    Winds of change most apparent in Indo-Pacific: Jaishankar

    The winds of change are most apparent in the Indo-Pacific and the region is witnessing both multipolarity and rebalancing, External Affairs Minister S Jaishankar said on Friday.

    In his opening remarks as the Chair of the Second Atal Bihari Vajpayee Memorial Lecture organised by the Ministry of External Affairs, EAM Jaishankar said orthodox politics including territorial differences are in sharper play, side-by-side with currencies of power like connectivity and technology.

    “Where Indians and indeed the rest of the world is concerned, the leadership that Prime Minister Vajpayee provided needs little reminder,” he stated.

    He noted that the objective of the Memorial Lecture, however, is to focus on his particular contributions to foreign policy that he made over many decades – as a parliamentarian, as a Foreign Minister and of course, as Prime Minister.

    Recalling that there is much that can be related in terms of specific policies and particular events in that regard, he said, “but we are to look at the essence of his approach to international relations, it is evident that this focuses on responding effectively to global changes”.

    “Not surprisingly, that is exactly what he sought to do in respect of key relationships and issues. And this is important to recognize and appreciate because foreign policy debates often tend to become dogmatic and cliché ridden,” the EAM added.

    “Where the United States was concerned, Prime Minister Vajpayee introduced policy corrections that reflected the end of the Cold War and the new global balance. At the same time, he kept India’s course steady vis-à-vis Russia despite the turbulence of that era,” he informed.

    “With China, whether as Foreign Minister or as Prime Minister, he sought a modus vivendi that was based as much on mutual respect as on mutual interest. With Pakistan, he strenuously tried to dissuade them from their path of sponsoring cross-border terrorism,” the Minister mentioned.

    “All this, of course, was underpinned by his belief that India must develop deeper strengths at home. This found expression in the exercise of the nuclear option as it did in the economic modernization that he presided over,” he argued.

    Stating that the winds of change are most apparent in the Indo-Pacific, Jaishankar said, it is there that the diplomatic creativity which Prime Minister Vajpayee inspires should be most strongly applied.

    “We are looking at a complex set of transformations that are simultaneously underway. The Indo-Pacific is witnessing both multipolarity and rebalancing. It is seeing great power competition as well as ‘middle power plus’ activities,” he observed.

    Jaishankar held that orthodox politics including territorial differences are in sharper play, side-by-side with currencies of power like connectivity and technology.

    In fact, no other landscape illustrates better the widening of our definition of national security, he reasoned.

    The External Affairs Minister said that given these trends, it is understandable that we have chosen Michael Fullilove, the Executive Director of the Lowy Institute, to deliver the Memorial Lecture this year.

    A very distinguished scholar of international relations, Fullilove has held the responsibility of Executive Director for the last decade.

    “Indeed, given the times that we live in, there are few better equipped to address the trends and challenges unfolding than Dr Fullilove,” Jaishankar said.

    “Issues like the need for strategic imagination or the tension between economics and politics of the day are right up his street. That makes him just the appropriate choice to also address the debate on the emergence and consolidation of the Quad,” he held.

    “For Indians, I should add that hearing and appreciating an Australian viewpoint is more necessary than ever before. The intellectual world cannot lag behind the policy one,” the External Affairs Minister further said.

    External Affairs Minister S Jaishankar on Saturday met Crown Prince of Abu Dhabi Mohammed bin Zayed Al Nahyan and Foreign Minister Sheikh Abdullah bin Zayed and expressed confidence that close partnership between India and UAE will scale new heights in the years to come.

    Jaishankar is in Abu Dhabi to attend the 5th Indian Ocean Conference being held on December 4-5. Taking to twitter, Jaishankar posted separate tweets about his meeting with Crown Prince Al Nahyan and UAE’s Foreign Minister, Sheikh Abudullah bin Zayed.

    “Thank HH@MohamedBinZayed for receiving me today. Conveyed the greetings of Prime Minister@narendramodi on the Golden Jubilee of UAE,” Jaishankar tweeted.

    “Confident that our close partnership will scale new heights in the years to come,” he said.

    EAM Jaishankar had a warm meeting with his UAE counterpart and noted the steady progress in India-UAE bilateral cooperation.

    “A warm meeting with UAE FM @ABZayed in Abu Dhabi. Noted the steady progress in our bilateral cooperation. As always, his insights on global and regional developments were of great value,” he stated in the tweet.

    Jaishankar’s meeting with UAE’s top leadership comes ahead of the third round of the India-UAE Comprehensive Economic Partnership Agreement (CEPA) negotiations that are scheduled to be held in New Delhi from Monday, with both sides keen to conclude the negotiations.

    In September, India’s Minister of Commerce and Industry, Piyush Goyal and Thani bin Ahmed Al Zeyoudi, UAE’s Minister of State for Foreign Trade formally launched negotiations on the India-UEA CEPA.

    According to India-UAE Joint Press on the launch of negotiations, the high-level delegation had travelled to New Delhi to hold talks aimed at improving bilateral economic relations, including expanding the existing trade and investment relationship.

    External Affairs Minister S Jaishankar on Sunday called on Abu Dhabi Crown Prince and Deputy Supreme Commander of the UAE Armed Forces Mohamed Bin Zayed Al Nahyan and discussed with him India-UAE comprehensive strategic partnership.

    Tweeting about it, the EAM wrote: “Deeply honoured to call on HH @MohamedBinZayed. Value his continued guidance in development of our Comprehensive Strategic Partnership.”

    EAM Jaishankar, who arrived in the UAE on Saturday, conveyed Prime Minister Narendra Modi’s greetings to Sheikh Mohamed, and his best wishes of more progress and prosperity for the UAE and further development for bilateral ties, Gulf News reported.

    The Crown Prince of Abu Dhabi reciprocated his greetings to the Prime Minister of India and wished for more development, progress and stability for the friendly people of India, it said.

    During the meeting, both sides discussed the strategic ties between the UAE and India and ways to boost them in the best interest of the two friendly peoples, the report added.

    In the meanwhile, while participating in the five day (November 14-18) Dubai Airshow, the Sarang aerobatics team and the Tejas aircraft of the Indian Air Force (IAF) showcased their flying skills on the opening day of the Dubai Airshow on Sunday.

    Five Dhruv advanced light helicopters (ALHs) of the Sarang team, 10 BAE Hawk 132 aircraft of the Suryakiran team and three LCA Tejas aircraft are participating in the Airshow.

    The IAF has been invited to the Dubai Airshow by the UAE government to perform along with some of the best aerobatics and display teams in the world, including the Saudi Hawks, the Russian Knights and the UAE’s Al Fursan.

    While the Sarang team of the IAF has previously participated in the Al Ain Grand Prix in the UAE in 2005, the Suryakiran team and the Tejas aircraft are displaying their swashbuckling aerial manoeuvre for the first time in the gulf nation, according to officials.

    IAF, HAL, DRDO, Bharat Dynamics, BrahMos Aerospace, Bevel Gears, BytzSoft Technologies and Digantara are participating in the Dubai Airshow.

    External Affairs Minister Dr S. Jaishankar and his Israeli counterpart Yair Lapid on Monday decided to renew negotiations on a free trade area agreement between the two countries in November, with the aspiration that the agreement will be ready for signature by the middle of 2022.

    Jaishankar, who is on a three-day visit to Israel, met Lapid and the two also agreed on mutual recognition of vaccination certificates as well as to expand cooperation in the areas of water and agriculture, which in recent years have become a central anchor of bilateral relations.

    “I thank my friend, Dr. Jaishankar, for his visit to Israel, a visit which is a precursor of events which will take place next year to mark thirty years of bilateral relations between India and Israel,” Lapid said after the meeting.


    “We are continuing with our policy of connections, and we have seen in India a very important ally for many years. India also brings with her new opportunities for cooperation.

    “In the last year, we have dealt, India and Israel, with the Covid-19 pandemic, and we have helped one another during this crisis. This is how friends and partners behave,” he added.

    Following the meeting, a signing ceremony was held marking Israel’s accession to the the International Solar Alliance, founded in 2015 on the initiative of India and France, which will allow Israel to contribute its knowledge and experience to the organisation.

    Israeli Energy Minister Karine Elharrar participated in the meeting and signed the agreement on behalf of her country.

    “Membership in the ISA, alongside more than 80 countries blessed with sun and promoting solar energy, will enable the State of Israel to contribute to the global struggle against climate change and to advance together solutions for a greener future,” she said.

    Thanking India for the support, Elharrar said that she is hopeful that membership in this organisation which has engraved on its flag investment in research and development in the field of solar energy will encourage Israeli entrepreneurs to bring forth developments in the field and to bring her country to the global forefront in this field as well.

    Lapid and Jaishankar, accompanied by their spouses, later visited the Shalva Centre, which cares for children with disabilities and provided support to their families.

    Israeli firms invited to invest in India

    Dr Jaishankar has invited Israeli companies to invest in India, taking advantage of the expected post-Covid boom in the economy, which is already showing poitive signs of revival.

    “Many post-Covid priorities including digital, health, agriculture and green growth are natural areas for our collaboration,” said the minister after having elaborate discussions with the Israeli chambers of commerce and the innovation ecosystem.

    Jaishankar lauded the “visible enthusiasm” for doing business with India, which he said had already unveiled a slew of new business-friendly measures.

    Ambassador Yael Ravia-Zadok, the head of the Economic Diplomacy Division of Israel’s Ministry of Foreign Affairs, nailed innovation, water, health, energy among several other sectors as areas of collaboration.

    Jaishankar’s visit takes forward the joint efforts made by New Delhi and Jerusalem since 2017 to engage the talent pool of the two countries in pursuit of path-breaking technological solutions that can be commercially exploited.

    Jaishankar to rope in more hi-tech industries

    EAM Jaishankar’s meetings with the business community working on the Israel-India route are expected to significantly increase cooperation between the two countries.

    With bilateral meetings with the Israeli Alternate Prime Minister and Foreign Minister Yair Lapid, President Isaac Herzog, Prime Minister Naftali Bennett, the Knesset Speaker and several other political and business leaders scheduled during the four-day trip, the special relationship between India and Israel is expected to witness a high level of cooperation in economic activity, trade and commerce.

    “With Diwali just around the corner, the visit of MEA Dr S Jaishankar is an opportunity to highlight the elements of India-Israel growing partnership that bring light and hope of prosperity to both people and their respected regions: water, agriculture, healthtech and education,” tweeted Froim Ditza, the Head of Policy Planning at the Israeli MFA, after Jaishankar’s interaction with the business community in Jerusalem Sunday evening.     Dr S Jaishankar, who is on a maiden five-day (October 17-21) trip to Israel as an Indian External Affairs Minister, arrived in the West Asian country on Sunday.

    Soon after his arrival, he visited the Indian cemetery at Talpiot in southern Jerusalem and paid homage to brave Indian soldiers who made the supreme sacrifice during World War-I.

    Tweeting about it, the EAM wrote: “Visited the Indian Cemetery at Talpiot as my first engagement in Jerusalem. Paid homage to the brave Indian soldiers who made the supreme sacrifice during World War I.”

    During the visit, he will hold a bilateral meeting with the Alternate Prime Minister and Foreign Minister of Israel. Further, he will also call on the President, the Prime Minister,and the Knesset Speaker, the Ministry of External Affairs said in a statement.

    External Affairs Minister S Jaishankar will pay an official visit to Kyrgyz Republic, Kazakhstan and Armenia starting from Sunday, October 10.

    The visit will provide an opportunity for reviewing the progress in India’s bilateral ties with the three countries as well as share views on developments in the region.

    “It will be a continuation of our increased engagement with countries in our ‘extended neighbourhood’,” said the Ministry of External Affairs on Saturday.

    This will be Jaishankar’s first visit to the country as External Affairs Minister.

    During his stay on October 10-11, he will hold a bilateral meeting with the Foreign Minister of Kyrgyzstan apart from calling on the President of Kyrgyz Republic. Some agreements and MoUs are also expected to be signed during the visit.

    According to the MEA, Jaishankar will be in Kazakhstan on October 11-12 to attend the 6th Ministerial meeting of the Conference of Interaction and Confidence Building Measures in Asia (CICA) in Nur-Sultan.

    Kazakhstan is the current Chair and initiator of the CICA Forum.

    EAM Jaishankar is also expected to hold bilateral talks with Deputy Prime Minister and Foreign Minister of Kazakhstan and call on the Kazakh leadership.

    The minister will be visiting Armenia on October 12-13.

    This will be the first ever-visit of an External Affairs Minister of India to independent Armenia.

    He will have meetings with his Armenian counterpart as well as call on the Prime Minister and President of the National Assembly of Armenia, the MEA further said. (India News Network)

    Minutes after Prime Minister Narendra Modi completed his 22-minute address to the United Nations General Assembly (UNGA), External Affairs Minister S. Jaishankar tweeted 12 ‘big policy takeaways’ from the PM’s speech.

    The very first takeaway was an answer to those attempting to lecture India on democracy. Jaishankar emphasised right upfront that India is “the Mother of Democracy” and “based on his own experiences, PM affirms that democracy can deliver, democracy has delivered”.

    Two, Modi’s governance vision “is one where no one is left behind. Therefore, the pursuit of integrated and equitable development. The numbers PM shared speak for the government’s record”.

    Three, the “impact of India’s development on global progress is evident. When India grows, the world grows; when India reforms, the world transforms”.

    Four, India’s “strong message of a foreign policy for global good (notably) India’s importance as a responder and a contributor (was) underlined”.

    Five, aligned with her status as a leading power, India’s commitment “of vaccine supplies to the world is one clear indicator in that regard”.

    Six, the PM’s highlighting of “the transformational role of technology in our daily lives. But equally, the significance of technology with democratic values”.

    Seven, a message that “resilient and expanded global value chains and production centres is in our (the world’s) collective interest”.

    Eight, “India’s strong record on climate action and its ambitious vision, including renewable energy goals and green hydrogen”.

    Nine, India’s advice that “ocean(s) and its (their) resources must be protected. This lifeline should be safeguarded from expansion and exclusion”.

    Ten, PM’s note of caution “against regressive thinking and extremism”. It follows that “using terrorism as a political tool will backfire on those practicing it”.

    Eleven, on Afghanistan, the world “must not allow use of its soil by terrorists. Nor should its (Afghanistan’s) predicament be taken advantage of by other states. The world has an obligation to its women, children and minorities”.

    Finally, the PM telling the UNGA that “United Nations must enhance its effectiveness and reliability”.

    Noteworthy here, the PM’s takeaway was that “there are questions on that count”.

    Taking to Twitter on Wednesday, Jaishankar said that he had a useful interaction with the Italian Minister.

    “Useful interaction with @luigidimaio, Foreign Minister of Italy, the current G20 chair. Discussed challenges related to vaccine accessibility and smooth travel. Look forward to joining him at a discussion on Afghanistan tomorrow,” Jaishankar said in the Twitter post.

    India is at the forefront of an appeal by developing nations to World Trade Organisation (WTO) to temporarily waive off intellectual property rights for the Covid-19 vaccines, diagnostics and other vital tools required to fight Covid-19.

    The US on May 5 had assured its support with the hope that a temporary waiver will allow developing countries to manufacture their own vaccines. However, nations in the G20 bloc of leading economies has remained divided over the waiving of intellectual property rights for Covid-19 vaccines.

    Earlier this month, the G-20 meeting of Health ministers was held in Rome to discuss coordinating strategies moving forward in tackling the coronavirus pandemic.

    Prime Minister Narendra Modi and External Affairs Minister S. Jaishankar on Tuesday held discussions on the Indo-Pacific with leaders of France, whose relations with the United States is fraying over Washington’s actions in the region.

    Modi tweeted after his virtual interaction with French President Emmanuel Macron that they discussed “closer collaboration between India and France in the Indo-Pacific”.

    “We place great value on our strategic partnership with France, including in the UNSC (Security Council),” he said.

    Macron responded in an effusive tweet, “Thank you for reaffirming the importance of our strategic partnership. India and France are strongly committed to making the Indo-Pacific an area of cooperation and shared values. We will continue to build on this.”

    He prefaced it by writing in Hindi, “Namaste priya saathi, priya mitra (Namaste dear comrade, dear friend).”

    In New York, Jaishankar began his round of diplomacy on the sidelines of the UN General Assembly High Level Week on Tuesday by meeting French Foreign Minister Jean-Yves LeDrian.

    He called Paris a “strategic partner” and said at the Security Council the two countries are “solid partners”.

    Jaishankar tweeted after the meeting that they had a comprehensive discussion “on Afghanistan, Indo-Pacific and other contemporary issues”.

    He later met with Quad partner and Australia Foreign Minister Marise Payne and tweeted that they “took forward the strategic conversations” from their last meeting.

    He added that he “was apprised of the recent developments in the Indo-Pacific”.

    On Friday, Prime Minister Narendra Modi is scheduled to participate in a Quad summit with US President Joe Biden and Prime Ministers Yohihide Suga of Japan and Scott Morrison of Australia, the allies in the Indo-Pacific region.

    India, which has strong defence ties with France that sells it advanced aircraft, is caught in the middle of the dispute between its Quad partners, the US and Australia, and France.

    France recalled its ambassadors from Washington and Canberra protesting against the manner in which Biden’s administration worked out a plan to provide Australia with nuclear-powered submarines undermining a contract worth more than $50 billion for France to supply submarines to Australia.

    LeDrian has called it a “back-stabbing” and said that Biden’s “brutal, unilateral and unpredictable decision” reminded him of former President Donald Trump’s “America First” policies.

    France has to ensure that India, one of its biggest defence clients, is not wooed away through its close Quad ties.

    Underlining France’s concerns over India and the Indo-Pacific, Jaishankar and LeDrian held a phone conversation last Saturday.

    Closer in the Indo-Pacific region, Jaishankar met with Indonesia’s Foreign Minister Retno Lestari Priansari Marsudi, whom he described in a tweet as “a key ASEAN partner”.

    He said that they discussed regional developments and added, “Shared interests and common perspectives drive our strong cooperation.”

    Jaishankar also met with Foreign Ministers Hossein Amirabdollahian of Iran and Sameh Shoukry of Egypt in a morning of whirlwind diplomacy.

    Iran is a direct neighbour of Afghanistan and developments there impact it as it does India.

    The “meeting reaffirmed our convergence on regional issues”, Jaishankar tweeted.

    India has routed aid to Afghanistan through the Chabahar port it is developing in Iran.

    Besides agreeing to build on bilateral cooperation, Jaishankar tweeted that he and Shoukry exchanged views on Afghanistan and the GERD (Grand Ethiopian Renaissance Dam).

    Egypt and Sudan are locked in a dispute with Ethiopia over a dam project, which they say can disrupt the Nile on which they depend for their water.
