Amid strained ties between India and Canada following the killing of Khalistani terrorist Hardeep Singh Nijjar, Canada’s intelligence agency chief David Vigneault made two secret visits to India in February and March this year, reported PTI. These visits aimed to inform Indian officials about the investigation into Nijjar’s death.
Vigneault shared information from Ottawa’s investigation, but Canadian authorities have not disclosed the specifics of these discussions. Canada has accused India of involvement in Nijjar’s killing, a claim India has strongly denied, demanding evidence from Canada.
“We can confirm that the Director of CSIS, David Vigneault, has travelled to India but we do not comment on the nature or substance of closed-door meetings,” a Canadian government official stated. He added that Canada has consistently provided India with all available information on the Nijjar case, as noted by Prime Minister Trudeau and Canada’s Minister for Public Safety.
Four Indian nationals – Amandeep Singh, Karanpreet Singh, Kamalpreet Singh, and Karan Brar – have been arrested by Canadian authorities for their alleged involvement in Nijjar’s killing, which is being investigated by the Royal Canadian Mounted Police (RCMP).
“Canada’s priorities from the start have been to ensure truth and accountability. This is in both our countries’ interest. Canada continues to underscore the importance of the ongoing, independent investigation led by the RCMP,” the Canadian official emphasized.

Reacting to Khalistani supporters putting up posters of Indira Gandhi’s assassination, Canadian Public Safety Minister Dominic Leblanc emphasised that promoting violence is never acceptable in the country.
In a post on X, Leblanc wrote, “This week, there were reports of imagery depicting the assassination of Indian Prime Minister Indira Gandhi in Vancouver. The promotion of violence is never acceptable in Canada.”
On Saturday, Indian-origin Canadian member of Parliament Chandra Arya also expressed similar concern over Khalistani supporters in Canada putting up posters of Indira Gandhi’s assassination.
Arya claimed that the Khalistani supporters are once again attempting to “instil fear of violence in ‘Hindu-Canadians'” by putting up posters of former Prime Minister Indira Gandhi’s assassination, showing bullet holes in her body with her Sikh bodyguards turned assassins holding guns.
The Canadian member of parliament, Arya, further recalled the similar float of threats that were spread a couple of years back.
“Khalistan supporters in Vancouver with posters, of Hindu Indian prime minister Indira Gandhi body with bullet holes with her bodyguards turned assassins holding their guns, are again attempting to instil fear of violence in Hindu-Canadians,” Arya said in a post shared on X.
“This is a continuation of threats with a similar float in Brampton couple of years back and few months back Pannu of Sikhs for Justice asking Hindus to go back to India. I again call on law enforcement agencies in Canada to take immediate action,” Arya added.
The Canadian member of parliament said that if this continues to remain unchallenged, it might lead to something real.
“With picture of guns readily being used to convey the message may lead to something real if this is left to continue unchallenged,” he said on X.
Adding to this, Arya emphasised that the prominence of Indira Gandhi’s bindi on her forehead was to make “doubly sure” that the intended targets were Hindu-Canadians.

Canada said on Monday it will issue visas to 5,000 Gazans, more than it originally pledged, and said it was “horrified” by an Israeli airstrike in Rafah that triggered a blaze causing 45 deaths.
The visas for Canadians’ relatives living in the enclave represent a five-fold increase from the 1,000 temporary resident visas allotted under a special program that Canada announced in December.
“While movement out of Gaza is not currently possible, the situation may change at any time. With this cap increase, we will be ready to help more people as the situation evolves,” Immigration Minister Marc Miller said.
A spokesperson for Miller said 448 Gazans had been issued a temporary visa, including 254 under a policy not related to the special visa program, and 41 have arrived in Canada so far.
An Israeli airstrike late on Sunday night triggered a fire in a tent camp in the southern Gaza city of Rafah, prompting an outcry from global leaders including from Canada.
“We are horrified by strikes that killed Palestinian civilians in Rafah,” Canada’s Foreign Minister Melanie Joly said in a statement, adding that Canada does not support an Israeli military operation in Rafah.
“This level of human suffering must come to an end. We demand an immediate ceasefire,” Joly said, echoing global leaders who urged the implementation of a World Court order to halt Israel’s assault.
Canada has repeatedly supported calls for a ceasefire in Gaza, including at the United Nations.
Israeli Prime Minister Benjamin Netanyahu said earlier that the strike in Rafah had not been intended to cause civilian casualties and that something had gone “tragically wrong.” Israel’s military, which is trying to eliminate Hamas in Gaza, said it was investigating.

A fresh Canadian government report says that students from India were more likely to live in unsuitable housing than their counterparts from other countries.
According to the report released by Statistics Canada using the most recent census data, international students were more likely to live in unsuitable housing in 2021 than Canadian-born students.
In the top 10 municipalities with the largest number of international students, 25 to 63 per cent of them were living in unsuitable housing, the report said.
By comparison, the rate of students living in unsuitable housing was 13 to 45 percentage points lower among Canadian-born students aged 18 to 24, the Canadian Press reported on Thursday.
One of the requirements for suitable housing was that adults should have their own bedroom if they are not part of a couple.
The report also found that country of origin accounted for most of the variations between municipalities in rates of housing suitability among international students.
“Notably, Indian students were more likely to live in unsuitable housing than students from other countries. In Brampton, Ontario, and Surrey, the municipalities with the largest proportions of Indian students, more than 60 per cent of international students were living in unsuitable housing,” the Canadian national news agency said citing the report.
Report says Canada exploiting Indian students for ‘cheap labour’
Canada has been a major destination for many Indian students for the past few years. Among the international students, those from India constituted the largest national cohort, comprising 37 per cent of the 579,075 permits issued until November 2023.
The surge in the number of Indian students studying in Canada has been substantial over the past five years, rising from 107,070 in 2018 to the current figures.
The Statistics Canada report comes amid reports of many Indian students in Canada’s Prince Edward Island facing deportation due to the recent changes in the province’s immigration rules.
Observers say that Indian students in Canada have been facing increased hostility and discrimination in recent days.
Studying in Canada used to be considered a rewarding experience for many Indian students in the past. However, this perception has changed as the Canadian federal and provincial provinces are creating an unsafe and hostile environment for international students in general, and Indian students in particular.
Prince Edward Island (PEI) in Canada is a case in point. The smallest province in the country has introduced a policy of reducing 25 per cent immigration permits, triggering protests by Indian students earlier this week.
As a result of this policy change, hundreds of Indian students have faced deportation. Also, the reduction of work permits has resulted in frustration and tension among Indian immigrants who arrived in PEI on temporary work permits. They argue they should be allowed to stay permanently.
However, India’s Ministry of External Affairs (MEA) has said that it was not aware of Indian students’ deportation from the Canadian province.
“A large number of students have gone to Canada to study. The figure is pretty significant. But we haven’t come across several students facing deportation… We do not have any updates on that. We are not aware. There may be one case here or one case there. But we don’t see any major problem as far as students in Canada are concerned,” MEA spokesperson Randhir Jaiswal said last week.
In 2023, a survey done by the Canadian Association of University Teachers also found that 40 per cent of Indian students in Canada reported discrimination.
The diplomatic tensions between both countries over the killing of Khalistani separatist Hardip Singh Nijjar in British Columbia’s Surrey have further exacerbated the issue.
Qualitative interviews with Sikhs in the UK, US, and Canada reveal the challenges of “forced” conversions faced by the community…reports Asian Lite News
Concerns over ‘forced’ conversions initiated by predatory Muslim males, who ‘groom’ Sikh ‘girls’ into converting to Islam against their will, have resurfaced in Europe, especially in Britain. This pattern first emerged in late 1980s and early 1990s and has been occurring since then, within the Sikh-Muslim social fabric in the West.
In Britain several cases have demonstrated how Muslim men are deliberately deceiving and tricking vulnerable Sikh females into Islam. While the “Kaur to Khan” project might sound sensational, it is a prominent source of anxiety within the Sikh diasporic community.
Empirical data generated by a series of qualitative interviews with Sikhs in the UK, US, and Canada, captures the challenges faced by the community by these “forced” conversions. Sikh elders have concerns over the preservation of community along with wider anxieties around interfaith marriage.
Muslim men have allegedly been disguising themselves as Sikhs as a way to lure in vulnerable girls from the Sikh community. Younger Muslims are known to target Sikh girls on university campuses across Britain; even going so far as to donning Sikh religious symbols like the Kara (a steel or cast iron bangle worn by male Sikhs) or and even drinking to fool the girls into thinking that he is Indian/Sikh. Once a relationship (often sexual) is established, it is purported that the Muslim man reveals his true identity and forces the Sikh girl to convert by blackmailing her with indecent pictures, thus leaving the girl at risk of “shaming” her family. In most cases the girl is then beaten up or taken to Pakistan to work as a prostitute; no one knows of her whereabouts. Although various modifications to this pattern have appeared, the threat of Muslim men luring and converting Sikh women is well established.
The disguise, the phases of entrapment and the ‘grooming’ process combine to construct the specific agenda in practice by Muslims in their ‘mission’ to convert Sikh ‘girls.
According to Marie Macey, of the University of Bradford, “In recent years, the organisation of religious and political extremism has taken place both on and off educational premises. This presentation of political ideology under the guise of religious orthodoxy attempts to recruit and mobilise young men to become perpetrators of violence. For example, leaflets circulated in Bradford exhorting young Muslim men to rape Sikh women and murder homosexuals are traceable to extremist Islamic organisations operating across the UK,…” (Class, Gender and Religious Influences on Changing Patterns of Pakistani Muslim Male Violence in Bradford, 1999).
In some instances the Sikh girls are not just converted but also radicalised to such an extent that they become willing participants in radical Islamic movements. In 2018 the case of 18-year-old British-Sikh girl Sandeep Samra, who converted to Islam and tried to travel to Syria and join the Islamic State terror network made headlines.
In fear the Sikh communities in Britain have resorted to awareness campaigns about Muslim men threatening the future of Sikh communities by exerting control over Sikh women. These include disseminating “warning” leaflets to the Sikh community, awareness talks and film screenings on university campuses and at gurdwaras and television documentaries of Sikh victims telling their stories.
NRI Sikhs and nd members of the Sikh Council of UK, an organisation involved in religious, social and cultural matters related to Sikhism, have from time to time brought to the notice of the Akal Takht has taken a serious view of reports of Sikh girls falling victim to ‘love jihad’ an act that involves ‘charming’ Pakistani youths attempting to impress, marry and convert non-Muslim girls to Islam. The reports also referred to these girls being exploited in various ways by their husbands and in-laws. Some of these girls were later dumped by their husbands in Pakistan, where the in-laws have been using them as domestic help. “The Sikh Council has rescued some of the victims (girls) and brought them back to their parents,” the Akal Takht Jathedar Giani Gurbachan Singh said. When asked how many such cases existed in the UK or England, he replied, “There could be hundreds.”
Recently on 22 February, 2024 a Sikh woman of Indian origin from Germany married a Pakistani man. After exchanging vows with Ali Arsalan, Jaspreet Kaur was converted to Islam and is now known as Zainab,as confirmed by the certificate of acceptance of Islam issued by the Jamia Hanafia, Sialkot. Incidentally over 2,000 non-Muslims have ‘embraced’ Islam at Sialkot’s Jamia Hanafia.
In the UK, Islamic Supremacist groups such as Al-Majiroun are known to engage in aggressive proselytising activities and have been accused of spreading leaflets in universities urging Muslim students to target Sikh girls for ‘conversion.’
Among Muslims and Sikhs in Britain today there are several areas of contestation that have the potential to turn into serious conflict.
Muslim population of the UK is several times larger than the Sikh population. Further some localities, such as Southall, Slough, West Bromwich, Handsworth, and Hillingdon, traditionally associated with the Sikh community, have experienced an increase in Muslim settlement. This rapid demographic change has led to intense competition over resources such as housing, education, social services and social security.
Lately Muslim and Sikh youth have been engaged in serious acts of violence in a number of cities/localities across UK and Europe. This mobilisation has been conducted over allegations of ‘forced conversions’ of Sikh girls by Muslim boys.
In the latest manifestation of the hate between the Sikh and Muslim communities in the West, an online conflict is underway between Sikhs and Muslims in Europe. The matter started some weeks ago, when a Sikh posted hateful comments about Muslims over video platform TikTok from the US or UK. The video was responded to by attacks on Sikhs by Muslim uploaders of Pakistani origin. Pakistani TikToker ‘Hassan Gondal Dogar’ based in Berlin, Germany has particularly been very vocal in criticising Sikh, with negative references about the Khalistan and about Sikh girls. Reacting to Gondal’s provocative remarks, Sikh TikToker by account name Mannaphagwara @manna_phagwara, hailing from Phagwara in Punjab and currently residing in Savigliano, Cuneo, Italy, has committed to travel to Berlin and see face to face with Gondal. Apparently now Sikh youth from different parts of Europe, including Italy, Spain, France, Belgium, Netherlands etc. are planning to travel to Berlin for the Gondal – Mannaphagwara face off.
It is evident that in some localities in Europe there are serious underlying tensions between some segments of the Muslim and Sikh communities, especially the youth. This contestation between Sikh and Muslims over resources and especially over conversion is increasingly leading to racialisation of the diasporic communities. There is already some resentment in the public sphere among Sikh groups that public sector resources are being disproportionately allocated to deal with Muslim issues because of the Islamic radicalisation security threat, at the expense and marginalisation of other communities.
It is troublesome that in Britain and in the wider West today, religion is recognised as the core marker of minority identity for Sikhs and Muslims. Since the late 1990s there has been a distinct shift from ‘ethnic’ to ‘religious identification as either Sikh or Muslim. This fact is supported by research which has identified the centrality of religious institutions, especially places of worship, in the daily lives of minority communities. Given that the profile of both Muslim and Sikh communities in the West is very young, their radicalisation should be a matter of concern for the governments.

The season’s first major wildfires have spread to roughly 10,000 hectares across Western Canada on Sunday as authorities issued an evacuation order for a community in British Columbia and warned of poor air quality across provinces.
In British Columbia, thousands of residents in Northern Rockies Regional Municipality and Fort Nelson First Nations were evacuated as the nearby blaze nearly doubled to 4,136 hectares.
Northern Rockies Regional Municipality Mayor Rob Fraser in a TV interview said most of the 3,500 residents in and around Fort Nelson had been evacuated.
Fort Nelson First Nation, seven kilometers from the town, also issued an evacuation order for Fontas, an Indigenous community.
Across the border in Alberta, residents of Fort McMurray, an oil hub which suffered extensive damage from wildfires in 2016, were asked to prepare to leave.
However, by the end of the day, favorable weather helped by a shower forecast tamed fire growth at Fort McMurray. Authorities said they expected fire activity to remain low with more showers expected on Monday.
Alberta continued to stress the two wildfires were extreme and out of control and recorded 43 active fires, including one located 16km southwest of Fort McMurray. By Sunday, authorities revised the area affected by fire to 6,579 hectares, much larger than what was reported on Friday.
Fraser said the fire was started by a tree blown down by strong winds falling onto a power line.
Six crews of wildland firefighters, 13 helicopters and airtankers were taming the fire on Sunday, said Alberta authorities.
Evacuation alerts were in place for Fort McMurray, Saprae Creek Estates and expanded to Gregoire Lake Estates and Rickards Landing Industrial Park.
Although there is no immediate risk to these communities, the alert ensures residents are prepared to evacuate if conditions change.
Smoke in Fort McMurray on Saturday was coming from fires in northern British Columbia, Alberta said.
Environment Canada issued a special air quality statement that extends from British Columbia to Ontario on Sunday.

Canadian Prime Minister Justin Trudeau has said China tried to meddle in the election process in his country twice –2019 and 2021, but asserted that it was fair.
The elections were decided by Candians, Trudeau said on Wednesday in his testimony before a commission probing alleged foreign interference in the polls.
The commission was set up last year after media reports about China’s interference in the polls.
However, the Chinese Embassy in Canada denied any interference in Canadian affairs.
The commission is set to complete its initial report by May 3 and final report by 2024 end, The Guardian reported.
Earlier, India was accused of meddling in the polls and later the allegation was ruled out by Canada.
Canadian Security Intelligence Service (CSIS) on Monday said that China has “clandestinely and deceptively” interfered in the Canadian elections.
“We know that the Peoples’ Republic of China (PRC) clandestinely and deceptively interfered in both the 2019 and 2021 elections,” CSIS said during a briefing to the commission.
Trudeau’s Liberal Party had won both the elections.
The Conservatives lead campaigner, during the 2021 election, Erin O’Toole, estimated Chinese “interference” cost his party up to nine seats.

Canadian Minister of Foreign Affairs Melanie Joly has said that Canada is imposing additional import restrictions on Russian diamonds.
This ban further builds on Canada’s December 2023 import restrictions on diamonds and diamond-jewellery-related products from Russia by targeting indirect imports of Russian diamonds weighing 1 carat and above, Joly said on Friday in a statement.
It is consistent with the commitments made in February, May and December 2023 by the G7 leaders to reduce the revenues from the export of non-industrial diamonds from Russia, she added as quoted by Xinhua news agency report.
According to the statement, Russia is the world’s largest rough diamond producer and also a significant global exporter of diamonds and diamond products.
The value of Russia’s total exports exceeded nearly 5.2 billion Canadian dollars ($3.8 billion) in 2022.
Together, G7 countries represent 70 per cent of the world diamond market, the statement added.

Canada will provide Ukraine with 169 million Canadian dollars (CAD) (about $130 million) for several reconstruction and development programmes, media reported on Sunday.

Canada will allocate CAD 75 million (equivalent to more than $57 million) for peace and security assistance, which includes demining, cyber support and intelligence assistance, Ukrinform news agency reported.
Another CAD 15 million (equivalent to $11.5 million) will be allocated to support the completion of the National Museum of the Holodomor-Genocide in Kiev.
Canada also announced the allocation of funding to the following: $17 million for humanitarian assistance, $30 million for development assistance, almost $14 million for stabilisation assistance, including chemical weapons reduction and countering information warfare, and $15 million for various stabilisation efforts, to support projects ranging from demining, to reducing threats from nuclear or radiological materials and chemical weapons, to countering disinformation, Ukrinform news agency reported

Twenty-three lakh Indian diaspora are reinforcing New Delhi-Ottawa relations and contributing to the development of both nations, Minister of State (Independent Charge) for Science and Technology Jitendra Singh said as he met a high-level delegation on Wednesday.
Singh told Scott Moe, Premier of Saskatchewan province who was leading the delegation, that the presence of the Indian diaspora in the Canadian Parliament and the cabinet is a testimony of longstanding relations between the two countries.
Acknowledging the positive contributions made by the Indian community, the minister said they act as a bridge between the two nations as Canada is one of the most favoured destinations for Indian students for higher education.
Singh also mentioned PM Narendra Modi’s invitation to India’s diaspora to do research in India’s premier institutions and contribute to its progress under the VAIBHAV fellowship programme.
Cooperation and collaboration in areas like Electric Vehicles, Cyber Physical System, Quantum Technologies, Future Manufacturing, Green Hydrogen Fuel, Deep Ocean Mining etc were also discussed, a Ministry of Science & technology release stated.
He told the delegation that under Prime Minister Narendra Modi’s leadership, India established the ‘Anusandhan’ National Research Foundation.
The foundation prioritises research in areas of technology and science to foster and revitalise the innovation ecosystem with around 60-70 per cent participation of the private sector.
He also emphasised that the government is keen on opening arms to welcome non-governmental organisations to contribute to technology development and support them.
The meeting comes as India is keen to develop research collaborations with Canadian R&D institutions and technology collaborations with Canadian industries.
Speaking of Canada and India relations, Moe said it has made great strides in recent years and has become truly multidimensional, spurred by a significant convergence of interests, mutual goodwill, and exchanges.
He said the relationship has grown between India and Saskatchewan, especially after opening their office in Delhi, and strengthens their resolve to work with India and achieve collective growth.
After arriving in New Delhi on Tuesday, Moe met External Affairs Minister S Jaishankar who praised the Indians in Canada for serving as a bridge between the two nations.
“Appreciate @PremierScottMoe’s strong support for our partnership and looking forward to deepening our cooperation,” Jaishankar said as he also shared a picture of the two leaders shaking hands.
“An important supplier of potash, lentils, and uranium. Saskatchewan’s Indian-origin community has truly been a bridge between us,” he added.
Saskatchewan is home to 15,660 Indians, according to the 2021 census, and from 2016 to 2021, immigrants from India made up 18.4 per cent of total immigrants moving into the province.
The province’s exports to India stand at more than $1 billion and roughly make up a third of Canada’s total exports to the country. In addition, the province also has a trade and investment office in New Delhi.
