India improves score in ease of cross-border trade: UN survey

In a positive development, India has made noticeable progress in ease of cross-border trade, a UN survey that tracked 143 economies on key trade facilitation parameters over a two-year period said.

In the survey, India’s rank moved up from 79.49 per cent in 2019 to 90.32 per cent in 2021, marking a significant improvement.

Notably, the bi-annual survey exclusively deals with trade facilitation measures taken by individual countries, Live Mint reported quoting the UN Global Survey on Digital and Sustainable Trade Facilitation.

Sharing the development on its website, Central Board of Indirect Taxes and Customs (CBIC) said on Monday that the UN survey result was a remarkable improvement in India’s ranking on ‘digital and sustainable trade facilitation.’

CBIC said that the results showed India was among the best performing country in South and south West Asia region and in the Asia Pacific region. India’s overall score has also been found to be higher than many of the OECD countries and the average of EU, it said.

Among developed countries, Australia, New Zealand, Netherlands, Japan and Belgium have scored more than 93%. In South Asia, Bangladesh and Sri Lanka were behind India with a score of 64.5% and 60.2%, the survey showed.

The survey tracks 58 measures identified with trade facilitation such as facility for electronic submission of declarations and electronic payment of duties and fees and electronic application for refunds which are seen as global best practices.

According to the 2021 survey report, India has scored 100% in transparency, 95.83% in formalities, 88.89% in institutional arrangement and cooperation: and 96.30% in paperless trade.

Since the beginning of the pandemic last year, New Delhi has implemented several measures to cut down procedures and the time taken for customs clearance. From 15 July, customs authorities put in place a host of measures to speed up assessment and clearance of shipments in a more anonymous way.

Simplifying cross-border trade has been a priority for the Narendra Modi administration as it is seen as a key determinant of the ease of doing business in the country. Also, officials are keen to reduce the logistics cost to boost the industry’s competitiveness in world markets. (India News Network)

Cross border narco-terrorism on the rise in J&K

Narco terrorism is becoming a major challenge for the security forces as the smuggling of narcotics in over 95 per cent cases has been linked directly with financing of various terrorist organisations in Jammu and Kashmir.

Intelligence agencies believe that all cross LoC and cross international border smuggling rackets in J&K are directly linked to financing and sustaining terrorism from across the border.

“In over 95 per cent narcotics smuggling cases, we have been able to establish a direct link from across the border to fund terrorism in J&K.

“What once used to be an individual over adventurism to become rich overnight has now become a cartel operation primarily run by agencies supporting and sustaining terrorist activities here,” said a senior intelligence officer.

The arrests of smuggling kingpins from Bihar and Punjab whose direct connections with the cross border narcotics traders have established the interstate dimension of this underground trade.

Security officials argue that an interstate kingpin of narcotics smuggling cannot be imagined to be getting involved in the racket without knowing the end use of the funds so generated.

“Wouldn’t the interstate sponsor of narcotic trade know the origin of his consignment? If he knows the origin of such consignments then he also knows the end use of the funds generated therefrom,” said a senior security force official.

Accepting the seriousness and the resultant damage narco terrorism has been doing to peace and tranquility in J&K, DGP, Dilbag Singh took a high level meeting in Jammu on July 19 to check narco-trafficking since it is used to fund various terrorist groups in J&K.

“DGP Jammu and Kashmir Dilbag Singh chairs high level joint security meeting; reviews security situation #Jammu zone. Directs officers to give special focus on measures to check narco-trafficking as it being used to fund terrier groups,” J&K police said on its official twitter handle.

The special areas of focus for curbing cross border narcotics smuggling are the LoC in Kupwara district of Kashmir and the Jammu-Samba-Kathua arch of Athe international border in Jammu division, said an senior police officer.

It is estimated that during the last two years, the security forces, ‘especially the local police’, have been able to seize narcotic consignments costing over 500 crore in the international market.
