Chinese authorities have been gathering DNA samples across Tibet, including from kindergarten children without the apparent consent of their parents, Human Rights Watch has said, The Guardian reported.

In a new report released on Monday, the rights organisation claimed new evidence showing a systematic DNA collection drive for entire populations across Tibet as part of a “crime detection” drive, The Guardian reported.

“There is no publicly available evidence suggesting people can decline to participate or that police have credible evidence of criminal conduct that might warrant such collection,” it said, adding that mass collection for such a purpose was a serious human rights violation in that it “cannot be justified as necessary or proportionate”.

The DNA collection drives described in Monday’s report began in 2019 under a policing campaign called the “three greats” (inspection, investigation and mediation), designed to strengthen China’s intensive grassroots-level policing system. The report also cited two government tenders for the construction of local DNA databases in 2019.

Citing publicly available police and state media publications, Human Rights Watch identified drives in 14 distinct localities across every prefecture-level region in the Tibetan Autonomous Region (TAR), including one whole prefecture, two counties, two towns, two townships and seven villages. It also detected some collection drives on Tibetan regions outside the TAR, The Guardian reported.

The report described the campaign as “intrusive policing”, taking samples from all residents of some villages, including those as young as five, or of all male residents. In a January report, police described efforts in Chonggye county to conduct information registration and DNA collection.

“No village must be omitted from a township, no household must be omitted from a village, and no person must be omitted from a household,” it said.

Tibet has been under Chinese control since it was annexed more than 70 years ago, in what Tibetans describe as an invasion and Beijing claims was a peaceful liberation from theocratic rule. It is among border regions including Xinjiang and Mongolia subject to long-running crackdowns on the religious and cultural practices of non-Han ethnic minorities, The Guardian reported.

The strong 6.8 magnitude earthquake that hit the Sichuan province in China on Monday has so far claimed 65 lives while leaving 248 people injured and 12 missing, local media reported on Tuesday.

According to China Earthquake Networks Center, a total of 10 aftershocks of 3.0-magnitude or above have been recorded, including one earthquake of 4.0 to 4.9 magnitude, nine earthquakes of 3.0 to 3.9 magnitude, and the largest aftershocks of 4.2 magnitudes so far.

Among 65 deaths, 37 are in Garze Tibetan Autonomous Prefecture, where Luding county is located and 28 in Ya’an city, as of 7:00 am on Tuesday and more than 50,000 people have relocated, the Global Times reported.

As per the Ministry of Transport, over 350 people have been stranded on Luding-Shimian Expressway, comprising 336 construction workers and 20 managers.

Expressway tollbooths opened up over 700 special channels for earthquake relief. All service areas along the Chengdu-Luding Expressway have been fully stocked with epidemic prevention supplies, oil products, food materials and other emergency supplies.

More than 1,900 officers, armed police and soldiers of the People’s Liberation Army PLA Western Theater Command rushed to the earthquake-hit area and arrived at the epicentre area at 8 am on Tuesday, engaging in the transport of the injured, road dredging, victim search and other rescue work, Global Times reported.

As a result of the earthquake, the power supply in the province was cut off, however, State Grid Sichuan Electric Power Company said that nearly 22,000 households in the earthquake-stricken area have been restored after overnight emergency repair.

Chinese President Xi Jinping requested for all-out relief efforts to prioritise saving lives and minimizing casualties after a 6.8-magnitude earthquake jolted Luding county, Global Times reported.

China’s Red Cross Society has initiated a Level-III emergency response, with the first batch of relief materials consisting of 320 tents, 2,200 relief packages, 1,200 quilts and 300 folding beds dispatched to the affected area.

The Red Cross has also sent a working group there to help with the relief and rescue work.

Sichuan province has activated the second-highest level of emergency response for the earthquake and more rescue forces are rushing to the epicentre area.

The earthquake jolted Luding County at 12:52 p.m. Monday (Beijing Time), according to the China Earthquake Networks Center (CENC).

The epicentre was monitored at 29.59 degrees north latitude and 102.08 degrees east longitude, at a depth of 16 km, the CENC said.

The epicentre is 39 km away from the county seat of Luding and there are several villages within the 5-km range around the epicentre. The tremor was felt in Chengdu, capital of Sichuan, which is 226 km away from the epicentre.

The quake was felt around 200 kilometres (125 miles) away in the provincial capital, Chengdu, where a COVID-19 outbreak has restricted most of its 21 million residents to their compounds under China’s strict “zero-COVID” policy. (ANI)

President Ranil Wickremesinghe’s Office on Monday appointed a committee to facilitate the repatriation of Sri Lankan refugees who fled to India specially during the 26-year-long ethnic conflict.

President’s Secretary Saman Ekanayake appointed the committee to efficiently carry out the repatriation of minority Tamils from the war-ravaged northern Sri Lanka. The committee had been appointed on the request of the Organisation for Eelam Refugees Rehabilitation (OFERR), to bring back the Sri Lankans who have gone to India as refugees due to the war.

“It was stated that about 58,000 Sri Lankans are currently residing in Tamil Nadu, India as refugees and only 3,800 of them are ready to return to Sri Lanka at present,” the President’s Office stated.

According to the records of India’s Home Ministry, as of 2021, 58,843 Sri Lankans have been residing in 108 refugee camps in Tamil Nadu. However there were around 34,000 Lankan refugees, registered with the state authorities, living outside the camps.

The Sri Lanka Deputy High Commissioner’s Office in Chennai is coordinating the move while representatives of Sri Lanka’s Department of Immigration and Emigration, the Justice Ministry, the Foreign Affairs Ministry and officials of the Registrar General’s Department are in the committee.

Since the civil war broke in early 1980s, Tamils, the largest ethnic minority in the island nation, accounting for about 12 per cent of the population have been fleeing to South India in search of protection and security.

Unable to bear the ongoing financial crisis in the island nation, a large number of Tamils from northern Sri Lanka also left for Tamil Nadu recently. With historical, cultural and religious links over the years, Tamil in Sri Lanka and India maintain close ties.

‘Chup’ trailer hints at revenge killings

The serial killer leaves stars (like the ones that critics give along with their reviews) on the bodies of the victims by carving their skins with a sharp object…reports Asian Lite News

The trailer of ‘Chup’, directed by veteran ad filmmaker and director R. Balki, was released on Monday. A film centred around revenge killings, the needle of suspicion in it points to a filmmaker, who’s believed to have committed the murders after critics panned his movie while being generous to what he believes less-deserving films.

The serial killer thriller stars Dulquer Salmaan, fresh off his success in Sita Rama, who plays the film director, Pooja Bhatt, Sunny Deol and Shreya Dhanwanthary.

The film seems to come from a very personal space of Balki, whose some films have failed to impress the critics. He even went on to call out the critics in the past over their pretentious attitude towards movies with mainstream elements.

Talking about the germ of the idea, Balki said: “I had this idea for the story a long time ago and I don’t know why I took so long to pen it down and get it on to the screen.

“It is a proper thriller that makes you get into the psyche of an artiste and the makings of a murderer. It’s a project I hold dear to my heart and I am very proud to share it with the world.”

The serial killer leaves stars (like the ones that critics give along with their reviews) on the bodies of the victims by carving their skins with a sharp object.

The trailer, naturally, doesn’t point to the killer, but it shows Sunny Deol in the avatar of a cop in pursuit of the serial murderer. Deol lauded his director for his clarity of vision.

Commenting on the trailer release, Sunny said in a statement: “It was an interesting shoot for me personally. Balki’s vision for this story was so crystal clear that the film seemed to have its own pace during shooting.”

‘Chup’ also marks the third Hindi film of Malayalam superstar Dulquer Salmaan. The actor, who has earlier worked in Hindi films such as ‘Karwaan’ and ‘The Zoya Factor’, mentioned that this film is quite unique to him as an artiste.

He said, “I have done different films in my career, however this one really hits it out of the park in terms of the character and its story. It feels like you’re looking into someone’s inner workings and the character I play is especially unique so it was an altogether new experience for me.”

The film, to be released on September 23, has been co-produced by Rakesh Jhunjhunwala, Anil Naidu, Dr Jayantilal Gada (PEN Studios) and Gauri Shinde.

The original story is by R. Balki, the screenplay and dialogues have been co-written by Balki, critic-turned-writer Raja Sen and Rishi Virmani.

Sri Lanka wants Chinese fertiliser firm blacklisted

The Chinese embassy in Colombo jumped into the argument and to put pressure on Colombo, blacklisted the People’s Bank of Sri Lanka for not releasing money to Qingdao…writes Rahul Kumar

An audit report by the National Audit Office of the Sri Lankan government has recommended that the Chinese fertiliser company Qingdao Seawin Biotech Company (QSBC) should be blacklisted for trying to force Sri Lanka to accept contaminated fertiliser in 2021.

The audit report also says that the government should take compensation of $6.9 million from the Chinese company for trying to force the country to take fertiliser that had been rejected by Sri Lankan scientists for containing harmful bacteria.

The audit report also calls for prosecuting officials who were responsible for signing the transaction for fertiliser that eventually remained unsupplied but not before putting the government under undue pressure from China, says a report in The Sunday Times.

India Narrative had widely reported on the spat between strategic allies Sri Lanka and China over the non-acceptance of contaminated fertiliser sent by Qingdao to Sri Lanka. Upon inspection of the fertiliser, Sri Lankan scientists found harmful pathogens in the fertiliser, which was being transported by the ship Hippo Spirit.

The Chinese embassy in Colombo jumped into the argument and to put pressure on Colombo, blacklisted the People’s Bank of Sri Lanka for not releasing money to Qingdao.

Amidst a raging quarrel between the two countries, the ship generated more controversy. After the rejection of the fertiliser, the ship ostensibly returned back to bring a fresh consignment of fertiliser. However, it cast anchor at Malacca Strait, near Singapore and switched off its automatic identification system. It did not go back to China with the contaminated fertiliser and instead came back to Sri Lanka under a new name Seiyo Explorer.

The dispute lingered on for months as China kept piling up pressure on Colombo to accept the rejected fertiliser. Eventually, the Chinese company came up with a two-fold solution to supply Sri Lanka with fresh fertiliser-that it will pursue international arbitration against Sri Lanka for sullying its reputation, and that the island nation will have to pay double the cost of the new fertiliser.

By this time the island nation had turned to India for its organic fertiliser needs.

The fertiliser pow-vow that continued from around August 2021 lasted till February 2022 causing much diplomatic damage between Beijing and Colombo. All through this period, the Indian Ocean island was facing an acute foreign exchange crisis and its fast friend Beijing forced it to pay for fertiliser it did not supply.

Now Sri Lanka has hit back through its audit report and seeks to claim approximately $6.9 million from Qingdao which it had paid under duress for fertiliser that never came.

The ISPR further stated that senior politicians trying to stir “controversies” on the appointment of the military’s chief of army staff (COAS) is “most unfortunate and disappointing”…reports Asian Lite News

Pakistan Army on Monday expressed shock at PTI Chairman Imran Khans “anti-military statements” issued during his party’s political gathering in Faisalabad on Sunday, the Inter-Services Public Relations (ISPR) said in a statement, The News reported.

The military’s media wing, in its statement, shared that the institution is “aghast at the defamatory and uncalled for statements about the senior leadership of Pakistan Army” by Khan.

“Regrettably, an attempt has been made to discredit and undermine senior leadership of [the] Pakistan Army at a time when the institution is laying lives for the security and safety of the people of Pakistan every day,” the statement read., The News reported.

The ISPR further stated that senior politicians trying to stir “controversies” on the appointment of the military’s chief of army staff (COAS) is “most unfortunate and disappointing”.

It added that the procedure for COAS’s appointment is well-defined in the Constitution.

“Senior leadership of the army has decades-long impeccable meritorious service to prove its patriotic and professional credentials beyond any doubt,” the ISPR said, adding that politicising the senior leadership of the institution and scandalising the process of COAS’s selection is neither in the interest of the state of Pakistan nor of the institution.

“Pakistan Army reiterates its commitment to uphold the constitution of the Islamic Republic of Pakistan,” the military’s media wing said.

‘Risk everything for ‘Game of Thrones’

The Islamabad High Court (IHC) on Monday asked whether former Prime Minister Imran Khan wanted to hurt the morale of the armed forces by delivering anti-military speeches by risking everything for a “Game of Thrones”.

IHC Chief Justice Athar Minallah’s remarks came during a hearing against the Pakistan Electronic Media Regulatory Authority’s (PEMRA) order prohibiting television channels from airing Khan’s speeches live, Geo News reported.

At the hearing, PEMRA’s lawyer apprised the IHC that the regulator issued a show-cause notice to delay the airing of his live speeches.

In response, Justice Minallah asked why the regulator did not ensure that the rule of delaying live speeches was followed.

“Several responsible people issue irresponsible statements. You (PEMRA) have to follow the law and the court will not interfere in it,” he said.

Moving on to Khan’s lawyer, the Chief Justice asked whether he heard the PTI Chairman’s speech in Faisalabad a day earlier, where he said that the government is delaying elections to appoint its choice of an army chief.

“Did you hear Imran Khan’s speech from yesterday? Do political leaders deliver such speeches? Will everything be put at stake just for the sake of a ‘Game of Thrones’?” Justice Minallah asked, making a reference to the popular television drama in which nine noble families wage war against each other to gain control over a mythical land.

He said that the armed forces lay their lives for the nation and in a case where someone is involved in illegal activity, everyone should not be criticised over it.

“Hold yourself accountable for your actions. You (Khan) want to issue statements as per your wishes and don’t want the regulator to do its job?

“Do you want to hurt the morale of the army by giving anti-army statements? Do you think that anyone in the army is not a patriot?” he questioned.

He told Khan’s lawyer that when a statement is issued in public, it has its own impact.

Following this, the court, in light of the rulings of the Supreme Court, asked PEMRA to regulate the speeches of Khan and wrapped up the case filed by the PTI chairman.

  • How Radhakrishan got Stalin to support India on Kashmir

How Radhakrishan got Stalin to support India on Kashmir

Soviet support to India on Kashmir owed to Radhakrishnan’s “informality and directness”, Rasgotra noted in his memoirs….writes Vikas Datta

The country’s second President, Dr Sarvepalli Radhakrishnan, is remembered mainly on his birthday, September 5, which is celebrated as Teachers’ Day in honour of his impeccable career as an educationist and his belief that “teachers should be the best minds in the country”.

His services to the country, though, were not confined to education. Laying the foundation of strong relations with the Soviet Union was one of his lasting contributions.

A man of many parts, Radhakrishnan (1888-1975) was not only an acclaimed teacher but also a distinguished philosopher and cultural ambassador and went on to prove to be an effective diplomat, and a consummate statesman.

His academic and philosophical achievements — as the first holder of the Spalding Chair of Eastern Philosophy and Ethics at Oxford (the first time an Indian held a chair at the university), his defence of Hinduism against “uninformed Western criticism” and his interpretation of it as a system of philosophy (and not just a religion of rituals) — are his everlasting contributions.

He was knighted in 1931, a title he abjured after Independence, but India aptly recognised him by making him one of the first three recipients of the Bharat Ratna when the nation’s highest civilian honour was instituted in 1954, the others being C. Rajagopalachari and Nobel laureate C.V. Raman.

But his academic and philosophic career was not all that he bequeathed to the country.

His tenure as President (1962-67), after two terms as Vice President since 1952, saw the deaths of two Prime Ministers, including one of the country’s most far-sighted founding fathers, and two of Independent India’s wars. His calming presence was reassuring as newborn India confronted the many challenges to its nationhood.

    Pic credits Wikipedia

But most important to India, as the Cold War spread across the world, and in Asia too, was his role as India’s second Ambassador to Moscow (1949-52), where he not only laid the ground for a close relationship with the Soviet Union, but also managed to persuade it to unwaveringly support India on Kashmir — a commitment that survived the collapse of the Soviet Union.

Veteran diplomat Maharaja Krishna Rasgotra, in his memoir “A Life in Diplomacy” (2016), terms the decision to send Radhakrishnan to Moscow “(Prime Minister Jawaharlal) Nehru’s most imaginative choice for the post at that particular time”.

Rasgotra noted: “Stalin had to be convinced of the genuineness of India’s Independence, of the depth of India’s concern over Cold War tensions and its desire for peace and for Russia’s friendship and cooperation. The usual diplomatic approach would be of no avail, and Radhakrishnan was just the man for the complex task.”

As his “lean, tall figure and austere appearance made him look like a modern messiah”, Radhakrishnan intrigued Stalin so much that he was summoned to a meeting soon after he took over in Moscow (from Vijayalakshmi Pandit in 1949). He became one of the few people who the Soviet leader was happy to meet, not to mention one who often left him at a loss for words.

Citing Radhakrishnan’s deputy, Rajeshwar Dayal, who was also present at the meeting on January 15, 1950, Rasgotra says the philosopher-diplomat, ater answering Stalin’s probing questions — if India still had British army officers or a navy, or why Ceylon was not a part of it, and so on — deplored the Cold War and suggested that the Soviet Union should take the initiative to end it.

“When Stalin said that there was also another side responsible for it and it takes two hands to clap, the Ambassador’s solution to the problem left him without an answer: ‘As a peace-loving country, the Soviet Union should withdraw its own hand as it takes two hands to clap’.”

Radhakrishnan’s own account, sent in a telegram (CCB No. 397) to Foreign Secretary K.P.S. Menon, went on to mention: “Interview was pleasant and lasted half an hour. PAVLOV, Head of North Europe Division of Soviet Foreign Office and former Counsellor in London, acted as interpreter. Stalin smoked cigarettes continuously and LAUGHED occasionally. Appeared in quite good health and was alert and attentive. Interview took place in a pleasant and relaxed atmosphere.”

Soviet support to India on Kashmir owed to Radhakrishnan’s “informality and directness”, Rasgotra noted in his memoirs.

“In a meeting with Foreign Minister Andrey Yanuarevich Vyshinsky, the Ambassador suddenly asked him why Russia was not supporting India on the Kashmir issue in the Security Council. Taken by surprise by this unanticipated query on an important foreign policy issue, Vyshinsky mumbled something about India never having asked for Soviet help in the matter. ‘But that’s what I am doing now, am I not?’ “

And from the very next Security Council meeting in 1951, where the “Soviet Union’s representative blasted the UK and USA for meddling in Kashmir’s internal affairs”, the Soviet Union began vetoing Western resolutions, unacceptable to India, and “all this took place on the ambassador’s own initiative, without consulting with anyone in India”. Even Nehru was taken by surprise.

When he was due to return to India, to become Vice President, Radhakrishnan was again received by Stalin, who assured India of all help.

“Both you and Mr. Nehru are persons whom we do not consider to be our enemies. This will continue to be our policy and you can count on our help,” he said. Stalin also ordered the recall of a Soviet correspondent in New Delhi against whom the Indian government had complained.

    Pic credits Wikipedia

Radhakrishnan’s successor in Moscow, Menon, who went on to meet Stalin in February 1953, shortly before his death, noted that Stalin had, in the last five years, only received three Ambassadors — Radhakrishnan (twice), and those of France and Argentina.

As President, Radhakrishnan was the voice of reassurance that calmed the nation when the Chinese invasion of 1962 and the calamitous Indian reverses shook the people, after the death of Nehru in 1964, and the 1965 war with Pakistan, but his biggest achievement was to cool down tempers in the wake of the anti-Hindi agitation in 1965.

He prevented an irreparable regional breach when agitations swept Tamil Nadu against Hindi replacing English and Union Ministers C. Subramaniam and O.V. Alagesan, both of whom hailed from the state, resigned. His refusal to accept Prime Minister Lal Bahadur Shastri’s recommendation that their resignations be accepted led the latter to back down and make a compromise.

It was Radhakrishnan who also convinced an unwilling Shastri to retain the ministers, as several observers have noted, including M.J. Akbar in “India Besieged”.

He, however, remained a one-term President, with Prime Minister Indira Gandhi not keen on a second term for him. How would another term in Rashtrapati Bhavan have worked out for him — and Mrs Gandhi and India — will remain a conjecture.

Nitish, Rahul discuss 2024 poll strategy

The Bihar Chief Minister also met former Karnataka CM and JDS leader HD Kumaraswamy during his visit to Delhi…reports Asian Lite News

Bihar Chief Minister Nitish Kumar met Congress leader Rahul Gandhi in the national capital on Monday and discussed the strategy for the upcoming 2024 Lok Sabha polls and the possibility of bringing like-minded parties together.

According to Congress sources, Kumar, who met Gandhi for the first time since his reunification with the Mahagathbandhan, of which Congress is a part in Bihar, expressed gratitude to the Wayanad MP for his party’s support to his government.

The sources also said that both the parties will continue their “concrete discussions” in the run-up to the Lok Sabha polls.

The Bihar Chief Minister also met former Karnataka CM and JDS leader HD Kumaraswamy during his visit to Delhi.

The meeting comes amid the buzz that Kumar is attempting to project himself as the prime ministerial candidate in 2024. However, he cleared the air on the matter.

Kumar, once again in Delhi, called for Opposition unity and ruled out harbouring prime ministerial aspirations.

“If the opposition will get united, then a good atmosphere will be created. I have no desire and no aspiration (to become prime minister),” the Bihar CM told the media.

The meeting of Kumar with Opposition leaders comes days after Telangana Chief Minister KCR visited Bihar and held discussions on the political scenario in the country.

However, during KCR’s one-day visit, he avoided giving a direct response to a question about whether Nitish Kumar will run as the opposition’s candidate for Prime Minister, saying that the opposition parties would meet and make that decision.

While talking to the media during his visit to Bihar, KCR was asked whether Bihar CM Nitish Kumar will be the next PM candidate for the opposition.

He dodged a straight response and said that all the opposition parties will come together and then finalise the PM candidate.

KCRF also lashed out at the Centre for the “faulty policies” including inflation and said the BJP is insensitive towards the needs of the state.

Rao said that Nitish Kumar is a big leader and the Centre has not even fulfilled its promise of granting special status to Bihar.

Taking a dig at the Centre, KCR said, “Before the Modi-led BJP government, Rupee never depreciated so much. Why do farmers have to protest for over a year? The country faced losses in every sector due to the failures of the policies implemented by the Centre.”

KCR went ahead and criticised the BJP’s mission of eliminating all opposition parties from the political arena. “It is a shame that the ruling party says that they will finish all other political parties,” he added. (ANI)
