PDP holds protest against EC for deferring Anantnag-Rajouri poll

Abrogation of Article 370 in 2019 was not an event but an ongoing process of dispossession and disenfranchisement of people of Jammu and Kashmir, the PDP leader said…reports Asian Lite News

PDP workers led by senior party leader Naeem Akhtar on Wednesday held a protest against the Election Commission of India’s decision to defer the polling in Anantnag-Rajouri Lok Sabha seat from May 7 to May 25. The PDP demanded that the Jammu and Kashmir administration’s report which led to the postponement of the poll be made public.

The Election Commission on Tuesday postponed polls to the Anantnag-Rajouri Lok Sabha seat to May 25, citing logistical issues due to adverse weather conditions. Former chief ministers of erstwhile Jammu and Kashmir Omar Abdullah (National Conference) and Mehbooba Mufti (PDP) had urged the Election Commission last week not to postpone polls.

Dozens of PDP workers assembled at the PDP headquarters on Residency Road near GPO here and raised slogans against the BJP and the Election Commission of India for deferring the polls. A posse of policemen prevented the PDP workers from marching out on the road. Speaking to reporters, Akhtar said the Anantnag-Rajouri constituency was carved out at the behest of the BJP as part of a process to exploit the religious and caste fault lines in the region.

“The constituency is spread over some parts of south Kashmir and two districts of Poonch and Rajouri. First, it is a geographical oddity. Anyways, they have made it with the purpose of exploiting the caste and religious fault lines and disrupting the unity of the people against abrogation Article 370 and Article 35A,” Akhtar said.

“It was a pre-poll rigging committed through a delimitation commission. The document prepared by the delimitation commission tried to target a particular section by disenfranchising and dispossessing them,” he said.

Abrogation of Article 370 in 2019 was not an event but an ongoing process of dispossession and disenfranchisement of people of Jammu and Kashmir, the PDP leader said.

“And a part of that process is that they tried to finish off the PDP by creating new parties like bonsai plants which have been kept by the BJP as showpieces for the world. However, they have realised that the wind is blowing in the opposite direction due to our leader Mehbooba Mufti and our cadres. The people of Jammu and Kashmir getting united despite their efforts to create divisions,” he said.

Akhtar said there are four recognised parties which are taking part in the election –? PDP, Congress, NC and CPI(M). Only the BJP sought deferment of the polls even though it has not fielded a candidate there, he said.

Asserting that the Election Commission has become a tool of the BJP, Akhtar said there was enough evidence of this across the country. “They have snatched everything from Jammu and Kashmir — from autonomy to the constitution to our rights. We tell the Election Commission of India to desist from these things. It should not further this process (of disenfranchisement). You are being part of a crime which is not only against Jammu and Kashmir but the entire country.”

“We demand that the report on the basis of which the polls have been deferred be made public so that we get to know whether the officers serving in Jammu and Kashmir are working for interests of people of Jammu and Kashmir or to fulfil the orders of their masters,” he added.

The Election Commission had asked the Jammu and Kashmir administration to immediately submit a detailed report on road conditions, weather and accessibility to the region which covers parts of South Kashmir and areas in Poonch and Rajouri in Jammu region.

Akhtar said his party will continue their fight for restoration of rights of people of Jammu and Kashmir through peaceful, constitutional and democratic means. “We assure the people that we will not resign, we will not give up but we will not take the path taken by some after 1987 (militancy). We will fight it constitutionally and democratically,” he added.

Centre proved delimitation was wrong, says Cong

Congress leader Ghulam Ahmed Mir lashed out at the ruling BJP, saying that by deferring the poll for the newly created Anantnag-Rajouri Lok Sabha constituency, government has proved that the delimitation process was wrong.

The Election Commission of India on Tuesday deferred the polls for the Anantnag-Rajouri Lok Sabha constituency scheduled for May 7 and fixed May 25 as a new date.

Ahmad said, “The BJP is now not going to stay (in power). INDIA alliance is coming (to power) in 2024. Congress is coming. The Congress manifesto clearly says that SC, ST, OBC and other minorities will get their representation in propoportion to their population. This is a gurantee”.

On the Election Commission defering the Lok Sabha polls in the newly created Anantnag-Rajouri Lok Sabha constituency, the Congress leader said, “By deferring the polls, the government of India has accepted their many mistakes. Boundaries were not fixed properly during the delimitation…. It created problems for the system as well as the people. And that their delimitation process, especially for the Lok Sabha was wrong”.

“People will vote against their (BJP) decisions and policies implemented here. The people of Jammu and Kashmir are ready to vote against the BJP,” he added.

In 2019, polling for the Lok Sabha was held for six seats in Jammu and Kashmir. However, following the abrogation of Article 370, which resulted in the split of the erstwhile Jammu and Kashmir state into two Union Territories — Jammu and Kashmir and Ladakh, there is no longer a separate Lok Sabha constituency for Ladakh.

In the 2019 elections, the BJP won three seats while the National Conference won the remaining three. The counting of votes and results will be declared on June 4.

The PDP and NC, despite being allies in the opposition alliance INDIA bloc, have decided to go solo in the Lok Sabha elections in Jammu and Kashmir.

The general elections are being held in seven phases in a six-week marathon running from April 19 to June 1. Polling for the first phase and the second phase was held on April 19 and April 26, respectively.

The first phase of polling was held on April 19 and the second phase on April 26. The next round of voting will be held on May 25. The results will be declared on June 4. (ANI)

PDP Entry Shifts Focus to BJP’s Anantnag-Rajouri Pick

Anantnag-Rajouri constituency is the only Lok Sabha constituency in J&K that is spread on both the Jammu division and the Valley…reports Asian Lite News

After former J&K Chief Minister and Peoples Democratic Party (PDP) President Mehbooba Mufti announced to field the candidates for the the Lok Sabha seats in the Kashmir Valley, the most interesting contest is going to be in the Anantnag-Rajouri constituency.

With 18,30,294 voters including 93,0379 male, 89,9888 female and 27 third gender, the Anantnag-Rajouri constituency is the only Lok Sabha constituency in J&K that is spread on both the Jammu division and the Valley.

The Election Commission (EC) is setting up 2,338 polling stations, 225 in urban areas and 2,113 in rural areas for the voters of this constituency.

Rajouri and Poonch districts in Jammu division, and Anantnag and Kulgam districts in the Valley, are the voting segments of the constituency.

The voters including the Kashmiri-speaking Muslims of the Valley, the Gujjar/Bakarwal Muslims of Poonch and Rajouri in addition to large numbers of the Pahari community and Hindus in the latter two districts.

Diverse topography, different vocations and priorities make the voters of this constituency as diverse as their likely voting preferences.

The constituency is presently represented by Justice (Retired) Hasnain Masoodi of the National Conference (NC).

After the districts of Rajouri and Poonch were made voting segments of this constituency during the fresh delimitation of constituencies, the NC has decided not to field its sitting candidate.

Instead, the senior Gujjar/Bakarwal religious and political leader, Mian Altaf Ahmad has been nominated by the NC as its candidate for the Anantnag-Rajouri seat.

Given his stature and respect among the Gujjar/Bakarwal community, Mian’s choice as the NC candidate was a foregone conclusion.

Yet, the decision of Mehbooba Mufti to field a PDP candidate in this constituency has added a twist to the tail for the NC.

PDP insiders say that Mufti will fight the Lok Sabha elections herself from this constituency.

She belongs to Bijbehara town of Anantnag district which is her ancestral home.

Her late father and former Chief Minister, Mufti Muhammad Sayeed belonged to Bijbehara. Anantnag district in particular and other south Kashmir districts in general have been seen as traditional strongholds of the PDP.

This is true, despite Mufti’s defeat at the hands of the NC candidate in the 2019 general elections.

Former senior Congress leader, Ghulam Nabi Azad, who formed his own political party, the Democratic Progressive Azad Party (DPAP), is also fighting elections from this constituency.

A natural outcome of Mehbooba Mufti’s decision to join the electoral battle in this constituency is the PDP’s direct confrontation with the NC.

Azad is not a political force to reckon with in this constituency and yet as a former senior Congress leader, he is likely to get a fairly good number of votes.

Without hazarding a guess on winners and losers, the fact remains that the NC, PDP and the DPAP will cut into each other’s vote bank.

After the abrogation of Article 370 and downgrading of J&K into a union territory, it is naive to talk of unflinching voter support to any of these three political parties in the constituency.

Voters have different considerations and priorities, with peace, development, education, healthcare and employment being the real voter priorities now.

The BJP is yet to announce its candidate for this constituency. There is little doubt that the BJP has a large number of Pahari community support in Poonch and Rajouri, especially after the grant of ST status to this community.

BJP has made inroads in many parts of Anantnag and Kulgam districts, but its major chunk of votes is likely to come from across the Pir Panjal mountain range in Poonch and Rajouri districts.

The key to BJP giving its rivals a tough time and formidable challenge lies in the party’s choice of candidate for the constituency.

There are reports that the party is seriously considering the name of a serving IAS officer belonging to the Poonch district. The other name doing the rounds as the BJP candidate is the party’s J&K unit president, Ravinder Raina.

It is generally believed that if the BJP chooses an ST candidate for the constituency, the party will give its rivals a run for their life.

The constituency goes to vote on May 7 and all contesting parties are preparing to give their best shot to the elections in this constituency because the winner would have proved public support in both the divisions of the UT.

Omar: NC, Cong will fight LS polls jointly

Former J&K Chief Minister and Vice President of National Conference (NC) Omar Abdullah said on Thursday that NC and Congress will fight the upcoming Lok Sabha elections jointly.

A day after Peoples Democratic Party (PDP) announced its decision to field candidates for all 3 Lok Sabha seats in the Valley, Omar Abdullah told reporters that his party and the Congress will fight the Lok Sabha elections jointly.

He said that the NC President Farooq Abdullah is campaigning for the Congress candidates in the Jammu division and that the Congress has assured support to the NC in the Valley.

He said that the picture would be clear in a few days since Congress is likely to come up with an announcement in this regard.

Meanwhile, Jammu & Kashmir Apni Party headed by Syed Altaf Bukhari on Thursday announced its candidates for 2 Lok Sabha seats in the Valley.

A spokesman of the Apni Party said that Mohammad Ashraf Mir will fight Lok Sabha elections for the party from the Srinagar constituency while Zafar Iqbal Manhas will be the party candidate for the Anantnag-Rajouri constituency.

The party has not announced any candidate for the north Kashmir Baramulla constituency.

With the Apni Party announcing candidates for Srinagar and Anantnag-Rajouri constituencies, the Lok Sabha election battle in these constituencies has become interesting.

NC has fielded senior Gujjar/Bakarwal leader Mian Altaf Ahmad for the Anantnag seat while Omar Abdullah is likely to fight from the Srinagar constituency.

Mehbooba Mufti, former Chief Minister and President of PDP is also likely to stand for the Anantnag-Rajouri seat.

Stage set for big Anantnag-Rajouri LS seat battle

The ‘Nazrana’ (Devotional offerings) offered at the Wangat shrine includes cash, cattle, sheep and goats whose value runs into crores of Rupees each year. The devotees come to the ‘Peer’ every year at Wangat…reports Asian Lite News

As the battlelines start becoming clear in the five Lok Sabha seats in J&K, the most interesting to watch is going to be the south Kashmir Anantnag-Rajouri constituency.

This is the only Lok Sabha constituency in J&K that is spread over both the Jammu division and Kashmir with the most diverse mix of communities and voter affinities.

The constituency includes the two districts of Kashmir, including Anantnag and Kulgam, and two districts in Jammu division, including Rajouri and Poonch. The voter mix is as diverse as the topography of the constituency.

Spread over the plains of Anantnag district known as the rice bowl of Kashmir to the limits of the Valley’s mountains in Pahalgam hill station, Kokernag, mountainous terrain of Kulgam and the rugged, tough and challenging borderlines of Poonch and Rajouri districts, the constituency is running close to the Line of Control (LoC).

The constituency has a varied class of voters, including the Kashmiri speaking Muslims of Anantnag and Kulgam with influential Gujjari speaking Muslims of Pahalgam, higher reaches of Kokernag right up to Daksum and the foothills of Kulgam district.

The two districts of Rajouri and Poonch with a very large number of Gujjar and Pahari communities will finally decide the winner and loser in this constituency.

The reach and popularity of the fighting candidates is undoubtedly not going to be universal in this varied mixture of voters and communities.

There is hardly a single leader of any political party that can safely be picked up as the winner in this constituency despite the influence of the National Conference (NC), Bharatiya Janata Party (BJP), Peoples Democratic Party (PDP), Congress and the Democratic Progressive Azad Party (DPAP) headed by Ghulam Nabi Azad.

Each of these parties has an appreciable presence in this constituency, but none with such a presence that would make victory a foregone conclusion.

It is under this background that the NC has decided to put forth its most powerful Gujjar/Bakarwal leader, Mian Altaf Ahmed into the arena.

Mian Altaf Ahmed is not just the political leader of the Gujjar/Bakarwal communities in the four districts of this constituency, he is also the most respected religious leader of this community.

For the last four generations, spread over Mian Altaf’s great grandfather down to his father, late Mian Bashir Ahmad, reverently called the ‘Baba Sahib’ (The great father), Mian Altaf sits on a legacy of lethal power against his opponents. Each year on the annual Urs at his ancestral seat in Wangat village of north Kashmir Ganderbal district, thousands of Gujjars/Bakarwals from every nook and corner of Poonch and Rajouri districts and other parts of the UT converge to pay obeisance at the shrine.

The ‘Nazrana’ (Devotional offerings) offered at the Wangat shrine includes cash, cattle, sheep and goats whose value runs into crores of Rupees each year. The devotees come to the ‘Peer’ every year at Wangat.

Very cleverly, the NC has decided to send Mount to Moses by fielding Mian Altaf Ahmed. Instead of Moses coming to the Mount as do the Gujjars/Bakarwals in thousands each year to Wangat shrine. The party is definite to announce Mian Altaf’s candidature for the constituency any time soon.

Sources close to Mian Altaf told IANS that his consent has already been sought and after the request was made to him by both Dr. Farooq Abdullah and Omar Abdullah, the Mian had no option other than consent.

With the NC fielding Mian Altaf Ahmed, the BJP is now seriously considering the choice of his opponent. One big advantage the BJP has in Poonch and Rajouri districts is the recent announcement of ST status for the Pahari community.

Statistics show that the Pahari community has over three lakh voters in these two districts. The Paharis are committed to vote for the BJP as their 70-year long demand was fulfilled by the BJP government at the centre.

Among Gujjars and Hindus living in these two districts of Poonch and Rajouri, the BJP also has supporters whose votes would definitely favour the BJP candidate.

Given the fact that any reconciliation between the NC and the PDP is now out of the question, Kashmiri speaking Muslim voters in Anantnag and Kulgam would surely cut into each other in this constituency as the PDP is likely fielding a powerful candidate to avenge its disgrace by the NC.

The NC dumped the PAGD without even asking the PDP chief, Mehbooba Mufti. Sources close to her indicate that despite maintaining a low outward resistance, Mehbooba Mufti will not take the left-handed compliment of NC sitting down.

Ghulam Nabi Azad does not have any formidable presence in this constituency, but together with the Congress, Azad can play the spoilsport for the PDP and the NC.

Given these permutations and combinations, much will now depend on who the BJP chooses to field in this constituency.

The ‘Battle Royale’ is decidedly going to be between NC’s Mian Altaf Ahmad and the BJP.

With the scale heavily loaded in favour of the senior Gujjar/Bakarwal leader, the BJP will have to field a formidable stalwart to take the legal mixture of politics and religion represented by the Mian head on.

In a nutshell, the most interesting electoral battle in J&K is going to be fought in the south Kashmir Anantnag-Rajouri Lok Sabha constituency.
