UAHR praises MBZ as role model for peace

The Union Association for Human Rights (UAHR) has commended President His Highness Sheikh Mohamed bin Zayed Al Nahyan as a leader and role model for promoting peace and coexistence worldwide. It also noted His Highness’ role in advancing the UAE’s efforts to promote principles of human fraternity globally, solidifying its position as a leading hub for peace and human coexistence.

This came in UAHR statement which was delivered by Dr. Fatima Khalifa Al Kaabi, President of the UAHR, as part of the 8th item of the agenda of the United Nations Human Rights Council related to combating racism and racial discrimination, and following up on the implementation of the Durban Declaration and Programme of Action (DDPA). This was within the framework of its participation in the 55th session of the UN Human Rights Council (HRC55) held at the Palais des Nations in Geneva.

As part of His Highness’ efforts, the statement highlighted that the UN General Assembly, backed by 34 nations, unanimously passed a resolution designating the 4th of February annually as the International Day of Human Fraternity.

This coincides with the day on which His Eminence the Grand Imam, Professor Dr. Ahmed El-Tayeb, Sheikh of Al-Azhar, and His Holiness Pope Francis, Head of the Catholic Church, signed the Document on Human Fraternity for World Peace and Living Together in Abu Dhabi in 2019, under the patronage and presence of President His Highness Sheikh Mohamed bin Zayed Al Nahyan.

Al Kaabi stressed the importance of working to combat racism and racial discrimination, promote the values of tolerance and coexistence, and reject hate speech. She also stressed the importance of evaluating the commitment of states and measuring the progress made in this regard.

UAHR called on the UN Human Rights Council to promote international efforts to eradicate racism and the associated racial discrimination that contradicts human values and principles, as well as the associated forms of intolerance and non-acceptance of others.

UAHR emphasised the significance of following the UAE’s example in promoting peace, tolerance, and cultural diversity. The UAE serves as a model for hosting over 200 nationalities living together harmoniously, experiencing justice, equality, and fair opportunities. The country’s overarching vision aims to establish global peace, tolerance, and human coexistence, fostering a worldwide environment that upholds justice and equality for all, free from discrimination.

Eid Al Fitr: Dubai unveils action plan to manage public hygiene

During the Eid Al Fitr holiday in Dubai, the municipality announced plans to oversee hygiene and community services, particularly focusing on sustainable waste management. The initiative includes technical programs, action plans, as well as supervisory and field efforts to maintain cleanliness across all roads, highways, residential areas, and public facilities.

As part of its continuous efforts to advance Dubai’s standing as a sustainable and healthy community, Dubai Municipality has put together a comprehensive strategy for integrated waste management. This plan aims to provide the highest standards of quality for hygiene services and operations in the emirate of Dubai throughout the year, and during various events and holidays hosted by the emirate. This is consistent with the Municipality’s objective to ensure that all residents and visitors enjoy the highest quality tourism, leisure and living experiences.

Dubai Municipality stated that it has assigned 2,300 cleaners to oversee hygiene services across the Emirate, who will work in four shifts and will be provided with all the necessary tools and equipment for the field. Additionally, the Municipality has appointed 650 hygiene engineers from the private sector to whom hygiene-related tasks in tourist, industrial, and desert areas have been outsourced. The teams will include approximately 250 supervisory staff to monitor hygiene tasks and complete the closure of emergency field communications.

To preserve the environmental and hygienic conditions of public beaches in the emirate of Dubai, Dubai Municipality has also assigned a field team of 84 members, including 12 supervisors and 72 cleaners, who will work daily in three shifts; to maintain the cleanliness of public beaches in Dubai and enhance their sustainability, while providing a unique experience for beachgoers, including citizens, residents, and visitors, during the Eid holiday.

Furthermore, the Municipality has deployed approximately 752 vehicles and machinery, including 311 heavy vehicles, 158 light vehicles, 176 rental vehicles, 77 heavy equipment attached to hygiene boats, and 30 light equipment, all of which will be available upon request. During the Eid holidays, the average daily programmes for the automated fleet will be 456 to complete the city’s hygiene tasks, deal with complaints and communications as well as implement daily field surveillance programmes.

To keep major roads and highways clean during the first few days of Eid Al Fitr, Dubai Municipality has gathered a workforce made up of 57 cleaners and 5 supervisory and monitoring employees. The team will work in four shifts to cover a total of 2,300 kilometres of the main roads. To effectively handle any emergency that may arise, the Municipality has also developed operational plans to promptly respond to reports and allocate the necessary human and logistical resources for the collection and transportation of waste along the way. The group will also take on the task of cleaning accident sites on external roads and highways.

Dubai Municipality’s waste management teams have effectively carried out cleaning operations across all 10 Eid prayer areas in the emirate. Furthermore, they have placed supplementary rubbish cans near mosques, event venues, crowded areas, along with 30 extra waste storage facilities that are widely spread to cover emergency cases and crowded areas.

The waste disposal and treatment facilities owned by Dubai Municipality, such as the Al Qusais landfill and Bayada dump site, will have set work hours on account of the cleaning operations for Eid Al Fitr holiday. These facilities are scheduled to be open around the clock throughout the holiday season. Additionally, the medical waste incinerator at the Jebel Ali Hazardous Waste Treatment Facility will operate continuously with no disruptions during the Eid Al Fitr holidays.

As part of the initiative, Dubai Municipality will also keep an eye on the operations of private sector firms. All operations are set to be carried out by seven different companies, three of which are in charge of managing cleaning duties and waste segregation in public and residential areas. Two of them will focus on promoting recycling and meeting circular economy requirements, while another firm is dedicated to transporting abandoned vehicles, along with one that specialises in the upkeep of public health facilities.

More importantly, Dubai Municipality has announced that it will now use its official website to provide a range of services and assistance to the public and customers. These services include the ability to request permits for disposing of hazardous waste, commercial waste, and unwanted materials.

Likewise, individuals can submit requests to approve contracts with waste collection and transportation companies, as well as obtain no-objection certificates for infrastructure and construction projects. Another service available is the ability to request the provision or relocation of waste containers. However, it has been stated that the Municipality will temporarily suspend its bulk waste disposal operation during the initial days of Eid Al Fitr, after which it will resume normal operations.

Dubai to Set Up Environment & Climate Change Authority

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, issued directives to establish the Dubai Environment and Climate Change Authority, to further promote sustainable practices across sectors, to preserve biodiversity, and expand natural reserves and green spaces in the emirate. The initiative is aimed at creating a solid foundation for the green economy to flourish and enhance Dubai’s role in the global movement to combat climate change.

His Highness also issued directives to appoint Ahmed Mohammed bin Thani as the Director-General of the newly launched entity.

H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai Executive Council, emphasised Dubai’s commitment to becoming one of the world’s most environmentally resilient cities and setting an example for sustainable urban development. The newly established authority is aligned with the UAE’s objective to achieve climate neutrality by 2050, he said.

By deeply integrating the principles of economic, social, and environmental sustainability into its growth strategies, Dubai seeks to be at the global forefront of sustainable urban development. His Highness underscored the city’s dedication to harmonising rapid economic growth with environmental sustainability and resilience to future challenges. With this balanced approach, Dubai aspires to set a benchmark for cities worldwide, demonstrating how sustainable practices can drive prosperity, enhance the quality of life, and contribute to the global effort against climate change, His Highness added.

His Highness said the newly launched authority will be tasked with enhancing Dubai’s future preparedness by ensuring the highest standards of sustainable development and biodiversity preservation. He further said that Dubai has set itself the goal of becoming one of the world’s top-10 ranked cities in leading environmental and resource sustainability indices by 2033.

The new entity will implement strategic programmes to bolster the sustainability of natural resources in Dubai, optimise the use of local resources, conserve the emirate’s biodiversity, accelerate the development of the green economy, and reduce the carbon footprint.

The authority will also assist decision-makers in creating development policies, planning processes, and strategic performance metrics to ensure biodiversity protection, climate change mitigation, and enhanced food security.

The Dubai Environment and Climate Change Authority seeks to further the emirate’s environmental goals by expanding its green cover by 100 percent and increasing the area of protected areas and natural reserves by 60 percent by 2040. Moreover, it will prioritise the conservation of water resources and the adoption of sustainable waste management policies.

Addressing climate change and ensuring food security will be among the authority’s highest priorities. The authority will introduce resilient plans for the emirate’s infrastructure and services that integrate the principles of eco-friendliness and sustainability. These initiatives aim to safeguard the community against the adverse effects of accidents, disasters, and natural calamities.

The authority’s areas of focus extend to initiatives and policies geared towards achieving Dubai’s strategic environmental objectives, including a 100 percent shift to clean energy by 2050 and a 90 percent enhancement in air quality according to WHO guidelines by 2033.

Aligned with the objectives of Dubai’s Economic Agenda D33, the establishment of the Dubai Environment and Climate Change Authority seeks to raise the contribution of the circular and green economy to the emirate’s GDP. Moreover, the authority will further promote green finance initiatives and incentivise the financial sector and banks to prioritise and support green projects, in collaboration with key financial and economic organisations.

Offering something for everyone, the city’s Ramadan markets allow families, friends, couples, and individuals to discover unique traditions and shop for distinctive gifts from local artisans and vendors. The vibrant and welcoming atmosphere of the markets adds to the joyous evenings and the spirit of togetherness during the Holy Month.

Lively vibe

Set in the heart of the city, with the stunning Museum of the Future providing the backdrop, the Ramadan District at Jumeirah Emirates Towers is just the place to experience Dubai’s lively vibe on a Ramadan night. There is the promise of wholesome family fun on moonlit nights, with the chance to discover more about the allure of Emirati and regional culture in the process. Featuring stalls set up by local designers, creative food offerings, daily events and activities, and a designated children’s play area, families can enjoy hours of togetherness and come away with memories to last a lifetime. Delicious Iftar and Suhoor meals will also be served each evening.     

The ever-popular Ramadan Souq organised by Dubai Municipality, as always, has plenty in store by way of household essentials and food specialities to help residents make their Ramadan truly special. The Old Municipality Street in Bur Deira is another place that offers a unique shopping experience, with an abundance of items to be found at great prices. There is also a mini marketplace showcasing items traditionally associated with Ramadan. Vibrant live entertainment shows draw visitors of all ages, and there are also fun activities youngsters can participate in.

Close by, City Walk, the open-air lifestyle destination that is home to hundreds of exclusive retailers and must-visit restaurants is hosting an unmissable Night Market. Located next to The Green Planet, it allows visitors to scour the shops for a variety of unique gifts that are perfect for the gifting season.

Then there is Ramadaniyat, at The Hub at Majlis Al Khawaneej, where families and friends can explore an array of food offerings from artisanal vendors. The whole experience is based upon trying out new flavours, soaking up the community atmosphere, and sharing time together long into the evening.

Across town, the Bay by Social Night Market at Dubai Festival City Mall is the place for visitors of all ages to immerse themselves in cultural workshops and activities, besides exploring a range of wares displayed by local vendors. A lavish Iftar is also served here as the famous Ramadan cannon signals sunset. With so much to see and explore, visitors have the liberty to stay back until Suhoor.

Range of activities

Over at Dubai Expo City, Hai Ramadan, one of Dubai’s biggest and most beloved events of the Holy Month, is back once more. Designed to depict a traditional Emirati community, more than 20 outlets and food carts showcase handicrafts, traditional garments and local delicacies. A truly authentic experience, a ‘grandmother’s supermarket’, known as a ‘Dukan Yadoo’, invites children to buy candy using tokens from a traditional ‘Floos bank’ – a popular payment system. Visitors can soak up the vibrant atmosphere and be part of celebrations all evening, with a diverse range of activities and options awaiting them, including Iftars and Suhoors across the destination’s outlets.

For those preferring an alternative daytime experience, the family-favourite Ripe Market heads to the Dubai Police Academy Park every Saturday and Sunday, allowing visitors to shop for Ramadan gifts from artisanal stalls. Local farms sell fresh organic produce, and guests can join craft workshops and wellness sessions, which are open to all ages, in a beautiful al fresco setting.

From 23 – 31 March, Al Serkal Avenue welcomes residents and visitors for a special Ramadan programme named ‘Stay a Little Longer.’ The event showcases transnational accounts of histories of diverse communities in the UAE. Visitors can explore a lively market featuring a rich variety of products, besides attending special talks, live music performances, an outdoor photographic exhibition, art tours, and workshops. Welcoming guests of all cultures and nationalities, the events and activities will unfold in a host of languages including Arabic, Hindi/Urdu, Malayalam, Tagalog, and English among others.

The #RamadanInDubai campaign brings the public and private sectors together for the first time for a unified celebration of the Holy Month. The Dubai Media Council has tasked Brand Dubai, the creative arm of the Government of Dubai Media Office (GDMO), with overseeing the campaign’s execution. The campaign has been designed to bring to the community the unique spirit, beauty and warmth of Ramadan and share the rich cultural heritage and traditions that are an integral part of celebrations during the Holy Month. The initiative also aims to create a unique ambience across the city that captures the true essence of Ramadan, reflecting the authentic Emirati customs and traditions that make the occasion truly special.

Sheikh Hamdan, in the presence of H.H. Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai, and many other officials, accepted the greetings of well-wishers who included ministers, senior officials and directors, businessmen, entrepreneurs, and investors.

During discussions with the guests, Hamdan said that Dubai’s economic achievements across sectors continue to reinforce the business community’s confidence in the economy’s sustained growth potential.

Thanks to the forward-looking vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, Dubai has developed a resilient economic strategy centred around collaboration with the private sector, which promotes mutual success and growth, H.H. DP World Foundation Provides Over 360K Iftar Meals

DP World Foundation (DPWF) has teamed up with the Dubai Charity Association to distribute 12,000 Iftar meals daily to workers in the JAFZA community throughout the Holy Month of Ramadan.

In a joint effort reflecting the values of tolerance and compassion associated with Ramadan, DPWF – the philanthropic arm of DP World – has embarked on this initiative to foster harmony among diverse cultures and beliefs in the UAE.

Senior management of DP World and Dubai Charity Association visited one of the three dedicated Iftar tents in Jafza yesterday to engage with the community’s volunteers and members. The campaign will provide 360,000 meals during Ramadan.

The delegation included Nasser Abdulla, Vice Chairman of the DP World Foundation; Abdulla Bin Damithan, CEO and Managing Director of DP World GCC; Ahmed Ibrahim Al-Suwaidi, CEO of Dubai Charity Association; Nabil Qayed, DP World Foundation, Board Member and Executive Vice President of Corporate Support at DP World GCC; Latifa Al Qemzi, Director-General of DP World Foundation; Abdulla Al Hashmi, Chief Operating Officer of Parks and Zones at DP World GCC, and a number of senior officials.

The initiative during the Holy Month reflects the Emirati culture’s core values of coexistence. The choice of launching during this month is attributed to its atmosphere of closeness and solidarity. This underscores the UAE’s unique social fabric, which is characterised by its cultural diversity,” Nasser Abdulla said.

Ahmed Al-Suwaidi said, “We are delighted to collaborate with the DP World Foundation in this endeavour. This partnership reflects Dubai Charity’s core strategy and values, demonstrating its commitment to expanding partnerships, promoting charitable activities, fostering a culture of volunteerism, and enhancing social and humanitarian engagement with diverse segments of society. Our approach aligns with the enduring humanitarian principles established by the late founding father of the UAE, Sheikh Zayed bin Sultan Al Nahyan, as a global exemplar in humanitarian and development efforts”.

The top two generals who oversaw the evacuation of Afghanistan as it fell to the Taliban in August 2021 blamed the Biden administration for the chaotic departure, telling lawmakers Tuesday that it inadequately planned for the evacuation and did not order it in time.

The rare testimony by the two retired generals publicly exposed for the first time the strain and differences the military leaders had with the Biden administration in the final days of the war. Two of those key differences included that the military had advised that the US keep at least 2,500 service members in Afghanistan to maintain stability and a concern that the State Department was not moving fast enough to get an evacuation started.

The remarks contrasted with an internal White House review of the administration’s decisions which found that President Joe Biden’s decisions had been “severely constrained” by previous withdrawal agreements negotiated by former President Donald Trump and blamed the military, saying top commanders said they had enough resources to handle the evacuation.

Thirteen US service members were killed by a suicide bomber at Kabul airport’s Abbey Gate in the final days of the war, as the Taliban took over Afghanistan.

Thousands of panicked Afghans and US citizens desperately tried to get on US military flights that were airlifting people out. In the end the military was able to rescue more than 130,000 civilians before the final US military aircraft departed.

That chaos was the end result of the State Department failing to call for an evacuation of US personnel until it was too late, both former Joint Chiefs Chairman Gen. Mark Milley and US Central Command retired Gen. Frank McKenzie told the House Foreign Affairs Committee.

“On 14 August the non-combatant evacuation operation decision was made by the Department of State and the US military alerted, marshalled, mobilized and rapidly deployed faster than any military in the world could ever do,” Milley said.

But the State Department’s decision came too late, Milley said.

“The fundamental mistake, the fundamental flaw was the timing of the State Department,” Milley said. “That was too slow and too late.”

Evacuation orders must come from the State Department, but in the weeks and months before Kabul fell to the Taliban, the Pentagon was pressing the State Department for evacuation plans, and was concerned that State was not ready, McKenzie said.

“We had forces in the region as early as 9 July, but we could do nothing,” McKenzie said, calling State’s timing “the fatal flaw that created what happened in August.”

“I believe the events of mid and late August 2021 were the direct result of delaying the initiation of the (evacuation) for several months, in fact until we were in extremis and the Taliban had overrun the country,” McKenzie said.

Milley was the nation’s top-ranking military officer at the time, and had urged President Joe Biden to keep a residual force of 2,500 forces there to give Afghanistan’s special forces enough back-up to keep the Taliban at bay and allow the US military to hold on to Bagram Air Base, which could have provided the military additional options to respond to Taliban attacks.

Biden did not approve the larger residual force, opting to keep a smaller force of 650 that would be limited to securing the US embassy. That smaller force was not adequate to keeping Bagram, which was quickly taken over by the Taliban.

The Taliban have controlled Afghanistan since the US departure, resulting in many dramatic changes for the population, including the near-total loss of rights for women and girls.

The White House found last year that the chaotic withdrawal occurred because President Joe Biden was “constrained” by previous agreements made by President Donald Trump to withdraw forces.

That 2023 internal review further appeared to shift any blame in the Aug. 26, 2021, suicide bombing at Hamid Karzai International Airport, saying it was the US military that made one possibly key decision.

“To manage the potential threat of a terrorist attack, the President repeatedly asked whether the military required additional support to carry out their mission at HKIA,” the 2023 report said, adding, “Senior military officials confirmed that they had sufficient resources and authorities to mitigate threats.”

Some Republican lawmakers have accused Milley of overstepping his authority and called for him to resign.

Milley defended his actions and said the calls were coordinated with the then-secretaries of defense.

“The specific purpose of the October and January calls was generated by concerning intelligence which caused us to believe the Chinese were worried about an attack by the US,” Milley said.

“These military-to-military communications at the highest levels are critical to the security of the United States in order to deconflict military actions, manage crisis, and prevent war between great powers armed with nuclear weapons,” he said.

“At no time was I attempting to change or influence the process, usurp authority, or insert myself into the chain of command,” Milley added.

The top US general nevertheless admitted to speaking with Woodward before the publication of “Peril,” as well as with other journalists who have written highly critical books on the last months of Trump’s term.

“I think it’s very very important to make sure that senior officials talk to the media and all of its various forms in order to explain what we’re doing,” Milley said, noting, however, he could not confirm that his words were accurately represented in the books, having not read them.

The Community Development Authority (CDA) in Dubai, in collaboration with Dubai’s Islamic Affairs and Charitable Activities Department, today hosted the third edition of ‘Dubai Iftar’ at Expo City Dubai.

The interfaith iftar event saw people from different faiths, including religious leaders, gather together for a special iftar meal. The event was also attended by Muslim scholars, UAE officials, senior officials from various organisations, as well as representatives from consular and diplomatic bodies in the country.

‘Dubai Iftar’ was organised as part of the #RamadanInDubai campaign that was launched under the directives of His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, Second Deputy Ruler of Dubai and Chairman of the Dubai Media Council. Organised annually, the iftar event aims to celebrate the values of generosity and sharing, while also promoting peaceful coexistence and social cohesion.

Commenting on the occasion, Hessa bint Essa Buhumaid, Director General of the Community Development Authority in Dubai, said the ‘Dubai Iftar’ event reflects the spirit of tolerance and compassion that characterises the Holy Month, while also showcasing the religious and cultural diversity within the UAE society.

“Our society is distinguished by its commitment to coexistence and religious freedom. These values are rooted in mutual respect and a dedication to safeguarding and integrating all members, irrespective of their cultural or religious backgrounds. Ramadan offers us the chance to renew our commitment to advancing our society’s development, strengthening bonds within our community and enhancing the quality of life of all society members,” Buhumaid said.

She added: “This iftar, uniting representatives from diverse religious and cultural backgrounds, underscores our shared goal of safeguarding our society’s ongoing development. Social progress isn’t solely the duty of governments or organisations; it’s a collective endeavour that requires active involvement from all members of society. Whether through ideas, volunteerism, charitable actions, or supporting programmes addressing societal needs, everyone plays a crucial role.”

Ahmed Darwish Al Muhairi, Director General of Dubai’s Islamic Affairs and Charitable Activities Department, said that the ‘Dubai Iftar’ event embodies the essence of Emirati culture, which embraces coexistence and diversity. He emphasised the unique social fabric of the UAE, particularly in Dubai, which is known for its rich cultural diversity, with residents hailing from over 200 nationalities and speaking numerous languages.

He added that the event aligns with the vision of the UAE leadership and exemplifies the peaceful coexistence found in the UAE. “This initiative has gained substantial regional recognition for bringing people of diverse faiths, beliefs, and cultural backgrounds together. Through this gathering, we convey a message of love, tolerance, and peace from Dubai to all sects and religions worldwide,” Al Muhairi said.

Ahmed Khalfan Al Mansouri, Cultural Communication Advisor and General Coordinator of Ramadan Activities in Dubai, said that Al Wasl Plaza in Expo City Dubai was selected once again as the venue for ‘Dubai Iftar’ due to its symbolic significance as a beacon for connecting minds and civilisations worldwide. Additionally, the invitation was extended to include a broader array of representatives from various sects, religions, and members of the country’s consular and diplomatic corps, he noted.

Launched by the Dubai Media Council, the #RamadanInDubai campaign brings the public and private sectors together for the first time for a unified celebration of the Holy Month.

The Dubai Media Council has tasked Brand Dubai, the creative arm of the Government of Dubai Media Office (GDMO), with overseeing the campaign’s execution. The campaign has been designed to bring to the community the unique spirit, beauty and warmth of Ramadan and share the rich cultural heritage and traditions that are an integral part of celebrations during the Holy Month. The initiative also aims to create a unique ambience across the city that captures the true essence of Ramadan, reflecting the authentic Emirati customs and traditions that make the occasion truly special.

New Hub to Boost Dubai’s Biz Environment

The Unified Digital Platform seeks to integrate various licensing processes in Dubai to significantly improve the investor experience in the city….reports Asian Lite News

In his capacity as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, issued Decree No. (13) of 2024 on the Unified Digital Platform for establishing companies in Dubai. The Decree forms part of Dubai’s efforts to enhance its business environment and advance economic growth.

The platform seeks to integrate various licensing processes in Dubai including those managed by the Department of Economy and Tourism, the Authorities of special development zones and freezones, including the Dubai International Financial Centre (DIFC), and other relevant entities. The integration is aimed at significantly improving the investor experience in Dubai. By offering a streamlined channel for accessing information, obtaining licenses, and availing other services related to economic activities, the platform seeks to enhance the ease and convenience of investors.

The Decree, which applies to all economic activities in Dubai, also aims to regulate the issuance of licenses, permits and approvals in the emirate to enhance clarity and simplicity. It also seeks to help investors overcome obstacles in setting up or operating businesses in Dubai.

The Decree seeks to enhance electronic integration between licensing departments and other key entities to avoid duplication of procedures, and support Dubai’s digital transformation in line with the objectives of the Dubai Economic Agenda D33 to establish the city as a digital economy hub.

In a move that complements the new Decree, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council of Dubai, issued Resolution No. (5) of 2024 of the Council, approving the key principles behind facilitating the investor’s journey in Dubai. These principles are applicable to the processes for all licenses, permits and approvals related to business activities in Dubai. The Resolution is effective from the date the new Decree goes into effect.

According to the Resolution, all licensing entities and federal and local entities tasked with regulating and supervising business activities in Dubai, are responsible for facilitating a smooth journey for investors in Dubai and implementing the procedures required to facilitate this.

The Resolution also outlines various measures to provide a smooth experience for investors including registration on the ‘Invest in Dubai’ digital platform, unified digital data registration, instant licensing, instant license renewal, one-step fee payment, streamlining of licensing requirements, and the standardisation of procedures, rules and conditions.

According to Decree No. (13) of 2024, the Department of Economy and Tourism is responsible for operating, managing and developing the ‘Invest in Dubai’ platform in collaboration with relevant licensing bodies, in line with the digital transformation guidelines set by the Dubai Digital Authority.

According to the Decree, all requests related to licensing and permits should be processed through the ‘Invest in Dubai’ digital platform in accordance with the procedures, requirements, timelines and fees mentioned in the ‘Guide’, an electronic document developed by the Department of Economy and Tourism, which outlines the requirements for operating a business in Dubai.

The Chairman of The Executive Council of Dubai will issue the decisions necessary to implement this Decree, which annuls any other legislation that may contradict it. This Decree is effective from the date of its publication in the Official Gazette.
