Sitharaman hits back at Rahul over “budget ka halwa” jibe

Referring to the UPA government budget in 2013–14 with the then Finance Minister going to the cellar and distributing Halwa, Sitharaman said why Rahul Gandhi did not raise his objections at that time about lack of representation of weaker sections…reports Asian Lite News

Union Finance Minister Nirmala Sitharaman on Tuesday hit back at Congress leader Rahul Gandhi over his “budget ka halwa” jibe during discussion on union budget and said the ceremony is “more than just a ritual and a testament to the hard work and dedication” of the Finance Ministry officials and staff.

Sitharaman, who was replying to the budget debate in the Lok Sabha, emphasised the importance of the ceremony in fostering a sense of solidarity and teamwork among the members involved in the meticulous task of budget preparation.

Rahul Gandhi, who is Leader of Opposition, in his remarks, alleged that there was lack of representation of weaker sections in the preparation of union budget. He came to the House with a poster which he sought to display but the Speaker told him that it is against norms.

“Budget ka halwa’ is being distributed in this photo. I can’t see one OBC or tribal or a Dalit officer in this. Desh ka halwa bant raha hai aur 73 per cent hai hi nahi. 20 officers prepared the Budget of India…Hindustan ka halwa 20 logon ne baatne ka kaam kiya hai,” Gandhi alleged in his speech on Monday.

Referring to the UPA government budget in 2013–14 with the then Finance Minister going to the cellar and distributing Halwa, Sitharaman said why Rahul Gandhi did not raise his objections at that time about lack of representation of weaker sections .

“Leader of the opposition, why did you not ask the finance minister at that time that how many SC brothers are with you when you go down to distribute Halwa? Say it. If it was so powerful, why did you not cancel halwa then? Because at that time, it was remote control, right? Why did you not cancel halwa? At that time, it was not asked. How many SCs, STs, OBCs were there…At that time, no statistics were counted. But now it is being asked. That is why I am saying, in this country, people are being divided. With some conspiracy, this question is being asked. Sir, it is a shame,” Sitharaman said.

A customary Halwa ceremony is performed every year before the ‘lock-in’ process of officials involved in the Budget preparation begins. The ceremony marks the beginning of the budget printing process, which takes place in the basement of North Block.

Sitharaman noted that the staff involved in this process is required to remain within the premises until the budget is formally presented to maintain confidentiality.

“Once they go inside after the Halwa ceremony, they can’t come out until the budget is read. This tradition recognizes their hard work and dedication,” Sitharaman said.

She recalled the commitment of officials and named two of them who continued their work despite personal tragedies, reflecting their profound sense of duty.

She pointed out that the tradition was not new and had been practiced long before it became a media event.

Sitharaman also pointed to the cultural relevance of such events as such ceremonies are held during auspicious occasions.

“In India, there is a tradition to eat something sweet before doing anything good. It symbolises a good beginning. The Halwa ceremony serves as a recognition for the hard work and dedication of the finance ministry officials and staff who have been diligently preparing the budget documents,” she said.

Sitharaman presented the Union Budget on July 23 in the Parliament and made major announcements for Bihar and Andhra Pradesh, including a boost in infrastructure and special financial support.

The budget session of Parliament began on July 22 and is slated to conclude on August 12. (ANI)

Rahul attacks Anurag Thakur over caste remark

Leader of Opposition and Congress leader Rahul Gandhi accused BJP MP Anurag Thakur of “abusing and insulting” him in the Lok Sabha during the discussion on the Union Budget on Tuesday.

Anurag Thakur entered into a heated argument with Rahul Gandhi during his speech in the Lower House of the Parliament, saying that those whose caste is unknown are speaking on the issue of caste census.

Reacting to this, the Congress leader said that whoever raises the issues of Adivasi, Dalit, and the backward gets abused.

“Those whose caste is not known, talk about the caste census. I want to remind the Speaker that in this House itself, a former prime minister RG-1 (Rajiv Gandhi) had opposed reservation for OBCs,” the BJP MP said.

Rahul Gandhi replied, “Whoever raises the issues of Adivasi, Dalit and the backward, is abused. I will happily accept these abuses…Anurag Thakur has abused me and insulted me. But I do not want any apology from him.”

Sawamjwadi Party (SP) chief Akhilesh Yadav intervened in the conservation and questioned Anurag Thakur how one could ask about the caste of any person.

“How can you ask caste…?” he asked BJP leader in the Lower House.

The caste census was one of the Congress party’s promises in the 2024 general elections.

The Congress party has promised to pass a constitutional amendment to raise the Supreme Court mandated 50 per cent cap on reservations for Scheduled Castes (SC), Scheduled Tribes (ST) and Other Backward Classes (OBC), as per its poll manifesto.

The party also promised to conduct a nation-wide Socio-Economic and Caste Census to enumerate the castes and sub-castes and their socio-economic conditions.

Meanwhile, Anurag Thakur defended the BJP’s lotus symbol and launched a scathing attack on the Congress party during the discussion on the Union Budget on Tuesday.

Thakur began by congratulating Finance Minister Nirmala Sitharaman on presenting the seventh consecutive budget, describing it as a “budget that resonates with public sentiments.” He then replied to the criticisms from opposition leaders who had made derogatory remarks about the BJP’s election symbol, the lotus.

“The lotus is not just our election symbol but also represents Goddess Lakshmi, our national flower, and the meditative posture of Padmasana,” Thakur stated. He accused the opposition of insulting revered figures like Lord Shiva, Buddha, and Lokmanya Tilak by disparaging the lotus.

Thakur’s speech quickly pivoted to a sharp critique of Congress and its leaders. He highlighted the Congress’s historical opposition to OBC reservations and accused them of being disconnected from the realities of caste and community issues.

Referring to rghe novel written by Congress MP Shashi Tharoor, “The Great Indian Novel,” which depicts historical and political figures, asserting that it aligns Congress with the negative characters of the Mahabharata.

He also lambasted the Gandhi family, accusing them of nepotism and corruption. “For them, OBC means ‘Only for Brother-in-law Commission,'” he quipped, referring to Congress’s alleged favoritism.

Concluding his speech, Thakur dismissed the Congress’s allegations of fear and instability under the current government. “Yes, there is fear–fear among criminals, corrupt people, and enemies of the nation,” he declared, reiterating the budget’s focus on public welfare and development.

Thakur’s remarks, punctuated by historical references and literary citations, underscored his defense of the BJP’s policies and symbol while attacking the Congress’s legacy and leadership.

Notably, Rahul Gandhi drew parallels from the Mahabharata, on Monday and attacked the Bharatiya Janata Party over the Union Budget saying that there’s an atmosphere of fear in the country, adding that the country is now trapped in a “Chakravyuh of lotus,” referring to the BJP’s symbol.

LS approves Rs 48.21 Lakh Cr Union budget

FM Sitharaman said that for the year 2024-25, the total receipts other than borrowings and the total expenditure are estimated at Rs 32.07 lakh crore and Rs 48.21 lakh crore respectively. The net tax receipts are estimated at Rs 25.83 lakh crore…reports Asian Lite News

The Lok Sabha on Tuesday approved the Rs 48.21 lakh crore Union Budget for 2024-25 aimed at giving a major push to job creation with a focus on the country’s youth, empowering women and improving the incomes of farmers. The Union Budget and the Budget for J&K, which was also tabled on Tuesday, were passed by a voice vote by the Lok Sabha.

The relevant appropriation bills were also passed by the lower house. Finance Minister Nirmala Sitharaman has fixed the fiscal deficit at 4.9 per cent of GDP despite higher allocations for social welfare schemes due to robust tax collections in a fast-growing economy. Replying to the debate on the budget, Finance Minister Nirmala Sitharaman said the fiscal deficit would be brought down further to below 4.5 per cent by 2025-26 as the government would stick to the fiscal consolidation path.

The gross and net market borrowings through dated securities during 2024-25 are estimated at Rs 14.01 lakh crore and Rs 11.63 lakh crore respectively. Both will be less than that in 2023-24. The reduced borrowings by the government will leave more money in the banking system for companies to borrow for investments which will help to spur growth and create more jobs.

FM Sitharaman said that for the year 2024-25, the total receipts other than borrowings and the total expenditure are estimated at Rs 32.07 lakh crore and Rs 48.21 lakh crore respectively. The net tax receipts are estimated at Rs 25.83 lakh crore.

Sitharaman rejects opposition’s charge

With several opposition members attacking the government, alleging discrimination between states in the Union Budget, Finance Minister Nirmala Sitharaman hit back over the allegations and said budgets presented during the Congress-led UPA government also did not name most of the states.

Replying to the debate on the union budget in Lok Sabha, Sitharaman said names of states not finding a mention does not mean that funds and projects are not going to them.

Opposition parties alleged that projects had been announced only for Bihar and Andhra Pradesh in union budget and there was no mention of most other states.

“Many members have spoken about how they thought cooperative federalism only benefits a few states. I would like to humbly state that I am sure all the members know that in the budget speech not naming any state does not mean that no money goes to them. There was a misleading campaign that has been happening,” she said.

“Budget of 2004-2005 did not take the name of 17 states. I would like to ask the UPA government members, did money not go to those 17 states? Did it stop then? Did they have any business to ask this question? I presume they did not stop money going to those 17 states because they did not name it. In 2009-10, 26 states of India did not have a mention. +So, when it is something for them, it is alright. If the same thing happens somewhere else, then it is not right…

“Cooperative federalism, states not being mentioned in the budget speech, doesn’t have to be a very big issue. They all know, they have presented budgets in this country for decades. But when it is an ordinary Chaiwala, OBC leader who becomes Prime Minister, and he does administration well, you have a problem… Is he doing well, no, no, we will have to protest. This will not work and people are seeing this game,” she added.

In her Budget speech in Parliament, Sitharaman announced projects for Bihar and Andhra Pradesh. JD-U is in power in Bihar and TDP in Andhra Pradesh. The two parties are crucial for survival of BJP-led NDA government at the Centre.

She also answered opposition allegations on price rise, unemployment and welfare of farmers.

Sitharaman said that SBI research report which was released in July 2024 said India created 12.5 crore jobs between 2014 and 2023 compared to only 2.9 crore during the 10 years of the UPA government.

“The unemployment rate has declined from 6 per cent in 2017-18 to a low of 3.2 per cent in 2022-23. Youth unemployment for the age group 15-29 years has declined sharply from 17.8 per cent in 2017-18 to 10 per cent in 2022-23.”

Sitharaman said the National Commission on Farmers had recommended in 2006, Minimum Support Price should be at 50 per cent more than the weighted average cost of production and UPA government rejected MS Swaminathan report in 2007.

“This was not accepted by the UPA government. The cabinet note, which was drafted in July 2007, said MSP is recommended by the CACP on objective criteria considering the variety of factors involved. Therefore, setting an increase of at least 50 per cent on the cost may cause distortion in the market. In some cases, there may be a mechanical linkage between MSP and the cost of production per producer. After saying this, the UPA govt rejected the MS Swaminathan report in 2007…Congress Party can go on shedding crocodile tears about farmers, but no implementation was done in the last 10 years,” she said.

Apple Stresses Responsible AI Model Training

It last month revealed Apple Intelligence that will offer several generative AI features in iOS, macOS and iPadOS software over the next few months…reports Asian Lite News

Tech giant Apple has responded to certain allegations regarding its AI models, saying it takes precautions at every stage — including design, model training, feature development, and quality evaluation — to identify how its AI tools may be misused or lead to potential harm.

The company said in a technical paper that it will continuously and proactively “improve our AI tools with the help of user feedback”.

It last month revealed Apple Intelligence that will offer several generative AI features in iOS, macOS and iPadOS software over the next few months.

“The pre-training data set consists of… data we have licensed from publishers, curated publicly available or open-sourced datasets and publicly available information crawled by our web crawler, Applebot,” Apple wrote.

Given our focus on protecting user privacy, we note that no private Apple user data is included in the data mixture, the company added.

According to the technical paper, training data for the Apple Foundation Models (AFM) was sourced in a “responsible” way.

Apple Intelligence is designed with the company’s core values at every step and built on a foundation of industry-lead privacy protection.

“Additionally, we have created Responsible AI principles to guide how we develop AI tools, as well as the models that underpin them,” said the iPhone maker.

The company further said that no private Apple user data is included in the data mixture.

“Additionally, extensive efforts have been made to exclude profanity, unsafe material, and personally identifiable information from publicly available data. Rigorous decontamination is also performed against many common evaluation benchmarks,” Apple elaborated.

To train its AI models, the company crawl publicly available information using its web crawler, Applebot and “respect the rights of web publishers to opt out of Applebot using standard robots.txt directives”.

“We take steps to exclude pages containing profanity and apply filters to remove certain categories of personally identifiable information (PII). The remaining documents are then processed by a pipeline which performs quality filtering and plain-text extraction,” Apple emphasised.

Varma’s New Film Aims to Humanize Mangrove Forests

Even as the number of documentaries made on the environment in the West outshines Indian productions, he says it would be unfair to say that Indian filmmakers are not focusing on environmental issues and that many films feature these issues in India too…writes Sukant Deepak

While mangrove forests are depleting globally, and India does not have a different story, its importance here has not been highlighted enough.

To counter the same, wildlife filmmaker Rohit Varma is set to release his short film ‘The Last Frontier’ on July 26 – celebrated as the ‘International Day for the Conservation of the Mangrove Ecosystem’

While discussing the risk of habitat loss with Godrej & Boyce (G&B) – a manufacturing company pioneering biodiversity conservation, in India, he and his co-director Sara felt the need to highlight the importance of mangroves and shine a light on its preservation.

“The film was produced in the aspect ratio of 5:1, and premiered at Conscious Collective, a three-day-long event curated by G&B Design Labs. The platform’s idea was to create awareness about the need for conscious living, which was perfectly communicated by our film. The original aspect ratio needed a large screen. The 5:1 ratio wasn’t fit for a digital release. Sara and I worked on a 16:9 ratio so the film could reach a wider audience on digital platforms,” recalls Varma.

“All of us have witnessed cyclones and subsequent destruction in urban landscapes, especially in regions where mangroves have depleted, he says, adding, “The forests make up the last barrier between the sea and land. Removing these barriers for construction activities will majorly impact people who stay close to the sea.”

The filmmaker, who approached veteran actor Shabana Azmi to lend her voice to the film and the mangroves, says the decision to humanise mangrove forests was a conscious call. “And to do so, we needed an impactful voice.

Even as the number of documentaries made on the environment in the West outshines Indian productions, he says it would be unfair to say that Indian filmmakers are not focusing on environmental issues and that many films feature these issues in India too.

“I agree that not many mainstream films spotlight environmental issues. That is probably because they are committed to the commercial angle and the former kind of films will always garner a limited number of viewers,” Varma adds.

Born and raised in Balaghat, a small town bordering Kanha National Park in Madhya Pradesh, Rohit, taking his passion for wildlife and photography ahead, created ‘Nature in Focus’ – a media and production house that centres on natural world stories. Today, he is a cinematographer, director & producer, and a part of various projects including ‘Mysteries of Monsoon’, ‘Project Tiger’, ‘The Real Jungle Book’, ‘The Last Frontier’ and ‘Destination Wild India’.

“One has to be in nature to understand what it is and how it works — and what it gives to us,” smiles Varma.

While Amit Kilam (Indian Ocean) agreed to compose the background music for the film, Varma says when working on wildlife films, one just dives in with an outline of the script. “It (script) gets clearer as we continue shooting. Nothing is certain in the wild so it is paramount to improvise while on the field.”

Because a wildlife film requires extensive research, the team connected with scientists and researchers who further helped shape the narrative of this film.

While there has been an endless debate on development vs deforestation, the filmmaker believes it is important, but not at the cost of cutting down trees.

“A planned and well-researched development plan is what the earth needs and deserves. I am as much against development as I am for conscious, planned and well-researched development,” he asserts.

No documentary filmmaker is happy with almost absent distribution system for this genre in India, and Varma is no exception.

“Yes, it is not great in India. However, If the government intervenes, it would be helpful. These documentaries must reach a wider and more inclusive audience,” he says.

Currently working on a natural history film, which should be premier in October this year, Varma is also discussing some concepts with the team at Godrej. “If everything goes according to plan, we will have another film before the end of this year,” he concludes.

Manu Bhaker’s Medal Marks India’s Shooting Comeback

With a score of 221.7 at the Chateauroux Shooting Centre, Manu brought home India’s first shooting medal in 12 years since Gagan Narang and Vijay Kumar’s successes at the London Olympics…reports Asian Lite News

Manu Bhaker on Sunday made history by becoming the first Indian woman shooter to win a medal in the Olympics, bagging a bronze in the 10m Air Pistol event in Paris 2024. Taking in the momentous occasion, Bhaker claimed the medal was long due as the country’s shooters had fired blanks in the last two editions of the games at Rio (2016) and Tokyo (2020). The 22-year-old shooter said the country ‘deserves even more medals.’

“I feel great and it was a medal long due for India. I was just merely a mode to do it and India deserves even more medals, as many as possible. We are looking forward to as many events as possible this time. And the entire team has worked really hard. And personally, for me, the feeling is really surreal,” said Manu soon after winning the medal.

“I feel that I did a good job, put in a lot of effort, and even till the last shot I was just fighting with all the energy that I had. This was bronze. But I’m really grateful that I could win, maybe a better result next time,” said Manu in the post-event interview. Manu is participating in her second Olympic Games and is scheduled to shoot in one more discipline.

With a score of 221.7 at the Chateauroux Shooting Centre, Manu brought home India’s first shooting medal in 12 years since Gagan Narang and Vijay Kumar’s successes at the London Olympics.

Manu was further asked about what was playing through her mind in the final moments of the close contest.

“I read a lot of Gita and all, so what was going through my mind is its teaching, ‘just do what you are meant to do, just do what you are supposed to do and whatever the destiny, you can’t control the outcome of it’. In the Gita, Krishna says to Arjun ‘You know you focus on your karma and not on the outcome of the Karma’, so only that was running through my mind. I was like, ‘Okay, just do your thing and let it all be from here,” the bronze medallist told JioCinema.

Bhaker had previously suffered heartbreak in the 2020 Tokyo Olympics when a technical snag in her pistol — due to a broken lever that was preventing the barrel from functioning smoothly — delayed her for six precious minutes, putting her under pressure during the qualification event.

“After Tokyo, I was very disappointed and how the events turned out to be for me, which were not very good. It took me a long time to overcome that. However, I came back stronger so that is what matters,” concluded the 22-year-old.

Hepatitis B and C Pose Long-Term Risks, Warn Doctors

Viral hepatitis, as the name implies, refers to liver damage or inflammation caused by a viral infection. It is a systemic or generalised infection that primarily affects the liver, with the most common viruses being hepatitis A, B, C and E…reports Asian Lite News

Contaminated food and water are increasing cases of hepatitis in the country, said experts on World Hepatitis Day, on Sunday.

World Hepatitis Day is observed every year on July 28, with this year’s theme being, “It is time for action”.

Viral hepatitis, as the name implies, refers to liver damage or inflammation caused by a viral infection. It is a systemic or generalised infection that primarily affects the liver, with the most common viruses being hepatitis A, B, C and E.

“We see about 4-5 cases of viral hepatitis per week,” Dr Lorance Peter, Director of Gastroenterology &; Hepatology at Sakra World Hospital, Bengaluru, told IANS.

The most prevalent form of hepatitis is hepatitis E, closely followed by hepatitis A. While the B and C variants of Hepatitis are not uncommon either, they can be prevented by lifestyle and medication. Hospitalisation is only needed in severe cases which are visible by a high fever and other symptoms.

“The most common type of hepatitis in our country is hepatitis E, followed by hepatitis A. Nowadays, cases of hepatitis B and C are also seen very commonly,” Dr Peter said.

Hepatitis A and E typically result in full recovery without long-term consequences, providing lifelong immunity. In contrast, hepatitis B and C can lead to chronic infections, potentially causing chronic liver disease, liver cirrhosis, and even liver cancer.

“The main modes of transmission for hepatitis A and E are through contaminated water and food, while hepatitis B and C are transmitted via body fluids, infected needles, blood transfusions, unprotected sex, and sometimes from mother to child during delivery,” Dr Subhashish Mazumder, Director & Unit Head of Gastroenterology, Hepatology & Endoscopy at Max Hospital, Vaishali, told.

Management of viral hepatitis typically involves supportive care, including a healthy diet and medications, when necessary.

“Hospitalisation is required only in severe cases, such as high fever, recurrent vomiting, abdominal pain, poor oral intake, or signs of liver failure like unconsciousness,” he added.

Preventive measures for viral hepatitis focus on avoiding contaminated food and water, practising safe sexual behaviours, maintaining proper hand hygiene, vaccinating against hepatitis B, and using disposable syringes and sterilised instruments.

“Vaccination and drug therapy are crucial when needed,” said Dr Mazumder.

“After the tragedy struck, I received calls from Prime Minister Narendra Modi, Union Home Minister Amit Shah, Congress MP Rahul Gandhi, Tamil Nadu Chief Minister MK Stalin, West Bengal Governor A Bose. Each of them pledged their full support for the state,” said CM Vijayan.

He said there are around 3,069 people in various camps in the affected areas.

CM Vijayan said after hearing about the tragedy, contributions to the Chief Minister Distress Relief Fund have started pouring in from various quarters.

Meanwhile the Army team, after several hours of hard work, set up a temporary Bailey Bridge and was able to rescue numerous people who were trapped at Mundakayil area.

Late on Tuesday evening an IAF helicopter also arrived after it failed to arrive due to the inclement weather in the morning.

The injured people are now being transported to hospitals in the helicopter.
