UK, Cambodia hold 2nd Joint Trade and Investment Forum

The Embassy of the United Kingdom and the Ministry of Commerce of the Kingdom of Cambodia hosted the 2nd UK-Cambodia Joint Trade Investment Forum (JTIF) on at the Rosewood Hotel in Phnom Penh, presided over by His Excellency Dominic Williams MBE, British Ambassador to Cambodia, and Her Excellency CHAM Nimul, Minister of Commerce of Cambodia. 

The forum succeeded in its aims to assess progress, through measuring advancements in trade policy, investment for development, and business successes between the UK and Cambodia.  

It will also enhance partnerships by raising awareness of the UK-Cambodia economic relationship by positioning the private sector as our key partner in delivering growth.  

Represent industry by highlighting the role of the British Chamber of Commerce in Cambodia as our first partner in advocating for UK commercial interests in Cambodia, whereby the Cambodia Chamber of Commerce plays important role in spearheading Cambodian private sector’s interest vis-à-vis UK partners.  

Plan for the future, by exploring possibilities and prospects for the year 2030 and beyond, setting the direction for our partnership, offering necessary development assistances, and preparing for upcoming challenges and opportunities.  

Align strategically, with a focus on key areas for economic growth, utilising tools such as Investment Partnerships, Trade Missions, and the UK-ASEAN Economic Integration Programme.  

Resolve challenges, through candid discussion and addressing trade barriers from both UK and Cambodian perspectives. 

The 2nd JTIF attracted key UK businesses and investors to Cambodia from the region, including Singapore and Vietnam. The forum served as a platform to showcase a joint commitment to boost trade between the two countries and highlight a number of initiatives designed for that purpose. These include UK development programmes supporting Cambodia’s economic diversification and green transition, driving growth in both countries; partnering with Cambodian exporters get their goods to the UK market, and to take advantage of the Developing Countries Trading Scheme; promoting Cambodia as a investment destination; and the both sides’ intention to establish a double taxation agreement and other necessary trade-related agreements.  

Dominic Williams MBE, British Ambassador to Cambodia said, “I firmly believe that the UK-Cambodia trade and investment relationship brings huge benefits to both sides and plays a significant role in supporting Cambodia’s development goals. The UK is a top ten export market for Cambodian goods, and we are keen to help even more Cambodian producers to sell their amazing products to UK consumers. This will support key sectors of Cambodia’s economy to grow, and support jobs for hard-working Cambodians.  I am also keen to help UK businesses expand their presence in Cambodia, especially in education, infrastructure and financial services. The UK has firms with exceptional experience in these sectors, which they can deploy both to generate revenue for the UK and to enhance Cambodia’s global competitiveness.” 

The focus on 2030 aligns with several critical milestones. It coincides with the target date for the UN Sustainable Development Goals, which guide both nations’ economic planning. Cambodia’s Vision 2030 aims to achieve Upper-Middle Income Status, potentially diversifying opportunities for UK businesses. 2030 marks a crucial deadline for global climate action, with implications for sustainable practices in Cambodia’s key sectors.

Mrs. CHAM Nimul, Minister of Commerce said, “Today’s forum is both timely and essential, serving as a crucial platform to deepen our practical, resilient, and forward-looking partnerships, not only by creating opportunities for frank and open discussion but also by facilitating strategic business partnerships that drive sustainable and inclusive growth. I wish to underscore the significance of Cambodia’s trade integration into the region and the world. Cambodia has benefited greatly from regional and bilateral relations that have shaped and reinforced Cambodia’s commitment to inclusive multilateralism. Looking ahead, the path to sustainable prosperity requires steadfast commitment from all stakeholders, including sound public- private partnership mechanisms, the development of tailored regulations and policies, and support for the private sector to fully capitalize on existing advantages, particularly preferential and incentivized benefits.”

India repatriates citizens trapped in job scams in Cambodia

Indian Embassy in Cambodia in a statement said that they, in collaboration with Cambodia’s Ministry of Interior, successfully rescued and repatriated Indian nationals trapped in fraudulent job scams.

The embassy cautioned job seekers to beware of fake agents.

In a post on X, the embassy said, “Indian Embassy in Cambodia in collaboration with Cambodia’s Ministry of Interior, has successfully rescued and repatriated Indian nationals trapped in fraudulent job scams! Caution: Job seekers, beware of fake agents! Need help? Contact +85592881676 or cons.phnompenh@mea.gov.in”

The Embassy of India in Cambodia, Phnom Pen has been actively engaged in rescuing and repatriation of Indian nationals trapped in fraudulent job offers obtained through fake agents, who lure them into cybercrime in scam compounds, the statement said.

On September 22, following specific leads by the Embassy, the Cambodian Police has rescued 67 such Indian nationals from Poipet. The Embassy, in close cooperation with the Cambodian police, is now facilitating the repatriation of these 67 Indian nationals in batches. A team of Embassy officials is currently overseeing the repatriation process and is present at the airport to see them off. 15 of our nationals have already left for India on September 30, and 24 more have left on October 1. Rest 28 will reach India in the course of next few days, it added.

The Embassy of India continues to monitor the situation closely and remains committed to help our nationals trapped in cyber crimes. Meanwhile, Indian nationals are advised to exercise extreme caution in taking up job opportunities in Cambodia and other Southeast Asian countries through suspicious agents and social media advertisements, the statement cautioned.

Since January 2022 till to date, the Embassy of India in Phnom Penh has facilitated repatriation of over 1,000 Indian citizens, with nearly 770 in the first nine months of 2024. This was possible with the cooperation extended by the Cambodian authorities to the Embassy of India, the statement said. (ANI)

India Takes Up Human Trafficking Issue With Cambodia, Thailand, Laos

India ‘s foreign minister Dr S. Jaishankar has discussed the issue with Laos Prime Minister and the foreign ministers of Cambodia and Thailand, reports Asian Lite News

External Affairs Minister S Jaishankar on Saturday said that he had called on the Prime Minister of Laos and during their meeting, he had taken up the issue of the trafficking of Indian nationals through cyber scam centres.

Jaishankar also discussed relief and rescue of Indians with the foreign ministers of Cambodia and Thailand.

In a post on X, he said, “During my call on the Prime Minister of Lao PDR, took up the issue of the trafficking of Indian nationals through cyber scam centers. Appreciate the ongoing cooperation of Lao PDR government in the rescue and relief of our citizens. Also discussed the matter with the Foreign Ministers of Cambodia and Thailand.”

On the sidelines of ASEAN events in Vientiane, Laos, on Friday, Jaishankar held meetings with his counterparts from South Korea, Indonesia, Singapore, Malaysia and the European Union.

The EAM met with Cho Tae-yul, the Foreign Minister of South Korea and held a wide ranging conversation on Special Strategic Partnership.

“A pleasure to meet RoK @FMChoTaeyul today in Vientiane. Wide ranging conversation on Special Strategic Partnership. Our shared convergences in the Indo-Pacific region is also opening new avenues of cooperation,” Jaishankar posted on X.

He also met with Josep Borrell Fontelles, the High Representative of the European Union for Foreign Affairs and Security Policy. The leaders discussed enhancing the India-EU ties in areas of trade, clean energy transition and advanced technologies.

The EAM held conversation with Singapore Foreign Minister Vivian Balakrishnan and thanked Singapore for steering ASEAN-India relations.

The Foreign Minister also met Indonesian Foreign Minister Retno Marsudi. He congratulated her stint as Foreign Minister and appreciated her contribution towards India-Indonesia and India-ASEAN relations.

Jaishankar met Malaysian Foreign Minister, Mohamad Haji Hasan, and discussed the initiatives in the bilateral relationship between the two nations.

The ministers also exchanged views on several regional and international issues of common interest and concern. (ANI)

14 Indians Rescued from Cambodian Scams

The Embassy said that it has been “actively rescuing” Indian nationals and has, in close cooperation with the Cambodian authorities…reports Asian Lite News

As many as 14 Indian nationals have been rescued from fraudulent job offers in Cambodia that lured them into cybercrime operations, the Embassy of India in Phnom Penh revealed on Saturday.

The Embassy said that it has been “actively rescuing” Indian nationals and has, in close cooperation with the Cambodian authorities, facilitated the rescue and repatriation of over 650 Indian citizens who had fallen victim to these scams.

“Most recently, the Embassy provided specific leads to the Cambodian Police, leading to the rescue of 14 additional Indian victims. These individuals are currently being cared for by an NGO working in coordination with Cambodia’s Ministry of Social Affairs, Veterans and Youth Rehabilitation,” it stated.

The Indian Embassy further said that it is in ongoing communication with the Cambodian officials, urgently requesting the expedited completion of necessary formalities to ensure the safe and timely repatriation of the 14 rescued Indian nationals back to India.

The Embassy added that it continues to closely monitor the situation and remains committed to protecting the welfare of Indian citizens in Cambodia.

“Indian nationals are advised to exercise extreme caution regarding any job offers in the country and to immediately report any suspicious activities to the Embassy in Phnom Penh,” the statement mentioned.

Cambodian civil servants in Mussoorie for capacity building

This two-week program, running from June 24 to July 5, 2024, is organised in collaboration with the Ministry of External Affairs (MEA) of India….reports Asian Lite News

The National Centre for Good Governance (NCGG) in Mussoorie has inaugurated the 5th Capacity Building Program on Public Policy and Governance for senior civil servants from the Kingdom of Cambodia. This two-week program, running from June 24 to July 5, 2024, is organised in collaboration with the Ministry of External Affairs (MEA) of India. Forty senior officers from Cambodia’s Ministry of Civil Services and Ministry of Senate are participating in this initiative, which aims to foster policy dialogue and share best practices in governance.

The inaugural session was chaired by V Srinivas, Director General of NCGG and Secretary of the Department of Administrative Reform and Public Grievances (DARPG) in the Government of India. In his address, Srinivas emphasised the transformative role of technology in governance. He highlighted India’s policy of “Minimum Government and Maximum Governance,” which leverages technology to enhance transparency, accountability, and citizen engagement. Srinivas cited the example of CPGRAMS, India’s AI-driven public grievance redressal portal, as a model of effective digital governance.

Mam Phoeuk, Deputy Director General of the Ministry of Civil Services and head of the Cambodian delegation expressed his gratitude to the Indian Government for this opportunity. He underscored that the program would not only build capacity but also strengthen bilateral ties between India and Cambodia.

Programme Overview

Dr. B.S. Bisht, Associate Professor at NCGG and Course Coordinator, provided an in-depth overview of the NCGG’s objectives, activities, achievements, future. He detailed how the NCGG has evolved into a centre of excellence in governance training. The first week of the program focuses on a wide array of topics, including Public Policy and Management, GeM: Bringing Transparency in Government Procurement, The Indian Constitutional Scheme, India-Cambodia Relations, Public-Private Partnerships in Infrastructure, Aadhaar as a Tool for Good Governance, Health Governance, Impact of Parliamentary Devices on Governance etc.

Participants will also have the opportunity to explore India’s rich history and culture through visits to the Prime Ministers’ Museum (PM Sangrahalaya), Buddha Temple, and the iconic Taj Mahal.

The NCGG has a strong track record of training civil servants from 17 countries, including Bangladesh, Kenya, Tanzania, Tunisia, Seychelles, Gambia, Maldives, Sri Lanka, Afghanistan, Laos, Vietnam, Nepal, Bhutan, Myanmar, Ethiopia, Eritrea, and Cambodia. This program continues that legacy, fostering international cooperation and the exchange of best practices in governance.

The programme is designed to provide Cambodian civil servants with valuable insights into institutional transformation and citizen engagement, equipping them with the tools needed to implement effective governance strategies in their home country. This initiative not only enhances the skills of the participants but also strengthens the bilateral relationship between India and Cambodia, paving the way for future collaborations in governance and public administration.

As the 5th Capacity Building Program unfolds, it is expected to create a lasting impact on the participating civil servants, fostering a deeper understanding of effective governance practices and contributing to the ongoing development of public policy frameworks in Cambodia. (India News Network)

India, Cambodia explore UPI and investment treaty

India and Cambodia deliberated on cooperation in traditional medicine and e-governance, diversification of the trade basket by identifying new products, bilateral investment treaty, recognition of Indian Pharmacopoeia and collaboration in the Pharma sector.

The second meeting of the India-Cambodia Joint Working Group on Trade and Investment (JWGTI) was hosted by India, the Ministry of Commerce and Industry informed in a press release.

The meeting was co-chaired by Joint Secretary, Department of Commerce, Ministry of Commerce and Industry, Government of India, Siddharth Mahajan and Director General for International Trade, Ministry of Commerce, Kingdom of Cambodia, Long Kemvichet. The representatives of stakeholder Ministries also participated in the meeting.

Siddharth Mahajan mentioned the measures for deepening bilateral trade and investment and also emphasised on creation of mechanisms for cooperation and collaboration in sectors of mutual interest, the release added.

The meeting deliberated on cooperation in Traditional Medicine and e-governance, diversification of the Trade Basket by identifying new products, Bilateral Investment Treaty, Recognition of Indian Pharmacopoeia and collaboration in the Pharma Sector.

The meeting discussed the progress of the ongoing efforts for collaboration in Unified Payment Interface (UPI) based digital payment to promote trade and tourism.

The Cambodian side elaborated on the numerous investment opportunities that Cambodia presents for Indian businesses. These opportunities span over various sectors with high growth potential.

The JWGTI was first held in July 2022 virtually. This was the first physical meeting of the JWGTI after it was institutionalised.

The JWGTI discussed various measures to improve the value and the quantum of trade to facilitate the expansion of trade and to promote investment. Both the sides were unanimous on the need for having more interaction for concrete mutual benefits. (ANI)

India Issues Job Advisory for Laos, Cambodia

The Indian Embassy here on Friday issued an advisory for those travelling to Cambodia for jobs. It asked Indian nationals to secure employment only through authorized agents approved by the Ministry of External Affairs (MEA).

The advisory outlines significant risks associated with fraudulent job offers and emphasizes the need for caution.

Indian Embassy in Cambodia stated that job seekers can also approach the Embassy of India in Phnom Penh. It noted that instances have been reported wherein Indian nationals are being lured for employment through Thailand in Laos.

Indian Embassy in Cambodia noted that these fake jobs are for posts like ‘Digital Sales and Marketing Executives’ or ‘Customer Support Service’ by dubious companies involved in call-centre scams and crypto-currency fraud in Golden Triangle Special Economic Zone in Laos.

“All Indian nationals who are travelling for jobs in Cambodia and the Southeast Asian region, are advised that there are many fake agents operating in the region, who along with agents in India, are luring people to scam companies, involved especially in cyber crimes. Anybody who takes up a job in Cambodia should do so only through authorised agents approved by the Ministry of External Affairs of India,” the advisory stated.

According to the Indian Embassy in Cambodia, agents in places like Dubai, Bangkok, Singapore and India associated with these firms are recruiting Indian nationals by taking a simple interview and the typing test, and are offering high salaries, hotel bookings along with return air tickets and visa facilitation.

In the advisory, the Indian Embassy in Cambodia stated, “Instances have also come to notice recently wherein Indian nationals are being lured for employment through Thailand in Lao People’s Democratic Republic (PDR) – also known as Laos. These fake jobs are for posts such as of ‘Digital Sales and Marketing Executives’ or ‘Customer Support Service’ by dubious companies involved in call-centre scams and crypto-currency fraud in Golden Triangle Special Economic Zone in Laos.”

Indian Embassy in Cambodia stated that victims are illegally taken across the border into Laos from Thailand and held captive to work in the “Golden Triangle Special Economic Zone in Laos under harsh and restrictive conditions. At times, they are taken hostages by criminal syndicates indulging in illegal activities and forced to work in strenuous conditions under constant physical and mental torture.”

It stated, “Visa on Arrival in Thailand or Laos does not permit employment and the Lao authorities do not issue work permits to Indian nationals coming to Laos on such visas. It may be noted that tourist visa is to be used only for the purpose of tourism. Please note that those convicted of human trafficking crimes have been sentenced up to 18 years in prison in Laos.”

“Therefore, Indian nationals are advised not to get enticed and entrapped in such fraudulent or exploitative job offers and are requested to exercise extreme caution and verify the antecedents of recruiting agents as well as any company before taking up any job offer in Laos,” it added.

Earlier in March, the Ministry of External Affairs (MEA) said that the Indian Embassy in Cambodia has been promptly responding to complaints from Indian nationals who were “lured” with employment opportunities in Cambodia but were forced to undertake illegal cyber work.

The MEA said that it has rescued and repatriated about 250 Indians, 75 of which were in the past three months.

In a statement, MEA official spokesperson Randhir Jaiswal stated, “Our Embassy in Cambodia has been promptly responding to complaints from Indian nationals who were lured with employment opportunities to that country but were forced to undertake illegal cyber work.”

“Collaborating closely with Cambodian authorities, it has rescued and repatriated about 250 Indians, of which 75 in just the last three months,” he added.

In a statement, Jaiswal stated, “Several advisories have also been issued by the Ministry and the Embassy of India in Cambodia to our nationals about such scams. We remain committed to helping all those Indian nationals in Cambodia who seek our support.”

“We are also working with Cambodian authorities and with agencies in India to crack down on those responsible for these fraudulent schemes,” he added. (ANI)

UAE-Cambodia CEPA enters into force

The UAE’s Comprehensive Economic Agreement with Cambodia has officially entered into force, promising to enhance trade flows, create opportunities for strategic investment, and accelerate economic diversification for both countries.

The agreement will do so through the removal or reduction of tariffs on more than 92% of product lines, eliminating unnecessary barriers to trade, and improving market access for service exports.

The UAE-Cambodia Comprehensive Economic Agreement is the fifth CEPA to come into force; the deal has the potential to more than double the total value of non-oil trade between the UAE and Cambodia to US$1 billion by 2030. It builds on growing bilateral relations that resulted in non-oil trade exceeding US$407 million in 2022, a growth of 33% compared to 2021.

In the first nine months of 2023, the UAE’s non-oil foreign trade with Cambodia exceeded US$300 million, comparable to the same period in 2022 and 30.5% more than 2021 figures.

One of the most promising economies in South-East Asia, Cambodia experienced 5.2% growth in 2022, building on an annual growth rate of 7.7% between 1998 and 2019. Through the deal, the UAE will benefit from new export opportunities in machinery, oils and lubricants, and cars and automotive parts, while key exports expected to benefit in Cambodia include grains, fruits, meats, processed foods, apparel, footwear and leather goods.

The deal is also expected to accelerate investment flows between the two countries in priority sectors, including logistics and infrastructure, travel and tourism projects and renewable energy. Bilateral FDI stood at US$3.8 million by the end of 2020, while at the end of H1 2022, total UAE investment flows into Cambodia reached almost US$3 million.

Dr. Thani bin Ahmed Al Zeyoudi, UAE Minister of State for Foreign Trade, said, “The implementation of our Comprehensive Economic Partnership Agreement with Cambodia marks another important step forward in our foreign trade agenda, fortifying bilateral relations with a robust and agile partner in the increasingly important ASEAN region.

“This deal lays the foundations for a future-facing partnership that creates new opportunities, drives investment in priority sectors and accelerates the global economic security. By strengthening East-West trade routes, we look forward to the deal unearthing the wealth of benefits borne from open, rules-based trade, a system in which our two nations share a common belief.”

Cham Nimul, Minister of Commerce of Cambodia, said, “The Cambodia-UAE CEPA is unique for both of us. It will enhance the relations and cooperation between the two countries and will reinforce the growing links between Arab world and ASEAN. The two regions are today amongst the most economically dynamic regions in the world. Therefore, there are potential growth to be explored. The UAE can be Cambodia’s base for the Arab market. Likewise, Cambodia can be the UAE’s base for the ASEAN region.”

She stressed that the CEPA between Cambodia and the UAE will serve as a great impetus for shared growth by fostering supply chains, enhancing trade flow, promoting bilateral investment, and giving rise to the economic synergy for inclusive, resilient and sustainable growth for both countries and beyond.

The Minister highlighted its alignment with Cambodia’s Pentagonal Strategy Phase I, specifically Pentagonal 2: economic diversification and enhancement of the competition.

The Comprehensive Economic Partnership Agreement is a vital component of the UAE’s foreign trade agenda, which seeks to establish stronger, more integrated trading relationships with the most dynamic markets worldwide.

The Indian Embassy in Cambodia on Wednesday lauded Archaeological Survey of India’s discovery of five exquisite sandstone sculptures during the removal of scattered stones and dismantling the superstructure of the Entrance Gopura. The Archaeological Survey of India (ASI), which is restoring Ta Prohm Temple in Cambodia, handed over five statues to the APSARA National Authority, Cambodia-based Agence Kampuchea Presse reported.

The Indian Embassy in Cambodia said that this collaboration showcases the unwavering commitment towards preserving the cultural heritage of two nations.

In a post on X, Indian Embassy in Cambodia stated, “@ASIGoI made an incredible discovery – 5 exquisite sandstone sculptures during the removal of scattered stones & dismantling the superstructure of the Entrance Gopura. This collaboration showcases the unwavering commitment towards preserving the rich cultural heritage of India, Cambodia.”

The Indian Embassy in Cambodia made the statement in response to the Cambodia Prime Minister’s Office post on X.

In a post on X, Cambodia Prime Minister’s Office stated, “The Archaeological Survey of India on Thursday handed over five statues found at the end of 2023 to the APSARA National Authority.”

Cambodia’s National Authority mentioned about the handover of statues in a news release issued on February 1. According to the release, the ASI found the statues during the removal of the stones at the south gate of Ta Prohm Temple.

Neth Simon, an archaeologist for the APSARA National Authority, said that the five statues include two statues of Buddha sheltered by a Naga, one Avalokitesvara, and two Buddha statues with a broken head and hands, Agence Kampuchea Presse reported. Citing technical analyis, Simon said that the statues do not belong to the structure of the south gate at the temple. (ANI)

Khuon Sudary creates history as Cambodia’s first female president

Parliament elected chairpersons and vice chairpersons of the 10 specialist commissions in the legislative body…reports Asian Lite News

Khuon Sudary was elected on Tuesday as the president of Cambodia’s National Assembly, or Parliament, for a new five-year term, becoming the first woman in the country’s history to hold this top post.

According to the state-run National Television of Cambodia (TVK),  Sudary, 70, is currently a member of the ruling Cambodian People’s Party (CPP)’s Standing Committee, and used to be the second vice-president of the National Assembly in the old term, report Xinhua news agency.

She was elected after the CPP won a landslide victory in the July 23 general election, winning 120 out of 125 seats in the National Assembly.

Some 123 lawmakers unanimously elected her as the president during a “package vote”.

They also voted for CPP lawmakers Cheam Yeap and Vong Sauth as the first vice president and the second vice president, respectively.
