President lauds record production by farmers

Indian Railways operated over 1,900 Kisan Rails on more than 150 routes to transport perishable food items like vegetables, fruits and milk, thereby transporting about six lakh metric tonnes of agricultural produce…reports Asian Lite News

Despite the Covid pandemic, Indian farmers produced more than 30 crore tonnes of food grains and 33 crore tonnes of horticulture produce in 2020-21 even as the government made record procurement to match the record production, President Ram Nath Kovind said on Monday.

“I would like to give maximum credit to the small farmers of the country for this consistent success and strengthening the agriculture sector,” President Kovind said in his speech on the first day of the Budget session.

“My government is working continuously to empower the farmers and the rural economy of the country. The government procured 433 lakh metric tonnes of wheat during the Rabi season benefiting about 50 lakh farmers. A record quantity of about 900 lakh metric tonnes of paddy was procured during Kharif season, benefiting one crore 30 lakh farmers,” he said.

Stating that agriculture exports have also reached a record level due to the efforts of the government, he said, “Agricultural exports registered a growth of more than 25 per cent in the year 2020-21, and have reached nearly Rs three lakh crore.”

Because of the incentives provided to honey production, domestic production of honey has reached 1,25,000 metric tonnes in 2020-21, President Kovind said and pointed out that it is an increase of about 55 per cent compared to 2014-15. “Export volume of honey has also grown by more than 102 per cent as compared to 2014-15,” he said.

The government endeavoured new avenues of prosperity for the farmers by launching Kisan Rail Seva, wherein, during the Corona period, Indian Railways operated over 1,900 Kisan Rails on more than 150 routes to transport perishable food items like vegetables, fruits and milk, thereby transporting about six lakh metric tonnes of agricultural produce.

Asserting that the interests of the small farmers, who constitute 80 per cent of the farmer-community, have always been central to our government, the President said, “Under the PM-Kisan Samman Nidhi, Rs 1.80 lakh crore have been provided to more than 11 crore farmer families.”

Economic Survey pegs growth at 8 to 8.5% for new financial year

According to the Survey, the supply-side reforms undertaken by the government in the last two years include deregulation of numerous sectors, simplification of processes, removal of legacy issues like ‘retrospective tax’, privatisation, production-linked incentives and so on, reports Asian Lite News

With the number of Covid-19 infections coming down, the Economic Survey has projected the Indian economy to grow between 8.0-8.5 per cent in 2022-23 as it expects the economic momentum to come back while reaping the benefits of the supply-side reforms announced by the government in the last two years.

“This projection is also based on the assumption that there will be no further debilitating pandemic related economic disruption, monsoon will be normal, withdrawal of global liquidity by major central banks will be broadly orderly, oil prices will be in the range of US$70-$75/bbl, and global supply chain disruptions will steadily ease over the course of the year,” said the Economic Survey.

According to the Survey, the supply-side reforms undertaken by the government in the last two years include deregulation of numerous sectors, simplification of processes, removal of legacy issues like ‘retrospective tax’, privatisation, production-linked incentives and so on.

While the projected GDP growth for 2022-23 will make India the fastest growing economy in the world even next year, it is still below the International Monetary Fund’s projections for India’s growth at 9 per cent for 2022-23.

The annual Economic Survey gives projections for the forthcoming year and gives a review of the year gone by. The survey was tabled in Parliament today ahead of the presentation of the Union Budget for 2021-22 on Tuesday.

The GDP growth in the current financial year (2021-22) is expected at 9.2 per cent, according to the National Statistics Office, while the Reserve Bank of India has forecast it to grow at 9.5 per cent.

At 9.2 per cent, India’s GDP growth in 2021-22 will be the fastest in at least 17 years. It had contracted by a record 7.3 per cent in 2020-21.

“Overall, macroeconomic stability indicators suggest that the Indian economy is well-placed to take on the challenges of 2022-23,” said the Survey.

Growth in government revenues will help in meeting fiscal targets

The Economic survey has said that with the strong rebound in tax revenues in 2021-22, the government will be able to provide additional fiscal support if necessary.

“The fiscal support given to the economy as well as to the health response caused the fiscal deficit and government debt to rise in 2020-21. However, a strong rebound in government revenues in 2021-22 has meant that the government will comfortably meet its targets for the year while maintaining the support, and ramping up capital expenditure,” the Survey said.

The Centre’s fiscal deficit declined 35.3 per cent as against last year to Rs 6.9 lakh crore in April-November period, accounting for 46.2 per cent of the Budget target for the full year, data released by the Controller General of Accounts showed.

Fiscal deficit in the same period last year had accounted for 135.1 per cent of the full year’s target as the pandemic-induced lockdowns had fractured the government’s finances. The government’s financial position is substantially better in the current financial year, primarily on account of the sharp increase in receipts.

The fiscal deficit target for 2021-22 is Rs 15 lakh crore, or 6.8 per cent of the GDP.

The sharply higher-than-projected nominal GDP at 17.6 per cent in 2021-22 will also help the government to project a lower fiscal deficit as a ratio of GDP.

According to a back-of-the-envelope calculation, the fiscal deficit in 2021-22 will fall 6.5 per cent of GDP from the budgeted 6.8 per cent because of the higher nominal GDP projected by the statistics office.

Need to be wary of global energy prices

According to the Economic Survey, inflation has reappeared as a global issue in both advanced and emerging economies and India needs to be wary of imported inflation especially from global energy prices.

India’s headline inflation rate based on the Consumer Price Index (CPI) surged to a five-month high of 5.6 per cent in December, primarily on account of the statistical effect of a low base. Retail inflation was 4.91 per cent a month ago.

With this, CPI inflation has averaged 5 per cent for the October-December period, marginally below the RBI’s forecast of 5.1 per cent.

Wholesale price inflation, however, has been running in double-digits.

Massive protests in Canada against vaccine mandates

After being joined by thousands of other protesters, it then turned into a demonstration against the government’s overall restrictive measures during the Covid-19 pandemic….reports Asian Lite News

Hundreds of trucks and thousands of protesters blocked the streets toward downtown Ottawa on Saturday to protest the government’s vaccine mandates required to cross the Canada-US border.

The protest is part of a self-titled “Freedom Convoy 2022”, which started out as a rally of truckers against the requirement that Canadian truck drivers crossing the border into the US be fully vaccinated as of mid-January, Xinhua news agency reported.

After being joined by thousands of other protesters, it then turned into a demonstration against the government’s overall restrictive measures during the Covid-19 pandemic.

The crowd gathered around the Parliament Hill, waving flags and banners and chanting slogans against Prime Minister Justin Trudeau, who is self-isolating after one of his children tested positive for the novel coronavirus.

The increasing number of protesters prompted police to prepare for the possibility of violence. As of Saturday night, no injuries or deaths were reported.

Parliament members were advised by the head of House of Commons security, Sergeant-at-Arms Patrick McDonell, to “go somewhere else” if a demonstration occurred at their personal residences or constituency offices, and to “refrain from posting anything related to the demonstration on social media.”

After Air India, Tata takes over Neelachal Ispat Nigam

At present, NINL has an integrated steel plant with a capacity of 1.1 MT, at Odisha’s Kalinganagar. The company has been running in huge losses and the plant has been closed since March 30, 2020….reports Asian Lite News

The Centre has approved Tata Steel Long Products’ bid to buy steel producer Neelachal Ispat Nigam, an official statement said on Monday.

The Centre’s ‘Alternative Mechanism’ approved the bid for buying 93.71 per cent of shares of JV partners of four CPSEs and two Odisha state government PSEs at the bid enterprise value of Rs 12,100 crore.

The Centre does not hold any equity in the company.

“However, on the request of the Boards of selling shareholder PSEs and on concurrence by the Govt of Odisha, the CCEA ‘in principle’ approved strategic disinvestment of NINL on January 8, 2020, and authorised Department of Disinvestment & Public Asset Management (DIPAM) to undertake the transaction,” the statement said.

At present, NINL has an integrated steel plant with a capacity of 1.1 MT, at Odisha’s Kalinganagar. The company has been running in huge losses and the plant has been closed since March 30, 2020. Besides, it has debt and liabilities exceeding Rs 6,600 crore as on March 31, 2021, including overdues of promoters, banks, other creditors and employees.

The company has negative networth of Rs 3,487 crore and accumulated losses of Rs 4,228 crore as of March 31, 2021.

“Tata Steel Long Products Ltd (TSLP) emerged as ‘H-1’ bidder, whose bid has been accepted by the AM. Letter of Intent (LoI) is being issued to TSLP inviting them to sign the SPA. At this stage, 10 per cent of the bid amount shall be paid by the successful bidder into the Escrow account.

“This is the first instance of privatisation of a public sector steel manufacturing enterprise in India. The success of the transaction is a win-win situation for all.”

As per the Finance Ministry, the biggest advantage of this privatisation will be to the local economy of the region as the strategic buyer will be able to revive a closed plant, bring in modern technology, best managerial practices and make infusion of fresh capital, which will help in augmenting the capacity of the plant.

“Govt. of Odisha has given active support to the process of privatisation. The privatisation will help in creating new jobs in the region by creation of ancillary industries and supplier’s network.

“Keeping in view the best interest of the serving employees, it was decided to keep the employees’ dues as the top most ranking liability in the ‘Waterfall Agreement’ to be satisfied first before any other liability.”

Furthermore, the ministry cited that the transaction is on “going concern” basis and the employees of NINL will continue to be the employees of the company in terms of the ‘Share Purchase Agreement’ (SPA), which binds the buyer to have a lock-in period of one year.

“The strategic buyer will also be bound to follow the terms of VRS applicable to CPSEs whenever such a decision is taken.

“Post-sale consideration will go towards settling of the liabilities of the company, in the order provided in ‘Waterfall Agreement’.”
