Lebanon’s Aoun demits office leaving power vacuum

Aoun departed the palace despite the failure of political parties to reach a consensus on the appointment of a new president for the republic…reports Asian Lite News

Lebanese President Michel Aoun on Sunday departed the presidential palace a day before the end of his term, leaving the country in a presidential vacuum amid a steep financial crisis.

Hundreds of supporters gathered at Baabda Palace to bid farewell to Aoun by chanting slogans and carrying portraits of the president.

Aoun departed the palace despite the failure of political parties to reach a consensus on the appointment of a new president for the republic.

A caretaker cabinet currently governs Lebanon as Prime Minister Najib Mikati failed to form a government for the past six months.

Lebanon needs a new president who can negotiate with parliament members on appointing a new prime minister to form a cabinet capable of implementing necessary reforms to save the country from its multiple crises.

Lebanon has been suffering from a protracted financial crisis amid ongoing political uncertainties.

Cholera in Lebanon

Lebanese caretaker Health Minister Firass Abiad warned on Sunday that cholera could become “endemic” in Lebanon if the country fails to curb the spread of its infection, the National News Agency reported.

Making the remarks during a visit to public hospitals in the Bekaa Valley in eastern Lebanon, Abiad urged Lebanon to grasp the “golden opportunity” to stop the transmission, as “the epidemic is still in its infancy and can be stopped.”

The health ministry has been monitoring preparedness work in securing enough hospital beds for a possible surge in cholera inpatients, Abia added.

He warned that the epidemic would not only impact Lebanon’s health sector but also agri-products exports and tourism.

Cholera is an acute diarrhoeal disease that can kill within hours if left untreated, and the supply of safe water and sanitation is critical to the prevention and control of its transmission, according to the World Health Organization (WHO).

The WHO published a fact sheet on cholera in March, saying a cholera-endemic area is an area where confirmed cholera cases were detected during the last three years with evidence of local transmission, meaning the cases are not imported from elsewhere.

The ministry’s updated Cholera Surveillance Report on Saturday shows that the country logged 10 new confirmed cases and one new death, bringing the respective totals to 381 and 17.

The WHO said in its report that on Oct. 6, the Lebanese Health Ministry notified it of two lab culture-confirmed cholera cases reported from the northern part of the country, which represents the first cholera outbreak in Lebanon since 1993.

India’s oil aim for 2030

Indian petroleum industry is at the cusp of opportunity and will be able to produce 25 per cent of its crude oil demand by 2030, Minister Puri said.

At present, five million barrels of petroleum is being consumed in our country every day and it is also increasing by three per cent, which is higher than the global average of nearly one per cent, Puri added.

The Union Minister shared this with media at the three-day South Asian Geoscience Conference, GeoIndia 2022, at JECC, Sitapura in Rajasthan’s Jaipur.

Veteran Geologist Shyam Vyas Rao, former Director (Exploration), Oil and Natural Gas Corporation Limited (ONGC), was also presented with the lifetime achievement award by the Union Minister in the inaugural session.

Ethanol-blending percentage in petrol increased to 10 per cent in last nine years.

In the inaugural session, Puri said that the ethanol-blend percentage in petrol has increased from 0.67 per cent in 2013 to 10 per cent in May 2022, i.e., five months ahead of schedule. It is reducing 2.7 million tonne of CO2 emissions which is good for the environment.

As per the International Energy Agency estimates, India will contribute a quarter (25 per cent) of the growth in global energy consumption in the coming two decades.

Petroleum Secretary Pankaj Jain said the geology experts should utilise this opportunity to elevate their contribution in the context of increasing demand and scarcity of energy sources.

He asked geoscientific fraternity to develop tailored knowledge for deep water, ultra-deep water and onshore to enhance oil and gas production while doing it in environmental sustainable manner.

Earlier, Rajesh Kumar Srivastava, CMD, ONGC, and Chief Patron of APG, said, “GeoIndia has been a major leader in the last 14 years under the aegis of Association of Petroleum Geologists (APG) India. The biennial South Asian Geology Conference and Exhibition has evolved in terms of size and international participation. The global market value of automation technology in the oil and gas sector is projected to nearly double and reach nearly $42 billion by 2030. It is high time that the oil and gas sector take advantage of the digital transformation.”

India ramps up visa processing in Britain

The UK is one of the key source markets for Indian tourism, but its citizens are not eligible for e-visas…reports Asian Lite News

The Indian High Commission in the UK is opening a new visa processing facility in central London and initiating measures to facilitate group tours from November 1.

“The number of appointments we have been able to do has increased greatly to about 40,000 per month thanks to our partners at VFS,” he said in the video message,” High Commissioner Vikram Doraiswami said in a video message on Friday.

He said that a visa processing facility is being set up in central London to increase access, and a new process is being introduced for those travelling together to the same destination on the same flight. Tourists will also have the option of a visa at doorstep service for a fee.

These steps come following complaints of visa delays that have resulted in trip cancellations. According to local media reports, British citizens have been finding it difficult to secure visa appointments with fully booked slots at some of the centres until mid-November. There have also been complaints regarding changes in rules that require applicants to remain present in person at a visa application centre and not use the services of an agent. The High Commission, however, denied changing any rules.

The UK is one of the key source markets for Indian tourism, but its citizens are not eligible for e-visas. Over 160,000 British citizens visited India in 2021, accounting for 10.75 per cent of all tourist arrivals. UK was India’s third largest source market after the US and Bangladesh.

In October, the Indian Association of Tour Operators wrote to Prime Minister Narendra Modi seeking the restoration of e-visa facilities for British and Canadian citizens. “Due to non-availability of e-tourist visa for UK, Canada and other source markets we are losing huge business as tourists from these countries are opting for alternative destinations,” IATO had said.

Firebombs thrown at immigration office handling asylum seekers

The attacker had arrived at the scene in a car, they said, adding that another “device was found and confirmed safe” inside the vehicle…reports Asian Lite News

An attacker on Sunday threw firebombs at an immigration office used to process asylum seekers crossing the Channel in small boats and was later found dead.

The attack came as the government seeks to curb record arrivals.

Kent Police said that on Sunday morning “two or three incendiary devices” were thrown into a centre processing immigrant in the Channel port town of Dover in southern England, injuring two.

The BBC quoted the Home Office as saying the attack took part at the Western Jet Foil Border Force centre in the major Channel port town, used to process asylum seekers.

Police said the suspect had been “identified, and very quickly located at a nearby petrol station, and confirmed deceased”.

They did not say how the individual had died, but Dover’s Conservative MP Natalie told LBC Radio it was believed the “individual committed suicide”.

Police also said two people “reported minor injuries inside the property”.

The attacker had arrived at the scene in a car, they said, adding that another “device was found and confirmed safe” inside the vehicle.

Kent Live local news website posted photographs of police and fire services at the scene near the Port of Dover, and the BBC reported that a fire was put out.

Interior Minister Suella Braverman tweeted that there was a “distressing incident” and said she was “receiving regular updates on the situation”.

“My thoughts are with those affected, the tireless Home Office staff and police responding,” she added.

Elphicke tweeted: “I am deeply shocked by the incident in Dover today… My thoughts are with everyone involved.”

The local MP said the attack took place at a centre where people arriving in small boats are initially taken before going to Manston, another processing centre in Kent.

The centre remains open but police said around 700 migrants were relocated to Manston during the initial phase of the investigation.

Elphicke told LBC: “We don’t know the motivation of the individual concerned yet.”

She added: “I think it is fair to say that tensions have been running high over the last period”.

She cited a case where immigrants arriving in a small boat had entered a resident’s home.

Government figures showed that 990 migrants crossed the Channel in small boats on Saturday, bringing this year’s record total to nearly 40,000.

The issue has caused a major political headache for the UK government, which promised tighter border controls after leaving the European Union.

Braverman has backed a plan for migrants crossing the Channel illegally to be sent to Rwanda, while this currently faces legal obstacles.

Elphicke wrote an article in the Mail on Sunday headlined: “When will the Left admit this is no refugee crisis… but simply illegal immigration”.

Prime Minister Rishi Sunak said on Friday that in his first call in office with French President Emmanuel Macron the leaders agreed on greater cooperation to “deter deadly journeys across the Channel that benefit organised criminals”.

Sunak has called for the Channel route to become “unviable” for people traffickers.

Review of counter-terror strategy to tackle threats

The update will take into account a series of important reviews, including the second volume of the Manchester Arena Inquiry, set to be published next week…reports Asian Lite News

The government will carry out a wholesale refresh of the UK’s counter-terrorism strategy, to protect its citizens from new, emerging and persistent threats.

In the UK and overseas, there has been a shift towards self-initiated terrorists operating independently from organised groups with increasingly personal ideologies, warped views used to justify violence.

The tactics and methodologies used by terrorists are diversifying and becoming increasingly fragmented.

To meet those threats, the counter-terrorism strategy (CONTEST) will be updated to reflect these new challenges. This will involve seeking a diverse range of views and engaging security experts from across the UK and overseas, so that CONTEST continues to robustly protect the British public from terrorist threats.

Security Minister, Tom Tugendhat, said, “Terrorists seek to divide us and sow hatred. We will not let them. Our commitment to the values we cherish is too strong. But as the nature of terrorism continues to evolve and endure, so must we. We will ensure that our response to the terror threat continues to be world-leading and ensure we have a strategy that allows people to go about their lives freely and with confidence.”

The update will take into account a series of important reviews, including the second volume of the Manchester Arena Inquiry, set to be published next week.

In addition, the findings from the Independent Review of Prevent, led by William Shawcross, will strengthen the government’s ability to stop individuals being drawn into terrorism in the first place.

The government will do everything possible to strengthen the UK’s protection against terrorist attacks.

This includes a renewed commitment to introduce the Protect Duty, which will enhance the safety of public venues while avoiding placing additional burden on small businesses.

The UK counter-terror system already encompasses the efforts of more than 20 government departments and agencies.

Since 2017 alone, more than 200 recommendations have been implemented in response to terrorist attacks, including the creation of the world’s first multi-organisational Counter Terrorism Operations Centre, in London in June 2021.

Head of Counter Terrorism Policing, Matt Jukes said, “Since its launch in 2003, CONTEST has proved to be an enduring and effective strategic framework for the UK’s counter terrorism response, but it shouldn’t stand still. Today’s threat is dominated by increasingly fragmented ideologies, self-initiated terrorism, and the reach of hateful online ideologies into the lives of the young people.”

It is vital that any future strategy reflects these learnings and also looks forward to the collaborations we will need in the future to keep people safe.

Counter Terrorism Policing, uniquely, has made an evolving contribution to all four pillars of the CONTEST strategy and will continue to be at the heart of our preparedness for the terrible moments when attacks happen.

The government expects to publish an updated and enhanced version of CONTEST next year. In the meantime, it will continue to deliver a counter-terror strategy to keep the public safe.

Anger over Sunak’s COP27 snub

Instead of attending COP27, Sunak will speak at a reception for business and environmental leaders to be hosted by the king at Buckingham Palace this Friday, two days before COP27 begins…reports Asian Lite News

Rishi Sunak’s decision to snub the COP27 UN climate talks has angered countries around the world.

Several countries are in dismay. Carlos Fuller, Belize’s ambassador to the UN, said: “I can understand why the king was asked not to attend – keeping him out of the fray. However, as the principal UK policymaker and the COP26 president, the PM should have led the summit. It seems as if they are washing their hands of leadership.”

Sunak’s reason for not going – to concentrate on Britain’s economic statement – was questioned. Mohamed Nasheed, speaker of the Maldives parliament and former president, said: “[It’s] very worrying that the UK thought there was anything more serious than climate change. You can count the pennies but might lose the pounds.”

Developed countries were also concerned. One senior government aide said: “It appears as if the new UK prime minister wants to wash his hands of the previously strong role the government played on international climate action. It’s another stab in the back for [COP26 president Alok] Sharma.”

The COP26 talks in Glasgow last November, headed by Boris Johnson and chaired by cabinet minister, Alok Sharma, ended with a global consensus on limiting temperature rises to 1.5C for the first time, a major diplomatic achievement that was widely lauded. Sunak attended and led discussions on climate finance, likely to be a major issue at COP27.

Instead of attending COP27, Sunak will speak at a reception for business and environmental leaders to be hosted by the king at Buckingham Palace this Friday, two days before COP27 begins. But his failure to attend the talks has raised concerns over the UK’s stance on the climate crisis, with the government handing out new oil and gas licences and tax breaks for increasing fossil fuel production.

Sunak could also be upstaged in his absence by his former boss: the Observer revealed that Johnson hopes to attend the COP27 summit, following the precedent set by formers leaders including Barack Obama and Bill Clinton.

One Commonwealth diplomat said: “For all Boris Johnson’s ills, no one can reasonably accuse him of ignoring or not prioritising climate action. The UK has benefited from the leadership of Alok Sharma and Lord Goldsmith.

“One hopes [Sunak’s stance] is not a backsliding of the positions the UK has taken in recent years on both areas.”

It is unusual for the head of state of an important Cop not to attend the handover. After convening the landmark Paris agreement of 2015, French president François Hollande was warmly received at the following UN climate Cop, in Marrakech, the Guardian reported.

The UK still holds the presidency of the UN negotiations, until the reins are handed over to the Egyptian government at the COP27 summit in Sharm El-Sheikh. This puts the British government in a key position in the long-running climate talks, and the prime minister would normally be expected to hold closed-door bilateral meetings with counterparts around the world, focusing on the climate but including other subjects, such as the Ukraine war and the global economic crisis.

Rachel Kyte, a former senior World Bank official who is now dean of the Fletcher school at Tufts University in the US, and a close observer of Cops, said the war in Ukraine and the UK’s geopolitical relations were also key reasons to go.

“A lot of the world is sitting on the sidelines, impacted by the war but not throwing in its lot with our defence of values in Ukraine,” she said. “We need to be with them on what is important for them if we want them with us on what is important for us. You can’t build relationships unless you turn up.”

Leaders including Egypt’s Abdel Fattah El-Sisi, Emmanuel Macron of France, the European Commission president, Ursula von der Leyen, and UN secretary-general, António Guterres, will play key roles at Cop27. There is a question mark over US president Joe Biden, who faces midterm elections, but his special envoy John Kerry will be at the talks throughout.

The Egyptian government voiced “disappointment” at Sunak’s decision.

Paul Bledsoe, a former Clinton White House climate adviser now with the Progressive Policy Institute in Washington DC, pointed to a global failing by right-wing leaders on the climate crisis. “No priority is more important than climate change, which is a meltdown of the actual world, not just the vanity of Tory politics,” he said. “Conservative governments around the world, especially America’s radical Republican party, have got to get their heads out of the sand.”

Nepal poll campaigns on top gear

The upcoming polls will primarily be a two-horse race between the six-party group led by the Nepali Congress and the coalition led by the main opposition…writes Santosh Ghimire

With just three weeks left for the November 20 elections, political parties in Nepal are campaigning at a feverish pitch.

This is the second general election in Nepal after the country adopted its first secular republican constitution in 2015. The first elections under the new federal structure were held in late 2017.

The upcoming polls will primarily be a two-horse race between the six-party group led by the Nepali Congress and the coalition led by the main opposition, the Communist Party of Nepal (Unified Marxist Leninist).

Two left-wing parties—CPN (Maoist Center), CPN (Unified Socialist) and a Madhes-centric party Loktantrik Samajbadi Party (LSP) led by Mahantha Thakur—have allied with the Nepali Congress in the ruling party’s electoral alliance. This combine is also known as the ‘democratic left alliance’.

The CPN (UML), in its electoral alliance, has taken along a pro-Hindu Rashtriya Prajantantra Party led by Kamal Thapa and Madhes-based Janata Samajwadi Party (JSP) led by Upendra Yadav.

As per the constitutional provision, for the total 275 seats of the House of Representatives, 165 are directly elected while the remaining 110 seats are allocated under the Proportional Representational (PR) category.

Among the 550 seats of the seven provincial assemblies, 330 are elected through direct election and the remaining 220 are elected under the PR system.

While the chief ruling party Nepali Congress is contesting just 84 seats out of 165 constituencies under the First Past the Post (FPTP) category, the CPN—UML is contesting 135 seats, and the Prachanda-led Maoist Centre has submitted nominations in only 47 seats.

This is the first time the Nepali Congress, the grand old party, is contesting only 84 out of 165 constituencies under the FPTP category, inviting a row inside the party.

Apart from the FPTP category, lawmakers are also nominated under the Proportional Representation (PR) category. Once elections are held, Nepal’s Election Commission finalizes candidates from this list for various PR seats reserved for women, Dalits, those belonging to indigenous nationalities, the khas arya, the Madhesi, Tharus, Muslims and those belonging to the underprivileged regions.

As voting is inching closer, there are speculations over elections results. Observers say that the current ruling alliance led by the Nepali Congress has big prospects of performing well in the upcoming elections.

Sitaram Baral, a Kathmandu-based political analyst who is also a senior journalist, gives two reasons on why the ruling parties are likely to win elections.

“The current ruling alliance led by the Nepali Congress is likely to win elections for two reasons. The first is that the ruling alliance is credited for bringing the country back on a right political track after political turbulence triggered by the Oli-led government’s move to dissolve parliament twice in 2020 and 2021,” Baral said.

The then Prime Minister Oli, who rose to power on the plank of nationalism and in an electoral alliance with Maoist party led by Prachanda, was forced to resign in mid-2021 after the apex court invalidated his move to dissolve parliament for a second time in the period of just six months.

According to Baral, the second reason is that the ruling alliance secured its victory in the recent local elections held last May, and that will have a psychological impact on the upcoming elections.

“The arch rival CPN-UML, which dominated local level elections mostly in the past, had relatively poor performance in the recent local elections because the ruling coalition kept its alliance intact,” Baral observed.

Not a routine political exercise

The elections in Nepal are not just taken as a part of routine political exercise in a democracy. Instead, they are a crucial step to further consolidate the federal democratic republican system, and the policy of inclusion that was institutionalized by the country’s latest constitution.

“Of course, this election will further help cement our nascent federal democratic republican system,” Bipin Adhikari, a senior advocate and professor of international law, told India Narrative while speaking on the significance of the upcoming elections. He said that federal democratic set-up will sustain although there are questions being raised against it from different perspectives.

“In my opinion, the present political system will survive and those supporting it will continue to rule the country in the coming years although there is a decline in people’s faith in political parties,” observed Adhikari, who is also a constitutional expert.

C-295 aircraft facility a big boost to ‘Aatmanirbharta’

The facility will be utilised for the manufacturing of 40 C295 aircraft for the Indian Air Force, a report by Nishant Ketu

As part of Aatmanirbhar Bharat and Make in India policy in the defence sector, Prime Minister Narendra Modi on Sunday laid the foundation stone of the C295 aircraft manufacturing facility – the first aircraft manufacturing facility in the private sector in the country.

On this occasion, Modi said that this is the government’s clear vision to make India ‘Aatmnirbhar’, especially in defence sector. “For this, we have taken many steps. The aircraft manufacturing facility in Vadodara is India’s giant leap towards becoming self-reliant in the aviation sector.”

PM further said that India is becoming a big manufacturing hub for the world.

“Make in India, make for the globe. Transport aircraft will give strength to our forces, as well as a new eco-system will develop for the aircraft manufacturing sector. India’s aviation sector is rapidly growing. This a golden opportunity for the world to invest in India. A new saga of economic reforms is being written in India today,” he said.

The facility will be utilised for the manufacturing of 40 C295 aircraft for the Indian Air Force, through collaboration between Tata Advanced Systems Limited and Airbus Defence and Space, Spain. The facility will be a key step towards achieving Aatmanirbharta in the defence sector, and will also help unlock the potential of the private players in the sector.

PM Modi also visited an exhibition showcasing technological and manufacturing strides in the aerospace industry under Aatmanirbhar Bharat.

Speaking at the foundation stone laying ceremony, N Chandrasekaran, Chairman, Tata Sons said that with the setting up of the Final Assembly Line (FAL) in Vadodara, the Tata Group will now be able to take aluminium ingots at one end of the value stream and turn it into an Airbus C295 aircraft for the Indian Air Force. This is a historic moment not only for the Tata Group but for the country, as it embraces the Hon’ble Prime Minister’s vision of being true ‘Atmanirbhar’.

On this occasion, Guillaume Faury, Airbus Chief Executive Officer said, “We are honoured to play a role in this historic moment for aerospace in India. Our Airbus teams are committed to supporting the modernisation of the Indian Air Force with the C295 programme, which will also contribute to the development of the private defence manufacturing sector in the country.”

The C295 programme, in partnership with the trusted Tata Group, is strongly aligned with the Government of India’s vision of an ‘Atmanirbhar Bharat (self-reliant India), he added.

It is notable that in September 2021, India formalized the acquisition of 56 Airbus C295 aircraft to replace the Indian Air Force (IAF) legacy AVRO fleet. It is the first ‘Make in India’ aerospace programme in the private sector, involving the development of a complete industrial ecosystem-from manufacture to assembly, test and qualification, to delivery and maintenance of the complete lifecycle of the aircraft.

This will be the first time in the Indian private sector that an aircraft will be manufactured in-country. from parts to final assembly. The Programme will lead to the development of a strong private industrial aerospace ecosystem in India and will create more than 15,000 skilled direct and indirect jobs across the aerospace ecosystem, and over 125 suppliers qualified on global quality standards across India.

The IAF became the 35th C295 operator worldwide. Till date, the programme counts 285 orders, with more than 200 aircraft delivered, 38 operators from 34 countries as well as 17 orders repeated. In 2021, the C295 achieved more than half-a-million flight hours.

With a proven capability of operating from short or unprepared airstrips, the C295 is used for tactical transport of up to 71 troops or 50 paratroopers, and for logistic operations to locations that are not accessible to current heavier aircraft.
