At least five top Arab leaders, including heads of state or government, held accounts at Credit Suisse, the leaked data shows…writes Sanjeev Sharma

The former Sultan of Oman, Qaboos bin Said, had two accounts, including one opened in 1971 that was worth at its peak over 177 million Swiss francs ($126 million), OCCRP said in a report.

Iraqi businessman and politician Ayad Allawi held accounts starting in the 1980s overlapping with his time running a Western-backed party of Iraqi exiles and as Iraq’s Prime Minister after the US. invasion.

In Syria, these clients included Mohammad Makhlouf, the brother of former President Hafez Al-Assad’s wife, who acted as a front for his brother-in-law for years while leveraging his political ties into a commercial empire spanning tobacco, real estate, banking, and oil.

Egyptian tycoon Hussein Salem, a longtime Hosni Mubarak ally with links to the country’s intelligence agencies, was a Credit Suisse customer for over three decades. He held at least a dozen accounts with balances often running into the tens of millions, despite being publicly linked to corruption scandals for years before and after the Arab Spring, the report said.

Over his years in government, former Syrian Vice President Abdul Halim Khaddam managed to accrue tens of millions of dollars’ worth of company shares, palatial mansions, and assets held in foreign bank accounts � a striking fortune for a lifelong public servant.

Khaddam served in high-level government positions from 1970 to 2005, first as Foreign Minister and then Vice President under Hafez Al-Assad. He rose to prominence in the 1980s while helping manage Syria’s involvement in neighbouring Lebanon’s civil war, and its subsequent occupation of the country.

Seeking to foster pro-Damascus Lebanese politicians, Khaddam struck up a friendship with the wealthy businessman Rafik Hariri, backing his successful run for Prime Minister of Lebanon in 1992. Hariri was known to grease his relationships with money, and his friendship with Khaddam was no exception.

A former high-level Syrian official told OCCRP that Khaddam had “dominated Lebanon through Hariri”, who in turn paid him back with favours. He recalled meeting Khaddam in Damascus, where the Vice President was “living a legendary life”. Khaddam had a reputation for a level of corruption that was so obvious it “does not need documents” to be proven, the former official said.

Further charges against Khaddam emerged after Hariri was assassinated during his second Prime Ministership in 2005, a murder widely blamed on the Damascus regime.

The following year, Khaddam defected from the Syrian government led by its current President, Bashar Al-Assad, and fled to Paris. In retaliation, Syrian officials began leaking details of his previous dealings.

The former Vice President was just one among many Arab elites who used Switzerland to stockpile his wealth. For years, the country’s financial secrecy and relative stability made it a popular destination for legal and illicit funds.

Taking to Twitter the Additional Directorate General of Public Information for Indian Army said, “H.E. Dr Mohammed Bin Nasser Bin Ali Al-Zaabi, Secretary-General, Ministry of Defence, Sultanate of #Oman called on General MM Naravane #COAS and discussed ways to strengthen the bilateral defence cooperation between the two countries.” Dr Mohammed Bin Nasser Bin Ali Al-Zaabi also called on Air Chief Marshal VR Chaudhari on Monday and discussed bilateral military engagement and training cooperation.

Oman, UK ink pact to boost trade relations

The Sultanate of Oman and the United Kingdom have agreed to bolster the relations and high-value investment volume between the two countries, reported the Oman News Agency (ONA)…reports Asian Lite News

To this effect, an agreement of partnership was signed in London between the Oman Investment Authority and the British Office for Investment.

The trade volume between the two countries reached GBP 1 billion annually.

Moreover, direct British investments comprise 50 percent of the foreign investments volume in the Sultanate of Oman over the past years, ONA stated.

The agreement of partnership aims to invest in specific fields, namely clean energy and information technology.

Furthermore, the agreement is expected to contribute to the establishment of economic projects in Oman, including ones in the fields of construction, industry and services.

UK Minister for Investment Lord Grimstone said:Oman is a long-standing and strategic partner in the Middle East and I am pleased that the UK is further deepening our investment relationship.

“Our two countries share a vision for a sustainable and prosperous future. This Sovereign Investment Partnership ensures our respective private sectors and international investors are part of that journey.”

Foreign Minister of Oman Sayyid Badr Albusaidi said: “The signing of the MOU is in line with the aspirations of both Oman and the UK as set in the Comprehensive Agreement on Enduring Friendship and Bilateral Cooperation.

“We truly believe that by focusing our efforts on strategic joint investments, we will be able to reach further fruitful and tangible outcomes, in support of our mutual desire to continue developing a dynamic and stronger partnership.”

President of Oman Investment Authority H.E Abdulsalam Al Murshidi said: “This partnership is a perfect embodiment of OIA’s mandate under Vision Oman 2040, especially for financial sustainability and attracting foreign investors who consider OIA their partner in potential investment

UK companies have a long history of investment in Oman, with Foreign Direct Investments from the UK accounting for nearly 50% of the foreign investment into Oman in recent years.”

As a sign of this growing partnership, UK waste-to-energy pioneer Green Fuels has formed Wakud, a joint venture with an Omani consortium which has invested over $2 million into its Oman-based operations since breaking ground in 2021.

Wakud’s first biorefinery at Khazaen Economic City in Oman can process up to 20 tonnes of used cooking oil per day which is collected from restaurants and food processing establishments and made into European standard biodiesel for local consumption and for export to the UK and EU. Later this year, the plant is set to become the first solar-powered biodiesel plant in the world. Wakud has already created new jobs in Oman and the company has plans to expand operations into the wider GCC region in 2022.

It comes as the UK and the Gulf Cooperation Council, of which Oman is a member, prepare to formally launch talks over a new Free Trade Agreement. Negotiations are expected to commence this year, with a future deal set to boost links in areas like investment and services.

The signing of the MoU coincided with a meeting of the UK-Oman Strategic Advisory Group, chaired by Minister for Investment Gerry Grimstone.

Saudi gears up for GCC security exercise

Arab Gulf Security 3, which aims to strengthen the bonds of cooperation among the GCC countries in the security field, will take place this month in Dammam in the Eastern Province…reports Asian Lite  Newsdesk

Security forces from Qatar, Oman, Kuwait and Bahrain arrived in Saudi Arabia on Thursday participate in the Joint Gulf Tactical Exercise of the Security Services of the Gulf Cooperation Council States, which is hosted by the Kingdom in the Eastern Province.

First to arrive was a contingent from the Royal Oman Police, commanded by Colonel Salim Mubarak Al Abrawi, the Arab News reported.

Al Abrawi stressed the force’s the readiness to participate in the exercise, and said the force is looking forward to achieving common aspirations and raising the level of coordination among the member states.

The Qatari force, which came on board a Boeing C-17 Globemaster military cargo plane, is commanded by Maj. Yousef Al-Hamad.

Kuwait’s contingent is commanded by Brigadier General Abdullah Al-Ateeqi, who explained that the exercise is aimed at “raising the level of coordination and field cooperation” among the GCC states.

Bahrain’s team arrived in a motorcade through the King Fahd Causeway, which connects Saudi Arabia’s eastern city of Alkhobar to the island nation.

Brigadier General Dr. Sheikh Hamad bin Mohammed Al Khalifa, Assistant Chief of Public Security for Operations and Training Affairs, who is also the head of the Bahraini Ministry of Interior’s delegation for the exercise confirmed the readiness of the force to participate in the exercise.

He also pledged to achieve common aspirations among member states and raise the level of coordination and field cooperation among the participants in implementation of the goals of the exercise, and to continue developing security work and the capabilities of security elements in dealing with emergencies and various crises.

The UAE security force team had arrived in the Kingdom on Wednesday. 

Brig. Gen. Salem Abdullah Al-Habsi, a member of the Command and Control Committee, said the participants are fully geared for the exercise -coded “Arab Gulf Security Exercise 3”- which aims to enhance coordination and field cooperation, and develop capabilities for dealing with crises and emergencies.

Arab Gulf Security 3 will take place this month in Dammam in the Eastern Province, the Saudi Defense Ministry has said.

In a statement carried earlier by the Saudi Press Agency (SPA), the Saudi Ministry of Interior on Tuesday said “the exercise aims to strengthen the bonds of cooperation between the Gulf Cooperation Council countries in the security field and raise the level of coordination and the degree of readiness of the security services to confront crises and emergencies and to address all threats and risks to the Arabian Gulf region.” 

Joint Emirates Shield / 50′ drill concluded

The ‘Joint Emirates Shield / 50’ military drill concluded today west of the Maritime Theater of the UAE, following night live fire exercises.

The military practice was part of a series of operational drills scheduled for 2022 and aimed to boost the combat readiness of the UAE Armed Forces’ major units.

Major General Saleh Mohammed bin Mujren Al Ameri, Commander of the Joint Operations, who witnessed the conclusion of the exercise tonight, hailed the high tactical and combat readiness and of the UAE Armed Forces and their readiness to defend the homeland’s supreme interests.

“This exercise reflected the advanced level notched by the UAE Armed Forces in terms of their air, ground, and sea-based capabilities, to protect the nation’s gains and potential in various operational environments,” he added.

The organisation of the “Joint Emirates Shield / 50” aimed to consolidate the combat readiness of the UAE Armed Forces’ to defend the land, naval and air borders of the UAE against any dangers or future challenges under all circumstances and at all times.

Oman, UK discuss cooperation in clean energy, investment

Oman and the UK held talks on Tuesday to discuss opportunities for trade and investment cooperation in clean energy and mining in the sultanate and prospects for sustainable, long-term expansion and growth.

The discussion, which attracted around 100 delegates and allowed Omani officials to enter into dialogue with potential British investors, sought to develop Omani-UK relations while promoting investment between the two countries, in line with the goals of the sultanate’s Vision 2040.

It also sought to identify steps UK companies needed to take to invest in Oman and develop the country as a regional hub for clean energy.

Omani Minister of Commerce, Industry and Investment Promotion Qais Al-Yousef said his country had become more focused on promoting investment opportunities in recent years and regarded Britain as a key partner in its efforts to develop a stronger and more diverse economy.

He also said Oman offered great opportunities in a range of key sectors and was keen to further develop the historic relations it has with the UK.

Al-Yousef was part of a ministerial delegation visiting the UK to follow up on Sultah Haitham bin Tariq’s visit last month, and included officials from the ministry of finance and labor and the Oman Investment Authority.

The speakers at the event, organized by the Arab British Chamber of Commerce in collaboration with the Oman Embassy in London and the British Embassy in Muscat, highlighted investment opportunities in solar energy, renewable technology, wind power and hydrogen, as well as tourism, fisheries and information and communications technology.

The sultanate has implemented investment incentives and a raft of measures to attract foreign companies and to increase revenue to mitigate the effects of the COVID-19 pandemic on the economy.

The International Monetary Fund said in September that Oman is expected to switch to a surplus this year, after a spike in fiscal deficit and debt last year due to the pandemic and low oil prices.

Bill Murray, the UK ambassador to Oman, who chaired the discussion said that the meeting was being held within the framework of the UK-Oman joint action program to promote bilateral investment.

He said Sultan Haitham’s visit to the UK in December was a milestone in UK-Omani relations, adding that the roundtable was held on the day Oman marked the second anniversary of the sultan’s rule.

“Several leading UK firms active in Oman in the clean energy and mining sectors delivered positive accounts of their experiences of the Oman business environment,” ABCC said.

UAE leaders congratulate Oman Sultan on accession anniversary

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai; and His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, sent similar messages to Sultan Haitham on the occasion.

Sheikh Humaid bin Rashid Al Nuaimi, Supreme Council Member and Ruler of Ajman, has sent a congratulatory message to Sultan Haitham bin Tariq Al Said of Oman, on the anniversary of his accession to power.

Two-dose vaccination must for entry to Oman

Oman’s Supreme Committee, tasked with tackling developments resulting from the coronavirus (COVID-19) pandemic, made a decision to apply two-dose vaccination as a prerequisite for entry of non-Omanis aged 18 and above to the Sultanate from all checkpoints.

It also decided to cancel the decision that bans entry of arrivals from certain countries listed previously, namely South Africa, Namibia, Botswana, Zimbabwe, Lesotho, Eswatini, and Mozambique.

The Committee also reaffirmed that vaccination remains a condition to enter public and private establishments, according to Oman News Agency (ONA).

Johnson hosts Oman’s Sultan at No 10

The Prime Minister and Sultan Haitham committed to continue working closely together, looking ahead to a potential UK-GCC summit in 2022, reports Asian Lite News

The UK Prime Minister Boris Johnson welcomed the Sultan of Oman, Haitham bin Tariq al-Said, to Downing Street on Thursday for discussions aimed at enhancing the bilateral relationship between two countries.

He welcomed the long-standing ties between the United Kingdom and Oman and looked forward to revitalising the partnership and deepening cooperation across trade, investment and defence, Downing Street said in a press release.

The leaders noted the ongoing challenges posed by the Covid-19 pandemic and discussed efforts to boost our economic recovery, such as a new UK-Gulf Cooperation Council free trade agreement. They highlighted the investment opportunities in green and renewable technology in the UK and Oman, including in wind power and hydrogen.

On regional security issues, the leaders discussed the continuing crisis in Yemen and the talks in Vienna to revive the Iran nuclear deal. They agreed to further strengthen our defence and security cooperation, recognising the strategic importance of the Duqm base in Oman for the UK.

The Prime Minister and Sultan Haitham committed to continue working closely together, looking ahead to a potential UK-GCC summit in 2022.

The meeting was attended from the Omani side by Sayyid Shihab bin Tarik Al Said, Deputy Prime Minister for Defence Affairs, Sayyid Theyazin bin Haitham Al Said, Minister of Culture, Sports and Youth, Gen. Sultan bin Mohammed Al Nu’amani, Minister of the Royal Office,  Sayyid Badr bin Hamad Al Busaidi, Foreign Minister and Sheikh Abdulaziz bin Abdullah Al Hinai, Ambassador of the Sultanate of Oman to the UK.

Meanwhile, it was attended from the British side by David Quarrey, the Prime Minister’s International Affairs Adviser, Bill Murray, the UK Ambassador to Oman and a number of officials.

On Wednesday, Britain’s Queen Elizabeth II hosted Oman’s Sultan and his wife, Sayyida Ahad bint Abdullah, at Windsor Castle.

As a Royal felicitation to the Sultan Haitham, Queen Elizabeth II, had conferred the honorary Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George on His Majesty the Sultan.

The two heads of state, and Sayyida Ahad, 51, were pictured smiling and shaking hands, Asharq Al-Awsat reported.

The Sultan of Oman, a former culture and heritage minister who studied at Oxford University, came to power after the death of his cousin, Sultan Qaboos, last year.

Britain’s Queen Elizabeth II on Wednesday hosted Oman’s Sultan Haitham bin Tariq and his wife, Sayyida Ahad bint Abdullah, at Windsor Castle.

As a Royal felicitation to His Majesty Sultan Haitham bin Tarik and, in recognition of the historical ties binding the Sultanate of Oman and the United Kingdom, Queen Elizabeth II, has conferred the honorary Knight Grand Cross of the Most Distinguished Order of Saint Michael and Saint George on His Majesty the Sultan.

This conferment ceremony took place on Wednesday during His Majesty the Sultan’s meeting with the British monarch at Windsor Castle, Berkshire county, within the context of His Majesty’s current private visit to the United Kingdom.

The 95-year-old monarch has cut back on her engagements since an overnight hospital stay in October that raised fears for her health and prompted doctors to advise rest.

General Naravane speaks with his Omani counterpart

Earlier, India and Oman renewed the Memorandum of Understanding on military cooperation along with its annexure as well as on maritime issues on May 20…reports Asian Lite News.

Chief of Army Staff General MM Naravane on Monday held a telephonic conversation with Major General Matar Bin Salim Bin Rashid Al Balushi, Commander of the Royal Army of Oman and discussed issues of bilateral defence cooperation.

“General MM Naravane #COAS had telephonic interaction with Major General Matar Bin Salim Bin Rashid Al Balushi, Commander, Royal Army of Oman and discussed issues of bilateral defence cooperation #IndiaOmanFriendship#IndianArmy,” A tweet of the Additional Directorate General of Public Information, IHQ of MoD (Army) said.

The Sultanate of Oman is a strategic partner of India and an important interlocutor at Gulf Cooperation Council (GCC), Arab League and Indian Ocean Rim Association (IORA) fora.

Earlier, India and Oman renewed the Memorandum of Understanding on military cooperation along with its annexure as well as on maritime issues on May 20.

The signing ceremony of MoU on military cooperation was held at the Ministry of Defense, Muscat.

There are also MoUs for cooperation between Oman’s National Defence College (NDC) and Institute for Defence Studies and Analyses (IDSA) of India.

Sayyid Badr al-Busaidi, then Minister Responsible for Defence Affairs (MRDA) had also visited India in February 2020 to attend DEFEXPO 2020.
