UK and Nigeria strengthen security, defence partnership

New commitments made this week at the first ever UK-Nigeria Security and Defence Partnership dialogue will boost work to tackle shared threats and keep both British and Nigerian people safe.

It includes commitments to work together to improve civilian policing standards, protect human rights and recognise the important role of women in achieving sustainable peace.

Further UK support to Nigeria in tackling Islamic State West Africa (ISWA) and Boko Haram will also build on our work together to respond to conflict with extremist groups in the North East of the country.

Minister for Africa, Vicky Ford said, “Conflict and insecurity are leading to the loss of life and increasing displacement of millions of people across West Africa. It affects the freedom of civilians and blocks economic growth, further undermining peace and prosperity. Through these new agreements, the UK is deepening our partnership with Nigeria to tackle shared threats, bolster regional stabilisation efforts and support Nigeria’s peace-keeping capabilities.”

This week’s dialogue, the first following the agreement of our security and defence partnership in 2018, has led to refreshed plans to deepen UK engagement with the Nigerian security authorities.

This is detailed in the joint communique issued by both countries following the talks.

Nigerian National Security Adviser, Major General Babagana Monguno, said, “Nigeria and the United Kingdom share deep linkages and a common history dating back to over a century. Like many other countries faced with complex and evolving security threats, Nigeria realises the need to forge greater alliances and partnerships with friendly nations, in order to combat these threats. It is particularly imperative that we work together to combat the threats of modern day terrorism. The discussions and agreements reached today present an opportunity for officials at the highest levels of both our governments to work together to address threats from terrorism, inter communal conflicts, serious organised crime, piracy, banditry, border security and trafficking in drugs and persons, amongst others. These agreements will deepen and enhance our security and defence collaboration in order to create a safe and secure environment for all our citizens to thrive.”

Policing advisors deployed from the UK to Nigeria will share experiences and help Nigerian forces respond timely and appropriately to criminal activity across the country.

In addition, there will be UK support to Nigeria as they roll-out community policing in several states. This will help improve civilian security and allow the Nigerian army, which is currently performing many policing duties across the country, to focus its efforts on fighting terrorism.

The two sides also discussed a review of regulations to strengthen the role of women in crime prevention and equal treatment of men and women of the police force.

Alongside work to strengthen Nigeria’s security and respond to growing regional insecurity, both countries agreed to deepen direct engagement on human rights, through sharing UK expertise with the Nigerian military on International Humanitarian Law and preventing sexual exploitation and abuse.

On top of this, the UK and Nigeria discussed UK assistance on reintegration pathways to civilian life for individuals who have left extremist groups.

The two sides discussed Nigeria’s recent work to improve protection for children in conflict zones, efforts to improve human rights and accountability within the military and Nigeria’s role in regional responses to shared insecurity challenges.

Nigeria lifts ban on Twitter

The Nigerian government has lifted the ban on Twitter, imposed in June last year, saying the micro-blogging platform has agreed to set “a legal entity” in the west African nation during the first quarter of this year.

The Nigerian government had indefinitely suspended Twitter after it accused the micro-blogging platform of double standards and supporting the secessionists in the country.

“The Federal Government of Nigeria (FGN) directs me to inform the public that President Muhammadu Buhari, GCFR, has approved the lifting of the suspension of Twitter operation in Nigeria effective from 12 a.m. tonight, 13th January 2022,” read the statement from Kashifu Inuwa Abdullahi, the director-general of Nigeria’s tech agency, National Information Technology Development Agency (NITDA).

Abdullahi said that the establishment of Twitter’s legal entity is its “first step in demonstrating its long-term commitment to Nigeria”.

Twitter will also appoint a “designated country representative” to hold talks with the Nigerian government when required.

“Twitter has agreed to comply with applicable tax obligations on its operations under Nigerian law. Twitter has agreed to enrol Nigeria in its Partner Support and Law Enforcement Portals,” the statement read.

Last year, the government expressed doubts about Twitter’s operations in the country, after it deleted a tweet by President Muhammadu Buhari who made a reference to the country’s 30-month civil war in 1967-1970, warning “those who wanted the government to fail” to desist from fomenting trouble.

Twitter had deleted the President’s post, following criticisms from some netizens.

Thirty kidnapped students regain freedom after six months in Nigeria

Thirty students and a teacher have regained freedom after being held for more than six months by gunmen who attacked their school in northwest Nigeria’s Kebbi state and abducted them in June 2021…reports Asian Lite News

Yahaya Sarki, spokesperson for the governor of Kebbi state, said in a statement that the 30 students and their teacher from the Federal Government College in Birnin Yauri area of the state arrived in Birnin Kebbi, the state capital, on Saturday following their release.

“They shall undergo medical screening and support while being re-united with their families,” Xinhua news agency quoted Sarki as saying.

A group of unknown gunmen attacked the secondary school on June 17, 2021, killing at least one policeman and abducted an unspecified number of students and several teachers.

According to local media reports, scores of students had been freed in batches before the latest release.

A series of gunmen attacks recently happened in the northern part of the most populous African country, including attacks on schools and the kidnapping of students.

At least 58 people killed by armed bandits in Nigeria

At least 58 people were killed by armed bandits who attacked villages in northwest Nigeria’s Zamfara state…reports Asian Lite News

Ibrahim Bello Zauma, a spokesperson for the governor of Zamfara state Bello Matawalle, told Xinhua news agency that the attacks took place on January 5 and 6 in the villages in the Anka and Bukkuyum areas.

“We recorded 36 (deaths) at Bukkuyum and 22 (deaths) in Anka so far,” Zauma said.

He said the state Governor has visited the affected areas to condole with the people over the tragic incident of bandit attacks in the areas.

According to local media reports, at least four villages were burnt down in the attacks which started on January 5.

Local vigilantes who tried to repel the attacks were among those killed.

The state government is putting in place strategies to halt bandit attacks in the state, Zauma said.

Armed bandits have been a primary security threat in Nigeria’s northern and central regions, leading to deaths and kidnappings in recent months.

Mohamed Bazoum, President of the Republic of Niger was welcomed by a UAE delegation headed by H.H. Sheikh Ahmed bin Saeed Al Maktoum, President, Dubai Civil Aviation Authority, Chairman and Chief Executive of Emirates Airline and Group, and Chairman of the Expo 2020 Dubai Higher Committee; Reem bint Ibrahim Al Hashemy, Minister of State for International Cooperation,and Director General, Expo 2020 Dubai, and Sheikh Shakhboot bin Nahyan Al Nahyan, Minister of State in the Ministry of Foreign Affairs and International Cooperation.

‏Speaking at a media briefing in the Niger Pavilion, President Mohamed Bazoum said: “Given the reputation of the UAE, it is not surprising that 192 countries have participated in Expo 2020 Dubai, and having African nations present at Expo 2020 Dubai is very important and symbolic. It proves the central role of the UAE in the world today.”

‏”We signed a certain number of MoUs with the UAE today, and we undertook a project that will allow us in a few years to create huge solar photovoltaic plants as a result. I am confident that our cooperation with the UAE in this sector of our economy, as well as in many other sectors, such as agriculture, livestock, and infrastructure, will develop considerably. We are working towards achieving that.”

‏Earlier, during the ceremony in Al Wasl Plaza, Sheikh Shakhboot bin Nahyan Al Nahyan said: “We are pleased to be celebrating Niger, not only as a successful participant in Expo 2020, but also as a steadfast and long-standing partner of the UAE.

Bandits kill 20 in Nigeria

Over 20 people were killed when bandits attacked villages in Nigeria’s northwestern state of Kaduna on Saturday…reports Asian Lite News

Samuel Aruwan, the commissioner for internal security affairs in Kaduna, said in a statement that four villages in the state’s Giwa local government area came under heavy attacks, as the bandits went on the rampage, shooting at the villagers and setting ablaze houses late Saturday, Xinhua news agency reported.

Bandits kill 20 in Nigeria

Aruwan said the state government has immediately directed an urgent assessment of the affected areas or communities toward providing relief, and security agencies will sustain surveillance in the general area.

The Nigerian government has announced its intention to ban arrivals from Canada, Britain, Argentina and Saudi Arabia from Tuesday, after the four countries added Nigeria on their “red list” and banned foreign travels from the country after detection of a new coronavirus variant…reports Asian Lite News

The decision was to reciprocate restricted flights from Nigeria into those countries over the new Covid-19 variant Omicron, said Aviation Minister, Hadi Sirika on Sunday at a news conference in Lagos, Nigeria’s economic hub.

Sirika added that if those countries placed Nigeria on a red list, they lacked the moral right to have their airlines fly into Nigeria on commercial operations, Xinhua news agency reported.

“I participated in a meeting with the Covid-19 task force, and we gave our input that it is not acceptable to us and we recommended that Canada, the UK, Saudi Arabia and Argentina be put on the “red list”,” he said.

“As they did to us, if they do not allow our citizens into their countries…They are not supposed to come in. I am very sure in the next three days, on Monday or Tuesday, all those countries will be put on the red list of Covid-19,” the Minister added.

Sirika apologised to Nigerians, intending to travel to those countries, but said the Nigerian government’s decision was in the interest of the country.

Nigerian authorities have confirmed six imported cases of the Omicron variant of Covid-19 in the country since the country reported first Omicron cases On December 1.

Nigerian authorities confirmed three more cases of the Omicron variant of Covid-19, bringing the total number of cases of the variant of concern to six in the most populous African country…reports Asian Lite News

All the cases so far detected in the country were persons with travel history to South Africa in November, said Ifedayo Adetifa, head of the Nigeria Centre for Disease Control (NCDC), in a statement.

Adetifa said the public health institution will continue to coordinate genomic surveillance activities across the country to sequence all positive Covid samples from international travellers arriving in Nigeria, Xinhua news agency reported.

Nigeria confirms three more Omicron variant of Covid-19

This, he said, includes sequencing of positive samples from international travellers from October to date.

“Nevertheless, the Delta variant remains the dominant variant and so far, we have not seen the replacement of this variant by the new Omicron variant as observed elsewhere,” the official added.

Last week, the NCDC detected three imported cases of the Omicron variant of Covid-19 in the country for the first time, becoming the first West African nation to detect the variant of concern.

UNHCR: 11,500 Nigerians forced to flee to Niger due to armed forced attacks

The office of the UN High Commissioner for Refugees (UNHCR) said repeated attacks in northwest Nigeria forced over 11,500 Nigerians to flee across the border to neighbouring Niger in November, resulting in a humanitarian crisis.

In recent weeks armed groups, locally called “bandits”, have repeatedly attacked villages in northwest Nigeria. The violence comes against the backdrop of inter-communal clashes between farmers and herders as competition increases for dwindling resources, aggravated by the climate crisis, said a UNHCR statement reaching Xinhua on Friday.

Armed banditry has been a primary security threat in Nigeria’s northern and central regions, leading to deaths and kidnappings in recent months.

“We are deeply concerned by the surging violence in northwest Nigeria and call for concerted and massive support to address the growing humanitarian needs of the affected population, ranging from protection services to food, shelter kits, kitchen utensils, blankets, and other non-food items,” said the statement.

It said most of the November arrivals from Nigeria have taken shelter in rural communities in Niger’s Tahoua region, which was already hosting 3,500 Nigerian refugees since September, Xinhua news agency reported.

Women and children make up most of the recent arrivals and describe killings, kidnappings for ransom and the looting of their villages, UNHCR said.

The UN refugee agency is registering new arrivals, providing emergency help and identifying the most vulnerable in coordination with Nigerian authorities, said the statement.

“But the need for shelter, food, water, and healthcare is rising rapidly,” it said, calling for expanding support from the international community.
