    China Is A Unique Problem: Jaishankar

    India’s top diplomat said everyone chose to consciously overlook the nature of Chinese production decades ago, and are now complaining.

    Calling China a ‘unique problem’, External Affairs Minister S Jaishankar said that India is not the only country in the world that is having a debate about that country.

    Addressing the ET World Leaders Forum on Saturday, Jaishankar said everyone chose to consciously overlook the nature of Chinese production decades ago, and are now complaining.

    “China is a unique problem because it has a unique polity and economy. It’s not just an Indian problem. If today people are complaining about trade deficits with China, it is because decades ago, we all consciously chose to overlook the nature of Chinese production and the advantages that they enjoyed in a system where they got a level playing field with all the advantages that they brought to bear,” Jaishankar said.

    “There is a general China problem. We are not the only country in the world which is having a debate about China,” he strongly asserted.

    Citing an example of Europe and the US, the EAM said, “Go to Europe and ask them, what is today among your major economic or national security debates? It’s about China. Look at the United States, it’s obsessed with China, and rightly so in many ways.”

    Notably, in 2020, the Indian and Chinese troops clashed at Galwan, the same year the pandemic started.

    Since May 2020, when the Chinese troops tried to aggressively change the status quo on LAC in eastern Ladakh, both sides have been deployed in forward positions near Patrolling Point 15, which emerged as a friction point in the wake of the Galwan clash.

    Meanwhile, Jaishankar further asked, “What happens when you have multiple neighbours?”

    And then, making a thinly-veiled reference to neighbouring nations of Bangladesh and Pakistan, Jaishankar termed neighbouring countries as ‘democratic polities’, saying that the change in government will always give rise to political debates in the country.

    “You know, by definition, relationships with neighbours are very complicated. They are all democratic polities. Governments will change, and there will be political debates in their country. Often, we will be the centre of those debates. It’s natural as we are a big country. We have to expect, plan and build into our policy, making an expectation that there will be changes, some more organic and some more disruptive in our neighbourhood,” the minister went on to say.

    Jaishankar on Friday said that India has to find a ground of mutual interest with Bangladesh and India would deal with ‘the government of the day’.

    Speaking at the release of Ambassador Rajiv Sikri’s new book, “Strategic Conundrums: Reshaping India’s Foreign Policy”, the External Affairs minister said that the political changes in Bangladesh can be ‘disruptive’.

    “Since Bangladesh’s independence, our relationship has gone up and down, and it is natural that we will deal with the government of the day. But we also have to recognise that there are political changes, and they can be disruptive. And clearly here we have to look for mutuality of interest,” he said.

    The minister also did some plain speaking about India’s relationship with its neighbour Pakistan.

    “I think the era of uninterrupted dialogue with Pakistan is over. Actions have consequences. And insofar as Jammu and Kashmir is concerned, I think Article 370 is done. So the, the issue today is what kind of relationship can we possibly contemplate with Pakistan?…Whether events take a positive or a negative direction, either way, we will react to it,” Jaishankar said.     External Affairs Minister S Jaishankar on Tuesday assured Brazil of India’s support in its G20 Presidency at the 9th India-Brazil Joint Commission Meeting in Delhi.

    Welcoming the delegation, Jaishankar appreciated unique initiatives centered on the theme of building a ‘just world’ and a ‘sustainable planet’.

    “I look forward today to a very productive meeting of the joint commission. Let me also begin by congratulating Brazil for conducting the G20 meeting successfully and also on the first ministerial consensus document realized during the G20 development Working Group ministerial meeting. I’d like to reiterate India’s full support to the Brazilian G20 Presidency and also recall that we got your fullest support during our own Presidency. We appreciate various unique initiatives centered on the theme of building a just world and a sustainable planet,” Jaishankar said.

    Jaishankar also said that the bilateral trade between India and Brazil has spiked last year.

    “We have a substantial bilateral trade basket. It has by and large gone up in the last year. We’ve had some challenges- it’s something I look forward to discussing with you. We also have a very important energy cooperation between our two countries and we have particularly valued the biofuels cooperation that India and Brazil have established,” he said.

    Jaishankar said that he was pleased to see increased appreciation of Indian culture in Brazil.

    “The people-to-people relations… are a very big source of support for our relationship. We’re very pleased to see greater appreciation of Indian culture, performing arts, philosophy in Brazil, and celebrations relating to India in various platforms,” Jaishankar said.

    Jaishankar said that the India-Brazil partnership, that was established in 2006, has deepened over the years.

    “Our strategic partnership, which was established in 2006, has deepened and diversified over the years. It now spans a very wide range of domains, from defence, space and security, including cyber to trade and investment, oil and natural gas, biofuels, agriculture, animal husbandry, food processing, health and medicine, traditional medicine, science, technology, culture and people-to-people relations,” he said.

    Jaishankar said that he looked forward to discussing the multilateral cooperation in G20, among other things.

    “I also today look forward to discussing our multilateral cooperation G20. I have mentioned that in the BRICS we have been strong and reliable partners. We have in the UN platforms always worked together. We together are members of the G4 group whose meeting I look forward to next month. So bilaterally, multilaterally and on a number of regional issues, I think we are both countries who have taken important public positions on matters which concern the international community. I look forward to discussing some of those issues with you as well,” he said. (ANI)

    Brazil FM in India for talks with Jaishankar

    Brazilian Foreign Minister Mauro Vieira arrived in the national capital on the late hours of Saturday and will co-chair the 9th India-Brazil Joint Commission Meeting.

    The Ministry of External Affairs said that FM Vieira’s visit will provide further impetus to the strategic partnership between India and Brazil.

    “Warm welcome to FM Mauro Vieira of Brazil, as he arrives in New Delhi to co-chair the 9th Joint Commission Meeting. The visit will provide further impetus to the strategic partnership between the two countries,” MEA spokesperson Randhir Jaiswal stated in a post on X.

    The Brazil FM is on an official visit to India from August 25-28. He, along with External Affairs Minister S Jaishankar will co-chair the 9th India-Brazil Joint Commission Meeting on August 27.

    Jaishankar and Vieira will speak on how the two nations, as part of the Troika, can take forward key G20 outcomes from India’s G20 Presidency last year, the Ministry of External Affairs stated.

    Notably, Brazil has assumed the presidency of the G20 until November 2024. The G20 Troika during the Brazilian G20 Presidency in 2024 will comprise India, Brazil, and South Africa.

    Brazil will host the G20 Leaders’ Summit in Rio de Janeiro on November 18-19. The G20 is made up of 19 countries–Argentina, India, Australia, Brazil, Canada, China, France, Germany, Indonesia, Italy, Japan, South Korea, Mexico, Saudi Arabia, South Africa, Russia, Turkiye, UK and the US and two regional bodies: the African Union and the European Union.

    “India and Brazil share a multifaceted relationship rooted in shared values. The forthcoming visit of Foreign Minister Vieira will provide an opportunity to further strengthen the strategic partnership established in 2006 and explore new avenues of cooperation in bilateral, regional and multilateral arena across diverse sectors,” MEA stated.

    Earlier in July, the Secretary (Economic Relations) in the Ministry of External Affairs, Dammu Ravi, led India’s delegation at the G20 Development Ministers’ Meeting in Rio De Janeiro.

    During the meeting, he highlighted India’s flagship programmes, including the Swachh Bharat Abhiyan, Jal Jeevan Mission, and AMRUT and reiterated India’s commitment to achieving Sustainable Development Goals (SDGs) related to water and sanitation. (ANI)

    External Affairs Minister Jaishankar on Sunday met his Kuwaiti counterpart Abdullah Ali Al-Yahya and discussed several issues like partnership covering political, trade, investment, health, education, people-to-people and connectivity.

    The two leaders also held talks on the geopolitical developments in the region.

    In a post on X, EAM Jaishankar wrote, “A warm and productive meeting with Kuwaiti FM Abdullah Ali Al-Yahya today. Took stock of our broad-based partnership covering political, trade, investment, health, education, people-to-people and connectivity. And exchanged views on the geopolitical developments in the region.

    “Confident that our longstanding ties will continue to strengthen in the coming times,” he added.

    Earlier in the day, Jaishankar called on Sheikh Ahmed Abdullah Al-Ahmed Al-Jaber Al-Sabah, Prime Minister of Kuwait and held talks on the deepening of India-Kuwait ties.

    Jaishankar said that he valued the Prime Minister’s views regarding further economic cooperation.

    In a post on X, Jaishankar said, “Pleased to call on His Highness Sheikh Ahmed Abdullah Al-Ahmed Al-Jaber Al-Sabah, Prime Minister of Kuwait. Conveyed the greetings of PM @narendramodi. Appreciated his perspectives on the deepening of India-Kuwait ties. Valued his views in regard to further economic cooperation.”

    Earlier in the day, Jaishankar called on Sheikh Sabah Al-Khaled Al-Sabah Al-Hamad Al-Mubarak Al-Sabah, the Crown Prince of Kuwait and took his guidance and insights on taking India-Kuwait ties to a higher level.

    Jaishankar said that India and Kuwait share centuries-old bonds of goodwill and friendship and the contemporary partnership between both the countries is expanding steadily.

    External Affairs Minister (EAM) S. Jaishankar, who is on a three-day official visit to Maldives, has discussed security, trade and digital cooperation with his Maldivian counterpart Moosa Zameer in Male.

    EAM Jaishankar landed at the Velana International Airport on Friday evening, where he was greeted by Foreign Minister Zameer, and headed towards Maldives’ Ministry of Foreign Affairs.

    The two leaders also jointly inaugurated six High Impact Projects in areas of street lighting, mental health, children speech therapy and special education.

    In a post on social media platform X late Friday, EAM Jaishankar said, “Held productive discussions today with Foreign Minister Moosa Zameer in Male.”

    The EAM and his counterpart later witnessed the signing of an MoU between the National Payments Corporation of India and the Ministry of Economic Development and Trade of Maldives on the introduction of the digital payment system in the Maldives.

    They also witnessed the renewal of the MoU between the National Centre for Good Governance and the Civil Services Commission on the training of an additional 1000 civil services officers.

    External Affairs Minister (EAM) S. Jaishankar met his Australian counterpart Penny Wong in Tokyo, Japan, on Monday, ahead of the Quad Foreign Ministers’ Meeting to discuss the bilateral relations between India and Australia.

    “A great start this morning meeting Australian FM Senator Penny Wong in Tokyo,” he said in a post on X.

    The leaders spoke about the steps to strengthen the bilateral ties of the two nations and further deepen the cooperation across the Indo-Pacific region.

    “Spoke about further steps to intensify our bilateral ties, including in security, trade and education. Also discussed deepening our practical cooperation across the Indo-Pacific. Look forward to continuing this at the Quad Foreign Ministers’ Meeting shortly,” the EAM added.

    Jaishankar is in Tokyo to attend the eighth meeting of the Quad foreign ministers on Monday, where the grouping comprising India, Japan, Australia and the United States, will review and build on continuing initiatives and announce deliverable outcomes.

    This gathering follows the ministers’ summit that took place in Hiroshima earlier this year and a subsequent follow-up meeting in New York.

    The Quad is a diplomatic partnership between four countries committed to enhancing and supporting an open, stable, and prosperous Indo-Pacific region.

    This meeting will further lead on previous discussions and bolster cooperation among the member nations.

    External Affairs Minister (EAM) S. Jaishankar, in his opening statement at the Quad Foreign Ministers’ Meeting in Tokyo on Monday, stressed the need for trusted partnerships between countries to ensure stability.

    “It’s very good to meet again here in Tokyo. Our last Quad Foreign Ministers’ meeting was 10 months ago in New York. In that period, we have met each other bilaterally or on the sidelines of other events. Our systems, however, led by our Sherpas, have been continuously interacting. So there is much today to talk about, to agree on, and to plan ahead,” he said.

    “We, the Foreign Ministers of Australia, India, and Japan, and the Secretary of State of the US gathered in Tokyo today and reaffirm our commitment, common principles, and capacities to preserve and strengthen the international order for the global good. We discussed and deliberated on these shared challenges, and presented our respective visions for stability and prosperity together with other countries in the Indo-Pacific region and beyond, and our plans for the Quad to provide tangible benefits for the region,” the Foreign Ministers of the Quad said in a joint statement.

    EAM Jaishankar said that the Quad’s commitment to global good extends beyond this region.

    “The commitment to doing global good that we have all undertaken has a resonance far beyond this region. It is therefore essential that our political understanding strengthens, our economic partnerships grow, our technology collaborations expand, and our people-to-people comfort intensifies. Our meeting should send a clear message that the Quad is here to stay, here to do, and here to grow,” he added.

    Jaishankar said that these are difficult times and ensuring economic growth is challenging.

    The EAM added that the Quad’s collective efforts will ensure security against man-made or natural disruptions.

    “These are not easy times. A major challenge is to ensure global economic growth while also de-risking it. Supply chains are a particular focus for resilience, just as we push for trusted and transparent digital partnerships. The march of technology has also acquired extraordinary proportions, holding possibilities of the very manner in which we live, think and act. In a sense, we are amid a re-globalisation,” he said.

    “At the same time, it is only our collective endeavours that can prove the international system against disruptions, man-made or natural. But we have significant additional responsibilities as well as political democracies, pluralistic societies, and market economies. There is the key question of upholding a rules-based order. It is only our collaboration that can ensure that the Indo-Pacific remains free, open, stable, secure and prosperous,” he added.

    The Quad, a diplomatic partnership between the four nations, is committed to supporting an open, stable, and prosperous Indo-Pacific region. This meeting will discuss regional and international issues, and guide future collaboration to achieve the shared vision of a free and open Indo-Pacific region by addressing contemporary priorities of the region through the delivery of public goods.

    EAM Jaishankar, on Monday morning, met his Australian counterpart Penny Wong right before the Quad Foreign Ministers’ Meeting and spoke about intensifying the bilateral ties between the two nations.

    EAM Jaishankar said that he and Wong also discussed deepening practical cooperation across the Indo-Pacific region.

    In a post on X, he said: “A great start this morning meeting Australian FM @SenatorWong in Tokyo. Spoke about further steps to intensify our bilateral ties including in security, trade, and education. Also discussed deepening our practical cooperation across the Indo-Pacific. Look forward to continuing this at the Quad Foreign Ministers’ Meeting shortly.”

    Earlier on Sunday, Jaishankar held a meeting with his US counterpart Antony Blinken in Tokyo and expressed commitment to promoting a free, open, and prosperous Indo-Pacific region.

    During the meeting, the two leaders discussed upcoming opportunities to strengthen collaboration between India and the US on shared priorities, according to the statement released by the US State Department.

    The US State Department said: “Secretary of State Antony Blinken met with India’s EAM Jaishankar on Sunday in Tokyo. Secretary Blinken and EAM Jaishankar affirmed the United States and India’s commitment to promoting a free, open, and prosperous Indo-Pacific region.”

    “The Secretary and the External Affairs Minister discussed upcoming opportunities to deepen US-India collaboration on shared priorities. Secretary Blinken underscored the importance of realising a just and enduring peace for Ukraine consistent with the UN Charter,” it added.

    EAM Jaishankar said that he and Blinken held talks on regional and global issues.

    India is hosting the next Quad Leaders’ Summit later this year.

    External Affairs Minister (EAM) S. Jaishankar on Friday launched a special stamp set in Laos representing the shared cultural treasures of Ramayana and Buddhism.

    The stamp launch took place during Jaishankar’s meeting with Laos Deputy PM and Finance Minister Saleumxay Kommasith. The stamp features images of Budhha and Lord Ram from the recently constructed temple in Ayodhya.

    “A good meeting with DPM and FM Saleumxay Kommasith of Lao PDR. Thanked him for the warm hospitality. Witnessed exchange of MoUs on 10 Quick Impact Projects (QIPs) for Laos under Mekong Ganga Cooperation and cooperation in sharing successful Digital Solutions.” Jaishankar posted on X.

    “Launched a special stamp set celebrating our shared cultural treasures of Ramayana and Buddhism,” he added.

    Jaishankar is in Laos for the ongoing Foreign Ministers’ Meetings under the ASEAN framework in the format of ASEAN-India, East Asia Summit (EAS), and ASEAN Regional Forum (ARF), which will conclude on Saturday.

    External Affairs Minister S Jaishankar called on the international community to be robust in combating terrorism in all its forms and manifestations, dismantle terror sanctuaries and UN-proscribed terrorism financing networks and tackle cybercrime.

    He expressed India’s strong support for ASEAN unity, centrality and ASEAN outlook in the Indo-Pacific during his participation at the 31st ASEAN Regional Forum in Vientiane.

    Jaishankar said that only international cooperation can ensure that the global commons are secure and global goods are delivered. He stressed that the nations should be robust in combating terrorism in all its forms and manifestations, and dismantle terror sanctuaries and UN-proscribed terrorism financing networks.

    In a post on X, Jaishankar stated, “Participated at the 31st ASEAN Regional Forum #ARF in Vientiane today. Highlighted that: Covid, Conflict and Climate highlight our predicament today. Solutions can only emerge through Cooperation – economic, political, technological and connectivity. Neither the deployment of new technologies nor the interdependence of globalization must be unfairly leveraged. Only international cooperation can ensure that the global commons is secure and global goods are delivered. Be robust in combating terrorism in all its forms and manifestations, dismantle terror sanctuaries and UN-proscribed terrorism financing networks and tackle cybercrime. #ARF can make a difference.”

    External Affairs Minister stressed that Quad complements ASEAN-led mechanisms in their effort to make the region stable, secure and prosperous through the delivery of people-centric benefits. He stated that India remains steadfast in its commitment to contributing to ASEAN Regional Forum activities over the coming years.

    “Strong support for ASEAN unity, centrality and the ASEAN Outlook on Indo-Pacific (AOIP). Synergy between India’s Indo-Pacific Oceans Initiative and the AOIP. Recognise the importance of maritime safety and security, freedom of navigation and overflight and peaceful resolution of disputes in the region, in accordance with international law, especially UNCLOS 1982. Quad complements ASEAN-led mechanisms in their effort to make the region stable, secure and prosperous through delivery of people-centric benefits. India remains steadfast in our commitment to contributing to #ARF activities over the coming years,” Jaishankar posted on X.

    Jaishankar met his Turkish counterpart Hakan Fidan on the sidelines of ASEAN meetings and discussed the bilateral ties and exchanged views on regional and global issues.

    In a post on X, Jaishankar stated, “Met with FM @HakanFidan of Turkiye on the sidelines of ASEAN meetings in Vientiane. Discussed our bilateral ties and exchanged views on regional and global issues.”

    Jaishankar called on Laos Prime Minister Sonexay Siphandone and raised the issue of the trafficking of Indian nationals through cyber scam centres.

    In a post on X, he said, “During my call on the Prime Minister of Lao PDR, took up the issue of the trafficking of Indian nationals through cyber scam centers. Appreciate the ongoing cooperation of Lao PDR government in the rescue and relief of our citizens. Also discussed the matter with the Foreign Ministers of Cambodia and Thailand.”

    On the sidelines of ASEAN events in Vientiane, Laos, on Friday, Jaishankar held meetings with his counterparts from South Korea, Indonesia, Singapore, Malaysia and the European Union.

    Meets Turkish counterpart

    Jaishankar met his Turkish counterpart Hakan Fidan on the sidelines of ASEAN meetings in Vientiane on Saturday.

    Jaishankar said that he discussed the bilateral ties and exchanged views on regional and global issues.

    In a post on X, he said, “Met with FM @HakanFidan of Turkiye on the sidelines of ASEAN meetings in Vientiane. Discussed our bilateral ties and exchanged views on regional and global issues.”

    Jaishankar on Saturday said that he had called on the Prime Minister of Laos and during their meeting, he had taken up the issue of the trafficking of Indian nationals through cyber scam centres.

    Jaishankar also discussed relief and rescue of Indians with the foreign ministers of Cambodia and Thailand.

    In a post on X, he said, “During my call on the Prime Minister of Lao PDR, took up the issue of the trafficking of Indian nationals through cyber scam centers. Appreciate the ongoing cooperation of Lao PDR government in the rescue and relief of our citizens. Also discussed the matter with the Foreign Ministers of Cambodia and Thailand.”

    On the sidelines of ASEAN events in Vientiane, Laos, on Friday, Jaishankar held meetings with his counterparts from South Korea, Indonesia, Singapore, Malaysia and the European Union.

    The EAM met with Cho Tae-yul, the Foreign Minister of South Korea and held a wide ranging conversation on Special Strategic Partnership.

    He also met with Josep Borrell Fontelles, the High Representative of the European Union for Foreign Affairs and Security Policy. The leaders discussed enhancing the India-EU ties in areas of trade, clean energy transition and advanced technologies.

    The EAM held conversation with Singapore Foreign Minister Vivian Balakrishnan and thanked Singapore for steering ASEAN-India relations.

    The Foreign Minister also met Indonesian Foreign Minister Retno Marsudi. He congratulated her stint as Foreign Minister and appreciated her contribution towards India-Indonesia and India-ASEAN relations.

    Jaishankar met Malaysian Foreign Minister, Mohamad Haji Hasan, and discussed the initiatives in the bilateral relationship between the two nations.

    The ministers also exchanged views on several regional and international issues of common interest and concern. (ANI)

Jaishankar is expected to hold significant discussions with his counterparts from several Southeast nations besides foreign ministers of Australia, Japan and the United States, over the next few days at the ASEAN Foreign Ministers’ gathering in the Laotian capital of Vientiane and the Quad Foreign Ministers’ Meeting in Tokyo.

    The EAM will be in Laos from July 25-27 to participate in the Foreign Ministers’ Meetings under the ASEAN framework in the format of ASEAN-India, East Asia Summit(EAS) and ASEAN Regional Forum (ARF).

    The 57th Association of Southeast Asian Nations (ASEAN) Foreign Ministers’ Meeting (AMM) will be attended by over 1000 delegates, including foreign ministers and representatives from 31 countries.

    ASEAN countries remain an important pillar of India’s ‘Act East’ policy and key partner of its Indo-Pacific Vision underlined by Prime Minister Narendra Modi’s Security and Growth for All in the Region (SAGAR) vision.

    As many as 25 ministerial meetings are being hosted by Laos in its capacity as 2024 ASEAN Chair under the theme of ‘ASEAN: Enhancing Connectivity and Resilience’ from July 22 to 27.

    “The visit underlines India’s deep engagement with and the importance India attaches to the ASEAN-centred regional architecture, our strong commitment to ASEAN unity, ASEAN centrality, the ASEAN Outlook on the Indo-Pacific (AOIP) and taking forward the ASEAN-India Comprehensive Strategic Partnership,” the Ministry of External Affairs (MEA) said in a statement on Tuesday.

    “It is of particular significance that this year marks a decade of India’s Act East Policy which was announced by Prime Minister at the 9th East Asia Summit in 2014,” it added.

    In Vientiane, EAM Jaishankar will not only be holding bilateral meetings with Saleumxay Kommasith, Deputy Prime Minister and Foreign Minister of Laos, but also with his counterparts from other countries on the margins of the ASEAN-related meetings.

    The US Secretary of State Antony Blinken, Chinese Foreign Minister Wang Yi, UK Foreign Secretary David Lammy and foreign ministers of several other countries will also be in Vientiane for the Asean meetings.

    From Laos, the EAM will travel to Tokyo to participate in the next meeting of the Quad Foreign Ministers’ on July 29 along with the Foreign Ministers of Australia, and the United States.

    “The Ministers will take forward discussions held during the last meeting in New York in September 2023 and exchange views on developments in the Indo-Pacific region, and review progress on Quad initiatives and working groups,” the MEA stated.

    “The Ministers would discuss regional and international issues, and guide future collaboration to achieve the shared vision of a free and open Indo-Pacific region by addressing contemporary priorities of the region through delivery of public goods,” it ministry detailed.

    During the Tokyo visit, EAM Jaishankar is also scheduled to hold discussions with his Japanese counterpart Yoko Kamikawa to further strengthen the growing partnership between the two countries.
