Pakistani-Chinese Lobby Push Propaganda Ahead Of G20 Summit

India is hosting this year’s G20 Leaders’ Summit on September 9 and 10 in New Delhi under its Presidency. Besides leaders of the 20 countries, New Delhi has invited nine countries — Bangladesh, Egypt, Mauritius, Netherlands, Nigeria, Oman, Singapore, Spain and the United Arab Emirates —to be the “guest countries” at the gathering.

Meanwhile, there has been a massive buzz on social media about the Summit. However, several users are running anti-India campaigns ahead of the G20 Summit.

DFRAC has conducted a detailed data analysis of this anti-India propaganda in Chinese language. Digital Forensics, Research and Analytics Center better known as Dfrac.org or DFRAC is an Indian non-profit fact checking website.

According to the report, Chinese accounts have also posted on Facebook regarding the G-20 summit and Kashmir. Eng Hui James Tan claimed on Facebook: “Both countries are disappointed over India ‘s Presidency of G-20 summit this year. China has stated that it will not participate, and Modi’s reaction seems to be threatening”.

Several Chinese accounts on Twitter and Facebook have shared the tweet of Pakistan Strategic Forum (@ForumStrategic) on G-20. These tweets stated: “The countries refused to participate in the G-20 meeting in India’s illegally occupied Jammu and Kashmir (IIOJK).”

Later, Several Chinese accounts shared the screenshot of @ForumStrategic’s tweet on various platforms including Twitter, and Facebook.

A Chinese user named @hexieshehui1 retweeted a tweet from @ForumStrategic and wrote: “China’s non-participation in the G-20 meeting in Kashmir is due to the regional dispute with India on one side and support for Pakistan on the other. Other Islamic countries have expressed support for Pakistan on religious grounds.” The image given below shows Chinese users sharing posts from the Pakistan Strategic Forum.

Another Chinese account named Ou Mei Zhen (Uncle Shun) posted on Facebook with the caption: “Modi is ashamed, and he is also “threatening” China!”. The account also shared a tweet by Pakistan Strategic Forum (@ForumStrategic) on G20.

Meanwhile, DFRAC has also tracked down a number of Pakistani users running anti-India propaganda regarding Kashmir in the Chinese language.

Imran Ghazali (@ImranGhazaliPK) is a Twitter account with 123k followers. The account claims in its bio that he is the Digital Head of the former Prime Minister Imran Khan’s party, PTI. He also works for several other organizations, which are mentioned in his bio. Many of these accounts have been withheld in India i.e. restricted in India. Accounts such as  @GovtofPakistan and @alifailaanpk.are also included.

Imran Ghazali has a considerable number of followers, more than 123,000. The majority of these followers are from Pakistan. Among the admirers and followers of Imran Ghazali, the highest number of users are supporters of the former Pakistani Prime Minister Imran Khan.

A video was posted from this Twitter account with a caption written in Chinese. The video allegedly depicts harassment in Kashmir. This video was captioned: “The suffering of the people of Kashmir began on 27 October 1947 when Indian troops landed at IIOJK after New Delhi suspended the special status of IIOJK on 5 August by revoking Article 370 and Article 35-A of the Indian Constitution increased”.

Imran Ghazali’s tweet on Kashmir in the Chinese language has been liked by the official account of former Minister of State for Climate Change, Zartaj Gul Wazir, Government of Pakistan. Apart from this,  several Pakistani accounts have also liked the post.

There is a Twitter account named “MarsPlanet” (@MarsPlanet16) with 4148 followers, and it has posted 49,400 tweets so far. The account’s cover photo features an image of the former Prime Minister of Pakistan, Imran Khan. This account usually tweets in Urdu and Chinese languages. Notably, the majority of the tweets are in Chinese language for running propaganda over Kashmir.

Mars Planet has posted a controversial map. In this map, he has depicted Pakistan as extended up to Agra in Uttar Pradesh. Not only this, Kashmir, Gujarat, some parts of Himachal, some parts of Rajasthan, the capital of New Delhi, and Haryana have been displayed as part of Pakistan on this map. In this map, Punjab is portrayed as Khalistan.

Mars planet shared this map and wrote: “InshaAllah Kashmir is about to escape from Indian brutality. China has restored India’s withdrawal from Kashmir and restoration of Article 370 to previous positions. If not, we will occupy the next Kashmir. Now Indian govt is on edge but next is Kashmir freedom”.

EU urged to stem disinformation and propaganda

The debate was moderated by Manel Msalmi, international Affairs advisor and president of the European Association for The Defense of Minorities with high level speakers mainly Claude Moniquet, former French intelligence agent and director of the European Strategic intelligence and security center, Nigel Goodrich CEO of IMPAC, Giuliana Franciosa expert ln communication, Carlo Corazza director Italy office of the European Parliament.

Human rights activists, academics, politicians and media experts support a call to regulate the disinformation and propaganda campaigns which jeopardise democratic process.

They were attending a conference entitled “The fight against Disinformation and Propaganda, ” at the European Parliament. The event was organised by EPP group with the participation of human rights organisations and experts in the field, The European Times reported.

The session ended with the conclusion that the fight against disinformation should be regulated by EU legislations to guarantee both human rights as well as freedom of speech. They call to avoid tragic incidents and the killings of human rights activists in conflict zones or in exile as well as educate the new generations to make the difference between fake news and true information.

Lucia Vuolo, Isabella Adinolfi and Francesca Peppucci as well as Italian Senator Roberta Toffanin were guest speakers and intervened on the issue by sharing their thoughts regarding the possible measures that the EU parliament and the EU commission can implement to fight against Disinformation and to put a legal framework to fight against propaganda.

Manel Msalmi introduced the debate by pointing out the complexity of the issue of disinformation and the different tools that the EU has already taken to tackle disinformation in an attempt to protect European and democratic values. She also raised the issue of human rights activists who might be targeted following some disinformation reports. This was the case of Karima Baloch who was killed in Canada, Sajid Hussain Baloch who was killed in Sweden and a lot of activists involved in the Baloch cause who were intimidated right after the EU Disinfo Lab report was released. A report which put their lives in danger.

Claude Moniquet said: “There is an obvious continuity between disinformation – the Russians prefer to speak of “active measures”, in Russian, “aktivnye meropriyatiya”, an expression that covers disinformation, offensive espionage and subversion – as it was practiced in the Soviet era and that which is implemented by the Putin regime: it is, then as now, to do everything to undermine the Western democracies and dislocate the alliance between North America and Europe in order to implode NATO. What has changed is not the spirit of disinformation but the means used. Where yesterday, it was necessary to apply complex methods, new information technologies allow, today, to flood the Internet and especially social networks which have become the main source of information for many citizens in the West, especially among the youth.”

Another evolution of Russian disinformation in recent years has been the search for new political channels to spread it. During the Cold War, it was mostly communist, far-left or pacifist circles that were used by Moscow. But from now on, the Russian disinformation apparatus relies much more on certain circles of the extra-parliamentary far-right. But the same actors are at work as before: the external intelligence services (today, the SVR) and the military ones (the GRU). And at their head, as well as at the head of their main means of action, we still find men and women belonging to the first circle of Vladimir Putin and taking their orders directly from the Kremlin.”

Nigel Goodrich mentioned that “To be pro-Palestinian and anti-Israel is the new polarising middle ground where, due to sustained ideological disinformation and propaganda driven by the media, academia, state actors, NGOs and trades unions, there is no longer room for dialogue. The best solution to this threat to our democratic future is to teach critical thinking in schools, such that young people learn about different perspectives, thereby giving dialogue (hence peace and coexistence) a chance”

Shreya Kaushik, an activist and a representative of the Indian diaspora in Belgium pointed out that “Disinformation is a wide spread issue, it is plain information overload or information chaos. If we talk about the solution to this, as a whole we must work on educational reforms to eradicate such evils from the society so the individuals can judge the authenticity of any information. There is no way to sift the information other than strengthening the education system and thats the need of the hour”

Giuliana Franciosa, an expert in Communication explained the different concepts in relation to misinformation and how to counter it as well as the need to check the disinformation reports mainly those which do not come from EU or international institutions.

“The issue of impersonation by the EU Disinfo Lab for example, where in the EU prefix can be misleading and people can believe that it is a legitimate wing under the European Union institutions.”

How China exploits social media to amplify its propaganda?

Oxford researchers examined every tweet and Facebook post produced by Chinese diplomats and ten of the largest state-controlled media outlets between June 2020 and February 2021, reports Rahul Kumar

China is using social media giants like Twitter and Facebook to broadcast State propaganda to global audiences, which is further amplified by fake Twitter accounts. This was revealed by the Oxford Internet Institute (OII) in a seven-month-long investigation of social media accounts held by Chinese State-run media and Chinese diplomats.

A global audit by the OII and the Associated Press says that Chinese diplomats and State media outlets are highly active on Twitter and Facebook but only 14 per cent of diplomat accounts on Twitter are labelled as State-run media by the micro-blogging site.

Marcel Schliebs, doctoral candidate and lead author of the paper at the OII, University of Oxford, said: “We find that the PRC (People’s Republic of China) is increasingly seeking to use its diplomats to amplify the outward-facing propaganda dissemination of state-backed media outlets. Our analysis shows PRC diplomats are represented in at least 126 countries with active Twitter or Facebook accounts.”

The Chinese government is exploiting those very social media networks to influence foreign public opinion which it has banned for its own public. The study points out that “nearly half of all PRC diplomat retweets are from the 1% of most active amplifiers.”

For their study, the Oxford researchers examined every tweet and Facebook post produced by Chinese diplomats and ten of the largest state-controlled media outlets between June 2020 and February 2021.

Chinese diplomats and State-backed media accounts have been highly active on Twitter. Between June 2020 and February 2021, 189 diplomatic accounts tweeted 201,382 times and got nearly seven million likes, 1.3 million retweets and attracted a million comments. Interestingly, a large number of these retweets came from accounts that Twitter had suspended for violating its rules.

The researchers also found that despite the Twitter and Facebook policy of labelling official accounts to enhance transparency and accountability, only one in eight (14 per cent) of Chinese diplomatic accounts on Twitter were labelled clearly as government accounts.

Quoting another similar research, The Epoch Times says that two Twitter accounts — those belonging to Liu Xiaoming, the former Chinese ambassador to the UK, and the Chinese Embassy in London, were scrutinised carefully. This research found that from June 2020 to January 2021, a coordinated network of 62 accounts was dedicated to amplifying messages from the two accounts.

Of the 62 accounts, 60 were eventually suspended by Twitter, with 29 of them for the reason of platform manipulation. The remaining two were deleted by their own users. The researchers say that these 62 accounts seemed to generate little interest from genuine users, but may have contributed to the amplification of official Chinese content “by manipulating platform algorithms”, says The Epoch Times.

The research says that the Chinese government has an overwhelming presence on social media networks. The researchers found 176 Twitter and Facebook accounts representing Chinese State-controlled media outlets in English and other languages. These accounts posted over 700,000 times, with posts receiving a mammoth 355 million likes with over 27 million comments and re-shares.

However, nearly half of all Chinese official accounts are retweeted by the top 1 per cent most active accounts. These highly active accounts engage with PRC diplomats at a very high rate, often retweeting them thousands of times within just a few months.

Talking about the significance of the research, Professor Philip N. Howard, Senior Author of the study said: “By uncovering the scale and reach of the PRC’s public diplomacy campaign, we can better understand how policy makers and social media firms should react to an increasingly assertive PRC propaganda strategy.”

Pakistan: Hub of fake narratives

Pakistan has been running anti-India propaganda using Pakistani social media accounts which are the new tools for propagating fake narratives.

According to the Disinfo Lab reports, Easter bombings in Sri Lanka, Islamophobia in India, Galwan valley clash, Farmers’ Protest of India are some of the incidents where Pakistan has made Anti-India fake narratives.

The report revealed that the Pakistan decided to set up a full-scale fake news industry by way of SAUSMF . SAUSMF website was hosted by Pak Cabinet Minister and close aid of PM Imran Khan – Jahangir Tareen on his server.

It is easy to spread disinformation through twitter because of its facility to change the username(name and username).

The major findings of report, which uncovered main members of this nexus included Aftab Afridi, Awas Javed Satti, Asim Khan who has direct links with Pakistan army, team Imran Khan and Pak businessman Jahangir Khan Tareen, who was the man behind Imran Khan’s electoral victory.

Last year, security and intelligence agencies in India have identified and traced more than 5,000 Pakistan-based social media handles actively spreading fake and false propaganda on Citizenship Amendment Act 2019. Some of them are using “deep fake videos” of protests to incite communal violence in the country.

“Some of prominent Pakistan personalities are also sharing the information through their private handles. These handles are very active for the last 48 hours,” said a source in the security establishment.

Sources said that even Arif Alvi, the President of Pakistan, is tweeting curated deep fakes. He tweeted: “Of the many messages coming from India, I am just tweeting this message. The girl is crying at police brutal violence inside a mosque at Delhi’s Jamia Millia. Prime Minister Modi’s fascist Hindutva government is at war with Muslims.”

The agencies said that Pakistan Foreign Minister Shah Mahmood Qureshi commands a troll brigade.

Pakistan social media handlers also tweeted fake news about casualty of a girl student in Jamia Millia during protests on Sunday.
