Eurogroup chief hails ‘new footing’ in UK-EU ties

Britain’s Prime Minister Keir Starmer has sought to reset relations with the EU since coming to power this summer…reports Asian Lite News

Britain and the European Union must turn their “first steps” to rebuild trust into a “steady walk” as they confront common challenges, the president of the Eurogroup of euro zone finance ministers said on Tuesday.

Addressing representatives of Britain’s financial industry, Paschal Donohoe said his discussions with UK finance minister Rachel Reeves included pensions system reform and unlocking longer-term savings to boost capital markets, as well as the euro zone’s drive for an elusive capital markets union.

“Of course, the UK and EU each have to make their own decisions about how to make progress. However, it is really welcome that we have moved onto a new footing in our relationship which allows us to exchange views on these important topics for our citizens and businesses,” he said.

“More broadly, I strongly welcome the UK Government’s intention to strengthen and deepen relations with the EU,” Donohoe, an Irish government minister, told an audience at the medieval Guildhall, home of the City of London Corporation.

Britain’s Prime Minister Keir Starmer has sought to reset relations with the EU since coming to power this summer, with improved ties at the heart of his efforts to boost Britain’s economic growth.

Donohoe said he welcomed the UK-EU Memorandum of Understanding on Financial Services, signed last year, which enabled meetings of the Joint EU-UK Financial Regulatory Forum.

In a speech titled ‘Financing Our Future’, the Eurogroup president said progress on a euro zone capital markets union was vital.

“At a time of growing dissatisfaction about the role of market-based solutions and at a time of such widespread budget challenges, making further progress on Capital Markets Union is essential,” he said.

Recent work between member states signalled “a sea change in attitudes and political determination”.

“To play the ‘devil’s advocate’, without a true capital markets union in Europe, I think the green transition as one prime example, is far less likely to happen,” he told the audience in London.

Scottish govt confirms £500m in cuts

Pay was said to be a “significant driver” of in-year pressures, with potential costs of up to £0.8bn beyond the Scottish government’s budget in this financial year alone….reports Asian Lite News

Finance Secretary Shona Robison said the “direct savings” were necessary to support the Scottish government’s 2024/25 budget.

In a pre-budget fiscal update to the Scottish parliament on Tuesday, Ms Robison said: “Prolonged Westminster austerity, the economic damage of Brexit, a global pandemic, the war in Ukraine, and the cost of living crisis have all placed enormous and growing pressure on the public finances.”

Pay was said to be a “significant driver” of in-year pressures, with potential costs of up to £0.8bn beyond the Scottish government’s budget in this financial year alone.

A number of cost-saving measures have previously been announced, including the reintroduction of peak ScotRail fares, axing universal winter fuel payments for pensioners, and scrapping a free bus travel scheme for asylum seekers.

The cuts have been made ahead of the UK government’s budget in October, which Sir Keir Starmer has warned is going to be “painful”.

Last week, experts at independent economic forecaster the Scottish Fiscal Commission (SFC) said while UK government policies contribute to pressures on the Scottish budget, “much of the pressure comes from the Scottish government’s own decisions”.

First Minister John Swinney delivers his address at the SNP annual national conference at the Edinburgh International Conference Centre. Picture date: Sunday September 1, 2024.

The SFC warned that ministers could struggle to balance the country’s budget due to above-expectation public sector pay deals, the council tax freeze and benefit reforms, as well as uncertainty about the level of funding coming from Westminster.

But in an interview, First Minister John Swinney said Scotland has balanced its budget every year and had “not overspent by a farthing”.

Robison said up to £60m will be saved through emergency spending controls imposed on government departments, particularly those relating to recruitment, overtime, travel and marketing. A further £65m will be saved by reintroducing peak rail fares, scrapping concessionary travel for asylum seekers, and allowing local authorities to finance pay deals by drawing on funds from existing programmes.

She said a further £188m would be cut across all portfolios, including a reduction in resource spend on sustainable and active travel, and increased interest income on Scottish Water loan balances. This includes £115.8m of savings from the health and social care budget. In a letter to Holyrood’s Finance Committee, Ms Robison offered “assurances that the health portfolio will seek to protect key frontline emergency services”.

Robison said she was also “reluctantly planning” to utilise up to £460m of additional ScotWind revenue funding – where parts of the Scottish seabed are leased out for offshore wind farms. With Scotland facing a rising funding gap, the minister insisted that “significant action will be needed to reset the public finances on to a sustainable path”.

That comes as the projected gap between estimated funding and planned spending is already forecast to grow from £1bn in 2024/25 to £1.9bn by 2027/28.

Robison said: “In the last three years alone cumulative CPI inflation has seen prices increase by 18.9%, diminishing how far money will go for households and governments alike. “In the face of these challenges, the Scottish government has stepped in to support people and services where it has been needed most – on social security, health and public services. “But we have done so without equivalent action from the UK government, which has repeatedly failed to properly review the adequacy of funding settlements. “We cannot ignore the severe financial pressures we face. We will continue to be a fiscally responsible government and balance the budget each year, as we have done every year for 17 years and as we will do again this year. “But this will mean we must unfortunately take difficult decisions along the way.”

Starmer to face winter fuel test next week

MPs will get the chance to vote on secondary legislation that will introduce means-testing of the benefit after pressure from opposition parties and Labour backbenchers…reports Asian Lite News

Keir Starmer faces a test of his authority next week after promising a vote on the government’s plans to limit winter fuel allowance to the poorest pensioners.

MPs will get the chance to vote on secondary legislation on Tuesday that will introduce means-testing of the benefit after pressure from opposition parties and Labour backbenchers.

About half a dozen Labour MPs have already publicly criticised the plan and demanded a rethink amid fears that the move, worth up to £300 for each recipient, could leave thousands of pensioners struggling to pay their household bills this winter.

The scale of any potential mutiny remains unclear as voting against the government could result in losing the whip, after seven Labour MPs were suspended in July for six months after rebelling on the two-child benefit cap.

Rachel Reeves, the chancellor, has ignored calls to reverse her decision, instead focusing on getting more of the 800,000 people who qualify for pension credit but do not yet claim it to sign up.

At her first Treasury questions, Reeves confirmed pensioners receiving housing benefit would automatically get any pension credit they are due. She has already extended the household support fund for the poorest households.

She repeatedly told MPs that increases to the basic state pension meant that people would be substantially better off than a year ago, adding that the government was committed to further increases in the coming years.

“The basic state pension is worth £900 more than it was a year ago and will go up again in April next year because of the triple lock, which we have committed to for the duration of this parliament,” she said.

It comes as a video emerged of the Conservative leadership candidate Kemi Badenoch, who has heavily criticised the plans, previously calling for means-testing of the winter fuel allowance to be brought in.

“There is a lot of dead weight in how we run government,” said the shadow communities secretary in the clip from 2022. “I have people in my constituency telling me that they don’t need the winter fuel payments that we give them because they can afford it. Why do we not have a more sophisticated mechanism for means-testing?”

A spokesperson told the Telegraph, who first reported the story, that Badenoch was only talking about the richest pensioners.

Government sources insisted there were no plans to soften the decision, perhaps by moving the thresholds so more pensioners would receive the payment, either now or in the budget.

But Labour whips will be particularly concerned that new MPs, including Jessica Asato, Melanie Onn and Neil Duncan-Jordan, who has also tabled a Commons motion calling for a delay, have called for a rethink on the plans.

In the Commons, Rachael Maskell, the Labour MP for York Central, asked Reeves how she would protect pensioners who were above the pension credit threshold in order to “prevent cold, ill health or worse this winter”.

Maskell said: “With the loss of the cost-of-living payments and winter fuel payments, an increase in the energy price cap and cost of living, pensioners are frightened about how they’re going to keep warm this winter – as am I.”

Paula Barker, the Labour MP for Liverpool Wavertree, said that according to the charity Age UK about 1 million pensioners “just miss out” on the winter fuel payment, noting these included people within £50 of the poverty line.

Another Labour MP voicing concern was Sam Rushworth, who represents Bishop Auckland which includes England’s snowiest village where many pensioners receive the basic state pension but are in fuel poverty.

“They’re not entitled to pension credit. They live in cold, stone-built houses. What assurance can the chancellor give to those pensioners that this government will help to warm their homes and ensure that they do not struggle to heat their homes this winter?” he asked.

Dame Harriett Baldwin, a Conservative former minister, told the Commons that Reeves has made a “chilling political choice to balance the books of this country on the very frailest shoulders” by means-testing the winter fuel payment.

But a government source said: “When you’re facing this kind of crisis in the public finances, you have to take the tough choices and this is a difficult choice but it’s the right one given the scale of the inheritance.

“By keeping a grip of the public finances we can protect the triple lock not just for this year or next year but for the whole parliament. We will put more money into pensioners’ pockets and ensure we’re able to protect the most vulnerable.”

About five out of every six pensioners living below the poverty line could be at risk of being stripped of their winter fuel payments, according to a former pensions minister.

Steve Webb, now a partner at pension consultants LCP, said analysis suggests that about 1.6 million older people who are below what is commonly regarded as the poverty line do not receive pension credit.

Congress, AAP pact likely for Haryana polls

Sources indicate that AAP has demanded 10 seats from Congress during talks between party leader Raghav Chadha and KC Venugopal

Congress and AAP have started seat-sharing talks for the Haryana assembly polls, which could lead to a continuation of the alliance they had in the state during the Lok Sabha polls earlier this year.

The Congress has formed a three-member committee, which includes the party’s screening committee chairman for the state, Ajay Maken, AICC in-charge of Haryana Deepak Babaria and former Chief Minister Bhupinder Singh Hooda, for seat-sharing talks with Aam Aadmi Party and Samajwadi Party. Party general secretary KC Venugopal will oversee the work of the committee.

Congress sources said that the party is willing to give 3-5 seats to AAP and one to the Samajwadi Party in Haryana, which has a 90-member assembly.

They said the discussions with AAP follow the suggestion of party leader Rahul Gandhi, who is the Leader of the Opposition in Lok Sabha. The sources said that during the Congress Central Election Committee meeting, Rahul Gandhi discussed the possibilities of contesting elections as INDIA bloc and said that the party should make efforts to ensure that the votes of the alliance are not divided.

AAP MP Sanjay Singh later welcomed the suggestion and said that a final decision would be taken after consultations with party chief Arvind Kejriwal.

“We welcome it. Our priority is to defeat the BJP. Our Haryana in-charge Sandeep Pathak and Sushil Gupta will discuss it and take a final decision and inform Arvind Kejriwal about it, and a decision will be taken accordingly,” Sanjay Singh said.

Deepak Babaria told the media that talks with the Aam Aadmi Party (AAP) regarding the alliance are in the preliminary stage.

“We are exploring it. If there is any further development in the next 2-3 days, we will let you know,” he said.

Congress sources also said that the party has formed a sub-committee to take a decision on the pending seats in Haryana.

The panel includes Madhusudan Mistri, Ajay Maken and Deepak Babaria and will hold separate talks with the party’s three senior leaders in Haryana – Bhupinder Singh Hooda, Randeep Singh Surjewala and Kumari Selja.

The meetings with the three leaders are expected to take place on Thursday.

Party sources said that about 24 seats are in the pending list, and no agreement could be reached on these in the meeting of the Central Election Committee.

AAP sources said that there have been talks with Congress. They said that the party has demanded 10 seats from Congress. They said talks have been held between party leader Raghav Chadha and KC Venugopal. (ANI)

BJP expected to list of candidates soon

The Bharatiya Janata Party (BJP) is expected to release the first list of candidates for at least 50 seats on Wednesday in the run-up to the upcoming Haryana Assembly elections.

The party sources said that the first list of candidates is expected to be released tomorrow.

“We will release the first list tomorrow on maximum seats. Though discussion on all seats have been done but we will release the of list of around 50 candidates first and rest will be announced later,” the source said.

Earlier in the day, a key meeting was held at around 7.30 pm at former Haryana Chief Minister Manohar Lal Khattar’s residence in Delhi. The meeting was attended by BJP Haryana Election incharge Dharmendra Pradhan, election co-incharge Biplab Dev, State incharge Satish Punia, and state co-incharge Surender Nagar among others.

On September 2, Union Home Minister Amit Shah, BJP national President JP Nadda, BJP Haryana Election incharge Dharmendra Pradhan, election co-incharge Biplab Dev, State incharge Satish Punia, State Co-incharge Surender Nagar and Union Minister Manohar Lal Khattar met and held talks regarding the candidates.

India’s Deepthi Jeevanji Wins Bronze

Deepthi, who won gold at the Para Asian Games and the World Championships, finished 0.66 seconds behind the gold medallist….reports Asian Lite News

Indian para-sprinter Deepthi Jeevanji won her maiden bronze in the women’s 400m T20 category in the ongoing Paris Paralympics here on Tuesday. Deepthi clocked the timing of 55.82 seconds at the Stade de France to finish behind Ukraine’s Yuliia Shuliar (55.16 secs) and Turkiye’s world record holder Aysel Onder (55.23 secs).

Deepthi, who won gold at the Para Asian Games and the World Championships, finished 0.66 seconds behind the gold medallist. It is India’s sixth medal in para-athletics after Preethi Pal (two bronze), Nishad Kumar (silver), Yogesh Kathuniya (silver) and Sumit Antil (gold) won medals in their respective disciplines.

India has so far claimed 16 medals in the Paris Paralympics and sits in 18th place in the standings.

Deepthi, a young athlete from Telangana, has made a remarkable impact on the world of para-athletics. Despite facing challenges due to her intellectual impairment, Jeevanji has proved her mettle on the international stage. At the age of 15, she was first spotted by N. Ramesh, a coach from the Sports Authority of India (SAI), during a state-level athletics meet. Recognising her potential, Ramesh took her under his wings and began training her.

Deepthi’s journey in para-athletics began with her participation in the Asian Youth Championships held in Hong Kong in 2019, where she won a bronze medal. Despite her intellectual impairment, which makes it difficult for her to express her feelings like other girls of her age, Deepthi remained determined to excel in her sport.

She continued to train diligently and participated in various events organized by the Athletics Federation of India (AFI) between 2019 and 2022. Her hard work paid off when she won a gold medal in both the 100m and 200m events at the Khelo India Youth Games 2020 in Guwahati. Deepthi’s success continued at the National Junior and Youth Championships, where she won multiple medals. Her achievements earned her the status of a Khelo India Athlete.

Jeevanji’s most significant achievement came at the Asian Para Games in 2023, where she created history by breaking the Games Record and Asian Record followed by a World Record of 55.07s registered at the World Championship 2024. Her exceptional performance earned her a gold medal, cementing her place as a rising star in the world of para-athletics.

Pooja Falls in Quarterfinals

Indian para-archer Pooja failed to capitalise on a 4-0 advantage and missed a spot in the semifinals as she lost to China’s Wu Chunyan in the quarterfinals of the Women’s Recurve Open archery competition at the Paralympic Games here on Tuesday.

Pooja went down 4-6 to the Chinese archer after winning the first two sets 28-23 and 25-24 in the French capital. Wu Chunyan won three consecutive sets 28-27, 27-24 and 27-24 to win the quarterfinal match.

After winning the first two games, Pooja was on the verge of victory, having shot two 10s in the third set while her opponent had a 10 and a nine. But just when it mattered the most, Pooja could manage only a seven on her third turn in the third set while the Chinese archer had a nine on her third arrow and won the set to remain alive in the quarterfinal.

Two more seven points in the next two sets put paid to her chances as the Chinese girl wrapped up victory and stormed into the semifinal.

Earlier, Pooja had made it to the quarterfinals after beating Sengul Yagmur of Turkey in a pre-quarterfinal clash at the Invalides. Pooja blanked the Turkish archer 6-0, where both archers failed to hit a single 10. Pooja took advantage of her opponent’s mistakes to win the match.

However, her luck ran out against the Chinese and she bowed out with a narrow defeat.

‘India’s Talent Pool Poised to Solve World’s Challenges’

Saale highlighted that Indian engineers are well-positioned to tackle major AI and data challenges…reports Asian Lite News

For more than two decades, India with its talent pool has been the first address for the world when it comes to engineering research and development, and the current wave of talent is set to solve some of the most pressing sustainability challenges we face in the automotive industry, Manu Saale, Managing Director and CEO, Mercedes-Benz Research and Development India, said on Tuesday.

Speaking at the sidelines of an event in the national capital, Saale said that the Indian engineering community is poised to handle some of the most pressing AI and data-related challenges that are there in the ecosystem.

“The new found focus on engineering research and development by the government and the corporates — and discovering the power of product engineering out of India — is just well placed, after decades of IT supporting the growth of the digital services economy,” he mentioned.

“Engineering research and development is right now poised to take India out of the services discussion that the country has benefitted from into product space — both for solving its own challenges like mobility or healthcare, but also some of the problems the world is going to face in the years to come,” the company executive told IANS.

Underscoring its commitment to nurturing a sustainability ecosystem, Mercedes-Benz Research and Development India also announced the expansion of ‘Sustainability Garage’ initiative with two new Centres of Excellence based out of Hyderabad and New Delhi.

“With the Sustainability Garage, Mercedes-Benz Research and Development India underlines the goal of our worldwide corporate citizenship strategy to promoting ecological sustainability and fostering community empowerment,” said Renata Jungo Brungger, Member of the Board of Management of Mercedes-Benz Group AG for Integrity, Governance and Sustainability.

“The Indian initiative supports local startups and the next generation of leaders. I am excited to see the innovations emerging from these partnerships,” he added.

The first Centre of Excellence, the Climate Tech Incubator, aims to support 25 social enterprises focused on sustainable mobility and environmental innovation. T-Hub will engage over 500 students in design thinking and prototyping bootcamp for innovative climate tech solutions contributing towards decarbonisation.

The Centre of Excellence focusing on Charging Infrastructure, set up in partnership with The Energy and Resources Institute (TERI), will offer a specialised training programme on maintenance of charging infrastructure, certifying 60 young professionals this year to address the growing demand in this sector, said the company.

“We are confident that India’s digital research and development talent pool and pioneering spirit will lead us to some transformative climate-positive solutions for the world,” Saale noted.

India’s Economy Defies Global Odds

According to the World Bank, the Indian economy continues to grow at a healthy pace and the country’s medium-term outlook remains positive….reports Asian Lite News

With the World Bank revising India’s growth outlook from previous forecast of 6.6 per cent to 7 per cent in the current fiscal, industry leaders said on Tuesday that the country is continuously increasing its resilience despite many uncertainties at the global front.

According to the World Bank, the Indian economy continues to grow at a healthy pace and the country’s medium-term outlook remains positive.

“India’s growth forecast at 7 per cent in 2024-25 is highly encouraging. The macroeconomic fundamentals such as inflation, current account deficit, fiscal deficit, debt to GDP ratio have turned benign in the recent quarters and indicate India’s strong growth to continue and remain fastest among the major economies,” said Sanjeev Agrawal, President, PHDCCI.

Going ahead, reducing the cost of trade, lowering trade barriers and revisiting the Free Trade Agreements (FTAs) would be crucial to strengthen India’s growth trajectory and its strong presence in the global ecosystem, Agrawal added.

The World Bank report, titled ‘India’s Trade Opportunities in a Changing Global Context,’ highlighted the country’s status as the fastest-growing major economy, with a remarkable growth rate of 8.2 per cent in FY23-24.

With robust revenue growth and further fiscal consolidation, the debt-to-GDP ratio is projected to decline from 83.9 per cent in FY23/24 to 82 per cent by FY26/27.

The current account deficit is expected to remain at around 1-1.6 per cent of GDP up to FY26/FY27, according to the World Bank’s latest India Development Update (IDU).

The country can boost its growth further by harnessing its global trade potential. In addition to IT, business services and pharma where it excels, India can diversify its export basket with increased exports in textiles, apparel, and footwear sectors, as well as electronics and green technology products, the report mentioned.

The report also highlighted the critical role of trade for boosting growth, emphasising that India has boosted its competitiveness through the ‘National Logistics Policy’ and digital initiatives that are reducing trade costs.

Hiring Booms in AI, Pharma, FMCG

Kochi emerged as a bright spot in IT hiring, recording a significant 22 per cent year-on-year growth…reports Asian Lite News

Hiring in several sectors like artificial intelligence-machine learning (AI-ML), pharma, and FMCG demonstrated resilience and growth in August, according to a report on Tuesday.

The report by job portal Naukri showed that AI-ML led the sectors in hiring with a robust 14 per cent year-on-year increase, followed by FMCG (+11 per cent), Pharma/Biotech (+9 per cent), Auto (+7 per cent), and Oil & Gas/Power (+5 per cent).

While the job market performed steadily in the first half of the month, a unique clustering of holidays in the latter half led to reduced recruitment activity, causing a pronounced dip in the latter half of August, the report said.

“Hiring in August is a story of two halves. While the first half of the month showed typical patterns, the second half experienced an impact due to extended holidays,” said Dr Pawan Goyal, Chief Business Officer of Naukri.com.

“Still, key sectors like AI-ML, FMCG, and Pharma continue to show robust growth, which gives us reason not to worry about the job market,” he added.

The overall IT sector showed a modest 1 per cent year-on-year growth. Interestingly, IT unicorns bucked the trend with a 5 per cent growth, even as foreign MNCs and Global Capability Centers (GCCs) experienced a correction.

Kochi emerged as a bright spot in IT hiring, recording a significant 22 per cent year-on-year growth. The report further showed that experienced and senior professionals remained in high demand. Hiring for those with 16+ years of experience grew 11 per cent year-on-year and saw positive growth across all cities, while strategic and top management roles surged by 30 per cent. Those in the higher salary brackets also showed resilience, with positions offering 13-20 LPA increasing by 6 per cent and those above 20 LPA growing by 19 per cent.

“These trends indicate a strong market for experienced professionals and high-paying roles, contrasting with overall hiring patterns,” the report said.
