‘Brunei a key partner in India’s Act East Policy’

Prime Minister Narendra Modi, during his bilateral meeting with Brunei Sultan Haji Hassanal Bolkiah on Wednesday, said the South-East Asian country is an important partner in India’s Act East Policy and Indo-Pacific Vision.

PM Modi said the basis of friendship between the two countries, which are celebrating 40 years of diplomatic ties, is the great cultural tradition.

“I express my heartfelt gratitude to you and the entire Royal Family for your kind words, warm welcome and hospitality. I convey my greetings to you and the people of Brunei on the 40th anniversary of Independence, on behalf of 140 crore Indians,” PM Modi said in his remarks.

“We have centuries-old cultural ties. Our cultural tradition is the basis of our friendship. Under your leadership, our ties have grown stronger day by day,” he added.

The Prime Minister further said that the people of India proudly remember Brunei Sultan’s visit to India as the Chief Guest on Republic Day in 2018.

He expressed happiness on visiting the South-East nation in the beginning of his third term and termed Brunei an important partner in India’s Act East Policy and Indo-Pacific Vision.

“I am extremely happy that I have had the opportunity to visit Brunei at the beginning of my third term and to discuss the future with you. It is also a happy coincidence that this year we are celebrating the 40 years of our bilateral partnership,” PM Modi said.

“Brunei being an important partner in India’s Act East Policy and Indo-Pacific Vision is a guarantee of a bright future for us. We respect each other’s sentiments. I firmly believe that with my visit and our discussions will give a strategic direction to our ties for the time ahead,” he further added.

The Ministry of External Affairs said that Prime Minister Modi and Brunei Sultan Haji Hassanal Bolkiah held productive discussions and the two leaders welcomed the elevation of bilateral ties to Enhanced Partnership.

The two leaders took stock of bilateral relations in areas of defence, trade and people-to-people ties, and also spoke about the regional and global issues of mutual interest.

“Infusing fresh impetus to India-Brunei ties & to ‘Act East’ Policy. PM @narendramodi and H.M. Sultan Haji Hassanal Bolkiah of Brunei held productive discussions in Bandar Seri Begawan today. They welcomed the elevation of bilateral ties to Enhanced Partnership,” MEA spokesperson Randhir Jaiswal stated in a post on X.

“The two leaders took stock of bilateral relations including in areas of defence, trade & investment, energy, space technology, health and pharmaceuticals, capacity building, culture and people-to-people ties. They also exchanged views on regional and global issues of mutual interest,” he added.

Modi was warmly received by the members of Indian diaspora. He had an endearing interaction with a girl child who showed him a painting. The painting had the Tricolour and the child with the Prime Minister. The gathering, which had people waving the Tricolour, cheered for the Prime Minister as he reciprocated their feelings.

On Tuesday, PM Modi inaugurated the new Chancery of the High Commission of India, in Brunei’s capital Bandar Seri Begawan. The chancery complex embodies a profound sense of Indianness, masterfully integrating traditional motifs and lush tree plantations.

The use of elegant claddings and durable Kota stones further enhances its aesthetic appeal, harmoniously blending classic and contemporary elements. The design not only pays homage to India’s rich cultural heritage but also creates a tranquil and inviting atmosphere, according to a press release of the Prime Minister’s Office.

PM Modi also interacted with the Indian community members who were present at the inauguration. He appreciated their contribution as a living bridge between the two countries and how it helped in strengthening bilateral ties. Currently, approximately 14,000 Indians are residing in Brunei.

This is the first-ever bilateral visit by an Indian Prime Minister to Brunei. The historic visit of the Prime Minister coincides with the 40th anniversary of the establishment of diplomatic ties between India and Brunei.

The Prime Minister also visited Omar Ali Saifuddien Mosque in Bandar Seri Begawan on Tuesday, as a part of his historic visit to Brunei. Brunei’s Minister of Religious Affairs Pehin Dato Ustaz Haji Awang Badaruddin received him at Mosque and Brunei’s Minister of Health Dato Haji Mohammad Isham was also present, according to Ministry of External Affairs (MEA) release. India, Brunei review entire gamut of bilateral ties

The 8th Foreign Office Consultations between India and Brunei were held in Bandar Seri Begawan here on Tuesday, informed the Ministry of External Affairs (MEA).

Saurabh Kumar, Secretary (East), MEA, and Penigran Norhashimah binti Pengiran Mohd Hassan, Permanent Secretary, MoFA, Brunei Darussalam, co-chaired the meeting.

“8th India-Brunei Foreign Office Consultations led by Secretary East Saurabh Kumar and Permanent Secretary Penigran Norhashimah, reviewed bilateral ties in trade/ commerce/investments/defence/ICT/ agri/health/pharma/maritime; agreed to celebrate 40th diplomatic anniversary in 2024,” tweeted India in Brunei.

The two sides reviewed their bilateral relations and discussed ways to strengthen cooperation, including in trade, commerce, investments, defence and space. They also agreed to explore collaborations in ICT, agriculture, health & pharma, maritime, culture, and people-to-people exchanges. Views were also exchanged on regional and international issues of mutual interest, as per an official release.

It was also agreed to celebrate the 40th anniversary of establishment of diplomatic relations in 2024 and strengthen high-level exchanges. The two sides will also conclude at an early date, the MoUs under discussion.

Secretary (East) also called on Pengiran Shamhary, Minister of Transport and Info-Communications, Amin Liew, Minister at PMO and Second Minister of Finance & Economy, and Haji Erywan, Minister of Foreign Affairs II.

The release added that the next round of consultations will be held at mutually convenient dates in New Delhi.

Bilateral relations between the countries were established on 10 May 1984. His Majesty Sultan Hassanal Bolkiah made a state visit to India in September 1992. Since the discovery of oil in Brunei in 1929, a number of Indians migrated to Brunei to work in the oil and allied services sectors; later, many arrived as teachers, with some of them inter-marrying with local Bruneian peoples.

Five memorandums of understanding were signed by both countries in May 2008, on issues such as Bilateral Investment Promotion and Protection Agreements (BIPA), Information and Communications Technology (ICT), culture, trade and space. The main export of Brunei to India is crude oil, while India has mainly exported its manpower to Brunei, both professionals and semi-skilled workers.
