WHO warns of 2nd wave of Covid-19 in Middle East

As winter nears and coronavirus cases surge across the Middle East, the regional director for the World Health Organization said Thursday that the only way to avoid mass deaths is for countries to quickly tighten restrictions and enforce preventative measures.Arab News reports

In a press briefing from Cairo, Ahmed Al-Mandhari, director of WHO’s eastern Mediterranean region, which comprises most of the Middle East, expressed concern that countries in the area were lowering their guard after tough lockdowns imposed earlier this year.

The fundamentals of pandemic response, from social-distancing to mask wearing, “are still not being fully practiced in our region,” he said, adding that the result is apparent throughout the region’s crowded hospitals.

Noting that the virus had sickened over 3.6 million people and killed more than 76,000 in the region over the past nine months, Al-Mandhari warned “the lives of as many people — if not more — are at stake,” urging action to “prevent this tragic premonition from becoming a reality.”

The overall number of global coronavirus cases has surpassed the 56 million mark, while the deaths have surged to more than 1.34 million, according to the Johns Hopkins University.

In its latest update on Thursday, the University’s Center for Systems Science and Engineering (CSSE) revealed that the current global caseload and death toll stood at 56,178,674 and 1,348,348, respectively.

The US is the worst-hit country with the world’s highest number of cases and deaths at 11,525,149 and 250,483, respectively, according to the CSSE.

India comes in second place in terms of cases at 8,912,907, while the country’s death toll soared to 130,993.

The other countries with more than a million confirmed cases are Brazil (5,945,849), France (2,115,717), Russia (1,975,629), Spain (1,525,341), the UK (1,434,004), Argentina (1,339,337), Italy (1,272,352), Colombia (1,218,003) and Mexico (1,015,071), the CSSE figures showed.

Brazil currently accounts for the second highest number of fatalities at 167,455.

The countries with a death toll above 20,000 are Mexico (99,528), the UK (53,368), Italy (47,217), France (46,772), Iran (42,941), Spain (42,039), Argentina (36,347), Peru (35,317), Colombia (34,563), Russia (34,068) and South Africa (20,556).

NATO chief, Ghani discuss troop withdrawal

In a phone call, NATO Secretary General Jens Stoltenberg and Afghanistan’s President Ashraf Ghani discussed the troops level adjustment in the war-torn country, as well as the peace process which is currently at an impasse.

Confirming the phone conversation on Wednesday, Afghan presidential spokesman Sediq Sediqqi said: “Both sides talked about the Afghan peace process and NATO’s continued support to train, advise and assist the Afghan forces in their fight against terrorism,” TOLO News reported.

Taking to Twitter, the NATO chief said: Spoke with Ashraf Ghani on the situation in Afghanistan where it has been a long and hard road towards the peace talks. They are fragile but offer the best chance for peace. NATO remains committed to Afghanistan’s security.

“We support the Afghanistan peace process and as part of it we’ll continue to adjust our presence.

“Even with the US reduction, NATO will continue to train, advise and assist the Afghan forces in their fight against international terrorism.”

Wednesday’s development come as US plans to pull out 2,000 troops from Afghanistan by mid-January.

Countries in the region, including Pakistan, Iran and Russia have also asked for a responsible withdrawal of US forces from Afghanistan.

UN hails resumption of Israeli-Palestine coordination

The UN has welcomed the Palestinian Authority’s (PA) decision to resume coordination with Israel amidst the coronavirus pandemic.

In a briefing to the Security Council on Wednesday, the UN envoy for the Middle East Nikolay Mladenov said that Gaza remains the most pressing concern as the territory is ill-equipped to face a major spike in Covid-19 cases due to poor living conditions and a fragile healthcare system, reports Xinhua news agency.

He warned that any major outbreak of the disease would have a catastrophic impact on the 2 million Palestinians living there, who are already affected by severe movement and access restrictions, cycles of violent escalation, and years of humanitarian crisis.

“For these reasons, I welcome the Palestinian Authority’s decision to restart civilian and security coordination with Israel.

“I express my appreciation to Israel for confirming that existing bilateral agreements continue to govern relations between both parties, particularly in the context of economic, security and civilian affairs,” Mladenov told the Security Council meeting on the situation in the Middle East.

The envoy thanked all those who helped bring about this development, noting that it took months of hard work.

“I have previously expressed hope that recognition of the interdependence of Israelis and Palestinians could, with political will and leadership, translate into tangible progress towards a resolution of the conflict.

“Both sides should understand the importance of respecting the validity and continuing force of the framework that they have agreed to govern their relations,” he added.

Mladenov said that the UN and its partners continue to provide critical humanitarian development and assistance in Gaza, as unemployment and hunger have soared during the pandemic.

Roughly 121,000 Palestinians have lost their jobs, while some 40 per cent of all households have seen their incomes drop by more than half.

Assistance provided by the UN and partners has included the delivery of nearly 85,000 Covid-19 tests, advanced laboratory equipment, ventilators, monitors and other items.

However, Mladenov also expressed hope that the restart of coordination will bring an end to temporary measures brokered by the UN which have facilitated the transfer of patients out of Gaza and allowed for humanitarian supplies to be imported into the territory.

The envoy also addressed the need to re-examine the economic relationship between the Israeli and Palestinian authorities, as highlighted by UN Secretary-General Antonio Guterres.

Palestinians rally against Pompeo’s Israel visit

Dozens of Palestinians took to the streets to protest against the US Secretary of State Mike Pompeo’s visit to an Israeli settlement in the West Bank.

During the demonstration in the West Bank city of al-Bireh near Ramallah, participants on Wednesday waved Palestinian flags and held banners in English and Arabic that condemned the visit, reports Xinhua news agency.

Some of the demonstrators were Palestinians who hold American citizenship.

In a statement, the American Palestinians who joined the protest said they have official documents that prove their ownership of the lands on which the settlement was built.

The Palestinians raised flags on the top of the houses opposite the Israeli settlement of Psagot that Pompeo will visit.


According to Israeli media, Pompeo will visit a winery in Psagot.

“Pompeo’s visit is not a surprise to the Palestinians since all U.S. governments were biased toward the Israeli occupation,” Mahmoud al-Aloul, deputy chief of Palestinian President Mahmoud Abbas’ Fatah party, told reporters.

Abdulla Abu Rahma, coordinator for the Popular Committee Against the Wall and settlements, called on the international community to stop US moves against the Palestinian people, end the Israeli occupation, and help Palestinians establish an independent state with Jerusalem as its capital.

According to Israeli media, Pompeo would be the first US Secretary of State to visit an Israeli settlement in the West Bank and the Israeli-occupied Syrian Golan Heights during his current trip.

Israel occupied the West Bank, the Gaza Strip, and East Jerusalem in 1967, and has since built dozens of settlements on the occupied territories, all regarded by the Palestinians as illegal.

In 2019, Pompeo announced that Washington no longer considered Israeli settlements built on the Palestinian territories as inconsistent with international law.

The Palestinians want to establish an independent state on the territories occupied by Israel in 1967 with Jerusalem as its capital by way of peace talks with the Jewish state.

The last round of peace negotiations between Palestinians and Israelis, sponsored by the US, broke down in 2014 because of their deep divisions on issues related to Israeli settlements and the Palestinian statehood.

The Palestinian Authority severed its diplomatic ties with the administration of US President Donald Trump after he declared Jerusalem as Israel’s capital in 2017.

Netanyahu warns of further strikes on Syria

Israeli Prime Minister Benjamin Netanyahu has threatened to carry out more airstrikes in Syria if Iran continues to maintain a military presence in the war-torn country.

“We will not allow Iranian military entrenchment against us in Syria and we will not tolerate any attempt to attack us from Syrian territory,” Xinhua news agency quoted Netanyahu as saying in a statement issued by his office on Wednesday hours after a deadly Israeli airstrike in Syria.

“This morning, the air force attacked significant Iranian Quds Force targets and Syrian military targets in Syria,” the Prime Minister said, in a rare acknowledgment of Israeli airstrikes in Syria.

The airstrike was carried out as part of “a clear policy that I have been leading for years”, he noted.

“Whoever tries to attack us or attacks us will bear the consequences,” Netanyahu warned.

At least 10 Syrian soldiers and pro-government fighters were killed in airstrikes on Syrian military sites in the capital Damascus on Wednesday, the UK-based watchdog Syrian Observatory for Human Rights reported.

In recent years, Israel has conducted hundreds of airstrikes against Iranian-linked targets in Syria.

Israel, Bahrain to open embassies

Israel and Bahrain have agreed to open embassies, the Foreign Ministers of the two countries said in a joint press conference.

At the briefing on Wednesday, Bahraini Foreign Minister Abdullatif Al-Zayani, the first Minister from a Gulf country to make an official visit to Israel, said his Israeli counterpart Gabi Ashkenazi will visit Manama in December, reports Xinhua news agency.

“I was pleased to convey to minister Ashkenazi the Kingdom of Bahrain’s formal request to open an embassy in Israel and to inform him that Israel’s reciprocal request for an embassy in Manama has been approved,” Al-Zayani said.

He also expressed his hopes for the process to “move forward relatively quickly”.

Meanwhile, Ashkenazi said he hoped that the new Israeli embassy will be inaugurated during his visit in December.

Starting December 1, he said, Bahraini citizens can apply for a visa to Israel through an online website, while flights between the two countries are expected soon.

Together with the US and Bahraini teams, Al-Zayani arrived at the Ben Gurion Airport outside Tel Aviv on Wednesday morning, as the first Bahraini government official to visit Israel.

Al-Zayani is also scheduled to meet Israeli President Reuven Rivlin and Prime Minister Benjamin Netanyahu, in addition to a trilateral meeting with Netanyahu and US Secretary of State Mike Pompeo, who arrived in Israel as part of his 10-day trip to the Middle East.

A US-brokered agreement between Israel and Bahrain to normalize ties was first announced on September 11 before it was officially signed at the White House on September 15.

A similar deal was also signed between Israel and the United Arab Emirates.

US hits Iran with fresh round of sanctions

In a statement on Wednesday, the Department’s Office of Foreign Assets Control (OFAC) imposed the sanctions against the Islamic Revolution Mostazafan Foundation, also known as Bonyad Mostazafan…reports Asian Lite News

The US has imposed fresh sanctions against Iranian officials and a patronage network for the Supreme Leader Ayatollah Ali Khamenei, in the latest action after Washington recently targeted the Islamic Republic’s oil and financial sectors, according to the Treasury Department.

In a statement on Wednesday, the Department’s Office of Foreign Assets Control (OFAC) imposed the sanctions against the Islamic Revolution Mostazafan Foundation, also known as Bonyad Mostazafan or the Foundation, which is an immense conglomerate of some 160 holdings in key sectors of Iran’s economy, including finance, energy, construction, and mining.

While Bonyad Mostazafan is “ostensibly a charitable organization charged with providing benefits to the poor and oppressed, its holdings are expropriated from the Iranian people and are used by Khamenei to enrich his office, reward his political allies, and persecute the regime’s enemies”, the statement said.

Presided over by former Islamic Revolutionary Guard Corps (IRGC) official Parviz Fattah, Bonyad Mostazafan was created in the wake of the Islamic Revolution to confiscate and manage property, according to the Treasury Department.

The Foundation has “since emerged as a source of power, wealth, and influence for the Supreme Leader and his inner circle”.

Besides the Foundation, the OFAC on Wednesday also designated Mahmoud Alavi, head of Iran’s Ministry of Intelligence and Security (MOIS), which has “played a key role in the Iranian regime’s brutal human rights abuses against the Iranian people”.

The Department has claimed that “MOIS agents are responsible for beatings, sexual abuse, prolonged interrogations, and coerced confessions of prisoners, particularly political prisoners”.

“Iran’s Supreme Leader uses Bonyad Mostazafan to reward his allies under the pretense of charity,” Treasury Secretary Steven Mnuchin was quoted as saying in the statement.

“The US will continue to target key officials and revenue generating sources that enable the regime’s ongoing repression of its own people,” he added.

In a separate statement, Secretary of State Mike Pompeo warned that more sanctions against Iran will follow.

“Throughout the coming weeks and months, we will impose new sanctions on Iran, including using our nuclear, counterterrorism, and human rights authorities,” he added.

As a result of Wednesday’s sanctions, “all property and interests in property of the persons designated for blocking sanctions must be blocked and reported to OFAC if their property or interests in property are in the US or in the possession or control of US persons”, the Department added.

In similar moves, on October 8 the US designated 18 major banks of Iran, and a few days later on October 22, new sanctions were imposed on five Iranian entities for “attempting to influence” the November 3 American presidential election.

On October 27, the US imposed fresh sanctions against the Iranian oil sector, for its “financial support” to Tehran’s Islamic Revolutionary Guard Corps-Quds Force.

China, Russia to boost investment ties

China and Russia reviewed their investment cooperation progress and agreed to make efforts to overcome the impact of COVID-19 pandemic and facilitate the resumption of work and production in bilateral investment cooperation to yield more practical achievements.

The agreement was made at the seventh meeting of the China-Russia Investment Cooperation Committee co-chaired by Chinese Vice Premier Han Zheng and Russian First Deputy Prime Minister Andrei Belousov, Xinhua news agency reported on Wednesday.

Han, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, commended the sound momentum of investment cooperation between the two countries and said China stands ready to work with Russia to implement the important consensus reached by the two heads of state and push China-Russia investment cooperation to a higher level.

Han pointed out that the two sides should seize the new opportunities and encourage enterprises from the two countries to conduct cooperation in fields of digital economy and anti-pandemic fight.

Han called on the two countries to take the opportunity of the China-Russia Year of Scientific and Technological Innovation to strengthen investment cooperation in areas including high-tech, information and communication, and biosecurity.

The two countries should deepen cooperation at local levels and encourage small and medium-sized enterprises to enhance cooperation, Han said, adding both sides should encourage financial innovation and support the expansion of local currency payment and settlement, giving full play to the supporting role of financial services in investment cooperation.

Han also called for joint efforts to build a fair, just and stable business environment to boost investors’ confidence.

Belousov said facing the pandemic, Russia and China assisted each other, kept close coordination and made steady advancement in major investment cooperation projects.

Belousov also hailed Russia-China bilateral relations as a model of mutual respect and mutually beneficial cooperation. He said Russia is willing to work with China to implement the important consensus reached by the two heads of state, overcome difficulties and give full play to the advantages of bilateral investment cooperation mechanism and promote comprehensive practical cooperation to achieve new progress.

Pentagon chief declares troop cut back in Afghanistan

US acting Defence Secretary Chirstopher Miller announced that the US troop presence in Afghanistan and Iraq will be reduced to 2,500 in each country by mid-January.

Miller made the announcement in remarks to Pentagon reporters that highlighted the next step in what he called “President Trump’s plan to bring the wars in Afghanistan and Iraq to a successful and responsible conclusion and to bring our brave service members home,” TOLO news reported on Wednesday quoting media reports.

He said that President Donald Trump made the decision to draw down troops in both countries in consultation with his top national security officials and that it did not amount to a change in policy.

Miller said on Tuesday that he was announcing the implementation of Trump’s “orders to continue our repositioning of forces from those two countries,” according to media reports.

Speaking of the conflict in Afghanistan, Miller said that “with the blessings of providence in the coming year, we will finish this generational war and bring our men and women home.”

This comes as NATO Secretary General Jens Stoltenberg on Tuesday said that “the price for leaving too soon or in an uncoordinated way could be very high,” referring to recent reports on Trump administration’s plan to reduce its presence in Afghanistan.

The Defence Ministry on Monday said that the Afghan National Defence and Security Forces are capable to defend the country if there is a withdrawal of international forces from the country. But Afghan experts have said the withdrawal should be done responsibly.

Countries in the region, including Pakistan, Iran and Russia have also asked for a responsible withdrawal of US forces from Afghanistan.

The reports come as violence has significantly increased in the country despite peace efforts. Meanwhile, the peace negotiations in Doha have stalled over differences on ground rules for the talks.

Putin Praises BRICS For Int’l Coordination

Russian President Vladimir Putin has praised the BRICS countries for their close coordination on international and regional issues.

The BRICS are strengthening cooperation to combat terrorism, illegal drugs and corruption, Putin said during the 12th BRICS summit hosted by Russia via video conference, Xinhua reported.

This year marks the 75th anniversary of the end of World War II, and all BRICS countries unanimously condemned the glorification of the Nazis and their henchmen as well as the attempts to revise the results of the war and revive the ideology of aggression and intolerance, Putin said.

He said the BRICS countries consistently advocate the development of constructive relations with other states and organisations on the basis of respect for the United Nations Charter and norms of international law — sovereign equality, non-interference in internal affairs and peaceful settlement of disputes.
