Botswana has signed the United Nations Framework Convention on Climate Change to show commitment toward building a resistant health system.

Botswana is currently grappling with new health challenges brought about by the effects of climate change, which include the increase and prevalence of climate-related diseases and conditions, said Edwin Dikoloti, Botswana’s minister of health and wellness, at the signing ceremony in Gaborone, the capital of Botswana, on Friday.

According to Dikoloti, the framework’s goal is to increase the climate resilience of health systems to protect and improve the health of communities in an unstable and changing climate, while optimizing the use of resources and implementing strategies to reduce greenhouse gas emissions.

“We have, therefore, decided to publicly make binding commitments to ensuring that our people are protected from health threats that may come their way due to environmental degradation,” he said.

New Delhi appoints envoys for Botswana, Bahrain and Norway

India appointed three new envoys for three different countries, the Republic of Botswana, the Kingdom of Bahrain and the Kingdom of Norway.

Bharath Kumar Kuthati, a 2006 batch IFS officer, has been appointed as the next High Commissioner of India to the Republic of Botswana. Another one is Vinod K Jacob, a 2000 batch IFS officer, presently Deputy High Commissioner in the High Commission of India, Colombo has been appointed as the next Ambassador of India to the Kingdom of Bahrain.

Meanwhile, Acquino Vimal, who is also from the 2000 batch, an IFS officer, is presently Deputy Chief of Mission in the Embassy of India, Beijing. He has been appointed as the next Ambassador of India to the Kingdom of Norway.

All three are expected to take up the assignment shortly.

Meanwhile, US Ambassador to India Eric Garcetti and envoys of Qatar and the Principality of Monaco on Thursday presented their credentials to President Droupadi Murmu at the Rashtrapati Bhavan.

“The President of India, Smt Droupadi Murmu accepted credentials from the Ambassadors of the United States of America, Qatar and Monaco at a ceremony held at Rashtrapati Bhavan today,” a Rashtrapati Bhavan release said.

Apart from Eric Garcetti, Qatar’s Ambassador to India Mohammed Hassan Jabir Al-Jabir and Monaco’s Ambassador Didier Gamerdinger, Monaco presented their credentials to the President.

Garcetti, former mayor of Los Angeles, was sworn in by US Vice President Kamala Harris as the new US Ambassador to India in March this year. Earlier, the Senate confirmed his appointment as the next US ambassador to India.

On Garcetti’s arrival in India, Indian Embassy in the US tweeted, “Namaste, Ambassador-Designate Eric Garcetti! We’re thrilled to welcome you to #IncredibleIndia and work with you to build even stronger ties between our two great nations.”

The US Embassy in India had been without an ambassador since January 2021, which is the longest stretch in the history of US-India relations that the post remained vacant.

Botswana, EU launch cooperation program

Botswana government and the European Union (EU) launched the Multi-Annual Indicative Program (MIP) on Tuesday, covering the period of 2021 to 2027 with an initial grant of 16 million euros.

Speaking during the launch in Gaborone, the capital of Botswana, Botswana’s Minister of Finance, Peggy Serame, stated that the priorities of MIP set out two priority areas: green transformation and economic diversification.

The EU will provide 16 million euros to fund actions between 2021 and 2024. Another financial allocation for the period 2025-2027 will be determined after a review in 2024.

Serame said despite the country’s middle-income status, the southern African nation still faces numerous challenges, including unemployment, particularly among graduates, and the need to diversify the economy.

Ambassador of the European Union to Botswana and Southern African Development Community (SADC), Petra Pereyra stated that the purpose of this cooperation program is to help Botswana transition from a natural resource-based to a knowledge-based economy.

“Botswana has enormous potential for renewable energy, in particular by developing solar energy. It has enormous potential if it invests in its youth to make them the driving force behind the diversification and development of the economy, and the country,” said Pereyra.

Talking about the uniqueness of the meeting, the Ministry of External Affairs (MEA) said, “This was the first meeting for any foreign minister with EAM in Ektanagar, Kevadia.”

EAM Jaishankar also took to Twitter to write about his meeting with his Botswana counterpart.

He wrote, “First occasion to host a Foreign Minister in Ekta Nagar,Kevadia. A warm meeting with FM Lemogang Kwape of Botswana. Particularly apt to meet in Gujarat, since diamonds and pharma are so salient in our ties.”

He added, “Discussed expanding our development cooperation. Appreciated the insights on regional developments.”

During the meeting, both ministers reviewed the current state of bilateral relations between the two countries. They explored means to further strengthen these relations in areas such as health, trade and investment, defense, economic cooperation, training and capacity building among others, the MEA said.

Regional and international issues of mutual concern including cooperation in multilateral fora such as the UN were also discussed

It was also decided to reinvigorate the existing institutional mechanisms and conduct these meetings at the earliest mutually convenient dates, including the meeting of the ministerial Joint Commission, the MEA added.

According to the MEA, relations between India and Botswana are friendly and backed by strong people-to-people connections. It also mentioned that there are thought to be around 6000 Indians living in Botswana and that the two countries trade with each other for roughly USD 806 million.

Jaishankar meets UN chief

Jaishankar met United Nations Secretary-General Antonio Guterres in Gujarat on Wednesday and exchanged views on pressing global concerns and challenges in multilateralism.

“Glad to welcome UN Secretary-General @antonioguterres in Ekta Nagar, Kevadia. Exchanged views on pressing global concerns and challenges in multilateralism,” Jaishankar tweeted.

Visiting UN chief is on a three-day trip to India, his first visit since he commenced his second term in office in January this year.

Guterres today paid tributes to the victims of the 26/11 terror attacks at the Taj Mahal Palace hotel in Mumbai and addressed students at the Indian Institute of Technology (IIT) Bombay.

Terming India a partner of choice of the UN, he said New Delhi has increased its impact on the international stage due to the donation of medicines, equipment, and vaccines at height of Covid-19 to neighbouring countries.

“From your donations of medicines, equipment and vaccines at the height of the COVID-19 pandemic, to your humanitarian assistance and development finance to Afghanistan and Sri Lanka, you’re increasing impact on the international stage. India is today a partner of choice of the UN,” Guterres said at IIT Bombay.

The UN chief said India’s digital platform Cowin is the largest vaccination program for Covid-19, delivering more than 2 billion doses.

He further said that India was the first country to launch a single-country south-south cooperation support framework via the India-UN development framework partnership.

On India’s contribution to UN Peacekeeping, Guterres said, “India is also the biggest provider of military and police personnel to UN missions, including the first all-women UN police contingent to a peacekeeping mission. Over 200,000 Indian men and women have served in 49 peacekeeping missions since 1948, a remarkable contribution to peace in the world. “

“As a member of UNSC for two years, India’s contributed significantly to promoting multilateral solutions and addressing crises,” he added. (India News Network/ANI)

Botswana turns into electricity exporter

Botswana is dominated by coal-fired power generation and had only one power station Morupule A before 2010.

To ensure energy security and increase electricity self-sufficiency, Botswana started the 600 MW Morupule B power Station project in 2010 with the CNEEC as the general contractor.

According to Zhang Xiangrong, CNEEC project manager, with the joint efforts of the Botswana government and the company, the plant operation is stable currently. The company started the renovation project of the power station in 2019. At present, the first unit has been renovated and the trial operation will be finished in September.

“Morupule B power plant is fully functioning with all the four units producing 150 megawatts of electricity each,” said Moagi, adding that Morupule A power plant is generating at least 232 megawatts thereby bringing Botswana’s power generation to 832 megawatts per hour.

According to Moagi, Botswana utilizes 580 megawatts during peak hours while only 360 megawatts are needed at off-peak hours. Botswana’s peak and off-peak hours are during the evenings as well as mornings and in the afternoon and during weekends when industries are not open.

Moagi said South Africa, whose public electricity utility in Eskom is facing generation problems, is willing to buy power from Botswana. The BPC has therefore started engaging Eskom to purchase the excess electricity supply generated during off-peak periods to protect plants against load management fluctuations and also ensure that surplus electricity has a secured market.

Speaking during a media briefing after the Botswana-South Africa Business Roundtable in Gaborone, capital of Botswana on Aug. 4, 2022, President Cyril Ramaphosa of South Africa said the willingness shown by Botswana to sell South Africa excess electricity will strengthen economic and trade ties.

By selling power to South Africa, Botswana hopes to realize its goal of becoming “a regional benchmark in power delivery” by 2026 with the Maduo26 strategy, a five-year plan unveiled last year.

Botswana Goes Eco Way

Botswana pursues green energy projects to create jobs

Botswana is pursuing certain programs and projects in the green energy sector, as the southern African country seeks ways of transitioning from a resource-based economy to a knowledge-based one and creating jobs.

President Mokgweetsi Masisi made this revelation Wednesday when giving a keynote address during the Botswana World Economic Forum (WEF) post-analysis seminar in Gaborone, the capital city of Botswana.

“In our quest to transition from a resource-based to knowledge-based economy and create jobs, there are certain programs and projects that we are pursuing, some of which are in the green energy sector,” said Masisi.

Masisi said Botswana, which is currently reviewing its integrated resource plan in order to expand the contribution of solar energy to Botswana’s energy mix, is working around the clock to ensure that there is the financing of programs and projects in the green energy sector.

The envisaged expansion in the contribution of solar energy in the southern African country’s energy mix is necessitated by Botswana’s best sunrise for solar energy, according to Masisi.

Mpho Regoeng, an independent energy expert based in Gaborone, the capital of Botswana, told the seminar that green investments lead to a job shift instead of net job gains in the long run and may well create net new jobs in the short run if they are undertaken in an economy.

Regoeng cited an example by saying that investing in solar photovoltaic energy creates an average of 1.5 times as many jobs as investing the same amount of money in fossil fuels.

According to the International Labour Organization, a shift to a greener economy could create 24 million new jobs globally by 2030 if the right policies are put in place.

Sub-Saharan African countries are committed to the speedy transition from fossil fuels to green energy in their quest to promote the resilience of cities bearing the brunt of climate emergencies, senior officials said.

The officials who spoke at a forum held in a hybrid format in Nairobi, the Kenyan capital, stressed that greater adoption of renewable energy in the rapidly growing cities will be key to generating jobs and strengthening the response to climate change.

Monica Juma, Kenya’s cabinet secretary for Energy, said that a new green energy agenda for African cities was imperative, to help them cope with the unfolding climate crisis.

“Sustainable urban energy solutions will unleash inclusive growth, generate new jobs, promote social inclusion and greater ecological protection in the continent,” said Juma.

Convened by the Nairobi-based green lobby, Pan African Climate Justice Alliance (PACJA), and Chatham House, a London-based policy think-tank, the one-day forum aimed to explore innovative ways to realize a just, green, and resilient transition for African cities.

Nnena Lily Nwabufo, the Director-General, East Africa Regional Development and Business Delivery Office at African Development Bank (AfDB), said that multilateral lenders have prioritized financing of green projects in the continent, to hasten low-carbon and resilient growth.

According to Nnena, investments in climate resilient infrastructure projects like roads, power grids, water, sanitation, and housing, have ensured that African cities are able to withstand shocks like floods, heatwaves, and rising sea-water levels.

Nwabufo said the Pan African lender has set aside special funds that municipal authorities in the continent can tap into and implement green projects that generate jobs besides strengthening the protection of natural habitats.

She added that the Nairobi forum under the theme, “Towards just transition in Africa: Green financing for urban energy solutions and job creation”, will inject vitality into efforts to renew African cities through green mobility, clean lighting, and cooking alongside circularity.

Philip Kilonzo, the Head of Policy, Advocacy, and Communication at PACJA said that new policy and legislative tools should be enacted to support the creation of green and resilient urban centers across the Sub-Saharan African region.

Investing in sustainable energy systems, low carbon mobility, and waste management should inform efforts to promote the resilience of African cities in the face of climatic shocks, said Kilonzo.

Grace Kibuthu-Ogola, a financial sector specialist at the International Finance Corporation (IFC), the private sector lending arm of the World Bank, said that structured green investments are required to strengthen climate mitigation and adaptation for African cities.

Solar backpacks aid students’ learning, clean energy uptake in Botswana

In the first week of April, disadvantaged children in Botswana villages such as Tshono, Mokhomba, Lefoko and Sevrelela will receive Chedza Solar Backpacks that will enable them to study at night…reports Asian Lite News

Made by Ked-Liphi, these solar backpacks are manufactured using durable and waterproof canvas and are equipped with a solar panel that absorbs sunlight during the day.

“The battery can power boost electric gadgets such as phones, tablets, as well as the bag’s built-in LED flashlight that can last up to 7 hours and can boost charge mobile gadgets to 40 percent,” the 31-year-old innovative creator of Chedza Solar Backpacks, Kedumetse Liphi told Xinhua.

The solar backpacks are expected to improve the academic performance of rural students who have no access to electricity while cutting down costs of candles and paraffin for parents and guardians who can barely afford them.

In 2021, Liphi decided to take advantage of Botswana’s high solar irradiance levels to make the backpacks. Working with social workers who identified students with the most need, Liphi will donate some of the 80 bags he has produced.

Besides enabling rural students to study at night, Liphi believes this innovation that has since attracted corporates, campers and individuals will reduce Botswana’s electricity import bill, as well as pollution.

“Chedza is a Kalanga word meaning light in English or lesedi in Setswana. Our mandate, therefore, is to light up Africa, and the future of children using this innovation,” he added.

To influence greater results in the ongoing energy transition, Liphi said his self-financed company could do with funding and support, as he imports most of his electric components from China.

What is limiting his endeavor to produce in mass is the fact that this kind of innovation requires him to have his own manufacturing plant. “This will help us with quality control and will ensure a reduced price of the product,” he said.

According to him, self-financing is a challenge, hence things are a bit slow. Though faced with financial challenges, Liphi is not discouraged because from a tender age, he nursed the desire to develop something that will have an impact on the world.

Botswana’s electricity is mostly coal-generated. “Renewable energy is the future of energy for our country and Africa as a whole because it is cheap and we have too much sun,” he said.

When delivering the State of the Nation Address late last year, the President of Botswana, Mokgweetsi Masisi, identified clean technologies such as solar energy as key in Botswana’s commitment to the reduction of national carbon emissions.

Botswana’s Climate Change Policy, which was adopted by Parliament in April 2021, also stresses the need to minimize greenhouse gas emissions in order to achieve a sustainable environment.

Maisi Opens Vaxx Plant

The NantBotswana Vaccine Manufacturing Plant will produce Pula Corbevax vaccine against COVID-19 developed in partnership with Texas Children’s Hospital Center for Vaccine Development and Baylor College of Medicine, said Masisi during the ceremony.

The Corbevax vaccine, which was approved by Botswana on Monday, is a protein subunit and patent-free COVID-19 vaccine. And it is believed to be more accessible and can help low and middle-income countries to fight against the pandemic.

Patrick Soon-Shiong stated that Corbevax has been safely administered to over 10 million young Indians, and it has been tested and proven to be effective in all variants, including Omicron.

“The project is important to me personally, to be able to deliver on the promises that Government pledged to Botswana, particularly to drive the transformational development agenda of Botswana from a resource-based economy to a knowledge-based one as espoused in our National Vision 2036,” Masisi said.

NantBotswana vaccine manufacturing plant was not only focused on addressing the COVID-19 challenges, but also other ailments affecting citizens such as cancer, he said.

Covid Cases

The number of confirmed Covid-19 cases in Africa reached 11,343,461, the Africa Centers for Disease Control and Prevention (Africa CDC) said.

The specialised healthcare agency of the African Union (AU) said the death toll across the continent stands at 251,297 and some 10,697,502 patients have recovered from the disease so far as on Sunday evening, Xinhua news agency reported.

South Africa, Morocco, Tunisia, Egypt and Libya are among the countries with the most Covid-19 cases on the continent, said the Africa CDC.

South Africa has recorded the most Covid-19 cases in Africa with 3,722,065 cases, followed by Morocco with 1,163,012 cases as of Sunday evening.

In terms of the caseload, southern Africa is the most affected region, followed by the northern and eastern parts of the continent, while central Africa is the least affected region, according to the Africa CDC.

Mental Health

A new study published by the US Centers for Disease Control and Prevention (CDC) found more than a third of high school students reported in 2021 they experienced poor mental health during the Covid-19 pandemic.

 Meanwhile, 44 per cent of high school students reported they persistently felt sad or hopeless during the past year, Xinhua news agency reported citing the new data published on Thursday.

The new analysis also described some of the severe challenges youth encountered during the pandemic.

More than half reported they experienced emotional abuse by a parent or other adult in the home, while over a quarter reported a parent or other adult in their home lost a job, according to the CDC data.

In addition, over a third of students said they experienced racism before or during the Covid-19 pandemic.

The highest levels were reported among Asian, African-American and other students of multiple races, according to the CDC study.

The study, which is the CDC’s first nationally representative survey of high school students during the pandemic, can inform effective programmes.

“These data echo a cry for help,” said CDC Acting Principal Deputy Director Debra Houry.

  “The Covid-19 pandemic has created traumatic stressors that have the potential to further erode students’ mental wellbeing. Our research shows that surrounding youth with the proper support can reverse these trends and help our youth now and in the future.”

Botswana seeks UAE support to fuel economy

Sheikh Saud praised the growing partnership between the two countries in various fields. For his part, Masisi affirmed his country’s endeavors to strengthen cooperation relations with the UAE, and commended the Emirates’ prestigious status at the regional and global levels.

Dr. Masisi, earlier said that Expo 2020 Dubai has provided his country with a perfect place to showcase its potential to investors and help drive business and economic growth.

“Botswana has an established base for multilateral investments into several industries, especially, mining, tourism and food,” Dr. Masisi continued.

Dr. Masisi said that Botswana has regional trade agreements which can benefit businesses. “We want foreign investors to succeed with our strong ecosystem for them to thrive.”

He was addressing the gathering of senior investors and key officials from government and private sector entities across Botswana and the UAE at the Botswana Investment and Trade Conference held at the Ritz Carlton – DIFC, Dubai.

Participating dignitaries included Dr. Thani bin Ahmed Al Zeyoudi, Minister of State for Foreign Trade, Hon. Mmusi Kgafela, Botswana’s Minister of Investment Trade and Industry, Hon. Peggy Serame, Botswana’s Minister of Finance and Economic Development, and several Bostwana’s business community officials.

The President of Botswana said, “Our ministries and companies are here [in the UAE] and finding new roadways of connecting with investors.”

He explained that the country’s legal system ensures the protection of investments and enables them to thrive, especially since Botswana is a signatory to several regional and international conventions, and highlighted the country’s political stability, which provides a perfect environment for foreign investors.

According to Botswana Investment and Trade Centre, the Southern African country offers general, and sector-specific investment incentives, no foreign exchange controls, the United States-Africa Growth & Opportunity Act allows new opportunities for duty-free and quota-free access to U.S. markets, corporate tax is only 15 percent for manufacturing, and IFSC companies, duty-free and quota-free access to the EU market, and duty-free access to South Africa, Namibia, Lesotho and Swaziland.

It also offers preferential access to markets of 14 Southern African countries, low personal income tax, the highest bracket is 25 percent, zero corporate tax under a Development Approval Order, industrial relations are well established and amicable, and sustainable low tax environment.

While welcoming Dr. Masisi, Botswana ministers and government officials, Dr. Al Zeyoudi said, “The UAE and Botswana share a longstanding friendship and partnership, underscored by deep trade and investment ties. In 2021, for example, the total value of non-oil trade between the two nations reached US$2.5 billion, reflecting 85 percent growth compared to 2020 and 80 percent growth compared to 2019.”

“The Botswana Pavilion at Expo 2020 Dubai shows us how strategic partnerships have helped the country accelerate the movement of goods, ideas and wealth,” Dr. Thani said in conclusion.
