After restoring Angkor Wat, India now bringing back tigers to Cambodia

India is assisting Cambodia big time in its tiger reintroduction programme which will make the Southeast Asian country the first nation in the Association of Southeast Asian Nations (ASEAN) to bring big cats back into the wild.

Adding a new chapter to their relations which go back to the 1st century AD, both countries recently signed a Memorandum of Understanding (MoU) on cooperation in biodiversity conservation, sustainable wildlife management and tiger conservation strategies and their habitats.

Through the MoU – which was signed between the environment and forestry ministries of the two countries during the visit of Vice President Jagdeep Dhankhar to Phnom Penh a couple of weeks ago – Cambodia has the opportunity to reintroduce rare species, especially the big tiger, to their historical habitat.

It is believed that Cambodia once had the world’s second-highest tiger population. However, decades of poaching as well as conflict led to the extinction of the animal in the country.

According to the World Wide Fund (WWF), since the last camera trap image of a wild tiger in 2007 was captured inside the forests of the Eastern Plains Landscape, there has been no other evidence of wild tigers in Cambodia. A decade later, the conservationists concurred and announced in April 2016 that there is no breeding population of wild tigers in Cambodia.

India, which has the largest number of big tigers and bilateral agreements and MoUs with several ‘Tiger Range Countries’, is working very closely with Cambodia in implementing the Big Tiger Rehabilitation Programme.

Insisting that the tiger symbolises power, and plays a crucial role in the conservation of biodiversity, forest, water, and climate security, New Delhi has batted strongly to secure the future of wild tigers and their habitat globally.

As the historical and civilizational bond between the two countries strengthened under Prime Minister Narendra Modi’s leadership – who has spotlighted Phnom Penh’s valued role in India’s Act East policy several times – Cambodian Prime Minister Hun Sen’s action plan on big tigers (2015-2024) also received a massive boost.

The MoU signed this month focuses on tiger conservation strategies and their implementation first in the Cardamom mountains in southwestern Cambodia and then in the Keo Seima Conservation Area of seasonal tropical forest in eastern Cambodia.

“The signing of this Memorandum of Understanding is a new page in the history of enhancing relations and friendship and cooperation between Cambodia and India, especially between the Ministry of Environment of the Kingdom of Cambodia and the Ministry of Environment, Forestry and Climate Change of the Republic of India in the field of environment and conservation of natural resources,” said the Cambodian government.

The MoU majorly focuses on three key areas with the first being to promote biodiversity conservation by focusing on the restoration of large tigers in Cambodia, especially in key landscapes, including mountain ranges of Cardamoms.

Secondly, both countries will work together on providing the breeding of big tigers from India and exchange skills and abilities to promote tiger conservation in both countries.

Thirdly, the two countries will promote wildlife conservation by sharing good experiences of implementing technology, livelihoods for communities living in wildlife sanctuaries, and sustainable biodiversity management.

Once implemented fully, the agreement will deepen the centuries-old cultural and historical linkages between India and Cambodia which still remain friendly and on a growth trajectory.

Rajnath, Cambodian counterpart discuss defence ties

Defence Minister Rajnath Singh and Deputy Prime Minister and Minister of National Defense of Cambodia General TEA Banh discussed closer defence cooperation during a meeting on Monday.

“Reviewed the full range of India-Cambodia defence ties during the fruitful meeting with Cambodia’s Deputy Prime Minister & Defence Minister, General Samdech Pichey Sena TEA Banh in Siem Reap today. There is immense scope to boost defence cooperation between both the countries,” Singh tweeted.

The two ministers discussed mutually beneficial avenues for furthering the bilateral ties between both countries, India’s Ministry of Defence said on Tuesday.

During their meeting, the two ministers also noted the shared rich cultural and historic linkages between India and Cambodia. They recognised Angkor Wat, an ancient temple complex in Cambodia, as “the symbol of the long-lasting ties between the two countries,” the ministry added.

Singh is in Siem Reap, Cambodia, to co-chair the maiden India-ASEAN Defence Ministers’ Meeting and attend the 9th ASEAN Defence Ministers’ Meeting Plus (ADMM Plus). 2022 marks the completion of 70 years of diplomatic relations between India and Cambodia.

During the meeting with his counterpart, Singh congratulated Cambodia on the successful chairmanship of ASEAN and ADMM Plus in 2022.

To commemorate 30 years of India-ASEAN relations, India and Cambodia will co-chair the maiden India-ASEAN Defence Ministers’ Meeting on Tuesday (November 22), presided over by Singh. Various initiatives to boost India-ASEAN partnership are planned to be announced during the meeting, the Ministry of Defence said.

On Wednesday, Cambodia, as the chair of ADMM Plus meeting, will host the 9th annual meeting and the Raksha Mantri will address the forum.

Defence Minister Singh will also call on the Prime Minister of Cambodia during the visit.

Vice Prez Dhankhar meets Biden in Cambodia

On the sidelines of the 17th East Asia Summit, visiting Vice President of India, Jagdeep Dhankhar on Sunday met US President Joe Biden in Phnom Penh, Cambodia.

Taking to Twitter, the Vice President Secretariat shared a photograph of the meeting and captioned, “Hon’ble Vice President, Shri Jagdeep Dhankhar with the President of United States, Mr. Joe Biden on the sidelines of the 17th East Asia Summit in Phnom Penh, Cambodia. @POTUS”

Earlier on Sunday, the Vice President addressed the East Asia Summit where he called for forging a comprehensive strategic relationship and step-up anti-terrorism cooperation between India and ASEAN nations.

On Saturday, he announced an additional USD 5 million commitment to the ASEAN-India science and technology fund in order to strengthen collaboration in the areas of public health, renewable energy, and smart agriculture.

In a joint statement, India and ASEAN recognized the strong cross-cultural ties, maritime connectivity, and deep ties between Southeast Asia and India that have developed over the past 30 years. These ties serve as a solid basis for ASEAN-India relations.

India and ASEAN are committed to stepping up their collaboration in the digital economy through several regional capacity-building initiatives in digital transformation, trade, innovation, and skills, as well as hackathons, read India-ASEAN joint statement.

On November 11, Vice President Jagdeep Dhankhar and his wife, Dr Sudesh Dhankhar, flew into Cambodia on a three-day visit. Dhankhar, the head of the Indian delegation to the 17th East Asia Summit and the ASEAN-India Commemorative Summit, is also accompanied by External Affairs Minister S Jaishankar.

US rules out Blinken-Lavrov meet in Cambodia

Russian Foreign Minister called for return to “silent diplomacy” on the issue of prisoner exchange, without speculation and stuffing, reports Asian Lite News

The United States has no plans for a meeting between US Secretary of State Antony Blinken and Russian Foreign Minister Sergey Lavrov during their visit to Cambodia for meetings with ASEAN, State Department spokesperson Ned Price told reporters.

“We have no plans to meet with Foreign Minister Lavrov when they are in Cambodia,” Price said during a press briefing on Friday.

Meanwhile during a phone conversation with Blinken, Foreign Minister Lavrov called for return to “silent diplomacy” on the issue of prisoner exchange, without speculation and stuffing, the Russian Foreign Ministry said following the conversation.

“Regarding the possible exchange of imprisoned Russian citizens, the United States has been urged by the Russian side to return to a professional dialogue in the ‘silent diplomacy’ mode, without speculative media stuffing,” the ministry said.

 Negotiations on the exchange of prisoners between Russia and the United States are being conducted, but there is no concrete result yet, Russian Foreign Ministry spokeswoman Maria Zakharova said earlier, commenting on a US statement about a possible exchange of Russian Viktor Bout for Americans Brittney Griner and Paul Whelan. China secretly building military base in Cambodia

Having a facility capable of hosting large naval vessels would be an important element of the country’s ambition to expand its influence in the region, according to US officials and analysts said…reports Asian Lite News

China is building a naval facility in Cambodia for military use, the second such overseas outpost and its first in the strategically significant Indo-Pacific region.

The military presence will be on the northern portion of Cambodia’s Ream Naval Base, on the Gulf of Thailand, The Washington Post reported. This is China’s only other foreign military base right now after a naval facility in the East African country of Djibouti.

Such bases can enable the deployment of military forces in theater, and intelligence monitoring of the US military, according to the report.

It further said the new naval base is part of Beijing’s strategy to build a network of military facilities around the world in support of its aspirations to become a true global power.

Having a facility capable of hosting large naval vessels would be an important element of the country’s ambition to expand its influence in the region, according to US officials and analysts said.

“We assess that the Indo-Pacific is an important piece for China’s leaders, who see the Indo-Pacific as China’s rightful and historic sphere of influence,” one Western official said. “They view China’s rise there as part of a global trend toward a multipolar world where major powers more forcefully assert their interests in their perceived sphere of influence.”

China had signed a secret agreement to allow its military to use the base, citing U.S. and allied officials familiar with the matter, according to The Wall Street Journal published in 2019.

However, both countries had denied the report. At the time, both Cambodian Prime Minister Hun Sen and the Chinese Defence Ministry had dismissed the reports.

“What we’ve seen is over time is a very clear and consistent pattern of trying to obfuscate and hide both the end goal as well as the extent of Chinese military involvement,” the second official told The Post. “The key thing here is the [PLA’s] exclusive use of the facility and having a unilateral military base in another country.” (ANI)

Cambodia vows to strengthen ASEAN’s centrality for security

Cambodia, the incoming chair of the Association of Southeast Asian Nations (ASEAN) for 2022, vowed to strengthen the bloc’s centrality in order to maintain and uphold security, peace, and prosperity, Foreign Minister Prak Sokhonn said.

Speaking during a briefing here, Sokhonn said the country will reinforce multilateralism and multilateral processes through ASEAN-led mechanisms and concerted actions that will remain open, transparent, inclusive, and rules-based, reports Xinhua news agency.

He said the kingdom will also foster mutual trust, respect, interest, and understanding in accordance with the principles and objectives laid out in the UN Charter, ASEAN Charter, and Treaty of Amity and Cooperation in Southeast Asia, among others.

“ASEAN Centrality will be further strengthened in the face of rising anti-globalization sentiments, unilateralism and protectionism, while promoting the ASEAN Way, unity in diversity, caring and sharing community, and the culture of peace,” he said.

Sokhonn, who is also a Deputy Prime Minister, said Cambodia will promote ASEAN’s spirit as a united family.

He added that the kingdom will also do its best to reenergize and expand bloc’s partnerships with external partners in order to maintain regional peace and stability, and to enhance the ASEAN community building efforts.

Commerce Minister Pan Sorasak said Cambodia will endeavour to steer ASEAN’s collective efforts to promote an action-oriented approach that is based on openness, honesty, good faith, solidarity, and harmony within the bloc, so as to effectively address the common challenges facing the region.

“Also, a foreseeable priority for us is to ensure more satisfactory outcomes of ASEAN efforts to emerge stronger from the Covid-19 pandemic.

“In this regard, Cambodia commits to working closely with ASEAN and development partners to sustain ASEAN as a region of critical importance for global trade, investment and supply chains through, among others, generating maximum benefits from the existing free trade agreements and especially the Regional Comprehensive Economic Partnership which will enter into force on January 1, 2022,” he added.

Sorasak said Cambodia will guide the bloc to accelerate and harmonise ASEAN’s objectives in deepening regional and global integration process and building back stronger from the pandemic with inclusiveness, competitiveness, resilience, sustainability and equitability.

ASEAN comprises Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

Two Cambodians returning from US, France test positive for Omicron

Two Cambodian nationals returning from the US and France have tested positive for the Omicron Covid-19 variant…reports Asian Lite News

Two Cambodian nationals returning from the US and France have tested positive for the Omicron Covid-19 variant, bringing the total number of such cases in the southeast Asian nation to four, the Ministry of Health (MoH) said in a statement on Sunday.

The two patients are a 47-year-old woman arriving in the kingdom on Thursday from the US, with a connecting flight in South Korea, and a 33-year-old woman taking a flight from France passing through Singapore before arriving in Cambodia on Friday, reports Xinhua news agency.

“Upon landing at the Phnom Penh International Airport, the two women were given a rapid test which indicated that they were positive for Covid-19, and their samples were then sent to the Pasteur Institute in Cambodia for further testing,” the Ministry statement said.

“The results released by the Pasteur Institute in Cambodia on December 18 showed that the two women were positive for the Omicron Covid-19 variant.”

The patients are currently being treated at a Covid-19 treatment facility in Phnom Penh.

The country reported the first case of the Omicron variant on December 14 — pregnant Cambodian woman returning from Ghana – and the second case on December 17 on an Iranian male tourist travelling to the kingdom from Kenya.

Cambodia confirm first case of Omicron variant

Cambodia has identified the first case of the Omicron variant of Covid-19 in a traveller from the western African country of Ghana, the country’s ministry of health announced in a press statement…reports Asian Lite News

“A 23-year-old Cambodian woman was confirmed positive for the Omicron variant by the Pasteur Institute in Cambodia (on) December 14,” the statement released on Tuesday evening, said.

The woman, who is 15-weeks pregnant, arrived in Cambodia on Sunday from Ghana, with connecting flights in Dubai and Thailand’s Bangkok, it said, adding that she was first rapid-tested positive for Covid upon her arrival at the Phnom Penh International Airport, Xinhua news agency reported.

The patient is currently undergoing treatment at a Covid treatment facility in Phnom Penh, the statement said.

The Omicron variant was first reported to the World Health Organisation (WHO) from South Africa on November 24 and it was classified a “variant of concern” by the WHO.

Cambodia, the incoming chair of the Association of Southeast Asian Nations (ASEAN) for 2022, will promote the bloc’s spirit as a “united family” in order to maintain peace and prosperity in the region and beyond, the country’s Foreign Minister Prak Sokhonn said.

Sokhonn, who is also a Deputy Prime Minister, made the remarks during a meeting in Phnom Penh with visiting Counsellor of the US Department of State Derek Chollet, Xinhua news agency quoted the Foreign Ministry as saying in a statement.

The Cambodian top diplomat expressed Cambodia’s readiness to assume the ASEAN chairmanship and highlighted the kingdom’s priorities across the three ASEAN community pillars, the statement said.

“He also emphasized that the theme ‘ASEAN A.C.T.: Addressing Challenges Together’ endeavours to promote ASEAN’s spirit as a united family with a high sense of ‘togetherness’ in upholding peace and prosperity in the region and beyond,” it said.

Meanwhile, Chollet said that American President Joe Biden is looking forward to hosting the ASEAN-US Summit in Washington D.C. in the very near future during which both sides will discuss a wide range of issues and agenda, including bilateral relations, Covid-19 response and post-pandemic recovery.
