    Taiwan defence funding gets House nod

    The House of Representatives has approved a $895 billion National Defence Authorisation Act (NDAA), which includes provisions to enhance Taiwan’s defence capabilities with up to $300 million in military articles and training.

    The bill, passed in a 281-140 vote on Wednesday, aims to support Taiwan’s self-defence initiatives amid rising tensions in the region.

    The NDAA includes the Taiwan Security Cooperation Initiative, designed to help Taiwan maintain its self-defence capabilities. US Representative Jack Bergman, chairman of the House Armed Services Subcommittee on Intelligence and Special Operations, called the bill “critically important” in ensuring Taiwan’s ability to defend itself. He emphasised that the act would significantly contribute to Taiwan’s defence infrastructure.

    In addition, Representative John Moolenaar, chairman of the House Select Committee on the Strategic Competition between the US and the Chinese Communist Party, highlighted the inclusion of a study on defence industrial agreements with Taiwan.

    “The bill requires a feasibility study of entering into defence industrial agreements with Taiwan to promote lethality and supply chain resilience,” Moolenaar said.

    The NDAA authorises the Pentagon to provide Taiwan with military assistance in key areas such as anti-tank and anti-ship missiles, uncrewed aerial vehicles, long-range precision weapons, cyber defence, electronic warfare, and integrated air and missile defence systems. This funding is also intended for critical combat training, secure communications equipment, intelligence, surveillance, and reconnaissance support, reported Taipei Times.

    To speed up the delivery of arms, the bill directs the US State and Defence departments to provide Taiwan with defence articles directly from US inventories and to supply foreign partners with the necessary materials to replenish their own stocks used in supporting Taiwan.

    The bill also establishes a partnership program between the US and Taiwan in military trauma care, mental health conditions associated with post-traumatic stress disorder, and amputee care. In a related move, the bill proposes inviting Taiwan’s naval forces to participate in the next year’s Rim of the Pacific exercise, though this is a non-binding suggestion.

    Additionally, the bill incorporates the BOLSTER Act, aimed at coordinating plans with European allies in response to any attempts by China to overthrow Taiwan’s government or block its access to the region. The NDAA also includes provisions for responses to potential cyberattacks on Taiwan or a naval blockade, Taipei Times reported.

    To assess the impact of Chinese military actions, the bill requires the US president to submit reports on the expected economic consequences of a 30-day and 180-day blockade or quarantine of Taiwan by the People’s Liberation Army.

    With the approval of both the US Senate and House, the NDAA is now one step closer to becoming law, pending the signature of the US president. However, the bill’s implementation also depends on the passage of a separate appropriations bill.

    Meanwhile, Taiwan’s Ministry of National Defence (MND) on Friday released a rousing video highlighting Taiwan’s defence capabilities and informing of the threat posed by the Chinese military to Taiwan.

    The video was shared by the Taiwanese Defence Ministry through a post on X.

    “The threat posed by #PLA to Taiwan and the region has escalated from coercion to directly affecting the First Island Chain, undermining the rules-based international order. #ROCArmedForces continue to forge our capabilities and deter war”, the MND said.

    The video showcased Taiwan’s defence capabilities, its weapons and the armed forces personnel in action, preparing and training.

    “PRC has jeopardised the peace with its military threat, challenged the rule-based international order. Its action will never earn the approval from the international community”, the video noted.

    “To safeguard our territory, and sovereignty, and maintain regional security, the R.O.C. Armed Forces closely monitor our adversary and has adjusted reactions accordingly. We train at the moment, we face our opponent and keep up our work in force buildup. We forge our capabilities in rigorous training. Our faith is from our strength. We stand firmly to safeguard our national security”, the video said.

    The video comes after the Chinese incursions near Taiwan’s territory have seen an uptick in recent times.

    On Saturday, the MND reported that 12 Chinese military aircraft, 14 naval vessels and 9 official ships were detected operating near Taiwan until 6 am (local time). The details were shared by Taiwan’s Ministry of National Defence (MND) in a post on X.

    Earlier on Wednesday in a post on X, the MND said, “Confronting normalized #PLA provocations, apathy is not an option. #ROCArmedForces seize every training opportunity!”

    Taiwan-China issue is a complex and longstanding geopolitical conflict centred on Taiwan’s sovereignty. Taiwan, officially known as the Republic of China (ROC), operates its own government, military, and economy, functioning as a de facto independent state.

    However, China considers Taiwan a breakaway province and insists on the “One China” policy, which asserts that there is only one China, with Beijing as its capital.

    This has fuelled decades of tension, especially since the Chinese Civil War (1945-1949), when the ROC government retreated to Taiwan after the Communist Party, led by Mao Zedong, took control of mainland China. Beijing has consistently expressed its goal of reunification with Taiwan, using diplomatic, economic, and military pressure to isolate Taiwan internationally.     Safaa El-Kogali, Country Director, Gulf Cooperation Countries, World Bank, has commended the efforts of the UAE in addressing global climate challenges through “the need for greater and more coordinated financing.”

    In her address today before the 7th edition of the Abu Dhabi Sustainable Finance Forum, as part of the Abu Dhabi Finance Week, the international official shed light on the World Bank’s role in advancing the 2030 Agenda for Global Sustainable Development.

    She hailed the ongoing partnership with the UAE: “I am proud of our partnership with the UAE and the Global Climate Finance Centre which the World Bank Group co-founded at COP28. Later today, we will be signing an MOU with the Climate Finance Center to further realise this mission. ”

    Highlighting the WB’s role in achieving the Sustainable Development Goals (SDGs) and the ongoing collaboration with the UAE, the international official said: “The World Bank Group is committed to supporting countries as they strive to achieve the SDGs. But we know that we cannot do it alone. That’s why we are working closely with other multilateral development banks, the private sector and government partners, like the UAE, to improve the lives of people in developing countries in tangible, measurable ways.”

    She noted that WBG actively working towards achieving the SDGs by focusing on key areas such as poverty reduction, healthcare, education, clean energy, job creation, and climate action.

    By providing financial resources, technical expertise, and policy advice, the World Bank Group, she said, is supporting countries in addressing global challenges and building a more sustainable future for all.

    Russian President Vladimir Putin has praised President His Highness Sheikh Mohamed bin Zayed Al Nahyan for his significant focus on advancing artificial intelligence (AI).

    In a speech delivered at the AI Journey international conference in Moscow, Putin highlighted the great importance His Highness Sheikh Mohamed bin Zayed places on AI and its development.

    He noted the international ranking level that the UAE achieved last year, adding that it has accomplished remarkable feats in this regard, as it moved up several positions and reached incredible heights.

    Putin said that AI technology is called upon to become the critical resource for achieving national development goals to strengthen the country’s defence capability, ensure high-quality development of the economy and social sectors, public administration, and growth of innovations.

    The Russian President also emphasised that over the past year, AI technologies have significantly transformed entire industries, marking the beginning of a revolution in engineering, as well as the design and construction of fundamentally new components and devices.

    Meanwhile, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, said that Dubai is rapidly strengthening its position as a global hub for artificial intelligence (AI), with strong growth fuelled by groundbreaking projects, innovative companies, and strategic partnerships.

    His Highness highlighted AI’s transformative potential, emphasising its vital role in shaping the future and furthering Dubai’s vision for innovation-driven growth. Sheikh Hamdan’s comments followed the release of a recent study on the growth of the AI sector in Dubai, conducted by the Dubai Center for Artificial Intelligence (DCAI).

    The study found that more than 800 technology companies specialising in AI operate in Dubai, with 66% of these companies choosing the city as a global hub to test, implement, and apply various AI technologies. Additionally, 48% of these companies primarily focus on developing AI software, while 72% are small and medium enterprises (SMEs) or startups.

    His Highness commented on X: “Today, I reviewed a Dubai Center for Artificial Intelligence study which reveals that over 800 AI companies are thriving in Dubai. They have chosen Dubai as their base due to the city’s advanced infrastructure, progressive regulations, and innovative services, all driven by the city’s plan to accelerate AI adoption.”

    “As AI shapes the future, our success lies in making bold decisions and creating a business environment that fosters global excellence. Powered by national talent and global partnerships, Dubai stands at the forefront of technological transformation. The future is Dubai, and Dubai is the future,” he added.

    Sheikh Hamdan underscored the vital role of robust public-private sector collaboration in advancing Dubai’s AI ecosystem, noting that its strategic initiatives and plans have been instrumental in attracting substantial investments in AI.

    He further highlighted that Dubai’s AI acceleration plan has created a fertile environment for startups and global companies to innovate and explore opportunities across diverse AI sectors, solidifying the emirate’s position as a leader in new technology adoption.

Sheikh Abdullah bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Foreign Affairs of the UAE, and Dr. Subrahmanyam Jaishankar, India’s External Affairs Minister, concluded in New Delhi, reaffirming the robust partnership between the two nations.

    H.H. Sheikh Abdullah expressed appreciation for India’s commitment to fostering strong bilateral ties, praising Dr. Jaishankar for his consistent efforts over the past decade. “With renewed commitment and enthusiasm, we aim to reach higher heights, building on the foundation we have established and exploring new avenues for mutual benefit,” he remarked.

    The dialogue underscored the UAE-India Comprehensive Strategic Partnership’s significant evolution in recent years, with notable advancements in key sectors such as trade, energy, education, and advanced technologies. Sheikh Abdullah highlighted the success of the Comprehensive Economic Partnership Agreement (CEPA), which has reduced trade barriers and spurred investments, pushing bilateral trade to unprecedented levels.

    High-level exchanges between leaders of both nations have further cemented cooperation. Sheikh Abdullah emphasised that the ongoing collaborations in renewable energy, food security, and critical minerals underscore a shared commitment to sustainable growth. The dialogue also shed light on joint initiatives in nuclear energy and a new polar research initiative aimed at addressing global challenges like climate change, resource management, and technological innovation.

    Air connectivity was recognised as a critical element of the partnership, with hundreds of weekly flights linking the two nations. This robust network not only facilitates trade and tourism but also strengthens people-to-people ties and lays the groundwork for expanded collaboration.

    The dialogue also focused on emerging technologies, including artificial intelligence and supercomputing, which Sheikh Abdullah described as essential for driving innovation and tackling critical challenges. He praised the bilateral efforts in developing digital infrastructure, emphasizing its role as a foundation for progress and connectivity.

    Sheikh Abdullah highlighted the importance of countering extremism, stating that promoting tolerance and mutual respect for diverse cultures and beliefs is essential for maintaining peaceful societies. “Extremist ideologies thrive on division and misunderstanding,” he noted, calling for joint efforts to foster harmony and understanding.

    Another key area of discussion was trilateral initiatives with third countries. Sheikh Abdullah pointed out the potential of such collaborations in regions like Africa, Asia, and South America, where combining expertise and resources could create lasting positive impacts.

    Reflecting on the strategic dialogue, Sheikh Abdullah expressed confidence in the partnership’s trajectory. “This meeting is a testament to our commitment—not only to address the challenges before us but also to seize the opportunities that lie ahead, together,” he stated.

    In a phone call with Dr Badr Abdel Ati, Minister of Foreign Affairs and Migration of the Arab Republic of Egypt, Sheikh Abdullah emphasised the importance of supporting Syria’s sovereignty and territorial integrity and ensuring the security and stability of the brotherly Syrian people.

    The two sides also discussed several issues of mutual interest and exchanged views on them.

    Speaking to Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs of Qatar, Sheikh Abdullah emphasised the importance of safeguarding Syria’s unity and sovereignty, supporting its security and stability, and addressing the aspirations of its people for development and progress.

    Sheikh Abdullah also held a telephone conversation with Jordan’s Deputy Prime Minister and Minister of Foreign Affairs and Expatriates Ayman Safadi. The two top diplomats reviewed ways to enhance international efforts to preserve Syria’s unity and sovereignty and to meet the aspirations of its people for security, stability, and a dignified life.

    Meanwhile, Sheikh Abdullah also dialled his Russia counterpart Sergey Lavrov and discussed the overall regional developments, particularly the situation in Syria.

    The two sides reviewed the importance of strengthening regional and international efforts aimed at supporting peace and fostering stability in the region, benefiting all its nations and peoples.

    They emphasised the need to strengthen the role of the UN Special Envoy to Syria, Geir Pedersen.

    Furthermore, they stressed the importance of adhering to and implementing UN Security Council Resolution 2254 to achieve a political settlement in Syria that meets the aspirations of the Syrian people for security, stability, and prosperity.

    Indian Prime Minister Narendra Modi has emphasised on the implementation of the India-Middle East-Europe Corridor (IMEC) as a ‘historic initiative’ to foster regional connectivity and prosperity during his meeting with United Arab Emirates Deputy Prime Minister and Foreign Minister Sheikh Abdullah bin Zayed Al Nahyan.

    During the talks on Thursday, PM Modi also conveyed his warm wishes for UAE President Sheikh Mohamed bin Zayed Al Nahyan, according to the Ministry of External Affairs statement.

    PM Modi expressed satisfaction at the frequent high-level visits and exchanges, including the visit of the Crown Prince of Abu Dhabi Sheikh Khaled bin Mohamed bin Zayed Al Nahyan to India in September 2024, which marked a generational continuity in bilateral relations.

    The two leaders emphasised strengthening Comprehensive Strategic Partnership including in the areas of technology, energy, and people-to-people ties, as per the statement.

    UAE Foreign Minister Zayed Al Nahyan shared the UAE’s perspective on the prevailing situation in West Asia and Prime Minister reiterated India’s commitment to support long-term peace, stability and security in the region.

    According to MEA, the Prime Minister thanked the leadership of the UAE for ensuring the welfare of the large and vibrant Indian community in the UAE.

    Later, taking to X, PM Modi said that both nations are committed to working towards peace, stability, and security in West Asia and the wider region.

    “Happy to receive Deputy PM and Foreign Minister of the UAE, HH AB Zayed. India-UAE Comprehensive Strategic Partnership is poised to achieve unprecedented heights. We are committed to working towards peace, stability, and security in West Asia and the wider region,” PM Modi said.

    Notably, the UAE Deputy PM Nahyan arrived in New Delhi on Thursday to take part in the 4th Strategic Dialogue and the 15th India-UAE Joint Commission Meeting.

    H.H. Sheikh Abdullah expressed pride in the strong, growing historical relations between the UAE and India.

    Over more than 50 years, the two nations have established a unique model of privileged relations built on a solid foundation of trust, mutual respect, and shared interests, Sheikh Abdullah said. “This partnership has evolved into a comprehensive collaboration that contributes to sustainable development and prosperity for both nations’ peoples.”

    He highlighted the importance of the India-UAE Joint Commission Meeting and the Fourth UAE-India Strategic Dialogue, stressing on the two countries’ commitment to further strengthening their strategic partnership and supporting their developmental priorities.

    During the meeting, Sheikh Abdullah expressed his delight at visiting India and conveyed his best wishes for the Indian people’s continued progress and prosperity.

    The discussions included a range of topics related to the long-standing friendship ties and the comprehensive strategic partnership between the UAE and India.

    IMEC and India’s Northeast

    Earlier this week, PM Modi said that the nascent India-Middle East-Europe Corridor (IMEC) can be a gateway for India’s remote North East region with the world.

    “India presented its vision of the India-Middle East-Europe Corridor to the world last year. Now the IMEC would connect India’s North East internationally, Modi said at a cultural festival bringing together the richness of the region.

    He said IMEC would complement the India-Myanmar-Thailand trilateral highway towards South East Asia and a sprawling north-bound tunnel in Arunachal Pradesh, expanding connectivity in a part of the world which was hitherto not easily accessible.

    Geographical Indication-tagged products from the region are now finding their way to markets around the world, India’s Ministry of Development of North-East Region said on this occasion.

    These include aromatic ginger with healing properties traditionally grown in Arunachal Pradesh and one of the hottest chillies in the world, grown in Nagaland.

    This was recently announced by the BtA  Chief Executive at BTA  Dr Prof Parag Singhal who has been dynamically spearheading tie-ups in India with Indian hospitals ..

    The MoU was signed by Prof. Parag Singhal, with D. Kranthi Kiran, Chief Neurosurgeon and Chairman, Shri Balaji Institute of Neuroscience and Trauma, Hubli in the presence of visiting guest to India , Prof. Sir Stephen Powis, NHS England .  Powis is also the National Medical Director in England who was  accompanied by Anna Shotbolt, Deputy Trade Commissioner, South Asia (Exports) from the British High Commission in India. .

     Singhal explained that the MoU’s objective is to upskill Indian nurses and clinicians at primary and secondary care levels to UK standards, promote professional clinical excellence and knowledge exchange, improve the capacity and capability of nurses in Northern Karnataka, and help nurses and clinicians grow and expand their horizons while providing best-in-class health education and training in India. The MoU will also deepen academic collaboration, improve patient safety, and create joint research opportunities between India and the UK.

    India’s D Gukesh made history on Thursday by becoming the youngest-ever World Champion in chess, beating Ding Liren of China in the 14-game match, here.  

    The 18-year-old from Chennai capitalised on a blunder by Ding in the winner-takes-all 14th game to dethrone the champion, winning the match 7.5 to 6.5 and becoming only the second Indian to win the World Chess Champion. 

    By beating Ding, Gukesh became the 18th World Champion in the over century-long history of chess and the youngest after beating Garry Kasparov’s record of winning the title at the age of 22 and heralding the arrival of a new king on the chess horizon. 

    Gukesh is the second Indian to win the World Chess Championship title, claiming the title in just over a decade after five-time Champion Viswanathan Anand had lost the title to Magnus Carlsen of Norway in Chennai in 2013. Carlsen has abdicated the crown in 2023, paving the way for Ding to beat Ian Nepomniachtchi. 

    In a winner-takes-all 14th and final game of the World Chess Championship match Ding had steered towards a draw after starting with Reversed Grunfeld variation of Zukertort Opening, the 32-year-old from China made a sensational blunder. 

    In an unexpected turn of events, when it seemed that the final game was going to end in a draw and the tiebreaks were unavoidable, the champion made a huge mistake, making a rook move that resulted in his bishop getting pinned in a rook-pawn ending with both players having one bishop. 

    Having battled it out for 13 games over three weeks, Ding was looking forward to the rapid and blitz tiebreakers as had effectively countered the aggressive tactics of the young Indian challenger to steer the game towards a drawish position. 

    “I was totally in shock when I realized I made a blunder” Ding explained in the post-game press conference. 

    Gukesh couldn’t believe his eyes when Ding Liren blundered 55.Rf2: “At the first moment I didn’t see that I was winning. When I realised that I was winning it was the best moment of my life”. 

    It was so sudden that Gukesh initially did not see it and then nearly leapt out of his chair, took a pause, settled his nerves, exchanged the rook and bishop and Ding was forced to resign in 58 moves. 

    “I have been dreaming of this for the last 10-12 years since I started playing chess and the only way to explain this is that I am living my dream. Firstly, thankfully to God as I am living a miracle and it could be possible only because of God,” said Gukesh, who praised Ding Liren for the fight he put in this match despite not being in great physical condition. 

    With this win, Gukesh pocketed prize money of $1.35 million (approx Rs 11.45 crore) while Ding Liren took $1.15 million (approx Rs 9.75 crore) from the total prize fund of US$2.5 million. 

    Of the $1.35 million, Gukesh pocketed $600,000 (approx Rs 5.07 crore) outrightly by winning three games. Liren, by winning two games, won $400,000 (approx Rs 3.38 crore).
