ADB Ups India’s Growth Forecast

The Asian Development Bank (ADB) on Thursday raised India’s GDP growth forecast for 2024-25 to 7 per cent as it expects public and private sector investment along with a gradual improvement in consumer demand to drive up the growth rate.

The ADB had in December projected India’s economic growth rate at 6.7 per cent for the 2024-25 financial year.

The ADB also expects India’s inflation rate to come down going ahead.

“The Indian economy grew robustly in fiscal 2023 with strong momentum in manufacturing and services. It will continue to grow rapidly over the forecast horizon. Growth will be driven primarily by robust investment and improving consumption demand. Inflation will continue its downward trend in tandem with global trends,” the April edition of the Asian Development Outlook says.

For the 2025-26 fiscal, the ADB has forecast India’s growth at 7.2 per cent. The multilateral institution said exports are likely to be relatively muted this fiscal as growth in major advanced economies slows down but will improve in FY2025.

“Monetary policy is expected to remain supportive of growth as inflation abates, while fiscal policy aims for consolidation but retains support for capital investment. On balance, growth is forecast to slow to 7 per cent in 2024-25 but improve to 7.2 per cent in 2025-26,” it said.

To boost exports in the medium term, India needs greater integration into global value chains, the report added.

The increase in the ADB’s growth forecast is in line with the IMF and World Bank which have also raised their estimates for India’s growth with the economy clocking a robust 8.4 per cent growth rate in the October-December quarter. The country’s exports have also increased despite geopolitical tensions in the Red Sea region which have disrupted shipping.

India’s foreign exchange reserves have risen to a historic high of $645.58 billion for the week ended on March 29 and are sufficient to finance up to 11 months of imports.

The macroeconomic fundamentals of the economy have turned stronger with the fiscal deficit well in control following robust tax collections. The lower fiscal deficit will help control inflation as well as leave more money in the banking system for corporates to take loans for investments as the government needs to borrow less.

The big-ticket government investments in large infrastructure projects such as highways, ports and seaports have accelerated GDP growth, making India a bright spot amid the global slowdown.

Inflation has come down to around 5 per cent and is expected to fall further which is paving the way for stable economic growth ahead.

ADB Greenlights $500M for Maharashtra Medical Transformation

In a significant move aimed at advancing healthcare infrastructure and medical education, the Asian Development Bank (ADB) has granted approval for a substantial loan package of USD 500 million.

According to ADB, this financial assistance is dedicated to enhancing access to quality and affordable tertiary health care in Maharashtra.

ADB Health Specialist, Nishant Jain emphasized the collaborative efforts between ADB and the Maharashtra state government to realize the vision of providing accessible tertiary health care to all residents by 2030.

Jain said, “ADB has been working with the state government of Maharashtra to achieve its vision of providing affordable and accessible tertiary health care to all by 2030 and strengthen a cadre of quality and professional medical practitioners. This program introduces key policy reforms to strengthen the state’s tertiary health care and medical education. It will also expand medical education and health facilities to provide modern medical services in underserved areas in the state.”

The initiative also aims to fortify a cadre of competent and professional medical practitioners.

The Maharashtra Tertiary Care and Medical Education Sector Development Program, facilitated by this loan, will see the establishment of four medical colleges linked with tertiary care teaching hospitals.

These institutions will incorporate climate- and disaster-resilient features, ensuring gender responsiveness and social inclusivity in underserved districts.

The program also encompasses plans to augment bed capacity in government tertiary care hospitals and recruit a minimum of 500 new doctors for these four newly established governmental medical colleges.

Beyond infrastructure development, ADB is actively contributing to the creation of an enabling environment through policy reforms.

These reforms include measures to attract and retain high-quality medical personnel through performance-based incentives, the implementation of a new talent management policy, and the establishment of India’s first state-led health care and medical education centres of excellence.

To alleviate the burden of out-of-pocket expenses, the initiative will enhance the availability of quality drugs. Additionally, ADB aims to support the efficient management of assets by introducing a pioneering policy in the Indian health sector, focusing on climate-resilient asset planning, management, and sustainability.

The program further strives to instil healthy competition among medical colleges through the implementation of a performance management system.

Recognizing the importance of gender and social inclusion in medical education, ADB is set to assist the state in establishing a gender unit under the Medical Education and Drugs Department.

ADB Okays $100M Loan to Boost Tripura Tourism

In a significant stride towards enhancing urban services and fortifying tourism infrastructure, the Asian Development Bank (ADB) has given the nod to a USD 100 million loan dedicated to the northeastern state of Tripura.

Expressing commitment to supporting Tripura’s governmental priorities, ADB Principal Urban Development Specialist Tomoo Ueda stated, “ADB is committed to supporting the Tripura government’s priorities of improving urban services and tourism infrastructure to help boost economic development.”

Ueda added, “This project will support the state as a gateway to the northeast region by developing tourist destinations along the national highways and by improving urban governance and financial sustainability.”

According to the ADB report, the comprehensive project encompasses the upgrade of urban water supply systems through the installation of 42 kilometres of new transmission and distribution pipes, the establishment of four new water treatment plants, and the enhancement of 55 kilometres of stormwater drains.

Additionally, 21 kilometres of urban roads will be improved with a focus on features catering to the needs of the elderly, women, children, and disabled individuals.

To bolster the delivery of urban services, the initiative aims to build the capacity of twelve urban local bodies in areas such as planning, infrastructure operations and maintenance, financial management, gender equality and social inclusion, and project management.

Furthermore, the state government will receive support in updating building regulations, incorporating spatial planning and green building principles for enhanced climate and disaster resilience.

The project’s tourism-centric facet aims to elevate key destinations like the Chaturdash Devata Temple, Kasaba Kalibari, and Neermahal Palace.

This involves improving amenities, rooms, and landscaping, and ensuring they are more visitor- and gender-friendly. Additionally, plans include the establishment of a digital museum and a new adventure park.

In tandem, a 10-year tourism business plan is set to be developed, guiding marketing, and promotion efforts, and attracting private sector involvement. Simultaneously, Tripura’s tourism policy will undergo an update to align with evolving needs.

As an institution deeply committed to fostering prosperity, inclusivity, resilience, and sustainability across Asia and the Pacific, ADB’s involvement in Tripura underscores its dedication to eradicating extreme poverty.

ADB’s $90 Million Loan to Enhance Bangladesh Water Supply

The Manila-based Asian Development Bank (ADB) on Friday said it has approved a $90 millio loan to develop infrastructure and systems that will provide clean drinking water and sanitation services in three places in Bangladesh’s Chattogram Hill Tracts (CHT) region.

The lender said the project will develop water treatment plants with a total capacity of 44 million liters per day in Bandarban, Lama, and Rangamati pourashavas (towns) and transmission lines and distribution networks to connect to households, reports Xinhua news agency.

“Most households in the CHT region rely on shared tube wells in remote areas or on untreated surface water, exposing the population to risks of diseases affecting their health and economic opportunities,” ADB Urban Development Specialist Elma Morsheda said, adding that the project will deliver a continuous drinking water supply and promote sanitation and solid waste management in the region.

According to the ADB, a community awareness and behavior change campaign on water, sanitation, hygiene, climate resilience, and solid waste management will be conducted.

The campaign will target 100,000 people, with at least 60 per cent participation from women and the vulnerable population.

Around 300 staff from the Department of Public Health Engineering, hill district councils, and pourashavas will be trained on climate-resilient, inclusive, and sustainable water supply, sanitation, and solid waste management service delivery.

The project will also enhance the readiness for implementing future investments in water supply and sanitation for 31 towns by preparing feasibility studies, detailed designs, and bidding documents following approaches that promote disaster and climate resilience.

ADB to support road, trade improvement in Nepal

The Asian Development Bank (ADB) has approved a $300 million loan to improve transport connectivity in Nepal to international trade routes, particularly to India and Bangladesh.

ADB Transport Specialist for South Asia Sin Wai Chong said the project road is along the East-West Highway, which forms part of the South Asia Subregional Economic Cooperation (SASEC) corridor, reports Xinhua news agency.

The Manila-based bank said the loan was approved on Wednesday.

The project will improve road safety through features such as junctions with traffic signals, footpaths with streetlights and tactile paving surfaces, overhead pedestrian crossings, road crossings with raised platforms and bus stops equipped with lighting systems, the ADB said.

The ADB said it will provide additional financial support to develop climate change mitigation and adaptation guidelines for road projects, bidding documents, performance indicators, and long-term performance-based maintenance.
