MEA urges job seekers to use safe services

The Ministry of External Affairs on Thursday urged people to use the safe and legal services of registered Recruiting Agents (RA) while applying for overseas jobs as notably, there has been a huge surge in the number of overseas job seekers being cheated by unregistered recruitment agents.

Reportedly, these job seekers are getting overcharged for over Rs 2 lakhs as these illegal agents operate without obtaining a licence from the MEA.

“It has been noticed that there has been a huge rise in the number of overseas job seekers being cheated by unregistered recruitment agents by fake job offers and also overcharging to the tune of Rs 2-5 lakhs. These unregistered/illegal agents operate without obtaining a license from the Ministry of External Affairs, which is mandatory for any recruitment for work abroad,” the MEA said in a statement.

These agents operate through various social media sites including, Facebook, WhatsApp, text messages and other such mediums and provide little or no such details of their whereabouts and contacts.

They usually communicate only through WhatsApp, making it difficult to ascertain the location and identity of the caller and the genuineness of the job offer.

“Such agents also lure workers to work in difficult and life-threatening conditions, the statement said, adding that such cases are being reported for recruitment to work in several “East European Countries, some of the Gulf countries, Central Asian countries, Israel, Canada, Myanmar and Lao People’s Democratic Republic.”

Meanwhile, according to the MEA statement, valid job offers come along with an Employment Contract duly signed by the Foreign Employer, recruitment Agent and the emigrant worker.

The Employment Contract must mention the terms and conditions of the job being offered and the salary and other emoluments.

Moreover, valid job offers must allow the worker to emigrate on the strength of an employment or work visa or other similar visas except a tourist visa.

It may be noted that a tourist visa should only be used for the purpose of tourism. However, usually, reputed foreign employers provide for the cost of airfare, boarding and lodging, and insurance coverage, the statement noted.

Additionally, emigrant workers should make themselves aware of the local conditions of the destination country.

“The information may be obtained by attending Pre-Departure Orientation Training (PDOT) Centers or from the Community Welfare Wing of the concerned Indian Embassy in the destination country,” the statement said.

Furthermore, the Indian government makes it mandatory for registered recruitment agents to purchase Pravasi Bharatiya Bima Yojana (PBBY) for migrant workers which provides various benefits including Rs 10 Lakh sum assured on death cases and work-related injury and medical expenses with a one-time premium (Rs. 275 for the cover of two years and Rs 375 for the cover of three years).

“In view of the above, persons seeking jobs abroad are requested to use the safe and legal services of registered Recruiting Agents (RA) only. All registered RAs are issued a license number which is prominently displayed in their office premises and their advertisements, including newspapers and social media,” the MEA said.

Prospective emigrants are advised to cross-check the genuineness of the RA by visiting the government website www.emigrate.gov.in and click the link “List of active RA”, the MEA advised.

“As per the Emigration Act 1983, no recruiting agent shall collect from the prospective emigrant the service charges more than Rs 30,000 + GST (18%), in respect of services provided by it to that emigrant and the recruiting agent shall issue a receipt to the emigrant for the amount collected by it in this regard,” it added.

Moreover, going abroad through any other channel of recruitment involves serious risk of being defrauded of money, not landing in the promised job and difficult living conditions abroad.

All unregistered agencies are being warned not to get involved in overseas recruitment activities. Such activities are in violation of the Emigration Act 1983 and amount to human trafficking, which is a punishable criminal offence. (ANI)

MEA Calls For Urgent Release of Israeli Hostages, De-Escalation

Amid the ongoing Israel-Hamas war, India on Thursday called for immediate and unconditional release of hostages while also urged to de-escalate the situation to resume direct peace negotiations towards a two state solution.

Ministry of External Affairs spokesperson Arindam Bagchi said that India has also shared its concern over the rising death toll of civilians during conflict.

“We (India) made our position very clear on multiple occasions during the UNGA debate. We have strongly condemned the horrific attack on Israel, urged the need for zero tolerance for terrorism and called for immediate and unconditional release of hostages,”he said while strongly condemning the barbaric Hamas attack on Israel on October 7.

Retierating India’s stand for supporting two-state solution for resolving the Isreal-Palestine issuse, Bagchi said,”We have also conveyed our deep concern at the humanitarian crisis in Gaza and the increasing civilian toll and welcomed efforts to de-escalate the situation and provide humanitarian assistance. We have also urged the parties to de-escalate violence and work towards creating conditions for early resumption of direct peace negotiations towards a two state solution.”

While addressing the MEA weekly press briefing, he also went on to mention the humanitarian assistance provided by India to the war-torn Gaza and shared that India has also requested both the sides engaged in war to de-escalate the situation.

MEA spokesperson said, “India has also sent 38 tonnes of humanitarian relief material. We have emphasised strict observance of international humanitarian law”.

Notably, the medical supplies were sent by India for the people of Palestine included essential life-saving medicines and protective and surgical items aimed at handling emergency medical conditions. While arranging the medical supply, wound care was also taken into consideration.

Fluids and painkillers have been included in humanitarian aid for immediate relief. The disaster relief material weighing approximately 32 tons includes tents, sleeping bags, tarpaulins, basic sanitary utilities, water purification tablets etc.

Bagchi, in a response to the question on reports of India workers’ replacement in Israel, he informed that they are working to ensure the safety of Indians working in the world and shared that a lot of Indians have been working as caregivers in Israel .

He added, “We have been working towards giving our citizens access to a global workplace. We are in discussion to try and get into mobility agreements with a number of countries. In Israel, already a number of workers are employed there, especially in the caregiver sector. We have been discussing a bilateral framework in the construction and caregiver sectors. But this is a long-term initiative, I’m not as I said aware of the specific requests are numbers that are floating….”

Meanwhile, Coordination of Government Activities in the Territories (COGAT) Spokeswoman Shani Sasson on Thursday highlighted that 665 trucks have entered Gaza through Rafah as of Wednesday, stressing that, the trucks contain food, medicine, tents and water for the Gazans.

The Israel Defence Forces (IDF) shared the video message of COGAT spokesperson Sasson on X, emphasizing that the IDF is facilitating the delivery of humanitarian aid to Gazan civilians through COGAT.

International organizations and several countries have been providing humanitarian aid to the people in Gaza where the ongoing Israel-Hamas war entered a new phase after the Israel Defence Force entered Gaza City to eliminate Hamas operatives. (ANI)

MEA clears stand on Palestine

Ministry of External Affairs spokesperson Arindam Bagchi says India’s position concerning the Palestine issue has been “longstanding and consistent”…reports Asian Lite News

India on Thursday said that it has always advocated the resumption of direct negotiations towards establishing a sovereign, independent and viable state of Palestine that lives side by side at peace with Israel.

Replying to questions during the weekly media briefing regarding the situation concerning the Israel-Hamas war, Ministry of External Affairs spokesperson Arindam Bagchi said India’s position concerning the Palestine issue has been “longstanding and consistent”.

“India has always advocated the resumption of direct negotiations towards establishing a sovereign, independent and viable state of Palestine living within secure and recognised borders side by side at peace with Israel. That position remains the same,” he said.

Responding to queries about the situation, Bagchi noted that there is a universal obligation to observe international humanitarian law.

“There is also global responsibility to fight the menace of terrorism in all its manifestations,” he said.

The death toll in Israel since the Hamas attack has jumped to 1,300 and some 3300 have been injured, including 28 in critical condition and 350 in serious condition, The Times of Israel reported.

The fate of an estimated 150 people abducted and taken to the Gaza Strip during the attack by Hamas is still unclear, the report said. Over 1300 people have been killed and 5,000 others have been injured in Gaza after Israel launched a strong retaliation over a ‘surprise attack’ by Hamas, CNN reported.

India on Wednesday launched ‘Operation Ajay’ to bring back its citizens stuck in the ongoing war between Israel and Hamas.

IAF on standby to bring back Indians from Israel

The Indian Air Force has kept its aircraft on standby in case there is a requirement to bring back Indian citizens from Israel amidst the war with Hamas, Indian Air Force officials said on Thursday.

According to the officials, IAF transport aircraft fleet includes the C-17 and IL-76 heavy-lift transport planes along with the C-130J Super Hercules Special Operations aircraft which have been used in the past for such evacuation operations.

“Operation Ajay” was launched by Prime Minister Narendra Modi to bring back around 18,000 Indians in Israel amidst the war between Hamas and Israel. Registration of Indians began on Thursday.

The Indian embassy in Israel is providing assistance to Indian companies and has set up a helpline for Indian citizens in need of assistance.

“A charter flight will reach Tel Aviv today later in the evening. It is expected to get 230 passengers onboard. We have all options, but the role of IAF (in evacuation) can’t be ruled out,” the MEA spokesperson said on ‘Operation Ajay.’

Yesterday, the MEA had set up a 24-hour control room in view of the escalating conflict. The control room will help monitor the situation and provide information and assistance.

Earlier today, the External Affairs Minister S Jaishankar chaired a meeting to review preparations for “Operation Ajay”.

Meanwhile, Israeli Defence Forces said that Hamas brought ISIS flags to Israel when they had infiltrated various parts of South Israel last weekend.

In a post shared on X, Israeli Defence Forces stated, “Hamas brought ISIS flags to massacre Israeli children, women and men. Hamas is a genocidal terrorist organization. Hamas is worse than ISIS.”

Israeli Defence Forces (IDF) spokesperson Rear Admiral Daniel Hagari said the military has so far notified families of 97 hostages who were being held by terrorists in the Gaza Strip, The Times of Israel reported.

As Israel-Hamas war rages, security alert in Delhi

A late-night patrol was carried out in the walled city area, around the Jama Masjid on Thursday, Delhi Police informed, adding that the exercise was conducted in the wake of certain “inputs” they received amid the ongoing Israeli offensive in Gaza.

The ongoing aerial assault by the Israeli forces is in retaliation to the multi-pronged terror attacks by Hamas. Delhi Police said it has urged members of the Muslim community to offer namaz at mosques in their areas of residence and not venture elsewhere to offer prayers.

Video clips shared on social media platform X, formerly Twitter, showed a squad of bike-borne police personnel patrolling the Jama Masjid area, followed by another group of policemen on foot patrol.

According to officials, the patrolling is part of an “institutionalised mechanism” conducted by Delhi Police from time to time.

“We have appealed to people to offer namaz at mosques in their areas of residence and venture elsewhere or away from their neighbourhoods for the purpose,” an officer of Delhi Police said.

“Security has been also beefed up at the Chabad House (Jewish prayer house) and other parts of Delhi as well. Security arrangements have been made wherever there are Jewish establishments,” the officer said.

Patrolling is being conducted in order to maintain order and security around or through a specified area, Delhi Police informed. (ANI)

India on Thursday insisted on the need for ensuring “parity” in Canada’s diplomatic presence in the country and asserted that its measures are in compliance with the Vienna conventions on diplomatic relations, signalling continuing strain in the bilateral ties over the killing of a Sikh separatist leader in June.

External Affairs Ministry Spokesperson Arindam Bagchi also made a veiled criticism of Canadian Prime Minister Justin Trudeau for taking up the diplomatic row with a number foreign leaders, and said the “core issue” has been Canada providing space to terrorist and criminal elements.

“I do not know really how it helps address the core issue. And what is the core issue — (it is) the space given by Canada to terrorist and criminal elements,” Bagchi said at his weekly media briefing.

Trudeau discussed the Canada-India diplomatic row with the King of Jordan and the UAE president recently while insisting that international conventions must be respected.

Bagchi also appeared to reject Canada’s view that India’s demand for reducing Canadian diplomatic presence is not compliant with the Vienna Convention on diplomatic relations.

“From our part, I can assure that everything India is doing is in compliance with the Vienna conventions on diplomatic relations,” he said.

The external affairs ministry spokesperson said India is engaged with Canada on the modalities to achieve “parity” in the diplomatic presence.

India asked Canada to withdraw several dozen diplomats from its missions amid the escalating diplomatic row that erupted following Trudeau’s allegation linking Indian agents to the killing of Khalistani separatist leader Hardeep Singh Nijjar in June. India strongly rejected the charges.

Reports said India asked Canada to withdraw 41 of its 62 diplomats.

“We remain committed to what we said that is ensuring parity in our diplomatic presence. We remained engaged with the Canadian authorities on the modalities of achieving that,” Bagchi said.

“We are engaged with the Canadian authorities to ensure parity,” he said.

Asked about a report in the Financial Times newspaper that Canadian Foreign Minister Melanie Joly held a “secret meeting” with her Indian counterpart S Jaishankar in Washington last month, Bagchi said he did not have any information on it to share.

“We have been in touch with Canadians at various levels. Regarding any specific interaction, I do not have any particular information to share,” he said.

Jaishankar was in Washington DC from September 27 to 30 after concluding a five-day trip to New York.

Bagchi also urged Canada to “take more seriously their international obligation to provide security to our diplomats and their premises”.

The Ministry of External Affairs, in a move to mitigate predatory pricing, has tightened the rules for the selection of partner visas and consular service to the Indian diaspora and foreign visitors.

The MEA is committed to serving Indians migrating and foreigners visiting India with an overarching vision to strengthen India’s Image and reputation, to make the service more robust, seamless and reliable.

Notably, the Indian Missions of the MEA are the first touch points for any international traveller coming into India – the Indian Citizen or Person of Indian Origin (PIO) and Foreigners (travelling to India) residing overseas.

Jyoti Mayal, President, of the Travel Agents Association of India (TAAI) stated, “The Ministry of External Affairs (MEA) has embarked on a transformational program to reform and strengthen its tendering and evaluation process in a holistic manner to select the right outsourced service providers. While the focus lies on L1 pricing, there is a strong emphasis on the four pillars of Quality Services, Sustainable and Viable Price, Data Protection and Security, and Ethical Practices and Integrity.”

‘MEA in touch with Indian nationals and embassy in Niger’

India is in touch with Indian nationals and embassy in Niger. There has not been any issue or complaint from them and all of them seem to be safe, said the Ministry of External Affairs on Thursday.

MEA spokesperson Arindam Bagchi Bagchi while speaking about the Niger coup, said, “There are around 250-odd (Indian) people there, but we could be a little off.”

“Most of them are staying there and there were some who were temporarily living there and they have utilized the opportunity of the French evacuation special flights. But, only 10 or 15 have left, including some of the businessmen who were there on temporary visas.”

Some other countries have also run evacuation flights such as European Union nations. “I don’t have the exact number because this was an offer made directly to the citizens,” he added.

Moreover, flights to five neighbouring countries have also resumed including Algeria, Burkina Faso, Mali, Libya, and Chad. “So some Indian nationals are now planning to leave for those routes,” Bagchi said.

Bagchi said that the overall situation seems to be normal and stable. “We are in close contact with the Indian community there,” he added.

The French Government evacuated over 990 of its citizens including Indian nationals over the past two days.

Taking to Twitter, the French ambassador to India, Emmanuel Lenain said that the French government had evacuated around 992 people, out of which 560 are its citizens while the rest of them includes nationals from many other countries, including Indian citizens.

MEA denies change in India’s position on not recognising Taliban

Amid reports of an Afghan foreign policy body asking officials to attend an online programme under the Indian Technical and Economic Cooperation (ITEC) initiative, the Ministry of External Affairs on Thursday said that there has been no change in its position on not recognising the Taliban regime in Kabul.

At an MEA weekly media briefing, External Affairs Ministry Spokesperson Arindam Bagchi said, “Our position on how we see developments in Afghanistan has not changed. I do not think anything should be read into ITEC courses vis-a-vis that. We certainly would not be issuing note verbales, which are inter-governmental notes, to entities that are not recognised.” Reportedly, the Institute of Diplomacy under the Afghan Foreign Ministry conveyed to its officials in Kabul the need to register for the ITEC course being held at the Indian Institute of Management (IIM), Kozhikode, however, Bagchi said that the Indian side does not issue any note verbales to any entities that are not recognised by New Delhi.

A letter issued by the Institute of Diplomacy to inform officials about the ITEC programme also referred to a note verbale from the Indian Embassy in Kabul on the course. Bagchi, responding to it, said that there is no question of sending such communication to entities that are not recognised.

“India has been extending capacity-building assistance to developing countries across the world through what is called the ITEC programme. This includes online courses,” he said.

Bagchi said these scholarship courses cover numerous topics and are conducted by different Indian institutions.

“These courses are also open to nationals of various countries, including Afghanistan. A number of Afghan nationals, both based in India as well as in Afghanistan, have been participating in these ITEC courses,” Bagchi said.

“Of course, the online courses do not involve travel to India,” he said.

India has not yet recognised the Taliban regime in Afghanistan and has been pitching for the formation of a truly inclusive government in Kabul besides insisting that Afghan soil must not be used for any terrorist activities against any country.

India has been pitching for providing unimpeded humanitarian aid to Afghanistan to address the unfolding humanitarian crisis in the country.

In June last year, India re-established its diplomatic presence in Kabul by deploying a “technical team” to its embassy in the Afghan capital.

India had withdrawn its officials from the embassy after the Taliban seized power in August 2021 following concerns over their security.

The Taliban has not completed the conditions for recognition which was offered by the international community.

According to analysts, forming an inclusive government, countering terrorism, not allowing the use of Afghan soil against other countries, and ensuring human rights, especially the rights of women and girls, will pave the ground for recognition of the Islamic Emirate.

Moreover, the Taliban imposed many restrictions on Afghan women after coming to power.

Taliban banned women from attending university last December, nine months after the Islamist group barred girls from returning to secondary schools amid a brutal crackdown on women’s rights since it seized power in 2021.

Grades 7-12 have been closed for girls and young women for more than 530 days, reported Tolo News.

Taliban also announced a ban on female NGO workers – prompting multiple major foreign aid groups to suspend their operations in the country.

The Taliban’s return to power preceded a deepening humanitarian crisis in Afghanistan, worsening issues that had long plagued the country. (ANI)

MEA: China’s attempts to alter LAC status quo impacted ties

Continued unilateral attempts by China to change the Line of Actual Control (LAC) status quo have impacted India-China bilateral relationship, the Ministry of External Affairs (MEA) said in its Annual Report 2021-22 released on Monday.

According to the MEA report, China has since April-May 2020, undertaken several attempts to unilaterally alter the status quo along the LAC in Western Sector, which seriously disturbed the peace and tranquillity along the LAC. These attempts by China were invariably met with an appropriate response from Indian Armed Forces, the MEA said.

According to the MEA report prepared by the Policy Planning Division of the ministry, India’s engagement with China is complex. The two sides have, however, agreed to manage their differences and not allow differences on any issue to become disputes.

Further, the two sides agreed that pending the final settlement of the boundary question, maintaining peace and tranquillity in the border areas is an essential basis for the overall development of the bilateral relationship.

Both sides have agreed to resolve the issues along the LAC in Eastern Ladakh through peaceful dialogue. Consequently, discussions have continued with the Chinese side to achieve complete disengagement from all friction points and full restoration of peace and tranquillity in the India-China Border Areas at an early date.

According to the MEA, India has maintained its engagement with China both through diplomatic and military channels to resolve the remaining issues at the earliest so as to restore peace and tranquillity in the border areas.

External Affairs Minister S Jaishankar on September 16, 2021, met Chinese Foreign Minister Wang Yi in Dushanbe, Tajikistan on the sidelines of the 21st SCO Meeting of the Head of States. The two Ministers exchanged views on the border situation along the LAC in Eastern Ladakh, the MEA said.

The two had also met earlier in Dushanbe, Tajikistan on the sidelines of the SCO Foreign Ministers’ meeting in July 2021. Military and diplomatic officials of the two sides are meeting regularly to continue their discussions on resolving the remaining issues at the earliest. Both sides agreed that a prolongation of the existing situation was not in the interest of either side as it was impacting the relationship in a negative manner.

Meanwhile, US Intelligence Community’s recent Annual Threat Assessment report said that expanded military postures by both India and China along the disputed border elevate the risk of armed confrontation between the two nuclear powers.

This might involve direct threats to US persons and interests, and calls for US intervention, according to the US Intelligence Report.

The report said that India-China relations will remain strained in wake of the countries’ lethal clash in 2020, the most serious in decades.

MEA summons Swiss envoy over anti-India posters in Geneva

MEA Secretary (West) Sanjay Verma on Sunday summoned the Swiss Ambassador to India Ralf Heckner and raised the issue of unfounded and malicious anti-India posters in front of the UN building in Geneva, according to sources.

The Swiss Ambassador said that he would convey India’s concerns to Berne with all the seriousness it deserves. Posters in Geneva are part of space provided to all, but in no way endorse the claims, nor reflect the position of the Swiss Government, Heckner said.

Recently, a video went viral on social media where several posters seen outside the United Nations building in Switzerland’s Geneva, claimed that women and minorities in India are treated like “slaves”, among other hateful things.

The viral video shows an Indian student exposing anti-India propaganda in the form of posters in an area that houses the main UN building, United Nations Human Rights Commission (UNHRC), and other important offices.

Indians have expressed displeasure on the video, which has received views in thousands. “They can’t stop India now anymore, India is ready to fly to the top of the table. India is rising, India is growing, India is developing,” one user said.

“Many country has problem with India’s strong foreign policy and neutral stance in many issue of present time such as Russia’s military action on Ukraine,matter of Iran and many more,” said another.
