Indo-Pacific Army Chiefs Pledge Joint Action Plan

The Indo-Pacific Armies Chiefs Conference (IPACC) organised by the Indian army with the US Army as the co-host concluded on Wednesday with the 30 participating countries agreeing “to work towards a collaborative effort to address the challenges faced in the region.”

The three-day event took place in the backdrop of increased muscle flexing by China in the Indo-Pacific region. 

‘The Army Chiefs and Heads of Delegations had free and frank discussions on the need for an open and inclusive Indo-Pacific region that follows a rules based world order. They highlighted that Indo-Pacific has diversity at many levels and all agreed to work towards a collaborative effort to address the challenges faced in the region,’’ according to an official statement issued on Wednesday.

The event achieved the envisaged outcomes such as evolving a shared vision for military cooperation, fostering a sense of collective responsibility, sharing best practices, appreciating areas and communities vulnerable to climate change, synergising approach to disaster relief, increasing military exchange endeavours, progressing defence diplomacy initiatives and reinforcing the importance of open and sustained dialogue to jointly address issues that impact the Indo-Pacific countries, the statement added. 

The event provided an opportunity for the delegates to exchange ideas and views on security and other contemporary issues of mutual interest, with core efforts directed to promote ‘peace and stability’ in the Indo-Pacific region.

The event commenced with a call-on by General Randy George, the Chief of Staff of the US Army, to General Manoj Pande, Chief of the Army Staff, Indian Army, on September 25. Both Chiefs discussed issues of mutual interest and shared views on contemporary issues.

General Pande also held bilateral meetings with chiefs of the armies of the participating countries. These included one-to-one discussions with General Morishita Yasunori (Japan), Lieutenant General Simon Stuart (Australia), Lieutenant General Mguyen Doan Anh (Vietnam), Major General John Boswell (New Zealand) and General Sir Patrick Sanders (UK).

Sessions of the Indo-Pacific armies management seminar (IPAMS) were conducted in the plenary sessions on three themes.

The first theme was “Partnering for Sustainable Peace and Security in the Indo-Pacific”. Second theme was “Cooperation to Enhance Interoperability” and the final theme was “Humanitarian Assistance and Disaster Relief (HADR)- Evolving Mechanisms for Crises Response”.

It emerged during the discussions that the nations need to work together to strengthen the collective responses. This collaborative effort is not built overnight and therefore IPAMS provided the platform to build a connect, confidence and commitment for the future, the official statement said.

The senior enlisted leaders forum (SELF) was conducted in three sessions on the themes, “Interoperability Amongst Indo-Pacific Armies”, “Grooming Junior Leaders for Modern Battlefield” and “Beyond the Barracks- Addressing Senior Enlisted Leaders’ Concerns”. It was a unique forum where junior leaders at the functional level exchanged their views and ideas.

The event culminated with the closing ceremony at the Manekshaw Centre in Delhi on Wednesday.

The conference came to an end with a flag handing over ceremony, as IPACC and IPAMS flags were handed over by the Indian Army to the US Army.

Gen Pande Underlines Complexities in Indo-Pacific

The Indo-Pacific region is not only a cauldron of cultures, histories, resources and opportunities but also a theatre of complexities and challenges, Chief of Army Staff (COAS) General Manoj Pande said during Indo-Pacific Armies Chiefs Conference (IPACC) that culminated here on Wednesday.

The three-day long event — IPACC, Indo-Pacific Armies Management Seminar (IPAMS), Senior Enlisted Leaders Forum (SELF) — was organised by the Indian Army with the US Army as the co-host. The event witnessed participation from 30 countries. 

US Army Chief of Staff Gen. Randy George highlighted the role of land power and said that it not only contributes to the shared security of the region but land power is also the decisive force in dealing with crises. 

As many as 18 countries were represented by Chiefs of their respective Armies and 12 countries were represented by heads of delegations. 

Defence Minister Rajnath Singh delivered the inaugural address while the closing address was delivered by Minister of State for Defence Ajay Bhatt. 

According to Defence Ministry, the event provided an opportunity for the delegates to exchange ideas and views on security and other contemporary issues of mutual interest, with core efforts directed to promote ‘Peace and Stability’ in the Indo-Pacific region. 

As part of 13th IPACC, a Chief’s Round Table Conference was held on the theme “Together for Peace: Sustaining Peace and Stability in the Indo-Pacific Region”. All Chiefs echoed the theme and reflected the sentiments of all the nations in the area, a Defence Ministry official said. 

The COAS also held bilateral meetings with Chiefs of the armies of the participating countries. 

Sessions of 47th IPAMS were conducted in the plenary sessions on three themes. The first theme was “Partnering for Sustainable Peace and Security in the Indo-Pacific”; second theme was “Cooperation to Enhance Interoperability”; and final theme was “Humanitarian Assistance and Disaster Relief (HADR) – Evolving Mechanisms for Crises Response”. 

A special plenary for the spouses was also conducted on the theme “Beyond the Barracks: Roles and Challenges in Fostering Military Communities and Sharing Best Practices”. The session commenced with the opening address by Archana Pande, President, Army Wives Welfare Association (AWWA) and Patty George, spouse of the COS of the US Army. 

The spouses also visited the National War Memorial and paid their tributes.

30 Foreign Diplomats Throng Maha CM’s Home For Ganeshotsav

Diplomats and commercial attaches from over 30 countries, including Deputy Governor of St. Petersburg, Russia, visited the home of Maharashtra Chief Minister Eknath Shinde to celebrate Ganeshotsav, an official said here on Wednesday.

The tastefully decorated CM’s official residence, ‘Varsha’ reverberated with the chanting of ‘Ganpati Bappa Morya’, bhajans, hymns and aartis by the foreign guests who prayed at the idol of Lord Ganesh there. 

Several of the visitors took the pooja thali and performed the ‘aarti’ guided by the CM, and others joined by singing bhajans and hymns in praise of the elephant-headed God. 

The dignitaries represented neighbourhood countries like Mauritius, Bangladesh, Sri Lanka, Thailand, plus Muslim nations like Afghanistan, Bahrain, Iran, United Arab Emirates and Turkiye. 

From the far-off nations were representatives from Australia, Belarus, Finland, Hungary, Israel, Poland, Spain, Great Britain, Ukraine, Ireland, Italy, Uganda, Kenya, South Africa, and Colombia in South America. Diplomats or representatives from various Asian countries like China, Japan, Korea, Vietnam, Singapore, were also present for the occasion, said an official. 

The foreign guests freely interacted with the CM, asked him questions on the state’s biggest public festival, the different aspects of the worship (pooja) of Lord Ganesha during the 10-day and other details of the celebrations that will end with Anant Chaturthi on September 28.

India Flexes Strategic Autonomy With Dual Military Engagements

Successfully maintaining its strategic autonomy amidst the changing global dynamics, India is currently participating in a multinational joint military exercise taking place in the Russian Far East while being also involved in annual tactical drills with the United States Army in Alaska at the same time.

An Indian Army contingent consisting of 32 personnel from a battalion affiliated to the Rajputana Rifles is taking part in the combat training event being hosted by Russia at the Sergeevsky training ground of the Eastern Military District (EMD) in the Primorsky Krai region which borders China to the west.

The international counter-terrorism field training exercise, which kicked off Monday, is part of the ASEAN Defence Ministers Meeting (ADMM) Plus Expert Working Group (EWG) mechanism and involves the armed forces of the members of the Association of Southeast Asian Nations (ASEAN) and its dialogue partners.

The ADMM-Plus is a platform for ASEAN and its eight dialogue partners India, Australia, China, Japan, New Zealand, South Korea, Russia and the United States (collectively referred to as the ‘plus countries’), to strengthen security and defence cooperation for peace, stability, and development in the region.

Russia and Myanmar currently share the joint responsibility as co-chairs of the ADMM-Plus EWG on Counter Terrorism – one of the seven expert working groups besides humanitarian demining; humanitarian assistance and emergency response; military medicine; ensuring safety at sea; organising peacekeeping operations and cybersecurity.

The combat training event is seeing 700 military personnel from 12 participating contingents of the armed forces of Brunei, Vietnam, India, Indonesia, Cambodia, China, Laos, Malaysia, Myanmar, Thailand, the Philippines and Russia carrying out drills in two stages.

The military formations will first at the operational and tactical level, determine the concept of the anti-terrorist operation and then work out the implementation of assigned tasks.

Airplanes, helicopters, unmanned aerial vehicles, tanks, armoured personnel carriers and other equipment of the Russian Eastern Military District is also involved fully in the ongoing exercise which will comprise of a number of counter terrorism drills including destroying of terrorist groups in a fortified area.

On the same day, though in a different timezone and corner of the globe, the Indo-US joint training exercise ‘Yudh Abhyas 2023’ began with an opening ceremony welcoming the 350-member contingent from Indian Army’s 116th Infantry Brigade, 14th Infantry Division, to Fort Wainwright, Alaska.

The annual exercise’s last edition was held in Uttarakhand’s Auli last November. It is majorly designed to promote cooperation between the two militaries and develop interoperability through combined military decision making process, battle tracking and maneuvering forces, exchange of tactics, techniques and procedures.

This year, both sides are practising a series of tactical drills to enhance interoperability in conducting UN peacekeeping operations with the theme of ‘Employment of an Integrated Battle Group in Mountain/Extreme Climatic Conditions’ under Chapter VII of United Nations mandate.

According to the Indian Defence Ministry, Command Post Exercise and expert academic discussions on selected topics will also form part of the schedule.

“The scope of the Field Training Exercise includes validation of Integrated Battle Groups against hostile forces at the brigade level, Integrated Surveillance Grid at the brigade/battalion level, employment of heliborne/airborne elements and force multipliers, validation of logistics and casualty management during operations, evacuation and combat medical aid and other aspects as applicable to high altitude areas and extreme climatic conditions,” it said in a statement ahead of the contingent’s departure last week.

Interestingly, the Indian Army and the United States Army are currently co-hosting the 13th IPACC, 47th IPAMS and 9th SELF, a three-day conference of Chiefs of Armies and delegates of 35 countries in New Delhi with the central theme for the forum being ‘Together for Peace: Sustaining Peace and Stability in the Indo-Pacific Region’.

On Tuesday, Prime Minister Narendra Modi spotlighted that India’s diplomacy has scaled new heights in the past 30 days from the start of the BRICS Summit that took place in South Africa before the G20 where six new nations were included as its members with New Delhi’s efforts.

He stated that finding a common ground for all member nations on the same stage in a globally polarized atmosphere was a special achievement for the government.

“The unanimous New Delhi Declaration has become headlines all over the world,” PM Modi remarked while addressing the G20 University Connect Finale programme at Bharat Mandapam in New Delhi.

SAP India on Wednesday announced a natural-language, generative AI copilot — “Joule” that will transform the way business runs.

Joule will be embedded throughout SAP’s cloud enterprise portfolio. It will help people get work done faster and drive better business outcomes in a secure, compliant way.

“Joule draws on SAP’s unique position at the nexus of business and technology and builds on our relevant, reliable, responsible approach to Business AI. Joule will know what you mean, not just what you say,” Christian Klein, CEO and member of the Executive Board of SAP SE, said in a statement.

Joule will be embedded into SAP applications from HR to finance, supply chain, procurement, and customer experience, as well as into the SAP Business Technology Platform.

Employees need to simply ask a question or frame a problem in plain language and receive intelligent answers drawn from the wealth of business data across the SAP portfolio and third-party sources, retaining context.

Joule can also identify underperforming regions, link to other data sets that reveal a supply chain issue, and automatically connect to the supply chain system to offer potential fixes for the manufacturer’s review, the company said.

“SAP understands that generative AI will eventually become part of the fabric of everyday life and work and is taking the time to build a business copilot that focuses on generating responses based on real-world scenarios — and to put in place the necessary guardrails to ensure it’s also responsible,” said Phil Carter, Group Vice President, of Worldwide Thought Leadership Research, IDC.

Joule will be available with SAP SuccessFactors solutions and the SAP Start site later this year, and with SAP S/4HANA Cloud, public edition early next year.

YouTube now platform of choice for 4 out of 5 Indians online

YouTube has become the platform of choice for four out of every five people online in India while its short-video making app has grown in popularity, with 96 per cent aged 18 to 44 in the country using YouTube Shorts, the company revealed on Wednesday.

With an average of 70 billion daily views globally, YouTube Shorts continues to grow in popularity among viewers in India, with 96 per cent aged 18 to 44 using YouTube Shorts.

Its average daily views have grown by over 120 per cent year-on-year (YoY) globally.

Shorts watch-time now also transcends devices with 88 per cent of online 18-44-year-olds watching short-form video content on a TV over the past 12 months.

Viewers in India are also splitting their viewing time across many different video formats, spending no more than 21 per cent of their viewing time watching one format, the company revealed during the ‘YouTube Brandcast 2023’ event here.

“In the 15 years since we launched YouTube in India, there has been an extraordinary all-round digital transformation, in connectivity and in content, and today, people have created a boundary-less viewer experience for themselves that straddles across their smartphones and their connected TVs,” said Satya Raghavan, Director, Marketing Partners, Google India.

“We’re delighted that, in this rapidly-evolving landscape, YouTube is the platform of choice for four out of every five people online. This is a testament to the unflagging contribution and inventiveness of India’s vast and growing creator economy,” he added.

Amidst the surge in digital video services, online Indians are curating personal video universes consisting of an average of 5 content platforms, with YouTube emerging as their foremost choice for watching videos.

About 33 per cent of connected TV consumers in urban India do not watch linear TV at all, with logged-in viewers averaging 2.5 hours of YouTube watch-time per day.

Together with the total hours of content uploaded to YouTube by channels in India growing by over 40 per cent in June 2023 vs June 2022, 35+ adults averaged over 70 minutes of YouTube per day in that month.

As creators begin to tap generative AI for new ideas and audiences, the year has seen over 1.7 billion views of videos related to or using generative AI tools globally. 

About 70 per cent of 18-44 year-old viewers online agree that they are open to watching content from creators that use AI to generate their content,” informed the company.

YouTube also announced the launch of a suite of tools in its Ads Creative Studio.

With these, marketers will now be able to easily create multiple versions of a single display or video ad customized for different audiences, locations, languages or contexts.

Google launches earthquake alert system in India

Technology giant Google on Wednesday launched an earthquake alert system in India that can help people with android smartphones run to safety when the quake begins.

Earthquakes are one of the most common natural disasters in the world, and an early warning can be pivotal in helping people prepare and get themselves and their loved ones to safety.

The system, introduced in consultation with the National Disaster Management Authority (NDMA) and the National Seismology Center (NSC) in India, uses sensors in android smartphones to detect and estimate earthquakes.

Each android smartphone is equipped with tiny accelerometers that can act as mini seismometers.

When a phone is plugged in and charging, it can detect the very beginnings of earthquakes. Google sends two types of alerts: Be Aware and Take Action. The “Be Aware” alerts are sent to users exercising MMI 3 & 4 shaking during an earthquake of magnitude 4.5 or greater.

It just shows an alert on screen and doesn’t play any sound if your phone is on Do Not Disturb mode or in silent mode. The alerts are sent to users experiencing MMI 5+ shaking during an earthquake of 4.5 magnitude. In this case, the alert will bypass system’s notification settings, including Do No Disturb, and play a loud sound.

“If many phones detect earthquake-like tremors around the same time, our server can use this information to estimate that an earthquake may be happening, as well as characteristics of the event — like its epicentre and magnitude. Then, our server can send alerts to nearby phones,” Micah Berman, Product Manager, Android Safety at Google, wrote in a blog post.

“Internet signals travel at the speed of light, much faster than the propagation of earthquake shaking through the ground, so the alerts often reach phones several seconds before severe shaking does,” he added.

The feature, already deployed in many countries around the world, will be rolled out to all Android 5+ users in India in the coming week.

The alerts are designed to be easy to read and follow, and are available in Indian languages supported by android. To receive alerts, users must have Wi-Fi and/or cellular data connectivity, and both android earthquake alerts and location settings enabled.

Users who do not wish to receive these alerts can turn off earthquake alerts in device settings. The system also provides information through Google Search about local seismic events and safety measures when people search for information with queries like “Earthquake near me.”

India plans to use N-energy to achieve net zero emissions

Atomic Energy Commission Chairman Ajit Kumar Mohanty shared India’s ambitious plans to step up nuclear power generation during a meeting with IAEA Director General Rafael Mariano Grossi….reports Asian Lite News

India on Wednesday spelled out plans to generate 22 GW power through nuclear energy to achieve Net Zero emissions for addressing the challenges posed by climate change.

At the International Atomic Energy Agency (IAEA) in Vienna, Atomic Energy Commission Chairman Ajit Kumar Mohanty shared India’s ambitious plans to step up nuclear power generation during a meeting with IAEA Director General Rafael Mariano Grossi.

Mohanty is in Vienna to attend the annual IAEA General Conference.

Mariano Grossi posted on X, “Greetings to Mohanty on India’s ambitious plans to reach 22 GW through nuclear energy for Net Zero.”

Addressing the conference, Mr Mohanty said Nuclear Power Corporation of India Limited (NPCIL) has been setting records in extended continuous power plant operations and maintaining excellent safety records.

“Some of its units have operated continuously for more than 365 days (a year) on 42 occasions and more than 700 days on five occasions. One remarkable achievement is that unit-3 at Kakrapar in the Gujarat state of India recently commenced commercial operation, the first-of-its-kind 700 MW indigenous Pressurised Heavy Water Reactor (PHWR),” he said.

Mohanty said a few days ago, India hosted the G20 Summit where energy security, access, affordability, and transition are essential considerations.

“Under India’s Presidency, the countries that opt to use civil nuclear energy reaffirmed their role in providing clean energy. These countries will now collaborate in research, innovation, development & deployment of civil nuclear technologies, including advanced and Small Modular Reactors (SMRs),” he said.

The discussions at G20 also centered around helping build resilient nuclear supply chains, promoting responsible nuclear decommissioning and radioactive waste and spent fuel management, and sharing knowledge and best practices, he said.

Mohanty also touched upon India’s nuclear programme, commitment to peaceful uses of nuclear energy, and its long history of partnership with the IAEA, the global nuclear watchdog. 

NPCIL currently operates 23 commercial nuclear power reactors with a combined capacity of 7480 MW and plans to increase it to 22480 MW by 2031.

Tharoor slams China for denying visa to Arunachal athletes

The Congress leader lamented that the three Wushu players will not have a chance to win medals or share in the joy of the success of fellow Indians in the event….reports Asian Lite News

Amid the controversy around China’s refusal to grant regular visas to three Wushu thletes from Arunachal Pradesh, who were picked to represent India at the ongoing 19th Asian Games, Congress MP Shashi Tharoor on Wednesday labelled the incident “shameful” and called on the Centre to register a strong protest with Chinese officials in Beijing.

The Congress leader demanded that China be denied the right to host any future international sporting contest untill they permit every accredited athlete to enter their country with valid visas and participate in sporting events.

“While everyone is rightly celebrating the medals that India is winning daily at the Hangzhou #AsianGames, let’s not forget that China disgracefully refused to allow three Indian athletes entry into their country because they were born in Arunachal Pradesh,” Tharoor posted on X on Wednesday.

The Congress leader lamented that the three Wushu players will not have a chance to win medals or share in the joy of the success of fellow Indians in the event.

“China’s conduct is shameful and when the Games are over, India should protest officially and demand that the country be denied the right to host any future international sporting contest until they permit every accredited athlete to enter & participate,” the Congress MP added.

The three players from Arunachal Pradesh – Nyeman Wangsu, Onilu Tega and Mepung Lamgu were supposed to participate in individual matches at the Guali Cultural and Sports Centre in Xiaoshan district.

Labelling this action as discriminatory, Sports Minister Anurag Thakur cancelled his visit to China as a mark of protest while emphasizing that it goes against the Olympic Charter, a stance deemed “unacceptable” by India.

Union Minister asserted that Arunachal Pradesh (Which China claims to be its part) is an integral part of India.

“It is not acceptable to India and I have cancelled my trip to China on these grounds as they have denied the opportunity to the players from Arunachal Pradesh to be a part of the Asian Games. Arunachal Pradesh is an integral part of India,” Thakur told reporters earlier in the month.

Hailing from Arunachal Pradesh, Onilu and Mepung, who were approved to participate by the Hangzhou Asian Games 2023 Organising Committee, were unable to download their accreditation cards, which act as visas to enter China.

The third athlete Nyeman, who managed to download her accreditation, was informed that she would not be allowed to travel beyond Hong Kong. The athletes were to take part in individual events of the martial arts sport.

Condemning the Chinese, Union Minister Kiren Rijiju had said that the act violates both the spirit of Sports and the Rules governing the conduct of the Asian Games.

Coming out in support of the three athletes, the Sports Authority of India (SAI) said they were taking the utmost care of them at this hour.

“The 3 athletes are being taken care of at the SAI Hostel,” SAI wrote in a tweet. (ANI)

Jaishankar sharpens attack on Canada

External Affairs Minister says that India has provided Canada with a lot of information, and there has been a large number of extradition requests…reports Asian Lite News

Amid the ongoing India-Canada row, External Affairs Minister S Jaishankar highlighted the “organised crime, related to secessionist forces, violence and extremism” in Canada, raising concerns over them being “very permissive” due to political reasons.

Speaking at the ‘Discussion at Council on Foreign Relations’ in New York, Jaishankar said, “In the last few years, Canada actually has seen a lot of organized crime, relating to the secessionist forces, organized crime, violence and extremism. They’re all very, very deeply mixed up. So in fact, we have been talking about specifics and information.”

He further stressed that the Indian government has provided the Canadian side with a lot of information about the crime, and there has been a large number of extradition requests.

“We have given them a lot of information about organized crime and leadership, which operates out of Canada. There are a large number of extradition requests. There are terrorist leaders, who have been identified,” he added.

The EAM raised concern over these incidents of threats to Indian diplomats and attacks on Indian consulates, stating that these are “very permissive” because of political reasons.

“Our concern is that it’s really been very permissive, because of political reasons. So we have a situation where our diplomats are threatened, our consulates have been attacked…A lot of this is often justified, as saying that’s how democracies work. If somebody gives me something specific, it doesn’t have to be restricted to Canada. But if there’s any incident which is an issue and somebody gives me something specific, as a government, I would look at it,” Jaishankar further said.

Regarding PM Trudeau’s allegations, Jaishankar assured that the Indian side will take action if the Canadian side provides specific information in connection with Khalistani leader Hardeep Nijjar’s killing.

“We told the Canadians that this is not the government of India’s policy. Secondly, we said if you have something specific and if you have something relevant, let us know. We are open to looking at it…The picture is not complete without the context in a way,” he said.

Notably, Canada has yet to provide any public evidence to support the claim about the slaying of Hardeep Singh Nijjar.

Early last week, Canadian Prime Minister Justin Trudeau made an explosive statement accusing the Indian government of being involved in the killing of Khalistani terrorist Hardeep Singh Nijjar – a claim that India has outrightly rejected, calling it ‘absurd’ and ‘motivated’.

India has suspended its visa services in Canada, following Canadian Prime Minister Trudeau’s allegations of Indian involvement in the killing.

‘Row didn’t come up in Jaishankar’s meeting with Blinken’

US State Department on Wednesday informed that the India-Canada diplomatic standoff regarding the killing of Khalistani terrorist Hardeep Singh Nijjar didn’t come up during last week’s meeting between External Affairs Minister S Jaishankar and Secretary of State Antony Blinken.

Jaishankar had met his US counterpart Blinken in New York on the sidelines of the United Nations General Assembly (UNGA) session. Australian Foreign Minister Penny Wong and Japanese Foreign Minister Yoko Kamikawa were also present at the Quad meeting.

“That was not a bilateral meeting. It was a meeting of a number of countries. Did not come up in that meeting. We have engaged with our Indian counterparts on this issue and urged them to fully cooperate with the Canadian investigation,” said State Department spokesperson Mathew Miller, while answering to India-Canada diplomatic row.

“As we have made clear, we have raised this. We have engaged with our Indian counter on this and encouraged them to cooperate with the Canadian investigation and we continue to encourage them to cooperate,” he added.

Early last week, Canadian Prime Minister Justin Trudeau made an explosive statement accusing the Indian government of being involved in the killing of Khalistani terrorist Hardeep Singh Nijjar.

However, India has outrightly rejected the claims, calling it ‘absurd’ and ‘motivated’.

Earlier, Antony Blinken had said that Washington is “deeply concerned” about the allegations made by the Canadian PM about the Indian government’s involvement in the killing of Khalistani terrorist Hardeep Singh Nijjar, adding that the US wants to see accountability and called it “important” that the investigation runs its course and leads to the result.

“We are deeply concerned about the allegations that Prime Minister Trudeau has raised. We have been consulting throughout very closely with our Canadian colleagues, and not just consulting, coordinating with them on this issue,” Blinken said.

UN Chief Links Pakistan Floods to Climate Chaos

UN Secretary-General Antonio Guterres has linked the devastating floods last year in Pakistan to “climate chaos” spurred by greenhouse gas emissions to make his case for aid to Islamabad.

Speaking on Wednesday at a General Assembly briefing on floor relief for Islamabad, the UN chief said: “Pakistan needs and deserves massive support from the international community. I call on donors (and) on international financial institutions to make good on their commitments, and put the money they have promised the 4RF — Resilience, Recovery, Rehabilitation, and Reconstruction Framework for Pakistan — on the table as soon as possible.”

He said that only 69 per cent of the $816 million pledged to the Floods Response Plan launched by the UN and Islamabad has been received.

“Pakistan is still waiting for much of the funding, and delays are undermining people’s efforts to rebuild their lives.”

Trying to link Pakistan’s floods to climate change, he said: “The country is responsible for less than 1 per cent of greenhouse gas emissions – but its people are 15 times more likely to die from climate-related impacts than people elsewhere.”

The UN chief went on to say that “climate chaos” is “beating that door down, from Libya to the Horn of Africa, China, Canada and beyond” which have been hit by floods recently “and Pakistan is a chronicle of climate chaos foretold”.

“Developed countries must deliver the $100 billion” to the Green Climate Fund for developing countries to deal with climate change “and double (climate) finance for adaptation and resilience”.

General Assembly President Dennis Francis referred to the floods in Morocco and Libya and said: “Both tragic events serve as a sobering reminder that climate change knows no bounds, and our promises to countries and communities affected by it must remain steadfast.

“Considering climate-related disasters have almost doubled in the past two decades, we must make a determined effort to diminish disaster risk by focusing on prevention and preparedness.”

Pakistan’s floods are “a stark reminder of the catastrophic consequences of unchecked climate change”, he said.

Francis added: “I call upon Member States and the UN system to maintain their unwavering support for Pakistan’s recovery and reconstruction endeavours.”
