Andhra scraps two-child norm for local body polls

Information and Public Relations Minister K. Parthsarathi told the media that the Cabinet took the decision while taking note of the declining fertility rate and keeping in view the social and economic needs, population stabilisation, and population balance…reports Asian Lite News

The Andhra Pradesh government has decided to scrap the two-child norm for contesting local body elections in view of the declining fertility rate in the state.

The decision was taken at the meeting of the state Cabinet, chaired by Chief Minister N. Chandrababu Naidu, on Wednesday.

The Cabinet gave its approval to repeal the amendments made in 1994 to the Andhra Pradesh Municipal Corporation Act 1955 and the Andhra Pradesh Municipalities Act 1965, barring individuals with more than two children from contesting the polls. Individuals with more than two children were barred from contesting in urban local body elections. Although the restriction for Panchayat Raj elections was removed in 2019, it continued to apply to other local bodies.

Information and Public Relations Minister K. Parthsarathi told the media that the Cabinet took the decision while taking note of the declining fertility rate and keeping in view the social and economic needs, population stabilisation, and population balance.

The Cabinet noted that while the national fertility rate is 2.1 per cent, the same in Andhra Pradesh is only 1.5 per cent. Currently, the average male reproductive age in the state is 32.5 years which is likely to go up to 40 by 2047. Similarly, the female reproductive age in the state is now 29 years and this is expected to go up to 38 by 2047. It was noted that the number of people who can contribute to economic development will come down drastically.

It was also revealed that currently 11 per cent of the state’s population is aged above 60 years. This is likely to go up to 19 per cent by 2047. This number at the national level currently stands at 10 per cent and this is likely to increase to 15 per cent by 2015.

In this context, the Cabinet decided to repeal the amendments made in 1994 to bar individuals with more than two children from contesting the polls.

The Cabinet also approved the issuance of new Pattadar passbooks (revenue records) bearing the official emblem of the state and QR codes. These will replace 22 lakh land records distributed by the previous government with then Chief Minister Y. S. Jagan Mohan Reddy’s picture.

The Cabinet also decided to extend the ban on the Communist Party of India-Maoist and the Revolutionary Democratic Front (RDF) by a year as per the Andhra Pradesh Public Security Act, 1992. It decided to implement a new excise policy from October 1.

The minister said quality liquor would be sold at a low price.

Andhra records 81.86% turnout in simultaneous polls

More than 4.14 crore voters were eligible to cast their votes in the elections for 175-member Assembly and 25 Lok Sabha seats in the single-phase polling…reports Asian Lite News

Andhra Pradesh recorded 81.86 per cent polling in simultaneous elections to the state Assembly and Lok Sabha conducted on Monday, Chief Electoral Officer (CEO) M. K. Meena announced on Wednesday.

Announcing the final polling figures at a news conference, he said 80.66 per cent of voters cast their votes in polling stations while 1.2 per cent polled their votes through postal ballot.

The CEO said that compared to previous elections, the polling figure has gone up by 2.09 per cent. In 2019, the state had recorded a voter turnout of 79.77 per cent while in 2014, it was 78.41 per cent.

He revealed that polling in 3,500 polling stations continued even after 6 p.m. as those standing in queues were allowed to cast votes. The last polling station completed the process at 2 a.m.

Meena said polling in some places was delayed due to rains. He said observers analysed the polling process and all the reports and they have not taken any decision to conduct re-polling anywhere.

More than 4.14 crore voters were eligible to cast their votes in the elections for 175-member Assembly and 25 Lok Sabha seats in the single-phase polling.

The Darsi Assembly segment received the highest polling at 90.91 per cent while the lowest, at 63.32 per cent, was recorded in Tirupati.

Among Lok Sabha constituencies, Ongole saw the highest turnout of 87.06 per cent while Visakhapatnam recorded the lowest, at 71.11 per cent.

The Election Commission had Tuesday put the overall polling figure at 78.36%. Enthusiasm among voters marked the polling in the southern state as an estimated six lakh people living in neighbouring states of Telangana, Karnataka, Tamil Nadu, and other parts of the country came to their native places to cast their votes.

Some even came from abroad to participate in the polling process. Election authorities had set up 46,389 polling centres across the state. The voters decided the political fortunes of 2,841 candidates.

Chief Minister and YSR Congress Party president Y.S. Jagan Mohan Reddy, Telugu Desam Party (TDP) chief and former Chief Minister N. Chandrababu Naidu, Jana Sena leader and actor Pawan Kalyan were among 2,387 candidates for 175 Assembly seats.

For 25 Lok Sabha seats, 454 contestants are in the fray and the prominent among them were state BJP chief and former Union Minister D. Purandeswari (Rajahmundry), state Congress President Y. S. Sharmila Reddy (Kadapa), and former Chief Minister N. Kiran Kumar Reddy (BJP, Rajampet).

The CEO said that the EVMs have been kept under tight security at 350 strong rooms across the state. Counting of votes will be taken up on June 4.

Cong, BRS, BJP confident of winning majority in Telangana

All three major parties in Telangana — Congress, BRS, and the BJP — on Tuesday claimed that they will win a majority of Lok Sabha seats in the state.

A day after polling for all 17 Lok Sabha seats in the state, the ruling Congress, opposition BRS, and the BJP claimed that they will bag most of the seats.

While the Congress and BJP exuded confidence of winning 12 seats, the BRS claimed that it would bag more seats than the two national parties.

Chief Minister A. Revanth Reddy is confident that the Congress would emerge victorious on 12-13 seats while BJP national vice-president D.K. Aruna claimed that his party will win 12 seats.

Aruna, who contested from Mahabubnagar constituency, was also confident of her victory. BRS working president K.T. Rama Rao said that his party will win more Lok Sabha seats than the Congress and BJP.

He claimed that the ruling Congress is facing unprecedented resentment from all sections of people as it failed to deliver on its promises made to farmers, women and other sections in the Assembly elections.

He also claimed that neither the BJP-led NDA nor the Congress-led INDIA bloc will get a clear majority at the Centre. Regional parties like the BRS, the YSR Congress Party and the Biju Janata Dal which are not part of the two alliances will play a decisive role in the formation of the next government, he told media persons at Sircilla.

KTR said despite some BRS leaders defecting to the Congress and BJP for their political gains, the BRS cadre worked hard with unwavering commitment to the victory of the party candidates.

Meanwhile, BJP MP K. Laxman claimed that the voting trend shows that people are determined to make Narendra Modi the Prime Minister for a third time. “It was a one-sided voting in favour of Modi Ji. The polling percentage is also favourable for the BJP,” he said.

Laxman stated that it was a pro-incumbency vote. “Usually after two terms of a government, there will be anti-incumbency but since Modi Ji implemented whatever he promised and promised only what can be delivered, people trusted him. He did not promise freebies like the Congress party to lure voters,” he said.

Laxman claimed that people feel only PM Modi can steer India on the path of development. He believes that in four phases of polls conducted so far, the BJP got a clear majority. He exuded confidence that the BJP will get 370 seats while NDA will cross the 400 mark. The BJP MP also claimed that the Congress will not get the status of the main opposition.

Tripartite alliance in Andhra looks to upset YSR Congress

Analysts say transfer of votes among the National Democratic Alliance (NDA) partners may prove to be the key to its success…reports Asian Lite News

Cashing in on the anti-incumbency, the grand alliance of Telugu Desam Party (TDP), Jana Sena Party (JSP) and the Bharatiya Janata Party (BJP) may upset the ruling YSR Congress Party’s apple cart in the next month’s polls to Andhra Pradesh Assembly and 25 Lok Sabha seats in the state.

The coming together of TDP, JSP and BJP appears to have given the alliance an edge in what is expected to be a close fight.

The return of Chief Minister Y.S. Jagan Mohan Reddy’s sister Y.S. Sharmila Reddy to state politics and her joining of the Congress party may also play spoilsport for the ruling party.

With the JSP of Tollywood star Pawan Kalyan as their partner, TDP and BJP will be looking to repeat the success of 2014.

The forging of an alliance with BJP and JSP appears to have given a psychological edge to TDP supremo and former Andhra Pradesh chief minister N. Chandrababu Naidu, who has his eyes set on another term as the CM. With Pawan Kalyan ready to play second fiddle and a limited number of seats allotted to the two partners, 73-year-old Chandrababu Naidu is the face of the tripartite alliance.

Analysts say transfer of votes among the National Democratic Alliance (NDA) partners may prove to be the key to its success.

The alliance is likely to avoid a split of anti-incumbency votes. In addition to this, if Congress under Sharmila manages to eat into Dalit Christian votes of YSRCP, this may further dent the prospects of Jagan Mohan Reddy’s party. Jagan Mohan Reddy and Chandrababu Naidu are leading the campaigns of their respective parties.

The Chief Minister, whose party has already completed two rounds of campaign, is currently on ‘Memanta Siddham’ (We are ready) bus yatra while Chandrababu Naidu is running the campaign titled ‘Prajagalam’ (people’s voice).

Interestingly, both the leaders started their campaigns from Rayalaseema, a backward region they come from. Both the leaders launched an offensive on each other’s strongholds.

Raising the pitch, Chandrababu Naidu is asking at public meetings why not Pulivendula.

He was responding to YSRCP’s plans to wrest Naidu’s Kuppam seat. Pulivendula in Kadapa district is considered a pocket borough of Jagan Mohan Reddy’s family for over four decades while Chandrababu Naidu has been representing Kuppam since 1989.

Pawan Kalyan is focussing on Godavari districts, where his party is contesting most of the 21 Assembly seats allotted to it under the seat-sharing formula.

The JSP has also fielded candidates for two Lok Sabha seats. The alliance is taking on YSRCP over the issues of its destructive politics, corruption, unemployment, mounting public debts, alleged lack of new investments, U-turn on state capital Amaravati, failure to implement total prohibition, and law and order problems.

Allegations over former minister Vivekananda Reddy’s murder, attack by Jagan’s sister Sharmila, and cousin Sunitha Reddy that he was shielding the murder accused provided further ammunition to the opposition.

In what is seen as an embarrassment for Jagan, the YSR family stands vertically divided in its stronghold of Kadapa Lok Sabha constituency with Sharmila entering the fray as Congress candidate against cousin Y.S. Avinash Reddy, who is seeking re-election for a third consecutive term as YSRCP candidate.

Five years after the murder of Jagan’s uncle Vivekananda Reddy, the sensational case has again taken the centre-stage. Terming Avinash Reddy a ‘killer’, Sharmila and Vivekananda Reddy’s daughter Sunitha have appealed to people to defeat Jagan and Avinash.

The YSRCP is banking on the welfare schemes implemented by it during the last five years to seek a fresh mandate. Jagan Mohan Reddy claimed to have implemented 95 per cent of poll promises.

At election meetings, Chief Minister Jagan Mohan Reddy claimed that the YSRCP government has so far disbursed Rs 2.45 lakh crore under Direct Benefit Transfer (DBT) schemes.

Claiming that his government has implemented 95 per cent of poll promises, he said people in all villages would only remember the village secretariats, volunteer system, Rythu Bharosa Kendras (RBKs), door delivery of pensions, village clinics, family doctors, Mahila Police, Jagananna Aarogya Suraksha and free power supply to farmers ushered in by him.

Jagan, whose party is contesting the polls on its own, is calling himself a lion who will single-handedly take on its opponents who have all ganged up.

“Despite working for 14 years as Chief Minister, Chandrababu Naidu has no achievements to his credit as he spent his entire tenure indulging in scams and pursuing the policy of plunder, stash, and devour. He has no political values and credibility except telling lies, cheating people, and backstabbing,” Jagan Mohan Reddy said at one of his public meetings.

In 2019, YSR Congress wrested power from TDP with a landslide victory, bagging 151 seats in the 175-member Assembly. It polled 49.95 per cent votes. The TDP was a distant second with 23 seats and 39.17 per cent votes.

Jana Sena, which had contested the polls in alliance with Bahujan Samaj Party (BSP) and the Left parties, had polled 5.53 per cent votes. Jana Sena had contested 137 seats but could win just one seat.

Pawan Kalyan himself suffered defeat in both the seats he contested. The BJP went alone in 2019 and drew a blank. It polled a mere 0.84 per cent votes.

As caste plays a key role in Andhra Pradesh elections, the alliance is hoping to wean away the sections that predominantly voted for the YSR Congress in 2019.

The TDP is hoping to get the support of Backward Class voters in addition to their traditional supporters Kammas. Reddys, another socially and politically influential community, may be divided in their support for Jagan.

Jana Sena is hoping to get the support of Kapus, a numerically strong and influential community in coastal Andhra Pradesh. Accounting for over 20 per cent of the state’s 5 crore population, Kapus had overwhelmingly voted for the TDP-BJP combine in the 2014 general elections, for which Pawan Kalyan had campaigned extensively.

In the 2014 elections, the difference in the vote share between the victorious TDP-BJP combine and the opposition YSRCP was a mere 1.6 per cent.

The TDP-BJP combine got 46.69 per cent votes against YSR Congress’ 45.01 per cent. The TDP won 102 and the BJP bagged five seats to emerge with a clear majority in the 175-member state Assembly, while YSRCP bagged 67 seats.

In Lok Sabha, the difference between the two sides was slightly higher at 2.34 per cent. While the TDP-BJP combine got 47.95 per cent votes, the YSR Congress came close second with 45.61 per cent.

But this was enough to almost double the seats of the TDP-BJP, which bagged 17 Lok Sabha seats against eight of the YSR Congress.

This time, the TDP has left six Lok Sabha seats for the BJP and two for the JSP. It has also allotted 10 Assembly seats to the BJP and 21 to the JSP. Political analysts say for Chandrababu Naidu keeping BJP on his side will give him some psychological advantage.

It was for this reason that the TDP chief was keen on reviving ties with the BJP. The BJP was cautious given its past experience with Naidu but Pawan Kalyan persuaded the BJP leadership to join the alliance to end the ‘anarchic’ rule of YSRCP. The TDP is also trying to woo voters with its ‘Super Six’ guarantees.

These promises are free bus travel to all women, three free gas cylinders to every household per year, Rs 15,000 per year to every school-going child, 20 lakh job opportunities or unemployment allowance of Rs 3,000 per month, Rs 1,500 per month to every woman above 18 years, and financial assistance of Rs 20,000 per year to every farmer.

The YSR Congress, on the other hand, is highlighting the ‘poor track record’ of Naidu in fulfilling the promises and cautioning the beneficiaries of various welfare schemes that if they fall for his guarantees, they will lose even the existing benefits.

Cong finalises 115 Assembly, 5 LS candidates for Andhra

In a move to revive the party’s prospects, the Congress leadership appointed Sharmila as the president of the party’s state unit in January this year…reports Asian Lite News

The Congress has finalised candidates for 115 Assembly and five Lok Sabha seats in Andhra Pradesh. The names were finalised during the meeting of the Central Election Committee of the party held in Delhi on Monday.

Andhra Pradesh Congress Committee president Y. S. Sharmila Reddy, who attended the meeting, said the list is likely to be released on Tuesday. She said the candidates for the remaining seats will be announced in a week.

Simultaneous elections to the 175-member Andhra Pradesh Assembly and 25 Lok Sabha seats are scheduled on May 13.

Sharmila, who is the sister of Chief Minister and YSR Congress President (YSRCP) president Y. S. Jagan Mohan Reddy, is likely to be fielded from Kadapa Lok Sabha constituency, where Jagan Mohan Reddy has once again fielded his cousin and sitting MP Y. S. Avinash Reddy.

Congress Working Committee (CWC) special invitee Gidugu Rudraraju is likely to contest from Rajamahendravaram Lok Sabha constituency. Former central ministers Pallam Raju and J. D. Seelam are likely to get party tickets for Kakinada and Bapatla Lok Sabha seats respectively.

The Congress party drew a blank in the Assembly and Lok Sabha elections in the state in 2014 and 2019 due to public anger over the bifurcation of Andhra Pradesh.

In a move to revive the party’s prospects, the Congress leadership appointed Sharmila as the president of the party’s state unit in January this year.

Meanwhile, Sharmila demanded the YSRCP government to immediately start disbursal of social security pensions among beneficiaries. She alleged that there is a conspiracy to delay the payment of pensions.

She told media persons in Delhi that the Election Commission has ordered that the pensions be disbursed through government machinery and not through volunteers. The government is deliberately not disbursing pensions so that the delay damages the prospects of the opposition parties and helps the ruling party, she said.

Chief Minister Jagan Mohan Reddy has been targeting opposition parties for what he called stalling disbursal of pensions.

The APCC Chief said she met the Chief Secretary on the issue. He stated that disbursement will begin on April 3 and it will take a week to complete the process. “The beneficiaries will have to wait for 10 days. I want to ask the Chief Secretary if this delay was not to help the ruling party,” she said.

She said when the Election Commission allowed pension payment through DBT, why was this delay taking place? Digital payments can be made in one day, she said and demanded immediate payment of pensions through DBT. If this is not done the Congress will stage protests everywhere, she added.

Union minister, two MLAs vie for glory in Secunderabad

A triangular contest is on the cards for Secunderabad Lok Sabha constituency in Telangana where Union Minister for tourism, culture and development of the north eastern region, G. Kishan Reddy is seeking re-election.

Two sitting MLAs representing Assembly segments under the same Lok Sabha constituency are also set to enter the fray.

Interestingly both the MLAs were elected in recent elections on Bharat Rashtra Samithi (BRS) tickets. Danam Nagender, who was re-elected from Khairatabad constituency, joined Congress party a few days ago and the party swiftly named him as the candidate for May 13 election.

BRS, which won six of the seven Assembly segments in the recent polls, is making a determined bid to register its maiden victory in this Lok Sabha constituency, which so far has elected either Congress or BJP.

The BRS has fielded T. Padmarao Goud, who was elected from the Secunderabad Assembly segment recently for a fourth term and considered a strong leader.

Padmarao Goud has been associated with TRS (now BRS) since Telangana movement days. He also served as the Deputy Speaker of Telangana Legislative Assembly between 2014 and 2018. He was first elected to the Assembly of united Andhra Pradesh on TRS ticket from Secunderabad in 2004.

In terms of Assembly segments won and number of votes secured, BRS appears strong on paper but defections of some key leaders to the ruling Congress has apparently hit the party’s morale.

The switching of loyalties by Nagender, a former minister, came as a shot in the arm for the grand old party. Upbeat after luring several key BRS leaders, including Greater Hyderabad Mayor Vijayalaxmi Gadwal to its camp, Congress will be looking to wrest the seat from BJP after losing two consecutive elections

After drawing a blank in Greater Hyderabad region in November 30, 2023 polls, the Congress was looking for strong candidates to bolster its prospects. Interestingly, in Secunderabad, Chevella and Malkajgiri, which cover Assembly segments in and around Hyderabad, the Congress has fielded all defectors from BRS.

Kishan Reddy, who is also the state president of the BJP, was elected MP from Secunderabad in 2019, a few months after losing the election from Amberpet Assembly segment under the same parliamentary constituency

In 2019, G. Kishan Reddy had defeated his nearest rival T. Sai Kiran Yadav by a majority of 62,114 votes. Kishan Reddy had polled 3,84,780 votes while Sai Kiran Yadav, son of former minister and BRS leader Srinivas Yadav, secured 3,22,666 votes.

Anjan Kumar Yadav, a two-time MP from Secunderabad, finished a distant third with 1,73,229 votes. In the November 30, 2023 Assembly elections, BRS bagged six out of seven Assembly segments under the Secunderabad Lok Sabha constituency. The AIMIM retained the Nampally segment.

Like in the 2019 elections, Kishan Reddy, a three-time MLA from Amberpet, will be banking on the Modi factor. Both BRS and Congress are vying to get support of Muslims and Christians, who are in sizable numbers in this constituency.

Secunderabad was a Congress stronghold till 1991 when BJP’s Bandaru Dattatreya wrested the seat for the first time. He was elected from this constituency again in 1998, 1999 and 2014.

TDP releases second list for Andhra assembly polls

In the assembly elections, the BJP will contest from 10 seats, the TDP from 144 seats and the JSP from 21 seats, as per the statement…reports Asian Lite News

The Telugu Desam Party on Thursday released its second list of 34 candidates for the upcoming assembly elections in Andhra Pradesh, days after releasing its first list.

In a message on X, Naidu wrote, “The first list of candidates contesting on behalf of the Telugu Desam Party in the upcoming 2024 elections has already been placed before the public. Now we have brought you the second list, with 34 more candidates.”.

His post added: “As always in the selection of candidates, public opinion has been given priority in this list as well. I request the people of the state to bless all the TDP candidates and make them win.”

In the run-up to the elections for the state assembly and Lok Sabha, the Telugu Desam Party (TDP), Bharatiya Janata Party (BJP), and Jana Sena Party (JSP) sealed a seat-sharing pact in Andhra Pradesh on Monday.

According to the pact, the BJP will contest from six seats, the TDP from 17 seats and the JSP from two seats for the parliamentary elections.

In the assembly elections, the BJP will contest from 10 seats, the TDP from 144 seats and the JSP from 21 seats, as per the statement.

The seat-sharing was finalised at a meeting held at Amaravati today following the meeting between the three parties in Delhi, where an alliance was formalised.

The state has 25 Lok Sabha and 175 Assembly seats.

Naidu has received sharp criticism from his opponents for allying with the BJP. He had pulled out of the National Democratic Alliance (NDA) in 2018 after the Modi government’s refusal to grant Special Category Status (SCS) to Andhra Pradesh.

APCC president YS Sharmila demanded that Naidu explain to the state’s people why he chose to align with the BJP, which had betrayed the people on all fronts in the last 10 years.

Lok Sabha elections are expected to be held in April-May. (ANI)
