UAE Space Sector Gets Dh3 B Boost

The Fund’s first project will see launch of new satellites using radar technologies to provide unparalleled imaging capabilities.

The UAE Space Agency has announced a new Dh3 billion national investment and development fund for the space sector, The National Space Fund.

The Fund will support ground breaking new programmes launched to support international and Emirati companies co-operating in leading edge space sector engineering, sciences and research applications. The Fund’s first project to be launched to space will be a constellation of advanced remote sensing satellites using radar technologies to provide unparalleled imaging capabilities.

Sarah bint Yousef Al Amiri, Minister of State for Public Education and Advanced Technology and Chairwoman of the UAE Space Agency, said: “A long-term plan and programme for the development of the Emirates’ space sector is in place to create economic opportunities, new jobs and help to fund global partnerships and new leaders in technology, space sciences and engineering here in the UAE. We are planning for a bright future filled with new challenges and openings for our young people – and this fund is precisely targeted at building opportunities for international co-operation in building Emirati enterprises.”

The Fund will actively encourage partnerships between international and local enterprises, providing them with incentives as a part of the UAE Space Agency’s Space Economic Zones Programme.

Salem Al Qubaisi, Director General of the UAE Space Agency, said, “The National Space Fund will encourage global partnerships to establish themselves here in the Emirates, providing new and vital technology platforms and development to answer the needs of the UAE Space Programme and other global customers for vital innovation and technologies that answer the needs and possibilities of today’s world.”

The Fund’s first investment will be in the development and launch of a constellation of advanced imaging satellites for the Emirates, using the SAR (Synthetic Aperture Radar) technology. The constellation is to be named Sirb after the Arabic term for a flock of birds, and will address the critical need for better environmental and land usage monitoring, data collection and analysis to meet today’s global challenges.

The planned satellites will be able to create highly detailed and complex radar ‘images’ of land use, ice cover, surface changes and characterisation, with a wide range of scientific, civil and commercial applications.

Sarah Al Amiri commented, “SAR technology leapfrogs traditional imaging satellites, providing more powerful imaging using X-band radar technologies, allowing us to continue observations day and night, through fog and cloud cover as well as combining observations to create big data pictures simply not possible through conventional imaging. These small-scale satellites are more agile, faster to develop and more powerful – an indicator of the types of new generation systems that technology is now making possible.”

ALSO READ:UAE to remain a trusted partner in global drive to achieve stability

SAR technology combines the power of imaging satellites with cloud and ground penetrating capabilities that will open up applications from urban planning to archaeology and from weather prediction to atmospheric quality analysis and climate change mapping. Critically, the SAR radar-based technology can provide high-resolution images for remote sensing applications regardless of sunlight illumination and weather conditions.

The six-year satellite development programme will see the first satellite launch in three years, a much faster time to launch than was possible using traditional earth observation satellite design principles. The Sirb satellites will be built through a number of partnerships between the Emirati public and private sector together with international players, with submissions being opened for a range of system integration, development and subsystem construction opportunities as part of the constellation development, launch, operation and commercialisation plan.

As well as addressing critical human needs for more wide-ranging data, the Sirb constellation provides a private sector opportunity that bridges the gap between the Emirates Mars Mission and the upcoming Beyond Mars Mission to Venus and the Main Asteroid Belt, due to launch in 2028.

Dubai is world’s top FDI destination for tourism

With Dh6.4 billion in FDI across 30 FDI projects during 2021, Dubai retained the top spot

Dubai has retained its top rank worldwide for attracting foreign direct investment (FDI) into tourism in 2021.

With AED6.4 billion in FDI across 30 FDI projects during the year, Dubai ranked number one in FDI capital, projects, and job creation in the tourism sector in 2021, according to The Financial Times’ fDi Markets data, a leading global data source on crossborder greenfield FDI investments.

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai expressed his gratitude to Sheikh Mohammed bin Rashid’s vision for creating a resilient financial, economic, and social ecosystem that has set a template for others to emulate, noting that Dubai’s rank as the top FDI destination for tourism reaffirms the sector’s role as a key economic driver that offers international investors confidence and an exceptional opportunity for stable and sustainable returns.

Fahad Al Gergawi

He explained that Dubai’s enabling infrastructure, business-friendly policies, and flexible regulatory environment that kept pace with the needs of global investors would keep it at the forefront of the world’s FDI destinations, adding that Dubai’s world-class infrastructure and exceptional services to investors reinforce its strategy to become the world’s best city to live in, work, and visit.

The city rankings of ‘fDi Markets’ are based on investment destinations that attract 10 or more greenfield FDI projects in a year. Dubai’s tourism sector attracted AED6.4 billion (US$1.7 billion) in FDI across 30 FDI projects in 2021. The new investments and projects generated 5,545 new jobs during the year, according to the Dubai FDI Monitor report, published by the Dubai Investment Development Agency (Dubai FDI), an agency of the Dubai’s Department of Economy and Tourism (DET).

This remarkable FDI performance capped a momentous year for Dubai. In 2021, the city led a resurgence in global travel and tourism after COVID-19, celebrated the Golden Jubilee of the UAE, and welcomed the world to Expo 2020 Dubai while emerging as one of the safest destinations in the world.

Helal Saeed Almarri

The year also marked a successful five-year period during which Dubai stayed ahead of leading international cities, including London, Paris and Shanghai, in attracting FDI into tourism. Dubai’s tourism sector attracted AED83.5 billion (US$22.8 billion) in FDI capital across 205 FDI projects during 2017-21, generating 30,082 new jobs.

Dubai welcomed 7.28 million international overnight visitors in 2021, representing a 32 percent year-over-year growth, and underscoring the city’s efforts to become the world’s most visited destination.

The exceptional success of Expo 2020 Dubai, the largest global event of its kind that attracted more than 24 million visitors, followed Dubai’s achievement in being selected as the world’s most popular destination in the Tripadvisor Travellers’ Choice Awards 2022.

The strong investor interest in Dubai’s tourism sector complemented Dubai’s net gains as an investment destination in 2021. The value of total FDI capital flows into all sectors in Dubai exceeded AED26 billion from 618 announced FDI projects in 2021, with a growth rate of 5.5 percent compared to 2020.

The year 2021 witnessed the most extensive legislative change in the history of the UAE, with more than 40 laws in all fields updated and reformed to accelerate ease of business and ensure hassle-free entry for investors. A five-year multi-entry visa was introduced for employees of multinational companies in 2021, adding to previously launched initiatives. These included the popular Golden Visa initiative targeting investors, entrepreneurs and specialised talents, and the Virtual Working and Retire in Dubai Programmes.

Fahad Al Gergawi, Chief Executive Officer, Dubai FDI, said the sustained flow of international investments into tourism reinforces Dubai’s status as a magnet for global talent. “Dubai’s top ranking in terms of jobs created by FDI into tourism proves that the exemplary investment environment developed by the city will continue to attract, retain, and grow financial as well as human capital.”

The Dubai 2040 Urban Master Plan will further reinforce Dubai’s reputation as a global destination for business, investment, and tourism. Dubai 2040 is a comprehensive roadmap aimed at aligning strategic economic priorities and future needs with sustainable development, enhancing the quality of life for residents and visitors.

MBZ Begins Historic France Visit

UAE and France are aiming to bolster joint action to addressing several of the greatest challenges facing the world today, including future energy, climate change, and technology, reports Asian Lite Newsdesk

In his first official visit as President of the United Arab Emirates, Sheikh Mohamed bin Zayed Al Nahyan will meet his French counterpart Emmanuel Macron, in Paris today.

President Macron will receive Sheikh Mohamed at the Élysée Palace at 12.30 PM local time (2.30 PM UAE time). A lunch banquet will be hosted by Macron for President Sheikh Mohamed.

According to state media WAM, the visit is an opportunity to reinforce and expand the longstanding strategic partnership between the United Arab Emirates and France.

The two Heads of State will aim to bolster joint action that supports a collective responsibility to addressing several of the greatest challenges facing the world today, including future energy, climate change, and technology. In addition, the two nations will continue to strengthen ties across culture, education and space.

Finally, they will discuss the collective efforts of France and the United Arab Emirates in regional stability and security. Sheikh Mohamed will also meet a number of French officials during the visit.

Strategic partnership

The UAE and France are bound by longstanding strategic relations as they derive their strength from the support, follow-up and directives of the leadership of the two countries represented by President Sheikh Mohamed bin Zayed Al Nahyan and President Emmanuel Macron.

During the past years, the distinguished relations between the two countries constituted a main pillar for facing various types of regional and international challenges, and played an outstanding role in combating extremism and intolerance, and contributed to spreading the concepts of tolerance and coexistence among religions and societies.

Relations between the two countries dates back to the establishment of the UAE Federation, as some French petroleum company, such as “Total”, were engaged in oil exploration in the UAE, and these relations were strengthened after the first visit of the late Sheikh Zayed bin Sultan Al Nahyan to France in 1976.

In order to enhance areas of bilateral cooperation and raise them to the levels of strategic partnership, the two countries established the UAE-France Strategic Dialogue, which began its work for the first time in 2008.

Since that time, meetings of the Dialogue Committee have been organised, and within it the two parties adopted on 3rd June 2020, a new roadmap for their strategic partnership for the next ten years, i.e. for the period 2020-2030.

The past years witnessed the signing of dozens of agreements and memoranda of understanding between the two countries in various economic, cultural, military and environmental fields, the latest of which was 13 agreements signed during the visit of the French President to the UAE last December.

The UAE and France have distinguished economic and investment relations, and the non-oil foreign trade data between the two countries reflect the strength of the economic relations between the two sides that extend for decades, as the total volume of non-oil foreign trade between the two countries reached more than AED25.2 billion by the end of 2021, according to Data of the Federal Competitiveness and Statistics Centre.

France is one of the main foreign investors in the UAE. French direct investments in the UAE amounted to 2.5 billion euros by the end of 2020, while the UAE ranks 35th in the list of foreign investors in France.

The two countries pay special attention to their cultural partnership out of their belief in the importance of building bridges of communication between the peoples of the two countries. Over the past years, this partnership has witnessed many achievements, represented in the opening of the Louvre Abu Dhabi, as well as the Sorbonne University Abu Dhabi, which was established in 2006.

The two countries played a major role in establishing the International Alliance for the Protection of Heritage in Conflict Areas (ALIPH), and the UAE contributed 5 million euros to support the Arab World Institute in Paris in 2017, and in the same year the Sheikh Zayed bin Sultan Al Nahyan Hall was inaugurated at the Louvre Museum in Paris.

Moreover, the UAE contributed to the restoration of the Château de Fontainebleau’s historic Imperial Theatre with a contribution of 10 million euros, and accordingly the theater was re-named after Sheikh Khalifa bin Zayed Al Nahyan.

‘Ukraine war shows West’s dominance ending’

The Ukraine war shows that the West’s dominance is coming to an end as China rises to superpower status in partnership with Russia at one of the most significant inflection points in centuries, former British Prime Minister Tony Blair said…reports Asian Lite News

The world, Blair said, was at a turning point in history comparable with the end of World War Two or the collapse of the Soviet Union: but this time the West is clearly not in the ascendant.

“We are coming to the end of Western political and economic dominance,” Blair said in a lecture entitled “After Ukraine, What Lessons Now for Western Leadership?” according to a text of the speech to a forum supporting the alliance between the United States and Europe at Ditchley Park west of London.

“The world is going to be at least bi-polar and possibly multi-polar,” Blair said. “The biggest geo-political change of this century will come from China not Russia.”

Russia’s invasion of Ukraine has killed thousands and triggered the most serious crisis in relations between Russia and the West since the 1962 Cuban Missile Crisis, when many people feared the world was on the brink of nuclear war.

President Vladimir Putin says the West has declared economic war by trying to isolate Russia’s economy with sanctions and the Kremlin says Russia will turn to powers such as China and India.

The war in Ukraine, Blair said, had clarified that the West could not rely on China “to behave in the way we would consider rational”.

Chinese President Xi Jinping has continued supporting Putin and criticised sanctions “abuse” by the West. Putin has forged what he calls a “strategic partnership” with China.

China in 1979 had an economy that was smaller than Italy’s, but after opening to foreign investment and introducing market reforms it has become the world’s second-largest economy.

Its economy is forecast to overtake the United States within a decade and it leads in some 21st century technologies such as artificial intelligence, regenerative medicine and conductive polymers.

“China’s place as a superpower is natural and justified. It is not the Soviet Union,” said Blair, who was prime minister from 1997 to 2007. Its allies are likely to be Russia and Iran.

The West should not let China overtake militarily, he said.

“We should increase defence spending and maintain military superiority,” Blair said. The United States and its allies “should be superior enough to cater for any eventuality or type of conflict and in all areas.”

Russia has lost 50,000 soldiers, says military chief

Russia has lost some 50,000 killed or wounded soldiers in its invasion of Ukraine and nearly 1,700 tanks have been destroyed, the head of Britain’s armed forces says…reports Asian Lite News

But Admiral Tony Radakin told the BBC in an interview broadcast on July 17 that any speculation the losses could bring down the government of Russian President Vladimir Putin was just “wishful thinking.”

“I think some of the comments that he’s not well or that actually surely somebody’s going to assassinate him or take him out, I think they’re wishful thinking,” he said of Putin.

“As military professionals, we see a relatively stable regime in Russia. President Putin has been able to quash any opposition. We see a hierarchy that is invested in President Putin and so nobody at the top has got the motivation to challenge President Putin,” Radakin added.

“And that is bleak.”

The British military chief said that, with the setbacks in Ukraine, Russia’s land forces may now pose less of a threat than they did before the war.

Along with the losses in personnel and tanks, Russia has seen some 4,000 of its armored fighting vehicles destroyed since its February 24 invasion, according to his estimates.

“But Russia continues to be a nuclear power. It’s got cyber-capabilities, it’s got space capabilities, and it’s got particular programs underwater, so it can threaten the underwater cables that allow the world’s information to transit around the whole globe.”

G20 members denounce war

Many participants in the G20 meeting of finance ministers in Indonesia’s Bali have strongly condemned Russia’s war against Ukraine and called for an end to it.

Indonesia’s G20 presidency said this in a statement after the meeting of the G20 Finance Ministers and Central Bank Governors held on July 15-16, Ukrinform reported.

“Many [G20] members agreed that the recovery of the global economy has slowed and is facing a major setback as a result of Russia’s war against Ukraine, which was strongly condemned, and called for an end to the war,” the statement said.

“The majority of members agreed that there is an alarming increase of food and energy insecurity, which are felt disproportionately by vulnerable groups. Some also expressed concerns about fertilizer availability which has the potential to further exacerbate the food crisis. Members affirmed their commitment to use all available policy tools to address current economic and financial challenges, including the risk of food insecurity,” the statement said.

Blistering heat hits Britain

London is forecast to be hotter than Dakhla in Western Sahara (24C), Nassau in the Bahamas (32C), Kingston in Jamaica (33C), Malaga in Spain (28C) and Athens in Greece (35C)

Britain could have its hottest day on record this week, with temperatures forecast to hit up to 41C (106F).

The Met Office has issued a red extreme heat warning on Monday and Tuesday in much of England, from London and the south-east up to York and Manchester.

The current highest temperature in the UK is 38.7C, in Cambridge in 2019.

High temperatures are also forecast across the UK – with amber warnings in the rest of England, all of Wales, and parts of Scotland.

London is set to be one of the hottest places in the world on Monday, with temperatures soaring above the Western Sahara and the Caribbean.

The capital is forecast to be hotter than Dakhla in Western Sahara (24C), Nassau in the Bahamas (32C), Kingston in Jamaica (33C), Malaga in Spain (28C) and Athens in Greece (35C).

The hot weather will continue on Tuesday – with overnight temperatures warned to be in the mid twenties – before cooling on Wednesday.

It is the first time the Met Office has issued a red warning since the system was introduced last year.

It means “widespread impacts on people and infrastructure” are expected, with “substantial changes in working practices and daily routines” required.

Some schools plan to close early – or not open at all – although the government has issued guidance designed to keep them open.

Network Rail said people should travel only “if absolutely necessary” on Monday and Tuesday, with some cancellations already announced, and speed restrictions in place across the network.

LNER will not run services between London and Leeds and York for much of Tuesday.

Jake Kelly from Network Rail explained precautions are being taken to mitigate the impact of the extreme temperatures, but the heat would place railway infrastructure under “exceptional stress”.

Alongside the Met Office’s red and amber warnings, the UK Health Security Agency has issued a level four warning for England, which the government is treating as a “national emergency”.

After an emergency Cobra meeting for ministers on Saturday, Health Secretary Steve Barclay said ambulance capacity would increase, alongside more call handlers.

The London Ambulance Service said it had seen 7,000 calls a day with rising temperatures and expected up to 8,000 on both Monday and Tuesday. A busy day in the capital would generally see around 5,500 calls, it explained.

Sunday was the hottest day of the year so far with temperatures reaching 33C in Flintshire, 32C in Cheshire, 27.7C in Armagh in Northern Ireland, and 26.4C at Auchincruive in Ayrshire.

Beaches across the country were packed, and people have been warned to take care if they cool off in water.

On Saturday evening, a 16-year-old boy died after swimming in Salford Quays, while a body has been found after a man went missing after entering a reservoir in West Yorkshire, the BBC reported.

Water companies in southern and eastern England have warned increased demand is leading to low pressure – and even interrupted supply – for some households.

Experts have urged people to drink water, keep their curtains closed where possible, and to check on friends and relatives.

“In this country we’re used to treating a hot spell as a chance to go and play in in the sun,” said Prof Penny Endersby, Met Office chief executive. “This is not that sort of weather.”

Heatwaves have become more frequent, more intense, and last longer because of human-induced climate change.

The world has already warmed by about 1.1C since the industrial era began and temperatures will keep rising unless governments around the world make steep cuts to emissions.

Soaring temperatures are also having a devastating impact on much of Europe and north Africa, with wildfires raging from Greece to Morocco and thousands being evacuated from blazes in France and Spain.

More than 1,000 deaths have been attributed to the heat in Portugal and Spain in recent days.

Wildfires stretching across Spain

Wildfires have so far burnt more than 22,000 hectares of woodland and scrub in Spain since the start of the heatwave over a week ago, emergency services calculated.

Temperatures above 44 degrees centigrade in southern and southwestern Spain and around 40 degrees centigrade for the rest of the country, coming on the back of exceptionally hot and dry months of May and June, have produced the perfect conditions for the wildfires to spread.

In southwestern Spain’s autonomous community Extremadura, the fire in the comarca of Las Hurdes remains out of control, while a new fire broke out on Saturday in the comarca of Valle de Jerte, which the Regional Government of Extremadura said “started in an absolutely deliberate manner.”

In neighbouring autonomous community Andalusia, a fire near the tourist resort of Mijas has so far destroyed around 3,000 hectares of woodland and led to some 2,000 people being evacuated from their homes, although Spokesperson for Agriculture and Immigration of the Government of Andalusia Carmen Crespo said there are reasons to believe the fire “didn’t start through natural causes.”

“We will have to see if it was through negligence or deliberately started,” said Crespo, noting firemen are trying to extinguish two different focal points.

In northwestern Spain’s autonomous community Galicia, authorities are trying to deal with seven different wildfires in the capital of Ourense, which have reportedly damaged several homes.

In northeastern Spain’s autonomous community Catalonia, roads have been cut and some people evacuated from their homes in the municipality of El Pont de Vilomaria. The Catalan fire service has asked other residents to remain indoors.

No fatalities have so far been reported due to the wildfires, while three firemen were sent to hospital for treatment, two of them out of heat exhaustion, and the third because of a road accident that occurred on his way to a fire.

The temperatures in Spain are expected to fall slightly in the next 48 hours, and then climb back to around 40 degrees centigrade.

Israel cancels expanded work permits for Gazans in response to rocket fire

Israel has decided to cancel a recently increased quota of work permits for Palestinian labourers from Gaza in response to rocket attacks…reports Asian Lite News

The decision was announced by the Coordinator of Government Activities in the Territories (COGAT), Israel’s military liaison to the Palestinians, on Saturday.

“Hamas takes responsibility for everything that happens in the Gaza Strip,” said the statement from COGAT.

Earlier on Saturday, four rockets were fired into southern Israel by militants in the Gaza Strip, with no casualties or damages reported. In response, Israeli fighter jets launched an airstrike in the Strip against what it said the Hamas military targets.

The incident occurred hours after US President Joe Biden completed his visit to Israel and the Palestinian territories, Xinhua news agency reported.

The decision to increase the work permits was taken earlier in the week, as part of a series of gestures Israel made ahead of Biden’s visit.

Israel gives thousands of work permits to Palestinians in the Gaza Strip, allowing them to work in Israel to make a living.

Tanzania moves to boost sugarcane production

Tanzanian authorities have announced measures they were taking to boost the production of sugarcane that will lead to ending sugar scarcity in the East African nation…reports Asian Lite News

Hussein Bashe, the Agriculture Minister, said on Sunday that the measures included the construction of irrigation schemes for small-scale sugarcane growers in sugarcane growing regions.

Bashe directed the Sugar Board of Tanzania and the National Irrigation Commission to earmark areas in sugarcane growing regions for the construction of irrigation schemes, Xinhua news agency reported.

“Most of the sugarcane grown by small holders in the country is rain-dependent. We should stop this and use irrigation,” he told a meeting of sugar stakeholders in the Morogoro region organised by the Sugar Board of Tanzania.

He added that another measure was to mobilise production and use quality sugarcane seedlings that will produce better yield.

Bashe also directed the Tanzania Agricultural Research Institute to research high yielding sugarcane seedlings.

US seeks to cause tensions in Middle East by spreading Iranophobia

The Iranian Foreign Ministry spokesman has dismissed the US President’s recent claims over Iran’s nuclear activity as a “failed policy of promoting Iranophobia,” which seeks to cause tensions and crises in the region…reports Asian Lite News

Joe Biden’s anti-Iran remarks, which were made during his Middle East visit, are “part of Washington’s policy of inciting sedition and fomenting tensions in the region,” Nasser Kanaani said on Sunday.

Citing the American dark record and history of hostility toward other countries, Kanaani added that the US invaded and occupied a number of regional countries and has sold numerous weapons, as well as constantly interfering in regional states’ internal affairs, Xinhua news agency reported.

The Iranian spokesman reaffirmed Iran’s strategic policy of seeking to use nuclear technology only for peaceful purposes within the framework of the international rules and regulations, saying Iran is committed to the continuation of the talks on the removal of the sanctions and revival of a 2015 nuclear deal.

He stressed Iran’s principled and constructive policy of welcoming dialogue with neighbours and regional initiatives, expressing hope that “regional governments are expected to take constructive steps in favour of collective security, peace, stability and development”.

The US pledged not to allow Iran to acquire a nuclear weapon even at the cost of using “all elements of its national power,” affirming its commitment to work together with other partners “to confront Iran’s aggression and destabilising activities,” Biden said in a US-Israel joint declaration in Jerusalem on Thursday.
