Election commission cautions against deep fake narratives

Chief Election Commissioner Rajiv Kumar on Monday flagged threats from deep fake narratives to elections worldwide.

Social media platforms ought to use their Algorithm power and Artificial Intelligence (AI) to detect deep fakes proactively, he added.

On pressing challenges before the Election Management Bodies, CEC Kumar stressed on the impact of new media, especially social media on the intersection of technology with EMB’s functioning. He added that a disturbing trend of deep fake narratives has become a common feature in elections worldwide, where disruptive elements attempt to alter public perception and mislead the user by repetitively presenting the deep fakes as “fact”.

While recalling his keynote address from the previous conference, Kumar stressed that social media intermediaries through their algorithm power and AI, have the capability to detect the deep fakes proactively, specially in jurisdictions like India, where electoral cycles are definite and well announced.

The CEC, along with Election Commissioner’s Anup Chandra Pandey and Arun Goel, inaugurated a two-day international conference on the theme ‘Use of Technology & Elections Integrity’ this morning.

The conference which is second in a series of three conferences to be organised by Election Commission of India is being hosted here under Cohort on Election Integrity led by ECI. A total of 16 countries, including Heads, Dy Heads of nine EMBs or Election Authorities are participating.

Kumar further raised concerns over level playing field not inbuilt in platforms search results to at least show officially verified versions with the same prominence as fake content. He used enforcement agencies analogy to put onus on social media platforms to detect deep fakes proactively.

He said that it is difficult to imagine if the enforcement agencies say that they would not act unless crime is reported to them; intelligence prevention is not their responsibility.

In his keynote address, the CEC emphasised that engagement of technology has become vital in ensuring inclusivity and transparency in elections and thus in further building up trust towards the democratic electoral exercise. The success of any EMB depends on deploying appropriate technology in three broad verticals – ease of registration for voters, facilitating political parties and candidates and thirdly for election management and logistics, security.

EC Arun Goel said that use of technology in election administration has become indispensable from automating basic processes to managing sophisticated electoral databases.

Goel highlighted various technology initiatives being used by ECI for managing a database of over 94.5 crore electors and to facilitate election related decision making like rationalisation of polling stations; technology for facilitating political parties/candidates and apps like cVigil to empower voters.

India govt issues new endorsement guidelines for celebs, influencers

With the aim to protect the rights of consumers, the Union Ministry of Consumer Affairs, Food and Public Distribution on Friday released a guideline ‘Endorsements Know-hows!’ for celebrities and social media influencers.

The guidelines aim to ensure that individuals do not mislead their audiences when endorsing products or services and that they are in compliance with the Consumer Protection Act and any associated rules or guidelines, said the Ministry. Releasing new guidelines titled ‘Endorsement Know-hows!’, Secretary, Department of Consumer Affairs, Rohit Kumar Singh said the need of the hour was for strict guidelines in response to the rapidly growing digital world, where advertisements are no longer limited to traditional media like print, television, or radio.

With the increasing reach of digital platforms and social media, such as Facebook, Twitter and Instagram, there has been a rise in the influence of virtual influencers, in addition to celebrities and social media influencers. This has led to an increased risk of consumers being misled by advertisements and unfair trade practices by these individuals on social media platforms, he said.

The ministry secretary said the ‘Endorsement Know-hows!’ specify that disclosures must be prominently and clearly displayed in the endorsement, making them extremely hard to miss. Any celebrity, influencer or virtual influencer who has access to an audience and can influence their purchasing decisions or opinions about a product, service, brand, or experience must disclose any material connection with the advertiser. This includes not only benefits and incentives, but also monetary or other compensation, trips or hotel stays, media barters, coverage and awards, free products with or without conditions, discounts, gifts and any family or personal or employment relationship.

Singh clarified that endorsements must be made in simple, clear language and terms such as ‘advertisement’, ‘sponsored’, or ‘paid promotion’ can be used. They should not endorse any product or service and service in which due diligence has been done by them or that they have not personally used or experienced.

The guide is released in alignment with the guidelines set by the Consumer Protection Act of 2019. The Act established guidelines for protecting consumers from unfair trade practices and misleading advertisements. The Department of Consumer Affairs published Guidelines for prevention of Misleading Advertisements and Endorsements for Misleading Advertisements, 2022 on June 9, 2022.

These guidelines outline the criteria for valid advertisements and the responsibilities of manufacturers, service providers, advertisers, and advertising agencies. These guidelines also touched upon celebrities and endorsers. It states that misleading advertisement in any form, format or medium is prohibited by law.

Several social media influencers and agencies participated via video conferencing and the industry appreciated and supported the release of these guidelines. (ANI)

WhatsApp working on ‘Block’ shortcut

Meta-owned messaging platform WhatsApp is reportedly working on a new ‘Block’ shortcut feature that will provide users a block shortcut right within the notifications.

The platform is planning to introduce this new block shortcut within notifications but not always — the block shortcut will be visible only when users receive a message from unknown and untrusted contacts, reports WABetaInfo.

This limitation is needed as users might tap on the block action by accident when replying to notifications to their trusted contacts.

The new shortcut will be released in the upcoming update of the application.

Meanwhile, on Thursday, it was reported that the messaging platform was working on a new shortcut right within the chat option in the chat list to quickly block a contact.

This feature is likely to save time without opening the conversation, and blocking unwanted contacts will be easier and faster than before.

Twitter working on in-app currency to help creators earn

Twitter is reportedly working to launch its in-app currency ‘Coins’, which will help creators to make money on the micro-blogging platform.

This new feature was spotted by app researchers Jane Manchun Wong and Nima Owji, who shared it on the micro-blogging platform on Tuesday.

The screenshot posted by both researchers mentioned, “Coins allow you to support creators who Tweet great content. Unused coins are kept in your balance.”

Wrong wrote, “Twitter is working on Coins purchasing screen.”

“Twitter is also working on a ‘Coins’ menu item that takes you to the purchase screen,” she added.

On the other hand, Owji said, “It seems to be an in-app currency to support the creators. I didn’t find anything that relates it to *crypto* currency.”

Owji had also mentioned last month that the company was working on ‘Coins’. However, it is still unclear when the platform will launch this new in-app feature.

Meanwhile, Wong had earlier mentioned that the company was working on a new feature called ‘Tweet Awards.’

According to the image shared by Wong last week, users would be able to purchase gifts for one coin to 5,000 coins.

It might be possible that Twitter would get a cut of revenue generated from coin purchases.

Twitter web suffers major outage

Micro-blogging platform Twitter on Thursday faced a major outage across the US on the web version.

The platform showed error messages to several users, “Something went wrong, but don’t fret — it’s not your fault. Let’s try again.”

According to downdetector.com, a website that monitors online outages, around 10,000 reports noted for Twitter across the US.

Taking to the micro-blogging platform many users reported the issue.

While one user asked, “Is Twitter down on PC or am I just getting crazy?”, another said, “Twitter just logged me out of my desktop version. I go to log in and it says I’m already logged in and gives me this message. Anybody else’s doing this?”

In July, the micro-blogging platform suffered a mega outage as several users across the world had error messages like “this page is down”.

Several users had also faced “over capacity” error messages across Twitter web, mobile and the TweetDeck app.

Meta purges 23 mn pieces of content on FB, Instagram

Meta on Thursday said it took down over 19.52 million pieces of content across 13 policies for Facebook and over 3.39 million pieces of content across 12 policies for Instagram in the month of November in India.

Between November 1-30, Facebook received 889 reports through the Indian grievance mechanism, and the company said it provided tools for users to resolve their issues in 511 cases.

These include pre-established channels to report content for specific violations, self-remediation flows where they can download their data, avenues to address account hacked issues etc, said Meta in its monthly report in compliance with the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

“Of the other 378 reports where specialised review was needed, we reviewed content as per our policies, and we took action on 218 reports in total. The remaining 160 reports were reviewed but may not have been auctioned,” Meta added.

On Instagram, the company received 2,368 reports through the Indian grievance mechanism.

“Of these, we provided tools for users to resolve their issues in 1,124 cases,” the company informed.

Of the other 1,244 reports where specialised review was needed, Meta reviewed content and took action on 850 reports in total. The remaining 394 reports on Instagram were reviewed but may not have been auctioned.

Under the new IT Rules 2021, big digital and social media platforms, with more than 5 million users, have to publish monthly compliance reports.

“We measure the number of pieces of content (such as posts, photos, videos or comments) we take action on for going against our standards. Taking action could include removing a piece of content from Facebook or Instagram or covering photos or videos that may be disturbing to some audiences with a warning,” said Meta.

WhatsApp banned 3.7 mn accounts in India in Nov

WhatsApp banned over 3.7 million accounts in India in November, its ‘User Safety Report’ showed on Wednesday. Of the total, 990,000 of these accounts were proactively banned, before any reports from users. The reports are published in accordance with Rule 4(1)(d) of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 (IT Rules, 2021) and contain information on actions taken by WhatsApp in response.

In addition to responding to and actioning on user complaints through the grievance channel, WhatsApp also deploys tools and resources to prevent harmful behaviour on the platform.

“We are particularly focused on prevention because we believe it is much better to stop harmful activity from happening in the first place than to detect it after harm has occurred,” a Whatsapp spokesperson said.

WhatsApp is an industry leader in preventing abuse, among end-to-end encrypted messaging services.

“Over the years, we have consistently invested in Artificial Intelligence and other state of the art technology, data scientists and experts, and in processes, in order to keep our users safe on our platform,” the spokesperson said. (ANI)

Mastodon hits over 2mn users after Musk’s Twitter takeover

Decentralised social media platform Mastodon has reached over 2 million subscribers after Elon Musk took over the micro-blogging platform Twitter.

Mastodon has jumped from approximately 300K monthly active users to 2.5 mn, which includes journalists, political figures, writers, actors and organisations, between October and November, it said in a blogpost on Monday.

On December 16, Twitter suspended Mastodon’s @joinmastodon account after it shared a link to the newly-registered Mastodon account of @ElonJet, an account that broadcasts public flight path data of Elon Musk’s private jet, which was previously suspended from the micro-blogging platform itself.

The social media platform also received reports that users were unable to tweet links to any Mastodon servers, including ones completely unrelated to the @ElonJet account, showing an error message which claims that the links were identified as “potentially harmful”.

“At Mastodon, we believe that there doesn’t have to be a middleman between you and your audience and that journalists and government institutions especially should not have to rely on a private platform to reach the public,” the social media platform said.

“Our free and open-source software enables anyone to run a social media platform entirely on their own infrastructure, entirely under their own control, while connecting to a global decentralised social network,” it added.

Twitter bans all links to rivals on its platform

Censoring other social media companies on its platform, Elon Musk-owned Twitter on Sunday announced it will no longer allow users to promote their presence on Facebook, Instagram, Mastodon, Truth Social, Tribel, Nostr, and Post — a move that has irked millions of users.

Twitter said that while it recognises that many of its users are active on other social media platforms, “we will no longer allow free promotion of certain social media platforms on Twitter”.

The company said that it will remove accounts created solely for the purpose of promoting other social platforms and content that contains links or usernames for the following platforms: Facebook, Instagram, Mastodon, Truth Social, Tribel, Nostr and Post.

Twitter will still allow cross-posting content from any social media platform.

“Posting links or usernames to social media platforms not listed above are also not in violation of this policy,” said the company.

Twitter said it will take action against accounts that violate this policy “at both the Tweet level and the account level.”

It means users can no longer include a link to their profiles on other social networks in their Twitter bio.

“If violations of this policy are included in your bio and/or account name, we will temporarily suspend your account and require changes to your profile to no longer be in violation. Subsequent violations may result in permanent suspension,” said Twitter.

The move did not gel well with many Twitter users.

“This is such a desperate move. Honestly hard to remember the last time a tech company did something this baldly antagonistic to users and just so pathetic,” tweeted Farhad Manjoo, an opinion columnist at the New York Times.

“He (Musk) must be losing a lot of money. but this whole thing is making him so small,” he added.

‘Multiple algorithms to guide Twitter users’

Amid the “doxxing” row with journalists, Elon Musk on Sunday said that Twitter users will soon see multiple algorithms that will guide them about which kind of tweets they would like to see them on their homepage timelines.

“There will be multiple algorithms, including no algorithm (i.e. just tweets from those you follow in chronological order),” Musk told a follower, who asked about implementing a social credit system on Twitter.

According to his Twitter buddy Pranay Pathole from Pune, there may be three different options of algorithms to the users.

“Home” — something that the default Twitter algorithm suggests, where tweets would be recommended based on users’ activity; Chronological or latest tweets; and Tweets From people you follow”, he posted.

Currently, your Home timeline displays a stream of Tweets from accounts you have chosen to follow on Twitter. You may see suggested content powered by a variety of signals. You can reply, Retweet, or like a Tweet from within Home.

Twitter this year tested a feature that shows users custom timelines built by developers that will merge Tweets and other media around specific themes or interests based on content pulled from accounts, hashtags and more.

In March, Twitter rolled back the update that removed the option to access the timeline in chronological order by default, after facing criticism from the users.

“We heard you — some of you always want to see the latest Tweets first. We’ve switched the timeline back and removed the tabbed experience for now while we explore other options,” said the company.
