Washington to establish first-ever US-ASEAN Center

Vice President stated that US has an enduring commitment to Southeast Asia and, more broadly, to the Indo-Pacific…reports Asian Lite News

United States Vice President Kamala Harris announced that they are establishing the first-ever US-ASEAN Center in Washington, which will facilitate official ASEAN engagements.

Harris, who arrived in Indonesia on Tuesday, attended the ASEAN-US Summit and said that they have upgraded the relationship to a Comprehensive Strategic Partnership, according to the statement released by the US White House.

At the ASEAN-US Summit, Harris said, “And today, I am pleased to announce that we will establish, through a public-private partnership, the first-ever US-ASEAN Center in Washington, DC. The centre will facilitate official ASEAN engagements and support further exchange between our people, businesses, and academic institutions.”

“To further strengthen our ties, I’m also pleased that our ambassador to ASEAN, Yohannes Abraham, is here in Jakarta. He has been a close advisor to President Biden and to me since we took office, and I know his leadership will help make progress on the many issues we will discuss today,” she added.

At the Summit, she acknowledged and welcomed the presence of Timor-Leste in this meeting. The United States will continue to support Timor-Leste in its path towards ASEAN membership.

“I believe, as leaders, we must address the global challenges of today while also investing in a long-term vision. We must look 10, 20, 30 years out and measure our current steps against that vision,” Harris added.

The US Vice President stated that the country has an enduring commitment to Southeast Asia and, more broadly, to the Indo-Pacific. The US is a proud Pacific power, and the American people have a profound stake in the future of the Indo-Pacific.

She said that the US-ASEAN economic cooperation represents a huge opportunity for growth for both of our markets. The defence and deterrence commitments of the United States and our security presence in the Indo-Pacific help protect our homeland and ensure regional stability.

It is therefore in the vital interest of the US to promote a region that is open, interconnected, prosperous, secure, and resilient, according to the statement.

“And I’m pleased that our collective vision for the Indo-Pacific is in strong alignment. We have a shared commitment to international rules and norms and to our partnership on pressing national and regional issues, such as the crisis in Myanmar. The United States will continue to press the regime to end the horrific violence, to release all those unjustly detained, and to re-establish Myanmar’s path to inclusive democracy, and we will continue to support ASEAN’s Five-Point Consensus,” Harris said.

“More broadly, in a demonstration of the enduring and important relationship between the United States and Southeast Asia, since President Biden and I took office, we have expanded US-ASEAN ties,” she added.

The United States and the Association of Southeast Asia nations (ASEAN) support narrowing the development gap in the bloc and assisting the region’s economic recovery.

In the ASEAN-US Leaders’ Statement, both countries said that they will “support narrowing the development gap in ASEAN, including the emerging gap arising from the impact of the COVID-19 pandemic, and assisting the region’s economic recovery to realise an inclusive, participatory, and collaborative ASEAN Community that is no longer divided by the development gaps among its members.”

US Vice President Kamala Harris arrived in Jakarta on Tuesday to meet with leaders of the ASEAN, in a summit hosted by Indonesia.

In a joint statement, the US and ASEAN said that they will Promote the stability, peace, prosperity, and sustainable development of the Mekong subregion through shared initiatives under the Mekong-U.S. Partnership (MUSP), which complements the Friends of the Mekong and supports the implementation of the Master Plan on ASEAN Connectivity 2025 and the IAI Work Plan IV (2021-2025), in support of ASEAN Centrality and unity in promoting ASEAN’s sub-regional development;

To achieve the 2030 Agenda for Sustainable Development and the Sustainable Development Goals, the US and ASEAN said that they will “advance efforts to accelerate progress and to achieve the Sustainable Development Goals by 2030 by maximizing the complementarities between the ASEAN Community Vision 2025 and the 2030 Agenda for Sustainable Development through cooperation in food security, health security and the building of resilient health systems, gender equality, human rights, clean energy and climate action, smart and sustainable cities, environmental conservation, transparency, and the rule of law as well as other SDG priorities.”

“Further collaborate to accelerate clean and just energy transition and the fight against climate change; support the promotion of an inclusive community in ASEAN; and strengthen support for the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre),” the statement read. High security at Indian embassy in Washington for Khalistan rally

The level of security mounted by the US at the Indian embassy was probably without precedence…reports Asian Lite News

The US made unprecedented security arrangements at the Indian embassy in Washington D.C. on Tuesday in view of the demonstration by Khalistan activists, who had used particularly vitriolic language in the run-up to it.

Armed officers of the local metropolitan police and the US Park Police threw a protective ring around the embassy, which is situated on a busy thoroughfare in downtown Washington D.C.

A few officers remained specifically close to the statue of Mahatma Gandhi, which is in front of the embassy, separated by a street.

While a squad of motorcycle-borne officers stood at the road on the side of the embassy, US Park Police officers on horseback patrolled the area, taking multiple rounds of the venue.

The level of security mounted by the US at the Indian embassy was probably without precedence. And Indian diplomats posted here have not worried in the past if concerns passed on by them to their US counterparts were taken with the same degree of alacrity as the Indian response to US concerns about security at their missions in New Delhi and in other Indian cities.

That changed Tuesday. 

The embassy was closed for the day because of the Independence Day, but some staff were on duty. The main flag hoisting event was held earlier at the residence of the Indian Ambassador to the US Taranjit Singh Sandhu.

Demonstrators were allowed on the street between the embassy building and the Gandhi statue. They began gathering there around noon with flags, placards and banners and were there for the next hour or two raising slogans and making speeches.

Every once in a while mounted police went around the venue on their tall horses and at one time split into two teams of four to stand guard flanking the embassy building.

The Indian embassy had been in constant touch with a multiplicity of US security forces for the demonstration in view of recent incidents of arson and vandalism by suspected Khalistan activists at the Indian consulate in San Francisco, which had received the attention of the US authorities going right up to the level of National Security Advisor Jake Sullivan, who had responded in a tweet (now X) at the time saying, “We condemn the acts of violence against the Indian Consulate in San Francisco.”

Top 20 US CEOs to meet Modi in Washington

Prime Minister Narendra Modi is expected to meet business leaders of 20 top American companies in Washington and is also expected to address a gathering of more than 1,500 diaspora and business leaders at the John F Kennedy Centre in Washington.

Top 20 business leaders of US companies including Mastercard, Accenture, the Coca-Cola Company, Adobe Systems and Visa are expected to meet with the Prime Minister privately, two people familiar with the event and its logistics told ANI. Some of the important names including Shantanu Narayen, Chief Executive Officer of Adobe Systems; Julie Sweet CEO of Accenture; Ryan McInerney CEO of Visa Inc, Michael Miebach, CEO Mastercard; James Quincey, CEO Coke Cola will take part in the event.

“The meeting will witness eminent industry leaders from across various sectors including IT, Telecom, FMCG, logistics, and industrials,” a person familiar with the planning told ANI.

This meeting will be post Prime Minister Narendra Modi attending the State Dinner at the White House and before going on an official visit to Cairo at the invitation of Egyptian President Abdel Fattah El-Sisi.

The event will have a get-together of not just business leaders but also some of the Biden administration’s top officials.

“More than 1,500 invites have been sent out for the Kennedy Center event that includes some of the top CEOs and business leaders. Invites are also being sent to several officials in the Biden administration,” the person further said.

Ahead of Prime Minister Narendra Modi’s visit to the US, Mukesh Aghi, President and Chief Executive Officer of the US-India Strategic Partnership Forum, on Monday (local time) said that India and the US are getting over the suspiciousness of each other. While speaking to ANI, Mukesh Aghi said that they are witnessing a much more “concrete, deeper and broader relationship” coming up between India and US.

Aghi said that India is taking an independent position at international forums. However, he noted that India also supports the US position. He also recalled PM Modi’s address to the joint session of the Congress.

In response to a question regarding the change in India-US ties over the years, he said, “Well, when Prime Minister spoke for the first time to a joint session of the Congress, he said we need to overcome the hesitation of history. And I think what we are seeing is both sides are coming, getting over the suspiciousness of each other.”

“We had in India 1998 sanctions and India couldn’t bring in a lot of those technologies. Now we’re seeing a lot of those technologies moving to India. We are seeing India stepping up in the international forum, taking an independent position, but it also supports the US position also. So, I think we are seeing a much more concrete, deeper and broader relationship coming up,” he added.

PM Modi is scheduled to arrive in New York. After leading the Yoga Day celebrations at the UN headquarters on June 21.

Modi is expected to leave New York for Washington DC on June 21, soon after the event, to begin the bilateral leg of his visit. On June 22, President Joe Biden will host him for a State visit, which includes a ceremonial welcome at the White House, bilateral talks, luncheon sponsored by Vice President Kamala Harris and Secretary Blinken.

Besides the state visit, cabinet ministers in the Biden administration and key leaders are likely to call on the Prime Minister for meetings. (ANI)

‘Crisis averted’: Biden cheers debt ceiling deal in first Oval Office address

In his first Oval Office address, Biden boasts of debt-ceiling win

The address served as a victory lap for Democrat Joe Biden, who collaborated with Republican House Speaker Kevin McCarthy, to forge the debt-ceiling bill last month.

US President Joe Biden’s first speech from the Oval Office focused on the bipartisan approval of the country’s debt-ceiling bill, during which he declared a “crisis averted” from his desk in the White House, reported Al Jazeera.

Biden said on Friday, “When I ran for President, I was told the days of bipartisanship were over, and that Democrats and Republicans can no longer work together,” adding, “But I refused to believe that.” The address served as a victory lap for Democratic Joe Biden, who collaborated with Republican House Speaker Kevin McCarthy, to forge the debt-ceiling bill last month.

The Senate’s approval of the Bill on Thursday practically guarantees that the US will not default on its debt. The US Treasury had set a deadline of June 5 beyond which the federal government would most certainly have run out of money to pay its debts. The country was swiftly approaching that date.

The House of Representatives had earlier approved the measure on Wednesday by a vote of 314 to 117.

Biden explains in his address, “Passing this budget agreement was critical. The stakes could not have been higher. If we failed to reach an agreement on the budget, there were extreme voices threatening to take America – for the first time in our 247-year-history – into default on our national debt. Nothing, nothing would have been more irresponsible. Nothing would have been more catastrophic,” according to Al Jazeera.

Experts projected that if the US reached its USD 31.4 trillion debt ceiling, which represents the upper limit of the federal government’s borrowing authority, the economic repercussions may lead to a recession.

Businesses and people who rely on government funding may have seen their payments halted, and the US would have likely seen a decline in its credit rating and a spike in borrowing rates. According to the White House, 8 million Americans may have lost their employment as a result of a default.

The Senate’s 63-36 vote on Thursday, however, was not without controversy. Far-right Republicans criticised the bill for failing to provide a substantial boost to defence budgets and for failing to impose sharp enough cuts on discretionary government spending.

Democrats lamented the increased work requirements for the Temporary Assistance for Needy Families (TANF) and Supplemental Nutrition Assistance Programme (SNAP), as well as the expenditure limitations that are expected to damage social safety net projects, reported Al Jazeera.

Addressing such criticisms on Friday, Biden said, “No one got everything they wanted. But the American people got what they needed. We averted an economic crisis and economic collapse.”

McCarthy referred to the Senate’s approval of the debt-ceiling legislation as a “vote for the largest savings in American history.” It included clauses to recoup monies from the Internal Revenue Service, which is responsible for collecting taxes in the US, as well as leftover COVID relief funds.

The debt ceiling will be suspended by the 99-page law through 2025, allowing the government to spend as much as is required to meet its expenses up to that point.

The law will be signed by Biden on Saturday, two days before the deadline of June 5, Al Jazeera reported. (ANI)

FBI uncovers dramatic escalation of Chinese espionage on US soil

Among the most alarming things the FBI uncovered pertains to Chinese-made Huawei equipment atop cell towers near US military bases in the rural Midwest.

A frenzy of counter-intelligence activity by the FBI and US other federal agencies has focused on what career security officials say has been a dramatic escalation of Chinese espionage on American soil over the past decade.

Since at least 2017, federal officials have investigated Chinese land purchases near critical infrastructure, shut down a high-profile regional consulate believed by the US government to be a hotbed of Chinese spies and stone-walled what they saw as clear efforts to plant listening devices near sensitive military and government facilities, CNN reported.

Among the most alarming things the FBI uncovered pertains to Chinese-made Huawei equipment atop cell towers near US military bases in the rural Midwest.

According to multiple sources familiar with the matter, the FBI determined the equipment was capable of capturing and disrupting highly restricted Defence Department communications, including those used by US Strategic Command, which oversees the country’s nuclear weapons, CNN reported.

While broad concerns about Huawei equipment near US military installations have been well known, the existence of this investigation and its findings have never been reported.?Its origins stretch back to at least the former Barack Obama administration.

It’s unclear if the intelligence community determined whether any data was actually intercepted and sent back to Beijing from these towers. Sources familiar with the issue say that from a technical standpoint, it’s incredibly difficult to prove a given package of data was stolen and sent overseas.

But multiple sources familiar with the investigation tell CNN that there’s no question the Huawei equipment has the ability to intercept not only commercial cell traffic but also the highly restricted airwaves used by the military and disrupt critical US Strategic Command communications, giving the Chinese government a potential window into America’s nuclear arsenal, CNN reported.

“This gets into some of the most sensitive things we do,” said one former FBI official with knowledge of the investigation.

“It would impact our ability for essentially command and control with the nuclear triad. That goes into the ‘BFD’ category. If it is possible for that to be disrupted, then that is a very bad day.”

However, the Chinese government strongly denies any efforts to spy on the US. Huawei in a statement to CNN also denied that its equipment is capable of operating in any communications spectrum allocated to the Defence Department.

Afghanistan to close down Washington embassy

Without the backing of a recognized government or money to keep the lights on, Afghanistan’s embassy in Washington will be shutting down in the coming week.

The Afghan diplomats, appointed by the former government, are now left with one month to apply for residency or temporary humanitarian parole to remain in the US before being deported as they could be under threat by the Taliban-led government if they return home.

About 25 diplomats of the estimated 100 who worked at the Afghan Embassy in Washington have still not applied for the visas, The New York Times (NYT) reported on Friday citing two US State Department officials.

After Citibank froze the embassy’s bank accounts to avoid violating American sanctions against the Taliban, the Afghan diplomats were left with no money or savings as they were not paid since October. To survive in the US, they have been living on savings or forced to borrow money, NYT reported.

Washington’s move comes less than six months after the chaotic US withdrawal from Afghanistan and the fall of Kabul to the Taliban.

The Taliban, who seized power last August, is not recognized by the international community, including the US, and they have not fully gained control of diplomatic missions set up under the previous government.

‘Protect women rights if govt wants recognition’

US State Department’s special representative for Afghan women, Rina Amiri, has said that the Taliban must protect women’s rights if it wants recognition by the international community, local media reported.

The Taliban should respect the rights of women, girls, minorities, and all the people living in the country, Khaama Press quoted Amiri as saying during an interview with Voice of America.

The envoy added that Afghan women should not only work in the health and education sector but in all sectors of public life.

“Afghan women should be allowed to participate in all peaceful demonstrations. The women should have the freedom of expression, freedom of travel, and all those freedoms that Islam has given to women and Afghanistan are bound to,” the media outlet quoted her as saying.

Notably, the Taliban regime which took over Kabul in August last year has curtailed women’s rights and freedoms, with women largely excluded from the workforce due to the economic crisis and restrictions.

However, the Taliban has accused the previous Afghan government backed by the International Community of providing sham rights to women and depriving them of the real rights of women, according to the media outlet. (ANI)

 Amid Biden admin’s push for vaccine mandate, US capital Washington DC has decided to lift the indoor mask mandate from November 22, the city’s mayor announced.

Although citizens can decide for their own whether to wear masks in most indoor settings, masks are still required in private businesses that require so, public transportation, schools and congregate housing facilities such as nursing homes and correctional facilities, as well as DC government facilities such as department of motor vehicles facilities, according to the announcement by Mayor Muriel Bowser’s office, Xinhua news agency reported.

“Instead of following a blanket mandate, residents, visitors, and workers will be advised to follow risk-based guidance from DC Health that accounts for current health metrics and a person’s vaccination status,” read the statement.

The mayor encouraged citizens of the nation’s capital who are eligible for Covid-19 vaccination to get their shots immediately, adding those who are eligible to receive the booster shot should also do it as soon as possible.

One of the strictest in the nation, DC’s mask mandate has been in place since July when the Delta variant caused a flareup in virus cases.

On Tuesday, the seven-day average of daily new cases per 100,000 people was 12, down 1 percent from a week earlier.

Raisi urges removal of sanctions on nuke deal revival

Iranian President Ebrahim Raisi said that Washington should show its seriousness on the revival of the Iran nuclear deal by lifting anti-Iran sanctions…reports Asian Lite News

“We are serious about outcome-oriented negotiations, and there must be a sign on the other side that is serious about lifting the sanctions,” Raisi said in an interview with Iran’s state TV.

In the negotiations that took place a few days ago in Tehran with the representatives of the European Union (EU), the Iranian side said that the Islamic republic is serious, and that seriousness should be seen in the other side, he said, stressing that “these oppressive sanctions must be lifted”, reports Xinhua news agency.

“We are committed to what we said,” Raisi referred to his administration’s pledges to resume nuclear talks aimed at the restoration of 2015 nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA).

“We had said that when the government is established, work (on nuclear talks) will be maintained and now work is pursued through the Foreign Ministry,” he noted.

Foreign Ministry spokesman Saeed Khatibzadeh, said on Monday that Iran and the EU will continue discussions on JCPOA topics in Brussels in the coming days.

According to western media, the recent talks between the EU and Iran are aimed to bring Washington and Tehran back to compliance with the accord.

The nuclear talks, which began in April in Vienna and continued for six rounds until June, sought to persuade Washington back into the deal and urge Iran to assume compliance with some of its commitments dropped after former U. President Donald Trump unilaterally abandoned the accord in 2018 and reimposed sanctions on Iran.

First in-person Quad summit in Washington on Sep 24

The four leaders would discuss deepening their ties and advancing practical cooperation on areas like combatting Covid-19, addressing the climate crisis and promoting a free and open Indo-Pacific, reports Asian Lite News

US President Joe Biden would host the first-ever in-person Quad summit on September 24 which will be attended by Prime Minister Narendra Modi, Prime Minister Scott Morrison of Australia and Japanese premier Yoshihide Suga, the White House announced on Monday.

The four leaders would discuss deepening their ties and advancing practical cooperation on areas like combatting COVID-19, addressing the climate crisis and promoting a free and open Indo-Pacific, the White House Press Secretary Jen Psaki said.

In March, President Biden hosted the first-ever summit of the Quad leaders in the virtual format that vowed to strive for an Indo-Pacific region that is free, open, inclusive, anchored by democratic values, and unconstrained by coercion, sending a subtle message to China.

“President Joseph R. Biden, Jr. will host the first-ever Quad Leader’s Summit at the White House on September 24. President Biden is looking forward to welcoming to the White House Prime Minister Scott Morrison of Australia, Prime Minister Narendra Modi of India, and Prime Minister Yoshihide Suga of Japan,” Psaki said.

The Biden-Harris administration has made elevating the Quad a priority, as seen through the first-ever Quad Leaders-level engagement in March, which was virtual, and now this Summit, which will be in-person, she said.

“Hosting the leaders of the Quad demonstrates the Biden-Harris administration’s priority of engaging in the Indo-Pacific, including through new multilateral configurations to meet the challenges of the 21st century,” she said.

According to the White House, the Quad Leaders will be focused on deepening their ties and advancing practical cooperation on areas such as combatting COVID-19, addressing the climate crisis, partnering on emerging technologies and cyberspace and promoting a free and open Indo-Pacific.

The Quad summit will take place amidst China’s aggressive behaviour in the resource-rich South China Sea.

Beijing claims almost all of the 1.3 million square mile South China Sea as its sovereign territory. China has been building military bases on artificial islands in the region also claimed by Brunei, Malaysia, the Philippines, Taiwan and Vietnam.

In November 2017, India, Japan, the US and Australia gave shape to the long-pending proposal of setting up the Quad to develop a new strategy to keep the critical sea routes in the Indo-Pacific free of any influence.

Biden, who is pushing big infrastructure spending at home, said in March he had suggested to British Prime Minister Boris Johnson that democratic countries should have an infrastructure plan to rival China’s massive Belt and Road Initiative, which involves projects from East Asia to Europe. read more

Psaki said the Quad Leaders would “be focused on deepening our ties and advancing practical cooperation on areas such as combating COVID-19, addressing the climate crisis, partnering on emerging technologies and cyberspace, and promoting a free and open Indo-Pacific.”

A senior U.S. official said infrastructure would be among a range of topics discussed at the in-person summit.

The Quad meeting will come after Biden’s image has taken a battering over the chaotic U.S. withdrawal from Afghanistan. U.S. officials have said ending America’s longest war will allow the administration to divert resources and attention to tackling China-related issues. read more

Senator Bill Hagerty, a Republican, and former U.S. ambassador to Japan, welcomed the plan to host the Quad leaders.

“Biden’s Afghanistan withdrawal debacle made India’s neighborhood more dangerous & raises legitimate questions for Japan and Australia as well, so it’s good we will be hosting Quad partners soon,” he said on Twitter.

“We must repair & renew our alliances, and this one is key.”
