    Italy bans ChatGPT citing data breach

    Italy’s privacy watchdog said a data breach was reported affecting ChatGPT users’ conversations and information on payments by subscribers to the service

    Authorities in Italy have blocked chatbot ChatGPT with immediate effect in the country.

    With this, Italy becomes the first European country to block the advanced Artificial Intelligence software, which is capable of emulating and elaborate human conversations among other actions. Italian data protection authority on Friday (local time) has said that it is blocking the Microsoft backed chatbot developed by US start up OpenAI and will investigate whether it complied with the country’s General Data Protection Regulation.

    A data breach affecting ChatGPT users’ conversations and information on payments by subscribers to the service had been reported on March 20, the Italian watchdog said.

    Several countries like China, Russia, Iran and North Korea have blocked ChatGPT, which came into existence in November 2022.

    The Italian Data Protection Authority (Garante per la protezione dei dati personali) said it has opened an investigation against ChatGPT and the US Company OpenAI.

    “No way for ChatGPT to continue processing data in breach of privacy laws. The Italian SA imposed an immediate temporary limitation on the processing of Italian users’ data by OpenAI, the US-based company developing and managing the platform. An inquiry into the facts of the case was initiated as well,” the Authority stated as per a release on its website.

    The authority said that it noted the lack of information to users and all interested parties whose data is collected by OpenAI, but above all the absence of a legal basis that justifies the mass collection and storage of personal data, for the purpose of “train” the algorithms underlying the operation of the platform.

    The Italian SA emphasizes in its order that the lack of whatever age verification mechanism exposes children to receiving responses that are absolutely inappropriate to their age and awareness, even though the service is allegedly addressed to users aged above 13 according to OpenAI’s terms of service.

    OpenAI is not established in the EU, however, it has designated a representative in the European Economic Area.

    The Italian data protection authority said that OpenAI has to notigy within 20 days of the measures implemented to comply with the order, otherwise, a fine of up to EUR 20 million or 4 per cent of the total worldwide annual turnover may be imposed.

    In its order, the Italian SA highlights that no information is provided to users and data subjects whose data are collected by Open AI; more importantly, there appears to be no legal basis underpinning the massive collection and processing of personal data in order to ‘train’ the algorithms on which the platform relies.

    As confirmed by the tests carried out so far, the information made available by ChatGPT does not always match factual circumstances, so inaccurate personal data are processed, the Data Protection Authority of Italy said. (ANI)

    Italian Prime Minister Giorgia Meloni on Thursday said that India as president of G20 may play a central role in facilitating the negotiation process for cessation of hostilities for “just peace” in Ukraine.

    Addressing a joint press conference with Prime Minister Narendra Modi, Meloni added that Italy aimed to strengthen its partnership with India on defence and energy security, as well as cybersecurity and other areas. She added that PM Modi is among the “most loved leaders around the world.” The visiting Italian leader held talks on bilateral, regional and global issues with Prime Minister Modi at Hyderabad House in the national capital today.

    “We hope that India having a G20 presidency can play a central role in facilitating a negotiating process for the cessation of hostilities (in Ukraine). Keeping the multilateral community together is important and we hope the Indian presidency can do it even more,” the Italian PM said.

    “PM Modi knows he can rely on us, on our cooperation for the G20 summit, to further enhance our relationship. I believe there is a lot we can do together,” Meloni said.

    PM Meloni said Italy wants to further boost this relation and “this is the reason why we have decided to turn our partnership into a strategic partnership because we have very solid relationship.”

    The Italian Prime Minister said that India can very well represent in terms of even of leadership, represent the requirements of the countries of the Global South.

    “And we definitely do want to give a helping hand along this process to India. Prime Minister Modi knows very well Italy’s position, which is giving full support to the territorial integrity of Ukraine,” she said.

    “And I think that in the previous ballot G 20 summit, it has been important to hold the multilateral community united. And we hope that the Indian presidency can do even more on this and further confirm our friendship,” she added.

    The Italian PM also lauded PM Modi for having the highest approval ratings in the world and said that he had proven to be the major leader of the world.

    “I am not sure if this will lead me to the approval rating that Prime Minister Modi has reached. I think he’s the most loved one of all around the world. But, I mean, this has really proven that he has been a major leader,” Meloni said.

    Referring to the trade ties with India, the Italian PM said it has touched a record figure of almost Euro 15 billion. She further stated that her government is planning to project intense activism in the Mediterranean sea, which is connected to the Indo-Pacific.

    Emphasising the similarities between India and Italy, Meloni said, “We have many similarities. We are two peninsulas, we are 2000 old traditions, relatively younger states, and regions which have hard fought for their independence, for their freedom. So I think that there are many elements which bring us close to each other for the preservation of identity, which is one of the basic conditions to preserve the rights of one loan people. So there’s a lot to be working on together, starting from some sectors where we want to enhance our cooperation.”

    She stated that India has set up major objectives in the work in terms of energy coming from renewables. “We are working on very important projects which are connecting our two respective countries on this. Technology and then emerging technologies, cybersecurity space, are all strategic issues, sectors in which we want to work together. And I think that much more can be done.

    “As the Prime Minister was saying, we have decided to adhere to the Interpacific Oceans Initiative. And we have done so because we firmly believe that in an international scenario, which has to be based on rules, respect for sovereignty and territorial integrity, it is very important to guarantee stability and the vision of the Indo-Pacific which is open and respectful of the rules of sovereignty and integrity of the nations,” the Italian PM added.

    Meloni was this morning welcomed by Prime Minister Modi at the forecourt of the Rashtrapati Bhavan and was accorded a tri-services guard of honour.

    “Today, we’re announcing the establishment of a ‘Start Up Bridge’ between India and Italy. We welcome this. There is one more sector wherein both the countries are beginning a new chapter, that is – defence cooperation,” PM Modi said after meeting with his Italian counterpart.

    PM Modi also said that India and Italy are walking shoulder-to-shoulder and he held a detailed discussion with his Italian counterpart to further strengthen this cooperation.

    “India has made it clear from the beginning that Ukraine dispute can be resolved through dialogue & diplomacy. We welcome Italy’s active participation in the Indo-Pacific region. It is a matter of happiness that Italy has decided to join the Indo-Pacific Oceans Initiative,” PM Modi said.

    PM Modi also highlighted the fact that India and Italy were marking the establishment of 75 years of their bilateral relationship.

    “India will further strengthen its relationship with Italy in the fields of renewable energy, hydrogen, IT, telecom, semiconductors and space,” PM Modi said in the joint press conference.

    PM Modi also congratulated Meloni for becoming the first woman and youngest PM of Italy in last year’s elections.

    Making her first visit to India, since she assumed office, Meloni paid her respects to Mahatma Gandhi by offering floral tributes at his memorial, Rajghat.

    The Italian Prime Minister is the Chief Guest and Keynote Speaker at the eighth editon of the Raisina Dialogue 2023.

    Meloni is being accompanied by Deputy Prime Minister and Foreign Minister Antonio Tajani and a high-powered business delegation. (ANI)

    Prime Minister of Italy Giorgia Meloni and Prime Minister Narendra Modi held bilateral talks on Thursday and decided to elevate the India-Italy partnership to the level of strategic partnership.

    The meeting between Italian PM Meloni, who is on her first state visit to India, and PM Modi took place on Thursday on the sidelines of the G20. Indian Foreign Secretary Vinay Kwatra addressed a media briefing and informed about the key points discussed between the two leaders.

    Both leaders decided to elevate India Italy partnership to the level of strategic partnership.

    The Italian PM’s visit to India is a matter of strategic choice to the Italian PM. She decided to undertake the first bilateral visit in Asia to India showing that it is her strategic choice and not just a routine bilateral visit, the Indian Foreign Secretary, Vinay Kwatra said.

    Prime Minister appreciated the leadership of PM Modi on regional and global matters. When it comes to concerns, interests and priorities of the global south, he added.

    The discussion covered the entire gamut of bilateral, regional and global cooperation.

    Both leaders held a warm, cordial, friendly frank atmosphere. A strong bond of friendship was visible clearly.

    Five areas of importance were discussed:

    First, Defence cooperation was discussed. A Memorandum of understanding on Defence cooperation has been concluded.

    “With the legacy issues behind us, the door is now open for industries to co-operate more strongly, particularly in the field of manufacturing, co-production, co-design, co-innovation, Kwatra added.

    Secondly, the expansion of military exercises and deepened to all levels of armed forces was discussed. Thirdly, Maritime cooperation and the fourth area discusses was a need for deepened cooperation in the field of space, cyber and sea as three strategic sectors in cooperation.

    “Work will now begin between the 2 sides to identify specific areas of partnership and their sub-sectors,” Kwatra added.

    Another element discussed was HADR, Humanitarian Assistance and Disaster Relief and a need for joint exercises, to better prepare both nations to face any such problem worldwide.

    7. Broader segment of economic cooperation was discussed. The focus was on Trade; bilateral trade volumes between India and Italy are at an all-time high. Last year it was 15 billion dollars. The second concern was growing investment. PM Narendra Modi underlined the opportunities for Italian industry in the Indian economic ecosystem. Thirdly, the Cluster of design, innovation and manufacturing was also discussed. Fourthly, cooperation supply chain resilience was also one of the important parts of the broader segment of economic cooperation that was discussed among the two leaders. The fifth point discussed among the roader segment of economic cooperation involved the two economies in skill sets and industrial needs of the Italian economy.

    8. Both sides agreed to progress on the migration and mobility partnership agreement. A declaration of intent was signed.

    Vinay Kwatra informed in the press briefing that culture and people-to-people connectivity was also one of the main points discussed in the meeting.

    “Italian PM described both nations and cultural superpowers and both agreed to strengthen partnership in higher education, exchange of students and cultural exchange,” Indian Foreign Secretary Vinay Kwatra informed.

    The tenth and final point of discussion was regional and global issues. Italian Prime Minister Giorgia Meloni expressed her wholehearted full support for India’s G20 Presidency. And she also showed deep understanding and appreciation of India’s position on the Russia-Ukraine conflict.

    The MEA briefing informed that both leaders shared concern about the impact of Russia Ukraine conflict and its impact on the global economic situation.

    Both nations agreed to cooperate deeply in the Indo-Pacific. Prime Minister Narendra Modi welcomed Italy to join the Indo-Pacific Oceans Initiative (IPOI).

    The Indo pacific oceans initiative was launched by PM Modi a few years ago.

    Italian Prime Minister Giorgia Meloni is on her first state visit to India and she is accompanied by Deputy Prime Minister and Foreign Minister Antonio Tajani and high power business delegation.

    Notably, this is the first bilateral VVIP visit from Italy to India after a gap of 5 years. Prime Minister

    Modi and The Italian Prime Minister Giorgia Meloni had extensive and productive discussions on the sidelines of the G20 summit in Bali in Indonesia in November last year.

    PM of Italy arrived in India earlier on Thursday morning. She was accorded a ceremonial welcome at the four court at the Rashtrapati Bhavan. She has just concluded her official talks with the pm. Both in restricted format and also in the delegation level format. She also paid her tributes to Mahatma Gandhi at the Rajghat. And then PM Modi hosted the Italian Prime Minister at the Hyderabad house in New Delhi.

    Later in the day, Italian Prime Minister Giorgia Meloni will also call on President Droupadi Murmi, Vinay Kwatra informed. She will also participate in the 8th Raisina dialogue as the chief guest and the keynote speaker alongside pm later this evening.

    Moreover, Vinay Kwatra informed that a CEO round table is going to be held between the business delegations which will be co-chaired by the Indian Commerce Minister of India Piyush Goyal and the Italian Minister. (ANI)

    Purchasing power in Italy fell by 54 per cent over the last year, as high inflation, reduced trade and slower economic growth caused in part by the Russia-Ukraine crisis took their toll on the daily life of Italians, according to a new report published by Italian think-tank Nomisma.

    The report, titled Changing World Observatory, did not cover data from any other European countries. Purchasing power is the measure of a country’s wealth relative to what one unit of currency can buy in that country. A reduction in purchasing power means residents must pay more for the same amount of goods and services.

    The new data exemplifies how the Russia-Ukraine conflict has dealt a new blow to the Italian economy, which were recovering from the economic slowdown caused by the Covid-19 pandemic. Energy prices have been rising, slowing industrial and agricultural production, impacting trade, and resulting in slower economic growth.

    On the good side, Italy’s economy grew 3.9 per cent last year, with most of the growth coming from the first half of the year, according to preliminary data from Italy’s National Institute of Statistics (ISTAT).

    However, this growth was overshadowed by an 8.1 per cent increase on average in the prices of goods and services during the same period, the report said. Including January (the most recent month for which data is available), prices increased by double digits year-on-year for each of the last four months.

    Nomisma’s report also found that 26 per cent of Italians feared not having enough income to last for a whole month, and the ability to save money for the future had decreased for 54 per cent of Italians in 2022.

    On the whole, around one Italian in seven, some 14 per cent, said they earned less than they required to make ends meet, and a quarter of those surveyed said they spent all their money on essential purchases.

    Nomisma’s findings are based on a comprehensive survey conducted among a representative group of Italians aged between 18 and 65.

    Though Italy is below average in terms of per capita gross domestic product for the eurozone, it has traditionally been in the top tier in terms of purchasing power since goods and services in the country are generally less expensive than in other eurozone states.

    Economic growth in Italy was stronger than expected last year, at 3.9 per cent, according to official data released on Tuesday.

    However, the Italian economy contracted in the fourth quarter of 2022, making it likely that it will enter into a technical recession this year.

    The data from Italy’s National Statistics Institute (ISTAT) provides the first full-year picture of the country’s economic performance last year, a period blighted by high inflation, energy shortages, and trade problems sparked by the war between Russia and Ukraine.

    Although the 3.9-per cent growth rate for the full year beats the forecast in the Italian government’s 2022-23 economic blueprint, the 0.1 per cent contraction in the fourth quarter of 2022 broke a trend of seven consecutive quarters of positive economic growth, ISTAT said.

    This means that if the economy shrinks again this quarter, as widely anticipated, Italy will enter into a recession, which is defined by back-to-back quarters of negative growth.

    However, despite the contraction over the last three months of the year, Italy’s economy was still 1.7 per cent larger than during the same period a year earlier.

    Italian Ambassador to India, Vincenzo De Luca on Thursday said that Rome will contribute to the success of India’s G-20 Presidency which started on December 1, 2022.

    “This year, we will contribute to the success of India’s G-20 presidency and will celebrate the 75th anniversary of the diplomatic relationship between India & Italy with various events,” said Luca. Elaborating Italy’s participation, he said, “We have a very rich programme of culture, scientific, technological events in India, not only in Delhi but all-over India – Mumbai, Bengaluru, Kolkata – promoting dialogue, exchange of artists, stylists etc.”

    The Italian envoy also highlighted India’s important role in the positive conclusion of G20 in Bali where Prime Minister Narendra Modi’s advice “this is not an era of war” to Russian President Vladimir Putin found an echo across the world.

    PM Modi’s “today’s era isn’t of war” message to Russian President Putin in the backdrop of the Ukraine-Russia conflict became part of the outcome statement of the G20 joint declaration at Bali in Indonesia.

    “India already played a very important role in the positive conclusion of G20 in Bali, paving the way for the success of G20 Indian Presidency of 2023.,” said Luca.

    He also said that India and Italy have been working in many sectors together since Rome’s G20 Presidency in 2021.

    “We will contribute, as we had our Presidency in 2021 in Rome and we launched some of the programmes that India supports like the fight against the pandemic, global health, climate change and inclusive finance and many other sectors where we work together with the Indian Government,” added Luca.

    He also addressed ‘Italy in India 2023: A presentation of yearly program of event & initiatives’ in Delhi.

    Meanwhile, many G20 delegates visited the Janaushadhi Kendra at Venpalavattom, Thiruvananthapuram and lauded PM Modi’s initiative to provide quality & affordable medicines to people.

    “The G20 delegates visited the Janaushadhi Kendra at Venpalavattom, Thiruvananthapuram. They lauded the efforts of PM @NarendraModiJi’s Govt to provide quality & affordable medicines to people through more than 9,000 Janaushadhi Kendras across the country,” tweeted Minister of Health and Family Welfare, Dr Mansukh Mandaviya.

    Petrol and diesel prices in Italy have surged dramatically after a discount on fuel-related excise duties expired.

    According to data from the Ministry of Environment and Energy Security, national average prices were 1.64 euros per liter for gasoline and 1.71 euros for diesel at self-service pumps during the week ending December 31, 2022.

    As tax discount expired, prices were 1.80 euros for gasoline and 1.87 euros for diesel respectively at self-service pumps, local media reported on Tuesday.

    These correspond to increases of 9.8 per cent for petrol and 9.4 per cent for diesel over the span of just a few days.

    In the first days of 2023, national prices for full-service petrol stood at 1.95 euros per liter and 2.02 euros for diesel, local media reported.

    The increase was due largely to the expiration of the discount on fuel excise tax, which was put in place in March 2022 to help combat a surge in fuel prices.

    The discount initially expired on December 1 and was extended at a lower rate until the end of 2022, when it expired entirely.

    Italian Prime Minister Giorgia Meloni on Tuesday reaffirmed the Italian government’s “full support” for Ukraine in the political, military, economic, and humanitarian fields as the ongoing war in Ukraine has caused widespread devastation.

    Meloni extended support to the war-stricken country following a phone call with Zelenskyy and pledged support for Kyiv and reiterated its commitment to achieving a “just peace” for Ukraine.

    “[Prime Minister] Meloni renewed the Italian government’s full support for Kyiv in the political, military, economic and humanitarian fields, to repair energy infrastructure and [to work] for the future reconstruction of Ukraine,” said an official statement.

    Following the call, Zelenskyy thanked Meloni via social media for her “solidarity and comprehensive support” and said Italy was considering providing Kyiv with air defense systems.

    “Thanked @GiorgiaMeloni for solidarity and comprehensive support for. Commended government’s allocation of additional EUR10 million in aid. Mrs. Meloni informed that the issue of providing air defense systems to protect skies is being considered. We discussed #PeaceFormula,” Zelenskyy tweeted.

    Earlier on Monday, in a telephone conversation with Ukrainian President Volodymyr Zelenskyy, Prime Minister Narendra Modi on Monday exchanged views about the ongoing conflict in Ukraine. PM Modi strongly reiterated his call for an immediate cessation of hostilities, saying that both sides should revert to dialogue and diplomacy to find a lasting solution to their differences, read Prime Minister’s Office press release.

    He also conveyed India’s support for any peace efforts and assured India’s commitment to continue providing humanitarian assistance for the affected civilian population, added the release.

    Zelenskyy, in a phone call to Prime Minister Narendra Modi on Monday, sought India’s help in the implementation of a peace formula with Russia.

    “I had a phone call with PM Modi & wished a successful G20 presidency. It was on this platform that I announced the peace formula and now I count on India’s participation in its implementation. I also thanked for humanitarian aid and support in the UN,” tweeted the Ukrainian President.

    Meanwhile, the President of Ukraine conveyed his best wishes for India’s Presidency of the G20.

    LaMMA first began reporting in July that this year was on track to be the hottest on record. In October, it said that temperatures in northern and central Italy were 3.2 degrees Celsius higher than normal.

    Meanwhile, the organization reported temperatures of 5 to 7 degrees Celsius higher than average in late December across most of southern and central Europe, including Italy.

    This year has been a difficult one in Italy, with a long summer drought reducing water levels by three-quarters in most of Italy’s main rivers, and slashing agricultural production by a third. The scorching temperatures resulted in hundreds of deaths.
