Canada to finalise procurement of F-35 fleet from US

Canada is entering into the finalisation phase to purchase 88 F-35 fighter jets from the US government and Lockheed Martin, Defence Minister Anita Anand announced.

The fleet will enhance Canada’s Arctic sovereignty, better defend North America and make their NATO and NORAD obligations be met well into the future, Xinhua news agency quoted Anand as saying at a press conference.

The fighter jet deal represents the most significant investment in the Royal Canadian Air Force (RCAF) in more than 30 years, according to a statement issued by Public Services and Procurement Canada.

According to the statement, Canada will work toward the delivery of aircraft as early as 2025.

Canada has been preparing for the two main operating bases for the fighter aircraft, 4 Wing Cold Lake and 3 Wing Bagotville, by awarding two contracts to undertake infrastructure upgrades to support the delivery of these future fighters, it said, adding that this infrastructure will support the long-term maintenance and operation of these new aircraft.

Since 1997, Canada has been investing in the Joint Strike Fighter Program, which has provided Canadian industry with the opportunity to become a part of the F-35 supply chain, and which provides for guaranteed access to the F-35.

The Joint Strike Fighter Program is the largest fighter aircraft program internationally, and Canada is one of eight original countries, along with the US, the UK, Italy, the Netherlands, Norway, Denmark and Australia.

Canada men’s football team qualified for the FIFA World Cup finals for only the second time ever with a 4-0 rout of Jamaica. The nation’s only previous appearance in the tournament was 1986 in Mexico.

Entering the match on Sunday night, John Herdman’s squad needed only a draw against Jamaica to capture one of the three spots from the CONCACAF (North, Central American and Caribbean) region for the 2022 World Cup in Qatar in November.

The team didn’t hold back and gave the fans at BMO Field a dominant performance with goals from Cyle Larin, Tajon Buchanan and Junior Hoilett, followed by a late own goal by defender Adrian Mariappa, Xinhua reports.

“When I first took over, I said we’re going to qualify for the World Cup and I don’t think anyone believed us,” said 46-year-old head coach Herdman. “All of these fans have waited, waited, and hung in with us.”

When Herman was hired in 2018, men’s football had little relevance in Canada due to poor World Cup qualification results and the popularity of ice hockey.

Since taking over, the team’s fortunes have quickly turned around with their FIFA ranking jumping from 89th to 33rd since February 2018.

“We’re a football country. That’s all we ever wanted. We wanted that respect,” he added after the match. “We just kept believing and we’ve got talent.”

The squad of 38 features talented players in the top divisional leagues across Europe and North America. The most notable is 21-year-old Alphonso Davies, who currently plays for Bayern Munich and is considered one of the world’s best full-backs.

Canada become the 20th team to qualify for the 2022 FIFA World Cup which will feature 32 nations vying for the ultimate prize in Qatar from November 21 to December 18.

The remaining 12 teams will be decided in the coming days before the draw on April 1 to determine the eight groups.

Canada is facing a major dilemma over a proposed offshore oil project that could provide a much-needed economic boost, but on the other hand may damage the country’s image of being a champion in the fight against climate change.

Canada’s Environment Minister Steven Guilbeault, who is guiding country’s climate policy, is going to face his first major test in deciding on the proposed Bay du Nord project.

Norwegian firm Equinor is seeking to develop oil discoveries in the Flemish Pass Basin, some 500 kilometers (310 miles) east of St. Johns, Newfoundland, according to an AFP report.

The proposed project promises to create thousands of jobs and generate Can$3.5 billion ($2.8 billion) in royalties for the Atlantic island province, which will be a big boost to the economy.

But exploiting an estimated 300 million barrels of oil over 30 years would set back efforts to curb climate change.

Oil market turmoil caused by Moscow’s invasion of Ukraine and Western sanctions against the Russian energy sector could further complicate matters.

Guilbeault, a longtime activist who scaled Toronto’s CN Tower in 2001 to draw attention to climate change, is to announce a decision in the coming weeks, it was reported.

Green bond

 Canada has issued its inaugural 7.5-year green bond worth C$5 billion ($3 billion) this week, the Department of Finance announced.

In a statement on Wednesday, the Department said the green bond will play an important role in financing the investments in green infrastructure and other projects that will help fight climate change and protect the environment, while also growing Canada’s economy and creating new, good-paying jobs across the country, reports Xinhua news agency.

The bond had saw robust demand from environmentally and socially responsible investors who represented a majority of buyers, or 72 per cent, as well as from international investors, who made up over 45 per cent of the investor base, the statement said, revealing that the final order was overbooked as high as C$11 billion.

Deputy Prime Minister and Minister of Finance Chrystia Freeland said leveraging private investment will help the government meet Canada’s 2030 emissions reduction target and achieve net-zero emissions by 2050.

“The global economy is turning swiftly, decisively, and irreversibly green. It is essential for the prosperity of the next generation of Canadians-and indeed, for those of us working today-for Canada to be at the forefront of this great transformation, and sustainable finance is central to this objective,” she was quoted as saying in the statement.

Randy Boissonnault, Minister of Tourism said that the inaugural green is the “first of many and will support government investments in green infrastructure, renewable energy, nature conservation and other environmental initiatives”.

“This and the ones to come will broaden the market for highly rated green investment opportunities and strengthen sustainable finance in Canada, which in turn will help finance projects to fight climate change and protect the environment.”

Canadian Prime Minister Justin Trudeau has announced an agreement reached by his Liberal Party and the New Democratic Party (NDP) in Parliament to ensure the ruling party to govern through 2025.

“It’s a minority government, so parties need to work together,” Trudeau said on Tuesday at a press conference. The parties agree to partner from March 22, 2022 until the next election when Parliament rises in June 2025, Xinhua news agency reported.

The partnership arrangement allows four budgets from 2022 to 2025 to be presented by the government during this time, meaning that the NDP agrees to support the government on confidence and budgetary matters. The NDP would not move a vote of non-confidence, nor vote for a non-confidence motion during the term of the arrangement.

The parties have identified key policy areas where there is a desire for a similar medium-term outcome, focusing on growing the economy by creating green jobs that fight the climate crisis, making people’s lives more affordable with housing and childcare, expanding and protecting the healthcare as well as advancing reconciliation with Indigenous peoples.

“It is about ensuring those differences do not stand in the way of delivering on shared goals for the benefit of each and every Canadian,” a statement from the prime minister office said. “No one benefits when increasing polarisation and parliamentary dysfunction stand in the way of delivering these results for Canadians.”

NDP Leader Jagmeet Singh said later in his virtual press conference that he’s not concerned if his party gets credit for enacting these programmes and that his party is simply “using our power to get help to people.”

On average, minority governments in Canada survive for about 18 months before falling and having to return to the polls. Currently the House of Commons has 338 members. The Liberals have 159 seats, Conservatives 119, Bloc Quebecois 32, NDP 25, Green Party two, and Independent one.

 The Russian Foreign Ministry announced on Tuesday that 313 Canadian officials have been barred from entering Russia, including Prime Minister Justin Trudeau.

Five Indian students killed in Canada road accident

In a heartbreaking tragedy, five Indian students were killed in a road accident in Canada, said India’s High Commissioner Ajay Bisaria on Monday, adding that two others were injured and were hospitalized.

Taking to Twitter, Ajay Bisaria expressed deepest condolences to the families of the victims. “Heart-breaking tragedy in Canada: 5 Indian students passed away in an auto accident near Toronto on Saturday. Two others in the hospital. Deepest condolences to the families of the victims. @IndiainToronto team in touch with friends of the victims for assistance,” India’s High Commissioner to Canada said.

According to Quinte West Ontario Provincial Police (OPP) the deceased students were identified as Harpreet Singh, Jaspinder Singh, Karanpal Singh, Mohit Chouhan, and Pawan Kumar.

They were traveling west in a passenger van on Highway 401 Saturday morning when they collided with a tractor-trailer at around 3:45 am.

The investigation into the crash remains ongoing, and no charges have been laid. (ANI)

India expresses condolences

 External Affairs Minister S. Jaishankar on Monday mourned the demise of five Indian students who were killed in a road accident near Toronto, Canada.

Taking to Twitter, he said: “Deeply mourn the passing away of five Indian students in Canada. Condolences to their families. Pray for the recovery of those injured.”

Jaishankar also said that the Indian Consulate General in Toronto will provide all the necessary support and assistance in this regard.

The Minister’s tweet was in reply to Indian High Commissioner to Canada, Ajay Bisaria’s post late Sunday night in which he said besides the five victims, two were also injured in the accident on Saturday.

Canada eases Covid curbs further

Covid-19 public health restrictions, including mask mandates, will continue being lifted across Canada in the coming weeks as Ontario’s chief medical officer of health has confirmed that the province will drop its mask mandate on March 21.

Kieran Moore, Chief Medical Officer of Health of Ontario, the province with the largest population in Canada, said in a statement that the government will remove the mandatory masking requirement for most settings on that day, with the exception of select settings such as public transit, health care settings, long-term care homes and congregate care settings, Xinhua news agency reported.

“With the peak of Omicron behind us, Ontario has been able to cautiously and gradually move through its reopening milestones,” he said. “While this does not signal that Covid-19 has disappeared or that the pandemic is over, it does mean that we have come to a place where we know what we need to do to manage this virus and to keep each other safe.”

Canada’s Chief Public Health Officer Theresa Tam said Friday that federal agencies overseeing masking mandates in Canada for things like domestic travel were evaluating the situation and could make policy adjustments as needed in the coming days and weeks.

Covid-19 public health restrictions are also being lifted in other provinces. Alberta lifted almost all Covid-19 restrictions on March 1. Saskatchewan lifted mask mandate on March 1. Manitoba and Quebec will follow suit soon.

CTV updated on Wednesday that Canada, with a population of 37 million, recorded its national Covid-19 caseload of 3,341,487 with 37,134 related deaths.

Accusing the Justin Trudeau government of “double standards” China has slammed Ottawa for the way the Freedom Convoy in Canada was portrayed in comparison with the protests in Hong Kong.

This comes as the trucker protests in Ottawa were quelled using emergency powers what the government termed an “occupation” and “blockade” of the nation’s capital that presented a “threat to democracy.”

According to China’s Embassy in Canada, this characterization stood in stark contrast to Ottawa’s support for the unruly protests that swept Hong Kong in March of 2019 and ended several months later.

“In the eyes of some people in Canada, similar protests and demonstrations should be referred to differently in different places. In Hong Kong, they are ‘human rights movement,’ but in Canada they are ‘a threat to democracy.’ Such stark double standard is unacceptable,” Chinese Foreign Ministry Spokesperson Wang Wenbin said in a regular press conference on Tuesday.

The Chinese diplomatic mission noted that Canadian police used violent means to disperse the peaceful protesters that set up base in Ottawa’s downtown core.

Since late January, Canadian truck drivers have been rallying against the government’s COVID-19 vaccine mandates, as the truckers were requested to be fully vaccinated for crossing the border into the United States.

With 191 people arrested and 79 vehicles towed, the police have reclaimed Ottawa’s downtown from its occupiers 24 days after the trucker convoy rolled into the Canadian capital’s core.

After being joined by thousands of pedestrian protesters, the rally then turned into demonstrations against the government’s overall restrictive measures during the COVID-19 pandemic.

“We promised we would return our city to a state of normalcy, with every hour we are getting closer to that goal,” interim chief of Ottawa Police Steve Bell said on Sunday afternoon in a press conference.

The streets around Parliament Hill are currently on lockdown, with only two police checkpoints for entry.

Trudeau reiterated on Sunday that the government will support businesses in downtown Ottawa impacted by the blockades and occupation.

The government on Saturday announced up to C$20 million ($15 million) in investment to support downtown Ottawa businesses impacted by demonstrations.

Canada’s House of Commons voted 185 to 151 on Monday to authorize Prime Minister Justin Trudeau’s invocation last week of the Emergencies Act to quell disruptive protests that used trucks and other large vehicles to blockade border crossings and paralyzed much of Ottawa for 23 days.

Trudeau’s Liberal Party and the left-leaning New Democratic Party (NDP) voted to extend the emergency powers past the initial seven-day window while the opposition Conservative Party and the Bloc Québécois opposed the measure. The first-ever invocation of the 1988 Emergencies Act will face a vote in the upper house of Parliament as early as Tuesday, and the courts will also consider its legal propriety. It automatically expires in 30 days without another vote in Parliament.

The remaining border blockades were cleared last week, and police finished pushing the “Freedom Convoy” protesters and their trucks out of Ottawa on Sunday.

Trudeau said many of the big rigs and other vehicles that left Ottawa before being towed drove only about 60 miles away, to a private field in the small town of Vankleek Hill, indicating “a desire, or an openness, of returning to blockades right now.” The government doesn’t want to keep the emergency declaration “in place a single day longer than necessary,” he told reporters before the vote, but “the situation is still fragile.”

Interim Conservative leader Candice Bergen called the emergency measures an “overreach” and demanded to know “the criteria for this emergency to be declared over,” as well as an exact date. Trudeau told the House of Commons “we hope to only keep it in place for a number of more days.”

NDP leader Jagmeet Singh said his party is “reluctantly supporting the vote today in the interest of national unity, in the interest of protecting Canadians, and in the recognition of this real threat,” but the NDP will withdraw its support “as soon as we believe it is no longer necessary.”

Police said they arrested 191 protesters and towed 79 vehicles in their campaign to clear Ottawa. The Royal Canadian Mounted Police said the emergency measures had also been used to freeze more than 200 financial accounts of “influencers in the illegal protest in Ottawa and owners and/or drivers of vehicles who did not want to leave the area.” Donors to crowdfunding campaigns to support the truckers were not targeted, police said.

Canada police secure, clean-up capital after three-week protest

Canadian police have fenced off the area surrounding Parliament Hill on Wellington Street, where protesters had been entrenched for more than three weeks and are working to ensure protesters do not return.

Police officers and City of Ottawa cleanup crews are the only ones who remain in front of the Parliament where thousands of demonstrators were rallying to protest the vaccine mandates, reported CBC News.

“We are deeply committed to the community healing that we know now needs to take place,” interim Ottawa police Chief Steve Bell said at a news conference Sunday afternoon.

He said that police will decide on how to maintain its presence in downtown core “to make sure that nobody returns to occupy our streets again.”

However, several reports suggest that some members of the convoy have regrouped outside the city. The police are concerned with these reports and are alert so that no fresh protests may start in the city.

As per the reports, more than 50 vehicles were seen this weekend at Herb’s Truck Stop in Vankleek Hill, Ontario, less than 100 kilometres from downtown Ottawa.

Furthermore, the police chief did not say when downtown roads would reopen to residents or whether vehicle traffic would be barred from Wellington Street indefinitely.

Police continue to tell people to avoid the downtown core and warn residents who have vehicles parked between Metcalfe and Bay streets and Albert and Gloucester streets to move their vehicles or risk being towed. Only parliamentary staffers are currently allowed north of Sparks Street, reported the Canadian public broadcaster.

Canadian Prime Minister Justin Trudeau on February 14 invoked the Emergencies Act for the first time in 50 years to give the federal government extra powers to handle the ongoing truckers blockades and protests against the COVID-19 pandemic restrictions.

The state of emergency will last for 30 days. At a news conference on Parliament Hill, Trudeau said, “It is now clear that there are serious challenges to law enforcement’s ability to effectively enforce the law.”

Trudeau said the measures will be geographically targeted and “reasonable and proportionate to the threats they are meant to address.”

The unprecedented deployment of the Emergencies Act gives police more tools to restore order in places where public assemblies constitute illegal and dangerous activities, such as blockades and occupations, he said.

The Emergencies Act, which replaced the War Measures Act in the 1980s, defines a national emergency as a temporary “urgent and critical situation” that “seriously endangers the lives, health or safety of Canadians and is of such proportions or nature as to exceed the capacity or authority of a province to deal with it.”

The wave of protests across Canada began in January, with thousands of truckers and hundreds of other demonstrators converging on Ottawa to express strong opposition to vaccine mandates for truckers crossing the US-Canada border. Protesters demanded that the authorities remove COVID-19 restrictions. (ANI)
