Vietnamese parliament to elect top leaders at upcoming session

The 15th National Assembly (NA) of Vietnam, the country’s top legislature, will gather for its inaugural session from July 20-31, focusing on decisions about high-ranking personnel of the state apparatus, an official said on Saturday.

Bui Van Cuong, Secretary-General of the NA, made the remarks at a press briefing held here about the agenda of the session, reports Xinhua news agency.

At the sitting, Vietnamese lawmakers will spend three working days to review and decide on 50 high-ranking positions of the state apparatus, Cuong said.

In particular, the NA will elect the NA chairperson, the state president, the prime minister and the vice state president among other top positions, and decide on the number of cabinet members as well as approve appointments for those positions.

At the last session of the 14th NA in late March, lawmakers elected Vuong Dinh Hue as the NA chairman, Nguyen Xuan Phuc as the state president, and Pham Minh Chinh as the prime minister, among other personnel decisions.

During the upcoming session, the NA will also review important reports including the country’s five-year socio-economic development plan, the five-year financial plan, and medium-term public investment plan for the 2021-2025 period.

Compared to a previous plan, the duration of the session will be shortened by five days to ensure utmost safety for participants amid the complicated development of Covid-19 in the country, Cuong said.

On May 23, Vietnam held a general election where 499 deputies to the 15th NA for the 2021-2026 tenure, were elected.

Vietnam slams China

As China plans to deploy one of its “largest-ever” oceanographic research and training vessels in Paracel Islands, Vietnam said that all the activities in the islands without the country’s permission are “illegal”.

It has been reported that China plans to deploy one of its “largest-ever” oceanographic research and training vessels, named the Sun Yat-sen University, in October of this year, reported Vietnam News.

Speaking at the press briefing on Thursday Foreign Ministry’s Spokesperson Le Thi Thu Hang said, “As we have reiterated many times, Vietnam has sufficient legal grounds and historical evidence to assert its sovereignty over the Truong Sa (Spratly Islands) and Hoang Sa Islands (Paracel Islands). Vietnam has lawful rights over these waters which is provided by the 1982 United Nations Convention on the Law of the Sea (UNCLOS)”.

Paracel Island is also known as Xisha in China and Hoang Sa in Vietnam. The island chain lies about 400 kilometres (250 miles) east of Vietnam and 350 kilometres (220 miles) south of China.

The Vietnamese diplomat stressed that all research activities, surveying, and scientific exploration conducted in the Truong Sa and Hoang Sa islands, without Vietnam’s approval, constitutes a “violation of the sovereignty and relevant rights of Vietnam, and is therefore illegal and null and void.”

The South China Sea is grouped into three archipelagos including the Paracel Islands and Spratly Islands. China claims almost the entire South China Sea as its sovereign territory, and it has aggressively asserted its stake in recent years.

Paracel island is disputed between China, Taiwan, and Vietnam. It has been occupied by China.

Meanwhile, Spratly island is claimed by China, Taiwan, Vietnam, Malaysia, the Philippines, and to a lesser degree, Brunei. (ANI)

Prime Minister Narendra Modi on Saturday spoke to Pham Minh Chinh and congratulated him for becoming the Prime Minister of Vietnam

During the telephonic conversation, Prime Minister Modi expressed confidence that the India-Vietnam Comprehensive Strategic Partnership will continue to become stronger under his able guidance.

Prime Minister Modi underscored the fact that both countries share a similar vision of an open, inclusive, peaceful and rules-based Indian Ocean Region, and hence the India-Vietnam Comprehensive Strategic Partnership can contribute to promote regional stability, prosperity and development.

In this context, the Prime Minister also noted that both India and Vietnam were presently fellow-members of the UN Security Council.

Prime Minister thanked PM Chinh for the valuable support provided by the Government and people of Vietnam during the 2nd wave of the Covid-19 pandemic in India.

The leaders agreed that both countries should continue consultations and cooperation to support each other’s continuing efforts against the pandemic.

Both Prime Ministers reviewed the state of bilateral relations and shared their views on different areas of cooperation.

Noting that the year 2022 marked the 50th anniversary of the establishment of diplomatic relations between the two countries, they agreed to celebrate this auspicious milestone in a befitting manner through various commemorative activities.

India, Vietnam agree on strengthen ties between armed forces

Rajnath Singh said India and Vietnam continue to make forward movement in overcoming the challenges posed by Covid-19…reports Asian Lite News.

Defence Minister Rajnath Singh on Thursday held an online interaction with Minister of National Defence of Vietnam Sr Lt Gen Phan Van Giang and both reviewed the progress in the current initiatives of the two countries in defence areas.

During the interaction, both sides expressed commitment to further enhance engagements between the Defence Forces of the two countries under the framework of India-Vietnam Comprehensive Strategic Partnership (2016) and under the guidance of the Joint Vision for Peace, Prosperity and People signed during the Virtual Summit between the Prime Ministers of the two countries in December 2020.

Both Ministers acknowledged the significance of the Joint Vision Statement of 2015-20 in strengthening defence cooperation engagements between both the countries thus far and looked forward to concluding the Joint Vision Statement of 2021-25 at the earliest opportunity.

The Ministers agreed to initiate measures to enhance cooperation in Defence Industry and Technology domain and look forward to greater synergy in effectively deepening bilateral cooperative engagements across the spectrum.

Both Ministers expressed satisfaction at the ongoing activities between the two countries despite the limitations imposed by Covid-19.

In a series of tweets, Rajnath Singh termed the relationship between India and Vietnam as “strong and effective”.

He said, “India attaches great importance to its bilateral defence cooperation with Vietnam.”

“Both India and Vietnam share a long-standing tradition of helping each other in difficult times. We have achieved substantial progress in defence industry cooperation in recent years,” the Defence Minister added.

Rajnath Singh said India and Vietnam continue to make forward movement in overcoming the challenges posed by Covid-19.

He thanked Sr Lt Gen Phan Van Giangfor inviting him on an official visit to Vietnam, and he looked forward to it. (INN)

Raab’s visit to Vietnam aims to boost ASEAN ties

Speaking in Vietnam, Foreign Secretary, Dominic Raab, said: “The UK greatly values our friendship with Vietnam. Since my last visit, we have made progress on trade and economic ties.”…reports Asian Lite News.

Foreign Secretary Dominic Raab on Tuesday met his Vietnamese counterpart Bui Thanh Son to discuss the implementation of the UK-Vietnam Strategic Partnership Agreement.

They have also discussed subjects such as the global health security, climate change and Myanmar, the government said.

It said the foreign secretary’s visit will build momentum for the UK’s bid to join the regional trade block – the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

The UK Government is today setting out its approach to membership, alongside the release of the UK‘s strategic case for seeking CPTPP accession to include scoping and economic assessments.

During the visit, the UK also looked to progress its ambition for ‘ASEAN Dialogue Partnership’ status, which would allow the UK to further strengthen relations with ASEAN countries, based on shared interests and mutual benefits.

Speaking in Vietnam, Foreign Secretary, Dominic Raab, said: “The UK greatly values our friendship with Vietnam. Since my last visit, we have made progress on trade and economic ties.”

“We welcome Vietnam’s support for UK’s accession to the CPTPP trading block, and I am very grateful for its ASEAN chairmanship last year – laying the foundations towards the UK becoming an ASEAN dialogue partner,” he added.

Raab has also met President Nguyen Xuan Phuc at the Presidential Palace. They have discussed key issues with the climate change and Vietnam’s ambition for energy transition.

Raab’s meeting with Deputy Prime Minister Pham Binh Minh covered developments within the Strategic Partnership Agreement, COP26, Covid-19 recovery and maritime security. The Strategic Partnership framework sets out cooperation between the two countries for the next ten years, the the government said.

The Foreign Secretary has also met the Minister of Public Security, To Lam, with topics of discussion including cooperation to tackle illegal migration, human trafficking and transnational crime.

While in Hanoi, the Foreign Secretary delivered opening remarks at the 5th ASEM (Asia-Europe Meeting) on the UK’s ambitions for its ’Indo-Pacific tilt‘ to an audience of more than fifty countries.

Several regional foreign ministers, including Vietnam’s Foreign Minister Son, Singapore’s Foreign Minister Balakrishnan, Cambodia’s Sokhonn, Laos‘ Kommasith, Korea‘Chung, as well as the European Union’s High Representative Borrell, Russian Foreign Minister Lavrov and Portugal’s Vice Foreign Minister, Zacarias, were present.

Raab also announced UK funding to support a network of women peacebuilders and mediators across the region through the ASEAN Women’s Peace Registry.

The financial contribution will also help ASEAN develop its Regional Action Plan on Women, Peace and Security and support ASEAN member states, including Vietnam, to develop and implement their own National Action Plans.

The visit comes ahead of the UK’s Carrier Strike Group led by the HMS Queen Elizabeth, which will make its maiden visit to the region, arriving in Singapore later this year.
