    UAE approves Moderna vaccine for emergency use

    The Ministry of Health and Prevention (MoHAP) has approved the emergency registration of Moderna’s COVID-19 vaccine.

    The decision was made following the completion of clinical trials and a strict assessment conducted to approve the local emergency use of the vaccine, as well as the approval of the US Food and Drug Administration (FDA).

    Attracting and providing efficient vaccines is part of the UAE’s commitment to promoting the effective response to the pandemic, said Dr. Mohamed Salim Al-Olama, Under-Secretary of MoHAP, emphasising that such step is a crucial stage to enhance the prevention and accelerate the pace of approaching the recovery phase and community immunisation.

    Al-Olama noted that the notable increase in COVID-19 vaccine shots that amounted to about 15 million doses reflects the fruitful efforts and outcomes of the national vaccination campaign, as well as the UAE’s distinctive march to counter the pandemic, reach the recovery phase, and cultivate the spirit of optimism in society.

    Dr. Amin Hussein Al Amiri, Assistant Under-Secretary of the Health Regulatory Sector, said the decision was taken after Moderna has submitted all the documents that fulfil the country’s procedures and regulations and conform to global standards for safety of the vaccine and its use. He added this enables local health authorities to import the vaccine after fulfilling shipping-related safety and efficacy standards.

    A review of studies on vaccine safety was made based on the FDA approval, said Al Amiri, pointing out that the clinical trials have shown that the vaccine is safe and effective, and is triggering an immune response, in addition to producing COVID-19 antibodies.

    “As the world continues to endure the drastic impact of the COVID-19 pandemic, we feel privileged to be taking part in the global effort to enhance the protection of humanity by making available this highly advanced vaccine in the United Arab Emirates.     Meanwhile, the ministry announced that 29,969 doses of the COVID-19 vaccine were administered during the past 24 hours.

    The total number of doses provided up to today stands at 15,534,207 with a rate of vaccine distribution of 157.06 doses per 100 people.

    The vaccination drive is in line with the Ministry’s plan to provide the vaccine to all members of society and acquire immunity, which will help reduce the number of cases and control the spread of the virus.

    Saudi Arabia has banned the travel of citizens to UAE, Ethiopia and Vietnam without prior permission, Saudi Press Agency (SPA) reported on Saturday, citing an official source at the Ministry of Interior.

    Flights to and from these countries as well as Afghanistan will be suspended on Sunday, July 4, at 11 p.m, the Saudi Gazette reported.

    The source indicated there will be institutional quarantine for all passengers, whether citizens or foreigners, coming from these countries, after this date.

    Citizens who intend to return before that date will be spared institutional quarantine.

    The Emirates Mars Mission, the first interplanetary exploration undertaken by an Arab nation, has released the first global images of Mars in the far-ultraviolet, providing new insights into the discrete aurora phenomenon in Mars’ nightside atmosphere.

    The images have revolutionary implications for our understanding of the interactions between solar radiation, Mars’ magnetic fields and the planetary atmosphere.

    “These unique global snapshots of the discrete aurora of Mars are the first time such detailed and clear observations have been made globally, as well as across previously unobservable wavelengths. The implications for our understanding of Mars’ atmospheric and magnetospheric science are tremendous and provide new support to the theory that solar storms are not necessary to drive Mars’ aurora,’ commented Emirates Mars Mission Science Lead, Hessa Al Matroushi.

    The images, taken by the Hope Probe’s EMUS (Emirates Mars Ultraviolet Spectrometer) instrument, show a ghostly glow known as the discrete aurora. Its intricate patterns trace out the regions where Mars’ enigmatic crustal magnetic fields act like a funnel to guide fast electrons from space down into the atmosphere, causing it to shimmer in a manner similar to Earth’s aurora.

    This influence of localised magnetic fields is a unique feature of the Red Planet as Mars, unlike Earth, does not have a global magnetic field generated by the planet’s core. The most sensitive ultraviolet instrument yet to orbit Mars, EMUS is able to image these dynamic auroral events globally at high resolution and across a wide range of wavelengths, providing an unprecedented window upon the interaction of the atmosphere with solar particles.

    While previous studies had theorised the discrete aurora is tied to Mars’ magnetic fields and existing observations had been consistent with that theory, prior images of this phenomenon at this quality had only been available as artist’s impressions.

    “We have totally blown out ten years of study of Mars’ auroras with ten minutes of observations,” said EMM Deputy Science Lead Justin Deighan.

    “The data we are capturing confirms the tremendous potential we now have of exploring Mars’ aurora and the interactions between Mars’ magnetic fields, atmosphere and solar particles with a coverage and sensitivity we could only previously dream of. These exciting observations go above and beyond the original science goals of the Emirates Mars Mission.”

    One of three instruments on board the Mars Hope Probe, EMUS’ principal science goal is the measurement of oxygen and carbon monoxide in Mars’ thermosphere and the variability of hydrogen and oxygen in the exosphere. Members of the science team who had previously worked on the MAVEN Mission had recognised the potential for the more sensitive EMUS instrument to capture new aspects of Mars’ auroral phenomena, but the results of early observations have exceeded their wildest expectations.

    The UAE Ministry of Human Resources and Emiratisation has announced the start of issuing work permits for Golden Residency holders.

    The step is an implementation of the Cabinet resolution, under which work permits for Golden Residency holders were created.

    The ministry stated that such permits are required in three cases. First are those who were unemployed when they received their Golden Residency, and wish to start working for a certain employer; second are Golden Residency holders who plan to start working for a new employer, and third, is when a current employer wishes to renew the work permit and contract of a Golden Residency holder.

    The ministry explained that the same rules and procedures related to the issuance of work permits and contracts apply to dependents registered on their parents’ residency, if they are applying for work and are Golden Visa holders.

    Work permits and contracts concluded between employers and workers who receive the Golden Residency will remain valid, and subject to all applicable UAE legislations.

    According to the ministry, fees prescribed and applicable fees for work permits for those outside the country, as well as fees for renewing and amending work permits and contracts, will also be applicable to Golden Residency holders.

    Meanwhile, the Ministry of Health and Prevention (MoHAP) announced 1,675 new coronavirus cases, bringing the total number of recorded cases in the UAE to 634,582.

    According to the Ministry, the infected individuals are from various nationalities, are in a stable condition, and receiving the necessary care.

    MoHAP also announced 8 deaths due to COVID-19 complications, bringing the total number of deaths in the country to 1,819.

    It called on all members of the society to cooperate with health authorities, adhere to the instructions and physical distance to ensure the health and safety of all.

    MoHAP also noted that an additional 1,556 individuals had fully recovered from COVID-19, bringing the total number of recoveries to 612,998.

     The UAE emphasised its commitment to creating the necessary infrastructure and mechanisms to enhance its cybersecurity capabilities, both to protect itself against cyber threats and to better work with others to address shared challenges.

    “The Middle East is not immune to the risk posed by malicious cyber activity – it is often the target of major cyber operations and espionage,” the UAE said in a written statement to the UN Security Council’s open debate on cyber security, the first debate held by the body on this subject.

    “In the last few years, our region has witnessed severe incidents affecting the telecommunications, banking, and public sectors. Oil and natural gas installations have also been targeted, causing hundreds of millions in damages. Such malicious cyber activity on the region’s critical infrastructure has the potential to spark a conflict in an already tense environment and pose a threat to international peace and security.”

    The UAE noted that it is developing a comprehensive national cybersecurity strategy and a national cyber incident response plan through the UAE Cybersecurity Council.

    The UAE highlighted that it hosts the world’s largest cybersecurity and digital transformation conferences, including GITEX, GISEC, and Cybertech to build domestic capacity, and that it has developed a platform for public-private partnership to facilitate information sharing.

    Additionally, it outlined the collaboration with states, international organisations, and private sector entities to share information at the policy and technical levels.

    In its statement, the UAE recommended that member states of the UN provide training and capacity at the bilateral, regional, and international levels, including through training programs and the development of guidance for responsible state behaviour.

    In this regard, the UAE noted that these actions can act as confidence-building measures in response to mistrust and misunderstandings in cyberspace that can pose a risk to international peace and security.

    The UAE also recommended that Member States continue to share their views and assessments with the UN Secretary-General and that they actively participate in cyber-related international fora and cross-regional formats to share best practices.

    “All states have a responsibility of promoting international peace and security, both online and offline,” the UAE said. “Abiding by norms of responsible state behavior in tandem with obligations under international law is the best place to start.”

    Israel-UAE bilateral trade has reached over NIS2.2 billion (AED2.48 billion/US$675.22 million), within ten months of signing the Abraham Accords in September 2020, according to Israel’s top diplomat.

    In an exclusive interview, Israel’s Foreign Minister Yair Lapid said, “It is estimated that the bilateral trade potential will multiply many times over in the coming years.”

    Lapid, who reached Abu Dhabi on Tuesday morning for a two-day official visit, is the first Israeli minister to visit the UAE since Abraham Accords were signed. This is his second foreign visit since he became the Alternate Prime Minister and Foreign Minister in the new coalition government formed this month. His first visit was to Rome early this week.

    Lapid’s revelation of the latest bilateral trade figure validates the estimates made by some Israeli and UAE officials, soon after announcing the Accords, that even initial bilateral economic engagements would run into hundreds of millions of dollars.

    Dubai Government announced on 30th January that the emirate’s trade with Israel in five months (September 2020-January 2021) had reached a value of AED1 billion (US$272.26 million).

    Not a ceremonial visit

    The top Israeli diplomat said “it is a huge honour” to be the first Israeli minister to embark on an official visit to the UAE. “This is not, however, a technical or ceremonial visit; it is part of a deep understanding that begins here with the shared journey of true cooperation.”

    “This visit does not occur in a vacuum, it comes after the comprehensive work carried out by many people, which is bearing fruit today. This historic moment is thanks to them, and benefits us all,” he added.

    He inaugurated the Israeli Embassy in Abu Dhabi on Tuesday afternoon and met with Sheikh Abdullah bin Zayed Al Nahyan, Minister of Foreign Affairs and International Cooperation. He also opened the Israeli Consulate General in Dubai on Wednesday.

    Real peace not on paper

    About the prospects in educational, cultural and sports arenas and people-to-people relations between Israel and the UAE, Lapid said, “Real peace does not exist on paper but in peace between nations, peoples, and cultures. I am happy to see that Israelis are coming to visit the UAE and I am sure that joint tourism will expand, and we look forward to welcoming Emirati tourists to Israel.

    “The first year [of Abraham accords and first official visit] are just the beginning of the journey.

    “We need to allow our economies to integrate and prosper. We need to preserve the open dialogue and open-mindedness.”

    Israel’s pavilion at Expo 2020 Dubai, which will open in October, is another stepping stone in the building of relations, he said, added that the initiative, innovation and cooperation in health, education and technology will build ties for many years that will benefit generation to come.

    Cooperation in advanced technologies

    The Israeli minister said that business cooperation in the field of advanced technologies between Israel and the UAE “finds expression, among other things,” in B2B-level transactions and in the encouragement of Israeli startups to develop technologically and financially and establish branches in the UAE.

    “Since September 2020, a number of transactions, valued at tens of millions of dollars, have been signed between Israeli and Emirati companies in the fields of AI, cyber, renewable energy, water security, health and more,” Lapid explained.

    “The horizons are promising for companies from both countries operating in these and other fields, including food security and desert-tech.”

    Apart from ten economic agreements that had been signed between the two governments, other agreements are in the negotiations stage, “as part of the establishment of the bilateral infrastructure agreement between our countries within the framework of the Abraham Accords,” the minister added.

    From media to politics

    Lapid, who was a media celebrity before entering politics, said, “The decision to leave life in the media and television was easy for me. I love the State of Israel and I knew that real change is made through political work in the Knesset [parliament] and government.”

    His father, Yosef Lapid, a Holocaust survivor and an antireligious politician, once also headed a centrist party and served as justice minister. His mother, Shulamit Lapid, is a well-known novelist.

    Although many people and events throughout the life have shaped him, one of the biggest influencers was his father, he revealed.

    “His history and his story as a child in the ghetto during the Holocaust whose childhood was stripped away from him, and the deep understanding that Jews need a state and that children need protection, are foundational elements in my worldview. My intelligent mother and her family, as well as my wife and my three children, are also part of who I am today, from my decision-making process through to what drives me,” he said.

    While the world seems to be consumed by the potential of 5G, the United Arab Emirates’ (UAE) leading telecom operator Etisalat revealed that it has already started working towards the transition to 6G, a mobile network that is expected to be 100 times faster than 5G.

    Haitham Abdulazzak, Etisalat’s Chief Technology Officer, revealed that the UAE is “conducting research and developing international standards that are the main building blocks for the 6G ecosystem”.

    He was speaking at the ongoing 2021 Mobile World Congress in Barcelona, as part of a panel discussing ‘Setting the Roadmap to 6G’.

    “Etisalat is upgrading tools and capabilities of its R&D centre to enhance the contribution towards 6G global standardisation within the international fora and alliances,” Abdulazzak said.

    “Advancement and development of new mobile technologies has become much more rapid than ever. Introduction of new features, capabilities and use of millimetre frequencies seen in 5G is a result of this advancement, which is expected to be complemented with terahertz (THz) spectrum in 6G.

    “As part of our vision and future technology planning, 6G is going beyond earth networks into space to enable a new era of services and usage scenarios with terabyte data traffic resulting in extraordinary human to machine interaction,” he added.

    While Etisalat has not spelt out any timeline, a report earlier this year by ABI Research forecasts 2028-29 as the early commercial deployment years for 6G.

    The report also said that the Star Trek-like holographic communication and X Reality (XR, which is a combination of AR, VR, and Mixed Reality) are some of the applications that are very much possible with the speeds that 6G could provide.

    5G is designed to provide a peak data rate of 20 Gigabytes per second (Gbps), and an average user experience rate of 120 Megabytes per second (Mbps). These numbers will be closer to 1,000 Gbps and 1 Gbps, respectively, in 6G.

    The Global System of Mobile Communication Association (GSMA) has forecast 5G subscriptions, which started rolling out in 2019 in select countries, to reach 1.7 billion.

    Reliance Industries and Abu Dhabi National Oil Company (ADNOC), a state-run oil company of the UAE, have finalised an agreement for a petrochemical joint venture several months after signing a broad framework agreement.

    The two on Tuesday announced that through the agreement, Reliance will join a new world-scale chlor-alkali, ethylene dichloride and polyvinyl chloride (PVC) production facility at TA’ZIZ in Ruwais, Abu Dhabi.

    The agreement capitalises on the growing demand for these critical industrial raw materials and leverages the strengths of ADNOC and Reliance as global industrial and energy leaders.

    The project will be constructed in the TA’ZIZ Industrial Chemicals Zone, which is a joint venture between ADNOC and ADQ.

    The agreement continues the momentum of ADNOC’s downstream and industry growth plans in line with ADNOC’s 2030 strategy.


    Petrochemical, refining and gas growth projects are currently under construction, with a number of projects also recently completed across the downstream and industry portfolio.

    ADNOC is gearing up for growth with TA’ZIZ, the world-scale chemicals production hub and industrial ecosystem based in Ruwais, with investment in excess of 18 billion AED (Arab Emirates Dirham) and a number of further growth projects in the downstream and industry sector.

    Under the terms of the agreement, TA’ZIZ and Reliance will construct an integrated plant, with capacity to produce 940 thousand tonnes of chlor-alkali, 1.1 million tonnes of ethylene dichloride and 360 thousand tonnes of PVC annually.

    Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology, and ADNOC Managing Director and Group CEO, said: “We are delighted to attract an investor of Reliance’s caliber to partner with ADNOC and ADQ in accelerating growth at TA’ZIZ. This agreement is a significant milestone, as we continue to grow a globally competitive industrial ecosystem and highly attractive investor value proposition.”

    Welcoming the initiative, Reliance Industries Chairman and Managing Director Mukesh Ambani said: “We at Reliance are excited to enter into a strategic partnership with ADNOC for establishing a world-class and world-scale chemical project at TA’ZIZ in Ruwais. This important milestone further bolsters our long-standing relationship with ADNOC, reaffirming our faith in the global vision of the UAE’s wise leadership.

    “It is also yet another testimony to the enormous potential in advancing India-UAE cooperation in value enhancement in the energy and petrochemicals sectors. The project will manufacture ethylene dichloride, a key building block for production of PVC in India. This is a significant step in globalising Reliance’s operations, and we are proud to partner with ADNOC in this important project for the region.”

    Chlor-alkali is used in water treatment and in the manufacture of textiles and metals. Ethylene dichloride is typically used to produce PVC, which has wide range of applications across housing, infrastructure and consumer goods. The market for these chemicals is expected to enjoy steady growth supported by the needs of growing demand, particularly in Asia and Africa.

    The Emirates Nuclear Energy Corporation (ENEC) has signed a Letter of Intent with France’s electricity company EDF to develop a Memorandum of Understanding (MoU) for cooperation on research and development (R&D) in the nuclear energy sector.

    The collaboration is part of ENEC’s commitment towards progressing the UAE’s nuclear energy industry, supporting innovation, clean electricity production and tackling climate change.

    The MoU will elevate the strategic partnership between the two entities through sharing global expertise and the latest advancements in the nuclear energy sector, as well as exploring the production of green hydrogen-powered by carbon-free nuclear energy.

    EDF (Électricité de France) is a French multinational electric utility company, largely owned by the French state. As the leading nuclear operator of the largest nuclear fleet worldwide, EDF is supporting the global energy transition movement by exporting its expertise in low-carbon energies, such as nuclear energy, renewable energies, and energy services.

    Since November 2018, EDF has provided Emirates Nuclear Energy Corporation’s operations and maintenance JV subsidiary Nawah Energy Company with a range of services. These include operational safety, radiation protection, fuel-cycle management and environmental monitoring. Expertise is provided through engineering studies, on-site support, training and benchmarking sessions.

    This year’s signing took place at the annual E-FUSION (Emirati French Industrial Supply Chain Initiative for Nuclear), a two-day event through a partnership between ENEC and Business France, which is an Emirati-French initiative to create a local supply chain for the nuclear sector. Launched by ENEC, EDF and GIFEN (French Nuclear Cluster) in 2019, the event aims to develop new Franco-Emirati commercial relations in the nuclear sector.

    ENEC’s Barakah Plant is one of the largest nuclear energy plants in the world, with four APR-1400 Units. Construction of the Plant began in 2012 and has progressed steadily ever since. Unit 1 started the commercial operations in April 2021. Unit 2 has now completed the fuel load process and is working through all the required processes before start-up.

    Construction of Units 3 and 4 are in the final stages, with the Units 94 percent and 89 percent complete. Thus, the construction of the Barakah Plant as a whole is now more than 95 percent complete.

    He was speaking during a meeting with the Board of Directors of Dubai Chambers after the major restructuring where he formed three entities – Dubai Chamber of Commerce, Dubai Chamber of Digital Economy and Dubai Chamber of International Trade.

    Sheikh Mohammed recently approved the new Board of Directors of Dubai Chambers as part of efforts to enhance their contributions to Dubai’s economy, and to catalyse Dubai’s economic transformation and further reinforce the city’s rise as a global business hub.

    ”Establishing a solid and prosperous economy is at the center of our priorities,” Shiekh Mohammed added.

    “The global economy has undergone a tremendous change.. Dubai has developed and made great leaps.. Today we are the global capital of economy,” he further added. “Today, we are thinking about the next fifty years, and we are also thinking for future generations. This is a duty for all of us.”

    “Our goal is to leverage Dubai as the first economy capital in the world,” he concluded.

    The Board will work to create a comprehensive unified strategy for Dubai Chambers, set key priorities and objectives, propose major initiatives to advance Dubai’s strategic economic development, and ensure streamlined coordination and integration between the three chambers, the WAM reported.

    The Board of Dubai Chambers seeks to accelerate the growth of the Dubai economy by promoting Dubai as a global business hub and attracting multinational companies. The Dubai Chamber of International Trade will represent and support the interests of local companies with international presence and international companies based in Dubai, it added.

    The Dubai Chamber of International Trade seeks to cover 30 international markets that are considered important markets for Dubai through promotional projects.

    The Dubai Chamber of Digital Economy is tasked with launching projects and developing studies on the new future economy, as part of efforts to build the world’s best digital infrastructure and transform Dubai into an international technology hub.

    With the objective of promoting the interests of technology companies and advancing the role of the digital economy in the emirate, the new chamber will build a network of relationships with local and international tech entrepreneurs and investment funds. It will also help draft legislations in Dubai and the UAE to create a growth-friendly environment for the digital economy.
