Pakistan Prime Minister Shehbaz Sharif will virtually attend the Shanghai Cooperation Organisation (SCO) meeting chaired by India on July 4.

“We have received the official invitation from Indian Prime Minister for our Prime Minister for the virtual meeting of Heads of State of Shanghai Cooperation Organisation that is due to take place on July 4,” The News quoted a spokeswoman at the Foreign Office as saying at a briefing.

“Pakistan will be represented at the summit. We will be making an announcement regarding our participation in coming days,” she added.

Earlier this month, the Centre said that it was never announced that the July 4 meeting would be held in person.

“As everyone is aware that in the past some years, several events have taken place virtually so taking all factors into account, we decided that the Summit of the SCO Council of Heads of State will be held in a virtual format on the 4th of July,” External Affairs Ministry spokesman Arindam Bagchi said.

The statement came just days after the Ministry announced that it will host the annual SCO summit in virtual format on July 4.

In September 2022, the in-person SCO summit was held in the Uzbek city of Samarkand which saw the participation of all the top leaders of the grouping, including Prime Minister Narendra Modi, Chinese President Xi Jinping and his Russian counterpart Vladimir Putin.

India had assumed the rotating chairmanship of the SCO at the Samarkand summit.

The Ministry has said that all the SCO member states — China, Russia, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan — have been invited to attend the virtual summit.

The Shanghai Cooperation Organisation (SCO) Council of Heads of State is all set to take place in July, chaired by Prime Minister Narendra Modi in a virtual format, according to the statement released by SCO.

Under India’s leadership, the SCO Council of Heads of State will be held in a virtual format on July 4, 2023. All the SCO Member States, that are China, Russia, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan, have been invited to attend the Summit. In addition, Iran, Belarus and Mongolia have been invited as Observer States. As per SCO tradition, Turkmenistan has also been invited as the guest of the Chair. Heads of the two SCO Bodies – the Secretariat and the SCO RATS – will also be present. Further, Heads of six international and regional organizations have also been invited, viz. UN, ASEAN, CIS, CSTO, EAEU and CICA.

“The theme of the Summit is ‘Towards a SECURE SCO’. The SECURE acronym was coined by the Prime Minister at the 2018 SCO Summit and stands for Security; Economy and Trade; Connectivity; Unity; Respect for Sovereignty and Territorial Integrity; and Environment. These themes have been highlighted during our Chairmanship of SCO,” the statement read.

“India has set up new pillars of cooperation under its Chairmanship – Startups and Innovation; Traditional Medicine; Digital Inclusion; Youth Empowerment; and Shared Buddhist Heritage. In addition, India has worked towards fostering greater people-to-people ties that celebrate the historical and civilizational bonds between our nations. These include the various socio-cultural events hosted by Varanasi under the framework of the first-ever SCO Cultural and Tourist Capital for 2022-23,” the statement added.

India’s Chairmanship of SCO has been a period of intense activity and mutually beneficial cooperation between Member States. India has hosted a total of 134 meetings and events, including 14 Ministerial-level meetings. India remains committed to playing a positive and constructive role in the organization and looks forward to a successful SCO Summit as the culmination of its Chairmanship.

The rotational presidency remains with India until September 2023.

In 2022, India assumed the presidency of the SCO, marking a significant milestone in the country’s role in regional cooperation and its endeavour of advocating for an integrated neighbourhood.

The SCO provides a platform for India to enhance economic cooperation with Central Asian countries, which have vast reserves of natural resources. India is seeking to increase its trade and investment ties with the SCO countries to diversify its economic partnerships.

India will host the Shanghai Cooperation Organisation (SCO) Summit in New Delhi On July 3-4. The agenda for the Summit is anticipated to centre on counter-terror, Afghan stability, and inclusive connectivity efforts including Chabahar Port & INSTC, aside from India’s extensive outreach to Eurasia.

An article from a magazine, ‘Wedge’ dated May 16, 2023, written by Japanese scholar Satoru Nagao, who works with the Sasakawa Peace Foundation provides a perspective as to why India is focusing on its active participation in SCO. The article has noted the current pattern of partnerships within SCO.

As per his article in Wedge, the SCO is a countermeasure against Pakistan. For India, the SCO holds the potential to serve the purpose in terms of security. For India, dealing with China and Pakistan is a security challenge. Pakistan, in particular, sends Islamic extremists to India, said Satoru.

Pakistan lost the Indo-Pakistani War in 1971 and was made aware of the huge power difference with India. Since then, as a countermeasure against India, along with the development of nuclear weapons, the strategy adopted by Pakistan has been to support Islamic extremists, who carry out terrorist activities against India, more actively than ever before. The so-called ‘Thousand Wounds Strategy’ states that even a strong country would turn weak if it inflicted a thousand small wounds through terrorism.

In the 1980s, the Soviet Union invaded Afghanistan, and the US, via Pakistan, supported the guerrillas against the Soviet Union. During this process, Pakistan developed the know-how to support terrorists.

From the beginning, SCO has been a useful forum for countering Pakistan and Islamic extremists. India, which is chairing SCO this year, did not allow high-ranking Pakistani government officials to enter India for the National Security Director-General level and Defense Minister-level talks. They were allowed to participate only through online mode.

If viewed through this aspect, the SCO is not only a place for India to cooperate, but also a place to gather information, monitor and obstruct China-Pakistan movements. That’s where its real worth for India lies, said Satoru.

India in the midst of a framework, which is turning into a confusing mystery. At first glance, the SCO looks like a framework promoting cooperation among anti-US countries. It has come up with a certain degree of success with regard to the China-Russia-Central Asia agreement. (ANI)

8th meeting of SCO agriculture ministers chaired by Tomar

The 8th meeting of Agriculture Ministers of Shanghai Cooperation Organisation (SCO) member countries was held on Saturday via video conferencing under the chairmanship of Union Agriculture and Farmers Welfare Minister Narendra Singh Tomar.

Russia, Uzbekistan, Kazakhstan, Kyrgyzstan, Tajikistan, China and Pakistan participated in it, along with India. Tomar said Prime Minister Narendra Modi’s emphasis is on the overall development of agriculture in the country through technology.

Tomar said in order to maintain the normal functioning of the food supply chain in the present conditions, there is a need for close contact and cooperation between various countries for food and nutrition security.

He added that India is the largest employer globally in the agriculture sector, where more than half of our population is engaged in agriculture and allied sectors, while India also represents an important economic activity for many countries.

Tomar said India’s public distribution system and price support system for farmers are unique in the world, adding it is the good result of the foresight of our policy-makers, efficiency of agricultural scientists and tireless hard work of farmers that today India is self-sufficient in food grains.

India is a leading producer of many commodities like cereals, fruits, vegetables, milk, eggs, and fish.

Tomar also apprised SCO member-countries participating in the meeting about India’s direct transfer benefits initiatives, credit facilities, promoting natural and organic farming, and promoting farmer-producer organisations (FPOs). (ANI)

External Affairs Minister Dr S. Jaishankar said all the delegates who attended the Shanghai Cooperation Organisation’s foreign ministerial meeting in Goa were impressed by Goan cuisine, culture, and hospitality.
    
India hosted the meeting at a beach resort in Goa’s Benaulim on May 4 and 5.
    
“The SCO Foreign Ministers held their meeting in Goa on May 04-05, 2023. All delegates were impressed by Goan cuisine, culture, and hospitality,” Jaishakar tweeted.
    
“Thank Chief Minister @DrPramodPSawant and all officials involved for the excellent arrangements,” he said.

The meeting was attended by Russian Foreign Minister Sergey Lavrov, China’s Qin Gang, Pakistan’s Bilawal Bhutto-Zardari, Uzbekistan’s Bakhtiyor Saidov, and SCO Secretary-General Zhang Ming.
    
Tajikistan’s foreign minister Sirojiddin Muhriddin, Kazakhstan’s Murat Nurtleu, and Kyrgyzstan’s Zheenbek Kulubaev also attended the meeting.

Jaishankar held bilateral talks with his counterparts from Kyrgyz Republic, Tajikistan and Kazakhstan after the completion of the meeting in Goa on Friday.

Jaishankar met Zheenbek Kulubaev of Kyrgyz Republic, Sirojiddin Muhriddin of Tajikistan and Murat Nurtleu of Kazakhstan and held bilateral talks on various issues such as trade, connectivity and multilateralism.

“Nice to meet FM Zheenbek Kulubaev of Kyrgyz Republic. His warm words for our SCO presidency are greatly appreciated. Discussed development cooperation, connectivity, trade, S&T and our partnership in multilateral forums,” Jaishanker tweeted.

“Good meeting with FM Sirojiddin Muhriddin of Tajikistan. Appreciate his support for Indian SCO presidency. Agreed on increasing the frequency of meetings of our institutional mechanisms. Discussed connectivity, energy & digital cooperation. Exchanged perspectives on the region,” Jaishankar wrote on Twitter after meeting the Foreign Minister of Tajikistan.

“Warm conversation with DPM and FM Murat Nurtleu of Kazakhstan after SCO CFM in Goa. Thanked him for supporting our presidency. Discussed broad-basing our economic and political cooperation and increase engagement with the region,” the EAM tweeted.

Shanghai Cooperation Organization (SCO) is an intergovernmental organisation established in 2001. The SCO has India, Russia, China, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as its members.

India took over the rotating presidency of the SCO at the summit held in Samarkand in 2022.

Pakistan foreign minister Bilawal Bhutto Zardari on Friday met his Chinese counterpart Qin Gang on the sidelines of the Shangai Cooperation Organisation (SCO)- Council of Foreign Ministers (CFM) meeting in Goa.

The Pakistan foreign minister said Pakistan and China will continue to work together on regional peace and prosperity of their people.

“Delighted to meet Chinese State Councilor & FM Qin Gang @AmbQinGang on the sidelines of SCO-CFM at Goa. Pakistan & China are iron brothers & will continue to work together for regional peace & prosperity of our peoples. Looking forward to welcoming him in Islamabad,” Bilawal tweeted on Friday.

Bilawal visited Goa to attend the SCO CFM meeting. With this, he becomes the first Pakistani foreign minister to visit India in almost 12 years.

Bilawal on Friday called the SCO a platform of mutual understanding and security. He said that the potential for peace can be unlocked when great powers play the role of peacemakers.

The Pakistan foreign minister was addressing the SCO-Council of Foreign Ministers meeting in Goa.

In his keynote address at SCO Foreign Ministers’ meeting, Zardari urged to collectively eradicate the menace of terrorism. “Let’s not get caught up in weaponising terrorism for diplomatic point scoring,” he said.

This comes after Jaishankar talked about cross-border terrorism in his opening address at the SCO meet and underlined how it continues “unabated”. He added by saying that the terrorism must be stopped in all its forms and manifestations, including cross-border terrorism.

Reiterating Pakistan’s commitment to multilateralism, Bilawal further added “Unilateral and illegal measures by States in violation of international law and Security Council resolutions run counter to the SCO objectives.”

Relations between India and Pakistan have been precarious for many years with regard to issues of cross-border terrorism from Pakistan, even as Islamabad has been seeking the restoration of Article 370 for the former Indian state of Jammu and Kashmir for any talks. (ANI)

Jaishankar unleashes fiery attack on Pakistan at SCO

Addressing a presser after a meeting of Foreign Ministers of Shanghai Cooperation Organisation (SCO), Jaishankar said that Jammu and Kashmir was, is and will always be a part of India.

 India’s External Affairs Minister S. Jaishankar on Friday said that there is only one issue to discuss with Pakistan on Kashmir – that is when does Pakistan vacate its illegal occupation of Pakistan-occupied Kashmir.

Addressing a press conference after a meeting of Foreign Ministers of Shanghai Cooperation Organisation (SCO), he said that Jammu and Kashmir was, is and will always be a part of India.

“G-20 meetings are held in all the states and Union Territories of India. They (Pakistan) have nothing to do with G-20 and also with Srinagar. There is only one issue to discuss on Kashmir that when does Pakistan vacate its illegal occupation of Pakistan Occupied Kashmir,” Jaishankar said in response to a question.

Asked whether India and Pakistan should sit together on terrorism issue, Jaishankar, attacking his visiting Pakistan counterpart Bilawal Bhutto Zardari, said: “Victims of terrorism do not sit together with perpetrators of terrorism to discuss terrorism. Victims of terrorism defend themselves, counter acts of terrorism, they call it out, and that is exactly what is happening. To come here and preach these hypocritical words as though we are on the same boat. They are committing acts of terrorism.”

On the China-Pakistan economic corridor, he said: “So called corridor, it was made very clear not once, but twice in the SCO meeting that connectivity is good for progress but connectivity cant violate the territorial integrity and sovereignty of the states. This is a long standing position, nobody should have doubt about it. I assure that those who were in the room had no doubt about it.”

‘Article 370 is history’

Hitting back at Bilawal after commented on the abrogation of Article 370 from Jammu & Kashmir on the sidelines of the Shanghai Corporation Organization (SCO), External Affairs Minister S Jaishankar advised the former to “Wake up and smell the coffee, as Article 370 is history.”

Bhutto’s statement marked a “violation of international commitment”. Also coming down hard on the neighbouring country over its falling global standing, the External Affairs Minister said, “Pakistan’s credibility is depleting faster than its forex reserves.”

Rebutting Bhutto’s comment on the upcoming G20 conference in Srinagar, Jaishankar further said, “Pakistan has nothing to do with G20 and also not with Srinagar.”

Meanwhile, the spectre of terrorism surfaced again in Jammu and Kashmir on Friday, with the Army engaged in a fierce standoff with Pakistan-backed terrorists in the Rajouri district. The gunbattle broke out on a day Pakistan Foreign Minister Bilawal Bhutto Zardari was in Goa to take part in the SCO meet.

Five soldiers lost their lives in the anti-terror operation in the Kandi area of Rajouri on Thursday.

India hosts cultural evening for SCO counterparts

India is hosting a cultural event on Thursday evening, ahead of the main meeting in Goa for its SCO counterparts, which will display a fusion of dance between Central Asian countries, South Asian countries including India and Pakistan, along with Russia and China.

The participants will also be performing the Indian classical danceforms including Bharatnatyam, Kathak, Odissi, as old and popular film songs, including the Oscar-winning track ‘Natu Natu’. Indian Council for Cultural Relations (ICCR) participants will give performances representing the eight members of the SCO.

India’s SCO counterparts — China, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan foreign ministers — arrived in Goa today.

Earlier in the day, External Affairs Minister S Jaishankar held talks with Russian Foreign Minister Sergey Lavrov, Chinese FM Qin Gang and later with Uzbek foreign minister Bakhtiyor Saidov.

The bilateral meeting of S Jaishankar with his Chinese counterpart focussed on resolving outstanding issues and ensuring “peace and tranquillity” in the border areas.

The two foreign ministers held detailed discussions, on the sidelines of the Shanghai Cooperation Organisation (SCO) FM meet, revolving around SCO, G20 and BRICS, said EAM Jaishankar.

Meanwhile, Jaishankar and his Russian counterpart, Sergey Lavrov, held talks on the sidelines of the SCO Foreign Ministers’ meeting and reviewed bilateral, global and multilateral cooperation between the two countries. The two leaders also discussed issues pertaining to G20 and BRICS.

Jaishankar and his Uzbekistan counterpart Bakhtiyor Saidov, during their talks, expressed confidence that the bilateral partnership will continue to grow in different domains. During the meeting, Jaishankar appreciated Uzbekistan’s strong support for India’s SCO presidency.

The theme for India’s chairmanship of SCO in 2023 is ‘Secure-SCO’.

New Delhi attaches special importance to SCO in promoting multilateral, political, security, economic and people-to-people interactions in the region.

Bilawal departs for India, eyes constructive talks with SCO counterparts

Pakistan Foreign Minister Bilawal Bhutto-Zardari departed for Goa on Thursday to attend the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers meeting.

Ahead of his departure, Bilawal, the first Pakistani Foreign Minister to visit India in over a decade, said that he was looking forward to “engaging bilaterally” countries that were part of the SCO, reports Dawn news.

“On my way to Goa, India. Will be leading the Pakistan delegation at the SCO Council of Foreign Ministers. My decision to attend this meeting illustrates Pakistan’s strong commitment to the charter of SCO,” he said on Twitter.

“During my visit, which is focused exclusively on the SCO, I look forward to constructive discussions with my counterparts from friendly countries,” he said.

In a video message alongside his tweet, the Foreign Minister also stated that he was looking forward to “engaging bilaterally” with countries that were part of the organisation, Dawn reported.

Meanwhile, the spokesperson for Foreign Office (FO) said that Bilawal had departed for Goa from Karachi.

Details of the delegation accompanying the Foreign Minister were not immediately available.

Bilawal’s trip will be the first visit to India by a Foreign Minister of Pakistan since July 2011, when then-foreign minister Hina Rabbani Khar visited for peace talks.

Pakistan has already made it clear that the Foreign Minister will not hold any bilateral meeting with his Indian counterpart S. Jaishankar while in Goa.

Bilawal has also dismissed speculation surrounding his upcoming trip, saying it should not be interpreted as a sign of improved bilateral ties between the two neighbouring countries, Dawn reported.

Eurasia to be India’s focus at SCO meet

Jaishankar to hold talks with Sergey Lavrov, Qin Gang and Iranian counterpart Hossein Amirabdollahian…reports Asian Lite News

In a world undergoing deep transition, India will engage with the eight-nation Shanghai Cooperation Organisation (SCO) foreign ministers to secure its interests in Eurasia, where China is the main challenger and pivotal states such as Iran and Russia are keen not to over-rely on Beijing.

For India, the key would be the bilateral meetings that will take place on the sidelines of the foreign ministers’ conference, hosted by External Affairs Minister S. Jaishankar. Meetings with Chinese foreign minister and state councillor Qin Gang are already slated. It may not come as a surprise if Jaishankar meets his Iranian counterpart Hossein Amirabdollahian on Thursday, three days after Monday’s day-long but highly significant visit to Tehran by National Security Advisor (NSA) Ajit Doval.

The much-hyped presence of Pakistani foreign minister Bilawal Bhutto-Zardari is likely to prove a damp squib.

First of all, it is unlikely that a bilateral meeting between Zardari and Jaishankar will take place. Even if it does, India’s stand will be clear and terse. A full-blown revival of ties with Pakistan is only possible if Islamabad verifiably terminates the spread of terrorism in India. Till that happens, as a follow-up of the revived ceasefire agreement of 2021, the relationship between the two sides, from an Indian perspective, will remain in deep freeze.

With China, the conversation is essentially about restoring the status quo ante in Eastern Ladakh as it existed in April 2020. Unless Chinese troops withdraw from the friction points that resulted following the incursion of troops from the People’s Liberation Army (PLA) three years ago, a forward movement of ties will remain difficult. In the battle of wills that ensued three years ago, the Chinese have now arrived at a position that India should de-link the border incursion from the other tracks of the relationship, including economy, trade and investment.

On the contrary, India has taken the position that it is impossible to separate the current incursion from the overall normalisation of ties. Nevertheless, the conversation could turn interesting to smoothen Chinese President Xi Ping’s visit for the SCO summit in New Delhi on July 4.

Jaishankar’s talks with his Russian counterpart Sergey Lavrov is expected to explore ideas that will smoothen the path of burgeoning India-Russia trade following the Ukraine war. India has been making bulk purchases of Russian oil, taking annual trade between the two to around $30 billion dollars.

But payments through the rupee-rouble mechanism is yet to fructify. The two sides have also been discussing digital payments using the Mir and Rupay gateways. Russia is also keen that India steps up its investments in the Russian Far East, known for its large energy reserves including oil, gas, and coal. India and Russia are also exploring early activation of the sea route from Chennai to Vladivostok, the heart of the Russian Far East.

The two are also likely to discuss the current status of the Ukraine war, and possible scenarios that may emerge in the future during their talks.

Talks with Iran, if they materialise, are likely to focus on deepening India’s foothold at the Chabahar port and improving the access to Afghanistan along the Chabahar route, including the role of a railway that will move northwards from Chabahar.

There are other geopolitical considerations that are at play as well. For instance, it is not in India’s interest that sanctions hit Iran inordinately deepens its relations with China, which has already expressed its keenness to invest billions of dollars in West Asia’s pivotal state.

The Chinese footprint has also expanded after Beijing intervened to bring about a thaw in Iran-Saudi Arabia ties. India would therefore need to establish a strategic anchor of its own in Iran to dissuade Tehran from allowing China a permanent presence along its Indian Ocean coastline, as a supplement to its presence in Pakistan’s Gwadar port.

The foreign ministers’ meeting in Goa is taking place ahead of the G-7 summit in Hiroshima, where western nations are likely to exhort India to modify its position of neutrality on the Ukraine war. Before that happens, India may have an opportunity in Goa to fortify its stakes in Eurasia, which enables it to strike a better balance in its ties with the West.

Meanwhile, Russian Foreign Minister Sergey Lavrov arrived at Goa’s Dabolim airport on Thursday morning to attend the two-day-long meeting of foreign ministers of the member states of the Shangai Cooperation Organisation (SCO) which begins in today in the coastal State

Lavrov, who was accompanied by a delegation is scheduled to hold a bilateral with External Affairs Minister S Jaishankar later today. Foreign ministers of China and Pakistan are among those who will attend this meeting in person. The ministers will discuss a range of important geopolitical issues, such as economic cooperation among SCO members and regional security.

Russian Foreign Minister Sergey Lavrov will take part in the meeting of the Council of Foreign Ministers of the Shanghai Cooperation Organization (SCO) member states in India on May 4-5.

The heads of foreign policy departments plan to give priority attention to the substantive content of the upcoming meeting of the SCO Council of Heads of State, which is scheduled for July 3-4 in New Delhi, according to an official release. They will also discuss drafts of the relevant documents and decisions.

There will also be an exchange of views on topical issues of the international and regional agenda.

In addition, the Russian Foreign Minister will have a number of bilateral meetings.

Meanwhile, Chinese Defence Minister Li Shangfu arrived in New Delhi on Thursday to take part in the Shanghai Cooperation Organisation (SCO) Defence Ministers’ meeting scheduled to be held on Friday in the national capital.

Li Shangfu will also take part in the bilateral meeting with his Indian counterpart Rajnath Singh.

This is the first visit by the Chinese Defence Minister following the border transgression in Galwan.

Pak participation

On Pakistan’s participation in the SCO Foreign Ministers’ meeting which is set to take place in India, the Ministry of External Affairs on Thursday said that it will not be appropriate to focus on a particular member.

Pakistan Foreign Minister Bilawal Bhutto-Zardari has said that his participation in a meeting of the Shanghai Cooperation Organization Council in India reflected Islamabad’s commitment to the charter of the SCO and should not be seen in terms of bilateral ties.

Responding to a question on a programme on Dunya News aired on Thursday, he said he would represent Pakistan at the Foreign Ministers meeting to be held in Goa next month. “We are committed to the SCO charter and this visit should not be seen as a bilateral one but in the context of the SCO,” Bhutto-Zardari said. Pakistan’s Foreign Ministry on Thursday said that Bhutto-Zardari will lead the Pakistani delegation to the meeting of SCO foreign ministers (CFM) scheduled to be held on May 4-5 in Goa.

Pakistan Foreign Office Spokesperson Mumtaz Zahra Baloch during a weekly presser on Thursday stated that Bhutto-Zardari is attending the SCO-CFM meeting at the invitation of External Affairs Minister S Jaishankar.

“Our participation at the meeting reflects Pakistan’s continued commitment to the SCO charter and process and the importance that Pakistan accords to the region in its foreign policy priorities,” the spokesperson said.

Bilawal will be the first foreign minister to visit India after a gap of nearly 12 years, reported Business Recorder. In 2011, then Pakistan foreign minister Hina Rabbani Khar visited India.

India has formally sent invitations to all members of the Shanghai Cooperation Organization (SCO) including Pakistan and China for the upcoming foreign ministers’ meeting. (ANI)
