Tunisia releases draft of new constitution to public

Tunisia has published the draft of a new constitution on its official bi-weekly gazette…reports Asian Lite News

The draft constitution, published on the Journal of the Republic of Tunisia, on Thursday comprises 10 chapters and 142 articles, with Article 1 stipulating that Tunisia is a republic with a presidential system.

The last chapter stipulates that the exceptional measures, announced by Tunisian President Kais Saied and approved in September 2021, will remain in force until the next elections due in December 2022, Xinhua news agency reported.

Earlier on Thursday, the Independent High Authority for Elections announced that nearly 9.3 million Tunisians have registered to vote in the referendum on the new constitution scheduled for July 25.

China Renews Support to HOA

China stands ready to continue supporting sustainable peace, security, development in Horn of Africa

 Xue Bing, Special Envoy for the Horn of Africa Affairs of the Chinese Ministry of Foreign Affairs, has reiterated China’s resolve to continue supporting Horn of Africa (HOA) countries in their efforts toward sustainable peace, security and regional development.

The Chinese special envoy made the remarks as China and countries in the region kicked off the First China-Horn of Africa Peace, Good Governance and Development Conference on Monday.

China will continue to support countries in the region to uphold the vision of common, comprehensive, cooperative and sustainable security; protect regional peace and security; and silence the guns in the Horn of Africa, Xue told ministers and senior officials attending the peace conference in Addis Ababa, the capital of Ethiopia.

The two-day conference, which runs until Tuesday, brought together ministers and high-level representatives of Horn of Africa countries of Ethiopia, Kenya, Sudan, South Sudan, Somalia, Uganda and Djibouti.

Addressing the conference, Xue underscored China’s readiness to support HOA countries to focus on development, accelerate regional integration, enhance connectivity, boost home-grown economic development, explore complementarity among one another, and step up cooperation in areas including agriculture, trade, manufacturing and infrastructure with a view to foster industrial and economic belt areas and create more jobs and growth.

Xue emphasized the notable potential of the HOA, which is home for about 300 million people, as an intersection to the eastern and western civilizations with a unique geographical location and abundant natural endowments.

He, however, noted that peace and development of the region are put into challenge in recent times, which necessitates building lasting regional peace and development.

He said China, as a good partner of countries in the region, put forth the Outlook on Peace and Development in the HOA early this year based on the region’s reality and past experience.

The outlook is aimed at supporting countries in the region to steer clear of external interference, respond to the triple challenges of security, development and governance; and realize peace, development and prosperity, Xue said.

Xue said China encourages HOA countries to step up experience sharing on domestic governance, synergize national development policies, and explore a way of growing relations among different ethnic groups, religions and cultures.

He said China will continue supporting countries in the region to join their efforts, engage in a holistic approach, and make a common response to non-traditional security challenges such as terrorism, climate change, and the refugee crisis, among others.

The special envoy reiterated China’s readiness to contribute its share to the peaceful development of the Horn of Africa alongside the implementation of the “Nine Programs” that were made at the Eighth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year.

Meanwhile, the Chinese envoy called on the international community to step up investment in the region and make greater contributions to the independent and sustainable development of the region and Africa in general.

Amid a series of old and emerging security perils, countries in the region urgently need to find fresh conflict resolution approaches to ensure stability and peaceful socio-economic development.

China has been part of efforts to support regional countries in addressing security, development and governance challenges.

Chinese State Councilor and Foreign Minister Wang Yi said when visiting Kenya in early January that China stands ready to propose the “Outlook on Peace and Development in the Horn of Africa” to support regional countries in addressing security, development and governance challenges.

South African Countries Face Stagflation

President Mokgweetsi Masisi of Botswana said Southern African Customs Union (SACU) countries, namely Botswana, South Africa, Eswatini, Namibia and Lesotho, are now at a stage where there is increasing risk for stagflation.

In his opening remarks on the occasion of the 7th Summit of the SACU heads of state and government in Gaborone, the capital of Botswana, Masisi said the ongoing Russia-Ukraine conflict is dimming the economic growth prospects to a point where growth is estimated to slow down to 3.6 percent in 2022.

“We are now at a stage where there is increasing risk for stagflation,” said Masisi, adding that growth projections for 2022 stand at 3.8 percent compared to 6.8 percent in 2021 with an improvement forecast in 2023 to 4.4 percent.

Masisi said the Russian-Ukraine conflict has worsened the already depressed economy due to the impact of COVID-19 pandemic together with the disruptions of the global supply chains, thereby resulting in a surge in inflation the world over, including the SACU region.

The surge in inflation, especially for food and energy, remains a present global risk which is hurting consumers and wearing down their purchasing power, according to Masisi. This calls for SACU countries to undertake countercyclical measures to cushion their economies, said Masisi.

Furthermore, Masisi said the downward trend of the economy in the SACU region highlights the importance of accelerating the implementation of the respective countries’ economic recovery plans and continue to mobilize the necessary financial support.

Paulina Elago, the executive secretary of SACU, said the customs union seeks to deepen regional economic integration through the development of regional value chains in the agro-processing, textiles and clothing, cosmetics and essential oils as well as pharmaceuticals.

Formed in 1910, SACU is the world’s oldest customs union and has its headquarters in the capital of Namibia, Windhoek.

Kenyatta Woos Investors FromPortugal, EU

President Kenyatta launched the Kenya-Portugal Business Forum in Lisbon

 President Uhuru Kenyatta has rallied Portuguese investors, entrepreneurs and captains of industry to make Nairobi the fulcrum of their business interests and investments in Africa.

He said Kenya’s immense commercial potential, in almost all sectors of the country’s expanding economy and the cosmopolitan configuration of her population makes Nairobi the ultimate destination for Portuguese investment.

 “We are a melting pot where we welcome people from all parts of the world so long as they come in peace. So long as they come in the name of trading, working and working together, we welcome people.

“I was reminded yesterday that Nairobi has been voted as the best city for expatriates to live, find accommodation. You can make you base for your African operations out of Kenya and we are more than willing to work and support you in that endeavor,” he said.

The President spoke on Wednesday in Lisbon when he joined his Portuguese host Marcelo Rebelo de Sousa at the official opening of the Kenya-Portugal Business Forum on the last day of his two-day state visit of the Portuguese Republic.

The business meeting was organised by the Kenya Investment Authority (KenInvest) and its Portuguese equivalent, AICEP Portugal Global, to explore business partnership and investment opportunities by Kenyan and Portuguese captains of industry, entrepreneurs and business leaders.

At the meeting, also attended by Foreign Affairs CS Raychelle Omamo and his Tourism counterpart Najib Balala, the President regretted that despite the two countries having a long history of bilateral ties, the volume of trade flow between Nairobi and Lisbon remained low.

 “I do believe there is still much scope for deeper bilateral works between our two countries. We seek to deepen that because it is unfortunate for two countries with such strong trading and private sector base are only dealing with very minimal amounts. The trade between our two countries, the investment between our two countries is very minimal in comparison with the opportunity that exists,” he said.

President Kenyatta pledged continued Government support to Portuguese investors seeking investment opportunities in Kenya, saying his administration had established a conducive business environment.

On the available investment opportunities in Kenya, President Kenyatta encouraged Portuguese investors to consider tapping into the country’s thriving ICT, health and infrastructure sectors.

“You have wide experience, especially in the infrastructure, healthcare and ICT sectors. And I do believe we can do a lot more together. We have very strong ICT credentials.

“We have a very young and technically savvy population and generation. What we need to do is to ensure that these start-ups now become unicorns that are able to compete in the global environment,” he said.

President Kenyatta underscored the importance of the strong Kenya-Portugal partnership, saying the relationship is anchored on “long standing political, cultural and economic ties”.

 “I believe that there is a lot of opportunities. A chance for us to work strongly together. A chance for us to do great things together. A chance for us to prosper together.”

“The opportunities that we lay out will only become real. Will only be converted to prosperity and jobs if we actively engage,” President Kenyatta said.

On his part, President de Sousa assured Kenya of a “forever partnership” with the Government and the people of the Portuguese Republic.

“This is a unique opportunity for us to do more and more, and better and better. For you to help us to do more and more, and better and better but also for you to invest more in Portugal.

“We must have more tourism coming from Kenya. We must have your investment here and share this investment with Portuguese partners,” the Portuguese leader said.

The Kenyan business delegation at the forum, also attended by Principal Secretaries Johnson Weru (Trade), Nancy Karigithu (Shipping) and Chris Kiptoo (Environment), was led by KEPSA CEO Carole Kariuki.

Tunisia’s Maritime Guard rescued 108 illegal migrants

Tunisia’s Maritime Guard rescued 108 illegal migrants and recovered five bodies off the country’s coast, Tunisia’s National Guard said….reports Asian Lite News

“The rescue operation took place late Tuesday off the country’s central-eastern coast,” National Guard spokesman Houcemeddine Jbabli said in a statement on Wednesday.

The rescued migrants, who were sailing to the Italian coasts, included 104 African migrants, the statement added.

More than 2,000 Tunisian illegal migrants have managed to reach the Italian coasts in the first five months of this year, according to the latest figures released by the Tunisian Forum for Economic and Social Rights.

Thousands of illegal migrants attempt to cross the Mediterranean annually as Tunisia is one of the main points of access to Europe through irregular channels, Xinhua news agency reported.

Sudanese leader says Army expect to hand power to elected govt

Chairman of Sudan’s ruling Transitional Sovereign Council, Abdel Fattah Al-Burhan has said that the Sudanese Armed Forces are expecting an elected government to take over running the country…reports Asian Lite News



“The only way is either through comprehensive national consensus or elections, but not by calls for protests and sabotage,” Al-Burhan said on Wednesday during his inspection of special military units in the capital Khartoum, according to a statement by the Sovereign Council.

The Sudanese leader called for exercising the right of expression through peaceful demonstrations that preserve public and private property and do not harm the interests of other citizens, Xinhua news agency reported.

Khartoum and other Sudanese cities are expected to see mass protests demanding civilian rule on Thursday.

A tripartite mechanism of the UN, African Union and the Inter-Governmental Authority on Development is tasked with facilitating intra-Sudanese dialogue to end the country’s political crisis.

Sudan has been suffering a political crisis since Al-Burhan, General Commander of the Sudanese Armed Forces, declared a state of emergency on October 25, 2021, and dissolved the Sovereign Council and the government.

UN peacekeepers free CAR city from armed groups

UN peacekeepers routed members of armed groups occupying Ouanda-Djalle, the Central African Republic (CAR), allowing displaced residents to return home, a UN spokesman said…reports Asian Lite News

Many civilians, deeply impacted by the militants’ recent arrival, were forcibly evicted and living in very precarious conditions, said Stephane Dujarric, chief spokesman for UN Secretary-General Antonio Guterres on Wednesday, citing the UN mission, known as MINUSCA.

Peacekeepers secured the city, and military operations continued, allowing displaced people to return to their homes, Dujarric added.

“Our colleagues reiterate their call on armed groups to immediately lay down their arms, to join the disarmament, demobilisation and reintegration programs and to refrain from any action that could harm the civilian population,” the spokesman noted.

A variety of anti-government armed groups operate in the area. The spokesman did not name any group, Xinhua news agency reported.

Ouanda-Djalle is 175-km south of Birao, capital of Vakaga prefecture, in the northeast of the Central African Republic.

Sudan voices self-restraint amid mounting border crisis with Ethiopia

The Sudanese government has expressed commitment to restraint and non-escalation amid the mounting crises between Sudan and Ethiopia…reports Asian Lite News

The crisis between the two countries was sparked after Sudan accused Ethiopia of killing its soldiers on the joint eastern border, which Ethiopia denied, Xinhua news agency reported.

“Sudan exercises self-restraint to prevent escalation with Ethiopia,” Sudan’s Foreign Ministry said, official SUNA news agency reported.

“Ethiopian forces entered Sudanese territory, kidnapped seven Sudanese soldiers and a civilian, executed them, and displayed their bodies in public,” SUNA quoted Dafalla Al-Haj Ali, Sudan’s Foreign Ministry Undersecretary, as saying.

What Ethiopia had done did not comply with international conventions and norms and the nature of the relationship between the two countries, he added.

Meanwhile, local Sudanese media reported that Sudanese acting Foreign Minister Ali Al-Sadiq said the UN Security Council has adopted Sudan’s complaint against Ethiopia submitted on Tuesday as an official document.

The Ethiopian Army on Tuesday reportedly denied the accusations, saying it was ready to work with its Sudanese counterpart to investigate the incident.

Since September 2020, the Sudan-Ethiopia border has been witnessing rising tensions and deadly skirmishes between the two sides.

Sudan has accused the Ethiopian military of backing the farmers’ seizure of Sudanese lands in the disputed Fashaga district on the border of the two neighbours.
