CHINA-RUSSIA NEXUS: Will America freeze China’s $3.2 trillion reserves lying with US treasuries?

The China-Russia nexus is growing. Will America freeze China’s $3.2 trillion reserves lying with US treasuries to prevent another global disaster … writes Dr George K Simon

Russia’s attack on Ukraine on February 24 marked the beginning of World War III. That is what George Soros, American financier and founder of the Renaissance Foundation, said in an article. According to Soros, Russian President Vladimir Putin and Chinese President Xi Jinping released a large document declaring a close partnership between the two countries, UNIAN reported.

“I was surprised that Xi is clearly giving Putin carte blanche to invade and start a war against Ukraine,” Soros said.

“Putin, with Xi’s backing, has gone about pursuing his lifelong dream with incredible brutality. Putin will soon be 70 years old and he feels that if he wants to make a mark on Russian history, he must act now or never,” Soros wrote.

Another report says the US has information suggesting China has expressed willingness to provide Russia with requested military and financial assistance as part of its war on Ukraine. During a meeting in Rome, a top aide to President Joe Biden warned his Chinese counterpart Xi Jinping of “potential implications and consequences” for China should support for Russia be forthcoming, a senior administration official said. The series of events underscored the growing concern among American officials at the budding partnership between Moscow and Beijing as Biden works to isolate and punish Russia for its aggression in Ukraine.

While officials have said the Chinese President was alarmed at what has taken place since Russia invaded, there is little to indicate China is prepared to cut off its support entirely, CNN reported.  That leaves open a troubling possibility for American officials — that China may help prolong a bloody conflict that is increasingly killing civilians, while also cementing an authoritarian alliance in direct competition with the US, the report said.

The China-Russia nexus is growing. Will America freeze China’s $3.2 trillion reserves lying with US treasuries to prevent another global disaster? China will rescue the sanctions-riddled Moscow at this phase. Its plan to economically support Russia through Renminbi-Rouble transactions will materialise or not is in the realm of speculation as there is a fear that Beijing’s $3.2 trillion reserves lying in US treasuries will almost freeze if it continues with any business deal with Moscow.

In the initial days of the Ukraine war, China had refused to term the Russian assault on the East European country an “invasion” and had condemned the US-led sanctions on Moscow. But at the same time, it distanced itself from recognising Donetsk and Lugansk—Ukraine’s rebel territories whose independence Russia recognised 72 hours before war on the East European country on February 24.

Then in the middle of Russia’s attack on Ukraine, China-led Asian Infrastructure Investment Bank (AIIB) in which Moscow is also one of the partners, announced putting all activities relating to Russia and Belarus on hold.

However, before the world could take notice of it, the New Development Bank of the BRICS, in which all five countries, including Russia is an equal stake holder, announced putting all new transactions with Russia on hold citing unfolding uncertainties and restrictions amidst war on Ukraine.

China, which has twice abstained from voting against Russia’s aggression on Ukraine in the UNSC, has a habit of creating a diplomatic miasma. The international community has seen such uniqueness of China’s character in the case of Afghanistan and Myanmar in the recent past.

In particular, in the case of Afghanistan, it appeared that China would play a lead role by recognising the Taliban-led government in Kabul. Every step taken by Beijing, post the US withdrawal from Afghanistan, gave an impression that China would fill the void left by America in the insurgency-hit country.

Nearly eight months have passed since the US left Afghanistan, China is yet to step in the landlocked nation with meaningful help for the Afghan people. China was the first foreign country to pledge emergency humanitarian aid of worth 200 million yuan to Afghanistan.

This is exactly what China is doing in respect to the Ukraine crisis. It condemned the US’ recent decision to expel 12 Russian diplomats of the Russian Permanent Mission to the UN. On the other hand, to show the world that it is against attack on a sovereign country, it repeatedly says, “We always advocate respect for the sovereignty and territorial integrity of all countries, and peaceful resolution of international disputes based on the purposes and principles of the UN Charter.”

In hindsight, it is seen as China’s criticism of Russia for its invasion of Ukraine. It is also seen as Beijing’s balancing act. For the sake of a market and dollar-centric international financial system, it doesn’t want to jeopardise its relations with the European Union and the US. It knows its economy is not in good health. Chinese leaders have themselves set a target of achieving around 5.5 per cent growth in 2022—the lowest in 30 years, yet higher than what analysts have predicted about the Chinese economy.

According to a conservative estimate, the Chinese economy will grow about 4 per cent in 2022. Goldman Sachs has already cut its 2022 forecast for China’s economic growth to 4.3 per cent down from 4.8 per cent previously. Nomura, the Japanese financial holding company, has also predicted 4.3 per cent growth for China’s economy in 2022.

The World Bank has predicted that the Chinese economy will grow to 5.1 per cent in 2022. The Bretton Woods institution has further warned that high debt, persistent supply chain bottlenecks and coronavirus-related restrictions will jeopardize China’s economic activity. Similarly, the International Monetary Fund has projected 4.8 per cent growth for the world’s second-largest economy in 2022 and 5.2 per cent in 2023. In its latest report, the IMF has cited Covid-19 outbreak’s effect on consumer spending and a property market downturn as the reason for the slow growth of the Chinese economy.

In this backdrop, if China wishes to avowedly continue with economic engagement with Russia which has been slapped with umpteen numbers of sanctions, it will find deep in the morass of problem, warn several analysts. From freezing the assets of Russia’s central bank (limiting its ability to access $630 billion of its dollar reserves) to removing its banks from the SWIFT messaging system to banning people and businesses from dealing with its financial institutions to markets to banning imports of gas and oil—are among notable penalties that the US and its western alliance have imposed on Moscow. Those countries which wish to engage with Russia, politically, financially, militarily or in the field of science & technology and space will get themselves shadowed by such harsh sanctions.

But then for China, the Ukrainian crisis has given an opportunity to play its game nonchalantly. It wants to weaken US alliances in Europe and the Indo-Pacific, while at the same time cutting to size America’s global dominance—all this without harming its  own economic interests and hitting its relations with the US and the West. It endorses Russia’s stand that the US and NATO are responsible for the war on Ukraine. China’s Foreign Ministry Spokesperson Zhao Lijian in his recent press briefing quoted several experts on Ukraine as saying that “objective and rational assessments have failed to be incorporated into the policy of the US, the West and NATO.” He also said that Russia’s legitimate security demands ought to be taken seriously and properly.

All this along, there is an attempt by China to distance itself from Russia. Chinese Foreign Minister Wang Yi decried Russia’s scale of attack and resultant humanitarian crisis in Ukraine. He said that it is absolutely imperative for all sides to exercise restraint to prevent the conflict from “getting out of control.”

Amidst this, China’s largest state-owned banks have restricted financing for the purchase of Russian commodities. Industrial & Commercial Bank of China (ICBC) have stopped issuing US dollar-denominated letters of credit for the purchase of Russian commodities. The Bank of China has also stopped financing for Russian commodities. However, till date, there is no announcement from China on Renminbi-Rouble transactions. There is a suspicion that China will continue with this mode of financial transaction—all this behind the curtain and away from the international community’s scrutinizing eyes.

US charges 5 Chinese agents with spying and harassment

The individuals allegedly perpetrated transnational repression schemes to target Chinese nationals living in the United States because their political views and actions are disfavored by the Chinese government…reports Asian Lite News

US Federal prosecutors on Wednesday charged five agents with spying and harassing Chinese nationals living in the United States who have been critical of Beijing, the US Department of Justice said in a press release.

“Two complaints were unsealed, and one amended complaint was authorized today in federal court charging five defendants with various crimes related to efforts by the secret police of the People’s Republic of China (PRC) to stalk, harass and spy on Chinese nationals residing in Queens, New York, and elsewhere in the United States,” the Justice Department said.

“Fan ‘Frank’ Liu and Matthew Ziburis were arrested yesterday in the Eastern District of New York, while Shujun Wang was arrested this morning in the Eastern District of New York. The other two defendants remain at large,” the press release further said.

The individuals allegedly perpetrated transnational repression schemes to target Chinese nationals living in the United States because their political views and actions are disfavored by the Chinese government, the release said.

US media reports said the Chinese agents targeted lawyer and political activist Arthur Liu, who helped organize pro-democracy demonstrations when he lived in China. A democratic congressional candidate in the state of New York Xiong Yan was another target, he had been involved in the 1989 Tiananmen Square protests, Sputnik News Agency reported.

“The Ministry of State Security (MSS) is more than an intelligence collection agency. It executes the Chinese government’s efforts to limit free speech, attack dissidents, and preserve the power of the Communist Party,” said Assistant Director Alan E. Kohler Jr of the FBI’s Counterintelligence Division.

“When it exports those actions overseas, it violates the fundamental sovereignty of the United States and becomes a national security threat. These indictments should serve as a stark warning to the MSS and all foreign intelligence agencies that their efforts at repression will not be tolerated within our borders,” he added.

Notably, in February, a Canadian court had held that a Chinese government agency Overseas Chinese Affairs Office (OCAO) was involved in espionage activities “that harm Canada’s interests”.

The court was hearing an application challenging the denial of citizenship to a Chinese couple who had worked for OCAO in China for 20 years. The court upheld the denial of citizenship saying that it was reasonable “given the evidence available to the officer,” reported National Post.

OCAO is an agency under the United Front Work Department (UFWD) of the Chinese Communist Party (CCP). The UFWD is a department of the CCP that works to co-opt and neutralize sources of potential opposition to the policies and authority of the CCP, according to a US-China Economic and Security Review Commission report. In a statement, the Department said Treasury Secretary Janet Yellen and Attorney General Merrick B. “The task force, consisting of Finance Ministry and Justice or Home Ministry in each member jurisdiction, each committed to using their respective authorities in concert with other appropriate ministries to collect and share information to take concrete actions, including sanctions, asset freezing, and civil and criminal asset seizure, and criminal prosecution,” said the statement.

Yellen said “our sanctions, trade restrictions, and other measures have already imposed significant costs on Russia, its leadership, and those who enabled (Russian President Vladimir) Putin’s unprovoked invasion into Ukraine”.

“This multilateral task force will raise those costs even more, by galvanising coordinated efforts to freeze and seize assets of these individuals in jurisdictions around the world and deny safe haven for their ill-gotten gains,” she was quoted as saying in the statement.

Meanwhile, Attorney General Garland said that work was underway with “our international partners to freeze and seize properties belonging to sanctioned Russian oligarchs worldwide”.

“We will continue to work together to take all appropriate actions against those whose criminal acts enable the Russian government to continue its unjust war against Ukraine,” he added.

According to the Treasury Department, information provided by US law enforcement to foreign partners has helped detain several vessels controlled by sanctioned individuals and entities” in the last three weeks alone.

It added that the ships seized are worth “hundreds of millions of dollars”.

The members of the working group have also been given a list of 50 people to focus their investigations on, the Department noted.

US capitol Police move to counter trucker convoy

A handful of vehicles believed to be part of the so-called People’s Convoy reportedly made it into downtown Washington, D.C. on Wednesday afternoon…reports Asian Lite News

Police have closed “a number of freeway exits” in Washington, D.C., as a convoy of truckers were driving through the area in protest against Covid-19 measures in the US.

The police on Wednesday announced that the move was intended to “keep traffic moving safely”, saying that “these rolling road closures are occurring in real-time as they are needed, and will be lifted as soon as they are no longer”, reports Xinhua news agency,

In an earlier tweet, the police asked motorists to expect traffic delays, as well as demonstration activity on highways in and around the US capital.

A handful of vehicles believed to be part of the so-called People’s Convoy reportedly made it into downtown Washington, D.C. on Wednesday afternoon.

The People’s Convoy has camped outside a speedway in Hagerstown, a city in Washington County, the state of Maryland, since early March.

Over the past 10 days, truckers and other drivers have circled the Capital Beltway that surrounds Washington, D.C. multiple times to protest against the mask and vaccine mandates.

Their activities, a spin-off from the protests in Canada staged by truckers upset with vaccine requirements earlier this year, have drawn both support and criticism across the US.

US states and cities are lifting restrictions against Covid-19 but the protesters have also called for an end to the national emergency concerning the pandemic.

Zelensky calls on Biden to be the ‘Leader’

Ukrainian President Zelensky also referred to another proposal to provide Ukraine with aircraft that has been rejected by Biden without directly naming it….reports Arul Louis

As Russia hammered Kiev with artillery with its troops within 30 km of the capital, Ukraine President Volodymyr Zelensky made a direct appeal on Wednesday to US Congress for putting his country under a no-fly zone, a proposal US President Joe Biden had rejected.

“Russia has turned the Ukrainian sky into a source of death for thousands of people,” Zelensky said over a video link from Ukraine and asked, “To create a no-fly zone over Ukraine to save people, is this too much to ask?”

In an emotional speech, he invoked the powerful symbols of US crises of foreign attacks, the 1941 Pearl Harbour attack by Japan and the 9/11 terrorist attack, to reinforce his plea for help.

“Our country experiences the same, every day, right now at this moment,” he said.

Zelensky’s proposal included a modified version, a “humanitarian no-fly zone”, that would provide a safe air corridor for providing relief supplies rather than blanketing the country.

He also referred to another proposal to provide Ukraine with aircraft that has been rejected by Biden without directly naming it.

“You know how much depends on the battlefield, on the ability to use aircraft, powerful strong aviation to protect our people, our freedom, our land, aircraft that can help Ukraine, help Europe. You know they exist and you have them, but they are on Earth not in the Ukrainian sky,” Zelensky said.

Poland has proposed sending its MiG jet fighters to a NATO airbase from where they would be sent to Ukraine and the US making up for them by giving Poland equivalent aircraft.

He also asked for air defence systems like the Russian S300.

Wearing an olive green T-shirt and sitting at a desk with the blue and yellow national flag behind him, Zelensky spoke mostly in Ukrainian from a secret location from where he is directing Ukraine’s defence against Russian invasion.

Members of Congress watched on a giant screen from an auditorium in the Capitol building, rather than from the chamber of Congress. The speech was interspersed with horrific videos of the war.

He had earlier spoken to British and Canadian parliaments.

Zelensky ended his speech in English, directly telling Biden: “Today it is not enough to be the leader of your great nation. I wish you to be the leader of the world… To be the leader of peace.”

The US is wary of creating a no-fly zone because it could create a direct confrontation between the nuclear-armed superpowers.

Ruling it out, Biden’s spokesperson Jen Psaki said on Tuesday, “A no-fly zone is escalatory and could prompt a war with Russia, a major nuclear power.”

It “essentially means us shooting down Russian planes and them potentially shooting back at us”, she added.

Zelensky’s end-run to Congress to ask for a no-fly zone was met warily with fears of World War III.

Representative Michael McCaul, who is the Republican leader on the House of Representatives’ Foreign Affairs Committee, also ruled out a no-fly zone, warning that if there was an air battle between the jets of the two countries, “it is automatically World War III”.

But he said a “redline” should also be considered such as a chemical attack on Ukraine, which would require a reconsideration of no-fly zones.

The Committee’s Democratic chair, Gregory Meeks said that the focus should be on helping Ukraine beef up its air defence system.

Zelensky proposed a new trans-Atlantic alliance, “U24, ‘United for Peace’, a union of responsible countries that have the strength and consciousness to stop conflict immediately”, he said.

Explaining the name, he said that it would “provide all the necessary assistance in 24 hours” when there is an attack.

The Congress has passed a $13.6 billion emergency aid package for Ukraine.

Biden was scheduled to announce later on Wednesday an aid package of $800 million, in addition to the $200 million announced last week.

Biden terms Putin ‘war criminal’

Biden’s remark did not go down well with Russia, which may further escalate diplomatic tensions amid the ongoing war….reports Asian Lite News

For the first time since Moscow waged its war on Kiev on February 24, US President Joe Biden called his Russian counterpart Vladimir Putin a “war criminal” as the latter is “inflicting appalling devastation and horror on Ukraine”.

Biden made the remarks while responding to a reporter’s question at the White House on Wednesday, the BBC reported.

When the reporter asked the President is he was ready to call Putin a “war criminal”, Biden responded by saying: “Did you ask me whether I would tell ….? Oh, I think he is a war criminal.”

Later in a tweet, the American leader said: “Putin is inflicting appalling devastation and horror on Ukraine – bombing apartment buildings and maternity wards.

“Yesterday (Tuesday), we saw reports that Russian forces were holding hundreds of doctors and patients hostage. These are atrocities. It is an outrage to the world.”

Addressing reporters at the White House, Press Secretary Jen Psaki said that Biden’s branding of Putin as a “war criminal” came as the US President “had been speaking from his heart and speaking from what he’s seen on television, which is barbaric actions by a brutal dictator, through his invasion of a foreign country”.

“There is a legal process that continues to — is underway, continues to be underway at the State Department. That’s a process that they would have any updates on,” she added.

But Biden’s remark did not go down well with Russia, which may further escalate diplomatic tensions amid the ongoing war.

“We believe such rhetoric to be unacceptable and unforgivable on the part of the head of a state, whose bombs have killed hundreds of thousands of people around the world,” the BBC quoted Kremlin spokesman Dmitry Peskov as saying to Russia’s state-run TASS News Agency.

West responsible for Ukraine bloodshed: Putin

“The economic difficulties of the population of Western countries are not caused by the actions of Russia, but were the result of myopic mistakes and ambitions of the ruling elites of their states, “saidPutin…reports Asian Lite News

Russian President Vladimir Putin said on Wednesday that the West is pushing Kiev to bloodshed.

“It is also clear to us that Western patrons are simply pushing the Kiev authorities to continue the bloodshed,” Putin said, RT reported.

He noted that the supply of weapons and the dispatch of mercenaries continued.

“Ukraine, encouraged by the United States and a number of Western countries, purposefully prepared for a military scenario. To the bloody massacre and ethnic cleansing in the Donbass. A massive attack on the Donbass and then on the Crimea was only a matter of time,” Putin said.

The Russian armed forces thwarted these plans, he claimed.

“In Kiev, they were not only preparing for war, for aggression against Russia, against the Donbass, they were waging it. Attempts to organise sabotage and terrorist underground did not stop. In recent years, hostilities have continued in the Donbass, with shelling of peaceful settlements. During this time, almost 14,000 civilians died, including children,” Vladimir Putin said.

The economic difficulties of the population of Western countries are not caused by the actions of Russia, but were the result of myopic mistakes and ambitions of the ruling elites of their states, who are obsessed with superprofits, Putin said.

“Evidence of this is the data of international organisations, which say that social problems even in the leading Western countries have only worsened in recent years: Inequality is growing, the gap between the poor and the rich, racial and national conflicts are making themselves felt. The myth of the Western welfare society, the so-called golden billion, is collapsing,” the Russian head of state said at a meeting on economic issues.

US astronaut to return on Russian spacecraft

Russia and its federal space agency, Roscosmos, have decried those sanctions and pulled out of several longstanding partnerships in response….reports Asian Lite News

Despite geopolitical tensions over Russian invasion’s of Ukraine that has affected space cooperation between the US and Russia, an American astronaut and two Russian cosmonauts will return to Earth together as planned earlier, NASA has said.

NASA’s Mark Vande Hei and cosmonauts Pyotr Dubrov and Anton Shkaplerov have long been scheduled to come home from the International Space Station (ISS) aboard a Russian Soyuz spacecraft on March 30.

“I can tell you for sure: Mark is coming home on that Soyuz,” Joel Montalbano, the manager of NASA’s ISS programme, said during a news conference on Monday.

“We are in communication with our Russian colleagues; there’s no fuzz on that.”

Montalbano added that the March 30 event will proceed like other Soyuz returns, and the astronauts Vande Hei, Dubrov and Shkaplerov will touch down on the steppes of Kazakhstan, Space.com reported.

Russia’s invasion of Ukraine, which began on February 24, has spurred the US and other nations to impose new economic sanctions on Russia.

Russia and its federal space agency, Roscosmos, have decried those sanctions and pulled out of several longstanding partnerships in response.

Roscosmos announced late last month that it was halting launches of Russian-built Soyuz rockets from Europe’s Spaceport in French Guiana. And in early March, the agency said it would no longer sell Russian rocket engines to American companies.

The moves led to some speculation that the ISS programme, in which Russia is a key partner, may be in trouble as well. But Montalbano said that the orbiting lab is operating as usual despite the issues on the ground, the report said.

“We’re not seeing any impacts [from] what’s going on around us,” he said. “We’re aware of what’s going on, but we are able to do our job to continue operations.”

He also said that the invasion has not compromised morale or professionalism among the seven astronauts — four Americans, two Russians and one German — currently living on the station.

“They continue to operate, you know, above all this work, and there’s really no tension with the team,” Montalbano said. “They’ve been trained to do a job, and they’re up there doing that job.”

He also stressed that the International Space Station and its various systems were designed to be highly interdependent, so it wouldn’t be easy to replace the jobs done by a key partner, should one choose to leave, the report said.

Elon Musk is now Elona Musk on twitter

Earlier, Musk had challenged the Russian president to a “single combat” fight over his invasion of Ukraine…reports Asian Lite News

Tesla CEO Elon Musk has changed his name on Twitter to “Elona Musk after his challenge to fight Russian president Vladimir Putin grabbed the attention of Ramzan Kadyrov, the leader of the Chechen Republic.

In a statement on Telegram, which was shared by the Tesla and Space X chief executive, the Chechen leader cautioned him against seeking out a challenge with the Russian president, reports The Independent.

“Elon Musk, a word of advice: Don’t measure strength against that of Putin’s,” wrote Kadyrov.

“Vladimir Vladimirovich (Putin’s middle name) will look unsportsmanlike when he beats the hell out of you, a much weaker opponent. Therefore you will need to pump up those muscles in order to change from the gentle (effeminate) Elona into the brutal Elon you need to be. I propose training at one of several centres in the Chechen Republic,” Kadyrov added.

He then offered Musk training in three Chechan institutes: The Russian Special Forces University, the Akhmat Fight Club and the Grozny Chechen State Television and Radio Broadcasting Company.

“You will return from the Chechen Republic a completely different person Elona, that is, Elon,” he said.

“Thank you for the offer, but such excellent training would give me too much of an advantage,” Musk, in response, wrote on Twitter.

“If he is afraid to fight, I will agree to use only my left hand and I am not even left-handed,” Musk added and signed off the message as “Elona”.

On Monday, Musk had challenged the Russian president to a “single combat” fight over his invasion of Ukraine.

He had tagged the official Kremlin Twitter account in one of the posts, asking in Russian whether it would “agree to this fight”. He is yet to receive any official response from the Russian government.

Musk has condemned Russia’s invasion of Ukraine, both on his Twitter feed and through his companies. He has also mocked Russian officials on social media, as well as providing Starlink space internet equipment to Ukraine.

N. Korea’s projectile launch fails: Seoul

The US and South Korea, in particular, have been keeping a close eye reportedly on the Sunan airfield and some other sites where the North conducted missile tests….reports Asian Lite News

North Korea seemed to have failed in its launch of an unidentified projectile, South Korea’s Joint Chiefs of Staff (JCS) said on Wednesday.

The JCS said in a statement that the DPRK launched the projectile from the Sunan area in Pyongyang at about 9:30 a.m. local time (0030 GMT), noting that it appeared to have failed soon after the liftoff.

It said the intelligence authorities of South Korea and the US were conducting an additional analysis, Xinhua news agency reported.

Earlier, Japan’s NHK cited the Japanese Defence Ministry as reporting that the North Korea appeared to have launched a ballistic missile on Wednesday morning.

South Korea said North Korea tested a new intercontinental ballistic missile (ICBM) system on February 27 and March 5, but the DPRK said those were the launches of the reconnaissance satellite development tests.

Meanwhile, earlier the US military flew another major intelligence-collecting aircraft over the Korean Peninsula on Tuesday, as Seoul and Washington were on the alert for a possible long-range rocket test by Pyongyang, according to a flight-tracking service.

The RC-135S Cobra Ball spy aircraft, based in Japan, made a sortie around the Peninsula, Yonhap News Agency quoted Flightradar24 as saying, a day after the US sent an RC-135V Rivet Joint reconnaissance plane here apparently in order to monitor North Korean military activities.

The move came amid reports the North might be all set for the test-launch of an intercontinental ballistic missile (ICBM) following back-to-back tests of related systems.

The US and South Korea, in particular, have been keeping a close eye reportedly on the Sunan airfield and some other sites where the North conducted missile tests.

On March 11, Seoul and Washington accused Pyongyang of having conducted a new ICBM system test each on February 27 and March 5 ahead of a full-range launch, dismissing the North’s claim the twin tests were part of efforts to develop a “reconnaissance satellite”.
