Jaishankar rides ‘Made in India’ train in Mozambique

In a tweet, EAM Jaishankar called the project “a practical example of our solidarity and friendship.”…reports Asian Lite News

When India’s External Affairs Minister S Jaishankar took a ride on a ‘Made in India’ train from Maputo to Machava in Mozambique on April 13, 2023, he was showcasing India’s commitment to supporting infrastructure development in Africa. In fact, India’s partnership with Mozambique is a shining example of South-South cooperation and a model for development partnerships.

He called on President Filipe Nyusi and said that India was committed to work for advancements in trade and investments, defence, development cooperation, health and people-to-people ties. Here are some key takeaways from EAM Jaishankar’s visit to Mozambique from April 13-15, 2023.

The ‘Made in India’ train ride: The train was built with Indian assistance and is part of India’s ongoing efforts to support infrastructure development in Africa. EAM Jaishankar was accompanied by Mozambican Transport Minister Mateus Magala on the journey, highlighting the importance of the collaboration between the two countries. The ride was a symbolic gesture of India’s commitment to supporting Mozambique’s development journey.

Earlier, during a meeting, the two ministers discussed the challenges and opportunities in the transport sector and explored ways to expand collaboration.

“A great green transport conversation with Mozambican Minister of Transport &Communication and Chairman, Mozambican Port & Rail Authority Mateus Magala. Talked about expanding train networks, electric mobility & waterways connectivity. India is a reliable partner in this regard,” EAM Jaishankar tweeted.

Inauguration of Buzi Bridge: The Buzi Bridge, virtually inaugurated by EAM Jaishankar on April 13, 2023, has been constructed as part of the 132-km Tica-Buzi-Nova-Sofala Road Rehabilitation Project. Built with the help of an Indian Line of Credit, the bridge will improve connectivity and provide better transportation facilities to the people of Mozambique. It is being described as a testament to the strong development partnership between the two countries.

In a tweet, EAM Jaishankar called the project “a practical example of our solidarity and friendship.”

Practical example of South-South cooperation: India has been a crucial partner of Mozambique in its developmental journey. It has provided significant financial assistance to Mozambique to support its infrastructure development and has been a key partner in several areas such as trade and investment, agriculture, health, education, and defence.

Speaking at the 5th India-Mozambique Joint Commission Meeting on April 14, 2023 which he xo-chaired with his counterpart Veronica Macamo, EAM Jaishankar said the large Indian investment in the country was estimated at about USD 11 billion, largely in the domain of energy and mining. “And our development partnership which extends to 14 Lines of Credit, to the value of more than USD 770 million, is another example, a very practical example of South-South cooperation,” he pointed out.

What’s more, the two countries have a robust bilateral trade of about USD 4 billion. “There are new demands and new opportunities on both sides and surely the Joint Commission should explore that very actively,” EAM Jaishankar said.

Jaishankar paid an official visit to the Republic of Uganda and the Republic of Mozambique from 10 to 15 April 2023. He also made a brief stopover in Addis Ababa, Ethiopia on 13 April 2023.

EAM visited Uganda from 10 to 12 April 2023. In Kampala, EAM called on President Yoweri Museveni and had comprehensive discussions with his counterpart, the Foreign Minister of Uganda, General Jeje Odongo covering a wide range of issues. EAM along with the minister of Water and Environment of Uganda formally launched the EXIM Bank-funded project that will supply drinking water to half a million people in 20 districts of Uganda.

He also had a meeting with the 25-member Parliamentary Forum on Indian Affairs to exchange views on parliamentary cooperation and India’s development partnership with Uganda.

In a landmark event, attended by Uganda Deputy Prime Minister Lukia Nakadama, Minister of Defence Vincent Ssempijja, and Foreign Minister General Jeje Odongo, EAM inaugurated the first overseas campus of the National Forensic Sciences University (NFSU) in Jinja, Uganda. The campus, presently located in a transit building, will start classes immediately.

EAM also signed an MoU between the Indian government and the Government of Uganda for setting up a permanent campus of NFSU in Jinja.

While in Jinja, he also paid homage to the bust of Mahatma Gandhi. The spot marks the place where the ashes of Mahatma Gandhi were immersed in the River Nile in 1948.

EAM also interacted with the Indian community of Uganda and addressed the Indian Business Forum, which was attended by Minister of Trade, Industry and Cooperatives Mwebesa Francis.

EAM also formally launched a project funded by the Indian community of Uganda for the restoration of the Tulsi Ghat in Varanasi.

EAM also visited the Swaminarayan temple in Kampala.

While in transit through Ethiopia, EAM met with Deputy PM and Foreign Minister Demeke Mekonnen in his office. Bilateral, regional and multilateral issues including UN-related issues were discussed.

“A good meeting with DPM and FM @DemekeHasen during a short Addis Ababa transit. Welcomed his perspective on developments in the region. Also shared views on our strong multilateral cooperation, including in the AU and United Nations,” Jaishankar tweeted.

EAM visited Mozambique from 13 to 15 April 2023. This was the first visit by an External Affairs Minister of India to Mozambique since 2010.

Tropical Cyclone Freddy hammers Mozambique for second time

In a statement released Saturday, Malawi Red Cross said it had activated its early response teams in southern Malawi to prepare for the cyclone…reports Asian Lite News

Record-breaking Cyclone Freddy made its second landfall in Mozambique Saturday night, pounding the southern African nation with heavy rains and disrupting transport and telecommunications services.

French weather agency Météo-France warned of “destructive and devastating” winds and “dangerous seas and heavy rains” that could lead to landslides. It said Freddy will go further inland through the weekend, generating heavy rains in Mozambique and southern Malawi, with rain also likely in Zimbabwe and Zambia.

Its the second time Freddy has hit the country, with the cyclone originally making landfall late last month.

Météo-France also raised concerns that Freddy is unlikely to weaken over land in the coming week and has a high probability of exiting back into the sea. Freddy made landfall with maximum wind speeds at sea measuring 155 kilometers (around 100 miles) an hour and sea gusts averaging 220 kilometers (around 140 miles) an hour, the agency said.

Freddy was initially on course to make landfall in the country Friday night but stalled over the Mozambique channel. The cyclone then intensified on Saturday and regained strength as it barrelled toward land, Mozambique’s National Institute of Meteorology said.

The cyclone’s second punch is showering a low-lying, vast land teeming with rivers and “almost all of them have no dam” to ease flooding, said Salomao Bandeira, a scientist at Mozambique’s Universidade Eduardo Mondlane. Flooding in the country earlier this year slammed regions where major rivers are controlled by dams, allowing some degree of control, Bandeira said, raising fears this hit could lead to more destruction.

The projected deluge is already worrying health and disaster agencies in both Mozambique and Malawi, who have recently been battling cholera cases and other water-borne ailments. The U.N. and EU-led disaster alert system has already issued a red alert projecting that some 2.3 million people will be impacted. Mozambique’s disaster institute has moved thousands of people to storm shelters in anticipation.

“More lives are being saved in Mozambique today” due to early preparedness, Bandeira said.

In a statement released Saturday, Malawi Red Cross said it had activated its early response teams in southern Malawi to prepare for the cyclone.

Earlier in the week, Freddy’s longevity and baffling trajectories caused the U.N. weather agency to set up a committee to determine whether it has broken the record as the longest-lasting tropical cyclone in recorded history after traversing more than 8,000 kilometres (5,000 miles) in the southern Indian Ocean.

The U.S. National Oceanic and Atmospheric Administration said Freddy has already catapulted into the record books for the second-ever highest accumulated cyclone energy, or ACE, a measurement of a cyclone’s energy over time.

Freddy is also the third storm on record to last more than 22 days, said NOAA’s Carl Schreck. Hurricane John in 1994 and an unnamed Atlantic hurricane in 1899 are the other two. The natural weather event La Nina and a negative Indian Ocean Dipole, or a change of temperatures over the ocean, “may have produced ocean temperatures and atmospheric circulations that made an event like this more likely,” Schreck added.

Any storm that can remain at such a “strong intensity for so long and make two landfalls is important in terms of human impacts and in terms of science,” said Kristen Corbosiero, professor of atmospheric and environmental sciences at the University of Albany.

Mozambique launches census on artisanal fishing, aquaculture

Some of the reasons leading to negative records in the artisanal fishing sector include illegal fishing and the use of inappropriate equipment, a phenomenon that tends to intensify in the country, according to the data shared at the event…reports Asian Lite News

Mozambican government launched the 4th Artisanal Fishing and Aquaculture Census, aiming to collect data on the fishing activities in the country and better capitalize on the sector’s economic potential.

The census is expected to provide information about the number of fishermen operating nationwide, the fishing vessels that are functional, and the kind of equipment used to capture different sea products, said the Minister of the Sea, Interior Waters and Fisheries, Lidia Cardoso, who addressed the launching ceremony in Maputo.

Despite the country’s 2,700-kilometer coastline, fishing authorities’ records indicate undue losses, and they hope to improve this scenario through informed decisions backed by the data collected during the census, said the minister.

Some of the reasons leading to negative records in the artisanal fishing sector include illegal fishing and the use of inappropriate equipment, a phenomenon that tends to intensify in the country, according to the data shared at the event.

“The practice of illegal and harmful fishing is also another barrier that we have been trying to discourage because it harms the normal growth of sea products and the gains that could be captured in the future,” said Elisete Cunguara, Director of the Institute for the Development of Fisheries and Aquaculture during the ceremony.

The institute has been promoting aquaculture as a solution to guarantee production even in closed seasons, but they have been battling with the input costs, which is hindering the popularization of the activity, said Cunguara.

Statistics from the authorities show that Mozambique produced a total of 447,000 tons of various types of fish last year, of which 92 percent came from artisanal fishing.

Mozambique, Tanzania reach deal to fight terror

A deadly insurgency broke out in northern Mozambique near the Tanzanian border five years ago, killing thousands and displacing hundreds of thousands…reports Asian Lite News

The leaders of Mozambique and Tanzania have signed defense and security agreements aimed at fighting terrorism and crime along their shared border.

No details were released on the content of the agreements signed during a visit to Maputo by Tanzanian President Samia Suluhu Hassan.

A deadly insurgency broke out in northern Mozambique near the Tanzanian border five years ago, killing thousands and displacing hundreds of thousands.

However, life is “gradually returning to normal” after thousands of foreign troops from several African countries were deployed more than a year ago to quell the unrest, Mozambican President Filipe Nyusi said.

“The enemy is now operating in small groups trying to come down to the southern districts,” Nyusi said in their talks.

President Hassan said that because the two neighbors share a “very long” border, “we need a good security system that allows us to protect our border.”

“We have seen … cross-border crimes (and) terrorism,” he said.

Nyusi visited the recovered port of Mocimboa da Praia, a former de facto jihadist headquarters.

In October 2017, about 30 gunmen launched a dawn raid on three police stations in Mocimboa da Praia, marking the beginning of the insurgency.

Since then, more than 4,258 people have been killed, according to ACLED, and 820,000 have fled their homes.

Mozambican forces, backed by Rwandan troops, claimed in August 2021 to have driven out the militants occupying the port.

The insurgents terrorising Mozambique’s gas-rich Cabo Delgado province have in recent months intensified a violent campaign to establish an Islamic caliphate, which has now spilled north into Tanzania.

“We will have joint operations (and) exchange information in our endeavour to end terrorism in our border areas,” said Mozambique’s police chief Bernardino Rafael.

“I believe with this partnership… we (will be) able to finish the terrorists,” he added.

As part of the deal, more than 500 suspected militants arrested in Tanzania will be extradited to Mozambique, according to national broadcaster TVM.

A shadowy Islamist group has wreaked havoc in northern Mozambique since 2017, killing hundreds of people and displacing thousands.

Locally they are known as Al-Shabab, although they have no known links to the ruthless jihadist group of that name operating in Somalia.

Their attacks have increasingly been claimed by the Islamic State Central Africa Province (ISCAP), affiliated with Daesh.

International conflict data provider ACLED has recorded more than 2,000 fatalities from the conflict, while Mozambique’s Prime Minister Carlos Agostinho last week said at least 500,000 had fled their homes because of the violence.

Shared ties

Tanzania and Mozambique share not only a border but strong family, economic, cultural, and historical ties, which cement the bond between the two countries. Tanzania played a key role in Mozambique’s struggle for independence. In fact, the country was a base for liberation movement activists. The Mozambique Liberation Front (FRELIMO) was among those movements that benefited extensively from Tanzania’s support for the independence of the southern African states.

Moreover, the Macondé in Cabo Delgado have traditional links with Makondé in Tanzania. Mwani is a similar language to Swahili and Mwani speakers have traditional links to Zanzibar and coastal cities further north. The Makua and Yao are two large Bantu tribes of Southern Tanzania and northern Mozambique. Tanzania’s Mtwara Region and Cabo Delgado are inextricably linked through ties of family, language, faith, and economy11. An effectively open border is straddled by families rooted on either side. A common language, Swahili, binds communities, while shared faith too ignores borders13. Those elements made it easier for the insurgents on the Mozambican side to interact with their counterparts in Tanzania and vice versa, and to conduct small-scale attacks. It has also created an easy entrance for Tanzanians and other foreign fighters who take advantage of the lapse border security facilitated by a sense of brotherhood between the people of the two countries easily cross to Mozambique to join up insurrection in Cabo Delgado.
