Indian Navy Adds More Global Allies

In a sign of its growing global outreach, the Indian Navy is associating with 21 countries and 22 multi-national agencies for quick sharing of information related to maritime activities in the Indian Ocean Region.

At any given time, the Indian Navy monitors close to 12,000 ships and 300 fishing vessels in the Indian Ocean Region. Apart from that, there are close to 3 lakh Indian fishing vessels operating in the seas and their activities too are observed by the force.

The Indian Ocean Region accounts for 75 per cent of the world’s maritime trade and 50 percent of global consumption passes through it prompting security measures involving multiple countries.

Now, the Indian Navy is able to get real time information through its Information Fusion Centre – Indian Ocean Region.

The force is associated with 21 countries including Australia, France, Italy, Japan, the Maldives, the US, New Zealand, Mauritius, Myanmar and Bangladesh, among others, along with 22 multi-national agencies for quick sharing of information in the Indian Ocean Region.

The International Fusion Centre, located at Gurugram, was started in December 2018 to facilitate maritime information to the member countries.

Three countries — France, Japan, and the US — have sent their liaison officers to the centre for better coordination and real time sharing of sea activities, while many more countries are expected to deploy their liaison officers, once Covid-19 protocols are lifted.

The Indian Navy has got the go ahead to have white shipping agreements with 36 countries, out of which 22 have been signed and 17 operationalised, sources said.

Earlier this month, the ‘Malabar’ maritime exercise between navies of the Quad or Quadrilateral Coalition – an informal security forum comprising India, the US, Japan and Australia – in Indian Ocean Region was hosted in two phases by Indian Navy in the Bay of Bengal and the Arabian Sea.

This set up is apart from Indian government’s Security and Growth for All in the Region (Sagar) initiative which reiterates India’s position as a dependable partner in Indian Ocean Region with Indian Navy as the principal maritime agency and first responder in the maritime domain.

SITMEX-20

Recently, the naval forces of India, Singapore, and Thailand had engaged in a trilateral maritime exercise ‘SITMEX-20’ in the Andaman Sea to strengthen mutual confidence and develop common understanding and procedures towards enhancing overall maritime security in the region.

As part of the second edition of the exercise, Indian Navy ships, including indigenously built anti-submarine warfare corvette Kamorta, and missile corvette Karmuk, participated.

The SITMEX exercises are conducted to enhance mutual inter-operability and imbibing best practices between the Indian Navy, Republic of Singapore Navy (RSN), and Royal Thai Navy (RTN). The 2020 edition of the exercise is hosted by RSN.

RSN is represented by the ‘Formidable’ Class frigate ‘Intrepid’ and ‘Endurance’ Class Landing Ship Tank ‘Endeavour’ and RTN by the ‘Chao Phraya’ Class frigate ‘Kraburi’ in the exercise.

The exercise, conducted as a ‘non-contact, at sea only’ exercise in view of COVID-19 pandemic, highlights growing synergy, coordination and cooperation in the maritime domain between the three navies and maritime neighbours.

Sea Guardian Drones

The Indian Navy has got the Sea Guardian drone, a version of the famed armed predator drones, to maintain a watch over the vast stretch of the Indian Ocean region.

The Sea Guardians, manufactured by General Atomics, can fly for 37 hours at a stretch, monitoring every movement in the high seas and will give the navy an edge over its adversaries.

India is acquiring the drones through a lease, possibly because of a fund crunch. Recently the government changed the policy on acquiring weapon systems and allowed the services to lease instead of outright purchase.

There are over 100 warships at any given point of time in the Indian Ocean as the area has seen increased flows of trade and energy and therefore militarised rapidly.

The drones will have significant capabilities for the Indian Navy increasing its domain awareness and ability to maintain a vigil over the areas that stretch from the Gulf in the west to the crucial Malacca strait in East and vast waters of the southern Indian Ocean.

A new stay-at-home order has come into effect in Los Angeles as confirmed coronavirus cases in the most populous US county exceeded 400,000.

Under the order which went into force on Monday, residents have been advised to “stay home as much as possible and always wear a face covering” when they go out, reports Xinhua news agency.

The order, which will continue until December 20, bans people from attending public or private gatherings with non-household members, but exempts religious services and protests under “constitutionally protected rights,” according to local health authorities.

All playgrounds and cardrooms will be closed, but beaches, trails and parks will remain open to groups who live in the same household.

The order also reduces the maximum occupancy for essential businesses to 35 per cent, and for non-essential businesses, personal care services, and libraries to 20 per cent.

Businesses operating outdoors, including fitness centres, zoos, botanical gardens, are reduced to a maximum of 50% capacity.

The order exempts outdoor church services and protests, according to county authorities.

On Monday, the Los Angeles County Department of Public Health reported 5,150 new Covid-19 cases and 17 fatalities, increasing the metropolitan area’s overall infection tally and death toll to 400,919 and 7,655, respectively.

Public health officials said the latest daily count “is far higher than the County’s peak number of daily cases during the summer surge, which averaged 2,950 cases on July 14”.

California, one of the worst-hit states by the pandemic, has so far reported more than 1.24 million Covid-19 cases and 19,209 deaths.

UN Secretary-General Antonio Guterres “looks forward to” working with US President-elect Joe Biden, according to the UN chief’s spokesman Stephane Dujarric.

Guterres “was pleased to speak (over phone) with President-elect Joseph R. Biden today to extend his personal congratulations to the President-elect”, Xinhua news agency quoted Dujarric as saying in a statement on Monday.

“The Secretary-General underscored the essential role played by the enduring close co-operation between the US and the UN.

“He looks forward to working with the President-elect and his team to building on our partnership to address the many urgent issues facing the world today, including the Covid-19 pandemic, climate change, upholding peace and security, promoting human rights, and addressing humanitarian needs,” the spokesman added.

The US media have projected that Biden has won 306 electoral votes in the November 3 presidential election, surpassing the 270-vote threshold for clinching the presidency.

Biden has declared victory and announced the first tranche of his Cabinet nominees, including national security and foreign policy officials.

The General Services Administration has initiated Biden’s formal transition into the White House, but incumbent President Trump, despite having directed his administration to facilitate the process, has vowed to continue the legal fight to challenge the election results.

The subway system in the Washington D.C. region may be forced to end its weekend service in 2021 in the wake of the Covid-19 pandemic, according to a proposal.

The Washington Metropolitan Area Transit Authority served a region of around 6 million people up until 2019, Xinhua news agency reported.

But like many public transit systems in the US, it has seen demand decrease due to the raging pandemic.

According to the proposal made public on Monday, the system may also close more than 15 stations and reduce weekday operations to bridge a possible budget gap of $500 million if Congress does not approve additional assistance.

Bus services may also be cut dramatically in the region, from 60 to 41 routes.

Bushfire scorches Australian island

Residents and visitors on Australia’s Fraser Island on Tuesday were asked to prepare for the worst as an out of control bushfire swept towards a major tourist resort.

The fire has already scorched over 72,000 hectares or 42 per cent of the World Heritage listed island, off Queensland State’s east coast, since spreading from an illegal campfire six weeks ago, reports Xinhua news agency.

On Tuesday, the first day of summer in Australia brought hot and windy conditions which fanned flames and made firefighters’ efforts to contain the blaze even more difficult.

Queensland Fire and Emergency Service (QFES) said that the fire was travelling towards the Kingfisher Bay Resort and Village with water bombing aircraft attempting to slow the progression.

“You need to be ready to follow your bushfire survival plan,” QFES said in a statement.

“If you do not have a plan, or intend to leave, you should be ready to leave the area because the situation could get worse quickly.”

Weather forecasts predicted adverse conditions to continue throughout the evening, raising concerns for residents and visitors who remained on the island.

“A trough moving into Western Queensland this afternoon and evening will make it very windy, combining with the heatwave to elevate fire dangers,” Queensland’s State Bureau of Meteorology said.

On Monday, a high alert was issued for the states of New South Wales and Queensland for potential bushfires due to extreme heatwave that has hit the region.

Over the weekend, most of Australia was hit by the extreme heatwave with temperatures reaching a high of at least 40 degrees Celsius.

The Bureau of Meteorology (BOM) also warned of continued fire danger in the southern and eastern Australian states as the record-breaking heatwave will continue in the coming days.

Thirty-three people died, including nine firefighters, in the 2019-20 “Black Summer” bushfires, which burned from July 2019 to March 2020.

The smoke blanketed much of Australia, including capital cities, and contributed to hundreds of deaths.

Nearly 3 billion animals were killed or displaced, and the fires harmed many threatened species and ecological communities.

EU sets up forum to revamp Schengen system

The European Union (EU) has launched a forum devoted to exchanging ideas on how to build a stronger and more resilient Schengen area, which has been massively affected by the Covid-19 pandemic that led to a halt in inter-border travelling.

“The first months of the pandemic showed us what happens when Schengen stops functioning: Europe grinds to a halt,” European Commission President Ursula von der Leyen on Monday told a virtual forum comprisong members of the European Parliament and the EU’s Home Affairs Ministers.

“It may sound like a paradox, but this experience made me very confident in the future of Schengen. It is too precious for us all,” she added.

The participants discussed possible ways to improve the current Schengen rules, and to ensure that any possible reintroduction of controls at internal borders will be proportionate, used as a measure of last resort and for a limited period of time, reports Xinhua news agency.

Introducing modern digital tools in managing exterior borders and enhancing police cooperation to secure the internal borders were also among the topics discussed.

The Schengen area comprises 26 European countries that have officially abolished all passport and all other types of border control at their mutual borders, enabling the free and unrestricted movement of 420 million people.

The Schengen Agreement was signed on June 14, 1985 by five of the 10 EC member states in the town of Schengen, Luxembourg.

Challenges in recent years have strained Schengen.

Between 2006 and 2014, internal border checks were reintroduced 35 times, but since 2015, in less than five years, internal border checks were reintroduced 205 times, mentioned von der Leyen.

“This is a significant increase,” she stressed, adding that it is necessary to understand the reasons behind it and address them urgently.

“Fact is that the challenges Schengen faces today are not the same as 25 years ago. We should confront these challenges head on.”

Covid-19 heightens gender-based violence: UN

The Covid-19 pandemic is heightening the dangers of gender-based violence and human trafficking for women and girls, UN officials have said.

“In every part of the world, we are seeing that Covid has worsened the plight of at-risk women and girls, while also hindering criminal justice responses and reducing support to victims,” Ghada Waly, executive director of the UN Office on Drugs and Crime (UNODC), said on Monday during a virtual event on global commitment for women and girls amid the pandemic.

According to the UNODC, women and girls were already being exposed to different forms of violence before the pandemic, and they make up more than 60 per cent of all victims of human trafficking, Xinhua news agency reported.

However, lockdowns and other measures implemented in the wake of the global health crisis have led to a “shadow pandemic” of rising gender-based violence, it added.

Women’s economic inequality also increases their vulnerability to trafficking and sexual violence, according to UN Women, which promotes gender equality.

UN Women Executive Director Phumzile Mlambo-Ngcuka said that most female survivors, or nearly 80 per cent, are trafficked for sexual exploitation.

“There are socioeconomic consequences when these crimes happen, but in times of pandemic, the socioeconomic impact is even deeper,” she said.

“Forty-seven million more women and girls will be pushed to extreme poverty because of Covid-19, but business is booming for traffickers,” she said.

In April, UN Secretary-General Antonio Guterres appealed for a worldwide domestic violence “ceasefire”, urging governments to put women’s safety first as they respond to the crisis.

So far, nearly 150 countries have answered the secretary-general’s call, pledging to make prevention and redress of gender-based violence a key part of their pandemic response.

UNODC, UN Women and other partners are also backing the appeal.

Canada unveils new stimulus package

The Canadian government has unveiled a new financial program to boost the country’s economy amid the raging coronavirus pandemic.

Titled “Supporting Canadians and Fighting Covid-19”, the 237-page fiscal update launched on Monday offers a revised look at the Canadian economy and the impact of the ongoing pandemic-induced recession on the country’s economic outlook, reports Xinhua news agency.

“The coming months will be difficult and ongoing fiscal support will remain necessary deep into 2021 in order to protect jobs and prevent widespread permanent losses in our economy,” the Canadian government said in a statement.

Details of the stimulus program worth C$70 billion to C$100 billion will be budgeted over the next three fiscal years starting from April 1, 2021.

The country’s national deficit is projected to hit at least C$381.6 billion for this fiscal year, up from the forecast of C$343.2 billion in July.

The government’s immediate priority is to do whatever it takes to help Canadians and businesses stay safe and solvent amid the pandemic challenge, Deputy Prime Minister and Finance Minister Chrystia Freeland said at the Canadian House of Commons Monday afternoon.

“We will invest in every necessary and helpful public health measure. And we will support Canadian families and Canadian businesses, in a deliberate, prudent and effective way,” she said, adding that the government plans to make the post-pandemic economy “more innovative, inclusive and resilient than the one that preceded it”.

“Spending roughly 3 to 4 per cent of the GDP, over three years, our government will make carefully judged, targeted and meaningful investments to create jobs and boost growth,” she said.

The risks associated with not providing enough economic support right now outweigh those involved in spending too much, the Minister said, adding that the government will keep monitoring the employment rate, total hours worked and the level of unemployment in the economy to determine when to end the stimulus spending.

The updated program includes several policy announcements.

The Canadian government is moving ahead with a promise to require international digital companies such as Netflix to collect and remit federal sales tax on digital sales.

It is also planning restrictions on stock option deduction.

A plan to offset the cost of energy retrofits for homeowners will receive C$2.6 billion over seven years, and an existing program to build electric vehicle charging stations will receive an additional C$150 million.

The government is also increasing the maximum Canada Emergency Wage Subsidy rate from 65 per cent to 75 per cent, starting December 20 and continuing until March 13, 2021.

The Australian state of Queensland on Tuesday reopened its borders to the residents from New South Wales (NSW) and Victoria, after months of restrictions due to the Covid-19 pandemic.

Also on Tuesday, the state of Western Australia announced that as of December 8 it would allow residents from NSW and Victoria to enter without having to quarantine, reports Xinhua news agency.

Authorities in Queensland had come under pressure to ease restrictions earlier in order to boost the local economy, saying they would not do so until the threat from Covid-19 was low enough.

As of Tuesday, NSW had gone 24 consecutive days without a locally acquired case of Covid-19, while Victoria, the worst-hit state, had gone more than a month without a single active infection.

Virgin Australia said around 100,000 tickets to Queensland had been booked during the previous week, adding that it expected to reach 60 per cent of prior year domestic capacity by January 2021.

“We know many Australians have been itching to visit Queensland to reunite with their loved ones or do business,” Virgin Australia Group CEO and Managing Director Jayne Hrdlicka said.

“The broader economic contribution that open borders will bring cannot be underestimated in what has been the most difficult year for many businesses, particularly in the tourism and hospitality industries.”

Meanwhile, South Australia’s capital, Adelaide, remained a designated Covid-19 hotspot by Queensland officials, meaning residents were still unable to enter without being granted an exemption.

Australia has so far reported 27,904 coronavirus cases and 908 cases.
