda within the Muslim community. SDPI’s only path is violence and they don’t have any strong ideological or religious mooring. What SDPI and PFI are propagating in the name of true Islam is wrong. Their view of Quran is not correct. Even their religious vision is not correct.”

    Many are of the opinion PFI is the resurrection version of the banned Students’ Islamic Movement of India (SIMI) which was involved in several terror attacks in India, including the series of blasts in Mumbai between 2002 and 2003. Many of the PFI founder members were SIMI leaders.12 SIMI, was banned in 2006. SIMI was an Islamist extremist outfit its stated motto was ‘liberation of India through Islam’. Multiple bans and stringent vigil from security agencies compelled the leaders to bequeath SIMI and launched PFI with a similar ideology and intention. There are similar Islamic militant organisations active in Kerala, Karnataka and Tamil Nadu. They mostly function under the garb of human rights forums.

    The PFI, as it tried to portray itself as a grassroots level organisation working for social development is a complete farce. The members of PFI have been involved in gruesome and violent activities in the past. For instance, on July 4, 2010, TJ Joseph head of the department of Malayalam at Newman College in Thodupuzha, Kerala was brutally assaulted and his right arm till elbow were chopped off. He was accused of setting up a  question paper ‘hurting’ the religious sentiments of Muslims.

    The PFI members did not have the patience or civility to wait for the proper judicial process that was going against Joseph following Indian law. They took the matter in their own hands.

    Also, in Kerala, PFI has been accused of having links with terrorist organisations. An NIA court in Kochi in July, 2022 awarded prison sentences to three men who were convicted in a case pertaining to recruitment to the Islamic State (IS). The case, known as the Valapattanam IS recruitment case, was registered by the Kerala police in 2017 after two of those convicted were arrested in Turkey and subsequently deported to India for trying to sneak into Syria to join IS. The convicted persons were part of the Kannur module of the IS, according to the police. Intelligence agencies estimate that some 40-50 individuals from the Kannur district, mainly from the Valapattanam region, joined the terrorist outfit in Syria.

     According to the police, they were PFI activists. PFI has systematically expanded its support base over the years by floating many front outfits. These include NDF student wing Campus Front of India, often known to act as “moral police”; National Women’s Front that gives thrust to adherence to Muslim dress code by Muslim women; PFI political wing Social Democratic Party of India (SDPI); Sathyasarani, a religious conversion centre; National Confederation of Human Rights Organisation that is reportedly associated with a CPI (Maoist) front; Rehab India Foundation that carried out large scale relief activities in Assam to woo the Muslim population towards PFI; Indian Fraternity Forum, an association of expatriate Indian Muslims, and Muslim Relief Network through which PFI mobilises funds from the Gulf countries; Media Research and Development Foundation that puts out news regarding alleged atrocities on minorities in India; and Darul Khada, a parallel judiciary to settle family, property and personal disputes under ‘shariah’.

    It can be summarised that PFI is not only painting an ultra-rightist violent version of Islam, it is also brainwashing and luring Muslim youth for joining dreaded international terrorist organisations. It will not be wrong to say that the PFI is a multi-level body working at the lowest of grassroots and at the same time with a global militant vision of Islam. Despite the horrid outlook of PFI, the Government of India, following the democratic and secular heritage of the country took its time to ban the outfit and declare it a terror organisation under the UAPA. It is evident that the proscription was made after considering all the aspects of the organisation pragmatically and impartially. The series of arrests, investigations and proscription have exposed the tip of an Islamist Iceberg functioning inside India since many years.

    Vice President Kamala Harris said the United States will operate “undaunted and unafraid” throughout Asia, including the Taiwan Strait.

    The vice president was addressing American troops in Japan after attending Tuesday’s funeral for assassinated former Japanese leader Shinzo Abe.

    During the address, Harris accused China of “disturbing behaviour” in the East China Sea and South China Sea and “provocations across the Taiwan Strait”, according to AFP report.

    “The United States believes that peace and stability in the Taiwan Strait is an essential feature of a free and open Indo-Pacific,” she said, using Washington’s term for the Asia-Pacific region.

    “We will continue to fly, sail and operate, undaunted and unafraid, wherever and whenever international law allows,” she added.

    Amid the tensions, Secretary of State Antony Blinken met his Chinese counterpart Wang Yi last week and stressed for preserving peace and stability across the Taiwan Strait.

    Blinken “stressed that preserving peace and stability across the Taiwan Strait is critical to regional and global security and prosperity,” State Department spokesperson Ned Price said in a statement.

    Over an hour-long meeting, Blinken emphasized that the United States is committed to maintaining peace and stability across the Taiwan Strait, consistent with its longstanding one-China policy.

    Both leaders discussed the need to maintain open lines of communication and responsibly manage the US-PRC relationship.

    Earlier also, the US had repeatedly raised their voice on China-Taiwan relations. On September 19, CBS released their interview with US President from its “60 minutes programme”, where Joe Biden said that American forces would defend Taiwan from a Chinese invasion.

    Responding to a query over defending Taiwan in the event of a Chinese invasion, Biden said the US would defend Taiwan “if in fact there was an unprecedented attack,” according to The Washington Post.

    Scott Pelley, the interviewer in the 60-minute programme pressed Biden on whether the situation would be different in the event of an attack on Taiwan.

    “So unlike Ukraine, to be clear, sir, U.S. forces — U.S. men and women — would defend Taiwan in the event of a Chinese invasion?” Pelley asked.

    “Yes,” Biden replied.

    The relations between China and US deteriorated after House Speaker Nancy Pelosi visited Taiwan. That trip angered China’s ruling Communist Party — which views Taiwan as part of its territory, despite never having governed it — and it responded by launching unprecedented military drills around the island, sending warplanes across the Taiwan Strait and firing missiles over the main island.

    Secretary of State Antony Blinken has defended US military sales to Pakistan amid criticism from India, which says it is the target of a $450m F-16 fighter jet deal between Washington and Islamabad.

    During a news conference in the United States capital on Tuesday, Blinken said that the military package approved earlier this month was for maintenance of Pakistan’s existing fleet.

    “These are not new planes, new systems, new weapons. It’s sustaining what they have,” said Blinken, who spoke alongside India’s External Affairs Minister Subrahmanyam Jaishankar.

    “Pakistan’s programme bolsters its capability to deal with terrorist threats emanating from Pakistan or from the region. It’s in no one’s interests that those threats be able to go forward with impunity,” he said.

    Blinken met with Jaishankar a day after he held separate talks with his counterpart from Pakistan, Bilawal Bhutto Zardari.

    “In our discussions … we talked about the importance of managing a responsible relationship with India,” Blinken said after that meeting on Monday, without elaborating.

    The US has maintained strong ties to both India and Pakistan for decades, despite various points of tension between the nations.

    State Department spokesman Ned Price said earlier this week that “the relationship we have with India stands on its own; the relationship we have with Pakistan stands on its own”.

    While Jaishankar did not criticise Blinken publicly over the F-16 deal, the Indian foreign minister said during an event on Sunday that the US position was not “fooling anybody”.

    “For someone to say, I’m doing this because it’s for counter-terrorism, when you’re talking of an aircraft like the capability of the F-16, everybody knows where they are deployed,” he said, referring to the fleet’s positioning against India.

    “Very honestly, it’s a relationship that has neither ended up serving Pakistan well nor serving American interests well,” he added.

    Pakistan’s military relies heavily on the US, but the relationship has strained in recent years, particularly during the war in Afghanistan.

    For its part, India historically has bought military equipment from Moscow and has pressed the US to waive sanctions required under a 2017 law for any nation that buys “significant” military hardware from Russia.

    Cuba has been left completely without power after the category 3 hurricane Ian lashed the island nation, government officials have confirmed.

    On Cuban state television on Tuesday, the head of the electrical energy authority announced that an island-wide blackout had occurred as a result of the national electrical system’s breakdown, leaving 11 million people in the dark, reports the BBC.

    The breakdown took place after one of the main power plants could not be brought back online.

    The hurricane, which made landfall on Monday night, has also led to the death of one person, while buildings were damaged all across the country.

    Forecasters had warned that some regions of Cuba could see up to 12 inches of rain.

    Meanwhile, Ian, packing wind speeds of up to 195 km/h, is now bearing down on Florida, according to the US National Hurricane Center’s (NHC) latest update on Tuesday night.

    It is projected to make landfall on Florida’s west coast late on Wednesday, the BBC quoted the NHC as saying.

    The Center added that Ian could be a category four hurricane by the time it strikes Florida’s western coast, with some 2.5 million people in the state currently under evacuation orders.

    Florida Governor Ron DeSantis on Tuesday has declared a state of emergency for the state and has activated 5,000 National Guard troops.

    He warned in a news conference that the storm is “the real deal”.

    The White House has also made its own emergency declaration, which will help federal and state officials co-ordinate disaster relief and assistance.

    President Joe Biden spoke with DeSanti on Tuesday evening, and the two committed to “continued close co-ordination”, the White House said.

    US President Joe Biden is hosting the White House Conference on Hunger, Nutrition, and Health to catalyse action for the millions of Americans struggling with food insecurity and diet-related diseases like diabetes, obesity, and hypertension.

    The Conference will lay out a transformational vision for ending hunger and reducing diet-related disease by 2030 – all while closing disparities among the communities that are impacted most.

    The White House has announced billions of dollars in pledges from major corporations — including the likes of fast food behemoth Burger King — to craft a national strategy on ending the twin US challenges of hunger and obesity, Agence France-Presse reported.

    Because Congress is unlikely to fund major federal dietary programs, Biden finds his hands largely tied. However, officials said he was using the power of the presidency to get major companies involved and that the response has been strong.

    Officials briefing reporters said that $8 billion in public and private sector commitments already made include pledges from more than 100 organizations, ranging from hospitals to tech companies and food industry players, it was reported.

    At least $2.5 billion will be invested in start-up companies that are pioneering solutions to hunger and food insecurity. Over $4 billion will be dedicated toward philanthropy that improves access to nutritious food, promotes healthy choices, and increases physical activity, the White House said in statement.

    GE, the multinational energy, aerospace, and healthcare company, and food industry innovation specialists Food Systems for the Future are set to launch a $2.5 billion private investor coalition over the next three years.

    The National Restaurant Association will expand a project aimed at getting children to eat healthier food at 45,000 more outlets, including at chains like Burger King.

    IT and communications giant Cisco will contribute $500 million over five years for healthier meals and food production in areas where it does business, it was reported.

    The United States is preparing a new $1.1 billion arms package for Ukraine’s battle with Russia that will be announced soon, officials said as Washington awaits the outcome of what it calls “sham” referendums in Ukraine.

    The package will be the latest installment in weaponry for Ukraine as it fights Russian forces in eastern Ukraine. The officials said on condition of anonymity that the package will be announced in coming days.

    It is expected to use funds from the Ukraine Security Assistance Initiative (USAI) appropriated by Congress to allow the Biden administration to procure weapons from industry rather than from existing weapons stocks.

    The United States is watching warily as pro-Russian forces conduct referendums in occupied areas of Ukraine, with the outcome expected to be announced soon.

    Washington is preparing a new round of sanctions against Russia should Moscow annex these areas after the referendum results are announced.

    President Joe Biden has condemned the referendums and vowed the United States would never recognize the results.

    The United States has provided more than $15 billion in military aid to Ukraine for its conflict with Russia.

    The US welcomes Russians seeking asylum from President Vladimir Putin’s “unpopular” war, White House Press Secretary Karine Jean-Pierre said on Tuesday.

    “We believe that regardless of their nationality, they may apply for asylum in the United States and have their claim educated on a case-by-case basis,” she said.

    Earlier in the day, an ally of President Putin issued a stark new nuclear warning to Ukraine and the West as Russia began releasing results of referendums it bills as a prelude to it annexing four Ukrainian regions.

    The US would “welcome” any Russian citizens seeking asylum in this country after fleeing Russian President Vladimir Putin’s military draft, White House press secretary Karine Jean-Pierre said Tuesday.

    Jean-Pierre made the comments during a White House Press briefing, even as tens of thousands of Russian citizens have surged into neighboring Eastern European countries. A reporter pressed Jean-Pierre about reports of military-age men fleeing across borders or even injuring themselves to avoid conscription.

    “I know the White House has drawn a distinction between the Russian government and the people of Russia. Does the president have a message for some of these men who are desperately trying to flee the country?” a reporter asked.

    “We are seeing protests in the streets of Russia, we are seeing people sign petitions, and I think the message they are sending to us very clearly is that this war that Putin started … is unpopular,” Jean-Pierre said. “There are people out there in Russia who do not want to fight Putin’s war or die for it.”

    “We believe that, regardless of nationality, they may apply for asylum in the United States and have their claim adjudicated on a case-by-case basis,” she added. “We welcome any folks who are seeking asylum, and they should do that.”

    President Joe Biden on Tuesday kept the nation’s cap on refugee admissions at 125,000 for the 2023 budget year, despite pressure from advocates to raise it even higher to meet the need after falling far short of that target this year.

    Refugees advocates have been pushing the Biden administration to do more to restore the US Refugee Admissions Program. The more than four-decade-old program suffered deep cuts under the Trump administration, which slashed admissions to a record low of 15,000.

    Biden raised the cap to four times that amount, but so far fewer than 20,000 refugees have been admitted this budget year, which ends Sept. 30.

    That number excludes the roughly 180,000 Ukrainians and Afghans who came to the United States via a legal process called humanitarian parole that got them into the country more quickly than the traditional refugee program but only allows for stays of up to two years.

    Refugees are provided a path to permanent residency. Their admissions are determined by the president each year, and federal funding for resettlement agencies is based on the number of people they resettle in a given year.

    The 125,000 target “is justified by humanitarian concerns or is otherwise in the national interest,” Biden stated in his presidential determination. Historically, the average has been 95,000 under both Republican and Democratic administrations.

    Biden earmarked 5,000 more slots for people from Europe and Central Asia for the 2023 budget year, making room to accommodate those fleeing the war in Ukraine.

    The largest number of slots — 40,000 — was set aside for refugees from Africa, followed by 35,000 from South Asia and 15,000 each from East Asia, Europe and Latin America.

    Biden has struggled to restore the US Refugee Program despite raising the numbers and removing bureaucratic barriers put in place by his predecessor, which slowed the process and led to a massive backlog.

    Krish O’Mara Vignarajah, head of Lutheran Immigration and Refugee Service, said the Biden administration must act now to improve the refugee program with the United Nations reporting a record 100 million people being displaced from their homes.

    “It must ramp up and streamline overseas processing of refugee applications if this lifesaving program is to remain relevant amid an unprecedented global displacement crisis,” she said in a statement.

    Malala Yousafzai — activist, Nobel Peace Prize winner, and self-confessed “Stranger Things” fan — is in production on her first project for Apple, ‘Variety’ has revealed.

    Her production company Extracurricular has partnered with the indie studio A24 for a still-untitled feature documentary on the legendary “haenyeo” society of fisherwomen, who live on South Korea’s Jeju Island.

    The Apple Original Films title is directed by Peabody Award nominee Sue Kim (“The Speed Cubers”), and is the first project to go into production from Extracurricular’s partnership with Apple TV+, which was struck in March 2021, notes ‘Variety’.

    Malala unveiled her first slate of film and TV projects for Apple TV+ through Extracurricular on Monday.

    Headlining the slate is the feature film adaptation of Elaine Hsieh Chou’s acclaimed book “Disorientation”, which was published earlier this year. A sharp-edged, celebrated satire, “Disorientation” is about a college student’s revealing dissertation on a young poet.

    The project will be produced by “Don’t Look Up” helmer Adam McKay’s Hyperobject Industries, with Stephanie Mercado and Todd Schulman overseeing. A director has not yet been attached.

    Extracurricular is also working on a scripted series based on the New York Times best-selling debutante writer Asha Lemmie’s coming-of-age novel “Fifty Words for Rain”, about a woman’s search for acceptance in post-World War II Japan.

    The lead casting for both projects will introduce new talent, Extracurricular’s head of production Erika Kennair told Variety. “Just by the nature of it, the lead of ’50 Words for Rain’ is a half-Black half-Japanese woman. And unless Naomi Osaka wants to start acting, we’re going to have to discover that woman, which is really exciting.”

    Speaking to ‘Variety’, Malala said: “What I hope to bring to the table are the voices of women of colour, and debut writers and Muslim directors and writers. I hope we can have a wide range of perspectives and we challenge some of the stereotypes we hold in our societies.”

    J&K nomads wave farewell to journey by foot

    As the winter is around the corner, the nomadic Bakarwal tribe of Jammu and Kashmir begin moving from the upper reaches to the plains of Jammu starting October in order to avoid the harsh Kashmir winters.

    Every year by ending March, thousands of nomads begin their annual seasonal journey with lakhs of sheep and goats from Jammu region to reach the Kashmir valley.

    These families embark on their journey towards the alpine pastures for grazing during the summer before returning to warmer districts of Jammu region in October as the temperature goes down.

    Instead of their regular movement on foot which would take weeks of marches and halts, the tribal families and their livestock have now been offered a lift. In a first, J&K’s tribal affairs department used trucks for transportation of livestock and families of migratory tribal population from various highland pastures in Kashmir to Jammu districts.

    A senior government official said that seven lakh people from tribal communities, including Gujjars and Bakerwals, travel every year with their livestock mostly from Jammu to Kashmir in summer and back in winter. The transport facility will reduce the travel time of some of these families from 20-30 days on-foot to 1-2 days.

    The official said that migratory tribal families starting their journey from central Kashmir’s Budgam district to Rajouri. “District administration Shopian and budgam has made arrangements for transport and other facilities,” he said.

    He said that the reverse vertical migration of tribal families has started while govt transport is being provided from pick-up points in district Ramban. “DC Ramban Mr Mussarat zia is supervising the arrangements for them, besides the help-desks have been established,” he added.

    The official futher said the administration is working continuously at different levels to safeguard the rights of tribals and will work in a mission mode for their development and betterment.

    Deputy commissioner Anantnag, Dr. Basharat Quyoom said that first batch of 10 trucks with tribal migratory families and livestock on-board from Anantnag departed for Jammu region. Out of ten, eight trucks reached safely while two are on the way.

    At South Kashmir’s Anantnag, several tribals while speaking to this reporter said that they are feeling very happy that the government is taking their journey seriously and helping them to go back. “We can’t believe that the government would provide us with transport facilities,” says Abdul Suliman an elderly tribal from Rajouri district.

    Similarly, Mohammad Zubair khan another nomad said that this year, the government has provided all facilities to them. “We hope that the government will provide us with similar facilities in the future,” he said.

    Arshee Bagum, another elderly lady from poonch district said tha tIt used to take us about twenty days to go back to Jammu from the hills of Kashmir, but now the transport facility has been made available to us by the government. “Now it is almost heard that it takes us two days’ journey to reach home,” she said.

    At Bandipora district, a group of nomads says that for the past several days, the administration has been in touch with them and is serious about sending them back to Jammu region by providing transportation.

    Similarly, in Central Kashmir’s Ganderbal district, several nomadic families are preparing to go back from high altitudes of the district. “When we came to Kashmir in the month of March, even then we were provided with transport facilities by the government,” Liyakat Khan a 56-year-old nomad said.

    “We are preparing to go back and we will get transport facility so it will take us very little time to reach our native villages of Rajouri district,” he added.

    Notably, the department of tribal affairs, for the first time, also initiated an exercise to assess the state of education viz a viz tribal students, literacy levels prevalent among the tribal population, and based on such surveys development of a comprehensive education plan to address specific educational needs besides the core efforts being made by the Education departments.

    Another unique initiative in coordination with School Education Department is silently changing the infrastructure landscape of schools in remote tribal areas under the pilot “Modernisation of Schools in Tribal Areas” launched in 2021.

     In first phase, 100 smart schools have been established across 20 districts at a cost of ` 20.00 Cr and more than 200 schools are being taken up this year to be provided smart classrooms.

     The village development plan for this year focuses on more than 100 Village-Panchayats for quality education infrastructure.
