Dubai Culture plans remarkable version of theatre festival

Dubai Culture and Arts Authority (Dubai Culture) is preparing to launch an exceptional version of this year’s Dubai Festival for Youth Theatre (DFYT). The festival to be held from 19 – 25 November 2021 has witnessed an unprecedented participation of National theatre groups from across the UAE.

Dubai Culture has formed a committee to review the theatrical performances by various theatre groups, in order to evaluate the work of the participants. The committee will ensure the appropriateness of the content, in terms of theatrical elements, in line with set criteria for a transparent and fair evaluation of the work of the participating teams.

The Festival’s organising committee has set 15 criteria for selecting the participating performances, which include: ensuring that the general form of the theatrical script is homogeneous and coherent; the performance is clear and understandable; it embodies the basic youth issues; it is original and creative in terms of content, direction, and music; and that all the other elements of theatrical work are in line with the UAE’s customs and traditions.

This edition of the Festival has an unprecedented participation from 14 National theatre groups across the UAE, including: Yas Theatre – Abu Dhabi, Ras Al Khaimah National Theatre, Sharjah National Theatre, Sharjah Public Art & Modern Theater, Khorfakkan Theatre, Dibba Al Hisn Theatre, Kalba Theatre, Fujairah Theatre, Ajman Theatre, Dubai National Theatre, Dibba Al Fujairah Theatre, Shamal Society for Arts, Folk Heritage, and Theatre – Ras Al Khaimah, Dubai Al Ahli Theatre, and Al Ain Theatre.

It is notable that Dubai Culture has been keen to pave the way for the participation of theatrical talents of all nationalities residing in the country in order to provide a platform for creative ideas and experiences.

Fatma Al Jallaf, Acting Director of the Performing Arts Department at Dubai Culture, said: “Our preparations for DFYT 2021 are going well, and the reviewing committee is working to complete the evaluation of the performances this month. We look forward to ensuring the happiness of the Festival’s audience, who are passionate about theatre and are eager for the return of in-person performances. DFYT will be accompanied by a set of distinguished and diverse musical activities that will enrich the Festival with a classical music-inspired elegance. At the end of the Festival, we will announce the winners of more than 16 prizes awarded to the brightest young competitors and celebrate the leading and influential figures of the year in the performing arts sector.”

Al Jallaf stressed upon the importance of this Festival and its ability to achieve the Authority’s aspirations to create a sustainable creative environment for theatrical arts, and the advancement of Emirati theatre in a way that it empowers the creative economy, and strengthens Dubai’s position as a global centre for culture, an incubator for creativity, and a thriving hub for talent.

In an effort to prepare for a distinguished version of the Festival in the light of the current circumstances due to the pandemic, the Authority held a virtual forum last August that brought together members of the boards of directors of National theatres across the country and a group of young national theatrical talents to exchange visions and ideas. This meeting sought to ensure that this edition of the Festival lives up to the emirate’s ambitions and its theatrical talents.

DFYT, organised annually by Dubai Culture, aims to shed light on the creativity of theatrical groups in the UAE, providing a platform to introduce the talents and capabilities of those working in this sector. The festival also provides a stage for the budding actors, directors, authors, interior designers, producers, make-up experts, sound engineers, as well as specialists in visual and lighting shows and fashion designers to showcase their skills to a wider audience.

Emirates announces A380 flypast over Dubai

Emirates Expo 2020 Dubai special livery aircraft will be performing two low level flypasts over Sheikh Zayed Road and the Expo 2020 Dubai site tomorrow morning, Wednesday 13 October and Thursday 14 October…reports Asian Lite News

Opportunities for media and the public making their morning commute to spot the aircraft will approximately be between the hours of 5am to 8am (local time) across different vantage points on Sheikh Zayed Road and around Dubai Expo 2020 and its surrounding areas. The flypasts being conducted over the next two days will be for a special project to be revealed soon by the airline.

Emirates encourages the public to take photos and videos of the flypast of the special A380 livery, however, people are reminded not to put the flypast at risk by using drones and to comply with all GCAA guidelines pertaining to ‘no fly zones’ for unmanned aircraft/drones.

UAE Approves Dh290 Billion Budget

The cabinet also approved the new government strategic approach that serves as a framework to lay the foundations of work for the next 50 years… reports Asian Lite Newsdesk

The UAE cabinet, chaired by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister of the UAE and Ruler of Dubai, approved the UAE General Budget for the years 2022- 2026, with total expenditures of AED290 billion and the UAE General Budget for the year 2022, with AED58.931 billion expenditures.

The meeting, held at EXPO 2020 Dubai, was attended by Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance; Lt. General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Minister of the Interior; Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs and cabinet members.

The cabinet also approved the new government strategic approach that serves as a framework to lay the foundations of work for the next 50 years. Sheikh Mohammed directed all government entities to adopt the new government strategic approach while setting priorities and developing projects and work plans.

During the cabinet meeting, the UAE General Budget for the years 2022- 2026 was also approved, with AED290 billion expenditures. The budget for the year 2022 was also approved, with AED58.931 billion expenditures.

The largest share of the 2022 budget was allocated to the development and social benefits sector at 41.2%, out of them 16.3% for education, 6% for social development, 8.4% for health, 8.2% for pensions and 2.6% for other services.

Some 3.8% of the budget has been allocated to the infrastructure and financial resources sector.

The cabinet approved the appointment of Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, Deputy Ruler of Dubai and Deputy Prime Minister and Minister of Finance, Chairman of General Budget Committee and Chairman of the Federal Tax Authority Board of Directors. Mohamed Hadi Al Hussaini, Minister of State for Financial Affairs has been appointed in the board.

The cabinet approved the re-formation of the Emirati side of the executive committee of the Saudi-Emirati Coordination Council, headed by Sheikh Shakhboot Nahyan Al Nahyan, Minister of State and the membership of Minister of Energy and Infrastructure, Minister of Education, Minister of Industry and Advanced Technology, Minister of Economy, Minister of State for Financial Affairs, and the Deputy Secretary-General of the Supreme Council for National Security.

The cabinet also approved the appointment of Mohamed Hadi Al Hussaini, Minister of State for Financial Affairs, as Chairman of the General Pension and Social Security Authority and Chairman of the Etihad Credit Insurance.

Abdullah bin Sultan Al Naoaimi, Minister of Justice, has been appointed Chairman of the Judicial Coordination Council.

Dr. Ahmad Belhoul Al Falasi, Minister of State for Entrepreneurship and SMEs has been appointed Chairman of the Board of Trustees of the Higher Colleges of Technology.

Mariam Al Muhairi, Minister of Climate Change and Environment, has been appointed Chair of the UAE Council for Climate Change and Environment.

The cabinet also approved the re-formation of the Board of Directors of Emirates General Petroleum Corporation, chaired by Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure, for a three-year renewable term.

The cabinet approved the establishment of the UAE Infrastructure and Housing Council headed by Suhail Mohamed Al Mazrouei, Minister of Energy and Infrastructure and membership of representatives from local governments and representative of the Executive Committee of the Initiatives of His Highness the President of the UAE.

The council is mandated to ensure integration and comprehensiveness in the planning and implementation of infrastructure and housing projects. The Council is tasked with developing a detailed study on housing needs over the next twenty years, the study should be presented to the cabinet within one month.

The cabinet approved the dissemination of cybersecurity standards developed by the UAE Cybersecurity Council. The standards aim at developing a comprehensive cybersecurity strategy and creating a safe and strong cyber infrastructure in the UAE.

The cabinet approved amending the Federal Law regarding the Imposition of a Federal Tax on the Imports of Tobacco and its Derivatives.

ENOC Group opens new service station near Expo 2020

The new service station will cater to residents and motorists in the area and for those travelling to the Expo 2020 Dubai site…reports Asian Lite News

ENOC Group has announced the opening of a new service station in Dubai South, an urban master development focused on the aviation and logistics ecosystem, in close proximity to the Expo 2020 Dubai site. This takes the total number of ENOC service stations to 156 across the UAE.

Built with a bridged canopy comprising of 5 dispenser islands with 10 dispensers, ENOC’s new service station is equipped with six fuel tanks with a capacity of 15,000 imperial gallons, as well as an electric vehicle charging station.

With a total area of 108,145.91 sq ft, the station includes a prayer room, a newly designed ZOOM convenience store with attached drive through facility, and Pronto, offering freshly baked foods, also with car wash and Autopro facilities. The station also includes a state-of-the-art new food court.

Digital Litigation Programme launched at Expo 2020

Taresh Eid Al Mansouri, Director-General of Dubai Courts, has inaugurated the “Digital Litigation Programme” at Expo 2020 Dubai, during a meeting with the governance council…reports Asian Lite News

The programme aims to apply technical litigation; keep abreast with the comprehensive development of Dubai; adopt creative solutions as per the instructions of Dubai Government; and apply the recommendations of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, regarding transforming courts hearings into remote hearings permanently.

Al Mansouri indicated that the “Digital Litigation Programme” aims to support the use of modern technology and digital transformation of judicial services. “This accomplishment is the result of cooperation and distinctive efforts made by the work team, judicial and administrative units. Systematic and deliberate plans were put to guarantee providing best services to clients, allowing them to complete many litigation procedures through smart applications,” he said.

Al Mansouri affirmed that Dubai Courts will continue development of its system and listen to all comments by clients and advocates to enhance and amend the justice system.

JUDGE MOHAMED AL SABOUSI, CHIEF JUDGE, FIRST INSTANCE COURT OF DUBAI: “Digital Litigation Programme targets judges, advocates, experts and clients. It is an interactive online smart system easily managed around the hour. It covers all steps of the case, including request registration, attaching supporting documents and reports, digital signature, verifying users’ identities online, holding investigations hearings and deliberations remotely. Additionally, the project creates other programmes for managing the case and judgments remotely. Such programmes give power to judges and competent departments to follow up cases, sentencing and enforcing online. It limits the number of persons, judges, government staff, advocates and experts allowed to access the information system. This prevents any unauthorised individuals to access the case information and documents.”

From his part, Ahmed Ibrahim Saif, cassation judge at Dubai Courts, said that the judicial system in Dubai is a fair system. “This project affirms our tireless endeavours to set comprehensive frame for developing litigation procedures. The huge achievements made by Dubai Courts came as a result of the wise leadership’s future vision that aims to cope with the technical development and digital transformation. This really pays off today at the appropriate time in the current situation that affect the whole world.”

The programme provide several services, including registration of cases through Dubai Courts portal; follow-up through smart gadgets; online payment options; hearings appointments; remote appearance; reviewing decisions and judgments. The smart application allows follow-up through smart gadgets after being registered online and paid through. The application also provides electronic card to the claimant with unified number sent through sms and email, with appointing the hearing date and notifying the parties about the hearing through the application.

FTA calls on Expo participants to avail VAT refund scheme

The FTA has issued a comprehensive guide for official participants in Expo 2020 Dubai, which addresses five categories of taxes that can be refunded…reports Asian Lite News

The Federal Tax Authority (FTA) has called on official participants in Expo 2020 Dubai to avail the Value Added Tax (VAT) refund scheme for taxes paid on goods and services connected with Expo 2020 Dubai.

The scheme is implemented by the FTA in accordance with UAE Cabinet Decision No. (1) of 2020 on the Refund of Value Added Tax Paid on Goods and Services Connected with Expo 2020 Dubai.

Khalid Ali Al Bustani, Director-General of the FTA, said that the FTA has been cooperating with all relevant authorities to prepare for a smooth and efficient implementation of the procedures for the refund of Value Added Tax paid on goods and services connected with Expo 2020 Dubai.

The FTA has established a daily direct communication channel with the International Participants Bureau of Expo 2020 Dubai to enhance coordination and ensure fast processing of participant applications, whether in regard to VAT registration requests by the participating countries, or processing of refund requests, as well as promptly responding to their enquiries, he added.

Al Bustani stated that the FTA provides a telephone service to facilitate and expedite VAT registration procedures for international participants in Expo 2020 Dubai. The service offers participants clear instructions and details about the registration requirements, delivered by the FTA Registration Department. Priority is given to VAT registration requests from international participants.

He clarified that the FTA had already completed VAT registration processes for several participating countries, and the FTA processes the requests submitted through the electronic system of the VAT refund scheme for goods and services connected with Expo 2020 Dubai. The FTA also processes special VAT refund requests, submitted through the integrated platform office, dedicated to receiving and processing requests by participants not registered for VAT.

“The FTA is applying the mechanism for the refund of VAT paid on goods and services connected with Expo 2020 Dubai through transparent, accurate and facilitated procedures according to best practices,” Al Bustani asserted. This comes as part of its contribution to the intensive efforts of all relevant bodies in the UAE to ensure the success of this international event, which began on the 1st of October 2021 with the participation of 192 countries.

“Expo 2020 Dubai is an important international platform for the United Arab Emirates as it brings the world together for six months and embodies its vision of international cooperation,” he added.

The FTA has issued a comprehensive guide for official participants in Expo 2020 Dubai, which addresses five categories of taxes that can be refunded. The first category is VAT incurred by official participants on goods and services in direct connection with the construction, installation, alteration, decoration, and dismantlement of their exhibition space. The second category is the VAT incurred by the official participants on goods and services in direct connection with the works and activities of organizing and operating the official participant’s exhibition space, as well as any presentations and events taking place within the Expo 2020 site.

The guide highlights a third category, which is the VAT incurred by the official participant on goods and services related to the actual operations of the official participant, provided that the value of each product or service claimed is not less than AED200.

The fourth category is VAT incurred by the official participant in connection with all operations, services, and activities provided for the purpose of participation in Expo 2020 Dubai, whether located within or outside the boundaries of the Expo site. The fifth category is the VAT incurred on the import of goods for personal use of the official participant’s section commissioner general, section staff and the beneficiaries.

The guide clarified that in order to qualify for VAT refunds for expenses under the first and second category (or expenses in relation to several categories, including the first and second category), the official participant must be in possession of a certificate of entitlement issued by Expo 2020 Dubai, which is established by the virtue of Decree No. (30) of 2014 issued by the Ruler of Dubai. However, where the expenses are not related to the first and second category but are included within the third, fourth, or fifth category, the official participant will not need to obtain a certificate of entitlement to apply for VAT refund.

Dulsco aims to highlight UAE’s efforts to create sustainable future

Dulsco has an innovative approach in place to meet the event’s requirements, while offering world-class waste management services approved by Expo 2020 Dubai and relevant national authorities, thus raising standards across the environmental protection sector regionally.

In an exclusive interview with the Emirates News Agency (WAM), Mahdi Mohamad, Chief Operating Officer at Dulsco’s Support Services Sector, underscored the company’s commitment to helping Expo 2020 Dubai achieve its sustainability goals and highlighting the UAE’s efforts to ensure a more sustainable future for everyone, by achieving the 85-percent waste diversion target.

Expo 2020 Dubai will showcase a variety of creative ideas, technologies and solutions in the field of sustainability and environmental protection, he added, highlighting the daily average volume of waste generated during the first ten days of the event amounted to 170 tonnes, which is likely to increase in the coming period with the surge in visitor number on weekends, vacations and the winter holidays, reaching some 200 to 250 tonnes per day. However, Dulsco’s team is prepared for any increase and is ready to transport, sort and process this waste, he assured.

Speaking of Dulsco’s innovative solutions to be used at the event, Mohamad noted that, as part of the “Waste to Resource” initiative, launched at Expo 2020 Dubai, Dulsco set up 1,500 smart bins across the Expo 2020 Dubai site along with ten biofuel-powered waste collection trucks to reduce the event’s carbon footprint.

On the positive impact made through Dulsco’s sustainability solutions, he stressed that the company aims to promote the circular economy concept, which the UAE seeks to implement as part of its sustainability agenda, adding the company is committed to converting organic waste generated at the event to fertilisers.

He further added, construction waste will be being recycled at the Dulsco Construction and Demolition Facility, while recyclable materials, including metal and consumable parts, will be recycled through the ‘The New Old and Reloved by Dulsco’ brand, which transforms waste into creative and elegant home decor.

Regarding Dulsco’s contract with the Dubai Government and whether it will continue after Expo 2020 Dubai, Mohamad stressed Dulsco aims to maintain long-term relations with public and private entities in the UAE.

On Dulsco’s contributions to social responsibility in the UAE, he explained the company is keen to fulfil its responsibilities and is committed to paying back the community, adding that under this framework, Dulsco operates through two key pillars; supporting community initiatives and reinforcing public environmental awareness.

Three days ago, Sheikh Hamdan had approved the launch of a digital platform for Emiratis enrolled in Dubai’s housing programme to exchange grants, land plots and housing units among themselves.

Sheikh Hamdan also approved prioritising the allocation of residential land plots and housing units to first-degree family members in the same residential area in Dubai as part of the broader aim of strengthening family bonds in the community.

With a budget of AED65 billion, Dubai’s housing programme is the largest initiative of its kind to develop residential areas for Emiratis and enhance the community welfare system within an integrated framework.

“The housing programme will help create an ideal environment in Dubai for both work and life, improve the quality of life of citizens, and promote family stability and social cohesion,” Sheikh Hamdan said.

He said it will help preserve social and economic stability and promote sustainable growth, as part of the broader objective of transforming Dubai into the world’s best city to live in and work.

This year, Sheikh Mohammed bin Rashid Al Maktoum approved a historic housing budget of AED65 billion for Dubai Government’s housing programme over the next 20 years.

The programme is part of the Dubai 2040 Urban Master Plan which aims to advance the emirate’s urban growth and sustainable development, address future challenges and improve the city’s quality of life.

The housing programme features the provision of 4,000 plots of land for Emirati citizens, and an increase in the total area of land plots allocated to Emirati citizens to 1.7 billion square feet in order to meet the needs of citizens over the next 20 years. Emiratis in Dubai will be entitled to housing loans of up to AED1 million under the programme.
