Germany, France call for deal with UK on migration

Germany and France have called for a Europe-wide deal on migration and asylum with the UK government, to capitalise on Labour’s more “constructive” approach to EU-UK relations.

In a letter to the EU home affairs commissioner, the German interior minister, Nancy Faeser, and her former French counterpart, Gérald Darmanin, said Brexit had gravely affected “the coherence of migration policies”.

“The absence of provisions governing the flow of people between the UK and the Schengen area,” they wrote, was “clearly contributing to the dynamics of irregular flows and to the danger posed to people using this route in the Channel and the North Sea.”

Darmanin and Faeser urged the European Commission to “rapidly” present “a draft negotiating mandate” for talks with the UK on asylum and migration.

“The arrival in office of a new British government, demonstrating its intention to cooperate constructively with the EU, seems to us to be conducive to concrete progress on this issue,” stated the letter.

France has long sought an EU-wide asylum pact with the UK, but Germany has never signalled such strong support until now. Darmanin, who was replaced last week during the French government reshuffle, called for a migration treaty between the EU and UK in 2021 but failed to win support from other member states.

The politics of an EU-UK migration deal could prove sensitive for Starmer’s government, which has been accused by refugee charities of adopting the Conservatives’ harsh language and policies on asylum and migration. France has wanted British officials to process asylum claims in the areas around French ports, a position rejected by previous Conservative governments, who feared this would encourage more people to seek entry to the UK.

The absence of legal routes to the UK “feeds smuggling networks”, the letter states.

This month alone, at least 20 people have died attempting to cross the Channel in two separate incidents. British officials estimate that more than 22,000 refugees and migrants have arrived in England via irregular Channel crossings so far this year.

The European Commission, which has previously rebuffed proposals to negotiate an EU-UK agreement, declined to comment on the letter. Under the last Conservative government, when EU-UK relations were at a low point during tensions over the Northern Ireland protocol, the EU home affairs commissioner, Ylva Johansson, signalled that a migration deal with the UK was not a priority, citing “limited appetite” from EU member states.

Asked to comment on whether the commission had moved on from Johansson’s previous comments, a commission spokesperson said: “Our positions on [EU-UK] relations are indeed well known,” without elaborating further.

Despite the support of the EU’s biggest member states, the prospects of an EU-UK deal on migration any time soon appear slim. The EU executive is preoccupied with the transition to a new team of commissioners, who are not expected to take office until 1 December.

An EU-UK summit is pencilled in for next spring, after the changeover of leadership at the EU’s main institutions. The spokesperson said the “commission is fully working” and would issue a reply to the letter “in due course to the appropriate authorities”.

In July, the prime minister said that he was open to the idea of Britain processing claims offshore, after a day spent discussing illegal migration with fellow European leaders at Blenheim Palace. Those talks, as part of the European Political Community summit, included a meeting with Edi Rama, the Albanian prime minister, whose country processes asylum claims on behalf of Italy.

But he had said a deal to return refused asylum seekers to the EU was low on his list of priorities, as the French president, Emmanuel Macron, warned his country was not willing to shoulder the additional burden.

Starmer said: “In relation to the agreement between Albania and Italy, obviously there’s interest in how that might work, but that wasn’t actually the central discussion in the taskforce in the roundtable. That was about the practical measures that we want to discuss, which is about how we deal with taking the gangs down in the first place.

Speaking about the idea of a new returns agreement with the EU, which Starmer had said before the election that he intended to pursue, he added: “The returns agreement only comes into being at the end of the process; my focus is at the beginning of the process, to make sure we actually secure our borders. Because the problem we’ve got at the moment is we’ve got tens of thousands of people who are here who shouldn’t be here who aren’t being processed.”

Pressures mount on German policymakers to cut aid to Israel

With Germany among the top weapon suppliers to Israel amid the ongoing offensive in Gaza against Hamas, pro-Palestinian organisations in the country are pursuing the legal route to persuade German policymakers to shift their stance on Tel Aviv, DW News reported. Deutsche Welle (DW) is an international broadcaster based out of Germany.

Last week, Berlin-based lawyers filed an ‘urgent appeal’ on behalf of Palestinians against the German government in a German court, according to a statement by the European Legal Support Center, a nonprofit aligned with the Palestinian solidarity movement.

The suit alleges that German “weapons are being used to commit grave violations of international law, such as the crime of genocide and war crimes”. The plaintiffs called on the courts to order a halt to these deliveries.

On Friday, the government’s deputy spokesperson, Christiane Hoffmann, told reporters she would have to follow up later with a response to the latest legal action, DW News reported.

The case goes hand-in-hand with criminal charges filed on behalf of Palestinians in February, which specifically targeted high-ranking members of the German government, including Chancellor Olaf Scholz, Foreign Minister Annalena Baerbock, and Economy Minister Robert Habeck, whose cabinet portfolios are most responsible for approving weapons export licenses.

Other countries such as Canada and the Netherlands have already taken steps to review their military support for Israel.

The latest effort, against the German government as a whole, specifically goes after ‘weapons of war’. The German laws covering export licenses to third countries distinguish between those and ‘other military equipment’.

“War weapons” include tanks and fighter jets, which must meet a higher bar to receive export approval. ‘Other military equipment’, as defined by government terminology, could include equipment such as helmets, body armour, medical supplies, and training resources.

DW News said in its report that over 20 years from 2003 to 2023, German governments approved nearly 3.3 billion Euros (USD 3.6 billion) in arms export licenses to Israel, according to Forensis, a Berlin-based investigatory nonprofit. More than half of that is listed as “war weapons,” including big-ticket items such as submarines.

Forensis is aligned with those filing the suit, but its report is based on open-source data from the German government and other public sources, such as SIPRI, a conflict research institute. In a recent SIPRI report, Germany was listed as Israel’s second-biggest supplier of weapons, behind the United States, between 2019 and 2023.

The two countries account for nearly all of Israel’s weapons imports. In 2022 and 2023, the split between the two was almost 50-50.

In the latest five-year period, the Forensis report shows that the value of ‘actual exports’ of war weapons to Israel is ‘redacted’ or ‘undisclosed’ to “avoid the identification of relevant companies” and to “protect trade and business secrets”, DW News reported, quoting from a German government report from 2020.

The German government approved almost all export licenses to Israel since 2003. In 2023, the total value of approved arms export licenses jumped about ten-fold over the previous year, exceeding the 20-year average. (ANI)

German FM Commits 15 Mn Euros to Strengthen Lebanese Army

German Foreign Minister Annalena Baerbock has vowed to offer 15 million euros ($16.45 million) to support the Lebanese army amid growing fears of escalating tensions with Israel on Lebanon’s southern border.

During her visit to the Beirut port, Baerbock said on Wednesday that the money would be used to buy fuel and train soldiers to monitor the border, according to Lebanon’s Elnashra news website.

“The army must be able to exercise effective control in the region to contain armed groups,” she added, without specifying.

Arriving in Beirut on Tuesday, Baerbock held meetings on Wednesday with Lebanese Prime Minister Najib Mikati and Lebanese Army Commander Joseph Aoun to discuss the latest developments in Lebanon and the region, Xinhua news agency reported.

The Lebanon-Israel border witnessed increased tension since October 8 after Hezbollah fired dozens of rockets toward Israel in support of the Hamas attacks on Israel on October 7, prompting Israel to respond by firing heavy artillery toward southeastern Lebanon.

The confrontations between Hezbollah and Israel have killed 215 on the Lebanese side, including 158 Hezbollah members and 37 civilians, according to Lebanese security sources.

German airport staff kick off countrywide strikes

Aviation security staff in Germany kicked off a countrywide wave of strikes, bringing operations at Dusseldorf, Hamburg, and Cologne/Bonn airports to a virtual standstill.

At least 100,000 travellers have been affected by the cancellation of 700 flights, Xinhua news agency reported, citing the German Airports Association (ADV).

“This is bitter news for all air travellers,” ADV CEO Ralph Beisel told the news agency on Thursday.

Ground staff at airports, together with other public sector workers in Germany, are demanding 10.5 per cent more pay, with a minimum increase of 500 euros ($548) a month. “Work at airports must become more attractive,” said Wolfgang Pieper from the trade union Verdi.

A proposal by an arbitration commission, which includes inflation compensation of 3,000 euros and a wage increase of 5.5 per cent, has so far been ignored by both sides. Nevertheless, it will be the basis for a fourth round of negotiations on Saturday.

Traffic disruptions in Germany are expected to intensify: Stuttgart airport will be hit by strikes on Friday while rail traffic will also be restricted by walkouts until at least midday. Rail operator Deutsche Bahn expects “massive disruptions,” with trains affected nationwide.

Traffic in Germany has already been hit several times by collective bargaining strikes in recent months. At the end of March, a nationwide strike paralyzed train, bus, and air traffic, and also affected freight services.

Germany’s energy sector will also be affected by collective bargaining strikes on Thursday. Employees are demanding 13 per cent more pay, or at least 550 euros more a month.

The strikes are mainly directed at Germany’s largest energy supplier E.ON. According to Verdi, there will be no power cuts, nor is the safety of nuclear power plants at risk. “We have concluded emergency service agreements for every sector,” said the union.

STREAKY BACON & CHILLI-PANEER STUFFED PARATHA

INGREDIENTS

34 Meisterwurst Streaky Bacon Rashers-Fried Crisp & Crumbled

100 g Paneer-Indian Cottage Cheese

12 (depending on Scoville scale heat & taste) – Green Chillies-Finely Minced

Red Chilly Powder

1/2 tsp Carrom Seads – Ajwain

1 tsp Garam Masala

1/3 Inch Piece Ginger

1 tsp Salt

1 tsp Fenugreek Leaves-Dried

1 cup Fresh Coriander/Cilantro-Finely Chopped

For the Dough

500 g Whole Meal Flour or Atta

1 tsp Indian Ghee/Clarified Butter or regular Butter

Some Water for the Mixture

RECIPE

The Stuffing

Fry the Streaky Bacon Rashers to a crisp & crumble or dice up Mince or grate the Paneer

In a bowl add the Streaky Bacon, Paneer, Green Chillies & all Spices-Mix to combine-set aside

Paratha Making

Mix the paratha dough together & make 8-10 dough balls-on a platter sprinkle some dry flour/ atta for dusting

Take 2 balls at a time & roll out each into about 10 cm diameter thick discs-dusting as needed to prevent sticking

Take a spoonful/small ball of the stuffing mix & place onto one dough disc, spreading it a bit

Now take the second dough disc & place on top of the first with the mixture-press down along the edges tightly to seal the stuffing in

Dust the paratha with flour & gently roll out to about 18-20 cm in diameter-turning as required

Paratha Cooking

Heat on medium a ‘tava’ or any non-stick fry pan- drizzle a bit of ghee/butter-cook the paratha for a few seconds till it gets a nice golden-brown colour & small brownish spots start to appear

Turn over slowly so as not to break it-cook for an- other few seconds-smear the top with more ghee/butter

Remove & drain off any excess ghee/butter on a kitchen tissue. Repeat the process for the balance dough balls to make more parathas

The end is a deliciously crispy on-the-outside yet soft & tasteful on-the-inside paratha

Serve hot with a dollop of butter & a side serve of fresh Raita (Indian Yoghurt) or Green Chutney

150 g Mozzarella Cheese-grated

1/2 cup Coriander (Cilantro) – finely chopped

1 cup Indian Raita (Chilled Yoghurt)

Olive Oil

Salt to taste

For the Yoghurt Raita

1 cup Fresh Yoghurt /Curd or Dahi

1/2 Onion-finely chopped

1/2cup Cucumber-peeled & finely chopped

12 Green Chillies-deseeded & chopped tiny

2 tbsp Fresh Coriander/Cilantro-finely chopped

1/2 tsp Cumin Powder-optional

Salt to Taste

Recipe

Preheat the Oven to Grill on medium-line a baking tray with aluminum foil-place the Pork Pepperoni Salami Slice Rounds that are halved, on- ions & bell peppers-drizzle with Olive oil

Grill for about 12-13 mins or until all items are cooked

Take out the readymade naans (Indian Flat- breads) from their packaging-spoon & spread the bottled / packaged readymade Butter Masala Sauce onto each naan generously-place on a separate baking tray

Portion the cooked mix of Pepperoni Salami, on- ions & peppers onto the naans-spread the Mozzarella shreds over each naan

Put the topped up naans back into the oven & grill for another 6-8 mins or until the cheese is melted & the naans are golden & crisp around the edges

Remove from the grill & cool so that it becomes easy to handle

Drizzle with the chilled & refreshing Raita- garnish with the chopped coriander & serve immediately

For the yoghurt raita

Chill the Yoghurt/Curd-add salt & cumin pow- der-whisk to a smooth consistency.

Add the chopped onions, green chillies, cucumber & coriander-Stir together gently.

UAE, Germany to boost cooperation in clean energy

Sharif Al Olama, Under-Secretary of the Ministry of Energy and Infrastructure for Energy and Petroleum Affairs, highlighted the deep-rooted ties between the UAE and Germany, lauding their overall relations…reports Asian Lite News

He made this statement while heading an Emirati delegation visiting Germany, in the presence of Abdullah Al Hameli, Head of Political Affairs Section at the UAE Embassy in Germany.

Al Olama said the four-day visit aims to promote the efforts of the two countries to draft policies to govern energy resources management and development, most notably in areas that promote renewable and clean energy, achieve capacity building and youth empowerment in technologies related to clean energy, and encourage cooperation with partners in Germany.

The visit included a meeting with Dr. Patrick Graichen, State Secretary at the German Federal Ministry for Economic Affairs and Climate Action, where promoting further coordination and establishing new frameworks for cooperation in hydrogen was discussed.

“The Emirati-German partnership has helped achieve the objectives of the clean energy transition and supported the efforts of both sides to draft projects and initiatives in line with the Paris Climate Agreement,” Al Olama said.

Under this framework, Al Olama and the Emirati delegation visited the company, 50Hertz Transmission GmbH, which manages the electricity transmission network in northern and eastern Germany, and is responsible for securing electricity supplies for about 18 million people. He was received by Stefan Kapferer, CEO of the Company, who briefed him on the company’s work and ways of integrating renewable energy systems into the energy network.

As part of the visit, the UAE Embassy in Germany hosted the meeting of the UAE-German Energy Partnership to complete a declaration of intent for joint cooperation in energy, which was signed at the start of 2017.

The meeting, which was attended by Al Olama, the UAE delegation, Christine Falken-Grosser, Head of Bilateral Energy Cooperation within the Federal Ministry for Economic Affairs and Energy of Germany, and Ellen von Zitzewitz, Director of Bilateral Energy Cooperation at the German Federal Ministry for Economic Affairs and Climate Action, explored future strategies to support the hydrogen sector and related developments in both countries.

The UAE delegation also met several members of the German Parliament, headed by Lisa Badum, a member of the Climate Action and Energy Committee and a member of the German Green Party.

The UAE and Germany launched the UAE-German Energy Partnership in 2017 to promote dialogue and create a framework for cooperation in the energy transition.

German chancellor lands in Israel amid Ukraine crisis

German Chancellor Olaf Scholz landed in Israel on Tuesday night for a snap visit as the conflict between Russia and Ukraine continues…reports Asian Lite News

The Hebrew-language Ynet news site reported that Scholz landed at the Ben Gurion Airport outside Tel Aviv for a trip that was planned to span three days and shortened to one day amid the Russia-Ukraine crisis, Xinhua news agency reported.

On Wednesday morning, Scholz and Israeli Prime Minister Naftali Bennett will visit Yad Vashem, Israel’s official Holocaust memorial in Jerusalem, and then hold a private meeting, Bennett’s office said in a statement.

Scholz is also scheduled to meet with Knesset (parliament) Speaker Mickey Levy, according to a statement issued by the Knesset.

“The unshakable friendship with Israel is a matter close to my heart,” Scholz wrote on Twitter after his arrival, saying he is “really looking forward to tomorrow’s meeting with Prime Minister Naftali Bennett.”

“Even if the situation in Ukraine will keep us very busy,” he added.

Scholz calls for solidarity to fight Covid

German Chancellor Olaf Scholz called for more solidarity and social cohesion in the fight against the impending Omicron wave in his New Year’s Eve speech…reports Asian Lite News

“Let us do everything together… so that we can finally defeat the coronavirus in the new year,” Scholz said on Friday.

Because of the rapid spread of the Omicron variant, he added, it was important to make use of all vaccination offers, Xinhua news agency reported.

“Now it is all about speed. We have to be faster than the virus,” he stressed.

Total Covid-19 infections in Germany within one day increased by 41,240 cases on Friday, around 5,800 more than last week, according to the Robert Koch Institute (RKI).

The seven-day incidence rose from 207.4 on Thursday to 214.9 cases per 100,000 inhabitants.

The share of the Omicron variant among Covid-19 infections in Germany jumped from 3.1 per cent in the previous week to 17.5 per cent on Thursday, RKI reported.

However, it warned that the figures were an underestimate, because less testing was carried out and reports were delayed over the Christmas holidays in Germany.

To slow the coming Omicron wave, the German government implemented stricter Covid-19 rules, including contact restrictions both for vaccinated and recovered people, as well as a nationwide ban on gatherings over New Year.

“It is clear to all of us that the pandemic is not over,” said the German Chancellor.

“The next few days and weeks will still be entirely dominated by Covid-19.”

Scholz also called for understanding for the significant restrictions that came into force earlier this week.

Besides the Covid-19 crisis, Scholz also called on citizens to support the transformation of the country’s government and economy in order to enable increased climate protection. In less than 25 years, he said, Germany should become independent of coal, oil and gas.

Egypt Prez and Merkel discuss regional issues, bilateral ties

Egyptian President Abdel-Fattah al-Sisi and German Chancellor Angela Merkel discussed a number of regional issues of mutual interest as well as bilateral relations…reports Asian Lite News

During a video conference call, Sisi and Merkel tackled the latest developments in Libya, stressing the need to continue intensive consultations between the two countries on this important file, the Egyptian presidency said in a statement.

They also discussed Egypt’s vital role and efforts towards settling this crisis permanently as well as Germany’s valued role to coordinate international efforts on the Libyan crisis, reports .

Both sides agreed to move forward in the political process in Libya, leading up to holding national elections in December, stressing the importance of the departure of all foreign forces and terrorists from the Libyan territories.

Sisi and Merkel also exchanged points of view on the Palestinian issue, the statement said, adding that Sisi reviewed Egypt’s efforts to firm up the ceasefire in the Gaza Strip and its efforts toward the reconstruction of the seaside enclave.

Sisi also reviewed Egypt’s moves and contacts on the bilateral and regional levels to revive the peace process and reach a just solution to the Palestinian cause, through the resumption of peace talks based on international references.

The call as well tackled the latest developments in the Grand Ethiopian Renaissance Dam issue, the statement said, adding that Sisi reiterated Egypt’s position which calls for reaching a legally-binding agreement on the filling and operation of the dam.

For her part, Merkel expressed her appreciation for the growing and fruitful cooperation with Egypt over the past years, affirming that her country values the longstanding bonds and firm relations it shares with Egypt.

Merkel also confirmed her keenness on Germany continuing to enhance these relations and to support Egypt’s development efforts in the future, as a firm approach of Germany’s policies.

Meanwhile, Sisi and Merkel discussed ways to further advance bilateral cooperation in all fields, amid the increasing trade and promoting German tourism in Egypt.

The two sides lauded the progress in economic relations between both countries over the past years, stressing the importance of expanding the scope of the two countries’ economic cooperation.

Merkel meets Erdogan for a farewell meeting in Istanbul

Outgoing German Chancellor Angela Merkel held a farewell meeting with Turkish President Recep Tayyip Erdogan in Istanbul, just days ahead of her departure from the post after 16 years in office.

During their meeting at the Huber Presidential Mansion along the shores of the Bosphorus Strait, the two leaders on Saturday discussed ties between Turkey and Germany, Ankara’s membership bid to the European Union, irregular migration, and a series of regional issues, reports Xinhua news agency.

The Turkish leader said at a joint press conference with Merkel that racism, Islamophobia, xenophobia, and discrimination remain the main problem for the Turkish community in Europe, calling on European nations to take effective measures against all discriminatory treatments and racist attacks.

Erdogan expressed hope that the successful process carried out with the outgoing Chancellor would continue with the new German government in the upcoming period.

For her part, Merkel said that the EU’s support to Turkey on irregular migration would continue, noting “our peace and security are attached to the other”.

Turkey, a key transit point for asylum seekers on their way to Europe, hosts more than 4 million refugees, including 3.6 million Syrians, within its borders. The country has been lately witnessing an increased influx of Afghan refugees fleeing turmoil in their homeland.

Merkel will retire from politics after 16 years as Chancellor following the national elections held in September.

She has already made farewell visits to Israel, Italy, Belgium and Spain.
