PM to embark on Laos visit to attend key summits

India’s ties with Southeast Asian countries have been based on civilisational and cultural linkages which have grown into acquiring all the elements of a contemporary relationship. These countries are pillars in India’s ‘Act East’ Policy and Vision of the Indo-Pacific.

In bid to give further strength to this area, Prime Minister Narendra Modi will be visiting Laos from October 10-11, where he is set to attend the 21st ASEAN-India Summit and the 19th East Asia Summit, being hosted by Laos, which is the current Chair of the Association of Southeast Asian Nations.

The East Asia Summit, a premier leaders-led forum that contributes to building an environment of strategic trust in the region, provides an opportunity for leaders of EAS Participating Countries, including India, to exchange views on issues of regional importance. Prime Minister Modi is expected to hold bilateral meetings on the margins of the two Summits. The visit comes at a time when India is marking a decade of the Act East Policy this year.

PM Modi’s visit to Vientiane comes at the invitation of counterpart Sonexay Siphandone, Prime Minister of the Lao People’s Democratic Republic. The ASEAN-India Summit will review the progress of India-ASEAN relations through Comprehensive Strategic Partnership and chart the future direction of cooperation.

This year marks a decade of India’s Act East Policy and during this decade, the engagements have grown from stronger people-to-people connections to robust cooperation in trade and investment, defence and security, and connectivity including fin-tech, heritage conservation and capacity building. This year also marks important anniversaries of the establishment of India’s diplomatic relations with several countries in the region – 75th with Indonesia, 75th with the Philippines, 60th with Singapore and 40th with Brunei.

Meanwhile, during the first 100 days of his third term, PM Modi received the Prime Ministers of Vietnam and Malaysia in New Delhi.

PM Modi also visited Brunei and Singapore and had fruitful discussions with the leadership in September. Prime Minister’s visit to Brunei was the first ever bilateral visit to the country by an Indian Prime Minister. President of India also travelled to Timor-Leste for the first-ever Head of State visit from India on August 10.

Each of these visits witnessed the signing and exchange of several MoUs/Agreements and some significant announcements. India-Malaysia and India-Singapore ties were elevated to a Comprehensive Strategic Partnership. India-Vietnam Comprehensive Strategic Partnership was strengthened and India-Brunei ties were elevated to Enhanced Partnership.

India and Singapore signed the MoU on Semiconductor Ecosystem Partnership and agreed that advanced manufacturing, particularly in developing resilient semiconductor supply chains, could be a new pillar of bilateral cooperation.

PM Modi at the 20th ASEAN-India Summit in Jakarta last year, had announced India’s decision to open a Resident Mission in Dili, Timor-Leste. The Indian Resident Mission in Dili has been recently operationalised.

Direct flights between Phnom Penh (Cambodia) and New Delhi (India) have commenced from June 2024. while direct flights between India and Brunei (Chennai-Bandar Seri Begawan) are also likely to commence soon.

India’s civilisational links with the Southeast Asian countries have been nourished by the sacred threads of Buddhism and Ramayana. These links are re-invigorated through initiatives such as the revival of the Nalanda University, the new campus of which was inaugurated earlier this year. Restoration and conservation of World Heritage sites such as Vat Phou in Lao PDR, Angkor Vat, Preah Vihear Temple and Ta Prohm Temple in Cambodia and My Son in Vietnam by Archaeological Survey of India is helping preserve our shared heritage.

India is also co-chair of the International Coordination Committee (ICC) of UNESCO for Preah Vihear Temple in Cambodia.

PM Modi and the Prime Minister of Vietnam jointly inaugurated on August 1, the Army Software Park at Telecommunications University, Nha Trang established with a grant of USD 5 million by the Government of India. During the Prime Minister’s visit to Brunei Darussalam, India and Brunei signed an MoU on Cooperation in the operation of Telemetry, Tracking and Telecommand Station for Satellite and Launch Vehicles.

During the recent visit of Vietnam’s Prime Minister to India, Vietnam conveyed its decision to join the Coalition for Disaster Resilient Infrastructure (CDRI) on August 1.

In the wake of Typhoon Yagi, India extended emergency humanitarian assistance to Laos and Vietnam under Operation Sadbhav. A consignment of 35 tons of humanitarian assistance for Vietnam and 10 tons for Laos was provided.

India has been among the first responders in providing Humanitarian Assistance and Disaster Relief (HADR) to the region. Operation Sadbhav was part of India’s broader effort to contribute to HADR within the ASEAN region, in line with its long-standing ‘Act East’ Policy. (ANI)

India Takes Up Human Trafficking Issue With Cambodia, Thailand, Laos

India ‘s foreign minister Dr S. Jaishankar has discussed the issue with Laos Prime Minister and the foreign ministers of Cambodia and Thailand, reports Asian Lite News

External Affairs Minister S Jaishankar on Saturday said that he had called on the Prime Minister of Laos and during their meeting, he had taken up the issue of the trafficking of Indian nationals through cyber scam centres.

Jaishankar also discussed relief and rescue of Indians with the foreign ministers of Cambodia and Thailand.

In a post on X, he said, “During my call on the Prime Minister of Lao PDR, took up the issue of the trafficking of Indian nationals through cyber scam centers. Appreciate the ongoing cooperation of Lao PDR government in the rescue and relief of our citizens. Also discussed the matter with the Foreign Ministers of Cambodia and Thailand.”

On the sidelines of ASEAN events in Vientiane, Laos, on Friday, Jaishankar held meetings with his counterparts from South Korea, Indonesia, Singapore, Malaysia and the European Union.

The EAM met with Cho Tae-yul, the Foreign Minister of South Korea and held a wide ranging conversation on Special Strategic Partnership.

“A pleasure to meet RoK @FMChoTaeyul today in Vientiane. Wide ranging conversation on Special Strategic Partnership. Our shared convergences in the Indo-Pacific region is also opening new avenues of cooperation,” Jaishankar posted on X.

He also met with Josep Borrell Fontelles, the High Representative of the European Union for Foreign Affairs and Security Policy. The leaders discussed enhancing the India-EU ties in areas of trade, clean energy transition and advanced technologies.

The EAM held conversation with Singapore Foreign Minister Vivian Balakrishnan and thanked Singapore for steering ASEAN-India relations.

The Foreign Minister also met Indonesian Foreign Minister Retno Marsudi. He congratulated her stint as Foreign Minister and appreciated her contribution towards India-Indonesia and India-ASEAN relations.

Jaishankar met Malaysian Foreign Minister, Mohamad Haji Hasan, and discussed the initiatives in the bilateral relationship between the two nations.

The ministers also exchanged views on several regional and international issues of common interest and concern. (ANI)

Laos may fall victim to China’s debt trap diplomacy

Laos, a Southeast Asian nation situated between Thailand and Vietnam, is now seeking more time to pay its debts.

A recent report suggests that the country’s debt has nearly doubled, reaching USD 950 million in 2023, up from USD 507 million in 2022. The majority of this debt is owed to China, according to local news outlet, The Laotian Times.

Citing a report from the Ministry of External Affairs in Laos from June this year, the same news report stated that the country had deferred a debt of USD 670 million in 2023, excluding the USD 1.22 billion that had already been deferred since 2020.

According to The Laotian Times, Laos currently has a total of USD 13.8 billion in public debt, amounting to 108 per cent of its GDP. Notably, around USD 10.5 billion of this debt is owed to China.

This heavy debt situation surfaced as China increased its lending to small countries that lack capability to repay. As a result, China can capture the assets of these countries for its expansionist motives.

Meanwhile, a depreciation in the currency of Laos, the Kip, could worsen the situation for the small country. This makes Laos’s economy more vulnerable to the debt trap strategy.

According to the Laotian Times report, the Kip of Laos dropped by 31 per cent against the US dollar last year, making repayment difficult as 59 per cent of the total debt is denominated in US dollars.

According to another report by Nikkei Asia, the Nam Ou hydroelectric plant, one of the largest power generation facilities in the country’s north by capacity, was built by the Power Construction Corp. of China (Power China) for USD 2.8 billion and began full operation in 2021. The plant comprises seven dams.

Additionally, the USD 6 billion China-Laos railway project, which opened in December 2021, will soon provide a direct route from Kunming, China, to the Gulf of Thailand through previously existing rail lines in other countries.

This project currently stands as a symbol of Beijing’s ambitious regional expansion strategy. (ANI)

Air India’s Expanded Network in Thailand, Laos, and Cambodia

Air India has entered an interline partnership with Bangkok Airways, which will enable travellers to take convenient connections via Air India’s Bangkok, Hong Kong, and Singapore gateways to and from 10 destinations in Thailand, Laos and Cambodia on Bangkok Airways’ route network.

According to an Air India spokesperson, the accord between the two airlines encompasses the adoption of Inter Airline Through Check-In (IATCI), that grants travellers the convenience of obtaining their boarding passes at their initial point of departure for all segments of their journey using a single ticket.

“Furthermore, passengers can also avail themselves of the hassle-free service of having their luggage checked through to their ultimate destinations.

“Air India guests taking connecting flights on Bangkok Airways will also receive complimentary access to Bangkok Airways’ Boutique Lounges and Courtesy Corners at available airports, regardless of the cabin class they fly,” the  spokesperson said.

“Air India and Bangkok Airways have also entered a Special Prorate Agreement, which allows both carriers to file ‘through fares’ on routes covering each other’s networks.”

The spokesperson went on to say that travellers “can connect in Thailand through Bangkok Airways: Chiang Mai, Lampang, Sukhothai, Trat, Koh Samui, Phuket, and Krabi” and “outside Thailand, they can connect to Luang Prabang in Laos; and Phnom Penh, Siem Reap in Cambodia”.

“In addition to the Bangkok gateway, Air India guests can also choose to fly to Koh Samui via Singapore and Hong Kong,” the spokesperson added.

India and Laos review comprehensive partnership

The third India-Laos Foreign Office Consultations (FOC) was held in the capital Vientiane on Thursday.

The FOC was co-chaired by Saurabh Kumar, Secretary (East), Ministry of External Affairs and Phoxay Khaykhamphithoune, Deputy Minister of Foreign Affairs of the Lao. Taking to his official Twitter handle, Ministry of External Affairs official spokesperson Arindam Bagchi said, “3rd India-Laos FOC held today in Vientiane, co-chaired by Secy (East) @AmbSaurabhKumar and Dy FM Mr Phoxay Khaykhamphithoune, Laos.”

The two discussed the review of comprehensive partnerships in different sectors.

“Discussions encompassed comprehensive review of partnership across sectors, including development cooperation, trade, defence, agriculture, health, heritage conservation, capacity building and current regional and global issues of interest,” Bagchi added in his tweet.

India expressed appreciation for Lao PDR in its role as Country Coordinator for the Mekong-Ganga Cooperation, and reiterated its support for Lao PDR as Chair of ASEAN in 2024. During the meeting, the two signed new Memorandums of Understanding (MoUs) regarding five Quick Impact Projects (QIPs) in the fields of education, health, water facility, and IT.

According to the Ministry of External Affairs (MEA), the 2nd Foreign Office Consultation was held in New Delhi on 10 August 2015.

While in Lao, the Secretary (East) also paid a courtesy call on Deputy Prime Minister and Minister of Foreign Affairs Saleumxay Kommasith.

India and Lao share “longstanding, friendly and mutually supportive relations”, according to the MEA. The two sides’ views converge on many issues of mutual interest in international forums. Moreover, Laos support India’s claim for permanent membership in the UN Security Council.
