    Blinken urges flood-hit Pakistan to seek debt relief from China

    As Pakistan is facing devastating floods, US Secretary of State Antony Blinken has called on Islamabad to seek debt relief from Beijing to deal with the natural disaster.

    “We talked about the importance of managing a responsible relationship with India, and I also urged our colleagues to engage China on some of the important issues of debt relief and restructure so that Pakistan can more quickly recover from the floods,” Blinken said in Washington, as quoted by Voice of America.

    Despite the efforts of the government and local and foreign relief organisations, many people are in urgent need of food and medicine in flood-hit regions despite the efforts of the government and humanitarian organisations, according to the Express Tribune.

    Notably, China is a key economic and political partner of Pakistan. The US whose Cold War alliance with Islamabad has repeatedly charged that China will reap the benefits while Pakistan will face unsustainable debt.

    But China has faced concerns about security following a series of attacks including a suicide bombing in April on a minibus from a Chinese cultural programme that killed four people, three of them Chinese, as per the media reports.

    Amid the ongoing devastation caused by floods across Pakistan, children are dying from cholera, an acute diarrheal illness contracted by drinking water contaminated with bacteria.

    According to CNN, more than 10 children are dying every day at the Mother and Child Healthcare Hospital in Pakistan’s Sindh province alone, according to doctors at the facility from Cholera which is a water-related ailment that stemmed from devastating floods in the South-Asian country.

    Balochistan and Sindh have been attacked by numerous infections that caused devastation in the two provinces. The stagnant floodwaters have led to widespread cases of skin and eye infections, diarrhoea, malaria, typhoid and dengue fever across numerous provinces in Pakistan, triggering health threats to people in Pakistan.

    “The floods came and the rain fell. And then our patients came in like the floods,” said Dr. Nazia Urooj, the physician in charge of the hospital’s children’s emergency unit, CNN reported.

    The number of malaria cases in the country had gone up to 229. (ANI)

    Hoping to learn from the UAE’s experience in jungle and desert safaris, Manohar Lal Khattar, Chief Minister of the Indian state of Haryana, is in the northern emirates on a two-day visit.

    He will visit Dubai Safari Park and Sharjah Safari with a team of high-level officials from Haryana’s Tourism and Wildlife Department, officials in the state capital, Chandigarh, said.

    Haryana is near the national capital of New Delhi and is home to 180 species of birds, 29 species of aquatic animals, 57 species of butterflies, 15 species of mammals and many reptiles. It has no safari parks on a scale that could harness the state’s wildlife resources into tourist attractions.

    The Aravalli Range of hills, rich in flora, fauna and wildlife, also runs partly through Haryana. It has a 1,600 km-long and 5 km-wide green ecological corridor.

    Encouraged by the success of Sharjah Safari, which opened in February this year and the older and well-known attraction of Dubai Safari Park, Khattar had suggested the idea of jungle safaris and tourist-oriented trekking in Haryana recently to India’s Minister for Environment, Forests and Climate Change, Bhupender Yadav. There are no national parks in the Aravallis part of Haryana.

    Yadav is also now in Dubai to attend the World Green Economy Summit, which began yesterday and an associated Ministerial Roundtable for Green Economy.

    Khattar is using the opportunity offered by his visit to meet potential UAE investors in his state, officials accompanying him said.

    The United Arab Emirates (UAE) is set to build a new port in the Red Sea in Sudan as part of a new investment deal between the two countries, the first such significant foreign investment since the end of Al Bashir’s regime.

    The USD 6 billion worth deal represents the first major foreign partnership in Port Sudan. The proposed Abu Hamama Port is located about 200 kilometres north of Port Sudan. This project will include free trade, and an industrial zone modelled after Dubai’s Jebel Ali and a small international airport, Financial Post reported.

    Sudan is located in the Horn of Africa. Despite having the geographical advantage, Sudan has so far not been able to exploit the world’s busiest sea lane.

    Plagued with infrastructure challenges and ethnic strife, its only major port, Port Sudan, has so far been unable to generate the revenue it was supposed to.

    Against this backdrop, the proposed investment by UAE is set to provide respite to Sudan’s volatile economy. As per media reports, this port project will create more employment opportunities, and it may also encourage tourism and benefit the economy. Adding to that, revenue generated from this investment could benefit other regions of Sudan.

    Amid Sudan’s bid to boost the economy, China is creating roadblocks to the proposed project and coercing the Sudanese government to walk away from the port deal with UAE.

    “Beijing knows how to adequately exploit and penetrate the political-economic-military network of the African region from a strategic point of view. These are evident from the investments it has made in Africa. For example, China made its first military base abroad in Djibouti, a small but strategically important country in the Horn of Africa,” the Financial Post report said.

    It adds that China’s prolonged focus on consolidating market monopoly in the African region is furthered by its flagship Belt and Road Initiative (BRI).

    China has reportedly lured African nations into a debt burden with easy loans to exploit raw materials and tap the abundance of natural resources. Poverty-stricken Sudan is no different.

    Sudan has been under the huge debt of China and it owes more than USD 20 billion to Beijing. Using this leverage, China plans to dissuade Sudan from going ahead with the port project. (ANI)

    India’s Minister for Environment, Forests and Climate Change, Bhupender Yadav, has praised the UAE’s climate actions and highlighted global initiatives spearheaded jointly by the UAE and India for combating climate change.

    The Minister is in Dubai to attend the World Green Economy Summit (WGES), which began on Wednesday. He attended a Ministerial Roundtable for Green Economy as part of the Summit, India’s Ministry of Environment, Forest and Climate Change said in a press release.

    “Speaking at the Roundtable, the Minister stressed the importance of addressing environmental and climate objectives alongside economic development and further stated that accelerating low carbon transition across different economic sectors is the need of the hour,” the press release said.

    Yadav later reviewed the progress of a Memorandum of Understanding (MoU) on Climate Action signed on 26th May this year between India and UAE. During bilateral discussions, he was briefed about preparations for the 28th session of the Conference of the Parties (COP 28) which will be held in the UAE in 2023.

    The Minister said, “India is the first country with a cooling action plan based on energy efficiency and thermal comfort and has launched important initiatives for industrial energy efficiency,” the press release said.

    Speaking at the roundtable, Union Minister stressed the importance of addressing environmental and climate objectives alongside economic development.

    The Minister outlined achievements under various policies as well as partnerships steered by India under the leadership of Prime Minister Narendra Modi.

    He mentioned global initiatives like International Solar Alliance and other initiatives for strengthening the green economy across key sectors like energy, industry, transportation, agriculture, and forestry.

    According to an official release, the minister mentioned about the measures taken by India on sustainable finance such as sovereign green bonds, blended finance as well as setting up the GIFT city and the ISA-Solar Risk Mitigation Initiative.

    The Union Environment Minister stated that India is the first country with a cooling action plan based on energy efficiency and thermal comfort, and has launched important initiatives including UJALA Yojana and schemes for industrial energy efficiency. India’s ambitious renewable energy progress was also mentioned.

    On climate finance, Yadav stated that Glasgow Financial Alliance for Net Zero estimates a requirement of USD 100 trillion of finance for global net zero by 2050. He said developed countries have failed even in mobilizing the amount of USD 100 billion per annum by 2020, and India’s NDCs are thus largely financed by domestic investment.

    After the Roundtable, the Union Minister also had a bilateral meeting with Dr Thani bin Ahmed Al Zeyoudi, UAE Minister of State for Foreign Trade.

    In the meeting, they discussed issues relating to COP 27, COP 28, MoU on Climate Actions between India and UAE, and global initiatives spearheaded by UAE and India for combating climate change. (with inputs from ANI)

    On the sidelines of UAE President Sheikh Mohamed bin Zayed Al Nahyan’s visit to Oman, Oman Rail, the Sultanate’s national developer and operator of railway networks, signed an agreement with Etihad Rail, the developer and operator of the UAE National Rail Network, to jointly establish an equally-owned company, Oman-Etihad Rail Company.

    The newly created entity will hold an overall investment power of US$3 billion to design, develop and operate a railway network connecting Sohar Port to the UAE National Rail Network.

    Oman Rail, part of Asyad Group, was represented in the signing ceremony by Abdulrahman Salim Al Hatmi, Group CEO of Asyad, and his counterpart Shadi Malak, CEO of Etihad Rail.

    Under this agreement, the new company- Oman-Etihad Rail- will lay the groundwork and workplan for the project, including its financial mechanisms and schedule. The company will also handle the design, development, and operation of the rail network, which connects Sohar and Abu Dhabi, in line with the standards of the two countries.

    Historic and Strategic Relations

    Built on the historic and strategic relations between the two countries, this major joint venture is an extension of the longstanding collaboration of Oman Rail and Etihad Rail, who both seek to create new prospects in the infrastructure, transport, and logistics industries by connecting the two countries via rail. The two parties aim to unlock new opportunities by strengthening commercial exchange and social cohesion, connecting key urban centers, facilitating travel between communities and providing seamless transport solutions between economic and industrial zones in Oman and the UAE.

    The much-anticipated 303-km railway will primarily link Sohar to Abu Dhabi and will feature the best international safety, security, and environmental standards, to provide faster and safer passenger and freight services. The passenger trains are designed to reduce travel time from Sohar to Abu Dhabi to 1 hour 40 minutes, and from Sohar to Al Ain to 47 minutes, travelling at a maximum speed of 200 km/h. Meanwhile, the freight trains will run up to 120 km/h.

    Economic Benefits and Opportunities

    Employing cutting-edge transport and rail technology, the railway network between the Sultanate of Oman and the United Arab Emirates will boost the growth of the national economy in both countries. It will also improve the efficiency of supply chain, facilitate cross-border trade by linking commercial ports to the railway network, boost market competitiveness and reduce the total cost of supply chains.

    With multiple stakeholders set to reap the benefits of this mega project, the railway will provide a host of investment opportunities and support contracts to the private sector. The new transport system will create job opportunities across sectors, develop the national human capital of both countries and kick off a new age of innovation.

    On a wider scope, the project will stimulate tourism activities between Oman and the UAE, strengthen the competitiveness of the two countries in global trade and solidify their positions as logistics hubs for import and export to regional markets.

    Underlining the impact of this landmark agreement, Abdulrahman Salim Al Hatmi, Group CEO of Asyad, explained, “Adding a new railway capability to our logistics sector will offer trade and logistics companies outstanding investment opportunities and empower manufacturing and industrial activities to quickly expand beyond borders. The envisioned network will complement our comprehensive set of ports and logistics assets, augment our competitiveness and open faster access to global markets.”

    “The railway also promises huge strategic economic and social gains as it promotes a more diverse robust national economy, upgrades infrastructure and logistic services, drives forward travel and tourism, and ultimately improves the quality of life for communities on both sides of the borders by supporting the various strategic initiatives of the governments of Oman and the UAE,” Al Hatmi added.

    Dubai Multi Commodities Centre (DMCC) has successfully concluded Made For Trade Live events in Miami and New York as it seeks to attract more companies from the US to the UAE.

    DMCC sees significant opportunities for growth in the UAE–US trade corridor, which was worth US$23 billion in 2021, not least because of the recently signed codeshare agreement between Emirates and United Airlines. DMCC is home to more than a third of the approximately 1,500 US businesses in the UAE.

    Dubai Airports has confirmed that it is not mandatory for passengers to wear face masks at Dubai International (DXB) and Dubai World Central (DWC) effective Wednesday, 28th September 2022.

    This is in line with directives of the COVID-19 Control and Command Centre and Dubai Civil Aviation Authority.

    “Based on their specific requirements or the rules applicable at intermediate or final destinations, airlines can however request passengers to wear the face mask on board if deemed necessary,” the statement said.

    “The well-being of all our customers and staff is our topmost priority and Dubai Airports works closely with regulatory authorities, airlines and service partners to ensure a safe and healthy airport environment,” it added.

    Dr. Sultan bin Ahmed Al Jaber, Minister of Industry and Advanced Technology and UAE Special Envoy to Japan, and HAYASHI Yoshimasa, Japanese Minister of Foreign Affairs, have signed the UAE-Japan comprehensive strategic partnership agreement document, which was recently launched by \Sheikh Khaled bin Mohamed bin Zayed Al Nayan, Member of the Abu Dhabi Executive Council and Chairman of the Abu Dhabi Executive Office.

    Commenting on the signing, Dr. Al Jaber affirmed that the UAE and Japan share strong and advanced strategic ties, which are supported by their leaderships, serving to achieve the aspirations of both nations for further development and prosperity and drive sustainable economic and social growth.

    The UAE-Japan strategic partnership agreement aims to bolster relations between the two countries to advance their common interests, by encouraging further diplomatic, economic, political, trade and investment collaborations. The key areas of the partnership include diplomacy, enhancing international development and humanitarian aid efforts. They also include cooperating across business, trade, energy and industry by enhancing business environment to encourage trade and investment across technology, manufacturing, infrastructure, artificial intelligence, healthcare, and SMEs, as well as other high-priority sectors including agriculture, environmental preservation, climate change solutions, education, science and technology, and defence and security.

    Moreover, Japan announced that UAE citizens holding ordinary passports will be exempt from visa requirements to enter Japan, with the announcement of the exemption implementation date to be announced at a later date.

    Dr. Al Jaber underscored the deep-rooted and distinguished friendship and cooperation between the two countries, which are celebrating the 50th anniversary of the establishment of their diplomatic ties.

    He also said that Japan’s exemption of UAE citizens from visa requirements is the fruit of the UAE’s diplomatic efforts, led by H.H. Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation, noting that the step will facilitate cooperation and travel, which will stimulate an increase in exchanged tourist, cultural and academic visits, as well as enhance the prospects for cooperation to establish new businesses and start new investments.

    Pakistan Chief of Army Staff (COAS) General Qamar Javed Bajwa had frequently advised former premier Imran Khan that that the Prime Minister’s House is unsafe for important conversations, revealed PTI leader Fawad Chaudhry.

    Talking to a private news channel, Chaudhry claimed the army chief had repeatedly suggested to Khan to debug the Prime Minister’s House by using latest technology, as according to General Bajwa, “it was not safe to talk”, Geo News reported.

    “The army chief told Khan that the points that we discuss here are recorded and leaked later on,” Chaudhry said.

    “General Bajwa had said Nawaz Sharif stepped out of Prime Minister’s House when he wanted to talk to him about some vital issue.”

    The army has secured the rooms of their headquarters with state-of-the-art technology in the era of General (retd.) Ashfaq Parvez Kayani, Geo News quoted Chaudhry as saying.

    He added that it was unacceptable for the Prime Minister’s House to be hacked, regardless of who is premier whether Nawaz Sharif, Shehbaz Sharif or Imran Khan.

    The PTI leader added that he doesn’t support the Prime Minister’s telephones being tapped and reiterated his party’s demand that the government institute an investigation into the cypher.

    He questioned why the government and the Supreme Court were reluctant to hold an inquiry over the cypher.

    On September 28, a sound bite of Imran Khan allegedly telling his then-principal secretary Azam Khan to “play” with the US cypher has come to the fore.

    1733 environmental activists killed in past decade: Report

    One environmental activist has been killed every two days on average over the past decade across globe, a new report revealed on Thursday.

    The report titled, ‘A Decade of Defiance: Ten years of reporting land and environmental activism worldwide’, from the London-based Global Witness highlights the increasing urgency to protect land and environmental defenders as climate and biodiversity crisis worsens.

    Research shows that in the past decade, a land and environmental defender was killed every two days, with deadliest countries include Brazil, Colombia, Philippines, and Mexico.

    Since 2012, Global Witness has been gathering data on the killings of land and environmental defenders.

    In that time, a grim picture has come into focus — with evidence suggesting that as the climate crisis intensifies, violence against those protecting their land and the planet remains persistent.

    The research has found that a total of 1,733 people have been killed over the past 10 years, that’s one person killed every two days.

    The report highlights that the control and use of land and territory is a central issue in countries where defenders are threatened.

    Much of the increasing killing, violence and repression are linked to territorial conflicts and the pursuit of economic growth based on the extraction of natural resources from the land.

    Evidence also shows that the data on killings does not capture the true scale of the problem. In some countries, the situation facing defenders is hard to gauge –restrictions on a free press and a lack of independent monitoring in many countries often leads to underreporting.

    Land disputes and environmental damage can also be difficult to monitor in parts of the world affected by conflict.

    The research has found that few perpetrators of killings are ever brought to justice due to the failures of governments to properly investigate these crimes. Many authorities ignore or actively impede investigations into these killings often due to alleged collusion between corporate and state interests.

    A spokesperson for Global Witness said: “All over the world, Indigenous peoples, environmental activists and other land and environmental defenders risk their lives for the fight against climate change and biodiversity loss. They play a crucial role as a first line of defence against ecological collapse, yet are under attack themselves facing violence, criminalisation and harassment perpetuated by repressive governments and companies prioritising profit over human and environmental harm.”

    With democracies increasingly under attack globally and worsening climate and biodiversity crises, the report highlights the critical role of defenders in solving these problems and makes an urgent appeal for global efforts to protect and reduce attacks against them.

    The data found within the report shows that over half of the attacks over the 10-year period have taken place in Brazil, Colombia, and the Philippines.

    From the 2021 data specifically, Mexico was the country with the highest recorded number of killings and over three-quarters of the attacks recorded in 2021 took place in Latin America.

    The research has also highlighted that Indigenous communities in particular face a disproportionate level of attacks — nearly 40 per cent — even though they make up only five per cent of the world’s population.

    Global Witness is calling for companies and governments to be held to account for violence against land and environmental defenders — the people who stand on the frontline of the climate crisis.

    Urgent action is needed at regional, national, and international levels to end the violence and injustice that they face.
