Fortress Delhi ready for Summit

The Indian Armed Forces will collaborate with the Delhi Police to provide specialised security for the event…reports Asian Lite News

As Delhi gears up to host the G20 Summit, authorities have implemented an array of comprehensive security measures to ensure the safety and security of foreign delegates.

With the summit scheduled to take place from September 8 to 10, the Indian capital is leaving no stone unturned in making this event a resounding success.

One of the most striking security features is the transformation of hotel suite window glasses into bulletproof barriers where the heads of states and their families will be accommodated.

A senior official involved in the security arrangements said, “We have made a foolproof security plan which also includes providing all kinds of security at the hotels where the international delegates will be staying. To ensure their safety, the window glasses of their hotel rooms are being turned into bulletproof glasses.”

In addition to the bulletproof glass, units of the elite National Security Guard (NSG) will be deployed at select hotels and strategic locations throughout the city. The NSG is a specialised force known for its ability to handle anti-terrorist operations in various scenarios, and its presence underscores the seriousness of the security arrangements.

Specifically, security around the ITC Maurya Hotel, where US President Joe Biden will stay during the summit, has been intensified. The entire Sardar Patel Marg and the hotel premises underwent rehearsals and security checks. President Biden’s visit to India for the G20 Summit includes a bilateral meeting with Prime Minister Narendra Modi on September 8.

During preparations for the summit, it was discovered that none of the city’s hotels had helipads. To address this issue, a team of NSG commandos executed a daring helicopter landing on the terrace of Le Meridien Hotel in New Delhi. Similar exercises are expected to be conducted at other hotels in the coming days.

To enhance security even further, anti-drone systems will be installed at strategic points to prevent potential aerial threats. Snipers will be positioned atop buildings, and anti-aircraft guns will be deployed along the routes to be taken by the foreign dignitaries during the summit.

The Indian Armed Forces will collaborate with the Delhi Police to provide specialised security for the event.

Special Commissioner of Police (Protective Security Division) Madhup Kumar Tiwari said, “For anti-terror measures, we got help from Central Armed Police Forces (CAPF) and National Security Guard (NSG) and other specialised agencies. However, for some specialised areas and specialised-level security, even the Indian Armed Forces have extended their help.”

Despite the extensive security deployment, officials assure that they are taking measures to minimise inconvenience for Delhi’s residents. Tiwari emphasised, “All measures have been chalked out keeping in mind that a Delhi resident faces minimum inconvenience.”

Detailed security plans include appointing a ‘Venue Commander’ at each location visited by foreign delegates, supported by Joint CPs and Additional CPs. Additionally, DCP level officers will serve as ‘Camp Commanders’ at the hotels hosting foreign delegates.

Approximately 1,30,00 security personnel will be deployed to ensure the safety of the high-profile attendees of this G20 Summit, which is set to be the largest event in independent India’s history.

Notably, the government has acquired 20 bullet-proof limousines at a cost of Rs 18 crore ($2.18 million) to transport the world leaders. These vehicles will be operated by 450 trained drivers from the Central Reserve Police Force’s VIP security wing, ensuring the safety and efficiency of the summit’s transportation logistics.

New Delhi gets a new look

At the IGI airport, the DIAL spokesperson said that  terminal 3 now features prominently illuminated G20 summit logos, enhancing the visual appeal both inside and outside the terminal…reports Asian Lite News

In a stunning metamorphosis, New Delhi has undergone a breathtaking makeover in preparation for the upcoming G20 Leaders’ Summit scheduled from September 9-10.

The city now boasts a captivating blend of aesthetics and environmental consciousness, creating an atmosphere of anticipation and pride among its residents.

The city has been adorned with a breathtaking array of water fountains, artificial waterfalls, and sculptures that vividly narrate India’s rich history and cultural heritage.

This metamorphosis is not merely cosmetic; it also embraces ecological considerations. In an ambitious endeavor, more than 3,000 mature trees have been strategically planted along key routes leading into Central Delhi, reaffirming the city’s commitment to green spaces. Over 100 fountains now grace Delhi, while an impressive seven lakh potted plants embellish the sidewalks, creating an oasis of greenery along major routes connecting the New Delhi International Airport to Central and South Delhi.

At the IGI airport, the DIAL spokesperson said that  terminal 3 now features prominently illuminated G20 summit logos, enhancing the visual appeal both inside and outside the terminal.

“Strategically positioned standees and cutouts featuring information about the G20 Summit provide valuable insights to passengers. Messages related to the summit are also being showcased on the MATV system within the terminal,” said the spokesperson.

“We have also taken proactive measures to enhance the surrounding environment of the terminals. This includes the installation of artistic designer fountains, sculptures, and decorative flowerpots along the adjacent roads,” said the official.

“The airport approach road is now adorned with elegantly designed fountains, contributing to a pleasing and welcoming ambience. The terminals have been adorned with impactful hoardings that warmly welcome guests and express gratitude to visitors upon their arrival and departure,” the official added.

As part of the preparations, Delhi’s authorities have taken innovative measures to tackle the issue of monkeys roaming unchecked across the city. Langur mimics and cut-outs of these simians have been deployed at strategic locations to deter the monkeys from causing a nuisance and harm to residents and visitors.

Delhi’s iconic landmarks have not been left untouched by this transformation. Graffiti featuring legendary figures like Chhatrapati Shivaji Maharaj, Ahilyabai Holkar, Ahoms, Adi Shankaracharya, Maharana Pratap, and Rajaraja Chola now adorn railway bridges, adding a touch of history and culture to the cityscape.

Statues, too, have found their place in the rejuvenated Delhi. A stone-carved lion statue has been installed at Lok Kalyan Marg near the Prime Minister’s residence, and statues are prominently displayed near the Indira Gandhi International Airport.

The aesthetic overhaul extends to public spaces as well. Over 100 sculptures and 150 fountains, each with a unique design, have been installed to give Delhi a picturesque and modern look. The Delhi Metro has developed a pedestrian plaza with aesthetic landscaping outside the Supreme Court metro station, offering a serene space for visitors and commuters alike.

In an effort to showcase India’s rich cultural heritage, thematic posters bearing the G20 logo and depicting various aspects of Indian culture have been prominently placed on streetsides around the India Gate Circle. Each poster highlights a different cultural element, from the energetic ‘bhangra’ dance to the grandeur of Durga Puja celebrations.

Delhi on high alert ahead of I-Day

This year’s big Independence Day event at the Red Fort in Delhi will feature around 1,800 ‘special guests’ as part of the government’s “Jan Bhagidari” push…reports Asian Lite News

With the approaching Independence Day celebrations and the upcoming G-20 Summit, the Delhi Police’s Special Branch has issued a vigilant advisory to all officers, urging heightened alertness.

In preparation for the Independence Day parade, where more than 30,000 visitors are expected, the police have taken comprehensive measures to mirror the security arrangements of the pre-pandemic era. These precautions encompass a network of over 1,000 cameras, a robust four-layer security protocol, anti-drone systems, facial recognition technologies, expert bomb disposal units, and the presence of para-military forces.

The advisory, designed to thwart potential breaches by hostile entities, terrorist organisations, or anti-national groups impersonating officials, warns officers about the risks of impersonation and spoofing. It details how adversaries might use telephone calls, both domestic and international, or social messengers to deceive police personnel by adopting the identity of senior officials or the police department itself.

Additionally, these elements might gather intelligence from individuals associated with public vendors or employees indirectly linked to event arrangements. Social media accounts of officers stationed at sensitive locations could also be exploited for information collection, while fake emails may be deployed to extract sensitive data.

To counter such threats, the Special Branch offers practical recommendations for officers. These guidelines stresses on refraining from sharing any form of information through phone or social media with unknown individuals posing as government officials without independently verifying their credentials. Protecting computer systems containing sensitive data against potential cyberattacks is deemed paramount, with adherence to established cyber safety protocols strongly advised.

This year’s big Independence Day event at the Red Fort in Delhi, where Prime Minister Narendra Modi will unfurl the National Flag and deliver the customary address to the nation, will feature around 1,800 ‘special guests’ as part of the government’s “Jan Bhagidari” push to encourage public participation in governance.

The ‘special guests’ invited to the Red Fort event include Sarpanches of vibrant villages, representatives from the Farmer Producer Organisations scheme, beneficiaries of the Pradhan Mantri Kisan Samman Nidhi Scheme and Pradhan Mantri Kaushal Vikas Yojana, Shram Yogis (construction workers) of the Central Vista Project, Khadi workers, those involved in construction of border roads, making of Amrit Sarovar and Har Ghar Jal Yojana as well as primary school teachers, nurses, and fishermen.

Selfie points dedicated to different schemes and initiatives of the government have also been installed at 12 locations across the national capital.

As part of the celebrations, an online selfie contest will be conducted by Ministry of Defence on MyGov portal from August 15-20. People are encouraged to take selfies at one or more of the 12 installations and upload them on MyGov platform to take part in the contest. Twelve winners, one from each installation, will be selected on the basis of the online selfie contest. The winners would be given prize money of ₹ 10,000 each,” a government release said.

The Indian Army is the coordinating service at the Red Fort this year.

“Major Nikita Nair and Major Jasmine Kaur will assist the Prime Minister in unfurling the National Flag,” the release said.

As soon as the National Flag is unfurled by the Prime Minister, flower petals will be showered at the venue by two Advanced Light Helicopters Mark-III Dhruv of the Indian Air Force in the Line Astern Formation.

PM Modi on Sunday changed his profile picture on his social media handles to ‘Tiranga’ (Indian flag) ahead of Independence Day celebrations, and also urged citizens to change the Display Picture (DP) of their social media accounts and extend support to this “unique effort”.

“In the spirit of the #HarGharTiranga movement, let us change the DP of our social media accounts and extend support to this unique effort which will deepen the bond between our beloved country and us,” he tweeted.

Earlier on Friday, the PM urged the people to participate in the ‘Har Ghar Tiranga’ campaign from August 13 to 15 this year.

PM Modi said that the Indian flag symbolises the spirit of freedom and national unity and urged the people to upload their photographs with the Tiranga on the ‘Har Ghar Tiranga’ website.

“The Tiranga symbolises the spirit of freedom and national unity. Every Indian has an emotional connect with the Tricolour and it inspires us to work harder to further national progress,” he tweeted.

Sixty one important roads and twenty-three hotels associated with the G20 summit are being monitored by Delhi LG VK Saxena for their upkeep and revamp, Raj Niwas said on Monday.

The recent rains and flooding had slowed down the progress of work and also caused substantial damage to revamp, especially in the central district along Ring Road/Yamuna and the Samadhi Complex, officials said.

This prompted the LG to take stock of the situation afresh and ensure targeted efforts by ensuring inter and intra-agency coordination.

Several areas of the city were flooded as the water levels of the Yamuna rose following heavy rainfall and the release of water from Hathnikund barrage.

Nepal and India initiate talks on Delhi-Kathmandu connectivity project

The proposed railway line is considered as counter weight to China’s proposed Kerung-Kathmandu Railway…reports Asian Lite News

India and Nepal have begun detailed discussions on building a cross-border Kathmandu to Raxaul railway—a move that will connect New Delhi with the Nepalese capital.

The strategic project which would steal a march over China’s plans to extend the Tibet railway to Kathmandu will come at a substantial cost, a senior official with Nepal’s Department of Railway Department told India Narrative.

The Indian side recently submitted the initial report of the Final Location Survey of the proposed railway to the Nepal government which will give the Nepali capital a direct connection with the Indian railway network, enabling uninterrupted train travel to all Indian cities. Once hooked on to the Indian railway system, landlocked Nepal can also be connected to Bangladesh and its ports.

The proposed railway line is considered as counter weight to China’s proposed Kerung-Kathmandu Railway.

The project, however would be an expensive affair. Referring to the report, a senior official of the Department of Railways told India Narrative, on condition of anonymity, that its construction cost has been estimated at INR 260 billion (NPR416 billion).

Rohit Kumar Bisural, director general of the Department of Railways also said that building  the proposed railway line would be costly without confirming the exact cost. “As per the final location survey, the tunnel should be constructed in nearly one fourth of the proposed alignment in different areas which will lead to cost escalation,” he said.

He added that the length of the proposed railway will be 141km of which around 41km will be covered by tunnels.

India had handed over the initial report of the Final Location Survey to the Nepali side during Nepal’s Prime Minister Pushpa Kamal Dahal’s visit to India from May 31 to June 3, according to a press statement of the External Affairs Ministry of India.

“It is the initial report of the Final Location Survey which is also a type of Detailed Feasibility Report,” Keshav Kumar Sharma, secretary at Nepal’s Ministry of Physical Infrastructure and Transport said. “I have not gone through the report yet. We will study it and give our opinion to the Indian side and then the Indian company responsible for the final location survey will prepare the final report.”

The Final Location Survey was conducted with the Indian government’s grant. But there have been no bilateral talks between the two sides on whether to build this railway line and what would be the financing modality.

“Once the final report is submitted, the Nepal government will decide whether to go ahead with constructing this railway line,” said Sharma. “If the decision is taken to move forward to construct the cross-border railway, there will be a discussion on financing modality too.”

Foreign policy experts say that the project would be vital for enhanced connectivity between the two neighbouring countries which share an open border.

Nepal and India are also working to enhance multi-dimensional connectivity with highways, railways and waterways and trans ways and information ways. A slew of agreements on connectivity were signed during Nepali Prime Minister Dahal’s recent India visit.

Vijay Kanta Karna, Nepal’s Former Ambassador to Denmark, who is a keen observer of Nepal’s international relations, told India Narrative that building this railway could be instrumental to enhance and consolidate India’s influence in Nepal. “By helping to build this hard infrastructure, India will get an important opportunity to enhance its soft power in Nepal,” he added.

According to Nepal’s Department of Railway, a key benefit for Nepal from this railway is that it will provide direct access to the huge population in South Asia through a rail line and it would provide enormous potential for increase in tourism and other businesses.

“As it is the electrified railway, it will help replace the fuel-based transportation system saving huge amounts of money being spent for fuel imports,” the railway department said in one of its presentations.

At a time when Nepal and China were discussing constructing the proposed Kerung-Kathmandu Railway Line and China sending its technical team to conduct preliminary feasibility study in 2017 and 2018, India had come up with the plan to connect Kathmandu from bordering Indian town Raxaul with its own railway line.

When Nepal’s Former Prime Minister KP Sharma Oli visited India in April 2018, Kathmandu and New Delhi first reached an understanding on expanding rail linkages, agreeing to construct a new electrified rail line,  connecting Raxaul and Kathmandu  with India’s financial support.

“As a first step, it was agreed that the Indian government, in consultation with the Nepal government, would carry out preparatory survey work within one year, and the two sides would finalise the implementation and funding modalities of the project based on the Detailed Project Report,” a separate joint statement on expanding railway linkage issued after Oli’s visit to New Delhi, states.

In August 2018, two countries signed a memorandum of understanding for a preliminary engineering cum traffic survey for a rail link between Kathmandu and Raxaul. Konkan Railway Corporation Ltd. was entrusted to conduct a preliminary survey.

As per the preliminary survey, the railway line will start from Raxaul and pass through Jitpur, Nijgadh, Sikharpur, Sisneri and Sathikhel before connecting Chobhar, Kathmandu, and there will be 41 bridges and 40 curves.

A memorandum of understanding on performing a Final Location Survey was signed by Nepal and India in October 2021. After completion of the field study, India handed over the initial report to Nepal which, according to Nepali officials, has given a picture about how this railway could be constructed and how much it may cost.  As expected, the Final Location Survey showed the high cost of constructing the railway. “Given the high cost, it is not sure whether India will be ready to fully finance this project,” said Karna. “India can offer grants and cheaper loans to Nepal to build this proposed railway.”
