Rajya Sabha chairman Jagdeep Dhankar on Thursday convened a meeting of the floor leaders in both Houses of the Parliament on Thursday. This was after the Chairman was forced to leave the upper house amidst a continuous uproar from the opposition benches who were raising the Vinesh Phogat disqualification.

Dhankar said that the “scene” created in the House was “unprecedented, indigestible”. “It is our bounden duty to take tough decisions. Sublimity has been misunderstood as fragility, persuasion has been misunderstood as weakness,” he added.

Earlier, Dhankar stopped presiding over the house for a brief while on Thursday and left the House saying that he did not “get the support he should have received.” This came after the members of the opposition walked out after their demand to discuss the disqualification of wrestler Vinesh Phogat from the Paris Olympics 2024 was not taken up for discussion in the House.

“Making this sacred House a centre of anarchy, attacking Indian democracy, tarnishing the dignity of the post of the Speaker, this is not just indecent conduct, this is conduct that crosses all limits… What I have been seeing in recent days and the way the challenge is being given through words, letters, through newspapers, how many wrong comments have been made. This challenge is not being given to me but this challenge is being given to the post of the Chairman. And this challenge is being given because they (opposition) think that the person sitting on this post is not worthy of it…” Dhankar said.

Dhankar expressed anguish at opposition members showing “disrespect” to the Chair. “For some time…unable to sit, (leaving) with heavy heart,” he said. On his leaving the House, the Chairman said that he was not “running away” from his oath.

“You set aflame democratic traditions…insult to the chair,” the Rajya Sabha chairman said referring to the protests in the House.

INDIA Bloc MPs staged a protest at Parliament on Wednesday also seeking justice for wrestler Vinesh Phogat following her disqualification from the Paris Olympics 2024 hours before the final. Congress Rajya Sabha MP Randeep Surjewala also raised questions on the ‘silence’ of the government.

“The whole country is hopeful that she will rise again and fight. But why is the Government of India silent?” Congress MP Surjewala said.

MP Randeep Surjewala further urged the Indian Olympic Association should talk to the International Olympic Association talk to the International Olympic Association.

“The previous day when she won three matches, her weight was less than 50 kg. So if the weight is more on the next day then how can it affect the previous day’s win? Indian Olympic Association should talk to the International Olympic Association,” MP Surjewala said.

Surjewala further added, “Not only to Vinesh, this medal belongs to the whole country and BJP needs to understand that.” (ANI)

Opposition members slam Budget in LS, RS

Both Houses of Parliament took up discussion on the Union Budget 2024-2025 on Wednesday with opposition parties accusing it of being “discriminatory” with most states and lacking vision and BJP members highlighting the achievements of the Modi government and provisions of various sectors in the budget.

The discussion was initiated by former Finance Minister P Chidambaram in Rajya Sabha and Congress MP Kumari Selja in the Lok Sabha.

Chidambaram raised four major challenges facing the economy.

He said the most significant challenge is unemployment and data released by the Centre for Monitoring Indian Economy (CMIE) indicates that the unemployment rate for June 2024 is 9.2 per cent.

Chidambaram emphasised that the primary challenge for the economy is creating sufficient employment opportunities. He pointed out that the budget’s announcement of the employment-linked incentives (ELI) scheme suggests that the Production Linked Incentives (PLI) scheme is not generating the expected employment. He urged the finance minister to disclose the number of jobs created by the PLI scheme.

Chidambaram expressed scepticism about the ELI scheme’s effectiveness. “It is an inspiring idea, but it does not inspire confidence that you will be able to place 290 lakh people under the ELI scheme as described,” he stated.

He also questioned the Reserve Bank of India’s (RBI) report claiming that over 4.67 crore jobs were created in FY24. Citing reports of over 50 lakh applicants for 60,000 police posts in UP, he challenged the assertion that there is no job crisis in the country.

Chidambaram said that the issue of unemployment is taken seriously, stating that his party, the Congress, will wait for the success of the proposed ELI scheme.

Radha Mohan Das Aggarwal of BJP highlighted the achievements made by the government led by Prime Minister Narendra Modi in the last ten years. He said Jan Dhan Yojana has provided banking services to crores of people in the country.

In her remarks, Kumari Selja said the problem of unemployment is increasing in the country.

Biplab Kumar Deb of BJP said the Economic Survey has estimated a real GDP growth of 6.5 percent to 7 percent in 2024-25. He highlighted the provisions in the budget for various sections including for farmers and education sector in the Budget.

In her remarks, Supriya Sule of NCP(SP) urged the government to hold early assembly elections in Jammu and Kashmir.

Trinamool Congress leader Abhishek Banerjee launched a strong attack on the Modi government, alleging that the Union Budget lacks clarity or vision, it has been rolled out to satisfy the coalition partners of the BJP and that it “was planned by two individuals to keep another two in good faith”.

Lok Sabha Speaker Om Birla objected to some remarks of Banerjee. Banerjee claimed that the three farm laws, which were later repealed, were not discussed. The Speaker said there was discussion in House and asserted that the Chair makes remarks after proper deliberation.

“When the Speaker speaks, he speaks correctly. You need to correct yourself,” he said.

In his remarks, Banerjee claimed that BJP-led NDA government is “on borrowed time” and “it is creaky, shaky coalition”.

“It’s a budget without any clarity or vision which has been rolled out to satisfy the coalition partners of the BJP….this Budget was planned by two individuals to keep another two in good faith,” he alleged.

Referring to the results of Lok Sabha polls in which the BJP did not get majority on its own, Banerjee alleged that it is “rejection of authoritativeness”.

“It’s a clear rejection of authoritativeness. It’s a rejection of arrogance, divisive politics and empty promises. The message from the electorate of this country is loud and clear,” he said.

Referring to the acronyms used by the BJP-led government for its various schemes, Banerjee said he will reply to to the government “in a language they understand”.

“Amidst the all failures in the last decade, the PM and his government achieved something truly remarkable. A world class collection of abbreviations. Every new initiative feels like almost a linguistic surprise. Hundred and ten names. I want to reply to this government in a language they understand,” he said.

“This is a creaky shaky coalition govt. It is so uncertain and fragile and can implode anytime. B-U-D-G-E-T B for Betrayal U for Unemployment D for Deprived G for Guarantee (Zero warranty) E for Eccentric T for Tragedy,” he added.

He accused BJP-led government of “betraying housewives, daily wage earners, farmers”.

“B for betrayal. BJP promised Ache din before coming to power In 2014. What have they done? Betrayed citizens. Betrayed housewives. Betrayed daily wage earners. Betrayed farmers. Sir price rise. 63 crore people earn less than Rs 308 a day. And 18 crore people earned Rs 180 a day. If the NDA government in the last ten years had spent even a quarter of the time it dedicated to political witch-hunting and spreading communal hatred and addressed the real issue for the interest of the people India would not be ranking 111th out of 125 countries in the world in the global hunger index. They spoke about ‘sab ka saath, sab ka vikas’ which turned into ‘jo hamare saath, ham un ke saath’,” he said. ,.

“The only thing that is growing faster than price rise and inflation is the BJP’s list of broken promises,” he added.

He alleged that ‘G’ in Budget 2024 stands for guarantee with zero warranty and went to elaborate on his definition of budget.

BJP members accused him of using unparliamentary words for Prime Minister Narendra Modi and demanded that these should be expunged.

Banerjee emphasised that the essence of coalition politics should be cooperation and collaboration and alleged that the “budget as an exercise in appeasement and compensation” ironic for a party that denounces appeasement politics.

He alleged discrimination with West Bengal in Pradhan Mantri Awas Yojana and release of MGNREGA funds.

He said the government had failed to keep up its promises and also criticised the its handling of rail safety.

Banerjee accused the government of weaponising central agencies to carry out politically motivated witch hunts against opposition leaders “like many of us including me”.

“Keep some patience and tighten your seatbelts; the weather is about to turn stormy,” he added.

DMK MP Dayanidhi Maran said that “time has come for the PM to take some good advice from and follow our CM MK Stalin”.

“When MK Stalin became the CM of Tamil Nadu, he said – I will work not only for the people who voted for me but also for the people who did not vote for me, it is my duty. Today, the PM is not working for the people who voted for his party but only for the parties which are supporting him,” he alleged.

Earlier in the Rajya Sabha, Finance Minister Nirmala Sitharaman termed as “outrageous” allegation of opposition parties about discrimination between states in the Union Budget with Congress president taking “sabki thali khali, do ki thali mein pakora, jalebi” jibe at the BJP-led government over announcements of projects for Bihar and Andhra Pradesh.

Speaking briefly in the Rajya Sabha, Kharge, who is Leader of Opposition in the House, alleged such budget has never been presented and it has been done to save the BJP-led government, which is dependent on support of JD-U and TDP for its survival. (ANI)

Leader of Opposition in Rajya Sabha Mallikarjun Kharge targeted Prime Minister Narendra Modi and the ruling BJP on Monday over various issues including the ongoing row over the National Eligibility-cum-Entrance Test (NEET) and arrests of Opposition leaders.

During his speech in Rajya Sabha on the debate on President Droupadi Murmu’s address, Kharge said, “PM Modi embarrassed India. They used to call the Gamandiya alliance, they used to say if there is Modi, anything is possible. But the arrogance of BJP was broken after the 2024 Lok Sabha elections.”

Kharge also hit out at PM Modi over his remarks during election rallies against Congress over redistribution of wealth, Mangalsutra, reservation and ‘Mujra’ among others.

He also took a dig at PM Modi’s “ek akela sab pe bhari” remark and said “Ek akela par aaj kitne log bhaari hei, election ne dikha diya ki desh ka samvidhan aur janata sab par bhaari hei.” (Elections proved that Constitution and public weigh over everything)

“President has said we will work together. But the words have been confined to just speech and not in action,” he said.

He also criticised the government over arrests of opposition leaders and alleged misuse of central agencies including the Directorate of Enforcement and the Central Bureau of Investigation in an attempt to “silence the opposition.”

“This election witnessed that a major issue was protecting the Constitution. BJP said it will amend the Constitution. But the elections proved that issues keep coming and going but Constitution will thrive, democracy will survive, elections will keep happening and we will also be here,” Kharge said.

“The common people supported the opposition in this fight. They took a major step towards protecting the Constitution,” he added.

The LoP also questioned the relocation of statues of national leaders in the Parliament House complex.

“There was no meeting or prior consultation. It was done as though in authoritarian rule,” he said. He urged for discussion with the committee that includes LoP, members, and the House Chairman.

However, Rajya Sabha Chairman Jagdeep Dhankar said that it has been done properly and methodically and there should not be criticism for the sake of criticism. He also urged members to visit the new location.

Union Parliamentary Affairs Minister also objected to Kharge’s criticism and clarified that statues were not kept at just any location but shifted with proper respect and given appropriate space. (ANI)

LS Speaker clears the air after Rahul’s jibe

Congress leader Rahul Gandhi and Lok Sabha Speaker Om Birla had a verbal exchange inside the House on Monday when the latter questioned him as to why he bowed down to Prime Minister Narendra Modi when he shook hands with the PM on the day he was elected as Speaker of Lok Sabha on June 26.

Participating in the debate on the Motion of Thanks to the President for her address to a joint sitting of Parliament, Rahul Gandhi said that whatever the Speaker says fundamentally defines Indian Democracy.

“There are two structures; one is he (Rahul Gandhi) as an individual and one is the Leader of the Opposition. As individuals, I might have likes and dislikes but I as Leader of Opposition have to suppress them, reduce them and say my the voice of opposition. That is the idea of the democratic system. The people have given me responsibility and that responsibility should overcome my personal likes, dislikes and aspirations. Now Speaker sir why I am saying this and forgive me for saying this but when you were being put on that chair I walked there to help you to walk to the chair and I shook hands with the Prime Minister and you (Om Birla) and them I walked to your chair. You are the final arbiter of the Lok Sabha. You are the final word here. What you say fundamentally defines Indian Democracy. You don’t allow us to speak, you allow us to speak, you allow them to speak, you don’t allow us to speak, all these things define Indian Democracy,” Rahul said.

He further told Lok Sabha Speaker that two people were sitting on the chair.

“There is the Speaker of Lok Sabha and there is Mr Om Birla, when Modi ji went and shook your hand and I went to shook your hand, I noticed something, when I shook your hand, you stand straight and shake hand with me and when Modiji shook the hands you bowed down and shook his hands,” the Congress leader claimed.

This remark prompted an immediate response from Union Home Minister Amit Shah, who accused Rahul Gandhi of disrespecting the chair.

“Yeh chair ke samane aroop hai,” the Home Minister said.

Speaker Om Birla responded to Rahul Gandhi’s remarks, saying his “Sanskriti, sanskar” tell him that he should bow to elders and treat those younger to him inappropriate way.

“Prime Minister Narendra Modi is the Leader of the House. Mera sanskar kehta hai ki jo hamse bade hain unse jhuk ke namaskar karo and barabar walo se seedhe khade hoke (My culture teaches me to bow down in front of elders and shake hands with equals by standing straight),” Birla said, referring to a cultural norm of showing respect to elders.

The Congress leader reiterated his respect for the Speaker’s words but maintained his stance on the importance of the Speaker’s role.

BJP fields Nadda, Chavan for RS polls

The Bharatiya Janata Party (BJP) on Wednesday fielded its national president JP Nadda for Rajya Sabha elections from Gujarat and former Congress leader Ashok Chavan from Maharashtra.

The BJP’s latest list of candidates for the biennial Rajya Sabha polls has seven nominees; four for Gujarat and three for Maharashtra.

The other three BJP candidates from Gujarat are Govindbhai Dholakia, Mayankbhai Nayak and Dr Jashvantsinh Parmar.

Medha Kulkarni and Dr Ajit Gopchhade have been named as party candidates from Maharashtra.

Meanwhile, Nadda, who is currently a Rajya Sabha member from Himachal Pradesh, is being fielded from Gujarat since the BJP does not have the numbers to win the lone seat in the Congress-ruled hill state.

Ashok Chavan joined the BJP on Tuesday, a day after quitting the Congress in the presence of Deputy Chief Minister Devendra Fadnavis.

Earlier today, the BJP announced that it’s nominating Union ministers Ashwini Vaishnaw from Odisha and L Murugan from Madhya Pradesh for the upcoming elections.

On Sunday, the BJP named 14 candidates for the Rajya Sabha polls, including former Union Minister R P N Singh and party spokesperson Sudhanshu Trivedi.

The last day for filing nomination papers is February 15. The term for Rajya Sabha MPs is six years and elections are held after every two years for 33 per cent of the seats. Currently, the Rajya Sabha has a strength of 245 members.

Out of the total 245 members, out of which 233 are representatives of the States and Union territories of Delhi, Puducherry Jammu and Kashmir (w.e.f. 31.10. 2019) 12 are nominated by the President.

Based on population, each state is allocated a certain number of candidates in the Upper House.

Members of the state legislative assemblies choose Rajya Sabha members through an indirect election system of proportional representation by means of a single transferable vote.

The Election Commission has scheduled the Rajya Sabha elections for 15 states, including Uttar Pradesh, for February 27.

Voting will take place from 9 am to 4 pm on this date, with the deadline for nominations set for February 15.

The results of the elections will be announced on the same day, February 27.

The Election Commission has announced the biennial Rajya Sabha polls on February 27 for 56 seats, as the tenure of incumbents ends in April. (ANI)

RS passes bill on appointment of CEC

The Rajya Sabha on Tuesday passed the legislation on the appointment of the Chief Election Commissioner and other Election Commissioners, while the Opposition walked out of the proceedings after markings its objection to the proposed law.

The bill was passed after a reply by Union Law Minister Arjun Ram Meghwal, who said that the Election Commission will continue to “work independently” and that bill had been brought following a Supreme Court judgement.

Calling the Bill an attack on the democracy of India, Congress MP Randeep Surjewala said that the autonomy, fearlessness and fairness of India’s democracy and electoral machinery have been crushed by a bulldozer.

“Modi government has attacked the democracy of India. The autonomy, fearlessness and fairness of India’s democracy and electoral machinery have been crushed by a bulldozer,” Surjewala said.

He further said that the Modi government is passing a law in Rajya Sabha today to make the Chief Election Commissioner and Election Commissioners of the Election Commission of India, a ‘pawn Election Commissioner’.

“The Modi Government is passing a law in Rajya Sabha today to make the Chief Election Commissioner and Election Commissioners of the Election Commission of India, a ‘pawn Election Commissioner’,” he added.

Congress leader further said that there was a time when EC meant ‘Electoral Credibility’, today it means ‘Elections Compromised’.

“They will appoint a Chief Election Commissioner and Election Commissioners of their own choice. They will run their Election Commission as per their desire. They will prepare an electoral list as per their desire…This is perhaps one of the biggest blows to democracy hurled by the Modi government in the last 9 years…We will take it to the end and the struggle will continue from Parliament to the streets,” he added.

Moreover, DMK MP T Siva said that the passing of the bill will be totally in the government’s favour.

“This will be totally in the government’s favour, it can’t be neutral in the way it is expected. In a democratic country, how can this be acceptable?” he added.

The amendments moved by the opposition parties to the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023, were negative.

The bill provides for the appointment, qualifications, Search Committee, Selection Committee, term of office, salary, resignation and removal, leave, pension of the Chief Election Commissioner and other election commissioners.

Meghwal said that Election Commission (Conditions of Service of Election Commissioners and Transaction of Business) Act, 1991 does not contain provisions regarding the qualifications, search committee for preparing a panel of persons for consideration and recommendation by the Selection Committee for appointment as CEC and election commissioners.

The Supreme Court, in a writ petition, declared that the appointment of CEC and ECs shall be made by the President on the basis of advice tendered by a committee consisting of the Prime Minister, the Leader of Opposition in the Lok Sabha or leader of the largest opposition party in the House and the Chief Justice of India. Meghwal said judgment had noted that the norm provided by the Supreme Court will continue to hold good till a law is made by the Parliament.

“We are bringing the law for this purpose,” he said.

Participating in the debate, Congress leader Randeep Singh Surjewala said the bill does not pass “constitutional muster”. “It is manifestly arbitrary; its intent is disastrous and the result is disastrous,” he said.

The Congress leader said that the independence of the Election Commission is sine quo for democracy.

Other opposition members also opposed the bill. They later staged a walk-out. BJD supported the bill.

The bill will replace the Election Commission (Conditions of Service of Election Commissioners and Transaction of Business) Act, 1991. (ANI)

Bill to reserve one-third seats for women in J&K assembly introduced  

A bill seeking to reserve one-third of assembly seats in Jammu and Kashmir was introduced in the Lok Sabha on Tuesday.

The Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023 was introduced in the House by Minister of State for Home Nityanand Rai.

The bill seeks to enable greater representation and participation of women as public representatives in law-making processes of Jammu and Kashmir assembly.

Parliament has enacted the Constitution (One Hundred and Sixth Amendment) Act, 2023 to pave way for reservation of one-third of the total number of seats for women in Lok Sabha, state assemblies and \in Delhi assembly.

The bill seeks to make similar provisions in Jammu and Kashmir by amending the Jammu and Kashmir Reorganisation Act, 2019.

Trinamool Congress MP Saugata Roy said that elections have not been announed to Jammu and Kashmir assembly and there is no hurry to introduce the bill. (ANI)

After the passage of the Jammu and Kashmir Reservation (Amendment) Bill, 2023 and the Jammu and Kashmir Reorganisation (Amendment) Bill 2023 by the Rajya Sabha, which followed the Supreme Court upholding the revocation of Article 370 from the erstwhile state, the Upper House has more businesses lined for Tuesday as the Parliament reconvenes for the ongoing Winter Session.

Both Houses are scheduled to take up important businesses on the ninth day of the Winter Session, as Union Minister Arjun Ram Meghwal is to move the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023, in the Rajya Sabha for consideration and passage to regulate the appointment, conditions of service and term of office of the Chief Election Commissioner and other Election Commissioners, and the procedure for transaction of business by the Election Commission.

Meghwal will also move the Repealing and Amending Bill, 2023, in the Rajya Sabha on Tuesday for consideration and passage to repeal certain enactments and amend an enactment. The Bill was earlier passed by the Lok Sabha.

Apart from these, Rajya Sabha MPs Laxmikant Bajpayee, Vivek Tankha and Jayant Chaudhary are to present the Two Hundred and Fifty-Second Report (in English and Hindi) of the Committee on Subordinate Legislation on the Wetlands (Conservation and Management) Rules, 2017 in the House.

Fellow Upper House members Satish Chandra Dubey and Fauzia Khan are to lay on the table a copy (in English and Hindi) of the Thirty-Fourth Report of the Department-related Parliamentary Standing Committee on Consumer Affairs, Food and Public Distribution (2023-2024) on Action Taken by the Government on the Observations/Recommendations contained in the Twenty Eighth Report of the Committee on “Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)” pertaining to the Ministry of Consumer Affairs, Food and Public Distribution (Department of Food and Public Distribution).

Later into the session, BJP MPs Sudhanshu Trivedi and Krishan Lal Panwar are to table a copy each (in English and Hindi) of the following statements of the Department-related Parliamentary Standing Committee on Energy:- (i) Final action taken by the government on observations/recommendations contained in Chapter-I of the Thirty-Seventh Report (Seventeenth Lok Sabha) of the Department-related Parliamentary Standing Committee on Energy on the action taken by the government on observations/recommendations contained in its Twenty-First Report (Seventeenth Lok Sabha) on ‘Financial Constraints in the Renewable Energy Sector’.

Final action taken by the government on observations/recommendations contained in Chapter-I of the Thirty-Eighth Report (Seventeenth Lok Sabha) of the Department-related Parliamentary Standing Committee on Energy on the Action Taken by the Government on observations/recommendations contained in its Twenty-Seventh Report (Seventeenth Lok Sabha) on ‘Evaluation of Wind Energy in India’ will also be tabled by the two BJP members. BJP MPs to introduce uniform civil code in RS

In the Rajya Sabha on Friday, BJP MP Kirodi Lal Meena will introduce ‘The Uniform Civil Code in India Bill, 2020’, seeking constitution of the National Inspection and Investigation Committee for preparation of ‘Uniform Civil Code’ and its implementation throughout India.

BJP MP Harnath Singh Yadav will introduce the Population Control Bill and NCP MP Fauzia Khan will be introducing the ‘Universal Health Care Bill in the Upper House.

Friday is dedicated for members to move the Private Bills.

YSR Congress Party MP Vijayasai Reddy V. will move three Bills — The Right of Children to Free and Compulsory Education (Amendment) Bill, 2020 to further to amend the Right of Children to Free and Compulsory Education Act, 2009; The Constitution (Amendment) Bill, 2020 (insertion of new Article 21B); and The Indian Penal Code (Amendment) Bill, 2021.

Another MP Y.S. Chowdhury will move The Constitution (Amendment) Bill, 2020 (insertion of new Articles 12A and 12B).

The other work in the Upper House includes the presentation of reports of the Department related to the Parliamentary Standing Committee on Health and Family Welfare. The Committee in its 130th report on action taken by the government on the recommendations/ observations contained in its 123rd Report on “Outbreak of Pandemic Covid-19 and its Management”; Report of the Committee on Empowerment of Women (2019-20) on action taken by the government on the recommendations contained in the 14th report (16th Lok Sabha) of the Committee (2018-19) on ‘Yoga And Sports Facilities for Women’ will also be presented.
