Israel parliament dissolves

Israeli lawmakers on Thursday unanimously voted to dissolve Parliament, after Prime Minister Naftali Bennett’s fragile coalition government collapsed, triggering the fifth general election in less than four years…reports Asian Lite News

The 120-member Knesset (Parliament) voted 92-0 to dissolve and to hold the election on November 1, Xinhua news agency quoted an official statement as saying.

Bennett is expected to hand power to Foreign Minister Yair Lapid, leader of the centrist Yesh Atid party, under the power-sharing deal they agreed upon following inconclusive elections in 2021.

Lapid will officially become the caretaker Prime Minister on Friday and will hold the position until the next government is formed.

In a televised address on Wednesday, the outgoing Prime Minister had announced that he will not run in the November polls, saying the past year was marked by personal attacks against him and constant attempts to topple his government by the opposition led by his predecessor Benjamin Netanyahu.

He added that it was “hard” for him and his family.

Bennett led a coalition made up of eight ideologically diverse parties, including Dovish liberals, centrists, Hawkish right-wingers and an Arab party that had made history by joining for the first time a ruling coalition in Israel, united with the aim of ousting Netanyahu who is facing a criminal trial over corruption charges.

Netanyahu, who is now the opposition leader, has been holding talks on establishing a new coalition government within the current Parliament without dissolving it, according to reports by state-owned Kan TV news and other local media.

But he and his right-wing Likud party are reportedly far from recruiting enough lawmakers for the move.

Olympic stars to lead India for World Athletics Championships

While most of the selections were on expected lines, some decisions raised eyebrows — like the omission of long jumper Jeswin Aldrin, who was left out despite qualifying for the event…reports Asian Lite News

Olympic gold medallist javelin thrower Neeraj Chopra, top male steeplechaser Avinash Sable and long jumper M Sreeshankar will lead the Indian charge at the World Athletics Championships to be held at Eugene, Oregon in the US, from July 15-24.

The Athletics Federation of India (AFI) on Thursday announced a 22-member squad, including five women, for the biggest competition for athletes this year.

Neeraj, who recently finished second in the Paavo Nurmi Games in Turku, setting the national record of 89.30 metres in the process and then won a gold medal at the Kuortane Games with a creditable effort of 86.60m in horrible conditions, will be India’s main hope for a gold medal in Oregon, continuing his surge from Tokyo.

AFI president Adille J. Sumariwalla said the team has been selected from among those who had either attained the entry standard set by World Athletics or qualified based on their world rankings.

Seven of the 16 athletes, who will compete in individual events, are National Record holders. They include Sable, Sreeshankar, Tajinderpal Singh Toor, Neeraj Chopra, Sandeep Kumar, Annu Rani and Priyanka Goswami.

The AFI informed that quarter-miler Amoj Jacob has been selected for the 4x400m relay subject to fitness. “Arokia Rajiv will replace Amoj in case he does not regain fitness,” Sumariwalla said.

Similarly, women 400m sprinter Aishwarya Kailash Mishra’s selection was subject to a fitness trial — with electronic time and dope testing. Recently, there were reports of her evading a dope test, though the athlete has denied the allegation.

Aishwarya Mishra clocked 51.18 seconds in the Federation Cup in Kozhikode on April 3 and has not completed a lap in a competitive event since. She entered the National Inter-State Athletics Championships in Chennai earlier this month but was disqualified after making a foul start in the 400m heats.

Asked what explanation she gave for not being available for the dope test, Sumariwalla said the athlete informed that she was at her native place where her grandmother was unwell and had also lost her phone.

While most of the selections were on expected lines, some decisions raised eyebrows — like the omission of long jumper Jeswin Aldrin, who was left out despite qualifying for the event.

Sumariwalla and chief national coach Radhakrishnan Nair explained that Jeswin Aldrin was excluded as his form has declined since he achieved the qualification.

“He attained the entry standard by jumping 8.26m in the Federation Cup on April 3 but his graph has shown only a downward trend since. He jumped 7.82, 7.69 and 7.51 in the last three meets,” Sumariwalla said.

AFI President said shot putter Tajinderpal Singh Toor was picked despite the Asian Champion not looking in good form. According to Sumariwalla, the Asian Champion was staging a comeback from wrist surgery and had kept improving his performances.

“In the Inter-State Championships, which was a selection meet, Toor won with a 20.34m effort. He is the best we have in the shot put,” he said.

The teams:

Men: Avinash Sable (3000m Steeplechase), MP Jabir (400m Hurdles), M Sreeshankar and Muhammed Anees Yahiya (Long Jump), Abdulla Aboobacker, Praveen Chithravel and Eldhose Paul (Triple Jump), Tajinderpal Singh Toor (Shot Put), Neeraj Chopra and Rohit Yadav (Javelin Throw), Sandeep Kumar (20km Race Walking), Amoj Jacob*, Noah Nirmal Tom, Muhammed Ajmal, Naganathan Pandi, Rajesh Ramesh and Muhammed Anas Yahiya (4x400m).

Women: S Dhanalakhsmi (200m), Aishwarya Kailash Mishra (400m), Parul Chaudhary (3000m Steeplechase), Annu Rani (Javelin Throw) and Priyanka Goswami (20km Walk).

‘India will win medals in all the 12 categories including 8-9 gold medals’

The Khel Ratna awardee from Sonipat believes that the Commonwealth Games this year will be a special affair as fans will be allowed in the stadiums, unlike Tokyo Olympics which was held behind closed doors…reports Asian Lite News

With the Birmingham 2022 Commonwealth Games just under a month away, Olympic bronze medallist wrestler Yogeshwar Dutt feels that the Indian grapplers will put up a strong show and has the potential to win medals in all the 12 categories.

The Indian wrestlers have always been impressive in international events and Yogeshwar reckons that the wrestling contingent will once again be on top of their game and emerge glorious at the upcoming quadrennial games.

“India is always considered as a wrestling powerhouse and I am quite sure India will win medals in all the 12 categories including 8-9 gold medals,” Yogeshwar said during the recently-concluded Indian Sports Award 2022.

Yogeshwar, a bronze medallist at the 2012 London Olympics and two times CWG champion in 2010 and 2014, believes that the Pro Wrestling League also has played a pivotal role in the development of wrestlers in the country and has been a great value-add to the sport in the country.

“Pro Wrestling League has been beneficial for creating a wrestling ecosystem in the country. Not everyone gets a chance to play at the international level at the beginning of their career and PWL has provided them just a similar kind of experience.

“Rubbing shoulders against the top international players including Olympic and world champions and sharing the dressing room with the stalwarts was a big exposure for them and I want the league to start again soon as this will help a lot in preparing players for international level,” Yogeshwar added.

The Khel Ratna awardee from Sonipat believes that the Commonwealth Games this year will be a special affair as fans will be allowed in the stadiums, unlike Tokyo Olympics which was held behind closed doors.

“It feels very lonely out there in the middle without the presence of fans and well-wishers as there is no one to cheer and motivate the athlete. It was the same for all the sports due to Covid-19 restrictions but with fans being allowed back it is great for us,” said the wrestler-turned coach.

“There is no fun to play in front of an empty stadium as whether we win or lose, the support from the fans in the stadium helps us a lot in recovering from the setback,” he signed off.

The Birmingham CWG begins on July 28 and the wrestling competition is scheduled to be conducted on August 5th and 6th.

The dialogue was hosted virtually by India.

According to the Ministry of External Affairs (MEA), both sides discussed important areas of bilateral cyber cooperation and reviewed the progress achieved in the areas of cybersecurity and Information and Communication Technologies (ICTs) including 5G Technology.

They also exchanged views on latest developments in cyber domain and mutual cooperation during cyber consultations at the United Nations and other multilateral and regional fora, the MEA added.

Both sides agreed to hold the next India-Japan Cyber Dialogue in 2023 as per mutual convenience.

The Indian Delegation was led by Joint Secretary, Cyber Diplomacy Division, Ministry of External Affairs (MEA) Muanpuii Saiawi, while the Japanese delegation was led by Ambassador in-charge of Cyber Policy, Ministry of Foreign Affairs (MOFA) Yutaka Arima.

The Indian delegation consisted of senior officials from MEA, Ministry of Home Affairs (MHA), Ministry of Defence (MoD), National Security Council Secretariat (NSCS), Ministry of Electronics and Information technology (MEITY), Department of Telecommunications (DoT), Indian Computer Emergency Response Team (CERT-In) and National Critical Information Infrastructure Protection Centre (NCIIPC).

Israeli govt sites crash in cyberattack

Fears of surge in cyberattacks

At least 51 per cent of industrial organisations believe that the number of cyberattacks in smart factories is likely to increase over the next 12 months. Yet, 47 per cent of manufacturers say cybersecurity in their smart factories is not a C-level concern, a report has said.

According to the Capgemini report, few manufacturers have mature practices across the critical pillars of cybersecurity. The connected nature of smart factories is exponentially increasing the risks of attacks in the Intelligent Industry era.

“The benefits of digital transformation make manufacturers want to invest heavily in smart factories, but efforts could be undone in the blink of an eye if cybersecurity is not baked-in from the offset,” Geert van der Linden, Cybersecurity Business Lead at Capgemini, said in a statement.

“The increased attack surface area and the number of operational technology (OT) and Industrial Internet of Things (IIOT) devices make smart factories a prominent target for cyber criminals. Unless this is made a board-level priority, it will be difficult for organisations to overcome these challenges, educate their employees and vendors and streamline communication between cybersecurity teams and the C-suite,” Linden added.

Around 53 per cent of organisations, including 60 per cent of heavy industry and 56 per cent of pharma and life sciences firms, agree that most future cyber threats will feature smart factories as their primary targets.

However, a high level of awareness does not automatically translate to business preparedness.

A lack of C-suite focus, limited budget, and human factors are noted as the top cybersecurity challenges for manufacturers to overcome.

The research also found that, for many organisations, cybersecurity is not a major design factor; only 51 per cent build cybersecurity practices in their smart factories by default.

Unlike IT platforms, all organizations may not be able to scan machines at a smart factory during operational uptime.

Traditional irrigation technique helps Kangra farmers

In fact, people from other development blocks, where there are no such water channels, are moving away from cultivation to embrace other forms of livelihood because of lack of irrigation facilities…writes Rohit Prashar

“Kuhls are the lifeline for us farmers. Our livelihood is entirely dependent on them. We’ve cherished them for generations and passed them on to our children as a legacy,” said Kulwant Singh, a farmer from Kangra district in Himachal Pradesh.

Kuhls are a traditional system of irrigation usually maintained by the local community. They resemble small canals that carry water from a larger water body to the fields. Made usually of cement now, these channels transport water from the main kuhl to the villages and fields through smaller drains. Pucca or kachcha gates are constructed at intervals along their length to regulate the water flow. These gates are usually opened and closed on a predetermined schedule.

A vital part of the regional economy, the Tikhrul Kuhl here has been maintained by farmers from more than 150 villages for over a century. These are agriculturists from 12 panchayats in the Panchrukhi block of Kangra, the largest district of Himachal Pradesh. Running up to a length of 25km till Simbalkhola village, the canal has been irrigating about 10,000ha of land for over a 100 years.

Situated in the lap of the snow-capped Dhauladhars, Kangra district practised rain-fed farming till about 300 years ago, when the Katoch kings of the Trigarta kingdom introduced the kuhl system for irrigation and appointed a Kohli, a person responsible for the upkeep of kuhls. Thanks to the ready availability of water, the farming community of the region has been thriving economically. They can grow vegetables along with the traditional seasonal paddy and wheat cultivation.

Benefits galore

Kulwant Raj, a member of the Tikhrul Kuhl Management Committee, pointed out that with water from the kuhl, he grows seasonal vegetables that enables him to sustain his family. He said the villagers worked together to repair the kuhl every year to ensure that water was available for farming all through the year.

Vijay Lakshmi, a farmer from Simbalkhola panchayat, said this kuhl had earned her national recognition. Lakshmi had produced a record 41 quintal of high-quality wheat from 1ha of land, for which she was awarded the Krishi Karman Puraskar by the Union Minister for Agriculture.

However, the areas that do not benefit from kuhl irrigation present a very different picture. In fact, people from other development blocks, where there are no such water channels, are moving away from cultivation to embrace other forms of livelihood because of lack of irrigation facilities.

“Farming in our area is completely rain-fed. So we are able to cultivate mainly wheat and maize here,” said Rajendra Kumar, a farmer from Lambagaon, another block in Kangra. “We do not have a channel for water, so most young people prefer to move to other professions.”

On being asked whether they ever thought of implementing a similar irrigation plan, he said, “The channels have only been constructed in places where there’s a regular source of water. There’s no river or nullah anywhere near these areas, due to which no kuhls have been constructed here.

Similarly, Renu Kumari, a woman farmer from Pragpur block, also pointed out that they had ample cultivable land but no irrigation system in place, due to which they are unable to grow vegetables alongside traditional crops.

Upkeep and maintenance

Tikhrul Kuhl is 25km long and irrigates more than 10,000ha of land belonging to 8,000 farmers of Panchrukhi block. Water is transported from Aba Khad (ravine) near Banuri to a distance of 25km, covering more than 150 villages. As much as 80 per cent of this canal is concrete, while 5km is still kachcha.

The 12 panchayats of Kangra formed a 20-member committee to oversee the upkeep of Tikhrul kuhl. The committee meets every year to decide on the specifics of water distribution to its villages. The kohli, who’s responsible for the maintenance of the channel, and a representative of each village, then disseminates this information, after which every villager is bound to uphold the decision.

Moreover, one person from the village is present when the water is being released to their village, and to ensure that no damage is inflicted on the irrigation channel, the committee has laid down several rules. Anyone caught flouting them is fined Rs 500.

Devendra Kumar, the pradhan of Simbalkhola, said the panchayat and Jal Shakti Department draw up a budget to repair the kuhls. Delar Chand, who’s been looking after Tikhrul Kuhl for the past 22 years, said, “This kuhl is more than 100 years old, and we repair it every year. Before me, my father was responsible for it for 32 years.”

Sonika Gupta, block technology manager of the agriculture department in Panchrukhi, said the farmers here had preserved this old irrigation facility, which puts them at an advantage while cultivating crops like seasonal vegetables.

Furthermore, project director of Kangra in the department, Dr Shashi Pal Attri said that in many areas of the district, farmers had come together to protect the channels, which in turn made them prosperous. The government also makes a budget provision from time to time for the maintenance of these channels, which has assured the smooth functioning of the kuhls.

SW Monsoon arrives with a bang in Delhi

Maximum temperature in Delhi fell down to 29.4 degrees Celsius, as many as 7 notches below normal, bringing it almost on par with the minimum temperature which remained at 27.6 degrees Celsius…reports Asian Lite News

Bringing massive respite to the scorched national capital by lowering the maximum temperature seven notches below normal, the Southwest Monsoon arrived in Delhi on Thursday with a bang, poured over 100 mm in central Delhi during the day.

For the 12 hours between 8.30 a.m. and 8.30 p.m., Safdarjung, the city’s base station, recorded 116.6 mm rainfall while Lodhi Road recorded 107.6 mm rainfall for the same duration. Other stations too recorded heavy rainfall during this same period but nothing comparable to these two central Delhi locations. Aya Nagar in South Delhi recorded 51.9 mm, Palam near the IGI Airport recorded 31.8 mm, while Ridge in north Delhi recorded 65.2 mm rainfall in these 12 hours.

Prior to that, Safdarjung had recorded ‘trace’ rainfall till 8.30 a.m., Palam had received 4.4 mm, Lodhi Road recorded ‘trace’, Ridge observatory recorded ‘trace’ while Aya Nagar had witnessed 0.3 mm till 8.30 a.m., IMD data showed.

Maximum temperature in Delhi fell down to 29.4 degrees Celsius, as many as 7 notches below normal, bringing it almost on par with the minimum temperature which remained at 27.6 degrees Celsius. IMD forecast for Friday said moderate rain/thunder showers are likely with maximum and minimum temperatures to be 32 and 24 degrees Celsius, respectively.

“Southwest Monsoon has further advanced into entire Uttar Pradesh, Himachal Pradesh, Jammu & Kashmir, Ladakh, some parts of Rajasthan, entire Delhi, some parts of Punjab and Haryana, Chandigarh, today. The Northern Limit of Monsoon (NLM) now passes through Deesa, Ratlam, Jaipur, Rohtak, Pathankot and Jammu,” the India Meteorological Department said, adding, “Conditions are now favourable for further advance of monsoon into some more parts of Rajasthan, entire Punjab and Haryana during next 24 hours.”

However, Delhi’s total rainfall for the month of June has been recorded at just 20.3 mm against the normal of 66.5 mm (minus 70 per cent, or a large deficit). This is so because, for any given day, the IMD counts rainfall after 24 hours ending at 8.30 a.m. So, the 100 plus mm rainfall on Thursday will be counted for July 1.

Earlier this week, with the Southwest Monsoon proceeding slower than normal, it had missed its date with Delhi. The normal date of arrival of monsoon over Delhi is June 27, shifted from June 29 two years ago, based on correction provided by long term data.

However, this is not the first time that the monsoon has missed its date with Delhi. Last year, the monsoon reached Delhi on July 10, making it the most delayed in 19 years. In 2020, it was two days before time, on June 25.

The most delayed monsoon arrival over Delhi – that crossed over to July – include July 19 in 2002 and July 9 in 2006 but it was in 1987 that Delhi had witnessed the most late monsoon arrival on July 26.
