The Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) has announced the launch of the third generation of the UAE Passport and the trial run of the new Advanced Visa System, which will come into effect starting 3rd October, 2022.
The new generation of services was developed in line with the highest security and technology standards to facilitate procedures for customers and accelerate the UAE’s economic and sustainable development drive.
The latest batch of services were launched during a ceremony held at Emirates Palace, in the presence of the ICP Chairman, Ali Mohammed bin Hammad Al Shamsi, as well as the Authority’s executives and officials and a number of its partners.
In his opening speech, the ICP Chairman affirmed that developing services for customers of all categories is the Authority’s top priority, adding that the dedicated efforts of ICP’s teams have helped make major strides, especially in terms of innovating new services that boost customer satisfaction.
He explained that the launch of the third generation of advanced services is yet another testament to the Authority’s commitment to realising the directives of the UAE leadership to fully digitise all services and develop pioneering services.
Al Shamsi added that the new generation is more comprehensive and covers all beneficiary categories, including citizens, residents and visitors, through an integrated ecosystem of services, systems, projects and initiatives.
ICP said that investors, business owners, residents, visitors, talents and job seekers may avail the new advantages offered through the UAE’s upgraded visa system.
All categories may avail the services offered through the new visa system by visiting the ICP’s website or using the smart application, which will be operational after the implementation of the new regulations to come into force on 3rd October, it added.
Major General Suhail Saeed Al Khaili, ICP Director-General, lauded the UAE Cabinet’s resolution to adopt the executive regulations of the federal law regulating the entry and residence of foreigners in the UAE at such a critical juncture.
Al Khaili added that the new updated visa system involves streamlined processes, controls and procedures, and new facilities that support the authority’s approach to providing pioneering services, which align with the Principles of the 50, and meet the future needs of all categories of foreigners and residents.
Holders of valid UAE passports can use them until their expiry, and then apply for the new passport through the ICP’s website or smart application or the country’s embassies and consulates, he further added. The new UAE passport has a new modern design and has the latest technology and security features.
“The new generation of the passport is printed using laser technology on polycarbonate material, rather than paper, which makes it difficult to damage, tear or forge, and ensures faster printing and greater security,” Al Khaili said.
Major General Sultan Yousef Al Nuaimi, Director-General of Residence and Foreigners Affairs at ICP, said that the new executive regulations of the federal law will include an updated visa system that will help drive sustainable development and economic diversification, by attracting skilled labour, experts and talents to the country.
The Advanced Visa System comprises many residency types and the addition of new ones to cover all segments of investors, entrepreneurs, scientists, specialists, high-achieving students and graduates, humanitarian pioneers, frontline workers and skilled labour in all fields, in addition to streamlining procedures, he added.
Major General Khamis Al Kaabi, Director-General of Support Services Affairs at the ICP, stated that the authority has taken all necessary measures to ensure the successful implementation of the new visa system in record time.
He noted that the new system offers many facilities, including the renewable 5-year Green Residence visa, which offers many advantages, such as enabling the holder to easily issue residence permits for family members and flexible grace periods of up to six months after expiry or cancellation of residence visa.
Al Kaabi explained that the Advanced Visa System offers new advantages to Golden Visa holders, which include the visa remaining valid regardless of how much time the holder spends outside the UAE, removing the limit on the number of sponsored domestic labourers, in addition to enabling family members to stay in the country during the visa’s validity period even after the sponsor (holder of the golden visa) dies.
He added that the new visa system allows entry into the country for an array of purposes with flexible visit periods and easy renewal for up to one year, without a sponsor requirement, enabling visitors and job seekers to achieve their ambitions.

A clutch of pleas filed by lawyer and BJP leader Ashwini Kumar Upadhyay and another petitioner, Lubna Qureshi, pointed at anomalies in various laws on divorce, marriage, succession, adoption and maintenance prevailing for different religions…reports Asian Lite News
The Supreme Court on Monday asked the Centre to make its stand clear, within three weeks, on the feasibility of implementing a Uniform Civil Code (UCC) in the country.
A bench comprising Chief Justice of India (CJI) U U Lalit and justice S Ravindra Bhat was dealing with a batch of petitions seeking uniformity in laws for age of marriage, grounds of divorce, succession, adoption, guardianship and maintenance when it noted that these issues are various “facets” of UCC and directed the Centre to file its response on each aspect.
“These petitions are seeking common marriage, divorce, adoption, succession and maintenance laws. What is the difference between these matters? They are all facets of Uniform Civil Code,” the bench said.
“Let a comprehensive response be filed, indicating the stand of the Union government in respect of issues raised in this batch of petitions,” it added.
A clutch of pleas filed by lawyer and Bharatiya Janata Party (BJP) leader Ashwini Kumar Upadhyay and another petitioner, Lubna Qureshi, has pointed at anomalies in various laws on divorce, marriage, succession, adoption and maintenance prevailing for different religions.
In his plea, Upadhyay sought uniformity in grounds for which divorce is granted. Adultery is a ground for Hindus, Christians and Parsis but not for Muslims, he said.
Likewise, incurable leprosy is a ground of divorce for Hindus and Muslims but not for Christians and Parsis. Also, under age marriage is a ground of divorce for Hindus but not for Christians, Parsis and Muslims, he said.
In case of adoptions, only Hindus have a codified law under which an adopted child has the right to inherit property and be recognised as a biological child of the adopted parents, Upadhyay said. The case is not the same for Muslims, Christians and Parsis, he added.
Upadhyay’s petition also said women across religions ought to be treated equally. Religious practices which deny them their fundamental rights should not be protected, he said.
“We are considering what response the Centre will file and what kind of judicial process we can issue in this matter. Assuming we might issue a mandamus (writ giving a direction), can we issue a mandamus itself is in question and also whether you intend to place such a bill in Parliament,” the bench said.
Appearing for the Centre, solicitor general Tushar Mehta said it would essentially be a question of law. “If need be, we will put in a reply in three weeks,” he said.
Opposing the pleas, the All India Muslim Personal Law Board and a Muslim woman, Amina Sherwani, filed intervention applications in the top court, alleging attempts were being made to bring in the UCC through the backdoor.
Appearing for the Muslim Personal Law Board, senior advocate Huzefa Ahmadi along with advocate M R Shamshad said Upadhyay, in 2015, had raised similar prayers in a writ petition filed in the top court which he withdrew.
The BJP leader later filed a petition seeking enforcement of UCC before Delhi high court, which is still pending, the lawyers said.
The petitioner has not mentioned this fact in the present set of petitions and should be asked to summon the record of his earlier petition, Huzefa told the bench.
Though the top court, in the past, had advised the Centre to give a thought for having UCC, the judiciary has left it to the legislative wisdom without entering the domain reserved for Parliament.
Taking note of the submissions, the bench told Upadhyay: “You should be fair to this court. Check your petition and file the same before us on the next date of hearing.”
Upadhyay said his earlier petition was on implementing Article 44 of the Constitution which says “the state shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.”
He said he withdrew this (earlier) plea with a liberty to approach the Law Commission of India on this aspect. The present petitions are not on UCC, he said.
“I am not seeking UCC. In these petitions, I have endeavoured to show anomalies that exist in the country which make laws on marriage, divorce, adoption, maintenance, and succession apply differently to women of different religions. This violates their fundamental rights under Articles 14 (equality), 15 (right against discrimination) and 21 (life and liberty),” he said.
To this, the bench said: “Even matrimonial issues are one of the facets of UCC.”
The Muslim Personal Law Board also informed the bench that the same petitioner has challenged ‘nikah halala’ and other forms of marriage under Muslim laws and that his prayers are of similar nature and pending before a Constitution Bench.
The bench sought details of the petitions, seeking uniform marriage laws pending in the Supreme Court, and directed them to be tagged with the present set of petitions.

OPEC+ had “noted the adverse impact of volatility and the decline in liquidity on the current oil market and the need to support the market’s stability and its efficient functioning…reports Asian Lite News
Oil prices rose more than 3 percent on Monday as the Organisation of the Petroleum Exporting Countries and its allies agreed a small production cut to bolster prices, media reported.
The Monday meeting of the OPEC+, which includes Russia, agreed to reduce output by 100,000 barrels per day, with a statement saying “the production level was only intended for the month of September 2022.”
Brent crude futures futures for November delivery rose $3.43 to $96.45 a barrel, a 3.7 percent gain, by 9:14 a.m. EDT (1314 GMT), the Arab News reported.
OPEC+ had “noted the adverse impact of volatility and the decline in liquidity on the current oil market and the need to support the market’s stability and its efficient functioning,” Saudi Press Agency reported after the meeting.
“The Meeting noted that higher volatility and increased uncertainties require continuous assessment of market conditions and readiness to make immediate adjustment to production in different forms, if needed, and that OPEC+ has the commitment, the flexibility, and the means within the existing mechanisms of the Declaration of Cooperation to deal with these challenges and provide guidance to the market,” it added.
According to Arab News, the OPEC+ would hold its next meeting on October 5.
Russia, the world’s second-largest oil producer and a key OPEC+ member, does not support a production cut at this time and the producer group is likely to decide to keep output steady, the Wall Street Journal reported on Sunday, citing unnamed sources.
OPEC+ agreed to increase output by 648,000 bpd in both July and August, as they fully unwind nearly 10 million bpd of cuts implemented in May 2020 to counter the COVID-19 pandemic.
The aid will provide basic medical and health supplies that mitigate the spread of diseases caused by stagnant water gatherings in flooded areas…reports Asian Lite News
Under the directives of Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, the first aid plane took off from Dubai’s International Humanitarian City (IHC) warehouses, heading towards Pakistan and carrying urgent aid and humanitarian relief items to victims of the deadly floods that drowned a third of Pakistan, affecting millions of people and destroying large plots of agricultural land.
The first batch constituted three plane trips to Karachi carrying 33 tonnes of humanitarian relief, as well as shelter items from the United Nations High Commissioner for Refugees (UNHCR) stockpiles in Dubai aboard C130 military planes. The first batch of the humanitarian airbridge, organised by Mohammed bin Rashid Al Maktoum Global Initiatives’ (MBRGI) from IHC, will benefit 13,600 people directly affected by the floods in Pakistan.
Over the next week, nine additional flight rotations are planned to dispatch further relief items on behalf of IHC partners, including the UN World Food Programme (WFP), the World Health Organisation (WHO), and the International Federation of the Red Cross and Red Crescent Societies (IFRC). IHC is coordinating humanitarian relief efforts on behalf of partners and stakeholders under the umbrella of MBRGI to alleviate the suffering of thousands.
The aid will provide basic medical and health supplies that mitigate the spread of diseases caused by stagnant water gatherings in flooded areas, living supplies such as personal hygiene tools to facilitate the lives of displaced people living in shelters, and food aid for individuals and families most affected by the crisis.
Last week, His Highness Sheikh Mohammed bin Rashid directed to transport urgent aid to Pakistan after heavy monsoon rains triggered ravaging floods. IHC mobilised its task force to respond to the emergency in cooperation with key partners.
For his part, Khaled Khalifa, Senior Advisor to the High Commissioner and UNHCR’s Regional Representative to the GCC, said, “UNHCR, in coordination with the Pakistani National Disaster Management Committee, is providing emergency relief assistance to those affected by the floods in Pakistan. We thank His Highness Sheikh Mohammed bin Rashid Al Maktoum, the Dubai government and the UAE for their long-standing support in transporting relief materials from UNHCR global stockpiles in IHC to the affected and most vulnerable people.”
