CWC unanimously supports idea of caste census, says Rahul

The Congress Working Committee (CWC) on Monday passed a resolution for a nationwide caste-based census and to implement OBC quota within women’s quota once the party is elected to the power at the Centre in the next general elections.

The party, in its resolution, promised to conduct a nationwide Caste Census, implement OBC quota within women’s quota and bring in a law to remove the 50 per cent cap to ensure reservation for OBCs, SCs and STs in line with the commensurate share of the population once it comes to power at the Centre.

“It will conduct a nationwide caste census as part of the normal decadal census which was due in 2021, implement the 33 per cent reservation for women in the Lok Sabha and state legislative assemblies at the earliest, ensuring adequate representation for women belonging to Scheduled Castes, Scheduled Tribes and including OBCs as well,” the Congress said.

The resolution for the same was passed in the CWC meeting, the highest decision-making body of the Congress party which was chaired by party chief Mallikarjun Kharge and attended by CCP chairperson Sonia Gandhi, Rahul Gandhi, KC Venugopal, Sachin Pilot, Shashi Tharoor, chief ministers Bhupesh Baghel, Sukhwinder Singh Sukhu, Ashok Gehlot, Siddaramaiah and many others.

The CWC welcomed the release of the caste survey conducted by the Bihar government and said that the disparity between representation and share in population revealed by the final figures of the survey highlights the urgent need to take effective steps to ensure social justice.

“The CWC also welcomes the objective of the Justice Rohini Commission of sub-categorisation within OBCs, but underlines that it will remain incomplete without detailed data on the socio-economic position of various communities, which can be obtained either from the still unreleased data from the 2011 Socio-Economic and Caste Census or a fresh Caste Census,” it said.

The Congress further said that the Modi government has ‘cheated’ the OBC communities and other deprived sections of the country by not releasing the data of the 2011 Socio-Economic and Caste Census and not carrying out a fresh Caste Census.

“It has also failed in its Constitutional duty by inordinately postponing the decadal Census that ought to have been conducted in 2021 or soon thereafter,” it added.

It also said that “the unnecessary obstacles of Census and delimitation imposed by the Modi government will be removed”.

It also reiterated its long-standing support for the rights of the Palestinian people to land, self-government and to live with dignity and respect.

“The CWC expresses its dismay and anguish on the war that has broken out in the Middle East where over a thousand people have been killed in the last two days. The CWC reiterates its long-standing support for the rights of the Palestinian people to land, self-government and to live with dignity and respect,” the resolution passed by the Congress said.

It further said that the CWC calls for an “immediate cease-fire and for negotiations” to begin on all outstanding issues including the imperative issues that have given rise to the present conflict.

CWC also expressed its deepest condolences to the people of Sikkim and of the Darjeeling, Kalimpong and Kurseong hills on the unprecedented floods and the tragic loss of many lives, including personnel of the Indian armed forces.

“The CWC calls on the Union government to provide all necessary assistance to Sikkim and the hill regions in the north of West Bengal.

Reacting to the Delhi Police’s raid at the Newsclick, the CWC said, “It said that the conspiracy theories floated by the government only exposes its own monumental hypocrisy in accepting donations from Chinese companies to PM CARES Fund and investments from China’s government-owned companies, its inability to control the zooming imports from China, and worst of all the Prime Minister’s clean chit to China on June 19, 2020, when he denied all Chinese transgressions at our border.” (ANI)

Bihar Releases Caste-Based Survey

Bihar Caste Survey: 27% Backward Classes, 36% Extremely Backward Classes…reports Asian Lite News

The Bihar government released the much-awaited caste-based survey on the day of Mahatma Gandhi’s Jayanti on Monday.

As per the report, Bihar has a population of over 13 crore people, of which the Extremely Backward Classes (EBC) comprise 36.01 per cent of the population, the Other Backward Classes (OBC) 27 per cent, Scheduled Castes 19.65 per cent, Scheduled Tribes 1.68 per cent, while the Upper Castes constitute 15.52 per cent of the population. Among the Backward Classes, Yadavs constitute 14.26 per cent of the population while the Kushwahas and Kurmis are 4.27 per cent and 2.87 per cent, respectively.

The caste-based survey was passed in both Houses of the Bihar Vidhan Mandal last year and every political party gave consent for it.

However, some groups and individuals approached the Patna High Court and Supreme Court against it. But after the top court cleared the decks for it, the survey was completed.

The report further said that the Hindu community constituted 81.9 per cent of the population of Bihar, Muslims 17.7 per cent, Christians 0.05 per cent, Sikhs 0.01 per cent, Buddhists 0.08 per cent, Jains 0.0096 per cent and other religions 0.12 per cent.

As far as major castes are concerned, the upper castes constitute 15.52 per cent, including Bhumihars at 2.86 per cent, Brahmins at 3.66 per cent, Rajputs at 3.45 per cent and Kayasthas 0.60 per cent.

Besides, Kurmis are 2.87 per cent, Mushar are 3 per cent, Yadavs are 14.26 per cent, Kushwaha 4.27 per cent, Kurmis 2.87 per cent, Chandravanshis 1.64 per cent, Dhanuk 2.13 per cent, Dhobi 0.83 per cent, Naayi 1.59 per cent, Nonia 1.91 per cent, Kumhar 1.40 per cent, Pasi (Paswan) 0.98 per cent, Badhai 1.45 per cent, Lohar 0.15 per cent, Sonar 0.68 per cent, halwai 0.60 per cent, Aghori 0.069 per cent, Adrakhi 0.02 per cent, Abdal 0.0087 per cent, Amat 0.21 per cent, Asur, 0.059 per cent, Awadh Bania 0.03 per cent and Muslim Darji 0.25 per cent.

Rahul: It’s important to know caste statistics

Hours after Bihar government released the case based census, former Congress president Rahul Gandhi on Monday once again reiterated his demand of the greater the population, the greater the rights.

He said that the census has revealed that OBC, Schedule Caste and Schedule Tribes (ST) are 84 per cent in the state and therefore it is important to know the caste statistics of India.

“The caste census of Bihar has revealed that OBC (other backward classes), SC and STs are 84 per cent there. Out of 90 secretaries of the Central Government, only three are OBCs, who handle only 5 per cent of India’s budget,” Rahul Gandhi wrote on X.

“Therefore, it is important to know the caste statistics of India. The greater the population, the greater the rights – this is our pledge,” the Lok Sabha MP from Kerala’s Wayanad said.

His remarks came after the Bihar government on the occasion of the Mahatma Gandhi’s birth anniversary released the much-awaited caste-based survey.

Even Congress General Secretary Jairam Ramesh in a post on X, said, “The Bihar government has just released the results of the Caste Survey conducted by it in the state.”

“While welcoming the initiative and recalling similar earlier surveys in other states like Karnataka by Congress governments, the Indian National Congress reiterates its demand that the Union government conduct a national Caste Census at the earliest.

“The UPA-2 government had, in fact, completed this Census but its results were not published by the Modi government. Such a Census has become essential for providing a firmer foundation for social empowerment programmes and for deepening social justice,” Ramesh said.

Hindus among healthiest in Britain, reveals census data

Hindus have the lowest prevalence of disability and the highest percentages of good health and highest levels of qualification among all religious groups in England and Wales, new census data revealed.

According to figures released by the Office for National Statistics, in 2021, 87.8 per cent of Hindus reported having either “very good” or “good” health, compared with 82 per cent of the overall population.

Hindus also had the lowest prevalence of disability (8.8 per cent), followed by Sikhs (10.8 per cent) and Muslims (11.3 per cent), well below the overall figure of 17.5 per cent for England and Wales.

Also, Hindus have the highest percentage of ‘Level 4 or above’ qualification at 54.8 per cent, compared with 33.8 per cent for the overall population, according to the figures based on self-declaration.

Only 31.6 per cent of Christians reported they have a similar level of education — least reported by any religion.

The census further revealed that Hindus, followed by the Jewish, had the highest percentages in “professional occupations”.

They had the second highest in “managers, directors or senior officials” occupations — 14.2 per cent, and the highest percentage of people in “professional occupations” — 34.3 per cent.

Home ownership varied considerably across religious groups with more than three-quarters or 77.7 per cent of Sikhs living in households that own their home — the highest for any religious group.

People, who identified as “Muslim”, were nearly four times more likely to live in overcrowded homes than the overall population of England and Wales.

Among the 3.9 million people who said they were “Muslim” in 2021, 32.7 per cent lived in overcrowded homes, compared with 8.4 per cent of the overall population.

Only 45.6 per cent of people who identified as “Muslim” lived in households that owned their home.

The census took place in England and Wales on March 21, 2021, and included a range of questions on housing, education and wellbeing, as well as asking everyone to indicate which group best described their religion.

Union Home Minister Amit Shah said on Monday that the upcoming Census would be e-Census with 100 per cent accuracy, and it would be completed by 2024.

Inaugurating the new office building of the Directorate of Census Operations in Assam at Amingaon in Kamrup district, the Home Minister said that with the electronic process and enumeration of people, the Census would be updated automatically after every birth and death in the country.

The digital Census would shape the ‘policies of the country for the next 25 years’, he added.

Stating that the 2021 Census was delayed due to the Covid pandemic, Shah pointed out that without a perfect Census, planning for any development work or project is not possible.

“I know that the use of latest techniques to make the Census process more scientific is a gigantic task, but the officials and the enumerators would make the most important task successful, result-oriented and purposeful,” he said.

Shah also said that Prime Minister Narendra Modi has been saying that when India would celebrate 100 years of Independence, all sectors of the country must be at their highest and desired levels.

“Census in India is important due to various reasons, and for a state like Assam, which is population-sensitive, it is even more crucial,” Shah said.

He added that after every birth, the details would be registered in the Census records and after the person turns 18, the record would be enlisted in the electoral rolls, and after death, the name would be removed while change of address and other basic information would be smoother and easier.

Highlighting Vallabhbhai Patel’s initiative to launch a Census in India, Shah said that India’s first Home Minister had launched the most significant initiative in 1951.

“To make the Census more result-oriented and accurate, the role of the Central and state governments and many other stakeholders is very important. By check and counter check, undesirable matters could be eliminated,” Shah said.

“As soon as the Covid situation comes under complete control, the process of digital Census would start across the country. It will be completed before 2024,” he said.
