India non-commital on funding curbs on British NGOs

United Kingdom officials discussed foreign funding restrictions placed on Oxfam and other British NGOs with the Modi government last week, requesting the Union Home Ministry to reconsider its decision to deny Oxfam India’s registration renewal application under the Foreign Contribution Regulations Act (FCRA).

The request came during a virtual meeting the British Permanent Home Secretary Mathew Rycroft had with Union Home secretary Ajay Kumar Bhalla, one of a number of high-level exchanges ahead of a possible visit by British Prime Minister Boris Johnson later this year, The Hindu reported.

“The issue was raised by United Kingdom [officials], and they were explained the process [of FCRA renewals],” a government source told The Hindu, confirming that the request had been made, but adding that India had given the British side no assurances on whether the cases would be reviewed, as the MHA had decided to do with the Missionaries of Charity, whose registration request was denied around the same time, but subsequently restored.

At the meeting, India expressed concern regarding “anti-India activities of certain extremists and radical elements in the U.K,” a statement by MHA had said. However, the sources said the U.K. had not raised the issues “formally” or in writing yet.

According to diplomatic sources, the delegation had also raised the denial of FCRA registration to UK-NGO Freedom Fund, which was one of 10 American, Australian, British and European NGOs dealing with environmental, climate change and child labour issues, who had lost their licenses due to what the government called “adverse inputs” on their partnerships in India.

Oxfam India is one the country’s largest NGOs that works on food, clothing, shelter and medical projects. On January 1, 2022, the MHA had issued a list of about 6,000 NGOs whose FCRA registration or license to receive foreign funds had ceased to operate as the Ministry refused to renew their application or the NGOs did not apply for one. The MHA had not given specific reasons for the non-renewal of Oxfam India, Oxfam India Trust and others, but said the decision had been taken in “public interest”, without further details.

Protesting the MHA’s denial of its application on January 2, Oxfam India’s CEO Amit Behar had said in a statement that it would “severely affect the ongoing humanitarian and social work in 16 States across the country” and would also affect the Covid-19 response programme distributing medical equipment and support initiatives. The non-renewal also meant that the NGO lost access to over ₹62 crore in its designated bank accounts, that came from international donors including Oxfam-UK (Rs 7 crore), Oxfam- Australia (₹3.1 crore), Oxfam-Germany (₹2.8 crore), and Stichting Oxfam International- Netherlands (₹7 crore).

Significantly, Rycroft is understood to be well-versed with NGO funding issues as prior to being appointed Home Secretary, he was the Permanent Secretary at the Department for International Development (DfID), the British government’s aid arm, which was closed and merged with the British Foreign, Commonwealth and Development Office (FCDO) in September 2020.

A ‘number’ of British citizens detained in Afghanistan, says govt

Western media reports said at least six British citizens were being detained in Afghanistan, including former BBC correspondent Andrew North, who was released later that day, reports Asian Lite News

A “number” of British nationals are being detained in Afghanistan, the UK government said Saturday, adding that it had raised the issue with the country’s Taliban authorities.

The foreign ministry’s statement came a day after the Taliban released two overseas journalists who had been detained, including a former BBC correspondent.

“We are providing support to the families of a number of British men who have been detained in Afghanistan,” the ministry said, without specifying how many British nationals were being held and by whom.

“UK officials have raised their detention with the Taliban at every opportunity, including when a delegation travelled to Kabul this week.”

A British delegation led by Hugo Shorter — the head of the UK’s mission to Afghanistan but based in Qatar — flew to Kabul to meet foreign minister Amir Khan Muttaqi earlier this week.

Shorter said he had discussed the humanitarian crisis in Afghanistan, as well as human rights abuses, with Taliban officials during his trip to the country.

On Friday, Western media reports said at least six British citizens were being detained in Afghanistan, including former BBC correspondent Andrew North, who was released later that day.

The Taliban authorities did not comment.

Also among British nationals detained is Peter Jouvenal, who has been held since early December, a statement released by his friends said.

A journalist turned businessman, Jouvenal is also a German citizen and is married to an Afghan woman.

He might have been “detained in error” as he was in Afghanistan to discuss investments in the country’s mining industry, the statement said.

“He is being held without charge, and with no freedom to contact his family or lawyers,” it said, adding that Jouvenal had been the cameraman for a CNN interview with the late Al-Qaeda founder Osama bin Laden in 1997 in Afghanistan.

“Before his arrest he was working openly and had frequent meetings with senior Taliban officials.”

On Friday, the Taliban released North and another foreign journalist after the two were detained while on an assignment for the UN refugee agency in Afghanistan.

It was unclear when they were detained but the agency said it was “relieved” that the two and their Afghan colleagues were free.

Taliban government spokesman Zabihullah Mujahid said they had been detained because they did not possess valid identity cards and documents.

Since they seized power in August, the Taliban have cracked down on dissent, forcefully dispersing women’s protests, detaining critics of the regime and often beating Afghan journalists.

John Simpson fears for his ex-BBC friend Peter Jouvenal

John Simpson has spoken of his fears for his close friend and former BBC cameraman who’s being held captive by the Taliban.

Distinguished British journalist Peter Jouvenal, 64, has been locked in a cell without being charged or given legal help since he was arrested in Kabul two months ago.

Simpson, the BBC’s world affairs editor, said: ‘Conditions are bad. It’s bitterly cold, and all they have to eat each day is a bowl of rice, occasionally garnished with beans.

Jouvenal has worked and travelled in Afghanistan for more than 40 years, is married to an Afghan woman and they have three children.

He was with Simpson in 2001 when the reporter, famously disguised in a burka, slipped into Afghanistan and they became the first journalists to show the world the last months of Taliban rule.

Jouvenal also arranged and filmed the first Western interview with Al Qaeda leader Osama Bin Laden, for CNN, in 1997.

Simpson last saw his friend in November – three months after the Taliban returned to power when Western troops left the country.

Two weeks later, Jouvenal was abducted near the former British Embassy in Kabul but details of his plight had been kept secret amid fears for his safety.

The news emerged on Friday when another former BBC journalist, Andrew North, was taken captive by the Taliban but quickly released.

Jouvenal, who is now a successful businessman, had reassured family he would be safe.

British Parliamentarians Visit the UAE

A delegation of five British parliamentarians from the UAE all-party group in the U.K. Parliament began a four-day visit today to Abu Dhabi and Dubai…reports Asian Lite News

During the visit they will be meeting senior ministers, the speaker of the Federal National Council, and business leaders. They will also visit Expo 2020 Dubai.

The Right Honourable David Jones MP, who is leading the delegation, said: “We are delighted to be in the UAE and are looking forward to meeting ministers, parliamentarians and businesspeople to discuss issues of mutual benefit to our two countries.

UAE leaders send Jubilee tributes to Queen Elizabeth

President His Highness Sheikh Khalifa bin Zayed Al Nahyan has sent a message of congratulations to Her Majesty Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland, on the anniversary of Her Majesty’s accession to the throne…reports Asian Lite News

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, and His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, also dispatched similar messages of congratulations to Her Majesty Queen Elizabeth II on the occasion.

The British Queen has called for the Duchess of Cornwall to be known as Queen Camilla when Charles becomes King.

Queen stated that “as we mark this anniversary, it gives me pleasure to renew to you the pledge I gave in 1947 that my life will always be devoted to your service.”

“So as I look forward to continuing to serve you with all my heart, I hope this jubilee wil bring together families and friends, neighbours and communities after some difficult times for so many of us,” the Queen added.

The British Queen would be expected to consult her direct heirs Charles and William before making such a significant announcement about titles, which suggests they both agreed and felt the British public is ready to accept Camilla as Queen, according to CNN.

The British Queen laid out her vision for the institution’s transition in an extraordinary message released as she reached the 70th anniversary of her accession to the throne. It is a hugely significant intervention from the monarch, who is the only person who can define royal titles. Camilla became something of a public pariah following the breakdown of Charles and Diana’s union in the mid-90s, reported CNN.

In 2005, when Charles married Camilla, the couple announced she intended to be known as “Princess Consort” despite having a right to the title of Queen. It was seen as a recognition of the sensitivities around a title that was destined for Charles’ first wife, Diana.

‘UK, UAE free trade talks nearing agreement’

Negotiations between the UK and the UAE to sign a free trade agreement are advanced and should reach a conclusion, at a governmental level, in a “relatively short time,” a British lawmaker told the Emirates News Agency (WAM)…reports Asian Lite News

Liam Fox, a member of the British Parliament, who previously served as UK’s Secretary of State for Defense and Secretary of State for International Trade, said that negotiations between the two countries are “quite far advanced” and should reach an agreement “within relative touching distance.”

“The UAE is one of the biggest trading partners already with the UK. But if we can look at ways of reducing any barriers to trade, whether that’s in goods or services, that of course is another step towards the liberalisation and the opening of the global trade that we all want to see,” Fox explained on the sidelines of his visit to the UAE, leading a delegation from the UK Abraham Accords Group.

Giving a timeframe for when the overall agreement could be reached is almost “impossible to say,” as it has a parliamentary process to go through as well, Fox said.

“Getting an agreement between the governments is only a part of it. Britain [has not passed] its own legislation on trade for a very long time, since before we joined the European Union, so we are kind of feeling our own way through these parliamentary processes,” he continued.

“What’s key to that is there is a willingness on both sides to do it and that very often is the most important determinant of the timescale.”

According to the UK’s Department of International Trade, the UAE is the UK’s 25th largest trading partner globally, with ₤10.7 billion in bilateral trade in the year ending March 2021.

“Britain’s trade with Europe went back to pre-Brexit levels about May or June [2021], but trade with the rest of the world remains disrupted because the global supply chains are disrupted. I think it would be sometime in 2022 before we can assess what global trade looks like,” Fox said.

The British lawmaker also called on global players to take a joint action on removing any impediments to trade to get the global economy moving. “We frankly need the big economies to open up to ensure that developing countries and smaller economies are able to trade freely with the world’s biggest markets.”

On his visit to the UAE, along with other British MPs, Fox said that despite the pandemic, things seem to be moving quite quickly already.

The visit aimed to see first-hand the impact Abraham Accords is making on trade and industry, religious and cultural cooperation.

“There is a tremendous support across politics and business for the Abraham Accords. I was particularly impressed when we’ve signed an MoU with Sharaka. The interest of the young people is the most represented and for them, this is the chance to look forward and realise that it is not just about reading history, it is about writing history,” Fox explained.

Sharaka, which means “partnership” in Arabic, is a non-profit, non-partisan organisation founded by young leaders from Israel and the Gulf to turn the vision of people-to-people peace into a reality and encourage citizen diplomacy.

“The Abraham Accords is a truly historic moment. It’s a way to open a new window in the region to see the problems in a different context. The bottom line is that this project is too important to allow it to fail,” he said. (WAM/Ibrahim Shukralla)

The tragic loss of life is only compounded by the fact that those killed were endeavoring to evacuate or working to conduct that humanitarian mission,” the Coalition said in a statement.

Wallace rules out British forces redeploying to Afghanistan

British Prime Minister Boris Johnson said on Sunday that the US decision to pull out of Afghanistan has “accelerated things,” reported Xinhua…reports Asian Lite News.

British Secretary of Defense Ben Wallace said on Monday that British forces will not be returning to Afghanistan after the Taliban seized the Afghan capital city of Kabul.

Responding to a question by Sky News if Britain and NATO forces would return to Afghanistan, Wallace said, “That’s not on the cards that we’re going to go back,” reported Xinhua.

Wallace said Britain was doing everything it could to evacuate British nationals and Afghans with links to Britain.

“Our target is…about 1,200 to 1,500 exit a day in the capacity of our aeroplanes, and we’ll keep that flow,” he said.

British Prime Minister Boris Johnson said on Sunday that the US decision to pull out of Afghanistan has “accelerated things,” reported Xinhua.

The British parliament will be recalled on Wednesday from their summer recess to debate the British government’s response to the rapidly evolving situation in Afghanistan.

The British Defense Secretary on Friday said the US decision to pull its military forces out of Afghanistan was a “mistake,” which has handed the Taliban “momentum” in the country, reported Xinhua.

“Of course I am worried, it is why I said I felt this was not the right time or decision to make because, of course, Al-Qaida will probably come back, certainly would like that type of breeding ground,” he told Sky News.

The Taliban said on Sunday that the war in Afghanistan has ended and they will soon declare the establishment of the Islamic Emirate of Afghanistan, reported Xinhua. (ANI)
