Iranian Foreign Minister Hossein Amir-Abdollahian and his Omani counterpart Sayyid Badr Hamad al-Busaidi have exchanged views on the latest developments in the Gaza Strip over phone, and discussed the expansion of bilateral relations, according to a statement published on the Iranian Foreign Ministry’s website.

The Iranian Foreign Minister on Thursday condemned the Israeli attacks against the Palestinian people, stressing that the US bore international responsibility due to its “certain complicity” in Israel’s killing in Gaza.

He also expressed satisfaction with the implementation of the agreements reached by Iranian President Ebrahim Raisi and Omani Sultan Haitham bin Tariq Al Said in May, Xinhua news agency reported.

The Omani Foreign Minister, for his part, called for the international community’s effective measures to achieve a sustainable ceasefire in Gaza, and the delivery of extensive humanitarian aid to the coastal enclave.

He also highlighted the necessity to further expand “brotherly” relations between the two countries.

Since October 7, Israel has been launching a large-scale military offensive against Hamas in the Gaza Strip, in which at least 20,000 Palestinians have been killed.

The Israeli attacks came after Hamas’ surprise attack on southern Israel, which claimed the lives of about 1,200 Israelis, according to the Israeli authorities.

7 Arab Nations Excel in Achieving SDG Targets

Seven of the 22 Arab countries – specifically, the UAE, Jordan, Tunisia, Algeria, Oman, Egypt, and Morocco – have accomplished more than two-thirds of their targets in the journey towards fulfilling the Sustainable Development Goals.

This key achievement was highlighted in a report by the Mohammed bin Rashid School of Government, in partnership with the United Nations Sustainable Development Solutions Network (SDSN). The report – ‘Arab Region SDG Index and Dashboards Report 2023’ – aligns with the Year of Sustainability and building on the recent COP28 discussions.

This pivotal report is a key resource for governments, policymakers, and stakeholders, offering a comprehensive means to track and measure progress towards the 17 Sustainable Development Goals (SDGs).

Additionally, it identifies key implementation challenges and data gaps, providing a solid foundation for developing actionable strategies.

Dr. Ali bin Sebaa Al Marri, Executive President of MBRSG, said, “The report reflects MBRSG’s dedication to empowering governments with innovative and proactive policies to meet various challenges and adapt to evolving circumstances at local, regional, and global levels,” he added.

Dr. Al Marri explained, “The report sheds light on the various development challenges confronting the Arab region, particularly its least developed countries. By adopting a data-driven approach, it offers a practical tool for targeted interventions aimed at fostering positive transformations across the region in relation to all Sustainable Development Goals.”

Dr. Fadi Salem, Director of the Policy Research Department at MBRSG and co-author of the report, stated, “The index, with its data-driven insights, underscores significant regional challenges and priorities. It calls for concerted efforts in the upcoming years to expedite development across diverse regional paths.” He also highlighted the importance of leveraging COP28 outcomes for unified regional progress towards a sustainable future.

Despite some regional advancements, the report highlights substantial ongoing obstacles in various developmental sectors within the Arab region. It calls for intensive efforts and the adoption of regional strategies to bridge existing gaps and foster progress towards a more sustainable future.

The report particularly highlights challenges in achieving gender equality (SDG 5), where all Arab countries have shown low performance, and the impact of conflicts on realising SDG 16 (peace, justice, and strong institutions). It calls for increased collective efforts to enhance gender equality policies, strengthen institutions, and tackle conflict-related issues.

Additionally, the report notes advancements in SDG 3 (good health and well-being) in some Arab countries, especially in basic health outcomes like neonatal and under-five mortality rates, and improvements in sectors related to SDG 4 (quality education).

Lama Zakzak, Principal Researcher at MBRSG and co-author, stressed the importance of the report’s findings on SDG 13 (climate action). She pointed out that while some countries have made progress in climate action, the least developed are still vulnerable to climate disasters and require significant support for climate-related goals, including adaptation measures.

Guillaume Lafortune, Vice President of the UN SDSN, commented, “This updated report offers a renewed assessment of the SDG progress and challenges in the Arab region, based on transparent and internationally recognized data.” He stressed the urgency of developing long-term investment strategies and ambitious plans with effective monitoring systems to achieve the SDGs by 2030.

The report also identifies the ongoing challenge of data availability, especially in monitoring SDGs related to poverty eradication and inequality reduction. It includes 113 indicators for the 17 SDGs, each with a score, colour-coding for performance levels, and trend arrows.

The Oman Foreign Minister said the Sultan’s visit underscores the strength of bilateral relations between the two countries.

Sayyid Badr further said that the visit represents a joint commitment to strengthen cooperation that stems from the long-standing foundations of friendship, cultural and economic exchange and continuous interaction between the peoples of the two friendly nations, according to the Oman News Agency.

The Oman Sultan arrived in the national capital on Friday for a three-day state visit. He was received by Union Minister of State (MoS) for External Affairs, V Muraleedharan, at the Delhi Airport.

President Droupadi Murmu hosted a banquet in the Oman Sultan’s honour at the Rashtrapati Bhavan on Saturday.

The two leaders expressed their keenness to promote bilateral relations and enhance partnerships between India and Oman in various areas.

Earlier on Saturday, Prime Minister Narendra Modi and Oman Sultan held a meeting in Delhi and discussed ways to deepen cooperation in commerce, culture, defence, and innovation. The two leaders reviewed the full range of bilateral ties.

In a post shared on X, PM Modi stated, “Had an excellent meeting with His Majesty Sultan Haitham bin Tarik of Oman. Reviewing the full range of bilateral ties, we discussed ways to deepen cooperation in commerce, culture, defence, innovation and more.”

During the delegation-level talks, PM Modi and Haitham bin Tariq adopted a new ‘India-Oman joint vision, a partnership for the future’ under which both countries will work in ten different areas.

Oman’s Foreign Minister Sayyid Badr said the Sultan’s meetings with President Droupadi Murmu and Prime Minister Narendra Modi affirm the existence of tangible cooperation that focuses on Oman-India’s future perspectives on prioritising engagements in the fields of economy, technology, energy, trade and investment.

The Sultan’s visit to India concluded with the endorsement of a joint vision that identified several basic areas of cooperation, reflecting the two countries’ desire to conclude a joint economic partnership agreement, said the minister.

This partnership envisages consolidating cooperation in the fields of maritime security, the fight against terrorism and space technologies, said Sayyid Badr, noting that bilateral cooperation also covers a wide range of topics like research, training and cultural exchanges, according to Oman News Agency.

Sayyid Badr, expressed Oman’s welcome for this boost to relations with India, which, he observed, would significantly contribute to stability and security in the Indian Ocean region.

He said: “The move will also help achieve our joint goals of sustainable economic development that generates benefits to the two countries and the region at large.” (ANI)

Sultan of Oman, Haitham bin Tarik arrived in India on Friday for a three-day State visit.

Prime Minister Narendra Modi held a bilateral meeting with Sultan of Oman, Haitham bin Tarik at the Hyderabad House in New Delhi on Saturday and discussed future collaborations between the two countries.

PM Modi received the Oman Sultan at the Hyderabad House after he arrived at the venue.

Taking to X, Ministry of External Affairs (MEA) spokesperson Arindam Bagchi shared about the meeting saying, “Giving a boost to India-Oman Strategic Partnership! PM @narendramodi warmly received His Majesty Sultan Haitham bin Tarik of Oman at Hyderabad House, setting the stage for bilateral discussions. Agenda includes taking stock of bilateral ties and charting pathways for the future collaboration between the two countries.”

PM Modi will also host a luncheon in Sultan Haitham Bin Tarik’s honour.

Earlier today, Sultan of Oman was accorded a ceremonial reception at the forecourt of Rashtrapati Bhavan in New Delhi on Saturday, the second day of his state visit to India.

Prime Minister Narendra Modi and President Droupadi Murmu received the Sultan at the Rashtrapati Bhawan.

Sultan Haitham bin Tarik then inspected a Guard of Honour by the combined defence services.

On December 15, Sultan arrived at the Delhi airport on Friday for a three-day State visit and was received by Union Minister of State (MoS) for External Affairs, V Muraleedharan.

Earlier, the official spokesperson for the Ministry of External Affairs (MEA), Arindam Bagchi, said the visit by the Sultan of Oman will further boost the friendship and cooperation between the two nations.

“His Majesty Sultan Haitham Bin Tarik of Oman arrives to a warm welcome in New Delhi on his first State Visit to India. Received by @MOS_MEA at the airport. The visit will further reinforce the longstanding friendship and cooperation between India & Oman and strengthen bilateral ties,” Bagchi posted from his official handle on X.

The MEA noted that the maiden State visit by the Sultan of Oman marks a significant milestone in the diplomatic relations between New Delhi and Muscat.

The visit will be an opportunity to explore avenues for future collaboration between India and Oman for regional stability, progress and prosperity, the MEA release stated.

Significantly, India and Oman share a long-standing friendship rooted in historical, cultural, and economic ties. Furthermore, people-to-people contact between India and Oman can be traced back 5,000 years.

The diplomatic relations between the two countries were established in 1955 and were upgraded to a strategic partnership in 2008.

Oman is India’s closest defence partner in the Gulf region as well, with defence cooperation emerging as a key pillar of the strategic partnership between the two countries, according to the MEA.

Oman is the only country in West Asia with which all three services of the Indian Armed Forces conduct regular bilateral exercises and service-level staff talks.

India also extended a special invitation to the Sultanate of Oman to participate in the G20 Summit and meetings as a guest country under India’s G20 Presidency.

Oman participated in over 150 working group meetings, with nine of its ministers taking part in various G20 ministerial meetings. (ANI)

The Head of State of the Sultanate of Oman, Sultan Haitham bin Tarik, is set to begin his three-day state visit to India from today.

He will come to India for a state visit with a high-level delegation of senior ministers and officials, the Ministry of External Affairs (MEA) said in an official release on Sunday.

India and Oman share a long-standing friendship rooted in historical, cultural, and economic ties. Moreover, people-to-people contact between India and Oman can be traced back 5,000 years.

The diplomatic relations between the two countries were established in 1955, and the relationship was upgraded to a strategic partnership in 2008.

According to MEA, this will be the first state visit of Oman’s Sultan Haitham bin Tarik to India and marks a significant milestone in the diplomatic relations between India and the Sultanate of Oman.

Upon arrival here in the national capital tomorrow, Oman’s Sultan will also be called on by the External Affairs Minister, S Jaishankar, the MEA said in a release.

The Oman Sultan will visit India on the invitation of President Droupadi Murmu and will be received by PM Modi and President Murmu at the Rashtrapati Bhavan for a ceremonial welcome on December 16.

He will also visit the National Gallery of Modern Art here and hold a meeting with PM Modi at Hyderabad House on day two of his visit. During his visit, PM Modi will also host a luncheon in his honour.

The visit will be an opportunity to explore avenues for future collaboration between India and Oman for regional stability, progress and prosperity, the MEA release said.

Notably, India’s prime ministers have regularly visited Oman: Rajiv Gandhi (1985), P.V. Narasimha Rao (1993), Atal Bihari Vajpayee (1998), Dr. Manmohan Singh (2008).

In 2018, Prime Minister Narendra Modi’s visit to Oman marked a significant chapter in bilateral relations between the two countries.

Oman is also home to a large and vibrant Indian expatriate community, playing a crucial role in Oman’s economic development and cultural diversity. The Indian diaspora in Oman has grown substantially, surpassing 700,000 individuals in the post-pandemic era.

Additionally, the diaspora includes a substantial presence of blue-collar workers.

Oman is India’s closest defence partner in the Gulf region as well, and defence cooperation has emerged as a key pillar of the strategic partnership between India and Oman, according to MEA.

Oman is the only country in West Asia with which all three services of the Indian Armed Forces conduct regular bilateral exercises and service-level staff talks.

Indian Goods worth $3.7B Entering Oman to Get FTA Boost

A comprehensive free trade agreement between India and Oman could significantly boost over 83.5% of Indian goods valued at USD 3.7 billion, according to a report released by the Global Trade Reproach Initiative (GTRI), titled “India-OMAN CEPA: Gateway to Middle Eastern Markets and Beyond.”

These goods, including gasoline, iron and steel, electronics, machinery, aluminum oxide, textiles, plastics, and more, currently face a 5% import duty in Oman, according to PTI news report.

India and Oman are currently in negotiations for a comprehensive economic partnership agreement (CEPA), intending to reduce or eliminate customs duties on a wide range of goods agreed upon by both nations. The report suggests that a successful trade agreement would lead to the elimination of duties on major export items such as motor gasoline, iron and steel products, electronics, machinery, aluminum oxide, textiles, and more.

However, approximately 16.5% of Indian exports to Oman, valued at USD 800 million, which already have duty-free access, will not experience additional benefits from the agreement. These items include wheat, basmati rice, fruits, vegetables, medicines, fish, tea, and coffee.

GTRI Co-Founder Ajay Srivastava emphasized that while duty elimination would benefit most Indian exports, achieving significant growth in Oman, a small, middle-income economy, would also depend on improving product quality. Srivastava expressed optimism that India could substantially increase exports post the free trade agreement, given that over 80% of Indian goods currently enter Oman with an average 5% import duty.

Oman’s import duties currently range from 0 to 100%, with specific duties of 100% applicable to certain meats, wines, and tobacco products. India’s merchandise imports from Oman were USD 7.9 billion in the fiscal year 2022-23, with petroleum products and urea accounting for 73% of the imports.

The report also highlighted the potential benefits of the free trade agreement for India’s services sector. In 2022, India’s service exports to Oman were valued at approximately USD 2.8 billion, while imports were USD 0.2 billion. The report suggested that India could seek increased market access for business services and computer information services in Oman, possibly negotiating for priority visas for Indian professionals on short-term assignments.

Additionally, the report mentioned that India might request Oman’s track approval for Indian pharmaceutical products already registered with regulatory authorities such as the US Food and Drug Administration (USFDA), UK drug regulator MHRA, and the European Medicines Agency, aligning with a similar proposal in India’s free trade agreement with the UAE.

Overall, the report highlighted the potential for India to diversify and strengthen its economic ties with Oman through the proposed free trade agreement, benefiting both nations in terms of trade, services, and economic collaboration.

India seeks Oman help to solve Qatar case

India has swung into action to secure the release of the eight Indian Navy veterans whose life is at stake in Qatar after they were handed the death sentence by the Qatari Court of First Instance on “espionage” charges.

With Prime Minister Narendra Modi closely monitoring the development, External Affairs Minister S. Jaishankar has discussed all possible legal and diplomatic options with several experts to overcome the “hurdles” in the case.

While legal opinion has been sought from the experts of international law and Qatari laws to challenge the verdict in Doha, officials at the Ministry of External Affairs (MEA) are sifting through the pages of various documents and books containing various legal matters, sources told The Sunday Guardian.

“The government is dealing with this issue with a two-pronged strategy. One, it is exploring options to navigate and overcome legal complexities. Two, the government is also trying all sorts of diplomatic routes to ensure that the Qatar government shows leniency in this matter,” a diplomatic source said, adding, “while India is in direct touch with Qatar at various levels on this issue given the strong economic ties between the two countries, New Delhi will also reach out to all the countries which are friendly with Doha.”

Last week, Jaishankar’s telephonic conversation with Oman foreign minister Badr Albusaidi was considered to be a significant move in this direction. However, it is yet to be confirmed whether the Qatar verdict figured during the conversation. Some officials aware of the development however say that this telephonic talk may be part of Jaishankar’s strategy to rope in countries of the Gulf region with the Qatar verdict issue in mind. Both Oman and Qatar are part of the Gulf Cooperation Council (GCC).

Oman is one of India’s closest strategic Arab partners in the Gulf, and New Delhi will not hesitate to take help from it in such a challenging time. Over the past few days, Jaishankar has been in touch with his counterparts from Saudi Arabia and UAE also.

After the talk with Oman FM, Jaishankar said that bilateral ties and the West Asia situation were discussed. A significant fact that the officials here recall to highlight Muscat’s influence on Doha is that Oman once became the main transit gateway to Qatar after several Persian Gulf countries cut sea routes to Qatar a few years ago during a diplomatic crisis in the Gulf.

Following the onset of the crisis, most Qatari-destined goods flowed through Oman’s Port of Salalah and Sohar Port. Similarly, when Qatar Airways was banned from Saudi airspace, Oman stepped in and transported Saudi-based Qataris back to Doha. Oman always remained uninvolved in the dispute.

“India cannot forget these facts while reaching out to Oman in its diplomatic mission to seek release of ex-Navy officers from Qatar. In fact, Qatari law allows the Emir to pardon convicts typically on Qatar’s National Day, which is on 18 December. Family members of the Navy veterans have filed a mercy petition with Qatar’s Emir Sheikh Tamim bin Hamad Al Thani seeking pardon. Jaishankar and his team of diplomats have already given momentum to backchannel diplomacy.”

Officials say since the Qatari court has only read out a two-line order, the full judgement will be available on Sunday, it can be appealed against in the Court of Appeal within 15 days. If there is still no relief, an appeal will be submitted in the highest court of Qatar, the Court of Cassation. While legal battles will be fought with all force at India’s command, all diplomatic options will also be used to seek resolution of this matter.

A few months ago, Jaishankar had himself remarked, “The government has never ruled out diplomacy in case of Indian national and former Navy officer Kulbhushan Jadhav and also in the case of the eight ex-Indian Navy officers facing trial in Qatar.”

“It is in the DNA of this government to help Indians facing difficulties abroad, whether they are officials or Indians held captive in exceptional situations,” he had said. Jaishankar had then said that there was no clarity on charges against Indians in the Qatar case.

As part of the strategy to tackle the case diplomatically, India would also reach out to the global community through backchannels, seeking the countries’ attention to several flaws in the case which the Qatar court ignored, sources said.

“The case is shrouded in mystery as there is a lack of transparency surrounding the arrests, charges and the trial. All this raises questions about the circumstances leading to this situation,” a source said. “Charges have not been made public and have not been shared with us. Even if they are sharing charges it is not yet in the public domain. Only speculation is there that the case has something to do with a naval or submarine project. That the information was leaked to Israelis is the charge which is speculative in nature,” an official said.

His Majesty Sultan Haitham bin Tariq, Sultan of Oman, received H.H. Dr. Sheikh Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah, at Al Baraka Palace in the Omani capital, Muscat.

His Majesty Sultan Haitham bin Tariq welcomed His Highness the Ruler of Sharjah and his accompanying delegation at the commencement of the meeting and emphasised the strong and cordial ties that exist between the two brotherly nations and the two peoples.

His Highness the Ruler of Sharjah conveyed the greetings of President His Highness Sheikh Mohamed bin Zayed Al Nahyan, to His Majesty Sultan Haitham bin Tariq, Sultan of Oman, and his wishes for the Sultanate and the Omani people for further progress and prosperity.

Sultan Haitham bin Tariq lauded the process of cultural development in the Emirate of Sharjah and His Highness the Ruler of Sharjah’s efforts in all fields of culture, literature, history, art, and society, which extended to Arab, Islamic, and foreign nations.

His Majesty also lauded His Highness’s literary and historical output, which included the history of Oman through a collection of works tracing the history of the Sultanate.

For his part, H.H. the Ruler of Sharjah expressed his gratitude and appreciation to His Majesty Sultan Haitham bin Tariq for his gracious hospitality and warm welcome, which represent the hospitality of the Omani people and attest to the strength of the ties that bind the two nations.

His Highness highlighted the Sultanate’s extensive and rich historical and cultural legacy, which includes all of its geographic, cultural, environmental, and social components, lauding the Sultanate’s venerable historical legacy and the upholding of its founding ideals.

The Sultan of Oman and the Ruler of Sharjah discussed a number of issues of shared concern in the scientific and cultural topics, as well as ways to improve bilateral cooperation in a way that supports the advancements and ties of the relations between the two countries.

His Majesty held a luncheon in honour of the Ruler of Sharjah and his accompanying delegation. After that, His Majesty bid farewell to His Highness, wishing him a pleasant stay in the Sultanate of Oman.

An Omani delegation arrived in Yemen’s rebel-held capital Sanaa to persuade the Houthi group to resume a truce with the Yemeni government, media reported.

The delegation will hold talks with Houthi leaders, said the Houthi-run al-Masirah TV on Thursday, without providing details.

Oman, which borders both Yemen and Saudi Arabia, has been actively engaged in brokering a truce between the Houthi rebels and the Saudi-backed Yemeni government, Xinhua news agency reported.

The previous truce, which was brokered by the United Nations, lasted for six months and expired in October last year. However, fighting between Houthi rebels and pro-government forces has largely abated on several frontlines in the absence of a truce.

Yemen has been mired in a civil war since 2014 when the Iran-backed Houthi group seized control of several northern provinces and forced the Yemeni government out of the capital Sanaa.

The war has killed tens of thousands of people and pushed the country to the brink of starvation.
