Kashmir gets ready to showcase its beauty to G20 delegates

Around 50 delegates are expected to participate in the G-20 meeting in Srinagar…reports Asian Lite News

In its ongoing G20 meetings in various sectors, India will soon host a tourism working group meeting in Srinagar – the summer capital of Jammu and Kashmir — in May.

For the first time after the abrogation of Articles 370 and 35-A, Jammu and Kashmir will be hosting an international event in which delegates from G20 member states, guest countries and several international organizations will participate. Kashmir is known for its breathtaking beauty. Naturally what could have been better to hold a tourism working group meeting other than Srinagar? By holding the meeting in Srinagar, India also wants to convey a strong message to the global community about the stability of the place. It wants to portray the peaceful ambience of the place.

India took over the presidency of the G20 in December 2022. It is expected to host a total of 215 meetings across 55 locations this year.

Some components of the ongoing smart city project in Srinagar have been tweaked, with contracts being reworked and deadlines advanced by a month or two, to have them completed ahead of a G20 tourism working group meeting to be held between May 22 and 24, reported The Economic Times.

Around 50 delegates are expected to participate in the G-20 meeting in Srinagar, which will allow India to refute Pakistan’s claims of human rights violations in the Kashmir Valley.

Indian officials and former diplomats said the G-20 presidency offers an opportunity to showcase New Delhi’s leading role in global affairs, particularly when the world is confronting multiple geopolitical and economic crises, reported DW.com.

“This is proforma outrage by Pakistan. The reaction is unsurprising, given that the ruling Pakistan Democratic Movement does not want to give reason to Imran Khan to question their Kashmir posture,” Ajay Bisaria, a former high commissioner to Pakistan told DW.

“Pakistan would be well advised not to overhype the issue since that would only reduce its own diplomatic space. Jammu and Kashmir is a part of India,” former diplomat Meera Shankar told DW.

“Its economy is tourism focused and the climate there is very pleasant in May when temperatures in the rest of India are very high. It is an appropriate venue to hold a tourism-related meeting.”

Preparations for meetings are underway in Srinagar and adjoining areas. Foreign delegates will also be taken on a sightseeing tour to Baramulla, Dachigam National Park, and to the ski resort of Gulmarg.

Jammu and Kashmir is also expecting an investment of Rs 75,000 crore in 2023. Pharmaceuticals, cold storage, food processing, packaging, logistics, medi-cities, educational institutions etc have shown a keen interest in setting up n units in J-K. Also, there are foreign investment proposals worth almost Rs 3,000 crore, including from the Lulu group, Times of India had reported earlier.

In March, an Emirati property company announced a USD 60 million project to build a shopping mall and offices in Srinagar, reported ForeignPolicy.com.

India has already held G-20 tourism meetings in the states of Gujarat and West Bengal earlier this year and has scheduled another in the state of Goa in June. (ANI)

Kashmiris at UN seek security from terrorism

The UN Human Rights Council was informed of the increasing threat of hybrid warfare in Kashmir…reports Asian Lite News

Although Kashmir was often in the news regarding jihadist attacks against its own population, particularly in the late 1980s and 1990s, positive changes have since developed there. More impressively, these changes have been instigated by the Muslims of Kashmir themselves, and without the interference of Pakistan. However, challenges remain, especially as Turkey becomes increasingly vocal in its support of Islamabad.

Jammu and Kashmir is historically Hindu and Buddhist but is currently majority-Muslim. It is partially occupied by China and Pakistan, with the part administered by India often preyed on by Pakistani-backed Islamists.

Islamists continue to target members of the Hindu community, as well as peaceful Muslims living in Kashmir. For example, the now-dead Zakir Musa, who was an influential Kashmiri leader, had aligned himself with al-Qaeda and said that he wanted to “impose Sharia in Kashmir,” and more frighteningly, that it should be done by force rather than consensus.

Although it might be easy to dismiss this as an Islamic problem, most Muslim residents of Kashmir advocate for a peaceful coexistence with people of other religions. They reject jihad and expect their government to provide security.

At the 52nd session of the UN Human Rights Council, attended by new Kashmiri voices who aspire to change the global perception of Kashmir, testimonies were given regarding the positive changes made to the region since Article 370, which defined who would legally be considered a permanent resident, was revoked.

Participants included former lawmaker and activist Shuib Lone, Tasleema Akhter (who works for the rehabilitation of terror victims), and Bushra Mahajabeen (a terrorist attack survivor). Bushra and her sister were both attacked by terrorists. Her sister was killed, and Bushra lost one of her hands.

Lone affirmed that the year 2022 was one of the most peaceful years he had known during the past three decades. Incidents of attacks and recruitments registered were in steep decline compared to the situation in preceding years. The constitutional changes in 2019 and local government reforms are largely responsible for the drop in violence, as well as strong local support for government reforms, Lone added.

Also, for the first time, family members of terrorist victims have come out to share their experiences with the international community.

Until recently, the prevailing threat from radicals had discouraged them from publicly speaking about their sufferings. In her statement, Bushra stated that the long silence from thousands of victims had come to an end. She shared how more people would come out to speak against terrorism and the exploitation of the Kashmiris by radical Islamic militants.

Both Shuib Line and Tasleema informed the Human Rights Council of the increasing threat of hybrid warfare in Kashmir. Shuib is also a victim of terrorism. It was his wish to share his apprehensions with the United Nations on the behalf of the people of Kashmir.

Despite these improvements, participants noted that a new wave of killings was unleashed which primarily targeted women and minorities. Furthermore, Lone emphasized that developments in Afghanistan and the Middle East are being used to push online propaganda in Kashmir. The threat has developed into an international preoccupation, as false information about Kashmir is being spread by Muslim clerics in the United Kingdom to radicalize Muslim youth of South Asian origin.

Tasleema brought to the Council’s attention the growing cross-border drug trade in Jammu and Kashmir.  The inability of terrorist networks to foment unrest in Jammu and Kashmir has increased their interest in the drug trade.

Radicalization of both Kashmiris and the South Asian diaspora is also caused by false social media narratives, particularly emanating from Turkey.

Ancient Kashmir was home to a majority Hindu and Buddhist population for millennia. Following waves of Islamic invasions which occurred over centuries, numerous foreign origin Muslim rulers (including from Turkic tribes) occupied Kashmir until 1819. It then came under Sikhs and later Hindu Dogra rule until the Indian subcontinent gained independence from Britain in 1947.

As the region is separated between India and Pakistan, Turkey, especially under President Recep Tayyip Erdogan has found it his prerogative to be involved in the Kashmir issue. The reason is that Erdogan is projecting a pan-Turkic mission, which also incorporates Jammu and Kashmir.

Pan-Turkism (or Turanism) is an irredentist ideology uniting all so-called Turkic Muslim peoples from Europe to Central Asia under a greater Turkish state or empire. The government of Turkey targets Kashmir for both its Pan-Turkic and jihadist ambitions.

Pakistan’s harassment of Kashmir through violent or stealth jihad should thus be seen as part of a larger global jihad, which has the backing of foreign states such as Turkey. The human rights of the ethnically cleansed Kashmiri Hindu population and other Kashmiris violated by Pakistani sponsored terror groups should not be forgotten. These ethnic cleansing campaigns in Kashmir resemble the same actions of the Turkish military and their jihadist proxies in places such as Syria and Libya.

Anywhere jihad or Islamism is empowered, albeit locally, it eventually affects a wider region, and if it is in the Turkic World or the former Ottoman Empire, Ankara’s hand is often behind it.

In 2020, for instance, Erdogan said at the United Nations General Assembly, “The Kashmir conflict, which is also key to the stability and peace of South Asia, is still a burning issue.”

“We are in favor of solving this issue through dialogue within the framework of the United Nations resolutions, especially in line with the expectations of the people of Kashmir,” Erdogan added, in direct contradiction of what Kashmiris themselves testify.

Only hours after Erdogan raised the Kashmir issue in the UNGA, India’s Permanent Representative to the United Nations, T. S. Tirumurti tweeted: “We have seen remarks by the President of Turkey on Indian UT [union territory] of Jammu and Kashmir. They constitute gross interference in India’s internal affairs and are completely unacceptable. Turkey should learn to respect the sovereignty of other nations and reflect on its policies more deeply.”

These are more than just mere diplomatic spats. What is alarming is the deepening military ties between Turkey and Pakistan, particularly relating to Kashmir. The two countries constantly hold joint military drills and Pakistan has received Bayraktar Akıncı combat drones from Turkey which are capable of hitting targets with missiles from a high-altitude.

In addition, Turkey has immense know-how in utilizing international jihadism, whilst Pakistan has mostly been reduced to exporting terrorism regionally. It is this expertise that can pose a danger because Turkey has the experience, the ambition and the motivation to build a pan-Turkic world stretching from Europe to Kashmir. In this way, local Muslim Kashmiris are just a pawn in a greater Turkish-Pakistani scheme. (Uzay Bulut/ModernDiplomacy)

MHA, IB to review security arrangements

According to sources, both the Central and Jammu and Kashmir Governments are committed to ensuring foolproof security arrangements for the upcoming G20 meeting…reports Asian Lite News

A team consisting of officials from the Union Ministry of Home Affairs (MHA) and Intelligence Bureau (IB) arrived in Srinagar to inspect the arrangements for the upcoming G20 meeting in Jammu and Kashmir, as well as the security situation in the region. This visit will be followed by a two-day meeting in New Delhi on April 15 and 16, where the Jammu and Kashmir security scenario, with specific reference to the G20 meeting scheduled for May in Srinagar, will be discussed.

According to official sources, the Ministries of External Affairs and Home, along with the Jammu and Kashmir Government, are working to ensure a peaceful G20 meeting in Srinagar. They have taken steps to make security arrangements well in advance to prevent any untoward incidents in the Valley.

“In light of the security concerns, a team of senior officers from the MHA and IB arrived in Srinagar today and immediately held discussions with top police and intelligence officials to assess the security situation,” sources said, as per media reports.

“The Intelligence agencies have received information that the militants and their handlers in Pakistan are frustrated due to the successful elimination of militants, particularly their top commanders, and are unable to carry out attacks in the Valley. However, there is a possibility that they may resort to attacking soft targets prior to the G20 meeting, which is a significant international event in the region,” they added.

The MHA and IB team, as per sources, will meet with senior civil and police officials to comprehensively finalize security arrangements ahead of and during the G20 meeting in the entire Jammu and Kashmir region, particularly in the Valley. The summit venue and the locations visited by G20 delegates will be placed under a 24×7 security net almost a week before the scheduled summit date. Along with the Jammu and Kashmir Police, the Central Armed Police Forces (CAPFs) will provide security for the venue, places visited by delegates, and other vulnerable areas where militants could target. As per sources, all such areas will be fully secured.

According to sources, both the Central and Jammu and Kashmir Governments are committed to ensuring foolproof security arrangements for the upcoming G20 meeting. The visiting team, comprising officials from the MHA and IB, will also assess the general security situation in Jammu and Kashmir. Intelligence agencies have expressed concerns about the possibility of militants striking in the lead-up to the summit, particularly in districts with little militant presence. The team is working to prevent any such incidents from occurring.

Kashmir to host G20 tourism meet

The meet will be the first major international event in J&K since August 2019, when the state was divided into two UTs and its special status under Article 370 of the Constitution was revoked…reports Asian Lite News

The third G20 tourism working group meeting under India’s presidency will be held in the Kashmir Valley between May 22 and 24. While deliberations during the three-day event will be held in Srinagar, officials said the foreign delegates will also be taken on a sightseeing tour to the ski resort of Gulmarg.

The Srinagar G20 meet will be the first major international event in Jammu and Kashmir since August 2019, when the state was divided into two UTs — J&K and Ladakh — and its special status under Article 370 of the Constitution was revoked.

Apart from G20 members, the event will see participation of delegates from guest countries and several international organisations. On the sidelines of the event, a major event will also be held to highlight film tourism, which the UT administration has been promoting in a big way in the last few years.

Officials said the idea of the film tourism event is to showcase film shoot offerings to the visiting delegates with a focus on single-window clearance and other facilities to foreign crews.

The first working group meeting on tourism, held at Rann of Kutch in Gujarat in February, highlighted rural tourism and archaeological tourism through excursions and side-events. The second meet, at Siliguri, West Bengal, from April 1 to 3, comprised a side event on adventure tourism in the region.

“All the participating countries have unanimously adopted Green Tourism as the most important priority,” said Union Tourism Secretary Arvind Singh, adding the discussions of the first two tourism working group meetings were progressing in the right direction and will be taken up during the third meeting as well before the drafting of the final ministerial communique.

The fourth meeting of the tourism track group, a ministerial event, will be held in Goa in June. Singh said that at the conclusion of the ministerial meeting in Goa, an official ‘Goa Roadmap’ will be issued, comprising a shared vision for the G20 tourism working group. It will aim to provide “guidance on policies, strategies and practices in the five key areas”.

An official said the idea behind holding the four tourism working group meets in four different corners of the country was “to cover and showcase the geographical expanse of the country – with Gujarat in the west to Siliguri in the north-east, going up till the northernmost regions”.

Meanwhile, ahead of the meeting in Srinagar, officials said adequate security arrangements have been made and the city is being spruced up to host the delegates. They said hotel staff, tour operators and emergency-service providers are also being sensitised.

While the G20 member countries comprise Argentina, Brazil, Canada, China, France, Germany, Indonesia, Italy, Japan, South Korea, Russia, Saudi Arabia, South Africa, Turkey, Mexico, United Kingdom, United States and the European Union, India’s special invitee guest countries this time include Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and UAE.

Besides delegates from these countries, those representing international organisations such as UNWTO and International Labour Organisation are also expected to attend the Srinagar meet.

J&K on path of development: Activist at UNHRC

Akhtar said accessible schemes have made it possible to pursue Kashmiri women’s educational and professional pursuits without being affected by the patriarchal structures…reports Asian Lite News

A socio-political activist from the Kashmir Valley has informed the UN about intense development, peace and prevalence of grass-root democracy in India’s Union Territory of Jammu and Kashmir.

In her intervention during the 52nd Session of the UN Human Rights Council in Geneva, Tasleema Akhtar said, “As Jammu and Kashmir gear up for elections under a new administrative setup, the foundation for development has been laid by its municipal bodies which emerged as propellers of growth and infrastructure”. She added, “Electricity and roads have finally penetrated even the last of the remaining villages in J-K’s remote areas. Development works worth USD 700 million are under progress now and Jammu and Kashmir have received investment applications of an equal amount as well”.

Akhtar told the UNHRC that for Kashmiri women too, accessible schemes have made it possible to pursue their educational and professional pursuits without being affected by the patriarchal structures.

This was in tandem with a substantial decline in local recruitments in militant ranks in the valley, which fell by almost 40 per cent compared to the situation in 2021.

Speaking about the current security situation in the valley, the activist informed UNHRC, “Police and military casualties reached an all-time low. Civilian casualties, though very unfortunate, were less as well. There were just 24 law and order incidents in 2022 and there were no incidents of stone pelting in the valley. Compared to this, over 400 incidents took place in 2018.”

“As the situation looked promising due to selfless efforts by the people and local administration, a new wave of violence was unleashed on the Kashmiris through cross-border infiltration. A series of targeted attacks (with hand grenades, IEDs and machine guns) on migrant labour has disturbed the peace in Jammu and Kashmir. In the last two years, nine members of the minority Pandit community were shot dead in broad daylight. Overall, fourteen members of the minority community were killed in 2022”, she said. (ANI)
